OVERLAND PARK, Kan. (AP) — A former Boy Scout leader was charged with rape and child abuse for crimes dating back years, court records show.

Andrew Rowland, 45, of Overland Park faces charges of rape, aggravated indecent liberties with a child involving sex, and two counts of child abuse, the Kansas City Star reported.

The allegations in a July 4 criminal complaint date from 2010 to 2018.

Rowland, the owner of antique and estate sale businesses in Overland Park, was the scoutmaster for Boy Scouts of America Troop 284 in Overland Park. He was arrested July 5.

The regional Boy Scouts organization said was removed from his position as a scoutmaster following the allegations.

That action came at least three months after Rowland had been under investigation by police.

HUTCHINSON — Two world wars, The Great Depression and 9/11 could not stop the Kansas State Fair from holding its annual get-together. But the pandemic has won out.

On Monday, the fair board decided to cancel the fair ending 107 consecutive runs.&nbsp;

"I got a couple of letters that were just really frustrated that we would make a decision about the state fair over finances, when it's really about the 4-H and the kids coming up here," said Fair General Manager Robin Jennison Monday. "That's great, but people need to understand that what makes it possible for us to do all of that are the vendors and the sponsors that are in partnership with the Kansas State Fair. When we don't have those, it's really going to limit our ability to do some of those things."

Although officials believed they could run the fair in a safe manner, many vendors opted not to attend since many area fairs were canceled.

The fair announced Monday that all gate admission tickets, packages and food tickets already purchased will be valid for the 2021 Kansas State Fair.&nbsp;

Staff is currently working to reschedule the 2020 Nex-Tech Wireless Grandstand lineup. If rescheduled, those tickets will also be honored at next year’s fair. How to obtain refunds will be announced soon.&nbsp;

While there will not be a 2020 Kansas State Fair, the fair will have 4-H and FFA youth livestock competitions, plus open class livestock exhibitions in September. The board is also considering having youth static competitions. The board will reconvene Aug. 4 to gather more information.

Livestock events begin Thursday, Sept. 3, and continue for three weekends, ending Sunday, Sept. 20. Event rules will be modified.

Grand Drive: FFA and 4-H youth from across the state compete to be the best of the best in this premier Kansas livestock competition. The Grand Drive is Sept. 11-13 and features the market beef, sheep, swine and goat shows. These shows are closed to outside spectators but can be viewed on Walton Webcasting. The event is sponsored by Midwest Ford and other great partners.

Deadline to enter the Grand Drive is July 15.

Champion Livestock Show: The Kansas State Fair is partnering with Special Olympics Kansas to introduce a new event: the Champion Livestock Show. The competition takes place at 1:30 p.m. Friday, Sept. 11.

Ten athletes will be selected by Special Olympics and paired with 4-H or FFA members to show a meat goat. The athletes will have time to work with their mentor and animal the morning of the event. Open Range Trailer Sales and Services and Cimarron Trailers is the event sponsor. Key Apparel will provide T-shirts for participating competitors and mentor exhibitors. This show is closed to outside spectators but can be viewed on Walton Webcasting.

Mustang Days: Youth train untamed yearlings in the Mustang Beginnings Youth Challenge. They work to gentle the Bureau of Land Management wild horses over the summer then demonstrate their training skills. The event is Sept. 12-13.

Supreme Drive: The Supreme Drive recognizes the best bull and female of each breed in the open beef shows. The event is Sept. 19.

4-H Horse Show: This annual event will occur Sept. 17-20.

Many of these events will happen this year thanks to the fair’s great partnership with 4-H and FFA and these organizations’ staff and volunteers. This includes the fair’s Grand Drive event.

All shows will be closed to the public to help create a safe event. Entry deadline is July 15 for the 4-H/FFA Grand Drive and Aug. 15 for all open livestock shows.

On June 30, Kansas Department of Health and Environment Secretary Dr. Lee Norman advised the State Fair Board that they should cancel this year's fair.

"If I were only talking about it from a public health perspective, it would be best to not have the State Fair," Norman said. "There's no question, it will engender illness." Norman didn't think fairgoers would wear masks.

The McClatchy Company, the nation’s second largest newspaper chain 
and the owner of The Kansas City Star, Wichita Eagle, Miami Herald, 
Charlotte Observer and more than two dozen other daily newspapers, 
announced on Sunday that Chatham Asset Management had submitted the 
winning bid for the company at a bankruptcy auction.

