Task Force helps arrest Kan. man wanted for 2019 fatal shooting

SHAWNEE COUNTY —Law enforcement authorities investigating the 2019 shooting death of a Kansas teen have made an arrest.

Just after 3p.m. November 12, 2019, police were dispatched to the 2400 Block of SE Maryland in Topeka about a possible shooting, according to Lieutenant Jerry Monasmith.

On arrival, officers located the 15-year-old Owen Hughes suffering from life-threatening injuries. He was pronounced deceased by medical personnel on the scene.

On Thursday evening, the Topeka Police Department and Kansas Fugitive Apprehension Task Force arrested Darnell Tyree-Peppers, 23 of Topeka, and booked him into the Shawnee County Department of Corrections on requested charges of 1st Degree Murder, Attempted Aggravated Robbery and Aggravated Burglary, according to Monasmith.

Larry Huggins III, 19, remains in custody in connection with the crime. Police arrested him after he showed up at a hospital  with a gunshot wound, three hours after Hughes and 21-year-old Reginald McKinney Jr. were fatally shot. Witnesses told police that they saw people running from the area after the shooting.
