NORTH PLATTE — Over the last several weeks, deputies continued to investigate the abuse of livestock on several different areas of rural Lincoln County, according to a media release from the Lincoln County Nebraska Sheriff's office.

 During the investigation information was gained that numerous cattle, horses and other livestock were not being taken cared of.  Deputies, with the help of the Nebraska Brand Inspectors Office and Nebraska State Patrol Aircraft completed an investigative search warrant to inspect the livestock on at least five sections of property under the control and operated by Larry and Matthew Mikoloyck of rural Lincoln County. 

  Deputies and Brand Inspectors found over 150 dead cattle on the property March 1.   Also observed numerous sick and dying cattle including bulls, cows and calves.  Deputies observed very little substantial food sources for the animals and no water to sustain most of the herd.  On March 1, deputies arrested Larry Mikoloyck, 75, and his son, Matthew Mikoloyck, 41, for one-hundred fifty counts of animal cruelty / neglect resulting in death, a class IIIA felony for each offense. Both were incarcerated in the Lincoln County Detention Center. 

  On March 2, Deputies from Lincoln County, with the help of Nebraska Brand Inspectors, served a warrant to seize all the cattle on properties under control of the Mikoloycks.  Deputies were assisted by the Logan County, Thomas County Sheriff’s Office and the Lincoln County Sheriff’s Posse.  In addition, numerous subjects from Lincoln and Logan County assisted deputies and we are grateful for their hard work.  Deputies did seize and transported over 1,000 bulls, cows and calves to the North Platte Sale Barn for inspection by a licensed veterinarian. 

 Numerous cattle had to be put down on scene as they were very sick, injured and dying.    The investigation continues today and additional charges for Larry and Matthew Mikoloyck will be forthcoming.

150+ cows dead, 1,000+ seized in Neb. animal cruelty case

RILEY COUNTY -Law enforcement authorities investigating a hit-and -run that critically injured a man have made an arrest.

Just after 9:30p.m. Feb. 11, police were called to the 4700 block of Skyway Drive in Riley County, according to a social media report from the Riley County Police Department.

First responders found a 30-year-old man on the side of the road with injuries consistent with being hit by a vehicle.

The man was initially transported by Riley County EMS to Ascension Via Christi in Manhattan and he was later transported to Stormont Vail in Topeka for treatment of his injuries.

Just before 3p.m.&nbsp; March 2, officers with the Riley County Police Department arrested a 34-year-old Kristopher Scott Mackey of Manhattan in connection with the incident. He is being held without bond&nbsp; on requested charges of&nbsp;Interference with LEO; Falsely report a felony, intending to obstruct; Interference with LEO; Conceal/alter/destroy evidence in felony case;&nbsp; and Failure to stop at accident; Result in great bodily harm.

TOPEKA — During a second round of testimony about medical marijuana, opponents spoke of cannabis-induced suicides, marijuana poisoning and spiking crime rates, in what some have called a blatant attempt at halting the legislation.&nbsp;

At the start of the Thursday meeting of the Senate Federal and State Affairs Committee, one of the audience members, a anti-abortion lobbyist, introduced a new abortion bill. RS 1171 would make abortion illegal in Kansas by using civil enforcement, with an exception given in cases where the mother’s life is in danger.

The rest of the hearing focused on marijuana legalization, though only invited opponents were allowed to speak. When asked about the fairness of this decision, Committee Chair Sen. Mike Thompson,&nbsp; a Shawneee Republican, said legalization proponents had already gotten their chance to speak during the hearings held by the 2022 Special Committee on Medical Marijuana.

“There were four days of proponents on the special committee,” Thompson said. “I felt after I watched the proceedings that none of this information was available, and people need to know this information.”&nbsp;

The 2022 meetings actually allowed both sides to air their views.

Sen. Cindy Holscher, an Overland Park Democrat, and a member of both committees, pushed back on Thompson’s characterization of the 2022 committee, calling the Senate committee’s Wednesday and Thursday marijuana hearings a disservice to Kansans.&nbsp;

“There was so much information shared over the past few days that was either outdated or just comparing apples to oranges,” Holscher said.&nbsp;

During the Thursday meeting, marijuana opponent Katie Whisman, executive director of Stand Up For Kansas, said legalization was a slippery slope. One marijuana bill placed in Thompson’s committee,&nbsp;<a target="_blank" href="http://kslegislature.org/li/b2023_24/measures/sb171/">Senate Bill 171</a>, would legalize marijuana use for veterans with a valid medical card. That bill would also allow for the cultivation, distribution, sale and use of medical cannabis.

Whisman, who said she has been diagnosed with PTSD, felt marijuana shouldn’t be promoted as a tool for treating PTSD. She was one of several cannabis opponents who said this narrative was offensive to veterans.&nbsp;

“I find it patently offensive that public servants and veterans are the latest group of citizens being leveraged by the industry as pawns to elicit your empathy and compassion,” Whisman said.&nbsp;

Several veterans at the meeting said they supported marijuana legislation, especially for treating PTSD.

Todd Scattini, a retired U.S. Army lieutenant colonel, has testified to the Legislature about the benefits&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/10/20/medical-marijuana-advocates-press-legislators-to-change-law-over-objections-by-kansas-police/">of legalizing marijuana many times</a>. Scattini is the CEO of Harvest 360, a cannabis company, and has been involved in several pushes to legalize marijuana in other states.

