TOPEKA —In accordance with Executive Order 20-30, Governor Laura Kelly has ordered U.S. flags to be flown at half-staff throughout the state of Kansas on Friday, September 18, 2020 until the day of interment, in honor of U.S. Supreme Court Justice Ruth Bader Ginsburg.

President Donald Trump also issued a proclamation directing that flags at the White House and all public buildings and grounds and military facilities be flown at half-staff until the late Justice Ruth Bader Ginsburg is interred.

The president has also directed that flags be flown at half-staff at all U.S. embassies and other facilities abroad. The proclamation calls Ginsburg “a trailblazer, not only in the field of law, but in the history of our country.”

Trump, Gov. order flags at half-staff in honor of Ruth Bader Ginsburg

WASHINGTON (AP) — Supreme Court Justice Ruth Bader Ginsburg, a diminutive yet towering women’s rights champion who became the court’s second female justice, died Friday at her home in Washington. She was 87.

Ginsburg died of complications from metastatic pancreatic cancer, the court said.

Her death just over six weeks before Election Day is likely to set off a heated battle over whether President Donald Trump should nominate, and the Republican-led Senate should confirm, her replacement, or if the seat should remain vacant until the outcome of his race against Democrat Joe Biden is known.&nbsp;&nbsp;

Kansas Governor Laura Kelly wrote on social media, "I’m incredibly saddened by this news. Justice Ruth Bader Ginsburg spent her life serving our country with passion and integrity. She was an agent for change, an advocate for the voiceless, and her legacy will live on in decisions that made America more equitable for all of us."

Chief Justice John Roberts mourned Ginsburg’s passing. “Our Nation has lost a jurist of historic stature. We at the Supreme Court have lost a cherished colleague. Today we mourn, but with confidence that future generations will remember Ruth Bader Ginsburg as we knew her — a tireless and resolute champion of justice,” Roberts said in a statement.

Ginsburg announced in July that she was undergoing chemotherapy treatment for lesions on her liver, the latest of her several battles with cancer.

Ginsburg spent her final years on the bench as the unquestioned leader of the court’s liberal wing and became something of a rock star to her admirers. Young women especially seemed to embrace the court’s Jewish grandmother, affectionately calling her the Notorious RBG, for her defense of the rights of women and minorities, and the strength and resilience she displayed in the face of personal loss and health crises.

Those health issues included five bouts with cancer beginning in 1999, falls that resulted in broken ribs, insertion of a stent to clear a blocked artery and assorted other hospitalizations after she turned 75.

She resisted calls by liberals to retire during Barack Obama’s presidency at a time when Democrats held the Senate and a replacement with similar views could have been confirmed. Instead, Trump will almost certainly try to push Ginsburg’s successor through the Republican-controlled Senate — and move the conservative court even more to the right.

Ginsburg antagonized Trump during the 2016 presidential campaign in a series of media interviews, including calling him a faker. She soon apologized.

Her appointment by President Bill Clinton in 1993 was the first by a Democrat in 26 years. She initially found a comfortable ideological home somewhere left of center on a conservative court dominated by Republican appointees. Her liberal voice grew stronger the longer she served.

Ginsburg was a mother of two, an opera lover and an intellectual who watched arguments behind oversized glasses for many years, though she ditched them for more fashionable frames in her later years. At argument sessions in the ornate courtroom, she was known for digging deep into case records and for being a stickler for following the rules.

She argued six key cases before the court in the 1970s when she was an architect of the women’s rights movement. She won five.

“Ruth Bader Ginsburg does not need a seat on the Supreme Court to earn her place in the American history books,” Clinton said at the time of her appointment. “She has already done that.”

On the court, where she was known as a facile writer, her most significant majority opinions were the 1996 ruling that ordered the Virginia Military Institute to accept women or give up its state funding, and the 2015 decision that upheld independent commissions some states use to draw congressional districts.

Besides civil rights, Ginsburg took an interest in capital punishment, voting repeatedly to limit its use. During her tenure, the court declared it unconstitutional for states to execute the intellectually disabled and killers younger than 18.

In addition, she questioned the quality of lawyers for poor accused murderers. In the most divisive of cases, including the Bush v. Gore decision in 2000, she was often at odds with the court’s more conservative members — initially Chief Justice William H. Rehnquist and Justices Sandra Day O’Connor, Antonin Scalia, Anthony M. Kennedy and Clarence Thomas.

The division remained the same after John Roberts replaced Rehnquist as chief justice, Samuel Alito took O’Connor’s seat, and, under Trump, Neil Gorsuch and Brett Kavanaugh joined the court, in seats that had been held by Scalia and Kennedy, respectively.

