TOPEKA — Kansas, a state that relies heavily on the 
cattle industry to power its economy, faces a shortage of the 
veterinarians that tend to the livestock.

So it’s launched a task 
force to find how to draw more people who can doctor the livestock 
driving billions of dollars in economic activity.

Cattle ranching and related businesses employ nearly 39,000 people and contribute an estimated <a href="https://agriculture.ks.gov/docs/default-source/ag-marketing/ag-contribution-2020.pdf?sfvrsn=10dc92c1_4" target="_blank">$8.7 billion</a> to the Kansas economy.

The
 veterinarian shortage poses more than just an inconvenience for people 
who ranch cattle or run cow-calf operations. If a cow needs a C-section 
and a vet isn’t available, that can mean a lost calf — and lost revenue.

“If
 you don't have a veterinarian that you can contact to provide the 
various vet services, it can have devastating impacts to your business,”
 Deputy Kansas Agriculture Secretary Kelsey Olson said.

State 
officials, the livestock industry and universities are looking for ways 
to ease the shortage. The Rural Veterinary Workforce Development Task 
Force is starting with <a href="https://kstate.qualtrics.com/jfe/form/SV_50yAle8jT1ib7VQ" target="_blank">a survey</a> to determine where livestock producers have the greatest need for veterinarians.

Olson
 said one factor is that many students entering veterinary school are 
interested in tending to cats and dogs, rather than heifers and hogs.

“We
 see that taking off,” she said. “Many of the students are coming in 
with that experience and wanting to specifically focus on small 
animals.”

In addition, Olson said it’s a challenging job. A rural 
vet might be on call every weekend. Working in a larger practice in a 
city can seem more appealing. More staff can share the demands with 
rotating weekend shifts.

Still, Kansas is doing better at training large animal vets than many other states.

Brad
 White, a Kansas State University professor and director of the Beef 
Cattle Institute, said about 25% of the school’s graduates work in mixed
 or large animal practices. He said the nationwide average is only 
around 14%.

He’s urging livestock producers to take the survey to 
help the group find out where veterinary shortages are the most severe. 
He thinks about it the same way he would treat an animal disease.

“I
 want to be able to get a diagnosis. I want to know, exactly what are we
 dealing with?,” White said. “Then I can come up with what's the best 
treatment plan.”

Some veterinary programs at K-State already focus
 specifically on food animals. White said fixing the shortage likely 
isn’t as simple as growing those programs.

“Is it education? Is it on the supply side? Is it on the demand side? Where is the discrepancy?” he said.

The people taking part in the effort believe it won’t be an easy task to sort all that out.

“I don't think there's a quick fix,” said Matt Teagarden, CEO of the Kansas Livestock Association.

Teagarden
 said scholarship programs that target rural students might help. But 
first, members of the task force need to know where there’s sufficient 
demand to sustain a veterinary practice.

It isn’t a long-term 
solution to recruit or train a new vet then send them to an area where 
there isn’t enough demand to sustain their business.

“There might be a reason,” Teagarden said, “there isn’t a vet clinic there already.”

KDHE: Latest coronavirus numbers in Kansas

SEDGWICK COUNTY— Law enforcement authorities are investigating two Kansas teens in connection with a drive-by shooting.

Just before 9:30 a.m. Tuesday, police responded to a shooting call in the 1600 block of East Pawnee in Wichita, according to Officer Charley Davidson.

&nbsp;Officers located a black Ford Focus that crashed into a business.&nbsp; In addition to the 20-year-old female driver with minor injuries from the crash, they found&nbsp;a 17-year-old&nbsp; passenger who had been shot.&nbsp; She was taken to an area hospital for treatment of non-life-threatening injuries.&nbsp;

The investigation revealed 19-year-old&nbsp;Shaniah  Brown was driving a white Dodge Avenger with 19-year-old Trelon Woods as a passenger.&nbsp; 

Brown and the 20-year-old driving the Ford saw each other in the area of Pawnee and Hillside.&nbsp; Brown and the 20-year-old are known to each other and have had ongoing disagreements.

A disturbance ensued between individuals in both vehicles, with objects being thrown at the vehicles.&nbsp; In the 1600 block of East Pawnee, Woods pulled out a handgun and fired multiple shots at the Ford striking the 17-year-old.

Officers located both Brown and Woods in the 6100 block of East Lincoln, and they were arrested without incident.

Both are being held on requested charges of aggravated battery and shooting into an occupied vehicle, according to Davidson.