McClatchy, 
burdened by debt it incurred in 2006 when it bought newspaper chain 
Knight Ridder for $4.5 billion and by pension obligations to 24,000 
employees and retirees, sought Chapter 11 protection in February in the 
Southern District of New York.

Chatham
 is a $4.4 billion hedge fund based in New Jersey. It is McClatchy’s 
biggest creditor and shareholder. The company, which was founded in 
2002, is secretive; its managing partner, Anthony Melchiorre, a one-time
 head of Morgan Stanley’s junk bond trading division, almost never 
grants interviews.

<a href="https://fortune.com/2019/03/18/chatham-asset-management-michael-cohen-ipayment-holidings-lawsuit/" target="_blank">In a profile of Chatham last year</a>,
 Fortune magazine said that during his stint at Morgan Stanley, 
Melchiorre “could be foul-mouthed and loud, and would berate fellow 
traders as he bopped around the trading floor in his stocking feet.”

Chatham
 already has investments in a stable of newspapers. It is a major 
shareholder of the publisher of several Canadian papers, including The 
Montreal Gazette, The Ottawa Citizen and The National Post. It also owns
 a major stake in American Media Inc., the parent company of The 
National Enquirer supermarket tabloid.

McClatchy entered into a 
debt refinancing deal with Chatham in 2018 that unsecured creditors of 
McClatchy claim unfairly benefited Chatham. A recent report by a law 
firm charged with investigating the matter concluded that McClatchy did 
not act improperly when it refinanced the debt, and did not give 
favorable treatment to Chatham.

U.S.
 Bankruptcy Judge Michael E. Wiles of the Southern District of New York,
 where McClatchy filed for bankruptcy, must approve the sale. He is 
expected to rule after a hearing set for July 24. The deal also must 
pass muster with the U.S. Justice Department, which will review it for 
antitrust issues.

The sale will allow McClatchy to emerge from 
Chapter 11, having restructured its debt and pension obligations, but 
ends its family ownership of newspapers dating back to 1857, when James 
McClatchy founded the Sacramento Bee during the California Gold Rush.

McClatchy
 said it would contribute $1.4 billion in pension assets to the federal 
Pension Benefit Guaranty Corporation fund and expects the PBGC, which 
takes over pensions of troubled companies, to assume McClatchy’s 
qualified pension plan.

Why would a hedge fund be interested in owning newspapers?

For
 the last decade, hedge funds and private equity firms have been buying 
up media companies, which they’ve been able to snatch up at fire sale 
prices because of their declining circulation and ad revenues. Once 
acquired, they typically cut costs by slashing reporting staffs, with 
the idea of eventually selling the companies at a profit.

Journalists
 tend to see them as financial predators focused on short-term profits, 
with little interest in the idea of journalism as a public trust. Alden 
Global Capital, a New York-based hedge fund, has become notorious as the
 face of rapacious newspaper-devouring hedge funds, having acquired 
newspapers like the Denver Post and cut their reporting staffs to the 
bone.

Were there any other bidders for McClatchy?

Chatham
 was the only publicly identified bidder until Alden challenged 
Chatham’s bid in court last Wednesday. McClatchy says “multiple bidders”
 submitted bids by the July 1 deadline but has not identified them.

Chatham
 submitted its bid a few months ago, establishing a floor for other 
bids. McClatchy’s board of directors must still approve the Chatham 
deal, but that’s expected to be a formality that will take place this 
week.

What will happen to McClatchy’s newspapers if the sale to Chatham is approved?

All
 of McClatchy’s newspapers will become the property of Chatham, which 
can do with them as it sees fit. McClatchy was a publicly traded 
company; with the sale, the newspapers will be owned by a privately held
 company. That means the general public will no longer have access to 
the kind of detailed corporate information publicly traded companies are
 required to file.

This isn’t the first change of ownership for The Kansas City Star, right?

In
 fact, it will be the fifth for The Star since 1977, when Capital Cities
 Inc. bought the newspaper, which was then owned by its employees, for 
$125 million. Not long after Capital Cities bought the ABC television 
network, the Walt Disney Co. acquired Capital in 1996.

Disney had 
no interest in owning newspapers, however, so in 1997 it sold The Star 
and a handful of other newspapers it had acquired as part of the Capital
 Cities deal to Knight Ridder, a traditional newspaper company.

Nearly
 two decades later, under shareholder pressure to raise its stock price,
 Knight Ridder sold all of its newspapers in 2006, more than two dozen 
in all, to McClatchy for $4.5 billion.