Ginsburg would say later that the 5-4 decision that settled the 2000 presidential election for Republican George W. Bush was a “breathtaking episode” at the court.

She was perhaps personally closest on the court to Scalia, her ideological opposite. Ginsburg once explained that she took Scalia’s sometimes biting dissents as a challenge to be met. “How am I going to answer this in a way that’s a real putdown?” she said.

When Scalia died in 2016, also an election year, Senate Majority Leader Mitch McConnell refused to act on Obama’s nomination of Judge Merrick Garland to fill the opening. The seat remained vacant until after Trump’s surprising presidential victory. McConnell has said he would move to confirm a Trump nominee if there were a vacancy this year.

Reached by phone late Friday, Sen. Lindsey Graham, R-S.C., the chairman of the Judiciary Committee, declined to disclose any plans. He called Ginsburg a “trailblazer” and said, “While I had many differences with her on legal philosophy, I appreciate her service to our nation.”

Top Senate Democrat Chuck Schumer tweeted: “The American people should have a voice in the selection of their next Supreme Court Justice. Therefore, this vacancy should not be filled until we have a new president.”

Ginsburg authored powerful dissents of her own in cases involving abortion, voting rights and pay discrimination against women. She said some were aimed at swaying the opinions of her fellow judges while others were “an appeal to the intelligence of another day” in the hopes that they would provide guidance to future courts.

“Hope springs eternal,” she said in 2007, “and when I am writing a dissent, I’m always hoping for that fifth or sixth vote — even though I’m disappointed more often than not.”

She wrote memorably in 2013 that the court’s decision to cut out a key part of the federal law that had ensured the voting rights of Black people, Hispanics and other minorities was “like throwing away your umbrella in a rainstorm because you are not getting wet.”

Change on the court hit Ginsburg especially hard. She dissented forcefully from the court’s decision in 2007 to uphold a nationwide ban on an abortion procedure that opponents call partial-birth abortion. The court, with O’Connor still on it, had struck down a similar state ban seven years earlier. The “alarming” ruling, Ginsburg said, “cannot be understood as anything other than an effort to chip away at a right declared again and again by this court — and with increasing comprehension of its centrality to women’s lives.”

In 1999, Ginsburg had surgery for colon cancer and received radiation and chemotherapy. She had surgery again in 2009 after being diagnosed with pancreatic cancer and in December 2018 for cancerous growths on her left lung. Following the last surgery, she missed court sessions for the first time in more than 25 years on the bench.

Ginsburg also was treated with radiation for a tumor on her pancreas in August 2019. She maintained an active schedule even during the three weeks of radiation. When she revealed a recurrence of her cancer in July 2020, Ginsburg said she remained “fully able” to continue as a justice.

Joan Ruth Bader was born in Brooklyn, New York, in 1933, the second daughter in a middle-class family. Her older sister, who gave her the lifelong nickname “Kiki,” died at age 6, so Ginsburg grew up in Brooklyn’s Flatbush section as an only child. Her dream, she has said, was to be an opera singer.

Ginsburg graduated at the top of her Columbia University law school class in 1959 but could not find a law firm willing to hire her. She had “three strikes against her” — for being Jewish, female and a mother, as she put it in 2007.

She had married her husband, Martin, in 1954, the year she graduated from Cornell University. She attended Harvard University’s law school but transferred to Columbia when her husband took a law job there. Martin Ginsburg went on to become a prominent tax attorney and law professor. Martin Ginsburg died in 2010. She is survived by two children, Jane and James, and several grandchildren.

Ginsburg once said that she had not entered the law as an equal-rights champion. “I thought I could do a lawyer’s job better than any other,” she wrote. “I have no talent in the arts, but I do write fairly well and analyze problems clearly.”

Justice Ginsberg dead; McConnell: Senate will vote on Trump nominee

ENGLEWOOD, Kansas — Lesser prairie chickens don’t really 
bother Mike McCarty. He likes them just fine, but doesn’t think people 
understand how hard it is to balance wildlife conservation and being a 
rancher and farmer in southwest Kansas.

“Yes, we need to protect our wildlife and everything,” he says, “but we also need to protect our people, our agriculture.”

For
 more than a decade, the lesser prairie chicken has been the source of 
contention out here in the southern Great Plains, especially in Kansas, 
which is where 90% of the remaining birds live. In 2014, the U.S. Fish 
and Wildlife Service listed it as a threatened species, but a year later<a href="https://www.fws.gov/news/ShowNews.cfm?ref=u.s.-fish-and-wildlife-service-removes-lesser-prairie-chicken-from-list-o&amp;_ID=35741" target="_blank"> a judge overturned that designation.</a> In 2019, environmental organizations filed a new lawsuit.