Police: Shooting wounded Kan. girl before car crash

MCPHERSON COUNTY—A Kansas man died in an accident just after 4p.m. Tuesday in McPherson County.

A Honda Accord driven by Andrew A. Tolbert, 27, Hutchinson, was traveling on Kansas 61 at 8th Avenue, according to the McPherson County Sheriff.

The car hydroplaned on wet pavement, according to witnesses, and struck the bridge pillar. Tolbert was pronounced dead at the scene.&nbsp; The sheriff's department reported no additional details.

A Kansas House member who was&nbsp;<a href="https://apnews.com/article/kansas-michael-brown-arrests-education-government-and-politics-93ca613c25939d062b7d4cc9f2114aaa">arrested&nbsp;</a>after videos began circulating online of him arguing with teenage students and pushing one of them while he was working as a substitute teacher entered a not guilty plea Wednesday to three counts of misdemeanor battery.

Republican state Rep. Mark Samsel, who is free on bond, also was given three weeks to undergo a mental health evaluation. The next hearing was set for July 12.

The&nbsp;<a href="https://apnews.com/article/ks-state-wire-kansas-government-and-politics-4f7abc1a3efe44669614bc9c0361c748">charges&nbsp;</a>against Samsel arose from a student reporting an April 28 incident involving Samsel in what videos showed to be a noisy classroom in his hometown of Wellsville, a town of about 1,700 people roughly 55 miles southwest of Kansas City. The brief videos, provided by a parent who said they were shot by students, also showed Samsel talking about suicide, God and sex.

One video showed Samsel grabbing a boy, pushing him against a wall and telling him, “I could put the wrath of God on you right now,” before the boy breaks free and runs away, yelling.

A criminal complaint accuses Samsel of having made physical contact with two 15- or 16-year-old students “in a rude, insulting or angry manner.” The third charge alleges that Samsel caused “bodily harm” to one of the students.

Samsel was banned for a year from Wellsville public school property and events. But there’s no indication yet that he might face disciplinary action from the House, which can censure or expel members over their behavior.

Kansas law says battery is either causing bodily harm to another person or physical contact with someone else “in a rude, insulting or angry manner,” and is punished by up to six months in jail.

Judge orders mental health evaluation for Kan. House member

KANSAS CITY (AP) — Police in Kansas City have launched a homicide investigation after find the body of a man who had been missing for nearly a week.

The body of 52-year-old Gilberto Gutierrez was found Monday morning by officers who were called to an intersection in the Swope Parkway-Elmwood neighborhood, police said.

Police have not said how Gutierrez died, but had issued a missing persons alert for him on May 11, when he was last seen near his farm in south Kansas City.

Police said Monday that they were working with the medical examiner to determine Gutierrez’s cause of death.

Homicide investigation: Kansas City police find body of missing man

WASHINGTON — The Internal Revenue Service today continued an ongoing 
effort to help those experiencing homelessness by reminding people who 
don't have a permanent address or a bank account that they may still 
qualify for stimulus payments and other credits, including the advance 
Child Tax Credit.

The agency is also asking for help from groups that assist vulnerable
 or underserved people who may have difficulty getting a stimulus 
payment automatically. Filing a 2020 tax return, <a href="https://www.irs.gov/help/ita/do-i-need-to-file-a-tax-return">even if people don't have to,</a> could put money in their pocket.

While the third round of <a href="https://www.irs.gov/coronavirus/economic-impact-payments">Economic Impact Payments</a>
 continue to be made automatically to most eligible people, the IRS 
can't issue a payment to eligible Americans when information about them 
isn't available in the tax agency's systems.

To help people experiencing homelessness, the rural poor and other 
historically underserved groups, the IRS urges community groups, 
employers and others to share information about Economic Impact 
Payments, the upcoming advance Child Tax Credit and other tax details to
 help more eligible people file a tax return so they can receive 
everything to which they're eligible.

Advance Child Tax Credit: Payments begin soon

The IRS and the U.S. Department of the Treasury announced earlier 
this week that the first monthly payment of the expanded and 
newly-advanceable Child Tax Credit (CTC) from the American Rescue Plan 
will be made on July 15. Roughly 39 million households—covering 88% of 
children in the United States—are slated to begin receiving monthly 
payments without any further action required.

IRS and Treasury also announced the increased CTC payments will be 
made on the 15th of each month unless the 15th falls on a weekend or 
holiday. Families who receive the credit by direct deposit can plan 
their budgets around receipt of the benefit. Eligible families will 
receive a payment of up to $300 per month for each child under age 6 and
 up to $250 per month for each child age 6 and above.

