SHAWNEE COUNTY — Law enforcement authorities are investigating two suspects on drug charges after a traffic stop.

Just after 5:30p.m. Wednesday,&nbsp;a deputy conducted a traffic stop on a Pontiac Grand Prix in the 2700 block of SW Topeka Boulevard in Shawnee County, according to Deputy Abigail Christian.

 During the investigation, a K9 unit was deployed and narcotics were located inside the vehicle. 

Deputies arrested Derek S. Frakes, 34,&nbsp; and Drew M. Reeves, 31, both of Hiawatha and booked them into the Shawnee County Department of Corrections.

Frakes is being held on requested charged of possession of methamphetamine, possession of drug paraphernalia, no vehicle liability insurance, operating a vehicle without registration and failure to wear a seat belt. Reeves is being held on requested charges of possession of methamphetamine and possession of drug paraphernalia, according to Christian.

Sheriff's K9 helps send Kansas felon back to jail

KBI: Woman's death in Medicine Lodge a homicide

KANSAS CITY, Kan. (AP) — A 3-year-old Kansas girl whose remains were found earlier this month was covered in bruises and died of a brain bleed, investigators said.

The remains of Olivia Ann Jansen of Kansas City, Kansas, were discovered after her father, Howard Jansen III, reported her missing. The 29-year-old father and his 33-year-old girlfriend, Jacqulyn Kirkpatrick, have since been charged with felony murder and other crimes.

Her grandparents have said they had raised concerns about her safety with child protective services.

A probable cause affidavit filed in the criminal case, says the father reported the girl’s disappearance at 8:30 a.m. on July 10, saying he had seen her sleeping on a couch at 6 p.m. the night before.

Her body was found in a shallow grave in a wooded area on the same day she was reported missing.

Court papers said she was badly injured and it would have been apparent to anyone that saw her that she suffered great physical abuse. Her face, arms and legs were covered in bruises.

She also had a small cut on the back of her head, and an autopsy revealed significant bleeding on the back of her brain, which caused her death.

Kobach says ‘president is being pushed in multiple directions’

TOPEKA — Republican Kris 
Kobach says he won’t be counting on a last-minute endorsement from 
President Donald Trump to bolster his campaign to capture the Republican
 nomination for U.S. Senate.

Trump’s decision to 
embrace Kobach rather than Gov. Jeff Colyer in the August 2018 
gubernatorial primary proved influential in that contest narrowly won by
 Kobach. It came in the form of a brief Twitter post declaring Kobach a 
“fantastic guy” who has “my full and total endorsement.”

Kobach went on to lose the
 general election to Democrat Laura Kelly, which has given rise to the 
view of Kobach as a hardcore conservative unwilling or incapable of 
moving to the center after the primary to broaden his appeal with 
moderate Republicans, independents and Democrats. It is part of the 
calculus of influential Republicans who have embraced U.S. Rep. Roger 
Marshall in the Aug. 4 primary race that includes wealthy plumber Bob 
Hamilton and retired NFL player Dave Lindstrom. They are competing to be
 the GOP nominee for the seat to be vacated by retirement of U.S. Sen. 
Pat Roberts.

“Recognizing that the 
president has, you know, different forces pushing on him I haven’t asked
 him to endorse me,” Kobach said on <a href="https://kansasreflector.com/podcast/kris-kobach-warns-gop-voters-not-to-be-fooled-by-general-election-oddsmakers/">the Kansas Reflector podcast</a>. “The president is being pushed in multiple directions.”

Kobach missed out on the 
endorsement of Kansans for Life’s political action committee, which 
supported Kobach in the past. KFL chose to put its weight behind 
Marshall, the western Kansas congressman.

“They decided to play 
politics and basically become oddsmakers and say, ‘Well, we think that 
your probability of winning the general election might be slightly less 
than Roger Marshall,’ ” Kobach said. ” ‘So, we’re not going to make an 
endorsement based on pro-life credentials. We’re going to make an 
endorsement based on, you know, reading the tea leaves.’ ”

He warned GOP voters not 
to be fooled into believing Kansas was on a path to elect the first 
Democrat to the U.S. Senate since the 1930s. State Sen. Barbara Bollier,
 a retired physician with fundraising prowess, is the presumptive 
Democratic nominee for U.S. Senate.

