HUTCHINSON — Crude oil prices actually went negative Monday, but where could 
gas prices fall to? That's still to be seen, according to AAA Kansas.

"They
 will continue to push cheaper," said Shawn Steward with AAA Kansas. 
"AAA is forecasting the national gas price average to hit $1.75 or less 
in April. We're currently tracking toward that price point."

As of Thursday morning, the national average was $1.79 a gallon.

"Monday's
 drop in crude oil prices was driven in large part by the fact that 
storage facilities are at capacity right now," Steward said. "To offset 
some of those decimated demand levels, we're seeing U.S. refiners 
reducing production."

Some refineries in the U.S. are flat out 
closing, but at least for now, Kansas refineries in El Dorado, 
Coffeyville and McPherson are still running.

"On the consumer 
side, it's great to be paying less for gas if you do need gas right 
now," Steward said. "There's also that economic impact for the oil and 
gas industry that is important to consider, as well."

Gas in Kansas is at $1.52 as of Thursday morning, with the average in Reno County at just under $1.60 a gallon.

Oil free fall will lead to drop in gas prices, slowdown at refinieries

TOPEKA —Kansas Gov. Laura Kelly signed two new executive order Wednesday. One of them allows carryout service for those who might want to use a drive-through to pick up a cocktail during the pandemic.

In mid March, the state said bars and restaurants could sell&nbsp;bottles of beer and wine in the original container curbside along with meals.

This new order allows sales of alcoholic beverages that are not packaged in an original container. In a media release from her office the governor said, “I understand how many Kansas restaurants rely on the sale of alcoholic beverages. My administration is doing all it can to ease the burden on Kansas employees and their families who have lost income due to this crisis.”

The sale of alcoholic beverages for carryout consumption is subject to the following requirements:

Governor's new order allows for the sale of drive-through booze 

TOPEKA, Kan. – Law enforcement authorities are investigating a weekend officer involved shooting in Topeka and have a suspect in jail, according to Police Chief Bill Cochran.

Just 1:30 p.m. Sunday an officer from the Topeka Police Department was in the area of SW 12th St. and SW Buchanan St. conducting a traffic stop.

The officer was then dragged by the suspect’s vehicle for an unknown distance. While the officer was being dragged, the officer fired their department issued firearm at least one time, striking the suspect who was later identified as&nbsp;19-year-old Dujontez Jaimandre Jerome Owens.

Owens fled and later crashed his vehicle in the area of 1208 SW Throop Street.&nbsp; He was taken into custody and officers began to render aid until paramedics arrived. Owens was then taken to a local hospital with non-life threatening injuries.

The officer sustained injuries in the incident. Paramedics at the scene rendered aid to him. Authorities have not released his name.

On Wednesday, Owens was released from the hospital, arrested and booked into the Shawnee County Department of Corrections on requested charges of Aggravated Assault LEO Aggravated Battery LEO and Fleeing/Eluding.

Suspect shot during Kan. traffic stop moved from hospital to jail

TOPEKA, Kan. (AP) — Kansas’ top health official said Wednesday that the state is considering testing all prison inmates and residents of long-term care homes for the coronavirus, as such homes have accounted for more than half of the state’s COVID-19-related deaths and a prison has had a major outbreak.

Dr. Lee Norman, head of the Kansas Department of Health and Environment, said the state also is looking at testing all of those institutions’ employees. He said such testing represents population studies the state must do to determine the true extent of the virus.

“We haven’t had the testing materials to do that,” Norman said during an Associated Press interview. “We’re just coming up to that now.”

Gov. Laura Kelly, who issued a statewide&nbsp;<a href="https://apnews.com/425a488fcf8f16dfb0d7e06a9293b1ff">stay-at-home order</a>&nbsp;on March 30, has said that expanded testing is key to gradually reopening the state’s economy. Kansas has had among&nbsp;<a href="https://apnews.com/f6828656a14b81e1b0d695662b58ec3e">the lowest testing rates&nbsp;</a>of any state, 6.94 per 1,000 residents as of Wednesday, which was well below the national rate.

State officials said it’s been difficult to get supplies. Norman said Wednesday that there’s been under-reporting of tests by private labs.

