“Voice of the Wildcats.” That title belongs to the legendary sportscasters who have broadcast Kansas State University football and basketball games through the years.

Wyatt Thompson is the current and longtime Voice of the Cats, which he especially appreciates because of his roots in rural Kansas. Thompson became Voice of the Wildcats in 2002. He grew up in rural Kansas near Solomon.

Among his interests was livestock judging in high school FFA, which included two elements: One, placing a class of livestock in the desired order; and two, stating oral reasons to a judge to describe the reasons for that placing.

This process required him to make quick judgments and to state his observations articulately and accurately. In a sense, those skills also serve him well as a sportscaster.

Thompson continued livestock judging at Colby Community College but found himself drawn to sports broadcasting. He made the change. In 1976, he began his career, spending time at radio stations in Great Bend and Abilene. He was recognized with the Kansas Association of Broadcasters Play-by-Play Award in 1982.

From 1985 until 1989, Thompson worked at KAYS in Hays where he was the play-by-play voice at Fort Hays State. He won the Oscar Stauffer Sportscaster of the Year Award in 1989.

Then Thompson moved to Denver. He was the play-by-play voice for Colorado State's football and men's basketball teams for five years. In addition to his duties at CSU, Thompson was also a sports reporter on radio and host of the Countdown to Kickoff show for the Denver Broncos.

Thompson won the Colorado Broadcasting Association award for best play-by-play announcer in 2000.

In 2002, he moved to K-State to become the Voice of the Wildcat, a position he still holds today. In doing so, he followed in the footsteps of legendary broadcasters who have previously served as Voice of the Wildcats:&nbsp;Dev Nelson, Mitch Holthus, Steve Physioc and Greg Sharpe.

Today, Thompson is senior director of broadcasting for the K-State Athletic Department as well as Voice of the Wildcats. He&nbsp;serves as host of the Chris Klieman and Jerome Tang coaches’ shows on television and radio. In addition, he is heavily involved in various Catbacker Club, alumni and athletic department functions, frequently serving as a keynote speaker.

In an era of NIL -- Name, Image, Likeness -- and the transfer portal, it seems remarkable that he is observing local players from Kansas making an impact for their home state team. 

For example, in football, he sees Sam Hecht from Shawnee snap the ball to Avery Johnson, who went to Maize, who then might hand off the ball to Dylan Edwards from Wichita or D.J. Giddens from Junction City – and they just might be led by a block from Hadley Panzer of Lakin.

An estimated 55 Kansans are on the K-State football roster – far more than any other state.

It is especially exciting to see such in-state talent perform well. According to the K-State athletic department, since 1990 K-State’s all-conference selections have come from 37 cities in Kansas.

“I love broadcasting K-State sports for so many reasons,” Thompson said. “At the top of the list would be the amazing coaches and players that I get to work with daily.”

He also relishes the game day experience. “You can just feel the excitement for each game, and the love this fan base has for Kansas State University and the Cats,” Thompson said.

Thompson won the Hod Humiston Award for sports broadcasting from the Kansas Association of Broadcasters in 2011. Over the course of his career, Thompson has been named the Kansas Sportscaster of the Year six times. He ranks second all-time among K-State broadcasters in awards won, and fourth all-time among broadcasters in the state of Kansas.

In 2022 he was inducted into the Kansas Association of Broadcasters Hall of Fame.

It's an impressive record for a farm kid from the rural community of Solomon, population 993 people. Now, that’s rural.

Now That’s Rural: Wyatt Thompson, Voice of the Wildcats, former Voice of FHSU Tigers

I have a very tattered and worn Christmas stocking that is nearly 50 years old. To look at it, it's nothing fancy: it is red and made of thin felt. You can't even hang it up anymore because the loop used to hang it broke many years ago. But this stocking is mine and it is very special to me. What makes it special is the joy I see on my mom’s face when she presents it to me each year, and the childlike wonder it brings as we share time together.

 These emotions have nothing to do with the content of the stocking. Just as my stocking holds memories and love, family traditions can create similar lasting connections. Simple traditions and objects like my Christmas stocking can hold profound meaning, rooted in emotional connection, nostalgia, and shared family rituals. These moments and items are powerful tools in strengthening family bonds, building identity and fostering joy that transcends material aspects. Curious about building or strengthening family traditions in your home? Here are three ways to get you started.

1. Create Traditions with Special Objects

My Christmas stocking is a perfect example of how a simple object can become a cherished part of a family’s story. These items are more than just “things” - they carry the love, joy, and memories associated with family traditions. Research shows that sentimental items linked to rituals strengthen family identity and create lasting emotional connections.

If you’d like to create a tradition around a special object, start by designating what that special object could be – a handmade ornament, a plush elf that only visits the house during December, etc.

The real magic of Christmas for me isn’t about the stocking itself but the time spent with my mom and my family. Studies show that shared activities – like family meals or holiday rituals like opening our stockings – boost communication and emotional closeness. I encourage you to choose a simple activity that everyone in your family enjoys. Maybe it’s baking cookies, or maybe it’s watching holiday movies. The activity itself matters less than the togetherness it fosters.

3. Start New Traditions and Keep Them Flexible 

Traditions don’t have to be old to be meaningful. They can evolve over time, just like my stocking has evolved into a cherished ritual in our family. Starting new traditions ensures they remain relevant and meaningful for the family as they grow and change. This year, reflect on your family’s unique interests and values to create a new tradition. For example, maybe you could all write notes of gratitude to place in stockings or a family journal. 

You could also consider twisting old traditions. For example, you could turn gift-giving into a scavenger hunt or incorporate a charitable activity into your traditions, such as donating toys to a local non-profit.

Family traditions, like my cherished Christmas stocking, remind us that the simplest things often carry the deepest meaning. They are not defined by their material value but by the love, joy, and connection they represent. These traditions become the legacy of togetherness we pass on – a gift more enduring than any object, shaping the heart of our families for generations to come.

NEWMAN: The meaning behind memories — why traditions matter

I’ve used this space many times over the years to provide some defense of the political powers and interests of the cities that over 75% of Kansans live in. I did last month in response to a bill in Topeka—which thankfully died in committee—that would have forbidden cities from exercising almost any kind of local control over the businesses which their residents interact with. This month I’m looking at another bill, one that isn’t as egregious a violation of Home Rule on its face, but in the long run might turn out to be just as bad, or worse.

The bill in question is an omnibus bill, containing a large huge number of proposed changes to Kansas tax laws. There is much in it that Kansans of many different political orientations might either criticize or praise, but its “government competition” section deserves special criticism.

As written, it would mean that any restaurant, child-care center, or heath club which operates within five miles of any similar entity which can be defined, on the basis of its tax status, as “owned or operated by a governmental entity,” would be exempt from paying property taxes.

That this provision of the bill is an attempt (the latest of several) by the owners of Genesis Health Clubs to get state legislators to guarantee them the same property-tax exemption which non-profit YMCAs enjoy has been exposed by multiple journalists.&nbsp;It is worth taking a moment, though, to be clear on why a provision like this can get this far.

It’s not simply because of the influence of wealthy constituents and donors. Sure, that’s what philosophers might call the efficient cause of the provision—the part that actually acted to make it happen. But what of its material cause—that is, the substance or context out of which the provision was made or was enabled to come to be, when the efficient cause went to work?

