TOPEKA, Kan. (AP) — Kansas paid $290 million worth of fraudulent claims for unemployment benefits last year, prompting a key Republican lawmaker on Wednesday to call the state Department of Labor’s fraud problems “a disgrace.”

Figures released Tuesday by the department were its first estimates of the cost of bogus unemployment claims and were issued a day before the scheduled release of a legislative audit on fraud issues. Democratic Gov. Laura Kelly has said her administration is doing “everything in our power” to combat fraud and resolve problems with distributing benefits during the coronavirus pandemic, but Republicans in the GOP-controlled Legislature contend the efforts are inadequate.

Kelly and the department have blamed the problems on decades-old computer technology. They’ve said that system wasn’t equipped to handle the surge of 4 million claims that came after restrictions imposed to check the spread of COVID-19, including a statewide stay-at-home order imposed by Kelly last spring. Kelly has included $37.5 million in her proposed budget to upgrade the department’s technology.

The governor also sees much of the criticism as Republicans “just laying the groundwork” to try to prevent her reelection in 2022.

Acting Labor Secretary Amber Schultz on Tuesday also blamed Congress for some of the problems when it created several new programs to provide additional benefits to jobless workers. She said congressional measures handcuffed states efforts to limit fraud until the most recent COVID-19 relief package in December.

The Department of Labor&nbsp;<a href="https://apnews.com/article/kansas-topeka-f79ed0b839ad8501cf50650ca51dcbb1">shut down</a>&nbsp;the Kansas unemployment system from Jan. 30 to Feb. 2 to install new security protocols. It said it has blocked about 5 million fraudulent log-in attempts by scammers or internet bots, or roughly three every second. The department said it has referred more than 50,000 cases to federal law enforcement officials.

“All 50 states have been overrun with coordinated, sophisticated criminal fraud attempts,” Kelly said in a statement Tuesday.

Attorney General Derek Schmidt, a Republican, said his office has been working with law enforcement officials for months to attack fraud “to the extent that bad actors can be found.”

“The challenge appears to be that most of these bad actors, particularly the organized ones, are almost certainly off-shore and outside the jurisdictional reach of local authorities or state authorities,” Schmidt said in an interview Tuesday.

But Republican lawmakers said the federal government warned states about potential fraud early in the pandemic last year and contend the state Department of Labor wasn’t aggressive enough in combatting it. They’re also frustrated, they say, because they’re still receiving dozens of calls a day each from people who deserve benefits but are having trouble getting them.

The problems prompted the Legislature to commission a two-part review by its auditing arm. The first report, to be released Wednesday, was to focus on fraud, while a broader audit is expected in June.

Republican legislators circulated estimates for fraudulent claims as high as $700 million, based on calculations from human resources managers outside government, which the Department of Labor has disputed.

House Speaker Ron Ryckman Jr., an Olathe Republican, said that even accepting the department’s estimate, “That’s $290 million that should have gone to Kansans who are out of work and waiting for benefits.”

SALINE COUNTY—Law enforcement authorities are are investigating the death of a woman in Salina as a homicide.

Just after 11:30 a.m. Tuesday, Salina Fire Department EMS and Salina Police Officers were dispatched to the 700 block of North Fourth Street in Salina for a report of the sound of gunfire and someone screaming, according to a media release.

Upon arrival, officers located a woman later identified as&nbsp; Courtney Ann Hoffman, 36, inside a vehicle at 731 North Fourth Street. She had a gunshot wound and was pronounced dead by EMS personnel.

Police detectives are working to identify and locate persons who were in the area at the time of the shooting.

Homicide: 36-year-old Kansas woman found dead inside vehicle

LAS VEGAS (AP) — Class action lawsuits were filed in Nevada against 10 major auto insurance companies on Tuesday, contending that the companies charged excessive insurance premiums during the pandemic by failing to account for a drop in driving and crashes.