Norman said the state has seen 17 clusters of coronavirus cases in long-term care homes, accounting for 58 of the state’s 110 COVID-19-related deaths reported as of Wednesday. Twenty-seven deaths, alone, were from an outbreak at the&nbsp;<a href="https://apnews.com/7c367ab69c32d393755bdf1509e8e429">Riverbend Post Acute Rehabilitation&nbsp;</a>in Kansas City, Kansas.

Kansas officials said state and federal inspectors are looking into infection control measures that are being implemented at the Riverbend facility.

Norman said during a Statehouse news conference: “They should be able to go back to a full and normal existence once the cleansing and once the ‘X’ number of days out are sufficient so that there’s not transmission of new cases.”

Cory Schulte, Riverbend’s executive director, didn’t immediately reply to a phone message Wednesday seeking comment.

For some people, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia. For most, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks.

The state reported Wednesday that it has 2,211 confirmed coronavirus cases, up 9.2% or 186 from Tuesday. However, with Kansas testing at a low rate — and not people who don’t show symptoms — the number very likely under-reports cases. The state reported three new COVID-19-related deaths Wednesday.

The state prison in Lansing, outside Kansas City, has had 110 confirmed coronavirus cases, including 50 among inmates. The state faces an American Civil Liberties Union of Kansas lawsuit seeking the release of vulnerable inmates and Kelly said she’s “very close” to announcing a plan, though, it won’t affect “a whole huge number.”

Like some other states, Kansas has seen outbreaks in meatpacking plants. Of the 19 coronavirus-case clusters among businesses, six involve meatpacking plants, accounting for 168 confirmed cases but no deaths, Norman said.

Kelly said there have been no discussions with the companies yet about closing meatpacking plants, just how to protect their workers. In Iowa, Tyson Foods&nbsp;<a href="https://apnews.com/d21fe9a4864971427d40fd2caa61ad34">suspended operations</a>&nbsp;Wednesday at its largest pork processing plant.

Kansas accounts for roughly a quarter of the nation’s beef, and Kelly said, “It’s a very, very important supply chain that we need to keep as productive as we can.”

Meanwhile, the Legislature is not expecting to reconvene Monday from an unusually long, coronavirus-inspired spring break as previously planned. Legislative leaders postponed a decision on when to return to as late as May 6.

Kansas mulls coronavirus tests for all in prison, care homes

WASHINGTON (AP) — President Donald Trump on Wednesday played down the possibility that the coronavirus could be worse this winter despite medical experts’ warnings that COVID-19 could combine with the flu to make a more complicated return to the United States.

Trump, who has been pushing for states to begin reopening their economies, batted down notions that COVID-19 could return in large waves, as has happened in previous pandemics. Health experts and members of the White House coronavirus task force have warned of a possible comeback for the virus next fall.

“It’s not going to be what we’ve gone through, in any way, shape or form,” Trump said flatly.

He continued: “If it comes back, though, it won’t be coming back in the form that it was. It will be coming back in smaller doses that we can contain. ... You could have some embers of corona ... (but) we will not go through what we went through for the last two months.”

Trump then turned to Dr. Deborah Birx, coordinator of the coronavirus task force, and asked, “Doctor, wouldn’t you say there’s a good chance that COVID will not come back?”

Dr. Anthony Fauci, the nation’s top infectious disease expert, said later in the same briefing: “We will have coronavirus in the fall. I am convinced of that.”

He stressed that in the fall, the nation would be better prepared to manage it.

“Whether or not it’s going to be big or small is going to depend on our response,” Fauci said.

Trump’s insistence that the virus won’t pose a grave danger later this year could run the risk of creating a false sense of security when health experts are still urging Americans to take precautions. Moreover, it could stand as a precarious political prediction when he goes before voters in November.

Trump opened his daily briefing by calling up the head of the Centers for Disease Control and Prevention, Dr. Robert Redfield, to address his assertion a day earlier that “there’s a possibility that the assault of the virus on our nation next winter will actually be even more difficult than the one we just went through.”

