SALINE COUNTY —Law enforcement authorities are investigating two suspects in connection with a burglary in Salina.

Just after 5:30p.m. Monday,&nbsp; police were sent to the Ambassador Hotel, 1616 West Crawford Street in Salina, at 5:30 p.m. Monday for the report of a burglary in progress, according to&nbsp;Salina Police Captain Paul Forrester.

Officers located a gold 1999 GMC Sierra backed into a stall on the north side of the hotel and an approximate four-foot by five-foot shattered window.&nbsp; Officers also found Maranda Fields, 42, of Wichita, sleeping in the truck.&nbsp;

While the officers were speaking with Fields, Nicholas Coleman, 26, of Salina, appeared inside the hotel carrying items including two extension cords valued at $50, two dryer belts valued at $16, and three other miscellaneous cords valued at $30, according to Forrester.

Coleman failed to comply with officers commands and ran back into the hotel. He was found inside the hotel and taken into custody, at which time he allegedly spit on one of the officers, according to Forrester.

Police arrested Fields on a requested charges of trespassing and Coleman on requested charges of Burglary, Felony criminal damage to property, Felony interference with law enforcement, Three counts of theft of property and Battery of a law enforcement officer.&nbsp;The pickup had been reported to officers in connection with two other theft cases in Salina, according to Forrester.

Kan. man on parole for burglary arrested for motel burglary

WASHINGTON — The United State's House of Representatives&nbsp; voted Monday afternoon to increase COVID-19 relief checks to $2,000, meeting President Donald Trump’s demand for bigger payments.

2 Kan. congressmen vote against $2K stimulus checks

KANSAS CITY&nbsp; (AP) — Two people are hospitalized after a large fire broke out at an apartment complex in the Waldo area of Kansas City.

Fire officials say two people jumped from the third story to escape the fire that occurred Monday night near the Missouri-Kansas border. Their injuries are not believed to be life-threatening.

The fire was reported just after 8 p.m. at the Waldo Heights Apartments. Fire crews used a ladder to rescue at least one person trapped on a third-floor balcony.

Fire officials say the building was a complete loss. The cause of the blaze is under investigation.

“Kansans who have a lost their jobs as a result of COVID-19 cannot afford to wait a week to receive the unemployment benefits they need to make rent payments or feed their families,”&nbsp;Governor Laura Kelly said.&nbsp;“This executive order will be crucial in our state’s ongoing response to the pandemic and to ensuring unemployed Kansans can access their benefits as soon as possible.”

The “waiting week” is a required non-payable week that typically needs to be served on new benefit years. E.O. #20-71 temporarily waives the waiting week requirement for all claimants. For states that have temporarily waived the waiting week requirement, Congress will federally fund 50% of the first week of compensable regular unemployment until March 14, 2021. &nbsp;&nbsp;

Gov. eliminates waiting week for unemployment benefits

JACKSON COUNTY —One person was injured in an accident just after 5p.m. Monday in Jackson County.

The driver of an ATV was ejected while driving off road approximately ½ mile south of 158th Road near X.4 Road, according to Sheriff Tim Morse.

EMS transported the driver, a Valley Falls man to a Topeka hospital with disabling injuries, according to Morse.

 The Jackson County Sheriff’s Office is investigating whether alcohol was a contributor to the accident.&nbsp; Morse did not release the driver's name.

SHAWNEE COUNTY—Law enforcement authorities are investigating 4 suspects after multiple agencies combined resources and worked with timely information from vigilant citizens to make arrests.

Just after 8:30 a.m. Christmas morning, the Shawnee County Emergency Communications Center was notified that two vehicles were stolen from a business in the 3000 block of SW 57th Street in the Topeka area, according to Deputy Abigail Christian.

Deputies located one vehicle, a 2006 Ford F350, traveling northbound on SW Topeka Boulevard. The driver failed to stop and initiated a short pursuit. The Ford F350 was found abandoned in the 500 block of SW 14th Street.

The other vehicle, a 2004 Dodge Ram 2500, was located in the 7000 block of SW Sixmile Creek Road. The Kansas Highway Patrol (KHP) Air Support Unit quickly responded to the area. With the assistance of multiple law enforcement officers, a Sheriff’s Office K9 Unit and helpful citizens, four suspects were located hiding nearby. 