But next spring could be a turning point, as the U.S. Fish and Wildlife Service is set to <a href="https://www.wafwa.org/news/e_2201/News/2020/4/WAFWA-s-Lesser-Prairie-Chicken-Program-Update" target="_blank">make a decision on the bird</a>’s
 designation. And there’s a newer program from the U.S. Department of 
Agriculture for broader voluntary conservation efforts, beyond just the 
lesser prairie chicken.

The
 lesser prairie chicken used to be found in Kansas, Colorado, New 
Mexico, Oklahoma and Texas. But the region has seen quite a change in 
the past 100 years, leading to the bird losing 85% of its natural 
habitat.

More and more land is being used for agriculture and 
energy production, like wind farms and oil, and invasive trees like 
eastern red cedar and mesquite are taking over.

It’s why the USDA 
wanted to address the changing grasslands 10 years ago. Because 95% of 
the lesser prairie chicken’s habitat is on private lands, the agency 
also wanted to get landowners involved, so it started the <a href="https://www.lpcinitiative.org/" target="_blank">Lesser Prairie Chicken Initiative.</a>

The program gives ranchers incentives to do things like change grazing patterns and prescribed burns and remove invasive trees.

And
 that’s where McCarty comes back in. He originally was skeptical of the 
initiative, but after a massive wildfire killed 50% of his cattle and 
burned 90% of his grass and crops, he decided to enroll in the program.

“It
 was a very rough time. And so we felt like we had to do something to 
try to bring in income,” he says, and, overall, it has helped him stay 
afloat.

The USDA has worked with nearly 880 different landowners, 
including McCarty, investing $44 million to preserve 1.6 million acres 
of critical habitat. And in that time span, the bird <a href="https://www.lpcinitiative.org/wp-content/uploads/LPCI-Outcomes-in-Conservation-Report-May-2020_final.pdf" target="_blank">has been doing a little better,</a> which makes Tim Griffiths a happy guy.

Griffiths is the Western Coordinator for <a href="https://www.nrcs.usda.gov/wps/portal/nrcs/detail/national/programs/initiatives/?cid=stelprdb1046975" target="_blank">Working Lands For Wildlife,</a>
 another USDA program. He is based in Montana but is from Klamath Falls,
 Oregon — a place that became a battleground between loggers and 
wildlife activists when the northern spotted owl was first listed as an 
endangered species.

“It was ugly,” Griffiths says. “Seeing 
firsthand some of the negative impacts associated with pitting wildlife 
against agriculture, I became inspired to get involved and help find 
some win-win solutions.”

He says Working Lands For Wildlife is 
taking some of the lessons from the Lesser Prairie Chicken Initiative 
and expanding it to the rest of the Great Plains in the hopes that more 
voluntary conservation in a larger region will have a bigger impact.

“We’re not ending any effort to conserve lesser prairie chicken 
habitat,” he said. “What we’re doing is we’re broadening our approach 
from just southern Great Plains to the whole of the Great Plains.”

Kansas
 State University researcher David Haukos is all for anything that helps
 the grasslands. But Haukos, who has studied the lesser prairie chicken 
since the 1980s, is worried about what might happen if the focus shifts 
specifically from the bird.

“It doesn’t take more than one more intensive drought and all those achievements, all those gains could be lost,” he said.

And
 because of the way their populations naturally ebb and flow, Haukos 
worries that climate change could send conservation efforts backwards.