Redfield said he wanted to clarify those remarks to The Washington Post, although he confirmed the statement was accurately reported.

“I didn’t say that this was going to be worse,” Redfield said. “I said it was going to be more difficult and potentially complicated.”

He added, “We are building that public healthcare capacity now to make sure that we stay in the containment mode for the upcoming fall and winter season so we will not need to resort to the kind of mitigation that we had to in the spring.”

Trump had been unhappy about Redfield’s remarks, which conflicted with the administration’s optimistic messaging that the country will soon move beyond the virus. The president tweeted earlier in the day that Redfield’s comments had been misconstrued.

Trump has frequently taken an optimistic view regarding the severity of the virus, including declarations last month that COVID-19 would “disappear.” In recent days, he has pushed for the nation to begin restarting its economy.

But his own health experts on Wednesday continued to urge caution. Fauci said that states beginning to reopen “should be careful” and that rushing to lift social distancing guidelines would likely accelerate infections.

Trump also said Wednesday that the Pentagon is planning a multicity tour by the U.S. military’s top flight demonstration teams to “champion national unity” amid the coronavirus pandemic. He said the Blue Angels and the Thunderbirds, the demonstration squadrons for the Navy and Air Force, will fly over a number of cities. And he promised a July Fourth celebration for the public on the National Mall.

Experts, Trump debate impact of coronavirus this fall

TOPEKA —

SEDGWICK COUNTY —A Kansas woman arrested for a fatal weekend shooting made her first court appearance Wednesday.

Jessica Sanders, 22 of Wichita, has been charged with 2nd degree murder, according to the Sedgwick County District Attorney's office. She is being held on a bond is $200,000.&nbsp;

have identified the victim as 64-year-old Mark Howard of Wichita.&nbsp;&nbsp;

Just before 12:30 p.m. on Sunday, police responded to a larceny just occurred call at the QuikTrip in the 700 block of South Broadway in Wichita, according to office Charley Davidson.

A suspect identified as Sanders had attempted to steal items from the business.

An officer located Sanders walking in the area of Orme and Market Street.&nbsp; As he approached her in his vehicle, he observed Sanders fire a single shot into the ground from a handgun.&nbsp; The officer identified himself and gave her verbal instructions to stop.&nbsp; Sanders ignored the officer and continued to walk away from him and into a home in the 800 block of South Market.

As officers worked to contact Sanders inside the home, they observed a man later identified as 64-year-old Mark Howard inside the home deceased with a gunshot wound to his upper body.&nbsp;

The WPD Special Weapons and Tactics (SWAT) team was sent to the location to assist with the investigation.&nbsp; After several hours, utilizing time, distance, and communication, officers had Sanders exit the home, and she was arrested without further incident.

The investigation revealed Sanders had previously shot Howard one time inside the home, causing his fatal injuries.&nbsp; Officers also recovered a handgun inside the house.&nbsp; Additionally, during the investigation, Sanders continually exhibited very erratic behavior, possibly induced by the use of illegal narcotics.&nbsp;

Attorneys in the case are scheduled to discuss it on May 7.&nbsp; A next court appearance has not been scheduled, according to the Sedgwick County District Attorney.

Kan. woman charged with murder of man before standoff

IOWA CITY, Iowa (AP) — Tyson Foods suspended operations Wednesday at an Iowa plant that is critical to the nation’s pork supply but was blamed for fueling a massive coronavirus outbreak in the region.

The Arkansas-based company said the closure of the plant in Waterloo would deny a vital market to hog farmers and further disrupt U.S. meat supply. Tyson had kept the facility, its largest pork plant,&nbsp;<a href="https://apnews.com/5f8a702a4e86a1c6681d3749af1e8c58">open in recent days</a>&nbsp;over the objections of alarmed local officials.

The plant can process 19,500 hogs per day, accounting for 3.9% of U.S. pork processing capacity, according to the National Pork Board.

More than 180 infections have been linked to the plant and officials expect that number to dramatically rise. Testing of its 2,800 workers is expected to begin Friday. Cases and hospitalizations in Black Hawk County have skyrocketed in recent days and local officials say the plant is the source of most infections.