The KHP Air Support Unit used a FLIR, thermal imaging camera, to locate all four suspects from above. Multiple vigilant citizens called in and reported descriptions and information. A Sheriff’s Office K9 unit tracked two suspects, one was hiding behind a shed within cedar trees. The K9 engaged and apprehended that suspect.

Deputies transported Jason C. Hokanson, 34, Topeka; Christopher G. Clark, 31, Andrea D. Green, 26, both of Maple Hill and Brooks R. Vonthaer 26, Topeka, to the Law Enforcement Center for further questioning. 

Hokanson, Clark, Green and Vonthaer were booked into jail on requested charges of burglary, theft, criminal damage to property and conspiracy.&nbsp; Green also had two warrants for her arrest, according to Christian.&nbsp;&nbsp;Both stolen vehicles were returned to their owner.

4 jailed in Kansas for Christmas Day vehicle thefts

BENTON COUNTY, MO — The parents of a 4-year-old Missouri girl allegedly killed by neighbors to remove a “demon” now face charges. 

Just after 7p.m. Thursday, deputies arrested Mary S. Mast and James A. Mast, both of Lincoln, Missouri, on requested charges of felony child endangerment resulting in death.&nbsp; Mary is also facing a charge of domestic assault.

They're jailed without bond, according to online jail records. The couple’s other children, a 2-year-old son and an infant, were placed in protective custody. 

The 4-year-old girl was found dead at the family home on Dec. 20. Benton County Sheriff Eric Knox says she had been severely beaten and dunked in an icy pond as part of what appeared to be a “religious-type episode.” Two neighbors are charged with second-degree murder.

On the sheriff's office social media page, Knox wrote, "I have received many letters, calls and emails of concern regarding this child’s death and the surrounding circumstances to be the actions of a cult. During interviews with investigators and the media, there have been some references to God and demons. Additional interviews have been held with family members, both local and out of state, as well as others who know the parties involved. None of the actions contained in this case are condoned by the church they attended. The investigation done so far indicates that this is an isolated incident and not the actions of a cult. "

Parents jailed for role in Missouri girl's violent death

PHILLIPS COUNTY—One person died in an accident just before 6a.m. Monday in Phillips County.

The Kansas Highway Patrol reported a 2005 Chevy Impala driven by Faith R&nbsp;Larington, 30, Arapahoe, Neb., was&nbsp; traveling northeast on Kansas Highway 383 four miles southwest of U.S. Highway 183.&nbsp; 

The car traveled left of center and struck 2015 Kenworth semi driven by Shoe Lee Anderson, 47, Holdredge, Neb.

Larington was pronounced dead at the scene and was transported to&nbsp;Oliff-Boeve Funeral home. Anderson was not injured. Larington was not wearing a seat belt, according to the KHP.

Woman dies after crash with a semi on Kansas highway

TOPEKA, Kan. (AP) — Gov. Laura Kelly plans to get a COVID-19 vaccine Wednesday as part of a larger program to give shots to selected Kansas officials so that state government can continue to operate during the pandemic.

The governor confirmed her plans Monday as nursing home workers and residents began receiving vaccinations, after health care workers started getting them earlier this month. A spokesman for CVS said the pharmacy company on Monday launched its efforts to provide shots in on-site clinics at more than 360 long-term care and skilled nursing homes.

<a href="file:///C:/Users/jdhanna/Downloads/COVID-19%20Vaccination%20Plan%20for%20Kansas%20Version1.2%2011.04.2020_202011091142086491.pdf" target="_blank">The state’s vaccine distribution plan&nbsp;</a>calls for providing shots first to front-line health care workers, nursing home workers and nursing home residents. But the Democratic governor&nbsp;<a href="https://apnews.com/article/prisons-kansas-el-dorado-coronavirus-pandemic-winfield-db07379397a2eec24acf7588a95344c4">disclosed during an Associated Press intervie</a>&nbsp;w last week that Kansas also was looking at giving shots to people in state agencies, the Republican-controlled Legislature and the state court system to preserve “continuity of operations” in state government.

Kelly said a list of officials due for the shots starting Wednesday has been developed, though her office did not immediately release it. Kelly’s staff has repeatedly said that she will get vaccinated when it was “her turn.”

“That would be my turn,” she said during an impromptu interview following a Statehouse ceremony marking the weeklong Kwanzaa celebration of African-American heritage. “I will get vaccinated on Wednesday.”