The lawsuits acknowledge that some insurers provided discounts over the emptier roads and drop in accidents and claims, but the discounts did not offer “any meaningful relief that actually reflects the reduction in cars on the road and reduced driving during the pandemic,” according to the court filings. The rates that were charged violate state law against excessive premiums, the lawsuits contend.T

The lawsuits were filed on behalf of Nevada insurance customers against State Farm, USAA, Geico, Acuity, Liberty Mutual, Farmers, Progressive, Travelers, Nationwide and Allstate.

“The filing of a lawsuit does not substantiate the allegations within the complaint,” State Farm, the country’s largest auto insurer, said in a statement. “We’ve recently learned about the filing, and it is premature to comment at this time.”

Phone and email messages seeking comment from the other insurers were not immediately returned Tuesday.

States across the country began reporting a decline in traffic and crashes when COVID-19-related closures and stay-at-home orders were imposed starting last spring. Companies that sell the majority of the policies across the U.S. announced refunds or credits to drivers.

The discounts provided by insurers to reflect pandemic driving conditions varied, from $50 to $100 one-time refund from Acuity, a 25% reduction in bills from March 20 to May 31 from State Farm, to a 15% credit from Geico only when renewing a policy between April 8 and October 7, according to the lawsuits.

“I believe that the rates should have been cut something in the order of 50-60%,” said Robert Eglet, lead counsel for the law firm Eglet Adams, which filed the lawsuits. “These discounts that were given, were just totally woefully inadequate.”

His comments are similar to those made by the Consumer Federation of America in September, which said that the relief provided by insurers was not enough and said state insurance commissioners who regulate the industry had failed “to prevent windfall auto insurer profits as auto claims dropped when driving and auto crashes declined.”

In Nevada, after the governor ordered the closure of nonessential businesses, the Nevada-California border, which sees traffic backups when tourists pour into Las Vegas for weekend trips and other getaways, had 66% less traffic in April 2020 than in the same month in 2019, according to the lawsuits, along with a 60% drop in automobile accidents in southern Nevada in March 2020 when compared to the previous year.

Eglet, whose firm represented several thousand victims of the 2017 Las Vegas mass shooting in a lawsuit against MGM Resorts and the state of Nevada and a wide-ranging lawsuit against opioid manufacturers and sellers, said it was premature to estimate the total dollar amount of the claims across the lawsuit but said it was “well into the millions.”

The proposal is the latest in a series of measures aimed at curbing the governor’s power, as Republicans also try to build a case against Kelly’s reelection in 2022, with Schmidt widely considered a potential candidate for governor. GOP lawmakers have intensified their criticism of Kelly in recent weeks over what they view as the state’s flawed distribution of COVID-19 vaccines and over&nbsp;<a href="https://apnews.com/article/technology-kansas-topeka-coronavirus-pandemic-22c2a4128196c0e629936ea778ef3563">the Department of Labor’s struggle</a>&nbsp;to deliver benefits to jobless workers and combat fraudulent unemployment claims.

“Kansans are tried of excuses, and that’s all we’re getting,” House Speaker Ron Ryckman Jr., an Olathe Republican, said after a Statehouse news conference unveiling the latest proposal. “Oversight seems to be the solution.”

“The pandemic has really, I think, ratcheted up these party warfare tensions over government power in your divided-government states like Kansas,” said University of Kansas political scientist Patrick Miller.

A Kansas House committee hopes to vote Thursday on a bill that would&nbsp;<a href="https://apnews.com/article/technology-legislature-kansas-coronavirus-pandemic-topeka-d859fffe8b2a110ac8c1e47dbf873108">give lawmakers more control&nbsp;</a>over upgrades of the state Department of Labor’s computer system. Lawmakers also are pursuing bills that would create an office to&nbsp;<a href="https://apnews.com/article/legislature-foster-care-kansas-child-welfare-executive-branch-6d29c83784685446474bdd31c8fdec3a">monitor the state’s foster care system</a>&nbsp;and report to them, and would strip the governor of the&nbsp;<a href="http://www.kslegislature.org/li/b2021_22/measures/documents/supp_note_hb2051_01_0000.pdf" target="_blank">power to fill vacancies</a>&nbsp;in the state treasurer’s and insurance commissioner’s offices.