The timing proved to be 
bad. Two years later, the U.S. descended into a steep recession, which 
led to a severe contraction in newspaper advertising. And the internet 
had already begun eating into newspapers’ biggest sources of revenue: 
classified and display advertising. The combined blows proved 
debilitating. Between 2004 and 2018, more than 1,800 newspapers across 
the United States disappeared. And since 2008, <a href="https://www.pewresearch.org/fact-tank/2020/04/20/u-s-newsroom-employment-has-dropped-by-a-quarter-since-2008/#:~:text=Between%202008%20and%202014%2C%20the,over%20the%20five%2Dyear%20period." target="_blank">newsroom employment has fallen by half</a>.

The
 Kansas City Star newsroom once boasted nearly 300 employees. It’s about
 a quarter of that number today. The Wichita Eagle has seen a similar 
drop in numbers.

Hedge fund set to take over ownership of Kansas City Star

GARDEN CITY — For almost three months, 
people living in a mobile home neighborhood just east of Garden City’s 
limits haven’t been able to drink their tap water.

Residents could <a href="https://khap2.kdhe.state.ks.us/NewsRelease/PDFs/4-20-20%20Towns%20Riverview%20BWA%20-%20Not%20COVID19.pdf">boil</a> their water to drink and cook. But on <a href="https://khap2.kdhe.state.ks.us/NewsRelease/PDFs/06-30-20%20BWA%20South%20Towns%20Riverview%20Do%20Not%20Drink.pdf">June 30</a>, a new health order advised households not to use the water for drinking, cooking, making baby formula or brushing teeth.

“Sometimes you can take a shower, and it comes out yellow … like sand,” said resident Jesus Cruz.&nbsp;

The
 problem began with low pressure. That can allow bacteria to grow and 
sicken people if they drink it. State officials have ordered the owner 
of the water system to fix it. Repairs are underway, but the time spent 
driving to pick up water is wearing on some residents. Especially in the
 middle of the coronavirus pandemic.

Mineral buildup in metal 
pipes is part of the problem. Eventually, the build-up can weaken water 
pressure. That “hard water” is found throughout Kansas water systems.

Although
 changes to the water source have resolved water pressure issues, until 
tests deem the water safe and the owner permanently fixes the water 
system, many residents will continue to rely on bottled water.

The
 Towns Riverview subdivision is divided into two neighborhoods. 
Residents in the northern section live in brick homes and residents in 
the southern portion live in mobile homes. The boil water advisory for 
Towns Riverview North was rescinded on June 30.

The two 
neighborhoods were getting water from Garden City’s water system, but 
because of ongoing pressure issues, the southern neighborhood has been 
temporarily hooked up to a well.&nbsp;

Delmer Towns II is the water 
manager of Towns Riverview and the grandson of the water system owner, 
Delmer Towns. Towns II said that three years ago, the subdivision was 
placed on city water because uranium levels from the well were too high.

“We
 got a booster pump set up, city water ran out here — that was a half a 
million dollars to get everything out here,” he said. “We had customers 
with very little water pressure to none at all, in some cases in some 
houses. So we’ve been replacing valves and digging up meters and 
replacing meters.”

Andrew Whelton, an associate professor of 
civil, environmental and ecological engineering at Purdue University, 
said a variety of bacteria can grow and infiltrate the water system when
 water sits in pipes.

“If the stagnated water contains high 
levels of lead or copper,” he said, “there can be a few adverse health 
effects, such as nausea, vomiting, diarrhea, gastrointestinal distress, 
abdominal cramps.”

Jon Steele, a circuit rider and technical 
assistant with the Kansas Rural Water Association, has been assisting 
with the Towns Riverview South water system. He said some lines have 
been replaced.

“Nine main line valves that were in the south part
 of the system that were ... basically restricted from mineral deposits 
in the pipe,” Steele said. “So many times where you might have a 
four-inch line, it could be pinched and as much as 50% plugged up.”

On
 May 8, the Kansas Department of Health and Environment issued an 
emergency administrative order that required the owner to provide 
drinking water, portable toilets and showers and submit dialy pressure 
readings.&nbsp;The order estimates that 970 people receive water from the 
Towns Riverview systems.

Towns appealed the order. That stopped potential fines of up to $5,000 per day.

The
 Finney County Commission passed an emergency resolution declaring a 
public health emergency in Towns Riverview on July 6. Commissioner Lon 
Pishny represents the district and lives in the northern neighborhood. 
He said the order will make county funds available for drinking water.