Kelly’s staff also has said she would get the first of two doses of a coronavirus vaccine in a public event. She said Monday that it would happen during a news conference.

“You can have the thrill of your life,” she said, chuckling.

But Kelly could face some criticism for getting vaccinated relatively early and allowing shots now for some state officials.

“Now, I guess because she’s governor, she steps ahead of all those people who really need it the worst,” said House Majority Leader Dan Hawkins, a Wichita Republican. “That’s a shame.”

After he gets his shot Roberts says: “It didn’t hurt a bit, folks. Get your vaccine.”

Kelly&nbsp;<a href="https://apnews.com/article/kansas-topeka-coronavirus-pandemic-nursing-homes-12eb382dd38946d6987b58cdeffe2046">said earlier this month</a>&nbsp;that state lawmakers wouldn’t get special treatment that would allow them to get their vaccines ahead of people of similar ages or in similar medical conditions. Top Republican lawmakers said that was the appropriate policy, with Hawkins saying, “I’m not better than anybody else.”

Hawkins repeated that sentiment Monday and said he doesn’t expect to get vaccinated until March or April.

Meanwhile, like other states, Kansas is working with pharmacy companies CVS and Walgreens to get vaccines administered at nursing homes. CVS said it expects to vaccinate nearly 40,000 of the state’s most vulnerable patients over the next 12 weeks.

Kansas has reported more than 216,000 confirmed and probable coronavirus cases since the pandemic reached the state in early March, or one case for every 13 of its 2.9 million residents. The state added 6,373 cases to its pandemic total since Wednesday, and it averaged 1,637 new cases a day for the seven days ending Monday, though that period includes Christmas.

The state also added 41 additional COVID-19 deaths to its tally since Wednesday to bring the total to 2,548, or one death for every 1,143 residents.

Kan. governor, state leaders to receive COVID-19 vaccine 

HOUSTON (AP) — A federal judge has not issued a ruling following a court hearing Dec. 23 on the fate of a U.S. program shielding immigrants brought to the country illegally as children.

During a nearly 3 1/2 hour hearing, Texas and eight other states asked U.S. District Judge Andrew Hanen to end the Deferred Action for Childhood Arrivals program, or DACA, which provides limited protections to about 650,000 people. The program was enacted by former President Barack Obama in 2012.

The states, represented by the Texas Attorney General’s Office, argued DACA violates the Constitution by circumventing Congress’ authority on immigration laws. The states also argued that DACA illegally awards benefits such as work authorization to recipients and has increased states’ costs, including $250 million a year for social services to DACA recipients in Texas.

“President Obama overstepped his authority when his administration issued the DACA memorandum in 2012,” Todd Disher, a lawyer with the Texas Attorney General’s Office, told Hanen.

A group of DACA recipients represented by the Mexican American Legal Defense and Educational Fund, or MALDEF, and the New Jersey Attorney General’s Office asked Hanen to dismiss the lawsuit. They argued Obama had the authority to institute DACA.

Nina Perales, a lawyer for MALDEF, told Hanen that the states lack standing to sue because they weren’t harmed by DACA, as benefits such as work authorization for recipients were not given by DACA but authorized under other programs and regulations that had previously been created.

The states’ case “is like a doughnut. The center is empty,” said Perales.

Hanen is expected to rule at a later date.

The&nbsp;<a href="https://apnews.com/article/4d9ce48241c4a881adea4849b50b7f83">U.S. Supreme Court</a>&nbsp;previously ruled President Donald Trump’s attempt to end DACA in 2017 was unlawful. A New York judge in December&nbsp;<a href="https://apnews.com/article/us-news-immigration-courts-deferred-action-for-childhood-arrivals-program-ab070236efdcadce2659800f88b68507">ordered</a>&nbsp;the Trump administration to restore the program.

But the&nbsp;<a href="https://apnews.com/article/joe-biden-donald-trump-houston-immigration-courts-9feda217f7a8a129be77c52466bc40d2">Houston case</a>&nbsp;directly targets the original terms under which DACA was created.

Suing alongside Texas are Alabama, Arkansas, Kansas, Louisiana, Mississippi, Nebraska, South Carolina, and West Virginia — states that all have Republican governors or state attorneys general.

President-elect Joe Biden has pledged to protect DACA, but a ruling against the program could limit his ability to keep the program or something similar in place.

“DACA has to be replaced by a legislative approach,” said MALDEF’s president, Thomas Saenz.

