TOPEKA, Kan. (AP) — Former Republican Gov. Jeff Colyer says a Kansas county election office isn’t doing enough to protect him after it accidentally disclosed his Social Security number to a political research firm this spring.

Colyer is&nbsp;<a href="https://apnews.com/article/dwight-eisenhower-kansas-topeka-derek-schmidt-d7017c6210f48aac003b826d8aeaf639">running</a>&nbsp;for governor in 2022, with&nbsp;<a href="https://apnews.com/article/legislature-dwight-eisenhower-kansas-legislation-coronavirus-pandemic-87542690cbd10047f1e557f7eb5ff57f">Attorney General Derek Schmidt</a>&nbsp;also seeking the GOP nomination. The winner will likely face incumbent Democratic Gov. Laura Kelly in the general election.

The Johnson County election office directed a researcher to shred documents containing the personal information of Colyer and his wife in April. But an attorney for Colyer told the office that the researcher’s three-word email assurances weren’t enough to confirm that personal information wasn’t passed on. Colyer’s attorneys wanted Johnson County to require a signed affidavit.

“If they will do it to a former governor, they can do it to any Kansan,” Colyer said in an email to The Associated Press.

Colyer’s campaign released documents about the breach, email exchanges between county officials and&nbsp;<a href="https://www.gravesgarrett.com/" target="_blank">a law firm</a>&nbsp;Colyer hired and the county declining to release all the records sought by the firm.

The election office received a request April 12 for voter records for Colyer and his wife from Peter Como, senior associate for&nbsp;<a href="https://percipientstrategies.com/#" target="_blank">Percipient Strategies.&nbsp;</a>Como received electronic copies the same day.

The firm’s website says it provides “political intelligence” and&nbsp;<a href="https://percipientstrategies.com/Percipient_Strategies_LLC_Prospectus_2021.pdf#page=5" target="_blank">lists&nbsp;</a>GOP candidates and groups as clients, but a Kansas connection was not clear. The company specifically asked for the Colyers’ records but it wasn’t immediately clear why or on whose behalf. Como didn’t answer email and telephone messages.

Election Commissioner Fred Sherman notified Colyer by mail that his office discovered April 21 that it disclosed Social Security numbers “inadvertently.” State law requires them to be redacted from records made public.

Cynthia Dunham, an attorney for the county, told Colyer’s attorney, Lucinda Luetkemeyer, in a May 19 email that Como provided “clear confirmation” that the documents were destroyed and personal information wasn’t passed on. Como sent identical email responses to county inquiries on April 30 and May 18: “Yes, I confirm.”

Colyer was governor&nbsp;<a href="https://apnews.com/article/9291de4d840f4bb88dde5fa699d87abc">for a year</a>&nbsp;in 2018 after former Republican Gov. Sam Brownback resigned to become the U.S. ambassador at large for religious freedom.

Ex-Kansas Gov. Colyer riled by disclosure of personal data

The Salina Police Department seeks the public's help in identifying two men believed to be involved in a road rage incident at 3 p.m. Wednesday.

A witness called police to report hearing a vehicle honking repeatedly, Salina Police Captain Paul Forrester said this morning. When she looked out, she saw a Toyota 4Runner stalled in the 500 block of S. Ninth Street. She also saw what she described as a "black muscle car" behind the 4Runner, and inside the car were two white males who were screaming at the driver of the 4Runner.

A short while later, the driver of the 4Runner got the vehicle running and pulled off of S. Ninth Street onto Washington Street and then pulled to the curb, Forrester said. The witness told police that the muscle car followed and the two people got out and attempted to pull the driver of the 4Runner from the vehicle.

After the incident, the driver of the 4Runner, identified by Forrester as Mario Lachica Quintana, 56, of Salina, went to the Salina Police Department to report what had happened. Forrester said he basically gave the same account as the witness.

Lachica Quintana also told police that the passenger from the muscle car punched the passenger-side mirror off of the 4Runner. The damage was estimated at $100.