In addition to those who have&nbsp;<a href="https://apnews.com/VirusOutbreak">tested positive</a>&nbsp;for the virus, hundreds of workers were staying home out of fear, and the plant had been running at reduced production levels.

Employers have struggled to contain the virus in meatpacking plants, where&nbsp;<a href="https://apnews.com/26bf8fc20f2873d9701fd2ea95f87be4">workers toil side by side</a>&nbsp;on production lines and often share crowded locker rooms, cafeterias and rides to work. While plants have added safety measures, public health experts say social distancing is virtually impossible.

Several facilities have temporarily closed due to virus outbreaks, including a Smithfield Foods plant in Sioux Falls, South Dakota, a JBS USA plant in Worthington, Minnesota, and a Redwood Farms Meat Processors in Estherville, Iowa. Others have&nbsp;<a href="https://apnews.com/9fe445bacb2a4638e7bf88bbeb835cb7">stayed open or resumed production</a>&nbsp;after pauses for testing and cleaning.

An estimated 25% of U.S. pork processing capacity has been closed or idled due to reduced operating speed over the past two days, said Steve Meyer, an economist with Kerns and Associates in Ames, Iowa.

As a result, prices are starting to increase and analysts warn that customers could soon see shortages of certain products at grocery stores. At the same time, hog prices are plummeting due to excess supply, devastating farmers.

In Kansas, a critical beef production state, an official said Wednesday that 168 meatpacking workers had tested positive to date. In Missouri, two rural counties that are home to several meatpacking plants reported huge spikes in infections.

Tyson Fresh Meats President Steve Stouffer said its Waterloo closure was driven by “the combination of worker absenteeism, COVID-19 cases and community concerns.” He warned of “significant ramifications” for farmers, distributors and grocers in the supply chain.

Tyson said workers would be compensated during the shutdown and that the timing of reopening would depend on several factors, including testing.

Local officials, including Waterloo Mayor Quentin Hart and the Black Hawk County Board of Health, had called on Tyson or Republican Gov. Kim Reynolds to temporarily close the plant. They had warned that its continued operation would exacerbate the spread of the virus in the area and that the company was endangering its workers.

A 65-year-old employee in the plant’s laundry department&nbsp;<a href="https://wcfcourier.com/news/local/tyson-worker-fondly-remembered-after-succumbing-to-covid-19/article_e7c1070c-f2ca-5578-baa8-8d1b8b79a6f4.html" target="_blank">died Sunday</a>&nbsp;after contracting the virus, the Waterloo-Cedar Falls Courier reported.

The governor blocked local authorities from closing the plant in an April 16 order that&nbsp;<a href="https://apnews.com/64e06ea0c2a83d2013240587e7d8d06b">banned social gatherings</a>&nbsp;in northeastern Iowa. It granted the exclusive power to the Iowa Department of Public Health to shut down businesses over coronavirus concerns.

The governor and the department had been working with Tyson to keep the plant open.

Reynolds argued that the economic disruption caused by plant closures outweighed the health risks, warning that farmers might have to euthanize their pigs. She said that “people are gonna get” the virus in large workplaces but most will experience mild or no symptoms.

While it’s true that for most people, the virus causes mild or moderate symptoms that clear up in a few weeks, it can lead to more severe illness and even death for some, especially older adults and those with existing health problems.

Lawmakers said an earlier closure would have better protected public health and been less harmful economically. “My concern is the impact this has had because we didn’t act soon enough,” said Democratic Rep. Ras Smith of Waterloo.

The governor didn’t respond directly when asked Wednesday if the state should have intervened. She defended her overall response to the crisis but said, “There’s always more we could have done.”

RENO COUNTY —The Reno County Sheriff’s Office on Wednesday received confirmation to the identity of the driver involved in the single vehicle fatality accident on March 27 as Russell Lynn Carey, 54, of Hutchinson, according to a media release from the sheriff's department.

On March 27, deputies were dispatched to the 10000 BLK of South Avery Road., 2 miles south of Plevna, for a possible burned vehicle with a body inside.&nbsp;

The initial investigation revealed human remains were located inside of the burnt vehicle and an apparent single vehicle accident had occurred&nbsp;with unknown circumstances. 