The latest proposal would go on the ballot for voters’ potential approval in November 2022 if both chambers approve it by two-thirds majorities. Republicans have supermajorities in both the House and Senate.

“This is a complete power grab and a complete overreach,” said Democratic state Rep. Jason Probst, of Hutchinson.

Kelly spokesperson Sam Coleman said the new proposal “is further proof that Republican leaders have no interest in doing the serious work” of helping Kansas recover from the pandemic.

“They are only fixated on trying to stop the governor from doing her job,” he said in an email to The Associated Press.

During the GOP’s news conference, Schmidt declined to point out specific administrative rules that he or others deem excessive. Instead, he said, the issue is restoring elected legislators’ ability to overturn the actions of unelected state agency officials and reining in an “ever-growing administrative state.”

While state laws dictate much of what state agencies are allowed to do in regulating businesses and others, legislators often leave it to them to flesh out the details with administrative rules. The Legislature has a joint committee that reviews agency regulations — and it’s sometimes critical — but overturning rules requires enacting a law, with the governor’s consent.

Schmidt said the Kansas proposal is similar to provisions in several other state constitutions, including New Jersey’s.

“I think our system has gotten somewhat out of whack,” he said.

Schmidt acknowledged that the pandemic has focused officials on the governor’s power, leading them to “discover” again the issue of lawmakers not being able to veto agencies’ rules.

“Obviously, we’re all focused on, you know, issues of oversight in perhaps a manner we weren’t a year and a half ago because of the extraordinary use of executive power,” Schmidt said.

The attorney general rejected a suggestion that Tuesday’s news conference could be viewed as an informal kickoff to a campaign for governor. Asked whether he is running, he said, “I didn’t say that.”

Schmidt noted that the measure, if added to the state constitution, would allow the Legislature to reject regulations from his office.

“This is simply resetting that balance and giving voice to the regulated, through their elected representatives,” said Senate President Ty Masterson, an Andover Republican.

GOP officials launch new effort to rein in Kansas governor

WASHINGTON (AP) — A federal judge in Washington D.C., ruled Tuesday that the alleged leader of the Kansas City-area chapter of the Proud Boys should remain in custody until his trial on charges arising from the Jan. 6 riot at the U.S. Capitol.

Chief U.S. District Judge Beryl Howell said William Chrestman, 47, of Olathe, should be taken from Kansas to Washington, D.C., to await trial on conspiracy and several other charges.

Howell’s ruling overturns an order last week from U.S. Magistrate Judge James O’Hara in Kansas that Chrestman should be freed while awaiting trial. Government attorneys quickly filed an appeal after O’Hara’s ruling.

Chrestman’s attorneys had argued that former President Donald Trump gave the mob “explicit permission and encouragement” to attack the Capitol, suggesting those who obeyed him had “a viable defense against criminal liability.”

Five other members of the Kansas City-area Proud Boys have been charged for their actions in the riot. They are Christopher Charles Kuehn, Olathe, Kansas; Louis Enrique Colon, of Blue Springs, Missouri; Ryan Ashlock, of Gardner, Kansas; and Felicia and Cory Konold, who live in the Tucson, Arizona, area.

 this tax season when many people are trying to stay safe at home, the 
Internal Revenue Service reminds taxpayers about ways to do their taxes 
for free online or with help from volunteers.

Taxpayers who want to prepare and file their tax returns electronically can use <a href="https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free">IRS Free File</a>.
 IRS Free File offers brand-name tax software for taxpayers with an 
income of $72,000 or less in 2020. Taxpayers who earned more can use 
Free File Fillable Forms, the electronic version of IRS paper forms. 
Taxpayers can get started at IRS.gov/FreeFile. IRS Free File also lets 
taxpayers get an automatic extension of time to file if they need it.

Free File is also a way to get a refund fast. Filing electronically and using <a href="https://www.irs.gov/refunds/get-your-refund-faster-tell-irs-to-direct-deposit-your-refund-to-one-two-or-three-accounts">direct deposit</a>
 is the fastest and most accurate way to file and get a refund. The IRS 
issues nine out of 10 refunds in 21 days or less. Taxpayers filing on 
paper can also choose direct deposit, but paper returns take longer to 
process.