bother Mike McCarty. He likes them just fine, but doesn’t think people 
understand how hard it is to balance wildlife conservation and being a 
rancher and farmer in southwest Kansas.“Yes, we need to protect our wildlife and everything,” he says, “but we also need to protect our people, our agriculture.”For
 more than a decade, the lesser prairie chicken has been the source of 
contention out here in the southern Great Plains, especially in Kansas, 
which is where 90% of the remaining birds live. In 2014, the U.S. Fish 
and Wildlife Service listed it as a threatened species, but a year later<a href="https://www.fws.gov/news/ShowNews.cfm?ref=u.s.-fish-and-wildlife-service-removes-lesser-prairie-chicken-from-list-o&amp;_ID=35741" target="_blank"> a judge overturned that designation.</a> In 2019, environmental organizations filed a new lawsuit.But next spring could be a turning point, as the U.S. Fish and Wildlife Service is set to <a href="https://www.wafwa.org/news/e_2201/News/2020/4/WAFWA-s-Lesser-Prairie-Chicken-Program-Update" target="_blank">make a decision on the bird</a>’s
 designation. And there’s a newer program from the U.S. Department of 
Agriculture for broader voluntary conservation efforts, beyond just the 
lesser prairie chicken.<h2>The bird’s backstory</h2>The
 lesser prairie chicken used to be found in Kansas, Colorado, New 
Mexico, Oklahoma and Texas. But the region has seen quite a change in 
the past 100 years, leading to the bird losing 85% of its natural 
habitat.More and more land is being used for agriculture and 
energy production, like wind farms and oil, and invasive trees like 
eastern red cedar and mesquite are taking over.It’s why the USDA 
wanted to address the changing grasslands 10 years ago. Because 95% of 
the lesser prairie chicken’s habitat is on private lands, the agency 
also wanted to get landowners involved, so it started the <a href="https://www.lpcinitiative.org/" target="_blank">Lesser Prairie Chicken Initiative.</a><figure>

 </figure>The program gives ranchers incentives to do things like change grazing patterns and prescribed burns and remove invasive trees.And
 that’s where McCarty comes back in. He originally was skeptical of the 
initiative, but after a massive wildfire killed 50% of his cattle and 
burned 90% of his grass and crops, he decided to enroll in the program.“It
 was a very rough time. And so we felt like we had to do something to 
try to bring in income,” he says, and, overall, it has helped him stay 
afloat.The USDA has worked with nearly 880 different landowners, 
including McCarty, investing $44 million to preserve 1.6 million acres 
of critical habitat. And in that time span, the bird <a href="https://www.lpcinitiative.org/wp-content/uploads/LPCI-Outcomes-in-Conservation-Report-May-2020_final.pdf" target="_blank">has been doing a little better,</a> which makes Tim Griffiths a happy guy.<h2>What’s next</h2>Griffiths is the Western Coordinator for <a href="https://www.nrcs.usda.gov/wps/portal/nrcs/detail/national/programs/initiatives/?cid=stelprdb1046975" target="_blank">Working Lands For Wildlife,</a>
 another USDA program. He is based in Montana but is from Klamath Falls,
 Oregon — a place that became a battleground between loggers and 
wildlife activists when the northern spotted owl was first listed as an 
endangered species.“It was ugly,” Griffiths says. “Seeing 
firsthand some of the negative impacts associated with pitting wildlife 
against agriculture, I became inspired to get involved and help find 
some win-win solutions.”He says Working Lands For Wildlife is 
taking some of the lessons from the Lesser Prairie Chicken Initiative 
and expanding it to the rest of the Great Plains in the hopes that more 
voluntary conservation in a larger region will have a bigger impact.<figure>

habitat,” he said. “What we’re doing is we’re broadening our approach 
from just southern Great Plains to the whole of the Great Plains.”Kansas
 State University researcher David Haukos is all for anything that helps
 the grasslands. But Haukos, who has studied the lesser prairie chicken 
since the 1980s, is worried about what might happen if the focus shifts 
specifically from the bird.“It doesn’t take more than one more intensive drought and all those achievements, all those gains could be lost,” he said.And
 because of the way their populations naturally ebb and flow, Haukos 
worries that climate change could send conservation efforts backwards.Suzanne

At issue is a $412 payment to Banana Republic and $376 to White House Black Market that are listed in Davids’ 2018 campaign finance records as “Personal Items for Candidate Debate.” 

The campaign staff for Adkins argued Thursday that the expenditures potentially violated a federal law that prohibits the use of campaign funds for such expenses.

Phillips County Retirement Center got a coronavirus testing machine 
this month from the U.S. Department of Health and Human Services.

But it will run out of the sample-collecting kits that came with the device on Monday, just one week after turning it on.

Twenty miles away, the county’s other nursing home is still waiting for its machine.

“It’s
 been a really big struggle just to even try to find out who knows where
 it is,” said Teresa McComb, who runs Logan Manor Community Health 
Services.

A <a href="https://www.cms.gov/files/document/qso-20-38-nh.pdf" target="_blank">new federal rule</a>
 promises to protect nursing home residents from COVID-19 by requiring 
all workers to undergo testing up to twice a week. Homes should either 
use machines sent by HHS or find labs that can deliver results within 48
 hours.

But weeks into the new requirements, many nursing homes in
 Kansas are still scrambling to make that happen. They’re either biting 
their nails and hoping a machine will arrive soon, or else equally 
stressed trying to buy kits to keep them running.