Through the evening hours, Detectives conducted follow up interviews with at least 3 potential witnesses. The remains were transported to the Sedgwick County Forensic Science Center for an autopsy.&nbsp;

MONTGOMERY COUNTY —A girl is recovering after a fall on Wednesday in Montgomery County.

Just before 2p.m., the Montgomery County Sheriff's Office responded to the Elk City Lake walking trails after report of a girl who fell roughly 20 to 30 feet down one of the ledges on what is known as the blue trail, according to Sheriff Ron Wade.

Independence EMS along with a Montgomery County Deputies were able to locate the girl and her mother north of the shell beach area of the trail. 

EMS, and other rescue personal were able to safely extract the girl back down the trail to the Ambulance. They transported her to Labette ER in Independence.

The sheriff's office released no additional details Wednesday afternoon.

Kansas girl rescued after fall from walking trail

TOPEKA, Kan. – A resident at Topeka Correctional Facility (TCF) tested positive for COVID-19 on Wednesday, according to a media release from the Kansas Department of Corrections.

 This is the third KDOC facility with a confirmed case, with the first cases reported at the Lansing Correction Facility and Wichita Work Release Facility.

The resident at TCF is a female over the age of 20. This female was recently admitted to KDOC from a county jail and was being monitored for symptoms in the Intake Isolation unit at TCF. In order to protect the identity of the person, no other information will be released.

The KDOC has been in consultation with officials from the Kansas Department of Health and Environment (KDHE) on next steps to address these circumstances. As a result of that consultation with KDHE, the following steps were implemented:

“The men, women and children serving time in Kansas correctional facilities may be here because of past mistakes, but their health and wellbeing is important to us,” Zmuda said. “They will not be overlooked, and we are working every day to ensure that they are receiving the medical care and support that they need to one day successfully release back into the community.”

<a>The Topeka Correctional Facility is Kansas’ only all-female prison with a capacity of 948. The facility houses minimum, medium, special management and maximum custody residents.</a>

ROOKS COUNTY —In early 2019, the Rooks County Sheriff’s Department began an in-depth narcotics investigation into the distribution of methamphetamine in Rooks County. This investigation resulted in the following criminal sentences, as prosecuted by Rooks County Attorney Danielle Muir.

John R. Bennett, Woodston, was sentenced on Sept. 11 for the crime of unlawful distribution of methamphetamine in an amount of at least one gram but less than 3.5 grams. Bennett was sentenced to 56 months in the Kansas Department of Corrections and will be required to register as an offender for 15 years after the date of parole, discharge or release, whichever is most recent.

Francis R. Everett, Woodston, was sentenced on Sept. 24 for the crime of unlawful distribution of methamphetamine in an amount of at least 1 gram but less than 3.5 grams. Everett was sentenced to 56 months in the Kansas Department of Corrections and will be required to register as an offender for 15 years after the date of parole, discharge or release, whichever date is most recent.

David L. Seales, Woodston, was sentenced on Nov. 6 for the crime of unlawful distribution of methamphetamine in an amount less than one gram. Seales was sentenced to an underlying prison term of 34 months and placed on 24 months probation to be supervised by Northwest Kansas Community Corrections. Seales is required to register as an offender for 15 years.

On the same date, Seales was sentenced on a second case for the crime of possession of methamphetamine. Seales was sentenced on this case to an underlying prison term of 24 months and placed on 12 months probation to be supervised by Northwest Kansas Community Corrections. The sentence and probation, in this case, are to run consecutive to the first case.

This resulted in a combined sentence of an underlying prison term of 58 months and placement on 36 months probation to be supervised by Northwest Kansas Community Corrections.

Dustin J. Higdon, Plainville, was sentenced on March 4 for the crime of unlawful distribution of methamphetamine in an amount of at least 1 gram but less than 3.5 grams. Higdon was sentenced to 68 months in the Kansas Department of Corrections and will be required to register as an offender for 15 years after the date of parole, discharge or release, whichever date is most recent.