Here I think one can only point to the pervasive disrespect too many in our state government have for the responsibility of the cities and counties to make governing decisions in response to the needs and demands of their own residents.

If we believe in local government, then those local governments obviously need revenue to be able to do the collective work which the citizens who live in those cities and counties ask them to do, particularly when it comes to providing the quality-of-life improvements which many non-profits make available at no (or at least comparatively low) cost to Kansas communities. If this provision becomes law, it could greatly harm the ability of Kansas municipalities to collect property taxes, as it may allow restaurants and gyms operating miles from not just from YMCAs, but from anything as small as a limited-hours deli, or an on-site day-care center, operating inside a city hall or a court house or other public facility, to no longer contribute any property tax to the cities which provide them with fire and police protection and much more. Which would only help undermine the whole point of local democracy in the first place.

With any luck, Governor Kelly will use her line-item veto power to strike out this provision, thus making certain Kansas cities and counties can continue to take responsibility for those things which the Home Rule provision of the state constitution says they should be able to. But as for striking out the disregard too many have the right of municipalities to govern themselves—well, the evidence suggests that will take a lot longer.

INSIGHT KANSAS: Limiting Kansas cities in the name of 'competition'

In 2019, the Governors of Kansas and Missouri both committed to a truce, pausing the pointless, destructive tax border war.&nbsp; Prior to that, KC-area companies would regularly leverage millions
 of dollars from their respective states in order to move just a few miles across the state line.&nbsp; Waddell and Reed received $62 million to move from Kansas to Missouri, while AMC Theaters got over $21 million to move from Missouri to Kansas.&nbsp; Neither move
 took the respective companies out of the KC area.&nbsp;&nbsp;

The result of this nonsense was millions of dollars lost to state services, most notably public schools, all for companies to relocate–not create–jobs.&nbsp; State money was in the mix, too—it was
 not just a Kansas City issue. The choice is then whether to cut essential services like schools and infrastructure, or make up the revenue by raising taxes on individuals and small businesses that do not have powerful, well-connected lobbyists.&nbsp; No jobs are
 created in this process, except of course for lawyers and lobbyists.

This is absurd.&nbsp; Fortunately, Kansas Governor Laura Kelly and Missouri Governor Mike Parson agree.&nbsp; In 2019, they agreed to a tax break truce, and it is holding.&nbsp; The Missouri General Assembly
 also passed legislation codifying it, but only if the Kansas Legislature would pass similar legislation within two years, which they did not.&nbsp; Kelly and Parson have each been re-elected since, but to make this commitment more binding once their terms are up,
 the two legislatures need to renew their own deal.&nbsp; This time, the Kansas Legislature needs to reciprocate.

To be clear, both states are still gung ho about tax breaks such as the massive “APEX” deal that lured a Panasonic electric-vehicle battery factory to Desoto. However, since 2019 there have
 been no massive tax packages dangled before existing KC employers to move a few blocks or a few miles.&nbsp; Yet unfinished business remains.&nbsp; Not only do the legislatures need to make the deal permanent, there is yet another issue that they need to address: a
 lack of tax reciprocity.

Hundreds of thousands of taxpayers live in Kansas and work in Missouri, and vice-versa.&nbsp; Each one is required to file and pay taxes in both states.&nbsp; Each state offers residents a credit for
 taxes paid to other states, but the process is cumbersome and error-prone.&nbsp; By contrast, Ohio has had a tax reciprocity agreement with all states which it borders for decades.&nbsp; Most notably, this includes the Cincinnati area, a substantial portion of which
 lies in Kentucky.&nbsp; Under those agreements, one pays taxes to the state where one lives, not where one works.&nbsp; A single state tax return is filed, and that is the end of it.&nbsp; If there are any complications, the other state need only check the taxpayer’s state
 of legal residency.&nbsp; Kansas could also do this with Colorado, Nebraska, and Oklahoma.&nbsp;&nbsp;

Opportunities are being lost and time wasted because of the baffling complexity of filing two tax returns and negotiating each state’s complicated process of taking a credit for the taxes paid
 to other states.&nbsp; It also incentivizes many people with otherwise-simple tax status to rely on paid tax preparers, wasting money.&nbsp; But for the border issue, these taxpayers could easily complete the forms on their own.

This should not be an ideological or partisan issue.&nbsp; The Kansas Legislature needs to renew the tax truce legislation and pass tax reciprocity–the sooner, the better.

 of legal residency.&nbsp; Kansas could also do this with Colorado, Nebraska, and Oklahoma.&nbsp;&nbsp;Opportunities are being lost and time wasted because of the baffling complexity of filing two tax returns and negotiating each state’s complicated process of taking a credit for the taxes paid
 to other states.&nbsp; It also incentivizes many people with otherwise-simple tax status to rely on paid tax preparers, wasting money.&nbsp; But for the border issue, these taxpayers could easily complete the forms on their own.This should not be an ideological or partisan issue.&nbsp; The Kansas Legislature needs to renew the tax truce legislation and pass tax reciprocity–the sooner, the better.Michael Smith is a professor at Emporia State University.

GOVE COUNTY, Kan. — The prairie was still asleep when I drug my blurry-eyed self and camera gear out of a van onto a pasture in Gove County.

Our instructions indicated we should follow the stacks of cow pies to the lek, mating grounds for prairie chickens, usually used year after year.

We quickly set up our pop-up blinds and settled into the darkness, waiting and listening as the cold, dry Kansas wind slapped our faces.&nbsp;

"You will hear them before you see them," our guide whispered as he zipped us in.

Then through the darkness, you could hear warbles and then bloop, bloop, bloop of the lesser prairie chickens and finally the booooma of a greater prairie chicken.

I participated in the <a href="https://www.audubonofkansas.org/grousetours">Kansas Audubon Society</a>'s Lek Trek weekend April 13 to 16, which was based in Hays.

Although greater prairie chickens can be found from Texas to southern Canada, northwestern Kansas is the only place in the world where greater and lesser prairie chickens occur in the same place.&nbsp;

Lesser prairie chickens have a much smaller range that includes parts of Kansas, Oklahoma, Texas, Colorado and New Mexico — the majority of that range is in western Kansas.

Last weekend, more than 140 birders from across the nation came to Kansas, with Hays as their base, to see prairie chickens during their mating season.&nbsp;

In addition to the males inflating sacks on either side of their throats to make their signature booms, prairie chickens are also known for their distinct (and in my view, comical) mating dances.

The males shoot up feathers located on the back of their necks called&nbsp;pinnae. Those feathers stick up above their heads like horns. They stick their tail feathers up in the air, wiggle their butts and quickly stomp their feet. It looks like a combo between a 2-year-old throwing a temper tantrum and grandma trying to do the chicken dance.&nbsp;

Although you're supposed to be dead silent in those blinds, it's hard not to giggle just a little at the whole sight.

As more birds join the lek, fights erupt. Two males will face off in the middle of the lek, staring at each other. Sometimes they just walk away. Other times one will fly up and pounce on the other bird.&nbsp;

The females, who are much less showy, which is common in the bird world, mingle with the males appearing uninterested and unamused.

Even after all the girls have left the lek for the morning, a few males tend to hang out, too tired to spar anymore.&nbsp;

Observing prairie chickens from a blind gets you the best views of the birds and the best glimpses of their natural behaviors.