Forrester said that anyone who has information about this incident or who knows who the people in the muscle car are is asked to contact the Salina Police Department at 785-826-7210.

Police ask for help to ID suspects in Kan. road rage incident

SHAWNEE COUNTY — Law enforcement authorities are investigating three suspects on multiple charges after a pair of traffic stops.

Just after 4:30p.m. Tuesday, a K9 Unit with the Shawnee County Sheriff's Department conducted a traffic stop on a white 1994 Ford Explorer in the 5800 block of SW Topeka Boulevard, according to Deputy Abigail Christian. During the investigation, the K9 was deployed and illegal narcotics were located.&nbsp;

Deputies arrested the driver Robert J. Wehner Jr.,50 of Silver Lake and the passenger Shannon K. Woehr, 51, of Overbrook.

Later that day, the same K9 Unit conducted a traffic stop on a spray painted 2000 Chevrolet Cavalier near NW Topeka Boulevard and NW Paramore Street. During the investigation, the K9 was deployed and illegal narcotics were located. Deputies arrested the driver, Christopher D. Kittle, 35, of Topeka.

Wehner, Woehr and Kittle were booked into the Shawnee County Department of Corrections.&nbsp; Wehner is being held on requested charges that include possession of methamphetamine, possession of drug paraphernalia, failure to have vehicle liability insurance, tag not assigned, operating a vehicle without registration and a bench warrant out of the City of Topeka, according to Christian.

Woehr is being held on a requested charges of possession of methamphetamine, possession of drug paraphernalia and multiple warrants. Kittle is facing possession of methamphetamine, possession of drug paraphernalia, driving with a suspended driver’s license and possession of marijuana.

Kansas sheriff's K9 unit helps with 3 arrests in 2 traffic stops

NEW YORK (AP) —Do you own an Amazon smart device? If so, odds are good that the company is already sharing your internet connection with your neighbors unless you’ve specifically told it not to.

On Tuesday, the company launched a program that forces users of many Echo smart speakers and Ring security cameras to automatically share a small portion of their home wireless bandwidth with neighbors. The only way to stop it is to turn it off yourself.

Amazon says the program, called Amazon Sidewalk, is a way to make sure lights, smart locks and other gadgets outside the home and out of reach of a Wi-Fi connection stay working.

But some experts warn that the technology is so new that privacy and security risks remain unclear. And almost no one seems happy that Amazon forced consumers into Amazon Sidewalk — or that many people may not know they can opt out of it.

DID AMAZON TELL CUSTOMERS THIS WAS HAPPENING?

Amazon says it sent emails to customers last month and in November that Sidewalk was coming. The company says you’ll also get a notification when you set up gadgets that work with Sidewalk.

Once you know about it, it’s relatively straightforward, if not exactly simple, to opt out of Sidewalk. Echo users can go into the Alexa app, tap “More” in the lower right hand corner, then tap “Settings,” then “Account Settings,” where they’ll find a section for Amazon Sidewalk and a button to disable it. In the Ring app, go to “Control Center” and then tap “Sidewalk.”

The idea behind Sidewalk is to integrate residential wireless connections into a “mesh network” that can extend coverage to areas home Wi-Fi can’t reach. Amazon’s Echo and Ring devices band together to create a this network by grabbing a slice of bandwidth from each cooperative home network. That can extend the range of devices designed to work with Sidewalk so they’ll stay connected even when away from your home network.

One example of such a device is Tile, a tracking device that can be placed on keys or a dog’s collar. If your dog goes missing in a neighborhood where Sidewalk is working, it might turn up quickly via Tile.

Other products that work with Sidewalk include smart locks that can be controlled by phone and wearable devices that can track people with dementia who may wander. Amazon expects additional devices, including outdoor lights and motion detectors, will work with Sidewalk before long.