They worry the 
new rules to keep people safe could actually push the facilities toward 
financial ruin because tests, and especially private labs, cost so much.

“They
 might as well have told me to land all my residents on the moon as to 
come up with that amount,” said Joe Ewert, the CEO of Brewster Place in 
Topeka.

In Phillips County,
 the coronavirus struck Logan Manor at the end of June. Two dozen 
residents and 15 employees tested positive. Eight people died.

“I’m
 not opposed at all to testing as often as they think we should,” McComb
 said. “I don’t want to get COVID in our building again. It is horrible 
to have and I don’t wish it upon anybody.”

The home, an hour north
 of Hays, struggled to find fast testing at the time. Samples that it 
shuttled four hours to Wichita took nearly two weeks to return results 
even though the lab had promised a swift turnaround.

On a tip from
 U.S. Rep. Roger Marshall, the home drove the rest of its swabs five 
hours to a lab in Johnson County that could give answers within a few 
days.

Kansas gets regular updates from the federal government 
showing which nursing homes have received their testing machines or 
should soon. The latest list, from last week, shows 280 homes in Kansas.
 Of those, 130 hadn’t yet received them.

LeadingAge Kansas, an association of nonprofit long-term care facilities, says some homes aren’t even on the list.

The machines conduct <a href="https://khn.org/news/trump-is-sending-fast-cheap-covid-tests-to-nursing-homes-but-theres-a-hitch/" target="_blank">rapid antigen tests</a>. They are less accurate than tests conducted in most labs, but offer cheaper and faster results.

Nursing homes must test staff <a href="https://data.cms.gov/stories/s/COVID-19-Nursing-Home-Data/bkwz-xpvg" target="_blank">monthly, weekly or twice a week</a>
 depending on the rate of people in their county who test positive for 
the coronavirus. The Centers for Medicare and Medicaid Services uses 
that measure to gauge the local risk of transmission.

Sixty-one 
Kansas counties fall under the weekly testing rule. Twice-a-week testing
 applies in 14 counties and monthly testing in 30.

Testing even once a week poses a challenge.

The
 15-minute turnaround on the machines adds up when facilities run scores
 or even hundreds of samples per week. A single round of testing takes 
12 hours at Phillips County Retirement Center, which has about 50 
employees.

“So what you’re looking at is pulling a licensed nurse 
off the floor or out of the office to do this,” said Nate Glendening, 
the home’s administrator. “Taking away from direct care — it’s just 
tough.”

Nursing homes tend to run on slim operating margins with little in the way of extra staff.

At Brewster Place, with four times the staff of the Phillips center, the new machine is already straining. It powers down from time to time and Ewert, the nursing home’s CEO, worries it will break.

“The
 machine itself is very cool,” he said. “But in my opinion — our 
experience so far in just the two weeks — I don’t believe it was built 
to run 45 to 50 or 90 hours a week.”

Both Phillips County Retirement 
Center and Brewster Place put in orders with vendors to buy more test 
kits. They were put on waitlists. One distributor told Glendening to 
expect the supplies in late September.

But throughout the pandemic, nursing homes have seen delivery dates delayed for all sorts of critical gear because of backlogs.

“There’s no guarantee,” he said. “I’ll be real surprised if we see them, but we’re keeping our fingers crossed.”

If
 kits aren’t available when a nursing home runs out, the facility must 
look for a lab that returns results within two days. Labs in 
Glendening’s region have told him they need 72 hours.

He worries 
he might need to go as far as Johnson County, pulling an employee off of
 other tasks one day a week to make the 10-hour round trip.

CMS says nursing homes that fail to keep up the pace of testing to shield against coronavirus outbreaks risk fines of <a href="https://www.cms.gov/newsroom/press-releases/trump-administration-strengthens-covid-19-surveillance-new-reporting-and-testing-requirements" target="_blank">$400 a day</a>.

Yet it will <a href="https://www.cms.gov/files/document/qso-20-38-nh.pdf" target="_blank">cut facilities slack</a> if they can prove that they fell behind because they couldn’t find kits or a two-day lab.

Nursing
 homes are unsure, though, how far away they should be prepared to send 
their samples in search of that service. They also don’t know what 
happens if they can’t afford lab prices that often run $100 or more a 
pop compared to rapid antigen kits that cost less than $50.

Brewster Place will run out of kits this week.

Ewert
 worries his facility can’t afford mass testing every week at private 
labs. And if Shawnee County’s positivity climbs high enough to require 
twice-a-week testing at the 100-resident nursing home, he says, the cost
 would rival his nursing payroll.

He would need to plan its closure within a year.