Free File and e-file also help taxpayers who owe. When filing 
electronically, taxpayers can pay with electronic funds withdrawal for 
free. Another option is to pay with their bank account using <a href="https://www.irs.gov/payments/direct-pay">Direct Pay</a>.
 In addition to paying online, taxpayers who owe taxes can pay using the
 IRS2Go mobile app on a smartphone or other mobile device. Information

Free options for the military and some veterans

<a href="https://www.militaryonesource.mil/financial-legal/tax-resource-center/miltax-military-tax-services">MilTax</a>,
 Military OneSource's tax service, provides online software for eligible
 individuals to electronically file a federal return and up to three 
state returns for free.

Military OneSource is a program funded by the Department of Defense 
that provides a range of free resources for military members, veterans 
and their families.

Get free tax help from volunteers in the community

The Volunteer Income Tax Assistance (VITA) program offers free tax 
help to individuals who generally make $57,000 or less, persons with 
disabilities, the elderly and individuals with limited English 
proficiency who need assistance in preparing their taxes. The Tax 
Counseling for the Elderly (TCE) program also offers free tax help to 
taxpayers, particularly those age 60 and older.

For over 50 years, volunteers have prepared tax returns in 
communities across the country. Each filing season, tens of thousands of
 dedicated VITA/TCE volunteers prepare millions of federal and state 
returns. Last year, for example, over 70,000 volunteers prepared over 
2.5 million federal tax returns.

And this tax season, due to the ongoing pandemic, some volunteer 
sites will offer virtual help to taxpayers in place of face-to-face 
assistance. This allows volunteers to help taxpayers over the phone or 
online to complete their returns. While virtual tax prep will be an 
option this tax season, some VITA/TCE sites will still offer in-person 
free tax help. However, safety and social distancing will be emphasized.

IRS-certified VITA and TCE volunteers are trained to help taxpayers claim the tax credits they are entitled to such as the <a href="https://www.irs.gov/credits-deductions/individuals/earned-income-tax-credit-eitc">Earned Income Tax Credit</a> and the <a href="https://www.irs.gov/help/ita/does-my-childdependent-qualify-for-the-child-tax-credit-or-the-credit-for-other-dependents">Child Tax Credit and Credit for Other Dependents</a>.

workers who earned $56,844 or less in 2020. The IRS estimates four out 
of five eligible taxpayers claim and get the EITC. Nationwide in 2020, 
around 25 million taxpayers received over $62 billion in EITC. The 
average EITC amount received was $2,461 per return. The EITC is worth as
 much as $6,660 for a family with three or more children or up to $538 
for taxpayers who do not have a qualifying child.

New this tax season, taxpayers can use their 2019 earned income to figure their 2020 EITC and the <a href="https://www.irs.gov/help/ita/does-my-childdependent-qualify-for-the-child-tax-credit-or-the-credit-for-other-dependents">Additional Child Tax Credit</a>

instead of their regular wages, get bigger tax credits and larger 
refunds in the coming year.

Also, any Economic Impact Payments received are not taxable or 
counted as income for purposes of claiming the EITC. Eligible 
individuals who did not receive the full amounts of both Economic Impact
 Payments may claim the Recovery Rebate Credit on their 2020 tax return.

IRS: How to do taxes for free and get refunds fast

KANSAS CITY (AP) — A giant vaccination center is opening in Houston to administer 126,000 coronavirus doses in the next three weeks. Nevada health officials are working overtime to distribute delayed shots. And Rhode Island is rescheduling appointments after a vaccine shipment failed to arrive as scheduled earlier in the week.

From coast to coast, states were scrambling Tuesday to catch up on vaccinations a week after winter storms battered a large swath of the U.S. and led to clinic closures, canceled appointments and shipment backlogs nationwide.

But limited supply of the two approved COVID-19 vaccines hampered the pace of vaccinations even before extreme weather delayed the delivery of about 6 million doses.

The White House promised on Tuesday that help is on the way.