On the same date, Higdon was sentenced on a second case for the crime of unlawful distribution of methamphetamine in an amount of at least 1 gram but less than 3.5 grams. Higdon was sentenced to 68 months in the Kansas Department of Corrections and will be required to register as an offender for 15 years after the date of parole, discharge or release, whichever date is most recent. Sentence and post-release supervision are to run concurrently with the first case.

Ethan J. Morgan, Stockton, was sentenced on April 9 for the crime of unlawful distribution of methamphetamine in an amount less than 1 gram. Morgan was sentenced to 40 months in the Kansas Department of Corrections and will be required to register as an offender for 15 years after the date of parole, discharge or release, whichever date is most recent.

Additionally, John Karl Swaney, Stockton, was sentenced on July 3 for distribution of marijuana. Swaney was sentenced to 49 months in the Kansas Department of Corrections.

Muir commended the Rooks County Sheriff’s Department for their dedicated work.

"Thank you for your continued professional commitment to your ongoing investigations to assist in curbing the sales of illegal drugs within Rooks County," she said in a news release via social media.

TOPEKA, Kan. (AP) — Topeka’s mayor and city council members have voted unanimously to cut their own pay by 6% as they seek ways to deal with plummeting city tax revenues in the wake of measures to slow the COVID-19 outbreak.

TOPEKA – Kansas Department for Aging and Disability Services (KDADS) Secretary Laura Howard announced Wednesday that one female staff member at Larned State Hospital (LSH) has tested positive for COVID-19, according to a media release.

 This is the first positive case at LSH in either residents or staff.

The staff member works in the Psychiatric Services Program (PSP).&nbsp;Her&nbsp;last day on campus was Saturday, April 18.&nbsp;To protect her identity, no further information will be released.

KDADS and LSH officials, including the hospital’s infection control nurse, are in contact with Kansas Department for Health and Environment (KDHE) officials and Pawnee County Health Department about guidance and next steps to address these circumstances.

“The hospital in Larned had a detailed pandemic plan in place prior to the introduction of COVID-19 into our communities, so they are prepared to adapt and respond quickly to this very unfortunate circumstance,” Secretary Howard said. “Things like frequent cleaning of high-touch areas are already being done every four hours and staff wearing face coverings was implemented two weeks ago. I’m confident the staff and leadership at LSH will implement further safety measures to protect residents and patients quickly and effectively.”

The hospital began screening all staff on March 27, 2020, monitoring temperatures upon entry into the facility and has been taking patient and resident temperatures twice a day. Taking patient temperatures and monitoring for signs and symptoms in the area where the staff member worked has become more frequent.

The positive test has prompted hospital officials to move into Phase 3 of their pandemic plan. Containment measures are included in that phase of the plan, and in the event of an infected staff member, includes assigning staff to specific units or buildings to reduce staff movement from unit to unit where possible. The hospital is also considering modifications to schedules to keep staff from moving between units. All patients in the PSP are being encouraged to wear face masks.

Additionally, LSH has identified isolation units where patients or residents could be moved in the event there would be a positive patient or resident case. The nursing department sought staff volunteers who are being trained to work the isolation units, and on-campus housing is available for those staff in the event they do not want to return home and expose their families or community.

All staff at LSH has been notified and&nbsp;staff who work directly in the area affected will be asked to self-monitor for symptoms and to take their temperature twice a day.

Walt Hill, director of High Plains Mental Health, which serves Hays and all of northwest Kansas, said the state has a comprehensive plan to deal with infection of staff and patients at Larned.

His said he thought the state has done good job planning to deal with coronavirus infection.

If the hospital would have to close to new patients, Hill said the whole state would be in a very difficult situation.

The Schwaller Center Crisis Center in Hays serves as an intermediate placement between outpatient care and full impatient care at Larned. The center, which can house four patients at a time, is also still accepting patients.

LSH&nbsp;in Pawnee County is a psychiatric hospital operated by KDADS. It is the largest psychiatric facility in the state of Kansas with more than 700 employees. The hospital has three distinct programs, the Sexual Predator Treatment Program (SPTP, the State Security Program (SSP, and the PSP. The PSP is accredited by The Joint Commission (TJC) and certified by the Centers for Medicare and Medicaid Services (CMS).