At times, birds were no more than 10 feet from our blinds and could be easily seen without scopes or binoculars.&nbsp;

The downside is that you have to be in those blinds before the first light and must stay in the blinds without a bathroom break until after 9 a.m. in our case when the birds for no apparent reason all flushed at once. We met to load vans to head toward our leks at 3:30 a.m.

Even last Friday when the high was 80, it was cold on that hilltop in Gove County, even with three layers of clothes and gloves. A birder from San Fransisco who went out on one of the blind tours Saturday morning when the high was only in the 50s said it was the coldest he had ever been.

They haven't been here when the wind chills were 50 below.

Prairie chickens were once ubiquitous on the prairie. Early settlers hunted them for food. However, their numbers have been in decline for decades.

Prairie chickens need large open areas of grassland to sustain their populations and perform their signature mating dances. They don't like anything that is taller than they are. This includes trees, power poles, windmills and oil derricks.&nbsp;

Some researchers have proffered the prairie chickens avoid these natural and manmade structures because they have historically been used by birds of prey for perches.

You likely have heard lesser prairie chickens mentioned in the news recently. The federal government has listed the lesser prairie chicken as threatened, which is not sitting too well with some energy companies and local landowners.

Prairie chickens thrive on cattle pastures. Grazing keeps cover at the needed heights for the prairie chickens through their life cycles. They need some short grass, some medium cover and some thicker cover.&nbsp;

One of these said landowners stopped our van on the way out of the pasture Friday morning and started chit-chatting about the chickens.

He said he too had prairie chickens on his property, but he said he was concerned about the limits the listing would place on property rights.

The landowner said he isn't bothered by the prairie chickens or the researchers and visitors who come to see them.&nbsp;

However, he said he wants to be able to manage his cattle and land without interference from the feds in D.C. 

The farmer's concerns did not fall on deaf ears. We've had a farm in our family for several generations. It's hard work, and farmers are often left with small profits and big debts.

So why go through all this trouble to save this one goofy little bird?&nbsp;

Jackie Augustine, organizer of the Prairie Chicken Festival and an expert on the birds, said simply they're cute.

More importantly, they are a sign of healthy prairie habitat.

Commerce doesn't have to be given up entirely for conservation.

Augustine said cattle ranchers can still run cattle on their land, and the listing doesn't completely restrict oil and energy production in this region. It encourages it to be done in areas that won't destroy leks.

Birders are a passionate group. They have what they call life lists, which include every bird they have seen in their lifetimes. Some birders travel internationally to add to those life lists.

The Prairie Chicken Festival attendees, most of whom were from out of state, paid hundreds of dollars in <a href="https://www.facebook.com/audubonofkansas">Audubon</a> fees alone, not to mention food, gas, lodging and entertainment to watch these birds.

Coming to a compromise between maintaining property owner rights and implementing conservation tactics that will preserve the lesser prairie chicken is where we need to be, but that's not where politics are going.

Unfortunately, parties in the prairie chicken debate have taken to their corners for a fight. <a href="https://hayspost.com/posts/1f995f9e-3403-4556-b353-c968c3e5e924">Last week, the Kansas Attorney General sued President Biden in an attempt to have the lesser prairie chicken delisted from the threatened species list.</a>

This weekend was my third time observing prairie chickens in the wild. They never cease to amaze me. They always make me smile. Their boom ... boom ... boom ... makes me feel more in rhythm.&nbsp;

They don't understand land deeds or lawsuits. They are just doing what prairie chickens do.

Those who know me, know I am not a morning person. I don't know anyone who is a 3 a.m. morning person. However, as I emerged from our little prairie cocoons Friday morning on lek, I had a huge smile on my face. The hike, no bathroom, the early wakeup, and the cold were worth it.

However, as the birds flushed and disappeared into the gray morning Friday, I couldn't help but feel a pang of sadness as I wondered what was next for my feathered friends.

📸 Reporter experiences Kansas prairie chickens first hand

By JACKIE MUNDT Pratt County farmer and rancher Living in a small town is wonderful. Knowing people in the grocery store, the space and security for children to play in parks or yards and a shared sense of ownership with your neighbors to help and make life better for each other are some of the things that make this life sweet. Smaller usually feels like an advantage in rural communities, except there are fewer people to help financially support the cost of community resources. Farmers and other landowners cover a large portion of the communities’ financial needs through property tax payments to support local municipalities, schools, hospitals and other taxing entities. Incredibly rural communities often have a choice between shockingly high taxes or a glaring lack of important community services. Bond issues are a way for the community to declare their opinion of whether some of the taxes are worth it. This spring, our school district like many other across the state, has a bond issue on the upcoming ballot. The school is asking our community to make improvements to existing facilities to accommodate unmet and future needs. Bond measures are really asking whether you and your neighbors want to join together and spend money out of your own pocket on an investment in the community. All investments should be considered carefully by weighing the cost against the risk and reward. In our ultra-polarized world, some people will quickly jump to one side or the other of this issue. Some will oppose the measure because the cost is too high or they believe the improvements are not needed. Others are strongly in favor of all investments in education and community improvements regardless of the cost. This community has been fortunate to have had citizens who balanced fiscal responsibility with a vision for a community that is a great place to live. As I look around, it is easy to see all the places where people have made investments of time and money to make our community great. I often marvel about how people have been proactive and really cared about the future of our community. It’s not like that everywhere. I appreciate the past investments and feel a sense of obligation and desire to do my best for the future of this place.&nbsp; Personally, I am typically pro-investment because community growth and improvements to our schools and other facilities make for a high quality of life that attracts new people and helps us all to thrive. However, the idea of more taxes pushes me to temper that reaction with an evaluation of the project before deciding my stance. It is my responsibility as a voter and community member to evaluate the proposed bond against my own desires and the needs of our community. The vote is a few weeks away, and I have been investigating the proposal, discussing it with my fellow voters and seeking knowledge to fill gaps in my understanding. If you have a bond issue in your community, I hope you will take the time to evaluate what is being asked and if the solution is the right course of action. Getting to the decision right can have a big impact on the future of your community. I haven’t made a decision on the bond issue yet but am confident I will walk into the polling booth as an informed voter with the best interest our community in mind. I also have faith that my fellow community members have the same feelings of responsibility and ownership of the decision they make. Kansas Farm Bureau Insight: Community bonds

Over the last month, the Kansas legislature pushed through anti-trans woman bills HB180 and HB2238. HB180 establishes a&nbsp;“women's bill of rights to provide a meaning of biological sex for purposes of statutory construction.” In other words, the committee outlines terminology to establish a definition of sex in order to address legal discrimination against those assigned female at birth. The second legislation, HB2238, operates to “create fairness in women’s sports” by excluding women assigned male at birth.&nbsp;

Both bills purport to configure parameters for protecting women’s rights. However, the design is less a protection for women, and more an attempt to deny recognition of trans women.&nbsp;&nbsp;

Women assigned female at birth face particular forms of discrimination different from trans women. Similarly, black women assigned female at birth face unique forms of discrimination based on racial and gender dynamics that distinguishes their experiences from white women assigned female. Thus, women’s intersectional identities can impact the methods and forms of discrimination they face based on class, race, age, and original gender identification. However, the Kansas legislature has not embraced the complexity of women or the myriad of discriminations that impact them.&nbsp;&nbsp;