States can expect about 14.5 million doses of the coronavirus vaccine this week, an almost 70% increase in distribution over the past month, White House press secretary Jen Psaki said Tuesday. And White House coronavirus coordinator Jeff Zients told governors on Tuesday that the number of doses sent directly to pharmacies will increase by about 100,000 this week, Psaki said.

The stepped-up efforts come as the COVID-19 death toll in the U.S. surpassed 500,000, far more than any other country.

More than 44 million Americans have received at least one dose of either the Pfizer or Moderna vaccine, and about 1.4 million per day received either a first or second dose over the past seven days, according to the Centers for Disease Control and Prevention.

Although average daily deaths and cases have been falling, some experts say not enough Americans have been inoculated for the vaccine to be the reason. The decline instead is attributed to the passing of the holidays, more people staying indoors during the winter and better adherence to mask rules and social distancing.

What’s more, they warn that dangerous variants could cause the trend to reverse itself. States are responding by simultaneously trying to catch up from last week’s pause and gear up to vaccinate more people in coming weeks.

Houston’s federally funded vaccination site will open Wednesday at NRG Park, operating seven days a week for three weeks to distribute 126,000 first doses, before transitioning to second doses, officials said.

Texans are recovering from a devastating winter storm that killed at least 35 people, left millions without power and water, and delayed vaccinations.

“It’s been trauma after trauma, and people deserve some good news, some hope,” said Harris County Judge Lina Hidalgo, the county’s chief elected official.

In Buda, Texas, retired teachers Donna and Gerald Haschke, both 74, were supposed to get their second doses last week but their appointments were canceled three times because of the storm. They’re scheduled to receive doses on Thursday.

The couple are eager to get completely vaccinated after months of having to scale back all their activities because of the coronavirus. Gerald Haschke has heart stents and Donna Haschke has atrial fibrillation, she said.

“My cardiologists said, ‘You do not want to get COVID,’” Donna Haschke said. “I said, ‘No, I don’t.’ To me that was a warning that I need to stay home.”

In Mississippi, where COVID-19 vaccinations plummeted last week amid freezing temperatures and icy roads, health officials were automatically rescheduling appointments, and planned to schedule more than normal through the weekend.

The state Department of Health said Monday that just 32,540 vaccinations were given in the state last week, down from 106,691 the previous week.

Nevada Gov. Steve Sisolak said Monday that 46,000 doses of Moderna’s COVID-19 vaccine that were delayed by weather began arriving in the state. The head of the state’s Bureau of Child, Family and Community Wellness said officials would work overtime to administer those doses along with this week’s regularly scheduled shipment.

President Joe Biden has said that every American who wants a vaccine will be able to get one by the end of July.

But demand continues to outpace limited supplies distributed by the U.S. government.

Executives from five companies with contracts to supply shots to the U.S. — Pfizer, Moderna, Johnson &amp; Johnson, AstraZeneca and Novavax — testified about supply issues Tuesday before Congress’ Energy and Commerce Committee.

Looking ahead to summer, Pfizer and Moderna executives said they expect to complete delivery of 300 million doses each, and J&amp;J aims to provide an additional 100 million doses — more than enough to vaccinate every American adult.

Arizona will increase vaccinations by opening its fourth state-run mass vaccination clinic, state health department officials said. In addition, transportation costs to and from vaccination appointments now will be covered for people enrolled in Arizona’s Medicaid program, Gov. Doug Ducey said.

“This change will make it easier for our most vulnerable Arizonans ... to get vaccinated,” Ducey said.

California Gov. Gavin Newsom said 11 mobile clinics will open in California’s vast Central Valley, an agricultural region that’s been hit hard by the coronavirus. They’ll be used mainly to vaccinate farmworkers who don’t have transportation to larger vaccination sites or can’t navigate the state’s online signup portal.

Newsom said the state also is sending 34,000 extra vaccine doses to that area from a pharmacy that wasn’t using them quickly enough.