But Congress has not taken any action related to DACA in recent years.

While DACA is often described as a program for young immigrants, many recipients have lived in the U.S. for a decade or longer after being brought without permission or overstaying visas. The liberal Center for American Progress says roughly 254,000 children have at least one parent relying on DACA. Some recipients are grandparents.

Families wait for judge's ruling on fate of DACA program

WASHINGTON (AP) —The massive, year-end catchall bill that President Donald Trump signed into law Sunday combines $900 billion in COVID-19 aid with a $1.4 trillion omnibus spending bill and reams of other unfinished legislation on taxes, energy, education and health care.

Highlights of the measure with overall funding amounts and specific amounts for some but not necessarily all initiatives.

Unemployment insurance ($120 billion). Revives supplemental federal pandemic unemployment benefits but at $300 per week — through March 14 — instead of the $600 per week benefit that expired in July. Extends special pandemic benefits for “gig” workers and extends the maximum period for state-paid jobless benefits to 50 weeks.

Direct payments ($166 billion). Provides $600 direct payments to individuals making up to $75,000 per year and couples making up to $150,000 per year — with payments phased out for higher incomes —- with $600 additional payments per dependent child.

Paycheck Protection Program ($284 billion). Revives the Paycheck Protection Program, which provides forgivable loans to qualified businesses. Especially hard-hit businesses that received PPP grants would be eligible for a second round. Ensures that PPP subsidies are not taxed.

Vaccines, testing, health providers ($69 billion). Delivers more than $30 billion for procurement of vaccines and treatments, distribution funds for states, and a strategic stockpile. Adds $22 billion for testing, tracing and mitigation, $9 billion for health care providers, and $4.5 billion for mental health.

Schools and universities ($82 billion). Delivers $54 billion to public K-12 schools affected by the pandemic and $23 billion for colleges and universities; $4 billion would be awarded to a Governors Emergency Education Relief Fund; nearly $1 billion for Native American schools.

Rental assistance ($25 billion). Provides money for a first-ever federal rental assistance program; funds to be distributed by state and local governments to help people who have fallen behind on their rent and may be facing eviction.

Food/farm aid ($26 billion). Increases stamp benefits by 15% for six months and provides funding to food banks, Meals on Wheels and other food aid. Provides an equal amount ($13 billion) to farmers and ranchers.

Child Care ($10 billion). Provides $10 billion to the Child Care Development Block Grant to help families with child care costs and help providers cover increased operating costs.

Postal Service ($10 billion). Forgives a $10 billion loan to the Postal Service provided in earlier relief legislation.

The omnibus measure wraps 12 spending bills into one and funds agency operating budgets through Sept. 30 of next year. It combines Democratic priorities such as a $12.5 billion increase over existing budget limits for domestic programs while cutting Immigration and Customs Enforcement detention and removal costs by $431 million. COVID-19 has contributed to sharply lower costs. Republicans supported sustained defense spending, energy provisions and longstanding bans on federal funding of abortion. The measure also provides President Donald Trump with a last, $1.4 billion installment for a wall on the U.S.-Mexico border.

The measure also contains more than 3,000 pages of miscellaneous legislation, such as:

Surprise medical billing. Includes bipartisan legislation to protect consumers from huge surprise medical bills after receiving treatment from out-of-network providers.

Community health centers. Reauthorizes, for three years, funding for community health centers and extends a variety of expiring health care policies, including reimbursement rates for various health care providers and procedures under Medicare and Medicaid

Tax extenders. Extends a variety of expiring tax breaks, including lower excise taxes on craft brewers and distillers. Renewable energy sources would see tax breaks extended, as would motorsport facilities, and people making charitable contributions. Business meals would be 100% deductible through 2022 and out-of-pocket health care costs would be deductible after they reach 7.5% of income. It would also extend favorable tax treatment for “look through” entities of offshore subsidiaries of U.S. corporations.

Water projects. Includes an almost 400-page water resources bill that targets $10 billion for 46 Army Corps of Engineers flood control, environmental and coastal protection projects.

Clean energy. Boosts “clean energy” programs like research and development, efficiency incentives and tax credits. Phases out “superpollutant” hydrochlorofluorocarbons.

Education. Includes a bipartisan agreement to forgive about $1.3 billion in federal loans to historically Black colleges and universities and simplify college financial aid forms. Boosts the maximum Pell Grant for low-income college students by $150 to $6,495. Offers “second chance” Pell Grants to incarcerated prisoners.