For example, the legislature has an opportunity to pass a bill addressing domestic violence. Domestic violence homicides are a trend that continues to run high in Kansas, according to the Kansas Bureau of Investigation. District Judge and former Republican state senator Phil Journey’s exposure to these violent cases in his court prompted him to develop legislative reform bills to curve domestic violence. These bills, however, have not flown through the legislature like HB180 and HB2238. Journey noted in the&nbsp;<a href="https://kansasreflector.com/2023/02/06/sedgwick-county-judge-offers-kansas-legislators-package-of-bills-to-stem-domestic-violence/">Kansas Reflector</a>&nbsp;that,&nbsp;“convincing the minimum 63 of 125 representatives, 21 of 40 senators and Gov. Laura Kelly to transform a piece of legislation into law wasn’t easy.”&nbsp;

Ironically, the current state statistics ignores how trans women also experience domestic violence. As&nbsp;<a href="https://williamsinstitute.law.ucla.edu/press/ncvs-trans-press-release/">UCLA School of Law</a>&nbsp;confirmed,&nbsp;“Transgender people are over four times more likely than cisgender [those whose gender identity aligns to the gender assigned at birth] experience violent victimization, including rape, sexual assault, and aggravated or simple assault, according to a new study by the Williams Institute at UCLA School of Law.”&nbsp;&nbsp;

These contradictions about who needs protection lie at the heart of both bills. Neither legislation addresses the violence&nbsp;all&nbsp;women (Trans and assigned female at birth) face, nor provides the real protection that all women need. The result is not new laws which protect women, but legislation that denies trans identity and civil rights by posing “women’s” rights as oppositional.&nbsp;&nbsp;

Indeed, this strategy of contradictory rights is a regular tool in conservative politics. The tactic has its roots in the latter 1960s when southern conservatives attempted to avoid school desegregation by claiming private Christian schools were a religious right. In its current form, these “counter rights” arguments have taken shape to turn back the clock on women’s reproductive rights, avoid teaching black history, and deny queer rights.&nbsp;&nbsp;

Kansans need genuine discussions about the needs of all women, no matter their birth assignment, race, age, or class. Many individuals are suffering from abusive violence, and our elected officials have the capacity to protect all Kansan women. The first step is to drop the pretense, and support actual protections for all women.&nbsp;

 </figure>Over the last month, the Kansas legislature pushed through anti-trans woman bills HB180 and HB2238. HB180 establishes a&nbsp;“women's bill of rights to provide a meaning of biological sex for purposes of statutory construction.” In other words, the committee outlines terminology to establish a definition of sex in order to address legal discrimination against those assigned female at birth. The second legislation, HB2238, operates to “create fairness in women’s sports” by excluding women assigned male at birth.&nbsp;Both bills purport to configure parameters for protecting women’s rights. However, the design is less a protection for women, and more an attempt to deny recognition of trans women.&nbsp;&nbsp;<figure>

 </figure>Women assigned female at birth face particular forms of discrimination different from trans women. Similarly, black women assigned female at birth face unique forms of discrimination based on racial and gender dynamics that distinguishes their experiences from white women assigned female. Thus, women’s intersectional identities can impact the methods and forms of discrimination they face based on class, race, age, and original gender identification. However, the Kansas legislature has not embraced the complexity of women or the myriad of discriminations that impact them.&nbsp;&nbsp;For example, the legislature has an opportunity to pass a bill addressing domestic violence. Domestic violence homicides are a trend that continues to run high in Kansas, according to the Kansas Bureau of Investigation. District Judge and former Republican state senator Phil Journey’s exposure to these violent cases in his court prompted him to develop legislative reform bills to curve domestic violence. These bills, however, have not flown through the legislature like HB180 and HB2238. Journey noted in the&nbsp;<a href="https://kansasreflector.com/2023/02/06/sedgwick-county-judge-offers-kansas-legislators-package-of-bills-to-stem-domestic-violence/">Kansas Reflector</a>&nbsp;that,&nbsp;“convincing the minimum 63 of 125 representatives, 21 of 40 senators and Gov. Laura Kelly to transform a piece of legislation into law wasn’t easy.”&nbsp;Ironically, the current state statistics ignores how trans women also experience domestic violence. As&nbsp;<a href="https://williamsinstitute.law.ucla.edu/press/ncvs-trans-press-release/">UCLA School of Law</a>&nbsp;confirmed,&nbsp;“Transgender people are over four times more likely than cisgender [those whose gender identity aligns to the gender assigned at birth] experience violent victimization, including rape, sexual assault, and aggravated or simple assault, according to a new study by the Williams Institute at UCLA School of Law.”&nbsp;&nbsp;These contradictions about who needs protection lie at the heart of both bills. INSIGHT KANSAS: What does it mean to protect women?

Our machine shop has also transitioned from housing a winter basketball court to housing a planter being prepped and bags of corn seed stacked high as we await our season of spring planting. Like any spring, the Kansas weather has fluctuated from cold to warm and from cold to hot. I’ve experienced many recent days where I’ve had my son change out of the athletic shorts he planned to wear to school and instead have made him get some pants on. There’s also been days where I’ve told the kids to leave their coats at home only to regret that decision when the temperatures drop a bit too much by the time they get off the afternoon bus.&nbsp; It’s definitely the time of the year where major fluctuations in weather still occur. It’s also the time of the year where some serious countdowns have begun.&nbsp; While state assessments are about to begin for my children, school will actually wrap up and the kids will be on summer break in less than 30 days. We’ve made it past the holiday celebrations, the winter concerts, the days of indoor recesses, and the mornings of waiting for the school bus in the dark. Daylight is noticeably getting longer, talk of the end-of-year field day has begun and summer camp forms are being sent home. I can assure you, the kids have already started their final countdown. With that final countdown to summer break, there is also an elevated level of anticipation as we get closer and closer to the return of my son’s cattle from their winter pastures. They will be worked in the coming days and then brought home to pasture over the summer months in the pastures nearest our house. I can’t wait to see the cows grazing nearby while I look out my front windows. While we prepare the fencing and the water sources, we know the clock continues to tick for the herd’s arrival home for the summer. The countdown carries over as we also prepare to get the machines in the fields to begin spring planting. While we’ve been making final adjustments to the planter, we’ve also been anxiously awaiting a good spring rain before planting the seeds into the ground. While it seems we aren’t in as big of a hurry as previous years to start planting, mostly due to the dry conditions, the countdown has clearly begun and we wait and watch to determine when we will give ourselves the greenlight to begin. Yes, spring has definitely sprung! And with it, all of the final countdowns have also begun. Kansas Farm Bureau Insight: The final countdown

“Nothing changes if nothing changes.”&nbsp;

That quote was cited by K-State sportswriter D. Scott Fritchen in an article about a young ballplayer who used the transfer portal and became an impact player at her new school. The young player posted that quote on her mirror to remind herself that sometimes we have to make a change if we are to better our situation.&nbsp;

Is this true for communities as well? Today we’ll meet another woman who has been a leading force for positive change in her community.&nbsp;&nbsp;&nbsp;

Carolyn Dunn is president of the Stafford County Port Authority and past director of economic development in Stafford County. She has seen change firsthand.&nbsp;

Dunn grew up on a farm near the rural community of Ottawa, population 12,625 people. Now, that’s rural. She studied agricultural economics at K-State and worked in Washington, D.C. before meeting and marrying Brian Dunn and moving back to his farm in Stafford County, Kansas.&nbsp;

By 2011, she was the mother of three boys and serving on the local school board. 