The American Rescue Plan increased the maximum Child Tax Credit in 
2021 to $3,600 for children under the age of 6 and to $3,000 per child 
for children between ages 6 and 17. The American Rescue Plan is 
projected to lift more than five million children out of poverty this 
year, cutting child poverty by more than half.

Households covering more than 65 million children will receive the 
monthly CTC payments through direct deposit, paper check, or debit 
cards, and IRS and Treasury are committed to maximizing the use of 
direct deposit to ensure fast and secure delivery. While most taxpayers 
will not be required to take any action to receive their payments, 
Treasury and the IRS will continue outreach efforts with partner 
organizations over the coming months to make more families aware of 
their eligibility.

The IRS urges community groups, employers and others to share 
information about the Child Tax Credit, Economic Impact Payments and 
other key programs to help more eligible people file a tax return so 
they can receive everything to which they're eligible. IRS.gov has a

Economic Impact Payments, also known as stimulus payments, are 
different from most other tax benefits; people are eligible for the

Many financial institutions will help a person lacking an account to 
open a low-cost or no-cost bank account. Individuals who open accounts 
will then have an account and routing number available if they file and 
request a direct deposit of the Economic Impact Payment.

People with a prepaid debit card may be able to have their refund 
applied to the card. Many reloadable prepaid cards or mobile payment 
apps have account and routing numbers that can be provided to the IRS. 
Individuals would need to check with the financial institution to ensure
 the card can be used and to obtain the routing number and account 
number, which may be different from the card number.

Workers experiencing homelessness can also receive the EITC

A worker experiencing homelessness might also qualify for an <a href="https://www.irs.gov/credits-deductions/individuals/earned-income-tax-credit-eitc">Earned Income Tax Credit (EITC)</a>.&nbsp;To
 get the credit, federal law requires that a worker live in the U.S. for
 more than half of the year and meet other requirements. This means 
living in a home in any of the 50 states or the District of Columbia. 
Therefore, individuals experiencing homelessness, including those who 
reside at one or more homeless shelters, can meet that requirement.

More details on the Earned Income Tax Credit

For people experiencing homelessness who have a job, filing a return 
often carries an added bonus—getting a refund based on various tax 
benefits, especially the EITC for low-and moderate-income workers and 
working families.

Like many other workers, some workers experiencing homelessness still
 qualify for the credit even if they earned too little income during 
2020 to owe tax. For 2020, the income limit is $15,820 for singles with 
no children ($21,710 for couples with no children). The income limit is 
higher for people with children. For example, the limit is $50,594 for 
singles with three or more children ($56,844 for couples with three or 
more children). Those who make less must also meet other <a href="https://www.irs.gov/credits-deductions/individuals/earned-income-tax-credit/who-qualifies-for-the-earned-income-tax-credit-eitc">eligibility requirements</a>.

Because it's a refundable credit, those who qualify and claim the 
credit could pay less federal tax, pay no tax or even get a tax refund. 
The EITC can put up to $6,660 into a worker's pocket. The amount varies 
depending upon the worker's income, filing status and other factors.

The IRS recognizes that eligible workers experiencing homelessness often encounter unique challenges not faced by other people.

To find out if they're eligible, people can use the <a href="https://www.irs.gov/credits-deductions/individuals/earned-income-tax-credit/use-the-eitc-assistant">EITC Assistant</a> on IRS.gov. It's available in both English and Spanish.

The fastest and easiest way to claim the 2020 Recovery Rebate Credit 
and Earned Income Tax Credit (EITC) or to get the third Economic Impact 
Payment is to file a return electronically using IRS <a href="https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free">Free File</a>. People can use a smartphone or computer to visit IRS.gov.

Through the Free File system, anyone who qualifies for the EITC also

Employers can help by making their employees aware of the third

 and by encouraging them to file for these benefits based on tax year 
2020 rules. In addition, the American Rescue Plan, enacted in March 
2021, expands EITC and the Child Tax Credit benefits for the 2021 tax

IRS: Those without permanent addresses qualify for stimulus, Child Tax Credit payments

NEW YORK (AP) — The New York attorney general’s office said Tuesday that it is conducting a criminal investigation into former President Donald Trump’s business empire, expanding what had previously been a civil probe.

“We have informed the Trump Organization that our investigation into the company is no longer purely civil in nature,” Fabien Levy, a spokesperson for Attorney General Letitia James, said in a statement.