Meanwhile, Tenessee’s top health official said Tuesday that more than 2,400 doses of the COVID-19 vaccine went to waste over the past month in Shelby County, which encompasses Memphis, while local officials sat on tens of thousands of shots that they thought had already gone into arms.

Health Commissioner Lisa Piercey said a Department of Health investigation over the weekend found issues dating to Feb. 3 that included spoiled doses, an excessive vaccine inventory, insufficient record-keeping and no formal process to manage soon-to-expire vaccines. A federal investigation is also expected.

White House promises vaccine help as states rush to catch up

WICHITA, Kan. (AP) — Hospitality businesses who got loans through an emergency relief fund in Kansas at the beginning of the pandemic will no longer have to repay the money, Kansas Gov. Laura Kelly said Tuesday.

Funding provided through the Hospitality Industry Relief Emergency Fund has been converted from bridge loans to grants, the governor said. The program was originally envisioned as a working capital loan program. Businesses that have made repayments will be reimbursed.

The fund was established last year to provide immediate help to Kansas hospitality businesses faced with revenue losses due to COVID-19. In total, $5 million went to 344 businesses statewide, according the governor’s office.

Restaurants, bars, lodging facilities, conference centers and event spaces were among the businesses hit hardest by closures, cancellations and social distancing requirements, Lt. Gov. David Toland said.

The latest move on the economic front comes amid other signs of recovery.

The largest school district in Kansas plans to transition more students to in-person classes next week.

Wichita Public Schools announced that starting Monday seniors and sixth-grade students will attend class on-site every day except Wednesdays, which will remain remote. Freshmen will start March 8.

The change affects only students whose parents opted for on-site learning, the Wichita Eagle&nbsp;<a href="https://www.kansas.com/news/local/education/article249441135.html" target="_blank">reported</a>. Parents who chose the remote learning model will continue to keep their children at home.

School officials previously said about 40% of students enrolled in only remote classes.

The district said social distancing will occur as possible and students are expected to wear masks, wash hands and stay home if they are sick. It cited decreasing COVID-19 numbers in making the decision.

“I think we’re all excited that we’re moving closer and closer and we’re inching forward toward providing at least a little bit more normalcy,” said Stan Reeser, president of the Board of Education.

The move comes as more teachers and school staff have received first doses of a COVID-19 vaccine. The district held its second vaccination clinic over the weekend.

Kansas hospitality industry gets break in COVID-19 recovery

ST. CHARLES, Mo. (AP) — A woman who slipped out of her handcuffs and then took off in a patrol car and was later found hiding in a trash can, authorities said.

Heather Rene Nesler, 32, St. Charles, persuaded a Missouri State Highway Patrol trooper to loosen the cuffs because they were too tight. When the trooper went to retrieve Nesler's purse for her, she drove off in the patrol car, authorities said.

St. Charles County prosecutors charged Nesler with tampering with a motor vehicle, resisting arrest and escaping from custody while under arrest. Her bail was set at $50,000. Online court records did not list an attorney for her.

Nesler was detained on Saturday after the patrol stopped a speeding vehicle she was riding in, police said. She was held because she had several outstanding warrants, mostly for stealing and drug or traffic offenses.

The patrol car was found abandoned in O'Fallon about 20 minutes after Nesler drove off.

A St. Charles County sheriff’s deputy later found Nesler inside a trash can in O’Fallon.

Woman charged after taking Highway Patrol car

SHAWNEE COUNTY —Law enforcement authorities are investigating a shooting and have a suspect in custody.

Just after 6:30 p.m. Monday, police were dispatched to the 3000 block of SE 6th Street in Topeka after report a possible shooting, according to Lt. Kelvin Johnson. 

A private vehicle transported the victim to a local hospital where officers were able to speak with him. The victim had non-life threatening injuries from the shooting that was a result of an altercation between known individuals.

Later that night, the suspect voluntarily came to the Law Enforcement Center where he was interviewed by detectives. At the conclusion of the interview, Elias Martinez, 20 of Topeka, was booked into the Shawnee County Jail on requested charges of Aggravated Battery, Aggravated Assault, Criminal Damage to Property, Criminal Discharge of a Firearm at an Occupied Vehicle, and Unlawful Discharge of a firearm in the City Limits, according to Johnson.