“We were talking about declining enrollments,” Dunn said. “I commented that we didn’t even have an economic development program in the county and we need one.”&nbsp;

She was also consulting on a Kansas Farm Bureau project to assist three other rural communities in the state. “I asked myself, `Why am I working on these other towns when we need this here?’”&nbsp;&nbsp;Dunn said.&nbsp;

Stafford County Farm Bureau approached the county commissioners and pledged to commit funds if the county would create a full-time economic development director position. They did so. Dunn took the job.&nbsp;

In 2019, a crisis hit the Stafford County community of St. John: Dillons closed the only grocery store in town. “The immediate thought was, we need somebody else to come in and run that (same) store,” Dunn said. The city established a committee of citizens to consider the matter.&nbsp;

“To their credit, the committee stepped back to look at the big picture,” Dunn said. More alternatives were considered. An outside consultant provided input.&nbsp;

A study concluded that rather than reopening the cramped store downtown, a new, more spacious highway location would be more successful.&nbsp;&nbsp;After all, nothing changes if nothing changes.&nbsp;

Ultimately, Stafford County Economic Development built a new building near the highway and rented the space to White’s Foodliner, which operates the grocery store today. Space is also rented to Stafford County Drug, which operates a pharmacy.&nbsp;

“We needed more space to sell more things, especially those things that the consumer wants today, such as a deli,” Dunn said. Fuel pumps were also added, including ethanol pumps with support from Kansas Corn Commission.&nbsp;

“This was a $3.8 million project,” Dunn said. Talk about a heavy lift.&nbsp;

“Fourteen different sources of financing went into the project, including loans and grants,” she said. “We used a tax increment financing district so the city didn’t have to raise taxes to do this.”&nbsp;

“The president of the economic development board at the time was a 26-year-old young professional,” Dunn said. “As he was signing these two million dollar loan documents, I felt proud that he was stepping into this leadership role at such a young age.”&nbsp;

The store is doing well, but that is not the only accomplishment in Dunn’s eyes.&nbsp;

“The grocery store is important, and it could be a template for other rural communities,” she said. “The schools say you can’t recruit teachers without a store in town, for example, but I think it goes deeper than that. (Accomplishing this project) shifted our mentality. It told us that we could do bigger, harder things.”&nbsp;

Now That’s Rural: Carolyn Dunn, rural grocer

After a cold winter, there is nothing better than the sun on your face&nbsp;that first warm spring day. That same sunshine brings new growth, and we can see our pastures greening up. At first, the blades of grass barely poke through the ground, but soon with a little bit of sunshine and (hopefully) some water the grass grows at an amazing rate. The growth is incredible and what I find more fascinating is it happens year after year. Fall and winter comes and the top growth dies off only to come back as new growth the next year. Why? The secret is in the roots, the grassroots. Just like the prairie, Kansas Farm Bureau relies on grassroots to make our organization strong and resilient. They are the source of everything that happens even though they may not always be very visible. Our grassroots are what anchor us in the ground and give the organization a strong footing. Our grassroots run deep; they have been growing for over a century. Without our counties anchoring and supporting, the rest of the organization would not exist. Our deep roots and wide network are also what make us survive. When things are tough, we cover enough ground to help us to receive what we need to keep going. Just like grassroots bring in water and nutrients, our counties supply the organization with new ideas, hard work and volunteers. In turn, the leaves provide the plant with energy. The Kansas Farm Bureau provides advocacy, support and education back to the counties. Those grassroots are what makes Farm Bureau such a great organization. It is the fact that each county has its own, autonomous association, then each state is its own entity and the American Farm Bureau Federation exists not because of the states but the counties in each state. Just like the grass plant, nothing else would exist without the county level organizations. All policy and decisions ultimately are made at the county level. Every leader started out as a member in their home county. Every policy in our state and national policy book started out as an idea at the county level and worked its way through the system. The most effective education, advocacy and community service all happen at the county level. That is why we can represent farmers and ranchers of all types of no matter how big or small their farms or ranches are. The depth and breadth of our roots is what makes us different from every other agricultural organization and we should be very proud of that. Yes, everyone sees the green grass growing above ground but that green grass exists because of its roots, and I don’t know about you but I am awfully proud of my grassroots. Kansas Farm Bureau Insight: From the ground up

If passed into law, can Education Saving Accounts and tax credit vouchers withstand a constitutional challenge?&nbsp;&nbsp; That’s a question rolling around the state house.&nbsp;

The concern, at this point, is speculation since these two school choice bills have yet to go to Governor Kelly for her signature or veto.

The ESA bill currently creates&nbsp;a fund for families to use taxpayer dollars for private and homeschooling expenses. In its first year, the program would be available to public school students testing at the lowest grade level or receiving free or reduced-price lunch.&nbsp; Eventually families of four making $180,000 per year or more would be eligible.&nbsp;&nbsp;

The tax credit bill enlarges the current tax credit scholarship fund.&nbsp; Fully implemented, it would give about $5,000 per qualifying student per year to attend any accredited or unaccredited private school or use for other educational expenses.&nbsp;&nbsp;

Donors to the scholarship fund could apply for a 70 percent tax credit.&nbsp; Currently the fund is limited to low income, low performing students but the 2023 bill would expand incrementally to include almost all student applicants regardless of parent’s income, including students who always have attended a private school or been homeschooled.&nbsp;

Currently 11 states allow various types of ESAs, and 20 states allow tax credit scholarships.&nbsp;

Do ESAs that directly fund private schools with public tax dollars and scholarships that indirectly reduce education funds through tax credits violate the Kansas Constitution?&nbsp;&nbsp;

Tax Credit scholarships may more easily withstand legal challenges because they are funded by donations.&nbsp; The loss to the state comes from fewer tax dollars collected due to the refundable tax credits.&nbsp; ESAs are directly funded from tax dollars budgeted for education.&nbsp; Both bills siphon public funds from public schools.

Here are reasons for concern: &nbsp;First, the Kansas Constitution creates a single system of common schools.<a></a>

Article 6: (1) “The legislature shall provide for a state board of education which shall have general supervision of public schools, educational institutions and all the educational interests of the state.”

The proposed bills create two separate systems—one governed by the state board of education and a new system governed by the Kansas treasurer to administer the scholarships and ESAs.&nbsp;

Second, Article 6:&nbsp; 2&nbsp;(a) states, “The state board of education shall perform such other duties as may be provided by law.”

Currently there are no laws that direct the state board of education to oversee schools other than public schools.&nbsp; Moreover, proponents of the bills advocate a main value is that funds would go to schools governed by the state treasurer not the state board of education.

Third, the Kansas constitution is clear.&nbsp;&nbsp;Article 6: 6 (c) “No religious sect or sects shall control any part of the public educational funds.”

Recently the U. S. Supreme Court ruled&nbsp;in &nbsp;<a href="https://www.scotusblog.com/case-files/cases/carson-v-makin/" target="_blank">Carson v. Makin</a>&nbsp; to require states to fund private religious schools if the states fund any other private schools.