Kobach, a former law 
professor at the University of Missouri-Kansas City, served as Kansas 
secretary of state from 2011 to 2019. He said his accomplishments in 
that office included establishment of Kansas laws mandating proof of 
citizenship to register to vote and requiring voters present photograph 
identification to cast ballots. The citizenship statute was <a href="https://www.cjonline.com/news/20180618/judge-sides-with-aclu-in-voter-registration-fight-orders-kobach-to-go-to-school">struck down as unconstitutional</a>.

If elected to the U.S. 
Senate, he promised to serve as Trump’s point person on immigration 
policy and the expansion of border wall with Mexico.

Kobach said he would show 
Republicans in Washington, D.C., how to slash federal spending. For 
example, Kobach said, he would target the National Endowment for the 
Arts, because the organization throws money at “things that have a very 
left-wing political content to them.”

He promised to expose 
covert moderates nominated to federal courts and to help confirm 
conservatives invested in the right to bear arms, religious freedom and 
restraint of abortion.

“There aren’t that many 
people in the U.S. Senate who have the expertise to really grill a 
judge: Is this judge really who he says he is? Or, is this judge trying 
to conceal something?” Kobach said.

He praised Trump’s 
handling of COVID-19 and criticized Kansas’ governor for exceeding her 
legal authority during the pandemic. Trump wisely limited travel from 
China and Europe to the United States, he said. At the same time, Kelly 
issued orders closing schools, forcing people to stay at home and 
limiting church attendance. Kelly stumbled again by issuing a statewide 
mask order in violation of a law signed in June, he said.

“She does not have the 
authority in that statute to mandate the wearing of masks,” Kobach said.
 “I think that’ll end up in court as well.”

Kobach said he wears a 
mask if in close proximity to people outside his family for an extended 
period of time, such as an airline flight. The issue of masks 
illustrates a difference between the Republican and Democratic parties, 
he said.

“Conservatives like me, we
 favor liberty. We favor responsibility,” Kobach said. “If you and I are
 going to be in a room, we have to make a decision: Are we going to wear
 a mask or not? But that should be our own free choice based on the 
information we have. And we should take responsibility for whatever 
happens.

“The left, throughout this
 whole pandemic, has always taken the approach of heavy-handed 
government control,” he said. “It’s been a real interesting unmasking, 
if you will, of the parties because you see how the Republicans have 
consistently been for liberty and responsibility. The Democrats have 
been for government control.”

🎙 Kobach not banking on Trump endorsement in U.S. Senate race

HUTCHINSON, Kan. —&nbsp;The Kansas State Fair generally pays its bills from the year to year proceeds of the event, but with no 2020 Fair, they're going to need some help.

"We're actually starting a Kansas Cares About the Fair campaign through the Kansas Fairgrounds Foundation," said Interim General Manager David Tobias. "We need support from our Fair friends and businesses to secure the future of the fair, for the generations to come."

The Kansas Legislature has not kept up its end of the bargain on maintenance of fair buildings in previous years, but it's not clear if they will give any support to the fair in the coming session.

"Most people love the fair, you know," Tobias said. "They want to give and they want to support it. It's in our community. It has a great economic impact. In a 60 mile radius of Hutchinson, it's a $40 million impact."

If the fair doesn't get either substantial gifts or state help, letting staff go either temporarily or permanently is on the table.

"We're definitely going to need additional funding to sustain our staff, to keep our staff," Tobias said. "That's something we all don't want. We don't want to let anybody go or have to furlough, but these are unprecedented times in the world and in Kansas. You know, we have to do what we have to do to keep a business alive."

The 2021 Kansas State Fair is scheduled for September 10-19.

It limits mass gatherings to no more than 15.

The state Department of Health and Environment said Kansas had another nine deaths since Friday, increasing the total for the pandemic by 2.8% to 335.

The state had 28 new reported deaths during the seven days ending Monday, an average of 4.0 a day for a new high mark since June 1. The worst seven-day average since the pandemic began was 5.0 for the seven days ending April 13.