On a hot July afternoon, residents drove to fill up large jugs from a
 milk tanker filled with water parked in Towns Riverview South. LiveWell
 Finney County, a community health coalition, received a donation from 
Blue Cross Blue Shield that they used to pay for the water.

Executive Director Callie Dyer said the organization plans to continue distributing water through the summer.

“(For) at least 15 homes,”she said, “we had to carry (water) inside because they were elderly and could not carry the cases of water.”

Employees
 from the Finney County Health Department and Finney County Emergency 
Management and several nonprofits are also part of water distribution 
efforts.

Dianne Conner has lived in Towns Riverview South for 30 
years. Several packages of bottled water and five-gallon jugs sit on her
 kitchen floor. Shortly after she moved in, Conner said she saw “a 
yellowish oil” ring in a cup of water she left sitting out and hasn’t 
drunk the tap water since.&nbsp;

“We change faucets in the bathtubs and showers probably on the 
average of once a year because of the acid, or whatever is in the water,
 literally eats through the spouts,” Conner said.

She also gives her Jack Russell Terrier, Caramel, bottled water because of the current do-not-drink order.

Last
 summer, Conner noticed a lack of pressure when she turned on her garden
 sprinkler. Instead of fanning a layer of water, the sprinkler released a
 trickle.

“And then it went from there around Thanksgiving to 
where you would turn the faucet on and it would be maybe a pencil 
stream,” she said.

Omar Chairez has lived in the neighborhood for
 eight years. Not only does it take time for him and his family to go 
out and buy water, but the extra trips mean more chances of being 
exposed to COVID-19.

“It makes it even harder,” he said. “We’re taking risks going out to get water.”

On top of that, southwest Kansas has had multiple days of triple-digit temperatures this summer.

“We
 have to shower by bucket,” Chairez said. “I’m six-three, I got a small 
bathroom where we live in this trailer park area … I’ve got to bend all 
the way down. It’s back-breaking and it hurts after a while.”

Towns
 II has been replacing galvanized pipes and is waiting for results of 
uranium tests from the well. But the well is a temporary solution for 
the neighborhood.

In an email, Ashley Jones-Wisner with KDHE said, “Water 
infrastructure projects take time to develop and construct. The owner 
has replaced valves and fixed leaks. The long-term solution is under 
development.”

Water customers have been charged a $100 flat rate,
 but the Kansas Corporation Commission has ordered that meters be 
installed and monthly bills be distributed.

In June, the KCC <a href="https://estar.kcc.ks.gov/estar/ViewFile.aspx/20200625111105.pdf?Id=dd7ce357-5275-4bdb-b980-b14637f5d0d6">order</a>
 declared the system a public utility. That makes it subject to 
significant changes, including installing meters that measure water 
quantities, providing customers with detailed bills and opening a 
checking account dedicated to water operations.&nbsp;

The order also 
states that "Towns Riverview has been operating in violation of the 
public utility act since approximately 1975, as it failed to seek and 
obtain certification as a public utility before providing service to its
 customers."

Chairez said his family was charged the flat rate even when it had little to no water.

“It’s
 awful that we have to pay the same amount even though we don’t get all 
the amount we should be getting,” he said. “It’s unfair.”

people living in a mobile home neighborhood just east of Garden City’s 
limits haven’t been able to drink their tap water.Residents could <a href="https://khap2.kdhe.state.ks.us/NewsRelease/PDFs/4-20-20%20Towns%20Riverview%20BWA%20-%20Not%20COVID19.pdf">boil</a> their water to drink and cook. But on <a href="https://khap2.kdhe.state.ks.us/NewsRelease/PDFs/06-30-20%20BWA%20South%20Towns%20Riverview%20Do%20Not%20Drink.pdf">June 30</a>, a new health order advised households not to use the water for drinking, cooking, making baby formula or brushing teeth.“Sometimes you can take a shower, and it comes out yellow … like sand,” said resident Jesus Cruz.&nbsp;The
 problem began with low pressure. That can allow bacteria to grow and 
sicken people if they drink it. State officials have ordered the owner 
of the water system to fix it. Repairs are underway, but the time spent 
driving to pick up water is wearing on some residents. Especially in the
 middle of the coronavirus pandemic.Mineral buildup in metal 
pipes is part of the problem. Eventually, the build-up can weaken water 
pressure. That “hard water” is found throughout Kansas water systems.Although
 changes to the water source have resolved water pressure issues, until 
tests deem the water safe and the owner permanently fixes the water 
system, many residents will continue to rely on bottled water.<h2>Water Issues</h2>The
 Towns Riverview subdivision is divided into two neighborhoods. 
Residents in the northern section live in brick homes and residents in 
the southern portion live in mobile homes. The boil water advisory for 
Towns Riverview North was rescinded on June 30.The two 
neighborhoods were getting water from Garden City’s water system, but 
because of ongoing pressure issues, the southern neighborhood has been 
temporarily hooked up to a well.&nbsp;Delmer Towns II is the water 
manager of Towns Riverview and the grandson of the water system owner, 
Delmer Towns. Towns II said that three years ago, the subdivision was 
placed on city water because uranium levels from the well were too high.“We
 got a booster pump set up, city water ran out here — that was a half a 
million dollars to get everything out here,” he said. “We had customers 
with very little water pressure to none at all, in some cases in some 
houses. So we’ve been replacing valves and digging up meters and