Police: Suspect in Kansas shooting turns himself in

TOPEKA, Kan. (AP) — A House committee on Monday approved a bill that would create an independent agency to oversee Kansas’ foster care system.

The House Children and Seniors Committee advanced the bill creating the Office of the Child Advocate to investigate complaints and track child welfare agencies, primarily the state Department for Children and Families, which oversees the foster care system.

The move came after Rep. Jarrod Ousley, a Merriam Democrat and the bill’s chief proponent, compromised with some Republican lawmakers and agreed to have the proposed agency report to the Legislature instead of the Department of Administration — an executive branch agency under Democratic Gov. Laura Kelly.

In a hearing last week, DCF Deputy Secretary Tanya Keys told lawmakers that the agency supports the creation of the Office of the Child Advocate, but has “serious concerns” with the Legislature directing it, instead of the Department of Administration. Out of 22 states with child advocates, only Nebraska’s official reports to the Legislature, Keys told lawmakers.

“The majority of offices in other states are housed outside of the legislative branch because doing so eases the logistical burdens of the office’s operations while still allowing for independent oversight,” Keys said in a written testimony. She also said state executive agencies often exchange information and coordinate together.

But Rep. Susan Concannon, of Beloit, told the Associated Press that having the proposed agency directed by legislators would allow it to have more appropriate oversight over child welfare agencies, including the state Department for Children and Families.

“We’re the ones who have the responsibility of questioning the administration and making sure that the programs are run appropriately,” Concannon said.

Concannon told the AP last year that the agency was unnecessary because Guardians ad litem and Court Appointed Special Advocates (CASA) — attorneys and community volunteers who advocate for a child’s best interests — already conduct independent investigations. She cited a 2018 report from a Judicial Council advisory committee that came to a similar conclusion.

But Concannon said that her views changed after she was contacted by dozens of volunteers and foster parents. She is now a co-sponsor of the bill. In Kansas, Guardians ad litem are overburdened and CASA workers are understaffed, she said.

The bill now goes to the full House for a vote.

In his testimony, Vilsack, 70, heavily endorsed boosting climate-friendly agricultural industries such as the creation of biofuels, saying, “Agriculture is one of our first and best ways to get some wins" on climate change.

He proposed “building a rural economy based on biomanufacturing” and “turning agricultural waste into a variety of products.” He pledged to work closely with the Environmental Protection Agency to “spur the industry” on biofuels.

With systemic racial inequity now a nationwide talking point, Vilsack also envisioned creating an “equity task force” inside the department. Its job, he said, would be to identify what he called “intentional or unintentional barriers" that prevent or discourage farmers of color from properly accessing federal assistance programs.

Vilsack also heavily backed the Supplemental Nutrition Assistance Program — commonly known as food stamps, or SNAP — as a key instrument in helping the country's most vulnerable families survive and recover from the pandemic era. His Trump-era predecessor, Sonny Perdue, had sought to purge hundreds of thousands of people from the SNAP-recipient lists.

Moran, Marshall vote to confirm Vilsack's 2nd stint as US ag secretary

THOMAS COUNTY —One person died in an accident just before 3:30a.m. Tuesday in Thomas County.

The Kansas Highway Patrol reported a 2009 Freightliner semi driven by Alberto Garcia, 45,&nbsp; North Lauderdale, FL., was westbound&nbsp; on Interstate 70 at Thomas County Road K. 

The semi entered the median on the left. The driver tried to re-enter the roadway. The semi overturned onto the drivers side and came to rest in the median facing north west.

Garcia was pronounced dead at the scene and was transported to&nbsp;Baalmann Morturary in Colby. He was properly restrained at the time of the accident, according to the KHP.

Driver dies after semi overturns on I-70

UPDATE: A grass fire in north Ellis County west of US Highway 183 was reported out about 2 p.m. today.

Another fire was reported in northwest Russell County about the same time the US 183 was extinguished.

US 183, which had been down to one lane of traffic, was reopened shortly after 2 p.m.