The health department said Kansas had an additional 1,063 coronavirus cases since Friday, up 4.2% to 26,172. The number of cases is thought to be far higher because people can be infected without feeling sick and because of a lack of testing, particularly early in the pandemic.

🎥  Gov. Kelly discusses rising number of virus cases in Kansas

FORD COUNTY— Law enforcement authorities in SW Kansas captured a suspect wanted for murder in Tennessee.

On July 24,&nbsp;&nbsp;deputies with the Ford County Sheriff’s Office were alerted of a possible murder suspect out of Tennessee in Spearville, Kansas, according to Sheriff Bill Carr.

 Deputies made contact with the suspect later identified as 25-year-old Eric L. Caffey and took him into custody.

He is wanted in connection with a fatal shooting of 42-year-old Christopher Young in Clarksville, Tennessee, according to Clarksville Police.

Just after 12:30a.m. May 13, officers found Young at a home and he had been shot multiple times. 

He was taken to Tennova Medical Center where he died. On June 8,&nbsp; police in Tennessee arrested Amber Lynn Tanner, 24, of Hanceville, Alabama, in connection with the shooting death.

Caffey remains in the Ford County Detention Center pending extradition to Tennessee, according to Carr.

He was taken to Tennova Medical Center where he died. On June 8,&nbsp; police in Tennessee arrested Amber Lynn Tanner, 24, of Hanceville, Alabama, in connection with the shooting death.Caffey remains in the Ford County Detention Center pending extradition to Tennessee, according to Carr.

KANSAS CITY, Mo. (AP) — At least 100 people gathered in the Kansas City, Missouri, neighborhood of Westport this weekend to call for police accountability.

The protesters chanted Saturday night the names of men killed by Kansas City police, the Kansas City Star&nbsp;<a href="https://www.kansascity.com/news/local/article244496057.html" target="_blank">reported</a>.

Organizer Oluwatoyin Keji Akinmoladun said they there to tell the stories of those killed by Kansas City police: Ryan Stokes, Donnie Sanders, Terrance Bridges and Cameron Lamb.

Another speaker questioned why officers needed to wear riot gear for a group of 30 protesters who came out Friday night in neighboring Overland Park, Kansas.

Four people were arrested in the Overland Park protest. One was charged with felony battery on a law enforcement officer, but protesters said he was wrongly arrested.

Renald Donahue said he worried the protest movement would fade away after the first week.

“I’m glad it didn’t die out,” he said.

Several mothers in yellow shirts with the Wall of Moms group in Kansas City also showed up for the demonstration. The group got its start this week following protests in Portland.

Just after 10p.m. Friday, Morales was driving a Suzuki motorcycle eastbound on 37th Street North with a group of others on motorcycles, according to officer Charley Davidson.

He lost control of the motorcycle on a curve near 37th Street North and Oliver. The motorcycle struck the curb and Morales was ejected from the motorcycle.&nbsp;

It is the fifth fatal motorcycle in Wichita this year, according to Davidson.

The world’s biggest COVID-19 vaccine study got underway Monday with the first of 30,000 planned volunteers helping to test shots created by the U.S. government -- one of several candidates in the final stretch of the global vaccine race.

There’s still no guarantee that the&nbsp;<a href="https://apnews.com/76b614811eef32955180c8260188bc24">experimental vaccine</a>, developed by the National Institutes of Health and Moderna Inc., will really protect.

The needed proof: Volunteers won’t know if they’re getting the real shot or a dummy version. After two doses, scientists will closely track which group experiences more infections as they go about their daily routines, especially in areas where the virus still is spreading unchecked.

“Unfortunately for the United States of America, we have plenty of infections right now” to get that answer, NIH’s Dr. Anthony Fauci recently told The Associated Press.

Moderna said the vaccination was done in Savannah, Georgia, the first site to get underway among more than seven dozen trial sites scattered around the country.

In Binghamton, New York, nurse Melissa Harting said she volunteered as a way “to do my part to help out.”