Chief Justice John Roberts wrote in his majority opinion that the ruling does not require states to fund private schools—but once they do,&nbsp;religious schools can’t be excluded.&nbsp;

In January an Ohio lawsuit challenging the state’s voucher program moved forward to Franklin County Court.&nbsp; More than 100 school districts signed onto the lawsuit advocating a&nbsp;"secure"&nbsp;and single "system of common schools.”&nbsp;

Who among us would want another long, costly constitutional confrontation over Kansas schools?&nbsp; &nbsp;Nevertheless, this battle may be ongoing well into the future.&nbsp;&nbsp;

 </figure>If passed into law, can Education Saving Accounts and tax credit vouchers withstand a constitutional challenge?&nbsp;&nbsp; That’s a question rolling around the state house.&nbsp;The concern, at this point, is speculation since these two school choice bills have yet to go to Governor Kelly for her signature or veto.The ESA bill currently creates&nbsp;a fund for families to use taxpayer dollars for private and homeschooling expenses. In its first year, the program would be available to public school students testing at the lowest grade level or receiving free or reduced-price lunch.&nbsp; Eventually families of four making $180,000 per year or more would be eligible.&nbsp;&nbsp;<figure>

 </figure>The tax credit bill enlarges the current tax credit scholarship fund.&nbsp; Fully implemented, it would give about $5,000 per qualifying student per year to attend any accredited or unaccredited private school or use for other educational expenses.&nbsp;&nbsp;Donors to the scholarship fund could apply for a 70 percent tax credit.&nbsp; Currently the fund is limited to low income, low performing students but the 2023 bill would expand incrementally to include almost all student applicants regardless of parent’s income, including students who always have attended a private school or been homeschooled.&nbsp;Currently 11 states allow various types of ESAs, and 20 states allow tax credit scholarships.&nbsp;Do ESAs that directly fund private schools with public tax dollars and scholarships that indirectly reduce education funds through tax credits violate the Kansas Constitution?&nbsp;&nbsp;Tax Credit scholarships may more easily withstand legal challenges because they are funded by donations.&nbsp; The loss to the state comes from fewer tax dollars collected due to the refundable tax credits.&nbsp; ESAs are directly funded from tax dollars budgeted for education.&nbsp; Both bills siphon public funds from public schools.Here are reasons for concern: &nbsp;First, the Kansas Constitution creates a single system of common schools.<a></a>Article 6: (1) “The legislature shall provide for a state board of education which shall have general supervision of public schools, educational institutions and all the educational interests of the state.”The proposed bills create two separate systems—one governed by the state board of education and a new system governed by the Kansas treasurer to administer the scholarships and ESAs.&nbsp;Second, Article 6:&nbsp; 2&nbsp;(a) states, “The state board of education shall perform such other duties as may be provided by law.”Currently there are no laws that direct the state board of education to oversee schools other than public schools.&nbsp; Moreover, proponents of the bills advocate a main value is that funds would go to schools governed by the state treasurer not the state board of education.Third, the Kansas constitution is clear.&nbsp;&nbsp;Article 6: 6 (c) “No religious sect or sects shall control any part of the public educational funds.”Recently the U. S. Supreme Court ruled&nbsp;in &nbsp;<a href="https://www.scotusblog.com/case-files/cases/carson-v-makin/" target="_blank">Carson v. Makin</a>&nbsp; to require states to fund private religious schools if the states fund any other private schools.Chief Justice John Roberts wrote in his majority opinion that the ruling does not require states to fund private schools—but once they do,&nbsp;religious schools can’t be excluded.&nbsp;In January an Ohio lawsuit challenging the state’s voucher program moved forward to Franklin County Court.&nbsp; More than 100 school districts signed onto the lawsuit advocating a&nbsp;"secure"&nbsp;and single "system of common schools.”&nbsp;Who among us would want another long, costly constitutional confrontation over Kansas schools?&nbsp; &nbsp;Nevertheless, this battle may be ongoing well into the future.&nbsp;&nbsp;Sharon Hartin Iorio is Dean Emerita Wichita State University College of Education.

INSIGHT KANSAS: Is another constitutional school lawsuit in the offing?

I could be just searching for a nice Saturday to visit a park or checking to see if I need to carry an umbrella to the office. For farmers and ranchers, however, spring weather is high stakes and full of questions. Will there be enough rain to awaken the wheat crop and carry it through to maturity? If there is, will it be too much to prevent planting corn and soybeans? Will there be enough moisture to grow enough grass for cattle to graze? Unfortunately for more than three quarters of the state right now, the biggest question is when will the drought break? The northeast corner is the only portion of Kansas not experiencing a moisture deficiency currently. More than 40 counties are wholly or in part in an exceptional drought according to the most recent report. Most natural disasters are quick, but a drought is an open-ended catastrophe that grinds on day after day. Pictures and video do little to convey the effects the absence of water has on those who live through it. At least with a tornado or flood, you can start picking up the pieces relatively quickly. With a drought, you’re just left to endure until the rains return. We’re moving into the height of severe weather season in Kansas. Thanks to the drought, fire is also a potential hazard in addition to the usual thunderstorms and tornadoes. While we can’t prevent severe weather outbreaks, there’s plenty of steps to take in advance to be prepared. It starts with developing a good plan while hoping you never need to implement it. This can be as simple as a space in a basement with some bottled water, a battery-operated radio and some flashlights or candles for storms capable of producing tornados. Now’s a good time to check those batteries if they’ve been sitting in a stockpile for a while. For those who don’t have a basement, a windowless room is the next safest place to ride out a storm. If you’re outside, find a low-lying area, preferably away from trees, to lie flat and cover your head with your arms. In the event of a flashflood, immediately move to higher ground and don’t drive through flooded roadways. The current is capable of carrying away a vehicle, plus there’s all kinds of potential dangers obscured by the water. The second step is to be aware of current forecasts and know when there’s potential for severe weather in your area. The National Weather Service has a good track record of predicting when weather systems can go from normal to life threatening. A “watch” means conditions are favorable for severe weather to develop. It’s a reminder to be alert for worsening conditions. A “warning” is the signal to implement you plan as quickly as possible. If watching the weather isn’t already part of your spring routine, now’s a good time to add it to your to-do list so you’re prepared to act if it becomes necessary. Kansas Farm Bureau Insight: Weather watching

Kansas is officially a Home Rule state. It has been since 1961, when an amendment to the Kansas state constitution officially declared that Kansas cities are “empowered to determine their local affairs…except when” such actions are “limited or prohibited” by an act of the state legislature. That’s an important acknowledgement of local democracy—or at least potentially so.

In my observation over the years, though, our elected representatives in Topeka tend to pay far more attention to the “except when” clause, thus leading the principle of Home Rule to be observed more often in the breach than in fact.

That’s not unusual, unfortunately. If you research which states allow Home Rule, as opposed to those which adopt “Dillon’s Rule”—a 19th-century judicial ruling which stipulated that the residents of cities have no inherent democratic right to rule themselves, and possess the power of local government only so far as states grant it to them—you’ll find that most of those states significantly limit the authority of their cities.&nbsp;

In Kansas, the language of our Home Rule amendment presents a fairly easy limitation for the state legislature to make use of: simply impose some kind of broad, state-wide prohibition, even if the issue is an entirely local one, and suddenly cities may be forbidden from governing themselves in that area whatsoever. A bill being debated in Topeka is just another example of this practice.