“We are now actively investigating the Trump Organization in a criminal capacity, along with the Manhattan DA,” Levy said.

James’ investigators are working with the Manhattan district attorney’s office, which has been conducting a criminal investigation into Trump and his company, the Trump Organization, for two years. James and District Attorney Cyrus Vance Jr. are both Democrats.

James’ office offered no explanation for what prompted the change in its approach to the investigation or why it chose to announce it publicly. CNN was first to report the development.

Levy declined further comment. A spokesperson for Vance declined comment. A message seeking comment was left with a lawyer for Trump and spokespeople for the former president and his company.

In the past, the Republican ex-president has decried the investigations as part of a Democratic “witch hunt.”

James’ disclosure of a widening investigation is not necessarily an indication that she is planning to bring criminal charges. In New York, if that were to happen, the state attorney general can do so through a county district attorney, like Vance, or with a referral from Gov. Andrew Cuomo or a state agency.

James’ civil investigation and Vance’s criminal probe had overlapped in some areas, including examining whether Trump or his businesses manipulated the value of assets — inflating them in some cases and minimizing them in others — to gain favorable loan terms and tax benefits.

Vance’s investigation also included a look at hush-money payments paid to women on Trump’s behalf and the propriety of tax write-offs the Trump Organization claimed on millions of dollars in consulting fees it paid, including money that went to Trump’s daughter, Ivanka.

Vance’s office hasn’t publicly said what it is investigating, citing grand jury secrecy rules, but some details have come out during a legal battle to get access to Trump’s tax records, which it finally obtained in February.

As part of her civil investigation, James’ office issued subpoenas to local governments in November 2019 for records pertaining to Trump’s estate north of Manhattan, Seven Springs and a tax benefit Trump received for placing land there into a conservation trust.

James was also looking at similar issues relating to a Trump office building in New York City, a hotel in Chicago and a golf course near Los Angeles. Her office also won a series of court rulings forcing Trump’s company and a law firm it hired to turn over troves of records.

Vance’s investigation has also appeared to focus in recent weeks on the Trump Organization’s longtime finance chief, Allen Weisselberg.

His former daughter-in-law, Jen Weisselberg, has given investigators reams of documents as they look into how some Trump employees were compensated with apartments or school tuition.

Weisselberg was subpoenaed in James’ civil investigation and testified twice in 2020. His lawyer didn’t immediately respond to an email Tuesday night.

mail and online ads, and has sold them to consumers over the phone and 
online.

In reality, the FTC alleges, Frontier did not provide many
 consumers with the maximum speeds they were promised and the speeds 
they actually received often fell far short of what was touted in the 
plans they purchased.

The FTC’s allegations concern Frontier’s 
Digital Subscriber Line (DSL) Internet service, which is transmitted 
over copper telephone wires. Frontier provides DSL service to 
approximately 1.3 million consumers, many in rural areas, across 25 
states.

Since at least January 2015, thousands of consumers 
complained to Frontier and government agencies that the company failed 
to provide DSL Internet service at the speeds they were promised. Many 
consumers have complained that the slower speeds actually provided by 
Frontier failed to support the typical online activities they should 
have been able to perform at the speed tiers Frontier had sold to them.

The
 FTC’s complaint was filed with the attorneys general from Arizona, 
Indiana, Michigan, North Carolina, and Wisconsin, as well as the 
district attorneys’ offices of Los Angeles County and Riverside County 
on behalf of the State of California.&nbsp;

The complaint alleges that 
Frontier violated the FTC Act and various state laws by misrepresenting 
the speeds of Internet service it would provide consumers and engaged in
 unfair billing practices for charging consumers for a more expensive 
level of Internet service than it actually provided.

The 
Commission vote authorizing the staff to file the complaint was 4-0. The
 complaint was filed in the U.S. District Court for the Central District

FTC sues broadband company for misrepresenting internet speeds

ATLANTA (AP) — A U.S. government report finds rural counties are behind urban counties in their COVID-19 vaccination efforts, a gap that could slow the fight against the coronavirus.

The Centers for Disease Control and Prevention reported Tuesday that 39% of adults in rural counties had received at least one shot compared to 46% in urban counties as of April 10. The rural lag holds up in women, men and both younger and older adults.

Polling suggests rural Americans are more likely than others to say they’ll avoid vaccination. The CDC report says rural Americans may have more trouble traveling to distant vaccination sites.

Early in the pandemic, the coronavirus hit large cities. By September, it spread throughout the country and case rates in rural areas eventually surpassed urban centers. Some research suggests rural Americans may be more vulnerable to serious infection and death from COVID-19.