Kan. mobile home community hasn't had drinkable water since April 

Renters are nearing the end of their financial rope.

People who rent have largely been able to survive the initial months of the pandemic helped by unemployment and federal relief checks. But the extra $600 in unemployment benefits ceases at the end of July and local eviction moratoriums are expiring. There is no agreement between the White House and Congress on a second federal relief package.

More broadly, there are fewer supports in place for renters than for homeowners. And as a jump in virus cases in numerous states nationwide adds more uncertainty to the economy and job market, many who rent are facing a precarious future.

“It’s an incredibly stressful situation for renters,” said Bruce McClary, spokesman for the National Foundation for Credit Counseling, a nonprofit that works directly with consumers. “I don’t know what lies in the road ahead.”

Sam Moore knows this pressure all too well. Shortly after the stay-at-home orders hit in California, Moore and his four roommates who live in San Francisco’s Treasure Island found themselves with no regular income. Only two of them received relief checks from the federal government, one was receiving unemployment and two are still waiting on it.

Ultimately, they had to decide whether to use the money they did have to cover rent or food; they chose to stop paying rent. The five eventually used a GoFundMe campaign to raise the roughly $10,000 needed to pay the back rent for April through June plus the $2,500 bill due for July.

The group, all in their early 20s, are looking for work but will have to move in with their families if they aren’t able to find jobs and face eviction.

Renters already faced a dire situation before the pandemic hit, said Alexander Hermann, a researcher at the Harvard Joint Center for Housing Studies.

The center reported in January that vacancy rates for rentals had hit the lowest level in decades, pushing up rent far faster than income. At last count, one in four renters spent more than half their income on housing.

Then came the pandemic, which hit renters particularly hard financially. U.S. Census data shows about 19% of renters were late or deferred their rent payments in May. And about 31% of renters surveyed in June said they have little to no confidence they will be able to pay next month’s rent.

Renters tend to have lower incomes and to be more economically vulnerable than their homeowner counterparts. They also cannot tap into the equity in their homes as a line of credit in case of an emergency. A disproportionate number of renters are black, Hispanic and other minorities.

The COVID-19 Eviction Defense Project, a coalition of economic researchers and legal experts, estimates that 19 million to 23 million Americans are at risk for eviction by the end of September.

If possible, tenants should continue to pay rent. Reach out to your landlord or property owner if you are having financial difficulties to see if an agreement can be made. Some are willing to negotiate discounted or deferred payments.

If you live in federally-subsidized housing and your income has changed, you may qualify for a reduction in rent; contact your housing authority to talk about income recertification.

Renters should be sure to take advantage of other relief programs as well to free up cash. If they qualify for unemployment, apply as soon as possible as the process takes time. Banks have been willing to make some accommodations for credit card and other loan payments for those financially hurt by coronavirus.

A number of cities and states have put some assistance programs in place, as well as moratoriums on evictions amid the pandemic.

See if you qualify for help. The National Low Income Housing Coalition has a list of state and local rent assistance programs on its website. United Way’s 211.org website also has links to local charitable assistance for housing, food and other essentials.

Find out what local protections you have. The Eviction Lab maintains a list of local and regional actions to pause evictions of renters. It’s&nbsp;<a href="https://evictionlab.org/covid-policy-scorecard/" target="_blank">policy scorecard</a>&nbsp;provides useful detail on actions in your state.

There is also some protection for renters at the federal level.