Horse racing “doping.” Adds bipartisan legislation by Majority Leader Mitch McConnell, R-Ky., to create national medication and safety standards for the horse racing industry as lawmakers move to clamp down on the use of performance-enhancing drugs that can lead to horse injuries and deaths.

New Smithsonian museums. Establishes the Women’s History Museum and the National Museum of the American Latino as new Smithsonian museums located near the National Mall.

Pipeline safety. Folds in pipeline safety legislation reauthorizing operating grants and safety standards for oil and gas pipelines.

Aircraft safety. Adds, after the scandal involving Boeing 737 MAX crashes, legislation to beef up the Federal Aviation Administration’s aircraft certification process. Addresses human factors, automation in the cockpit, and international pilot training while authorizing nearly $275 million over the next five years to carry out the legislation.

Intelligence programs. Reauthorizes intelligence programs for 2021.

KDHE: Latest coronavirus numbers in Kansas

SALINE COUNTY — Law enforcement authorities arrested two brothers and are searching for another after a Saturday fight on north Old Highway 81 in Saline County.

Just before 4:30p.m., deputies responded to the&nbsp; 4700 block of North Old Highway 81 for the report of a fight, according to&nbsp;Saline County Sheriff Roger Soldan.

 Two brothers, Carlito Morales, 30, of Solomon, and Anthony Morales, 29, of Salina, began arguing as the vehicle was traveling on North Old Highway 40, Soldan said. 

At some point, the vehicle stopped and the brothers got out and began fighting.

A third brother who was not involved in the fight, Cordell Vazquez, 25, of Minneapolis, decided to leave and got into the driver's seat. As he was starting to pull away, Carlito Morales tried to get into the vehicle and was run over, causing scrapes and injury to his arm, according to Soldan. A woman and a young child in a car seat also were in the vehicle.

Deputies stopped the vehicle on Old Highway 81 on its way to Salina. Anthony Morales left the scene of the reported fight and has yet to be found, according to Soldan.

EMS transported Carlito Morales to Salina Regional Health Center, where he was treated and released. Carlito Morales was then booked into the Saline County Jail on the requested charge of domestic battery for the reported fight, he noted.

During the investigation, it was determined that Vazquez had four active warrants. Vazquez was arrested on the warrants as well as the following requested charges of Aggravated battery (for allegedly striking his brother with the vehicle), Driving under the influence of alcohol or drugs, Driving while suspended, Child endangerment and Violation of a protection order (because of the woman in the vehicle)

Police: Speed a factor in fatal Kansas crash

SALINE COUNTY —Rolling Hills Zoo (RHZ) is celebrating the birth of the zoo’s second giraffe calf born in the Zoo, according to a media release from the zoo.

Since October 15th the RHZ staff has been on high alert as they awaited the birth, which was expected to happen sometime before Dec. 18.&nbsp; (The gestation time for a giraffe is normally 13-15 months and Billie, RHZ’s female giraffe, was in her 15 month at time of the birth.)

On Dec. 17 at 7:23 p.m., Billie gave birth to a healthy male calf.&nbsp; &nbsp;Once the calf was born, Billie went to work cleaning him and by 9:14 p.m. the calf was on his feet and taking his first steps.&nbsp; Standing close to six feet tall, the calf is nursing and doing well.&nbsp; &nbsp;&nbsp;

As with any first time mother, there is a heightened concern, not only about the pregnancy and birth, but also with her mothering skills and the attention she will need to give to her calf.&nbsp;&nbsp; Fortunately for all concerned, Billie’s pregnancy and delivery have gone well.&nbsp;

“We are so excited for this little one’s birth,” shared Kathy Tolbert, RHZ’s interim director.&nbsp; &nbsp;“Not only does he carry on the legacy of BT, the male giraffe that we lost in October, but he has also brought a bright spot to the Zoo in the midst of what has been a challenging year for so many.&nbsp;&nbsp; We look forward to introducing him to Zoo guests in the New Year.”