“I’m excited,” Harting said before she received a study injection Monday morning. Especially with family members in front-line jobs that could expose them to the virus, “doing our part to eradicate it is very important to me.”

Several other vaccines made by China and by Britain’s Oxford University began smaller final-stage tests in Brazil and other hard-hit countries earlier this month.

But the U.S. requires its own tests of any vaccine that might be used in the country and has set a high bar: Every month through fall, the government-funded COVID-19 Prevention Network will roll out a new study of a leading candidate -- each one with 30,000 newly recruited volunteers.

The massive studies aren’t just to test if the shots work — they’re needed to check each potential vaccine’s safety. And following the same study rules will let scientists eventually compare all the shots.

Next up in August, the final U.S. study of the Oxford shot begins, followed by plans to test a candidate from Johnson &amp; Johnson in September and Novavax in October -- if all goes according to schedule. Pfizer Inc. plans its own 30,000-person study this summer.

That’s a stunning number of people needed to roll up their sleeves for science. But in recent weeks, more than 150,000 Americans filled out an online&nbsp;<a href="https://www.coronaviruspreventionnetwork.org/clinical-study-volunteer/" target="_blank">registry&nbsp;</a>signaling interest, said Dr. Larry Corey, a virologist with the Fred Hutchinson Cancer Research Institute in Seattle, who helps oversee the study sites.

“These trials need to be multigenerational, they need to be multiethnic, they need to reflect the diversity of the United States population,” Corey told a vaccine meeting last week. He stressed that it’s especially important to ensure enough Black and Hispanic participants as those populations are hard-hit by COVID-19.

It normally takes years to create a new vaccine from scratch, but scientists are setting speed records this time around, spurred by knowledge that vaccination is the world’s best hope against the pandemic. The coronavirus wasn’t even known to exist before late December, and vaccine makers sprang into action Jan. 10 when China shared the virus’ genetic sequence.

Just 65 days later in March, the NIH-made vaccine was&nbsp;<a href="https://www.youtube.com/watch?v=Mjx2Ulxdkiw" target="_blank">tested in people</a>. The first recipient is encouraging others to volunteer now.

“We all feel so helpless right now. There’s very little that we can do to combat this virus. And being able to participate in this trial has given me a sense of, that I’m doing something,” Jennifer Haller of Seattle told the AP. “Be prepared for a lot of questions from your friends and family about how it’s going, and a lot of thank-you’s.”

That first-stage study that included Haller and 44 others showed the shots revved up volunteers’ immune systems in ways scientists expect will be protective, with some minor side effects such as a brief fever, chills and pain at the injection site. Early testing of other leading candidates have had similarly encouraging results.

If everything goes right with the final studies, it still will take months for the first data to trickle in from the Moderna test, followed by the Oxford one.

Governments around the world are trying to stockpile millions of doses of those leading candidates so if and when regulators approve one or more vaccines, immunizations can begin immediately. But the first available doses will be rationed, presumably reserved for people at highest risk from the virus.

“We’re optimistic, cautiously optimistic” that the vaccine will work and that “toward the end of the year” there will be data to prove it, Dr. Stephen Hoge, president of Massachusetts-based Moderna, told a House subcommittee last week.

Until then, Haller, the volunteer vaccinated back in March, wears a mask in public and takes the same distancing precautions advised for everyone -- while hoping that one of the shots in the pipeline pans out.

“I don’t know what the chances are that this is the exact right vaccine. But thank goodness that there are so many others out there battling this right now,” she said.

Virus vaccine put to final test in thousands of volunteers

SEDGWICK COUNTY — Law enforcement authorities are investigating a shooting that sent a man to the hospital with serious injuries and have made an arrest.

Just after 2:30 a.m. July 22, police responded to the 5100 block of E. Harry for a shooting call, according to officer Charley Davidson.

Upon arrival, officers located a 32-year-old man who had a gunshot wound to his face. He was transported to a local hospital, where he remains with a serious but non-life-threatening injury.

The investigation revealed that the 32-year-old victim was in the area, and a disturbance ensued between him and a suspect identified as 30-year-old Terrell J. Parker. 