Congress put a temporary nationwide eviction moratorium in place for renters who live in a federally subsidized building or one with a federally backed mortgage through July 25. Landlords cannot charge fees or penalties for nonpayment during this time as well. Tenants can search the Fannie Mae&nbsp;<a href="https://www.knowyouroptions.com/rentersresourcefinder" target="_blank">website</a>&nbsp;or the Freddie Mac&nbsp;<a href="https://myhome.freddiemac.com/renting/lookup.html" target="_blank">site</a>&nbsp;to find out if their building has a federally backed mortgage.

The Consumer Financial Protection Bureau has helpful information on its&nbsp;<a href="https://www.consumerfinance.gov/coronavirus/mortgage-and-housing-assistance/renter-protections/" target="_blank">website</a>&nbsp;as well.

While you may get temporary relief from eviction, rent is still due.

Tenants may need to work out an arrangement to pay back rent or cope with potential eviction. They may want legal assistance through this process.

The Stanford Legal Design Lab along with Pew Charitable Trusts, has created a user-friendly&nbsp;<a href="https://legalfaq.org/" target="_blank">website</a>&nbsp;for tenants with questions about their legal rights or facing other rent issues as well. Just Shelter, a tenant advocacy group, also offers&nbsp;<a href="https://justshelter.org/community-resources/" target="_blank">information</a>&nbsp;on local and national organizations that can provide advice to renters in distress.

Renters can also find a certified housing counselor through the Department of Housing and Urban Development’s&nbsp;<a href="https://www.hud.gov/findacounselor" target="_blank">website&nbsp;</a>to see if they qualify for housing assistance or eviction issues.

KDHE: Latest coronavirus numbers in Kansas

&nbsp;SHAWNEE COUNTY — Law enforcement authorities investigating the fatal weekend accident have identified as&nbsp;54-year-old Steven C. Johnson of Topeka.

Just before 9p.m. Saturday, a motorcycle driven by Johnson was southbound in the 3600 Block of SW Burlingame Road in Topeka, according to police Lt. John Trimble.

Johnson was thrown from the motorcycle and suffered life threatening injuries. EMS transported him to a Topeka hospital where he died.&nbsp;

SHAWNEE COUNTY — Law enforcement authorities are investigating a fatal weekend accident.

Police ID Kansas man who died in weekend motorcycle crash

Planned Parenthood Great Plains, which operates health clinics in 
Kansas, Missouri, Arkansas and Oklahoma, has offered severance packages 
to dozens of employees as it reels from a financial crisis caused in 
part by the COVID-19 pandemic.

Thirty-six employees in 
communications, development, education, human resources, finance and 
public affairs were eligible to receive the offers. Friday is their 
deadline to accept. As of Thursday, nine had accepted.

The 
workforce reductions come in the wake of a sharp drop in patient demand 
caused by the pandemic, which led to canceled appointments from March 
through June, and a corresponding drop in revenues and fundraising.

The
 reductions also come atop significant employee turnover in the past 
year, with many current and former workers describing a toxic work 
culture that has added to the stress of working for an organization that
 finds itself under unremitting attack by abortion opponents.

“We 
are offering a voluntary separation program because, like many 
nonprofits, we’ve been affected by the pandemic and resultant economic 
downturn,” Mandy Culbertson, a spokeswoman for PPGP, told KCUR in an 
email. “As a nonprofit health organization serving low-income patients, 
we aim to keep patient costs down, so we look internally to control 
expenses.”

Unaffected by the buyout offers are the organization’s 
front-line health care workers, including doctors and nurses, as well as
 employees working in the areas of information technology and security.

But
 with financial projections showing PPGP with a negative cash balance as
 early as next month, additional layoffs and furloughs could be coming 
as soon as this fall, the organization has warned.

Based in 
Overland Park, Kansas, PPGP operates 10 health care centers in Kansas 
Missouri, Arkansas and Oklahoma. Besides medication and surgical 
abortions at some of those centers, it offers an array of sexual and 
reproductive health services at all of its clinics.

In addition to
 the fiscal problems brought on by the pandemic, PPGP has incurred 
substantial legal expenses over the last few years fighting <a href="https://www.kcur.org/health/2018-03-22/kansas-takes-its-effort-to-cut-off-planned-parenthood-to-the-u-s-supreme-court" target="_blank">efforts to cut off its Medicaid funding</a> and challenging <a href="https://www.kmuw.org/post/planned-parenthood-says-abortion-rule-would-affect-10000-patients-kansas-and-missouri" target="_blank">restrictions on abortion access and services</a> in the four states in which it operates.