TOPEKA – The Kansas Chamber released survey results on Wednesday that show a major shift among the Kansas business community and its desire for the state economy to reopen as the COVID-19 pandemic begins to ease, according to a media release from the organization.

“While our studies are NOT replacements for health data and do not in any way seek to minimize the steps taken by governments at different levels to slow the spread of COVID-19, we believe it is important for elected leaders and decision makers to understand the point of view of those on the front line of the economy,” said Kansas Chamber President and CEO Alan Cobb.

Cole Hargrave Snodgrass &amp; Associates recently conducted two surveys of Kansas Chamber members. The first from March 29th – April 7th and then the second from April 16th – 18th. There was one question repeated in the two studies conducted.

“Earlier in the month, 20% of Chamber members believed the state’s actions had been too restrictive on economic activity and 10% believed the state should do more,” pollster Pat McFerron explained. “Today, that has moved to 38% believing the state has done too much and only 1% saying it has not done enough. This shows attitudes in the Kansas businesses community are rapidly changing.”

McFerron said the first study also demonstrated just how serious the crack down on the state’s economic activity has been on Kansas businesses. It found 66% were having supply chain issues and 76% have altered work schedules for their employees.

“While many of these changes are allowing employees to work from home, the study found that 23% of employers had been forced to lay off employees, 22% had reduced employee hours, and 25% were providing paid time off. Furthermore, 64% believed it would take six months or longer for their businesses to get back to normal,” McFerron continued.

The second survey also revealed 84% of chamber members believe the time to reopen the economy is either now (38%) or in the next two weeks (46%).

“This sentiment transcends all industry groupings and is pervasive throughout the state. Those in Sedgwick and neighboring counties are particularly interested in reopening the economy,” said McFerron.

The second study further revealed Kansas employers also are largely united on believing the state should not take a slower approach than the federal government. When asked if the state should allow business activity allowed on the federal level, 76% agree and 23% disagree.

“Furthermore, these employers appear supportive of Kansas taking a tiered approach to reopening the state’s economy. Eighty-seven percent believe that one-size does not fit all and that those parts of the state where COVID-19 has not been as pervasive or are further ahead on the down slope of the virus decline should be able to open sooner than others,” McFerron concluded.

Chamber President Cobb said the Kansas Chamber stands ready to help the state navigate this crisis and to move Kansas from a criteria of “essential businesses” to a plan for “safe businesses”.

“I talk every day with Kansas business leaders across the state that are taking extra precautions to protect the health and safety of their workers and customers to ensure we don’t return to the exponential spread of this virus we once experienced,” said Cobb. “However, the economic impact of the COVID-19 crisis will have long-term consequences. Kansas needs to begin planning now so our businesses, their employees and citizens have confidence in the safety of their workplaces so we can begin to reopen the Kansas economy.”

The outbreak at the Riverbend Post Acute Rehabilitation started after a staff member who wasn’t wearing appropriate personal protective equipment worked two shifts last month with a fever and cough before being diagnosed with COVID-19, according to a&nbsp;<a href="https://www.wycokck.org/WycoKCK/media/Health-Department/Documents/Communicable%20Disease/COVID19/Riverbend-report-4-16-2020.pdf" target="_blank">report</a>&nbsp;that local health officials released last week.

State and federal inspectors are now looking into infection control measures that are being implemented at the facility, said Cara Sloan, a spokeswoman for the Kansas Department for Aging and Disability Services.

The deaths at Riverbend, which provides short-term rehabilitation for people recovering from medical issues as well as long-term care, account for nearly a quarter of Kansas’ 107 deaths from COVID-19, the disease caused by the coronavirus. Wyandotte County, where the facility is based, is the hardest hit in the state, accounting for 433 of the state’s 2,025 cases.

Kansas rehab site where 25 have died of virus gets inspected

SALINE COUNTY —One person was injured in an accident just after 7:30p.m. Tuesday in Saline County.

A 2007 Buick Lucerne driven by Callie Gustus, 30, Salina, was eastbound in the 4400 Block of West Watkins Road, according to the Saline County Sheriff's office.