Parker fired a gun during the disturbance, striking the 32-year-old.

Police reported over the weekend they arrested Parker and booked him&nbsp; into the Sedgwick County Jail on a requested charge of attempted first-degree murder. He is being held on a $250,000 bond, according to online jail records.

Parker has been arrested and convicted on additional charges that include aggravated battery and possession of drugs, according to officer Paul Cruz.

The case will be presented to the Sedgwick County District Attorney’s Office this week.

The investigation revealed that the victim was in the area, and a disturbance ensued between him and a known male suspect. 

The suspect fired a gun during the disturbance, striking the victim in the face. The suspect left the area in a vehicle and has not been located.

This was not a random incident, and investigators are working to locate the suspect, according to Davidson.

KANSAS CITY (AP) — Health department officials in Kansas City and its surrounding three counties are pleading with residents to follow safety precautions amid an increase of coronavirus cases that they say could lead to further shutdowns and overwhelmed hospitals.

The officials from Kansas City and Jackson County, Missouri, and from Wyandotte and Johnson counties in Kansas <a href="https://www.jocogov.org/sites/default/files/PressRelease/HealthOfficerLetterFINAL072420.pdf?fbclid=IwAR3qoxbx3DXsSh3-UAV-XiaHbOqcRoZmOzEOJaKBFNhZHrWOADuxcKkMc4U">issued a letter saying</a> it is important to wear masks, social distance and limit group gatherings to slow the virus’ spread.

“We are extremely concerned that hospitalizations will continue to escalate in the coming weeks and months,” officials said, “and that the uncontrolled spread of COVID-19 will lead to increasing ventilator use and deaths. Despite hoping this would not occur, we predicted that this was a possibility at some point after the relaxation of the stay-at-home orders.”

On Sunday, Missouri reported 15 more deaths from coronavirus, according the state department of health and senior services and over 2400 new positive cases of the virus since Friday.

The Kansas Department of <a href="https://www.coronavirus.kdheks.gov/160/COVID-19-in-Kansas">Health reported over</a> 1000 new cases Friday and 18 additional deaths.

According to the letter, "If we do not	act	quickly as	a community and region, future shutdowns	will	be inevitable."

"It may be important in	the coming days to limit the interactions of individuals in	bars,	restaurants, and	other indoor shopping	venues – particularly where masks cannot be worn	when	eating	and	drinking. We prefer these	businesses	provide patrons with	curbside	or outdoor service&nbsp; whenever and wherever possible as they have done before. We support creative	ideas	such	as	serving patrons	in new outdoor spaces	such	as	car-side&nbsp; in	parking	lots,	or	on	sidewalks	wherever	possible."

"Research from Goldman	Sachs suggests a national mask	mandate would	slow the growth	rate of new COVID-19 infections	and	prevent a	5%	GDP	loss	caused	by	additional lockdown&nbsp; measures.&nbsp;

The researchers go	on	to	estimate	that	a national mandate	would	increase	the&nbsp; portion	of people wearing	masks by 15	percentage points and	cut the daily growth	of new cases by	1.0	percentage	point to	0.6%. Reducing the spread of the	virus	through mask-wearing, the analysts found, could be a substitute for strict	lockdown measures	that	would otherwise	shave	$1 trillion off	the	U.S.&nbsp; GDP.

Officials: Future shutdowns inevitable in Kansas City due to virus

ST. LOUIS (AP) — One police officer was shot and wounded, while two others were injured Sunday when a man fired at them and later rammed into one of their vehicles, authorities said.

Peter Webb, 23, was arrested Sunday and charged with three counts of first-degree assault, armed criminal action, one count of unlawful use of a weapon and one count of resisting, news outlets reported.

St. Louis Metropolitan police said the three officers were at a gas station around 1 a.m. dispersing loiterers when Webb drove past them and fired at the police cruisers.

St. Louis Police Chief John Hayden said the officers thought the shots were fireworks and didn't notice they were being shot at until a back passenger window shattered.

Police said the officers pursued Webb, while he continued to shoot at them. Hayden said the chase ended when Webb pulled a U-turn and rammed into one of the police vehicles before crashing into a traffic light.