“We’ve promised to take care of people for the rest of their life,” he said.

Kan. nursing homes still waiting on virus testing gear from feds

ELLIS COUNTY —One person died in an accident just before 2p.m. Friday in Ellis County.

The accident occurred at the intersection of 110th Avenue and Fairground Road according to a media release from the Ellis County Sheriff.

Deputies determined Kolton Keller, 17, was driving westbound on Fairground Road approaching the controlled intersection of 110th Avenue. Terrance Kohl, 79, was driving northbound on 110th Avenue with his 93-year-old passenger Evelyn Kohl, also approaching the controlled intersection.

As both vehicles entered the intersection, the sheriff's office reported Keller failed to yield for a posted stop sign at 110th Avenue. Keller’s vehicle collided with the passenger side of the Kohls' vehicle sending it into the northwest ditch. Keller’s vehicle continued westerly through the intersection and ended up on its drivers side.

Emergency personnel responded and declared Evelyn Kohl deceased on scene. Keller and Terrance Kohl were transported by Ellis County EMS to HaysMed for medical treatment. All three accident victims are Ellis residents, according to the sheriff.

Sheriff: 93-year-old dies Kan. woman dies in crash

PAWNEE COUNTY–A Kansas man waived his right to a preliminary hearing and entered a No Contest plea Thursday afternoon in the Pawnee County District Court to one count of Attempted Rape, according to Pawnee County Attorney Douglas McNett.

Had the matter proceeded to trial, the State would have presented testimony that on the night of October 25, 2019, Michael Patrick Stacey, 20, Larned, entered the bedroom of a female roommate at his Larned home and attempted have sexual intercourse without her consent, according to McNett.

Defense counsel indicated his client had no objection to the proffer as the defendant was intoxicated at the time of the incident and has limited memory.

After hearing the proffer of evidence and reviewing the defendant’s understanding of the consequences of his plea, District Judge Bruce Gatterman accepted the plea and found Stacey guilty of the amended charge.

 Sentencing is scheduled for October 21, 2020. As part of the plea agreement, the defendant agreed to waive his right to appeal the conviction and will be subject to lifetime Sex Offender Registration.

The defendant was originally charged with: (1) Rape of a victim overcome by force or fear; and (2) Battery. The crimes involve a single incident alleged to have occurred in Pawnee County on or about October 25, 2019. The Larned Police Department handled the investigation.

Stacey has been in the custody of the Pawnee County Sheriff since his arrest on November 12, 2019.

Kan. man must register as sex offender as part of plea deal

WASHINGTON (AP) — The U.S. has deployed additional troops and armored vehicles into eastern Syria after a number of clashes with Russian forces, including a recent vehicle collision that injured four American service members.

Navy Capt. Bill Urban, spokesman for U.S. Central Command, said the U.S. has also sent in radar systems and increased fighter jet patrols over the region to better protect American and coalition forces.

A senior U.S. official said a half-dozen Bradley fighting vehicles and fewer than 100 additional troops were sent in to eastern Syria. There have been a number of escalating incidents this year between U.S. and Russian forces who patrol in eastern Syria. A U.S. official said at the time that two Russian helicopters also flew above the Americans, and one of the aircraft was within about 70 feet (20 meters) of the vehicle.

Russia, which backs the Syrian government, has long opposed American presence in the country. The Russian Defense Ministry blamed the U.S. for the vehicle collision. The ministry said Russia had notified the U.S.-led coalition about the Russian military police convoy's route and said the U.S tried to block the Russian patrol.

The four American service members injured in the crash received concussions. U.S. troops are usually accompanied by members of the U.S.-backed Syrian Democratic Forces on the patrols, and they have stayed in the region to root out remaining Islamic State insurgents.

The crash last month took place near Dayrick, in northeast Syria, where Russian troops should generally not be present. National Security Council spokesman John Ullyot said the U.S. patrol left the area “to deescalate the situation.”

While there have been several other recent incidents between the American and Russian troops in eastern Syria, officials have described the August crash as the most concerning.

This is the second time that Bradleys have been sent into Syria. They were used last October in operations with U.S.-backed Syrian Democratic Forces in missions to defeat the remnants of the Islamic State group and protect oil fields in that area.

Pentagon deploys troops to Syria after clashes with Russian military

NEW YORK (AP) — U.S. health officials on Friday dropped a controversial piece of coronavirus guidance and said anyone who has been in close contact with an infected person should get tested.