Amazon is tapping into a variety of radio technologies, including one called LoRa for its long range and better known for industrial and business applications such as keeping track of cattle roaming through pasturelands.

“The goal here is not to create coverage for a single home,” said Marc Pegulu of chipmaker Semtech, which is partnering with Amazon on the technology. “It’s kind of a shared network, a community shared network.”

Among other things, devices connected to the shared network can supposedly search for the best signal in a way that can preserve their battery life.

Thomas Clausen, a computer science professor at France’s École Polytechnique, says that the network Amazon is creating could be a good thing provided that it’s open and accessible, because it would make it easier and cheaper to use internet-connected devices and sensors and spark new innovations.

“But of course, when a behemoth like Amazon, or Apple or Google or Microsoft, create a platform, they also can end up controlling the platform and that can stifle innovation,” he says.

Hackers could potentially infiltrate home networks via Sidewalk, said Eric Null, a policy manager at digital rights group Access Now. If that happens, Null said hackers could observe everything you do, take over your devices or access your files to steal information.

“It’s only a matter of time before someone’s network gets hacked and data gets breached,” said Null.

William Tong, Connecticut’s attorney general,&nbsp;<a href="https://portal.ct.gov/AG/Press-Releases/2021-Press-Releases/Amazon-Sidewalk-Will-Automatically-Connect-Smart-Home-Devices-to-Shared-Network-on-June-8" target="_blank">warned&nbsp;</a>consumers this week that the program was “uncharted territory” and that people should opt-out of Sidewalk unless they are sure their privacy and security will be protected.

“Wireless networks are already notoriously vulnerable to hacks and breaches,” Tong wrote in a statement. “Families need better information and more time before giving away a portion of their bandwidth to this new system.”

When asked about privacy and security concerns, an Amazon spokesman said he couldn’t respond to “hypothetical situations.” The company didn’t respond to a request to make an executive available for an interview, but said that data that flows through its network has three-layers of encryption that’s meant to to keep hackers from seeing it.

Samir Jain, director of policy at the Center for Democracy and Technology, said Amazon’s efforts to encrypt data was a good step. But Jain said that it’s hard to identify security vulnerabilities until a new technology is deployed in the real world.

Echo devices that share network bandwidth via Sidewalk include the third generation and newer versions of the Echo, Echo Dot, Echo Dot for Kids and the Echo Dot with Clock. The Echo Show 5, 8, 10; the second generation of the Echo Show; Echo Spot; Echo Plus; Echo Studio; Echo Input; Echo Flex.

Sidewalk-enabled Ring devices include the Ring Floodlight Cam; Ring Spotlight Cam Wired; and Ring Spotlight Cam Mount.

Amazon has explained Sidewalk in the context of consumer devices such as cameras and speakers. But it could also one day integrate the technology into its core business: delivering goods.

For example, the company could embed tiny internet-connected devices into cardboard packages to help track them, said Clausen of École Polytechnique.

“Having integration of alarm systems, presence detection of whether or not people are there, will potentially allow Amazon to create more efficient delivery schedules and fewer re-deliveries,” he says. That could be one application Amazon is thinking about, he added.

Own an Echo? Amazon may be helping itself to your bandwidth

KANSAS CITY, Kan. (AP) — A 5-year-old boy who was hit by a car near a Kansas City, Kansas, park over the weekend has died, police said.

The crash happened around 7 p.m. Saturday, when the boy wandered away from adults while playing in Kensington Park, police said in a news release. 

The child then ran into State Avenue, a busy thoroughfare, and crossed the westbound lanes before being hit by an eastbound car.

The boy was rushed to a hospital in critical condition and died there on Wednesday. Police said the driver of the car was traveling within the speed limit, stayed on the scene and has cooperated with the investigation. Police have not released the boy’s name.

Police: 5-year-old Kansas boy hit by car Saturday has died

GREAT FALLS, Mont. (AP) — DNA evidence preserved after a 1956 double homicide and the use of forensic genealogy has helped a Montana sheriff’s office close the books on the 65-year-old cold case, officials said.