Despite
 PPGP’s dire financial situation, employees who received separation 
offers, which were made in the middle of last month, said they were 
caught off-guard by the offers.

“We were only given until July 10 
to decide whether we were going to take it, which is not a lot of time, 
especially given that we’re in the midst of a pandemic,” said Ashley 
McCray, who works as an organizer for PPGP in Oklahoma and plans to 
accept the offer. “And most people living in red states can’t find 
comparable employment.”

At a tense 
“town hall” meeting via Zoom conference call in late June, employees 
sharply questioned PPGP President and CEO Brandon Hill about the moves 
and criticized pay disparities within the organization.

PPGP had told employees in April that their pay would be cut by 10% as the pandemic began to eat into PPGP’s revenues.

Hill
 draws a salary in excess of $200,000, more than six times as much as 
many lower-ranking employees make. And though he told employees at the 
meeting that he had taken a voluntary 10% pay cut, he said any further 
cuts would be up to PPGP’s board of directors.

In a phone 
interview, Hill said that PPGP’s senior leadership will be the last to 
have their full salaries restored, “which could be all the way through 
December or January, from what we’re projecting.”

Discontent at the organization had already been brewing before the 
pandemic. An employee satisfaction survey taken last year revealed 
widespread unhappiness among rank-and-file employees, who complained of a
 lack of transparency, pay inequities and a top-heavy management 
structure.

“My biggest takeaways, honestly, from my time there was
 just the lack of visibility and transparency,” said Maggie Horigan, who
 worked in the human relations department and left in January to take 
another job. “The lack of transparency was definitely reinforced by 
supervisors and the executive staff.”

While the overwhelming 
majority of employees surveyed said they found their work meaningful, 
only 31% said they were given career development opportunities, only 34%
 said different work units worked well together and only 39% responded 
affirmatively to the statement, “The environment at this organization 
makes employees in my work units want to go above and beyond what’s 
expected of them.”

“Of course, the pandemic has dealt a really 
debilitating blow to Planned Parenthood. … But it’s my hypothesis that 
there are a lot of things that contributed to the financial hardship, 
one being a toxic work environment,” said Alex Aguilar, an employee in 
the development department who accepted the severance offer.

Hill 
declined to discuss personnel matters, but he said the organization has 
policies and procedures in place to address employee complaints.

“Those
 are always taken very seriously and we do a real thorough 
investigation,” he said. “And then determinations are made, whether it’s
 discipline, whether it’s coaching, whether it’s mediation. And the one 
thing that can be tricky as we move through the process and final 
resolution is not necessarily known to everyone.”

But
 Amanda Steele, PPGP’s director of development for two years until she 
left in September, said she wondered if Hill recognized “the chaos and 
toxicity that manifested itself” at PPGP.

“Think about all of the 
incredibly hardworking, dedicated people at Planned Parenthood that have
 left, all of the talent,” Steele said. “It’s hard to leave an 
organization you believe in 100%. Planned Parenthood, that's a dream job
 for people who believe in that mission. And then to have that bad taste
 in all of our mouths. That's unfortunate.”

The organization has 
experienced a high rate of employee turnover – as many as half its 
nearly 150 employees left in the past year – although that problem 
predates <a href="https://www.kcur.org/health/2018-02-01/planned-parenthood-great-plains-names-new-president-and-ceo" target="_blank">Hill’s arrival in February 2018</a>
 and goes back to the tenure of former CEO Laura McQuade, who left to 
become CEO of Planned Parenthood of Greater New York, the biggest 
Planned Parenthood affiliate in the country.

<a href="https://www.kcur.org/news/2020-06-23/former-head-of-local-planned-parenthood-affiliate-departs-from-ny-affiliate-amid-scathing-criticism" target="_blank">McQuade stepped down</a>
 from Planned Parenthood of Greater New York last month after more than 
300 employees signed an open letter accusing her of abusive behavior, 
financial mismanagement, failing to address problems of systemic racism 
and pay disparities, and overseeing unprecedented turnover of senior 
staff.

PPGP employees acknowledge Hill inherited problems 
bequeathed to him by McQuade but say he has not done enough to quell the
 discontent.

“We have senior leaders making six figures and they have protected 
their status,” Aguilar said. “They’re not held accountable, they don’t 
do the same amount of work that lower-level staff do and they’re paid 
exorbitant amounts.”

Rachel Ulanowski, who worked in the 
development department as a data analyst, said she left last year 
because she could no longer tolerate the emotional abuse dealt out by 
her boss, PPGP’s vice president of development.