It was unknown immediately how many acres burned or any damage the fire may have caused.

HAYS —Ellis County fire crews are battling a grass fire north of Hays Tuesday afternoon.

The fire is located north of Homestead Road and south of Saline River on the west side of US Highway 183.

At this time is unclear is any structures have been damaged in the fire but there are several pumping stations in the area.

Traffic is limited to one lane at this time.

Crews battle grass fire in gusty winds north of Hays

LOS ANGELES (AP) — Tiger Woods was seriously injured Tuesday when his SUV crashed into a median, rolled over and ended up on its side on a steep roadway in suburban Los Angeles known for wrecks, authorities said. The golf superstar had to be pulled out through the windshield, and his agent said he was undergoing leg surgery.

Woods was alone in the SUV when it crashed into a raised median shortly before 7:15 a.m., crossed two oncoming lanes and rolled several times, authorities said at a news conference. No other cars were involved. The 45-year-old was alert and able to communicate as firefighters pried open the front windshield to get him out.

The airbags deployed, and the inside of the car stayed basically intact and that "gave him a cushion to survive the crash," Los Angeles County Sheriff Alex Villanueva said. Both of his legs were seriously injured, county Fire Chief Daryl Osby said.

They said there was no immediate evidence that Woods was impaired. Authorities said they checked for any odor of alcohol or other signs he was under the influence of a substance and did not find any. They did not say how fast he was driving.

The crash happened on a sweeping, downhill stretch of a two-lane road through upscale Los Angeles suburbs. Sheriff's Deputy Carlos Gonzalez, who was the first to arrive at the wreck, told reporters that he sometimes catches people topping 80 mph in the 45 mph zone and has seen fatal crashes there.

"I will say that it's very fortunate that Mr. Woods was able to come out of this alive," Gonzalez said.

Woods was in Los Angeles over the weekend as the tournament host of the Genesis Invitational at Riviera Country Club, where he presented the trophy on Sunday. He was to spend Monday and Tuesday filming with Discovery-owned GOLFTV, with whom he has an endorsement. A tweet Monday showed Woods in a cart smiling with comedian David Spade.

According to Golf Digest, also owned by Discovery, the TV shoot was on-course lessons for celebrities, such as Spade and Dwyane Wade, at Rolling Hills Country Club.

Woods, a 15-time major champion who shares with Sam Snead the PGA Tour record of 82 career victories, has been recovering from Dec. 23 surgery on his lower back. It was his fifth back surgery and first since his lower spine was fused in April 2017, allowing him to stage a remarkable comeback that culminated with his fifth Masters title in 2019.

He has carried the sport since his record-setting Masters victory in 1997 when he was 21, winning at the most prolific rate in modern PGA Tour history. He is singularly responsible for TV ratings spiking, which has led to enormous increases in prize money during his career. Even at 45, he remains the biggest draw in the sport.

The SUV he was driving Tuesday had tournament logos on the side door, indicating it was a courtesy car for players at the Genesis Invitational. Tournament director Mike Antolini did not immediately respond to a text message, though it is not unusual for players to keep courtesy cars a few days after the event.

Woods feared he would never play again until the 2017 fusion surgery. He returned to win the Tour Championship to close out the 2018 season and won the Masters in April 2019 for the fifth time.

LOS ANGELES (AP) — Golf star&nbsp;Tiger Woods&nbsp;suffered leg injuries Tuesday in a vehicle rollover in suburban Los Angeles and was undergoing surgery, authorities and his manager said.

Woods was alone in the vehicle and had to be extricated from it, the Los Angeles County Sheriff’s Department said in a statement. No other cars were involved in the wreck that injured the golfer.

An ambulance took Woods to a hospital in serious condition, authorities said.

“Tiger Woods was in a single-car accident this morning in California where he suffered multiple leg injuries,” said his manager, Mark Steinberg. “He is currently in surgery and we thank you for your privacy and support.”

A KABC-TV helicopter over the wreck showed a car on its side, with its front end heavily damaged just off the side of a road near a hillside. The air bags appeared to be deployed.