Investigators with the Cascade County Sheriff’s Office concluded Kenneth Gould — who died in Oregon County, Missouri, in 2007 — more than likely killed Patricia Kalitzke, 16, and Duane Bogle, 18. Both were shot in the head.

Detective Sgt. Jon Kadner, who took over the case in 2012, said Tuesday it was the oldest case he could find nationwide that has been solved using forensic genealogy, which searches commercial DNA databases to find familial matches to the DNA of a crime suspect.

On Jan. 3, 1956, three boys hiking along the Sun River near Wadsworth Park northwest of Great Falls found Bogle dead near his car. A day later, a county road worker found Kalitzke’s body north of Great Falls.

Kalitzke was a junior at Great Falls High School, and Bogle was an airman at Malmstrom Air Force Base from Waco, Texas.

Officers investigated for years, but they were unable to make an arrest.

The case went cold for decades until 2001, when then-Detective Phil Matteson sent the slide of a vaginal swab gathered from Kalitzke’s body to the Montana State Crime Lab for analysis. The lab found a sperm cell that did not belong to Bogle, officers said.

In the following years, law enforcement compared the DNA sample to about 35 other men, including gangster James Joseph “Whitey” Bulger Jr. They were all ruled out as suspects.

When Matteson retired, he said he didn’t believe the case would be solved. “A lot of different people had a turn at this, and we just weren’t able to take it to conclusion,” he said.

In 2018, however, forensic genealogy, which was used to help adoptees find biological family members, was used to identify Joseph James DeAngelo Jr. as the Golden State Killer. The new method has led to the identification of dozens of suspects in cold cases.

In 2019, Cascade County detectives had Bode Technology perform additional DNA testing on the evidence found on Kalitzke’s body. It was uploaded to voluntary genealogical databases, where they discovered a possible family connection — leading investigators to Gould.

Kadner had to reach out to Gould’s children and ask for DNA samples to verify the match.

“I wasn’t sure how they were going to react when I come to them saying, ‘Hey your dad’s a suspect in this case,’ but they were great to work with,” Kadner said.

Gould’s family home at the time of the homicides was a little over a mile&nbsp; from where Kalitzke lived. He was known to ride horses through the area, officials said.

After the murders, Gould sold his property near the town of Tracy. His family lived in the Montana communities of Geraldine and Hamilton before moving to Missouri in 1967. They did not return to Montana.

Gould did not have a known criminal history and was not interviewed during the murder investigation. Investigators did not find any connections between Gould and the victims.

Officers kept working the case because of the circumstances, Kadner said.

“You had two young, vibrant individuals that were well-liked among their peer group,” he said. “Investigators poured their heart and soul into this case. They leave a little bit of themselves, from what I’ve seen.”

DNA, forensic genealogy close 65-year-old double murder

SALINE COUNTY —The Rolling Hills Zoo (RHZ) family is grieving the loss of Joya, the&nbsp; greater-one horned rhino, an iconic species at the zoo since its opening in 1999, according to a media release from the organization.

At 33-years-old, Joya began developing age related issues. RHZ animal care staff and veterinarian have been monitoring his quality of life for the past several months. Most recently he developed lameness in one foot that did not respond to treatment. Because his quality of life was declining rapidly, and to allow him to pass with dignity, it was decided that humanly euthanizing him was the kindest option available.

Joya was the oldest male in the Greater One horned (GOH) rhinoceros’ Species Survival Plan (SSP)* of the Association of Zoos &amp; Aquariums (AZA). The SSP currently manages 78 GOH rhinos at 22 AZA accredited North American facilities. Rolling Hills Zoo was the only zoo in Kansas to house this species.

Born at San Diego Wild Animal Park (SWAP) on May 22, 1988, Joya came to RHZ on April 8, 1995 on loan from SWAP. He was donated in 2020 to RHZ by SWAP.

