Kidnapping suspect arrested after manhunt in Hays

A manhunt that lasted more than six hours early Tuesday morning led to an arrest of a Hoxie man in Hays.

At 12:10 a.m. Tuesday Hays Police were dispatched to a report of a beer bottle thrown at a house in the 500 block of east Seventh Street.

Upon arrival officers found a door kicked in what the suspect described as a search for his girlfriend, according to Hays Police Chief Don Scheibler. The house was unrelated to the suspect or the girlfriend.

Officers began a search after the suspect, later identified as Victor E. Beltran-Amaya, 20, Hoxie, fled the scene.

A search was also underway for the girlfriend in an effort to check her welfare, Scheibler said.

During the search a second altercation between Beltran-Amaya, the girlfriend and others occurred in the 1100 block of east 17th Street.

A search perimeter was set up in an effort to locate Beltran-Amaya from 13th Street to 17th Street and from General Custer to Dechant.

At around 6:30 a.m. police located Beltran-Amaya, and he was arrested on suspicion of attempted aggravated kidnapping, aggravated robbery, domestic battery, criminal damage to property, battery, interference with law enforcement, criminal restraint and criminal trespass.

Scheibler said there were many instances that might have led to an escalation of violence in this case, and he was grateful no one was seriously injured. 

The suspect should be considered innocent until proven guilty in a court of law, Scheibler said.