The CDC says public health departments should work with doctors, pharmacies, faith groups and employers in rural areas to address the gap in coverage.

CDC report: Rural counties lag in vaccination rates

KANSAS CITY —A Missouri farmer accused of attempting to cover up a $215,000 cattle fraud scheme by killing two Wisconsin brothers was indicted Tuesday on a federal mail fraud charge.

Garland Joseph Nelson, 27, is awaiting trial on&nbsp;<a href="https://apnews.com/article/michael-brown-us-news-ap-top-news-kansas-city-wisconsin-d979d903133f475f941d1be6a8ce5fe3">state murder and other charges&nbsp;</a>in the deaths of 24-year-old Justin Diemel and 35-year-old Nicholas Diemel, of Shawano County, Wisconsin. The brothers disappeared after visiting Nelson’s farm in July 2019, and their burned remains were later found in Missouri and Nebraska.

The federal charge focuses on the financial deal that brought the brothers to Kansas City.

Nelson agreed to feed and pasture cattle belonging to the brothers’ Wisconsin livestock trade and investment business, the indictment says. The arrangement was supposed to end with Nelson, who worked for J4s Farm Enterprises Inc., a business started by his mother, selling the cattle and sending the brothers the proceeds, minus the costs of raising the cattle.

But the U.S. attorney’s office said in a news release that Nelson sold, traded or killed many of the Diemels’ cattle without paying them.

The indictment also alleges that the cattle in Nelson’s care “had high death rates due to underfeeding, neglect, and/or maltreatment.” In one case, he dropped hay bales in a pasture for calves but did not remove the plastic covering, so calves ate the plastic and died.

Throughout the spring of 2019, Nicholas Diemel pressed Nelson for payment. Nelson responded by fraudulently sending the Diemels a bad check for $215,936 while the account had a balance of 21 cents, according to the U.S. attorney’s office. The check had been intentionally torn and damaged so it could not be submitted for payment.

The brothers eventually flew to Kansas City in July 2019, rented a pickup truck and drove to Nelson’s mother’s farm in Braymer. The indictment alleges that Nelson then killed them.

KC-area man charged in brother's deaths accused of fraud

SALINA—Law enforcement authorities investigating the murder of a woman in Salina continue their search for a suspect identified as as 35-year-old Nelson Gerrod Hull.

He is wanted for the February 23 shooting death of 36-year-old Courtney Ann Hoffman.&nbsp; The Saline County District Court issued an arrest warrant for Hull for murder in the first degree.

Hull is described as a black male, 6-foot-3, 200 pounds with black hair and brown eyes. A tattoo on the right side of his neck is "Mi Familia."

On Monday, police reported the arrest of Clarence Darnyl Brown, 34, of Salina, in connection with the case.&nbsp;Brown is being held on requested charges of Aiding and abetting first degree murder, Criminal solicitation and Interference with law enforcement.

Just after 11:30a.m. on February 23, police responded to the 700 block of North Fourth Street in Salina for a report of the sound of gunfire and someone screaming, according to a media release.

Upon arrival, Salina Police Officers located a woman identified as Hoffman inside a vehicle at 731 N. 4th Street. She had a gunshot wound and was pronounced deceased by Salina Fire Department EMS personnel.

Police say Hull should be considered armed and dangerous. They encourage anyone with information on Hull's current location to contact 911 immediately.

After 12 weeks, search continues for suspect in murder of Kan. woman

GRANT COUNTY—One person was injured in an accident just after 2:30p.m. Tuesday in Grant County.

The Kansas Highway Patrol reported a 1970 Bell OH58A helicopter used for agricultural aerial spraying and piloted by Ripson Wong, 47, Henderson, Nevada, was applying chemical to a field west of Kansas 25 one mile south of County Road 1, 16 miles south of Lakin.

The helicopter was eastbound at the east edge of the field where the chemicals were being applied and struck a power line, became unstable and crashed in a wheat field.

The helicopter came to rest on its left side facing east, approximately 434 feet east of the two track field entrance road.

EMS transported Wong to Bob Wilson Memorial Hospital in Ulysses. The accident remains under investigation.

Pilot hospitalized after helicopter crash in Kansas field

TOPEKA – El Dorado Correctional Facility (EDCF) resident Christopher J. Walton died Monday, May 17, 2021 at the facility, according to a media release from the Kansas Department of Corrections.

 The cause of death is pending the results of an autopsy. Preliminary assessment indicates the death was not related to COVID-19.