Arriving at RHZ with Joya was his brother Jaunpur, and white rhino, Uzazi. Jaunpur stayed at RHZ until November 11, 1996 when he was transferred to Baton Rouge Zoo. He is currently living at Lowry Park Zoo and is 31 years old. At the age 30, Uzazi still resides at RHZ. These three were RHZ’s first animals.

“Joya is an iconic species at RHZ, and anyone that has been to the zoo knows him,” said Brenda Gunder, curator. “He has been an incredible representative for his species and he has taught so many of us how to be better caregivers.”

Kansas zoo mourns the loss of 33-year-old rhinoceros

KANSAS CITY, Kan. —Law enforcement authorities have identified the teen injured in a shooting near a Kansas elementary school who died as 15-year-old Kaden Bauswell.

Just before noon Tuesday, police responded&nbsp; to the shooing in the 6600 Block of Cleveland near Hazel Grove Elementary School, according to a media release. Upon arrival, officers found the boy on the sidewalk, the victim of an apparent shooting. EMS transported him to an area hospital where he died.

The suspect fled in a vehicle just before police arrived.

Students participating in a public school summer program were in the building at the time of the shooting. School officials working with KCPD immediately placed the school on lockdown as a precaution until the area was secure. KCKPS officers were also at the school during dismissal.

The shooting happened Tuesday near Hazel Grove Elementary School. Police responding to calls about shots fired found a male teenager on the sidewalk near the school. Police say his injuries are potentially life-threatening.

The school, which is hosting summer school, went into lockdown after the shooting, but children were later released to go home.

In a letter to families, the school said no children were in danger but some students witnessed the incident.

WASHINGTON — The Internal Revenue Service, the U.S. Department of the
 Treasury, and the Bureau of the Fiscal Service announced today they 
have disbursed more than 2.3 million additional Economic Impact Payments
 under the American Rescue Plan.

Today's announcement covering the most recent two weeks of the effort
 brings the total disbursed so far to more than 169 million payments. 
They represent a total value of approximately $395 billion since these 
payments began rolling out to Americans in batches <a href="https://www.irs.gov/newsroom/irs-begins-delivering-third-round-of-economic-impact-payments-to-americans">on March 12</a>.

Here is additional information on the last two weeks of payments, 
which includes those with official payment dates through June 9:

The IRS will continue to make Economic Impact Payments on a 
weekly basis. Ongoing payments will be sent to eligible individuals for 
whom the IRS previously did not have information to issue a payment but 
who recently filed a tax return, as well to people who qualify for 
"plus-up" payments.

Special reminder for those who don't normally file a tax return

Although payments are automatic for most people, the IRS continues to
 urge people who don't normally file a tax return and haven't received 
Economic Impact Payments to file a 2020 tax return to get all the 
benefits they're entitled to under the law, including tax credits such 
as the <a href="https://www.irs.gov/newsroom/recovery-rebate-credit">2020 Recovery Rebate Credit</a>,
 the Child Tax Credit, and the Earned Income Tax Credit. Filing a 2020 
tax return will also assist the IRS in determining whether someone is

IRS: 2.3M additional COVID relief payments sent to Americans

SEDGWICK COUNTY— A third suspect accused in the May 2020 shooting death of a Kansas teenager made his first court appearance in the case Monday.&nbsp; Jakob Oniel Cuble, 19, of Grand Prairie, Texas, was charged with 1st degree felony murder and aggravated robbery, according to the Sedgwick County District Attorney's office.

Cuble is third person charged in connection to the death of 17-year-old Marcus Sain at a Wichita apartment complex. Police say the shooting occurred during a drug deal. 

Nathaniel Saunders and Malcolm Ganther have also been charged with first-degree murder and aggravated battery for Sain's death.