This was Btuanya’s (BT) second calf sired, with the first being JoJo in 2016.&nbsp; (BT passed away in October 2020.)&nbsp; &nbsp;As the zoo’s ten-year-old female giraffe, this is Billie’s first offspring.&nbsp;&nbsp;

Billie was born February 22, 2010, at Dickerson Park Zoo, Missouri.&nbsp; Her parents were both from Dickerson Park Zoo, mother – Gidget, who is now 28 years old, and father – Stretch, who passed away at 23 years old. Billie arrived at Rolling Hills Zoo on Oct. 17, 2011.&nbsp;

But it wasn’t until 2014 that Billie was recommended for breeding with BT as part of the Species Survival Plan (SSP).&nbsp;&nbsp; At that time Billie would not allow BT to breed with her so Zuri, RHZ’s other female giraffe, moved ahead &nbsp;of the rotation and ended up breeding with BT first, giving birth to JoJo on Nov. 27, 2016.&nbsp;&nbsp; After JoJo’s departure from RHZ, the keepers were able successfully breed Billie with BT in September 2019.

At this time the giraffe barn is closed for public viewing.&nbsp; The Zoo asks for the public’s patience and understanding as they allow time for the mother and calf to bond.&nbsp; It is also critical during this time that the mother does not get spooked and accidently kick her calf. &nbsp;For now, only the keepers are entering the building as necessary and the pair is being monitored via cameras throughout the day and night.&nbsp;

Once the keepers feel that mother and calf are ready, an announcement will be made that the Giraffe Barn Viewing Room is once again open to visitors.

New baby giraffe at Kansas zoo

WASHINGTON (AP) — A federal judge said the Justice Department unlawfully rescheduled the execution of the only woman on federal death row, potentially setting up the Trump administration to schedule the execution after president-elect Joe Biden takes office.

U.S. District Court Judge Randolph Moss also vacated an order from the director of the Bureau of Prisons that had set Lisa Montgomery’s execution date for Jan. 12. Montgomery had previously been scheduled to be put to death at the Federal Correctional Complex in Terre Haute, Indiana, this month, but Moss&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-executions-terre-haute-courts-indiana-0d99688abb121a45b77a0f81b9703bdf">delayed the execution</a>&nbsp;after her attorneys&nbsp;<a href="https://apnews.com/article/executions-coronavirus-pandemic-prisons-4588869e0aeee78374ece4e3ddf320fb">contracted coronavirus</a>&nbsp;visiting their client and asked him to extend the amount of time to file a clemency petition.

Moss prohibited the Bureau of Prisons from carrying out Lisa Montgomery’s execution before the end of the year and officials&nbsp;<a href="https://apnews.com/article/joe-biden-nashville-coronavirus-pandemic-executions-tennessee-0f2aa08690b2b1d90c259029e751c46b">rescheduled her execution date</a>&nbsp;for Jan. 12. But Moss ruled on that the agency was also prohibited from rescheduling the date while a stay was in place.

“The Court, accordingly, concludes that the Director’s order setting a new execution date while the Court’s stay was in effect was ‘not in accordance with law,’” Moss wrote.

A spokesperson for the Justice Department did not immediately respond to a request for comment.

Under the order, the Bureau of Prisons cannot reschedule Montgomery’s execution until at least Jan. 1. Generally, under&nbsp;<a href="https://www.federalregister.gov/documents/2020/11/27/2020-25867/manner-of-federal-executions">Justice Department guidelines</a>, a death-row inmate must be notified at least 20 days before the execution. Because of the judge’s order, if the Justice Department chooses to reschedule the date in January, it could mean that the execution would be scheduled after Biden’s inauguration on Jan. 20.

A spokesperson for Biden has told The Associated Press the president-elect “opposes the death penalty now and in the future” and would work as president to end its use in office. But Biden’s representatives have not said whether executions would be paused immediately once Biden takes office.

Montgomery was convicted of killing 23-year-old Bobbie Jo Stinnett in the northwest Missouri town of Skidmore in December 2004. He used a rope to strangle Stinnett, who was eight months pregnant, and then a kitchen knife to cut the baby girl from the womb, authorities said.

Prosecutors said Montgomery removed the baby from Stinnett’s body, took the child with her, and attempted to pass the girl off as her own. Montgomery’s legal team has argued that their client suffers from serious mental illnesses.

“Given the severity of Mrs. Montgomery’s mental illness, the sexual and physical torture she endured throughout her life, and the connection between her trauma and the facts of her crime, we appeal to President Trump to grant her mercy, and commute her sentence to life imprisonment,” one of Montgomery’s lawyers, Sandra Babcock, said in a statement.