The Centers for Disease Control and Prevention essentially returned to its previous testing guidance, getting rid of language&nbsp;<a href="https://apnews.com/d36e698786f971658301d2cf4f83ad61">posted last month</a>&nbsp;that said people didn’t need to get tested if they didn’t feel sick. That change had set off a rash of criticism from health experts who couldn’t fathom why the nation’s top public health agency would say such a thing amid the pandemic.

It was “not consistent with the basic principles of controlling an epidemic,”said Dr. Silvia Chiang, a pediatric infectious diseases expert at Brown University who applauded the change announced Friday.

The CDC&nbsp;<a href="https://www.cdc.gov/coronavirus/2019-ncov/hcp/testing-overview.html" target="_blank">now says</a>&nbsp;anyone who has been within 6 feet of an infected person for at least 15 minutes should get a test. In a statement, the agency called the changes a “clarification” that was needed “due to the significance of asymptomatic and pre-symptomatic transmission.”

Agency officials declined additional comment.

Health officials were evasive about why they had made the change in August, and some outside observers speculated it was forced on the CDC by political appointees within the Trump administration.

At the time, administration officials said the language originated at the CDC but the decision came out of meetings of the White House coronavirus task force. Dr. Brett Giroir, an assistant secretary at the Department of Health and Human Services, said many federal leaders outside the agency were involved in “lots of editing, lots of input.” He said it was difficult to attribute the final language to any one source.

The New York Times, citing internal federal documents and unnamed sources, on Thursday&nbsp;<a href="https://www.nytimes.com/2020/09/17/health/coronavirus-testing-cdc.html" target="_blank">reported</a>&nbsp;that the guidance was placed on the CDC’s website over the objections of agency scientists.

Public health experts have noted that testing the contacts of infected people is a core element of efforts to keep outbreaks in check, and that a large percentage of those infected with the coronavirus exhibit no COVID-19 symptoms.

The CDC’s chief, Dr. Robert Redfield, issued a statement shortly after the controversy erupted that did little to clarify why the change was deemed necessary. The main intent seemed to be to assure state health officials that they could continue to recommend that all close contacts be tested if they felt that was wisest, despite the website language that said it was not necessary.

During a U.S. Senate hearing on Wednesday, Redfield continued to defend the language that was dropped Friday. He said the August changes had been “misinterpreted” and were part of an effort to increase engagement by doctors and local health officials in the handling of potential illness clusters.

CDC drops controversial virus testing advice that caused backlash

OLATHE, Kan. (AP) — A baseball field in suburban Kansas City is being named after a longtime coach who recently died after battling the coronavirus. 

WDAF-TV reports that Derek Leppert was an assistant baseball coach and a front office staff member at Olathe West High School in Olathe, Kansas. 

He died Sept. 10 from complications related to COVID-19. On Thursday, the high school announced it was naming its baseball field Derek Leppert Memorial Field. The Kansas Baseball Coaches Association also plans to present the Derek Leppert Assistant Coach of the Year Award every year in his honor.

KANSAS CITY (AP) — A Kansas City police officer who was shot in the head two months ago is now back in Kansas City.

Police spokesman Jacob Becchina said Thursday that the officer had been receiving treatment at a rehabilitation facility out of state. He has returned to Kansas City to continue treatment at an outpatient facility.

The officer, whose name has not been released, was shot in early July while pursuing a suspect who was accused of waving a gun at a McDonald’s. A second officer fired back at the suspect, 31-year-old Ky Jonson, killing him.

Seventy-seven days after the traumatic head injury, the officer is walking and talking.

“Our officer has showed us his amazing strength and determination by returning home with his family and loved ones near him,” Becchina said in an email. “His recovery so far has truly been a miracle.”

SALINE COUNTY—A Kansas felon is back in jail after allegedly threatening a police officer with a knife.

Just after 2:30p.m. Thursday, police responded to the 600 block of East Ash Street in Salina for the report of a verbal domestic dispute in progress, according to Salina Police Captain Paul Forrester.

Officers made contact with Wesley Spragg, 39, of Salina, who requested to be taken to jail.

 Spragg then ran from the officers and refused to stop when ordered to do so, according to Forrester. Spragg eventually stopped, turned around, and yelled at the officers, according to Forrester.

&nbsp;Spragg then allegedly picked up an approximate eight-inch fixed-blade knife from the ground, pointed it at one of the officers, and quickly moved toward the officer. The officer backed up to create distance and Spragg put the knife into a sheath he had hanging from around his neck.

Police arrested him on requested charges of Aggravated assault of a law enforcement officer and Criminal threat.