Cuble's next court appearance is scheduled for June 17, according to the district attorney. His bond remains at $250,000.&nbsp;

Texas man charged in drug deal shooting death of Kan. teen

JEFFERSON CITY, Mo. (AP) — Republican Missouri Gov. Mike Parson says addressing the clemency petition for Kevin Strickland is not a “priority,” even though prosecutors say Strickland didn't commit the triple murder that put him behind bars more than four decades ago.

Parson has a backlog of about 3,000 clemency requests.

“When something like that comes up, we look at those cases, but I don’t know that that necessarily makes it a priority to jump in front of the line,” Parson said during a Monday news conference. “We understand some cases are going to draw more attention through the media than others, but we’re just going to look at those things.”

Parson noted that Strickland, 62, was tried “by a jury of his peers” and found guilty. But he added that he knew there was “a lot more information out there.”

<a href="https://apnews.com/article/michael-brown-kansas-city-d37ccea2df5ffd264e3f8a17b41cb3a9">Several state lawmakers</a>&nbsp;from both sides of the aisle signed a letter seeking a pardon for Strickland, who has maintained his innocence since he was convicted in the April 1978 deaths of three people in Kansas City.

Jackson County Prosecutor Jean Peters Baker has&nbsp;<a href="https://apnews.com/article/mo-state-wire-michael-brown-06e726b7ef07be53ba7bdb6088282548">called for his release</a>. Federal prosecutors in the Western District of Missouri, Jackson County’s presiding judge, Kansas City Mayor Quinton Lucas and members of the team that convicted Strickland also have said he deserves to be exonerated.

The Star reported in September that two men who pleaded guilty in the killings for decades swore Strickland was not with them and two other accomplices during the shooting. The only eyewitness also recanted and wanted Strickland released.

Strickland applied for clemency Tuesday, saying he does not want a commutation of his sentence. Anything less than a full pardon “would leave an unjust and undeserved stain on my criminal record," he wrote.

“Through a full pardon, you have the power not only to correct my wrongful conviction, but also to ensure that my innocence is finally recognized,” Strickland wrote.

BILLINGS, Mont. (AP) — The sponsor of the Keystone XL crude oil pipeline said Wednesday it is pulling the plug on the contentious project after Canadian officials failed to persuade President Joe Biden to reverse his cancellation of its permit on the day he took office.

Calgary-based TC Energy said it would work with government agencies “to ensure a safe termination of and exit from” the partially built line, which was to transport crude from the oil sand fields of western Canada to Steele City, Nebraska.

Construction on the 1,200-mile pipeline began last year when former President Donald Trump revived the long-delayed project after it had stalled under the Obama administration.

It would have moved up to 830,000 barrels (35 million gallons) of crude daily, connecting in Nebraska to other pipelines that feed oil refineries on the U.S. Gulf Coast.

Biden canceled it in January over longstanding concerns that burning oil sands crude would make climate change worse.

Canadian Prime Minister Justin Trudeau objected to the move, but officials in Alberta, where the line originated, expressed disappointment in recent weeks that he didn’t lobby harder to reinstate the pipeline’s permit.

Alberta invested more than $1 billion in the project last year, kick-starting construction that had stalled amid determined opposition to the line from environmentalists and Native American tribes along its route.

Alberta officials said Wednesday they reached an agreement with TC Energy, formerly known as TransCanada, to exit their partnership. The company and province plan to try to recoup the government’s investment, although neither offered any immediate details on how that would happen.

“We remain disappointed and frustrated with the circumstances surrounding the Keystone XL project, including the cancellation of the presidential permit for the pipeline’s border crossing,” Alberta Premier Jason Kenney said in a statement.

Environmentalists who had fought the project since it was first announced in 2008 described its cancellation as a “landmark moment” in the effort to curb the use of fossil fuels that contribute to climate change.

“Good riddance to Keystone XL,” said Jared Margolis with the Center for Biological Diversity, one of many environmental groups that sued to stop it.