“I don’t think 
Brandon is a bad person,” Ulanowski said, referring to Hill. “But he 
doesn’t prioritize the well-being of his staff or address any of the 
complaints.”

Hill, however, said that many of the actions taken by
 the organization to address employee complaints are confidential and 
can’t be shared with employees.

“And that’s in everyone’s interest,” he said.

Luz
 Ortiz, who worked as a PPGP educator in a satellite office in Kansas 
City, Kansas, said the separation offers to employees were driven as 
much by the results of the employee satisfaction survey as by the 
pandemic.

“I kind of feel like they were just trying to get rid of
 all the external affairs people because we have been very vocal about 
how unsatisfied we have been,” Ortiz said.

Ulanowski recalled a 
time when Hill, addressing employees’ complaints that they were 
overworked, underpaid and under a great deal of stress, said that 
“everyone just needs to be sedated.”

“The environment working at 
Planned Parenthood in a purple or red state is stressful enough as it 
is,” Ulanowski said. “Like you have protesters there every single day. 
And for him to say, ‘Oh my staff – they’re just a bunch of whiners!’”

Hill
 said that since his arrival two-and-a-half years ago, he has worked 
hard to increase transparency and the employee town hall a couple of 
weeks ago was an example.

“We had staff that were seeking more information, and I very much welcomed the feedback,” he said.

“We
 share more employee satisfaction information than we ever have before, 
giving people actual reports, numbers, data, and not culling the 
information.”

One source of employee discontent has been the 
divide between PPGP’s health care side and its outward-facing side – the
 people involved in raising funds, engaging in community outreach, 
lobbying and other functions not directly related to the provision of 
health care. Employees said the two halves rarely communicated.

“There’s
 a huge silo between those two areas,” Aguilar said. “And I think that’s
 very intentional. Because external affairs, historically, have been the
 groups with very low satisfaction results.”

More than a dozen 
current and former PPGP employees interviewed by KCUR said they remain 
devoted to the organization’s mission and had been reluctant to speak 
about the work environment there for fear of imperiling that mission.

“A
 lot of the reasons why this behavior is allowed to thrive is because 
the employees are keenly aware of how much they’re up against just to 
continue to operate in our four states,” said Horigan, the former HR 
employee. “So nobody wants to be disparaging of their own organization 
because that’s just going to be fodder for the people” who want to see 
Planned Parenthood’s demise.

Hill acknowledged that working for 
Planned Parenthood can take an emotional toll, especially because 
“defeat is common in some of the fights that we have.”

“We’ve 
worked to promote as much transparency and push out as much internet 
communication as possible,” he said, “but I have no doubt that the level
 of uncertainty that our employees work in can take a toll. It’s 
inherent in the work that we do. We have great care providers who work 
for us, but we’re not invincible. We have to constantly respond to the 
external factors that are working to basically break down the health 
care system that we provide.”

Planned Parenthood cuts staff amid complaints of 'chaos and toxicity'

KANSAS CITY, Kan. (AP) — Authorities have charged the father of a 3-year-old Kansas girl who was found dead and his girlfriend with felony murder in the child’s death, prosecutors said Sunday.

Howard Jansen III, 29, and his girlfriend, Jacqulyn Kirkpatrick, 33, were also charged with aggravated endangerment of a child and criminal desecration in the death of Olivia Ann Jansen, Wyandotte County District Attorney Mark Dupree announced Sunday in a press briefing.

“This is a loss for our community,” Dupree said. “I implore everyone in this community to stand with this family as they go through one of the most tumultuous times, a moment that nobody in life should ever have to go through.”

Olivia’s body was found around 5:45 p.m. Friday nearly nine blocks from her Kansas City home, from which her father had reported her missing. Charging documents say the three-year-old was killed Thursday, but authorities haven’t released how she died.

Jansen initially told investigators that he saw her around 11 p.m. Thursday when he went to sleep, Officer Dustin Dierenfeldt said. Jansen said he awoke Friday morning to find her gone and a door opened to the outside. That prompted authorities to issue a state-wide Amber Alert just before noon Friday.

On Sunday outside the courthouse, scores of people, including Olivia’s grandparents, gathered to demand justice for Olivia.

“I want them to pay for what they did to her,” Elisabeth Jansen, Olivia’s grandmother, said referring to the allegations against the couple.

Jansen and Kirkpatrick are being held at the county jail on $500,000 bonds, according to Dupree.