Two other federal inmates are scheduled to be executed in January but have&nbsp;<a href="https://apnews.com/article/joe-biden-prisons-coronavirus-pandemic-executions-terre-haute-87c7c706f3168cacf1d591e87544109f">tested positive</a>&nbsp;for coronavirus and their attorneys are also seeking delays to their executions.

Legal battle over delay for execution of Kansas woman 

SHAWNEE, Kan. (AP) — Fire officials in the Kansas City suburb of Shawnee, Kansas, are continuing to investigate a fire that left five adults homeless. 

The fire broke out around noon Sunday. By the time firefighters arrived smoke was coming from the roof. Investigators say the fire started in a fireplace and spread to the walls. 

All five adults were able to get out safely but damage to the home was estimated at $75,000. 

Deputy Fire Chief Corey Sands says the fire is a reminder that fireplaces should be professionally inspected and cleaned at least once a year.

At 4:19a.m. Monday, a quake with a magnitude 2.7 woke residents just east of north Greenwich Road and 13th, according to the Kansas Geological Survey. This follows over a dozen small quakes in Sedgwick County since Thanksgiving Day including 3.7 magnitude quake on December 19.

Based on an investigation, the Kansas Corporation Commission reported last week that their staff does not believe the seismicity in Wichita is tied to any oil and gas activities in the area.

There are no reports of damage or injury from the series of quakes.

The USGS reported at least six other quakes happened Saturday and another early Sunday in Wichita including a 3.4 magnitude quake centered near Bellaire just before 1p.m. Saturday.&nbsp;

In addition, the USGS reported a 3.4 magnitude quake centered near Bellaire just before 1p.m.&nbsp;

The region has experienced ten or more earthquakes of 2.0 magnitude or more since Thanksgiving Day including a 2.8 magnitude quake December 14 and a 3.3 quake Dec. 3.&nbsp; No damage or injuries were reported.&nbsp;

WEST PALM BEACH, Fla. (AP) — President Donald Trump signed a $900 billion pandemic relief package Sunday, ending days of drama over his refusal to accept the bipartisan deal that will deliver long-sought cash to businesses and individuals and avert a federal government shutdown.

The massive bill includes $1.4 trillion to fund government agencies through September and contains other end-of-session priorities such as an increase in food stamp benefits.

The signing, at his private club in Florida, came amid escalating criticism over his eleventh-hour demands for larger, $2,000 relief checks and scaled-back spending even though the bill had already passed the House and Senate by wide margins. The bill was passed with what lawmakers had thought was Trump’s blessing, and after months of negotiations with his administration.

His foot-dragging resulted in a lapse in unemployment benefits for millions struggling to make ends meet and threatened a government shutdown in the midst of a pandemic.. But signing the bill into law prevents another crisis of Trump’s own creation and ends a standoff with his own party during the final days of his administration.

It was unclear what, if anything, Trump accomplished with his delay, beyond angering all sides and empowering Democrats to continue their push for higher relief checks, which his own party opposes.

<a href="https://www.whitehouse.gov/briefings-statements/statement-from-the-president-122720/">In his statement,</a> Trump repeated his frustrations with the COVID-19 relief bill for providing only $600 checks to most Americans instead of the $2,000 that his fellow Republicans already rejected. He also complained about what he considered unnecessary spending by the government at large.

“I will sign the Omnibus and Covid package with a strong message that makes clear to Congress that wasteful items need to be removed,” Trump said in the statement.

While the president insisted he would send Congress “a redlined version” with items to be removed under the rescission process, those are merely suggestions to Congress. The bill, as signed, would not necessarily be changed.

Democrats, who have the majority in the House, immediately vowed to prevent any cuts. Democrats “will reject any rescissions” submitted by the president, said Appropriations Committee Chairwoman Nita Lowey, D-N.Y. , in a statement.

Lawmakers now have breathing room to continue debating whether the relief checks should be as large as the president has demanded. The Democratic-led House supports the larger checks and is set to vote on the issue Monday, but it’s expected to be ignored by the Republican-held Senate where spending faces opposition. For now, the administration can only begin work sending out the $600 payments.

Republicans and Democrats swiftly welcomed Trump’s decision to sign the bill into law.

“The compromise bill is not perfect, but it will do an enormous amount of good for struggling Kentuckians and Americans across the country who need help now,” said Senate Majority Leader Mitch McConnell, R-Ky. “I thank the President for signing this relief into law.”