Attorneys general from 21 states had sued to overturn Biden’s cancellation of the contentious pipeline, which would have created thousands of construction jobs. Republicans in Congress have made the cancellation a frequent talking point in their criticism of the administration, and even some moderate Senate Democrats including Montana’s Jon Tester and West Virginia’s Joe Manchin had urged Biden to reconsider.

Keystone XL pipeline now dead after Biden had blocked permit

SEDGWICK COUNTY —A Sedgwick County Sheriff’s Deputy arrested May 29 for alleged domestic violence, disorderly conduct will not face charges in the case, according to Sedgwick County Sheriff's Department spokesperson Lt. Benjamin Blick.

The arrest was from incident involving Deputy Clayton Blackwood's domestic partner and&nbsp; was fully investigated and presented to the Sedgwick County District Attorney’s Office for charging considerations. 

The District Attorney’s Office declined to pursue charges. Deputy Clayton Blackwood returned to restricted duty pending the outcome of the internal investigation, which will be handled by the Professional Standards Unit.

While on restricted duty, deputies under investigation for a serious policy violation do not have contact with the public.

SEDGWICK COUNTY —Law enforcement authorities are investigating&nbsp;a Sedgwick County Sheriff’s Deputy for alleged domestic violence.

On Saturday, police arrested 36-year-old Deputy Clayton Blackwood for misdemeanor Domestic Violence Disorderly Conduct, according to Lt. Benjamin Blick. The charge stems from an incident involving the deputy’s domestic partner identified as 34-year-old Ashley Blackwood who was also arrested.

When probable cause exists to support the elements of a misdemeanor domestic violence offense, an arrest is mandatory under Kansas law.

&nbsp;Deputy Blackwood, has been employed by the Sheriff’s Office for 5 years. In addition to the criminal case, the Professional Standards Unit of the Sedgwick County Sheriff’s Office is also conducting an investigation.

Following the arrest, Deputy Blackwood was suspended without pay pending the outcome of the criminal and internal investigation, according to Blick.

No charges filed against Kan. sheriff's deputy in domestic case

KANSAS CITY (AP) — A federal appeals court panel on Wednesday blocked Missouri from enforcing a sweeping state abortion law that bans the procedures at or after eight weeks of pregnancy.

A three-judge panel of the 8th U.S. Circuit Court of Appeals in St. Louis&nbsp;<a href="https://apnews.com/article/down-syndrome-health-abortion-us-supreme-court-st-louis-c846b5b33db75b2f81a9163d40e5ca80">heard arguments in September</a>&nbsp;in the legal battle over the&nbsp;<a href="https://apnews.com/article/80bfa84a31cb449cb5a60e1a24d7f8a7">2019 law</a>. The measure also would prohibit a woman from having an abortion because the fetus has Down syndrome.

Yamelsie Rodríguez, president and CEO of Reproductive Health Services of Planned Parenthood of the St. Louis Region, called the ruling “a critical victory for Missourians.”

“For now, we celebrate our continued ability to provide safe, legal abortion at the last remaining clinic in Missouri,” Rodriguez said in a statement.

Republican Attorney General Eric Schmitt said in a statement that his son, Stephen, who has a rare genetic condition, autism and epilepsy, “has shown me the inherent beauty and dignity in all life, especially those with special needs. While we’re disappointed in the 8th Circuit’s decision, their decision does provide an avenue for this case to be heard by the Supreme Court, and we plan to seek review in the Supreme Court.”

The lawsuit was filed by Reproductive Health Services, which operates the St. Louis abortion clinic, and the American Civil Liberties Union. A federal judge had blocked the law while the legal challenge plays out, prompting the state’s appeal to the 8th Circuit.

U.S. District Judge Howard Sachs said at the time of his ruling last year that Planned Parenthood and the ACLU would likely succeed in their lawsuit alleging that the law is unconstitutional. Similar laws have been struck down in North Dakota and Iowa.