Walton was serving a sentence for possession of opiates, burglary, criminal damage to property and battery. He had been imprisoned with KDOC since November 2020.

Per protocol, when a resident dies in the custody of the KDOC, the death is under investigation by the KDOC and the Kansas Bureau of Investigation.

coverage under the Consolidated Omnibus Budget Reconciliation Act of 
1985 (COBRA).

 provides guidance for employers, plan administrators, and health 
insurers regarding the new credit available to them for providing 
continuation health coverage to certain individuals under COBRA.

The American Rescue Plan provides a temporary 100% reduction in the 
premium that individuals would have to pay when they elect COBRA 
continuation health coverage following a reduction in hours or an 
involuntary termination of employment. The new law provides a 
corresponding tax credit for the entities that maintain group health 
plans, such as employers, multiemployer plans, and insurers. The 100% 
reduction in the premium and the credit are also available with respect 
to continuation coverage provided for those events under comparable 
State laws, sometimes referred to as "mini-COBRA."

Notice 2021-31 provides information regarding the calculation of the 
credit, the eligibility of individuals, the premium assistance period, 
and other information vital to employers, plan administrators, and

IRS outlines tax relief, credits for COBRA health plans

KANSAS CITY, Kan. (AP) — Police in Kansas City, Kansas, have identified a man killed last week in a wooded residential area on the northwestern edge of the city.

Officers were called to the area the afternoon of May 11 and found Francisco Herrera-Flores, 38, of Kansas City, Kansas, police said in a news release Monday. Herrera-Flores had been shot, investigators said.

Guadalupe Benitez-Pizarro, 36, of Sante Fe, New Mexico, has been arrested and charged with second-degree felony murder in Herrera-Flores’ death, police said in the release. Benitez-Pizarro is being held in the Wyandotte County Jail on a $250,000 bond.

Herrera-Flores’ death marked the 10th homicide for Kansas City, Kansas, this year.

Suspect from New Mexico jailed for Kan. man's murder

SALINE COUNTY — Law enforcement authorities are investigating a Kansas felon in connection to theft and trespassing incidents.

Just after 4:30 p.m. Monday, police were sent to Walmart, 2900 S. Ninth Street, for the report of a person who allegedly rode a green and black bicycle out of the store without paying for it, according to Salina Police Captain Paul Forrester. The bike was valued at $580.

The person was described as a white male wearing a brown shirt, blue jeans, and a camouflage jacket.

Shortly before 5:30 p.m., officers were sent to Wildcat Circle for the report of a burglary in progress. The reporting party and his family were inside the residence when they saw a white male wearing blue jeans and a tan shirt walking into their garage. The resident walked out through the garage and saw the man, who then left the garage and ran from the property carrying a green and black bicycle, Forrester reported. 

The man, who a witness identified as Joshua Swisher, 38, of Salina, ran onto the nearby flood dike and continued northbound.

A short time later, an off-duty officer saw a person matching Swisher's description riding a bike in the 100 block of S. Kansas Ave. Officers located Swisher in the backyard of a residence in the 100 block of S. Kansas Avenue, Forrester noted.

Swisher was arrested on requested charges of Theft, Three counts of trespassing and Interference with law enforcement.

 </figure>By LESLIE EIKLEBERRY Salina PostSALINE COUNTY — Law enforcement authorities are investigating a Kansas felon in connection to theft and trespassing incidents.Just after 4:30 p.m. Monday, police were sent to Walmart, 2900 S. Ninth Street, for the report of a person who allegedly rode a green and black bicycle out of the store without paying for it, according to Salina Police Captain Paul Forrester. The bike was valued at $580.The person was described as a white male wearing a brown shirt, blue jeans, and a camouflage jacket.Shortly before 5:30 p.m., officers were sent to Wildcat Circle for the report of a burglary in progress. The reporting party and his family were inside the residence when they saw a white male wearing blue jeans and a tan shirt walking into their garage. The resident walked out through the garage and saw the man, who then left the garage and ran from the property carrying a green and black bicycle, Forrester reported. The man, who a witness identified as Joshua Swisher, 38, of Salina, ran onto the nearby flood dike and continued northbound.A short time later, an off-duty officer saw a person matching Swisher's description riding a bike in the 100 block of S. Kansas Ave. Officers located Swisher in the backyard of a residence in the 100 block of S. Kansas Avenue, Forrester noted.Swisher was arrested on requested charges of Theft, Three counts of trespassing and Interference with law enforcement.