TOPEKA&nbsp;– The State Finance Council (SFC) Thursday unanimously approved a total of $290 million for the public health, essential needs and services, and business resiliency and workforce development programs previously recommended by the Executive Committee of the Strengthening People and Revitalizing Kansas (SPARK) Taskforce, according to a media release from the governor's office.

“These funds will provide&nbsp;child supervision for parents with&nbsp;school-age children to ensure&nbsp;they&nbsp;can keep working, reduce evictions,&nbsp;and provide tools to&nbsp;help slow the spread of COVID-19,”&nbsp;Governor Laura Kelly said.&nbsp;

“I commend the SPARK taskforce&nbsp;and the State Finance Council, who crafted&nbsp;and approved&nbsp;these recommendations that will strongly support&nbsp;Kansans’&nbsp;health and&nbsp;keep our state on the path&nbsp;economic recovery.”

Recognizing the constantly evolving health and economic needs created by the pandemic, the recommendations do not allocate all the funds immediately. Rather, the Office of Recovery will monitor demand for the funds from approved programs and submit additional allocations to the State Finance Council for approval.&nbsp; Each program requires a minimum be invested in an area of emphasis, which include COVID-19 testing, housing stability, and remote learning centers for school-age children.&nbsp; If those areas of emphasis do not require more funding, the remaining dollars in the reserve fund can be allocated to previous programs approved by the SFC in round 2.

“It was important to the SPARK taskforce to ensure there was flexibility and to not overcommit funds too early and be unable to respond should needs shift again this fall,”&nbsp;SPARK Chairman Lyle Butler said. “I want to thank SFC for sharing this concern and supporting a dynamic approach that will serve Kansas well.”

$290M in virus relief approved for child supervision, other services

WASHINGTON (AP) — The U.S. will ban the use of the Chinese app WeChat on Sunday citing national security concerns.

Downloads of the the app TikTok, owned by the same company, will be banned at the same time, and use of that platform will be banned in the U.S. by Nov. 12. But Commerce Secretary Wilbur Ross said early Friday on Fox Business News that access to that app may be possible if certain safeguards are in place.

“At the President’s direction, we have taken significant action to combat China’s malicious collection of American citizens’ personal data, while promoting our national values, democratic rules-based norms, and aggressive enforcement of U.S. laws and regulations,” Ross said in a prepared statement.

The government said its order, previously announced by President Donald Trump in August, will “combat China’s malicious collection of American citizens’ personal data.”

Some security experts have raised concerns that ByteDance Ltd., the Chinese company that owns TikTok, would maintain access to information on the 100 million TikTok users in the United States, creating a security risk.

Like most social networks, TikTok collects user data and moderates users’ posts. It grabs users’ locations and messages and tracks what they watch to figure out how best to target ads to them.

Similar concerns apply to U.S.-based social networks such as Facebook and Twitter, but Chinese ownership adds an extra wrinkle because the Chinese government could order companies to help it gather intelligence.

TikTok says it does not store U.S. user data in China and that it would not give user data to the government. But experts say the Chinese government can get any information it wants from companies there.

The action is the Trump administration’s latest attempt to weaken influence from China, a rising economic superpower. Since taking office in 2017, Trump has waged a trade war with China, blocked mergers involving Chinese companies and stifled the business of Chinese firms like Huawei, a maker of phones and telecom equipment. China-backed hackers, meanwhile, have been blamed for data breaches of U.S. federal databases and the credit agency Equifax, and the Chinese government strictly limits what U.S. tech companies can do in China.

Republican and Democratic lawmaker concerns about TikTok include its vulnerability to censorship and misinformation campaigns, and the safety of user data and children’s privacy. But the administration has provided no specific evidence that TikTok has made U.S. users’ data available to the Chinese government.

Officials point to the hypothetical threat that lies in the Chinese government’s ability to demand cooperation from Chinese companies.

A former member of the Fort Hays State wrestling and soccer teams accused of sexually assaulting a woman in December pleaded not guilty to several charges including rape Thursday in Ellis County District Court.

Efe Osaghae, St. Louis, pleaded not guilty, via a Zoom hearing, to rape, aggravated criminal sodomy, aggravated battery and aggravated burglary.

According to court documents, on Dec. 8, 2019, Osaghae allegedly entered a 19-year-old’s residence without permission and sexually assaulted the victim. He is also accused of choking the victim.

He is also accused of choking the victim.Due to the pandemic, courts in Kansas are not currently allowed to hold jury trials.District Judge Glenn Braun said during Thursday’s hearing that they are working on a plan to restart jury trials in the coming months. He said he expects Osaghae’s trial to be held after the new year.A status hearing in the case is scheduled Jan. 4.