Most of the discussion at the hearing in September centered around the provision banning abortions because the fetus is diagnosed with Down syndrome. Missouri Solicitor General John Sauer cited an “epidemic of abortions targeting children with Down syndrome for elimination solely because of their disability.”

Planned Parenthood attorney Claudia Hammerman argued at the time that four decades of Supreme Court precedent “make it clear that this is unconstitutional.” She said doctors won’t take the risk of losing their medical license for aborting a fetus with Down syndrome, regardless of whether the condition was the reason the woman sought the procedure.

Federal appeals court blocks sweeping Missouri abortion law

SALINA — A Kansas Air National Guard airman was killed and two others were injured when their Humvee overturned during a training accident near Salina.

Governor Laura Kelly issued a statement on the tragedy.

“My thoughts are with the Kansas National Guard and 184th Wing after yesterday’s military vehicle accident near Salina. I am hoping the two injured Airmen a speedy recovery, and share my condolences with the family, loved ones, and fellow Guardsmen of the service member who tragically lost his life. His commitment to our state will not be forgotten.”

The Adjutant General’s Department said in a news release Wednesday that members of the 284th Air Support Operations Squadron were training Tuesday afternoon near Salina. Two of the injured airmen were taken to a Salina hospital where they are being treated. 

One man who was unresponsive at the scene was evacuated by helicopter and died on the way to a Wichita hospital. The cause of the accident is not known and the name, age and hometown of the man who died have not been released.

Gov. Kelly issues statement on fatal Air National Guard accident

KANSAS CITY (AP) — A third victim has died from injuries sustained in a string of Kansas City shootings.

Police said the first deadly shooting happened around 1:30 p.m. Tuesday. Investigators said a male shooter approached the victim and opened fire before leaving. KMBC-TV&nbsp;<a href="https://www.kmbc.com/article/kansas-city-police-investigate-2-separate-homicides-double-shooting-tuesday-afternoon-1623191056/36666335">reports&nbsp;</a>that the victim was taken to a hospital, but died a short time later.

About an hour later, a 15-year-old was shot and killed at Sycamore Park. Police said there were families with children in the park who witnessed the shooting.

A double shooting also happened around the same time in a different neighborhood, and one of those also victims died.

Police in neighboring&nbsp;<a href="https://apnews.com/article/shootings-ca247bb71f1897ddc05b0e391689064a">Kansas City, Kansas,</a>&nbsp;also are investigating after a teenager was killed Tuesday in a shooting near an elementary school.

None of the names of the victims were immediately released.

A Kansas Air National Guard member from Salina is dead after a rollover accident on the Smoky Hill Weapons Range west of the city Tuesday afternoon.

Two other Kansas Air National Guard members suffered significant injuries, Saline County Sheriff Roger Soldan said this morning.

All three were assigned to the Kansas Air National Guard 184th Wing out of Wichita, according to information from the Kansas Adjutant General's Department.

Soldan said all three men were ejected when the Humvee they were in rolled, coming to rest on its top in the area of Parsons Road.

Other Kansas Air National Guard personnel discovered the wreck when the three men did not arrive at their destination, he said. It is believed the rollover occurred at approximately 2 p.m. Saline County deputies and Salina EMS personnel were dispatched to the scene at 2:18 p.m. Tuesday.

It is believed the rollover occurred at approximately 2 p.m. Saline County deputies and Salina EMS personnel were dispatched to the scene at 2:18 p.m. Tuesday.Wesley Kubie, 30, of Salina, who was a backseat passenger in the Humvee, was picked up by LifeStar to be flown to Wesley Medical Center in Wichita, but died in route, Soldan said.The driver of the Humvee, Jaden Johnson, 23, of Salina, and Cole Frederick, 28, of Topeka, who was in the front passenger seat, were transported to Salina Regional Health Center with significant injuries, Soldan said.The cause of the accident had not yet been determined."Today we lost a member of our family under unfortunate circumstances," said Col.