The bill, House Resolution 2447, aims to take away from all Kansas cities the ability to ban or restrict within their borders the sale of any product that is otherwise legal elsewhere in the state. Pushed by the Kansas Chamber of Commerce, its ostensible purpose is to prevent “disuniform business conditions across the state,” which is another way of saying that the people who live in some cities might be persuaded to regulate businesses in response to local problems in a way different from how other cities might. In reality, it’s not difficult to see this bill as reflecting an ideological disposition against giving power to those local residents—specifically, those in urban areas--who might prioritize certain social concerns over the interests of business owners.

The specific provenance of the bill is a pet store in Wichita, which sells dogs from breeders in a manner than many concerned about the size of the city’s population of abandoned and unhealthy pets wish to prevent. (Wichita’s citizen-run Animal Control Advisory Board has recommended action, but Wichita’s city council has as yet taken none, meaning this bill exists in response to a complete hypothetical.) In reality, a bill this broad could potentially prevent any Kansas city from imposing almost any regulation upon businesses within their borders. It also presents a sneaky return to the attempt to stop environmentally concerned Kansans who are pushing their cities to consider limitations on plastic bag use in grocery stores, an invasive bill which the Kansas Senate wisely killed last month.

In the face of criticism, promoters of HR 2447 have added qualifications, guaranteeing that the bill wouldn’t prevent Kansas cities from using their zoning power to regulate liquor stores, strip clubs, and the like. But in my view, that’s just putting Home Rule lipstick on a statist pig. John Doll, a state senator from Garden City, when voting down the aforementioned ban on local plastic bag bans, correctly expressed frustration at the legislature’s frequent “lack of respect” for “the ability of county and city governments” to determine what is best “for their particular communities.” Let’s hope a majority of Kansas legislators agree with Doll, and vote down this overreaching bill as well.

The celebration of Pi Day this week marks the occasion for political scientists to re-tell the famous “Indiana Pi Bill” story–and to warn Kansas legislators about the dangers of overreach and micromanagement.

March 14 (3.14) marks the celebration of Pi Day. &nbsp;Mathematicians, teachers, students, and others celebrate one of the best-known findings in mathematics. &nbsp;They bake pies--round, of course--create artwork incorporating circles, write “<a href="https://www.instructables.com/Piku-a-New-Genre-of-Poetry-for-Pi-Day/">pi-kus</a>” (haikus with 3, 1, and 4 syllables, respectively), and offer brief history lessons about geometry’s best-known value. &nbsp;One such story is that of the Indiana Pi Bill. &nbsp; Like most legends, this one is often told inaccurately.&nbsp;

​The Indiana Pi Bill&nbsp;<a href="https://www.forbes.com/sites/kionasmith/2018/02/05/indianas-state-legislature-once-tried-to-legislate-the-value-of-pi/?sh=3e1ff359260a">originated in 1897</a>. &nbsp;Notwithstanding this hilarious “<a href="https://www.youtube.com/watch?v=0muhngkYeCs">Institute for Pi Research</a>” parody video made by Emporia State University professors in the 1980s, the bill did not actually purport to set pi equal to 3, nor did it have anything to do with Biblical literalism. &nbsp;It was not intended to make it easier for students to do their homework. &nbsp;In fact, the true story is even more interesting.

A renegade mathematician named Edward J. Goodwin claimed to have his own, unique proof showing that the ratio of a circle’s circumference to its diameter was 3.2, not 22/7 as had been understood since ancient times. &nbsp;Goodwin failed to convince other mathematicians, so instead he sought to impose the new value by legislative&nbsp;fiat. &nbsp;The bill passed the Indiana House but when it reached the Senate, a mathematician named Clarence Abiathar Waldo was on hand to lobby for more science funding. &nbsp;Waldo set to work educating senators about the impossibility of legislating a mathematical value. &nbsp;The bill died, but a legend was born.

Unfortunately, the Kansas Legislature has not heeded the warning. &nbsp;Bills are moving this year that would legislate things best left to others. &nbsp;For example, legislation is moving quickly to ban the participation of transgender girls on girls’ sports teams. &nbsp;Never mind that the Kansas High School Activities Association (KSHSAA) already has&nbsp;<a href="https://www.kshsaa.org/public/pdf/transgenderpolicyrecommendations.pdf">strict regulations</a>&nbsp;on transgender girls who wish to do this. &nbsp;Legislators still think they know better.

Another example concerns attempts to ban Diversity, Equity, and Inclusion. &nbsp;A budget proviso inserted by Rep. Steve Howe would ban diversity training for social service professions unless it is done to comply with federal or state law. &nbsp;However, many licensing boards require such training above and beyond federal and state requirements, and most state legislators lack the knowledge needed to properly evaluate what training is appropriate. &nbsp;The proviso could put Kansas care providers at odds with their licensure requirements, which in turn could create legal challenges and lead to insurance claims being denied. &nbsp;It could also compromise the quality of care.

Even though topics such as transgender athletes and professional licensure requirements are not as cut and dried as the value of pi, they still require oversight by those who know what they are doing. &nbsp;From the budget, to crime, to teacher shortages and a water crisis, the state legislature has plenty to do already without such meddling. &nbsp;Kansans deserve better. &nbsp;Unlike pi, state legislators do not have to be irrational.