Webb fled on foot but was later captured by two officers. One of the officers was shot in the elbow and the other injured his knee during the arrest. Both officers were hospitalized and later released.

The officer in the crash had head injuries but didn't seek treatment.

Police said a sawed-off shotgun was found in Webb's car. Hayden said the attack seems random.

It's unclear whether Webb had an attorney who could comment on his behalf.

LOUIS (AP) — One police officer was shot and wounded, while two others were injured Sunday when a man fired at them and later rammed into one of their vehicles, authorities said.Peter Webb, 23, was arrested Sunday and charged with three counts of first-degree assault, armed criminal action, one count of unlawful use of a weapon and one count of resisting, news outlets reported.St. Louis Metropolitan police said the three officers were at a gas station around 1 a.m. dispersing loiterers when Webb drove past them and fired at the police cruisers.St. Louis Police Chief John Hayden said the officers thought the shots were fireworks and didn't notice they were being shot at until a back passenger window shattered.<figure>

Both officers were hospitalized and later released.The officer in the crash had head injuries but didn't seek treatment.Police said a sawed-off shotgun was found in Webb's car. WASHINGTON (AP) — Suggesting a narrower&nbsp;<a href="https://apnews.com/VirusOutbreak">pandemic&nbsp;</a>relief package may be all that’s possible, the White House still pushed ahead with Monday’s planned rollout of the Senate Republicans’ $1 trillion effort as House Speaker Nancy Pelosi assailed the GOP “disarray” as time-wasting during the crisis.

The administration’s chief negotiators — White House chief of staff Mark Meadows and Treasury Secretary Steven Mnuchin — spent the weekend on Capitol Hill to put what Meadows described as “final touches” on the relief bill Senate Majority Leader Mitch McConnell is expected to bring forward Monday afternoon.

“We’re done,” Mnuchin said as he and Meadows left Capitol Hill on Sunday after meeting with GOP staff.

But looming deadlines may force them to consider other options. By Friday, millions of out-of-work Americans will lose an $600 federal unemployment benefit that is expiring and federal eviction protections for many renters are also coming to an end. President Donald Trump’s standing is at one of the lowest points of his term, according to a new&nbsp;<a href="https://apnews.com/43a096bc2bcf376de04b696c5143ee99">AP-NORC poll</a>.

“They’re in disarray and that delay is causing suffering for America’s families,” Pelosi said.

Pelosi panned the Trump administration’s desire to trim the $600 weekly unemployment boost to about 70% of pre-pandemic wages. She also said she opposes tackling a relief package in piecemeal fashion.

With the virus death toll climbing and 4.2 million infections nationwide, the administration officials converged on the Capitol to revive the Republican package that unraveled last week. Republican senators and the White House are at odds over various items, including how to cutback the jobless benefit without fully doing away with it.

Meadows said as the White House was “looking for clarity” on a “handful” of remaining issues with Republicans, but they had yet to talk to McConnell. “We have an agreement in principle,” he said.

Both Mnuchin and Meadows said earlier Sunday that narrower legislation might need to be passed first to ensure that enhanced unemployment benefits don’t run out for millions of Americans. They cited unemployment benefits, money to help schools reopen, tax credits to keep people from losing their jobs, and lawsuit protections for schools and businesses as priorities.

“We can move very quickly with the Democrats on these issues,” Mnuchin said.

But negotiations with Democrats have yet to begin with billions at stake and deadlines near.

Separately, White House economic adviser Larry Kudlow said a federal eviction moratorium on millions of rental units, due to expire at the end of the month, will be extended. “We will lengthen it,” he said, without specifying for how long.

On the jobless benefits, Republicans have argued that federal jobless benefits should be trimmed because the combination of state and federal unemployment assistance left many people better off financially than they were before the pandemic and therefore disinclined to return to their jobs.

Many Democrats contend that a lot of people don’t feel safe going back to work when the coronavirus is surging again around the country.

Meadows, a former congressman who was the head of the conservative House Freedom Caucus, said he is working with Mnuchin and Labor Secretary Eugene Scalia to address complaints that outdated state computer systems will make it difficult for the jobless to get their benefits in a timely fashion if the formula is changed.