INSIGHT KANSAS: The true story of the Indiana Pi bill — and a warning

By JACKIE MUNDT Pratt County farmer and rancher Recently I attended the American Farm Bureau Federation’s Fusion Conference, which is a joint event between the Women’s, Programing &amp; Education, and Young Farmers &amp; Ranchers committees, in Jacksonville, Fla. One of my Collegiate Farm Bureau students won the state discussion meet and competed in the national event. In addition to coaching, I was a workshop presenter on the topic of work-life balance, with a former YFR leader from Florida that I am friends with. As I was packing to leave for the event, Marc and I were discussing my planned agenda for the event and I mentioned the workshop with my friend Morgan. Marc got a slightly confused look on his face and asked, “Do I know this Morgan?” That’s what is funny about the relationships we build at these events. Someone I have only known a few years, visit with at an occasional national event, and am friends with on Facebook feels like so much more than just a professional acquaintance. Morgan and I have a connection through our jobs, mutual respect as leaders and a shared understanding of our industry and lifestyle. Our friendship is easy because our lives are very similar. I also caught up with my college advisor from California, who I rarely get to see in person and is probably the most impactful mentor of my life. I visited with a fellow presenter who I have judged with in the past and respect tremendously. The conference organizer is a friend with whom I have a long professional and personal relationship. I am motivated and encouraged by time shared with my “far-away friends.” I come home with an enthusiastic and renewed sense of purpose. Great people are one of the reasons I love attending these conferences. In addition to seeing old friends, I love getting to know new people with interesting backgrounds, listen to the perspectives of speakers and learn what is happening in other places. The information gained through new connections increases my knowledge, challenges my current views and often helps me find new solutions for problems I wrestle with at home. Early in my career, I remember discussing as a board member whether or not to support a staff member’s request to attend a national conference. The board was divided in support of professional development verses funding constraints. The decision eventually came down to the board chair, who chose to approve the request. He told the group, “One of the most valuable things I have done in my career is attend conferences and meetings. I have always come away better and think there is tremendous value in participating.” Coming back better is one of the reasons we step outside our normal zones. I recently read that one of the most accurate predictors of career attainment is continuous learning and skill development. People who never stop growing are better off that people who were rose to top positions early career and maintained that position. There is tremendous value and opportunity that comes when you attend events like conferences, seminars and conventions. Sometimes you have to step away from your normal circle of interaction to find new and interesting things to bring back.&nbsp; If you have the chance to attend a conference or event, especially in a different part of the country, I hope you will embrace the opportunity, find people who make you better and gather lots of ideas that you can bring home to make your world just a little bit better.  </figure>By JACKIE MUNDT Pratt County farmer and rancher Recently I attended the American Farm Bureau Federation’s Fusion Conference, which is a joint event between the Women’s, Programing &amp; Education, and Young Farmers &amp; Ranchers committees, in Jacksonville, Fla. One of my Collegiate Farm Bureau students won the state discussion meet and competed in the national event. In addition to coaching, I was a workshop presenter on the topic of work-life balance, with a former YFR leader from Florida that I am friends with. As I was packing to leave for the event, Marc and I were discussing my planned agenda for the event and I mentioned the workshop with my friend Morgan. Marc got a slightly confused look on his face and asked, “Do I know this Morgan?” That’s what is funny about the relationships we build at these events. Someone I have only known a few years, visit with at an occasional national event, and am friends with on Facebook feels like so much more than just a professional acquaintance. Morgan and I have a connection through our jobs, mutual respect as leaders and a shared understanding of our industry and lifestyle. Our friendship is easy because our lives are very similar. I also caught up with my college advisor from California, who I rarely get to see in person and is probably the most impactful mentor of my life. I visited with a fellow presenter who I have judged with in the past and respect tremendously. The conference organizer is a friend with whom I have a long professional and personal relationship. I am motivated and encouraged by time shared with my “far-away friends.” I come home with an enthusiastic and renewed sense of purpose. Great people are one of the reasons I love attending these conferences. In addition to seeing old friends, I love getting to know new people with interesting backgrounds, listen to the perspectives of speakers and learn what is happening in other places. The information gained through new connections increases my knowledge, challenges my current views and often helps me find new solutions for problems I wrestle with at home. Early in my career, I remember discussing as a board member whether or not to support a staff member’s request to attend a national conference. The board was divided in support of professional development verses funding constraints. The decision eventually came down to the board chair, who chose to approve the request. He told the group, “One of the most valuable things I have done in my career is attend conferences and meetings. I have always come away better and think there is tremendous value in participating.” Coming back better is one of the reasons we step outside our normal zones. I recently read that one of the most accurate predictors of career attainment is continuous learning and skill development. People who never stop growing are better off that people who were rose to top positions early career and maintained that position. There is tremendous value and opportunity that comes when you attend events like conferences, seminars and conventions. Kansas Farm Bureau Insight: Connecting across the country

As one of only 13 states that does not legally allow the medical use of cannabis, Kansas will likely continue to face growing calls to rethink its approach.&nbsp;

In her 2023 State of the State Address, Governor Laura Kelly&nbsp;urged&nbsp;the Kansas&nbsp;Legislature&nbsp;to legalize the medical use of cannabis.&nbsp;

Using&nbsp;the&nbsp;personal stories of two Kansans, Kelly argued that this move could reduce suffering for those with&nbsp;chronic pain, seizure disorders, and&nbsp;Post Traumatic Stress Disorder (PTSD).&nbsp;

This&nbsp;call to action, however, faces&nbsp;uncertainty&nbsp;in the&nbsp;legislature.&nbsp;

A bipartisan group of Kansas Senators, including seven Democrats and one Republican, introduced Senate Bill No. 171, also known as the Veterans First Medical Cannabis Act.&nbsp;

This Act calls for the “regulation of the cultivation, distribution, sale and use of medical cannabis.” If enacted, the bill would prioritize eligibility of those individuals currently serving in the military, as well as those separated from military service by honorable discharge during the first 60 days.&nbsp;

 </figure>A bipartisan group of Kansas Senators, including seven Democrats and one Republican, introduced Senate Bill No. 171, also known as the Veterans First Medical Cannabis Act.&nbsp;This Act calls for the “regulation of the cultivation, distribution, sale and use of medical cannabis.” If enacted, the bill would prioritize eligibility of those individuals currently serving in the military, as well as those separated from military service by honorable discharge during the first 60 days.&nbsp;Similar to other state’s legislation, the bill also calls for the implementation of an excise tax on the cultivation and sale of cannabis.&nbsp;Last week, the&nbsp;Kansas Committee on Federal and State Affairs&nbsp;held hearings&nbsp;on&nbsp;legislation (Senate Bill No. 135) that would legalize medical marijuana distribution, use, and regulation for patients diagnosed with one of 21 different health conditions.&nbsp;The House Corrections and Juvenile Justice Committee also heard testimony related to state marijuana policy.During the hearings, opponents criticized the use of veterans as the face of medical cannabis&nbsp;and&nbsp;warned of&nbsp;criminal activity that may result from legalization.They also&nbsp;argued it was a slippery slope to full legalization for recreational use.Proponents, on the other hand, argued it was time for Kansas to move on this issue.The&nbsp;federal nature of the U.S. system has created a complicated patchwork of state policies with regard to controlled substances, such as marijuana.Marijuana and marijuana products are illegal under federal law, but this has not stopped states from adopting their own approaches.In recent years, many states have liberalized their laws on the regulation&nbsp;of marijuana&nbsp;sale and&nbsp;use.Currently,&nbsp;37 states&nbsp;and the District of Columbia allow the use of cannabis for&nbsp;medically&nbsp;qualified individuals, leaving Kansas in the minority.&nbsp;States that&nbsp;allow&nbsp;the sale&nbsp;and use of marijuana&nbsp;collect&nbsp;tax revenue that goes&nbsp;to a variety of sources from education funds to public safety and corrections departments.&nbsp;In addition, public support&nbsp;for&nbsp;legalizing marijuana for medicinal and recreational&nbsp;use&nbsp;has increased in recent years. An October 2022 Pew Research&nbsp;survey&nbsp;indicates that 89% of Americans think marijuana should be legal for medical use.&nbsp;Kansas may feel pressure&nbsp;from growing public&nbsp;support&nbsp;to legalize&nbsp;marijuana for&nbsp;medicinal and recreational use, as well as&nbsp;from neighboring states&nbsp;changing their policies.This year,&nbsp;Missouri&nbsp;legalized&nbsp;recreational sale and use of cannabis and estimates suggest&nbsp;individuals spent nearly $13 million on cannabis products during the first weekend of sales alone.&nbsp;Kansas border cities could face unique challenges as dispensaries open up on the other side of the Kansas-Missouri line.&nbsp;Conversely,&nbsp;Oklahoma voters, who previously approved of a medical marijuana system in 2018,&nbsp;voted against the legalizations of&nbsp;recreational use on Tuesday, March 7.With the politics of marijuana continually changing, the question remains, what will Kansas do on medical cannabis?Brianne Heidbreder is an Associate Professor of Political Science at Kansas State University.