“It’s our goal to make sure that it’s not antiquated computers that keep people from getting their benefits,” Meadows said.

Pelosi criticized the hold-up on the GOP side. House Democrats passed a&nbsp;<a href="https://pronto.associatedpress.com/:%20https://apnews.com/55887a1d2b734020c8dae29004f087d6" target="_blank">$3 trillion relief package&nbsp;</a>a couple of months ago, with the aim of jump-starting negotiations.

The White House and Senate Republicans were racing to regroup after plans to introduce a $1 trillion virus rescue bill collapsed Thursday during GOP infighting over its size, scope and details.

It was expected to bring $105 billion to help schools reopen, new money for virus testing and benefits for businesses, including a fresh round of loans, tax breaks and a sweeping liability shield from COVID-19-related lawsuits.

The expiration of the $600 weekly jobless benefits boost had been propelling the Republicans to act, bracing to prevent social and economic fallout.

The White House floated plans to cut the additional aid back to&nbsp;<a href="https://apnews.com/4965723ba65a47582f384c185680a29c">$100 a week</a>, while Senate Republicans preferred $200, with general GOP agreement about phasing out the flat boost in favor of one that ensures no more than 70% of an employee’s previous pay.

Apart from jobless benefits, Mnuchin said Saturday that new $1,200 direct payments would be based on the same formula from the earlier aid bill. Then, people making $75,000 or less received the full amount and those making more than $75,000 received less, depending on their income. People earning above $100,000 did not qualify for the payment.

The jobless benefit officially expires July 31, but due to the way states process unemployment payments, the cutoff was effectively Saturday.

Extra unemployment aid expires, federal eviction moratorium to end

OVERLAND PARK, Kan (AP) — A Shawnee man who was arrested during a protest in Overland Park against racism and police violence was charged Saturday with battery of a law enforcement officer.

Darrien Richmond, 26, was one of four people arrested Friday night during the protest, which involved about 30 people. He was released from jail on $2,500 bond. County court records do not name an attorney for Richmond.

Overland Park spokesman Sean Reilly said Richmond caused cuts and bruises to an officer’s hands but did not have details of the confrontation.

Other protesters, including Richmond’s wife, Marisa Richmond, said Richmond was arrested as he ran to help his wife as she was being arrested. They say he did not attack the officer.

The other three people arrested, including Richmond’s wife, were charged in municipal court and released.

1 man charged after racial justice protest in Kansas 

TOPEKA, KAN. – A Kansas man was indicted this week on a federal robbery charge, according to U.S. Attorney Stephen McAllister.

Raymond Paul Stilley, 31, Topeka who is in custody, was charged with one count of robbery. 

The indictment alleges that on July 12, 2020, Stilley threatened two victims in Lawrence, Kan., with violence to force them to provide PIN numbers to debit and credit cards he had taken from them. 

He was going to use the cards to withdraw cash at ATM machines in Topeka and Lawrence.

Topeka police reported arresting Stilley after a standoff in which he refused to get out of his car.

If convicted, he could face up to 20 years in federal prison and a fine up to $250,000.&nbsp;

Indictment: Kan. man threatened victims  after stealing their ATM cards

TOPEKA, KAN.&nbsp;– A Kansas man pleaded guilty Thursday to driving a getaway car in two robberies, according to U.S. Attorney Stephen McAllister.

Ernesto Negrete Jr.,&nbsp;30, Topeka, Kan., pleaded to two counts of robbery. In his plea, he admitted being involved in a robbery at Panderia Monterrey Bakery, 3154 S.E. 6th&nbsp;Avenue in Topeka, and a robbery at Pablanos Grille, 3035 S.E. 6th&nbsp;Avenue in Topeka. Negrete said that in both cases he drove the car while co-defendants&nbsp;Javier Martinez and Victor Arellano entered the stores masked and brandishing handguns. Martinez and Arellano are awaiting trial.

Negrete’s sentencing is set for Oct. 27. He could face up to 20 years in federal prison and a fine up to $250,000 on each count.