“You can not be anti-cannabis and pro-veteran at the same time, period,” Scattini said. “I believe that medical cannabis is the key to addressing issues of post-traumatic stress, chronic pain, substance abuse issues, things of that nature.”&nbsp;

Scattini said the information being promoted during the Senate Federal and State Affairs Committee hearings was problematic.&nbsp;

“Today, I thought, was pathetic,” Scattini said. “It was awful. Today, all I heard were opponents against it, who were spouting a lot of reefer madness and a lot of misinformation, really prone to hyperbole in such a way that it was truly offensive.”&nbsp;

The House Corrections and Juvenile Justice Committee also heard marijuana testimony Thursday.

&nbsp;Ed Klumpp, a former Topeka police chief who lobbies for the Kansas Association of Chiefs of Police and the Kansas Peace Officers Association, spoke against marijuana in both committees.&nbsp;

Klumpp told House lawmakers that decriminalization would destigmatize&nbsp;and normalize using drugs to self-medicate.&nbsp;

“If we start it with marijuana, what will be next?” Klumpp said. “Will Kansas become the next Oregon and decriminalize meth, heroin and cocaine? Which all are used as the common carriers of fentanyl in the illicit drug market. We should not start down this slippery slope.”

&nbsp;<a target="_blank" href="http://www.kslegislature.org/li/b2023_24/measures/hb2363/">House Bill 2363</a>, known<a target="_blank" href="https://kansasreflector.com/2023/02/09/house-democrat-unveils-cannabis-amnesty-bill/">&nbsp;as the cannabis amnesty act</a>, was placed into the same House committee. That bill would essentially decriminalize marijuana, releasing people convicted of marijuana crimes and expunging marijuana-related arrests and convictions from their records.

Committee chair Rep. Stephen Owens, a Hesston Republican, said the meeting was more informational than anything else. Because HB2363 was introduced later in the session, and the Legislature is already past the bill turnaround deadline, Owens said the bill would be next year’s conversation.

&nbsp;Owens said he had some hesitations about decriminalization due to concerns about the affect it would have on Kansas youth, but was willing to continue discussion.&nbsp;

“I still remain very open to the conversation, to continue to learn about it and see where it is,” Owens said.

Single side heard during Kansas senate committee’s marijuana discussion

JEFFERSON CITY, Mo. (AP) — The Missouri Supreme Court on Wednesday set a June execution date for man convicted of killing two Missouri jailers during a botched attempt to free a friend.

Michael Andrew Tisius is scheduled to be executed June 6 at the state prison in Bonne Terre for the shooting deaths of Randolph County jailers Jason Acton and Leon Egley.

In 2000, Tisius and Tracie Bulington entered the lobby of the jail in Huntsville, aiming to break out Bulington’s boyfriend, Roy Vance, prosecutors said. Tisius fired on the two officers, killing them. The plot failed because the intruders couldn’t find the cell keys.

Tisius and Bulington, were arrested on the day of the shootings in Wathena, Kan., about 130 mile west of Huntsville.

Defense attorneys had argued that Tisius intended only to order the jailers into a holding cell and free Vance and other inmates.

Bulington, and Vance are serving life sentences.

Man arrested in Kansas to be executed for killing 2 jailers

WASHINGTON (AP) — The Justice Department on Thursday arrested two Kansas men on allegations that the pair illegally exported aviation-related technology to Russia and provided repair services for the equipment.

Cyril Gregory Buyanovsky and Douglas Robertson are charged with conspiracy, exporting controlled goods without a license, falsifying and failing to file electronic export information, and smuggling goods in violation of U.S. law.

The charges come as the U.S. has drastically ramped up&nbsp;<a href="https://apnews.com/article/russia-ukraine-us-department-of-the-treasury-government-janet-yellen-business-f85483ad976990a056c9bfc6b504a07d">sanctions and financial penalties on Russia</a>&nbsp;since its&nbsp;<a href="https://apnews.com/hub/russia-ukraine">invasion of Ukraine</a>&nbsp;began on Feb. 24, 2022. Along with thousands of sanctions on people and firms, export controls on the Kremlin are meant to limit access to computer chips and other products needed to equip a modern military.

The Justice Department says Buyanovsky and Robertson owned and operated KanRus Trading Co., which allegedly supplied aircraft electronics to Russian companies and provided repair services for equipment used in Russian-manufactured aircraft.

The indictment says that since 2020, they conspired to evade U.S. export laws by concealing and misstating the true end users and destinations of their exports and by shipping equipment through third-party countries.

They face up to 35 years in prison if convicted. Lawyers for Buyanovsky and Robertson couldn’t be identified from the provided documents, and the Justice Department didn't immediately respond to a request for their information.

The FBI and the Commerce Department's Office of Export Enforcement are investigating the case.

Matthew S. Axelrod, assistant secretary for export enforcement at the Commerce Department’s Bureau of Industry and Security, said at an American Bar Association event in Miami Thursday that state actors like Russia, China, Iran and North Korea are trying to “take advantage of rapid advances in technology,” adding that sensitive technologies being sent to these countries are “top of our list from an enforcement perspective.”

Since the anniversary of the Russian invasion of Ukraine, U.S. officials have said they would increase enforcement and sanctions on people and entities that assist Russia in the procurement of weaponry and technology that would bolster its military.

WASHINGTON —Two Kansas men were arrested Thursday on charges related to a years-long scheme to circumvent U.S. export laws that included the illegal export of aviation-related technology to Russia after Russia’s unprovoked invasion of Ukraine on Feb. 24, 2022, and the imposition of stricter restrictions on exports to Russia, according to United State's Department of Justice.

According to the indictment, Cyril Gregory Buyanovsky, 59, of Lawrence, and Douglas Robertson, 55, of Olathe, owned and operated <a href="http://www.kanrus.com/customers_en.html">KanRus</a> Trading Company, which supplied Western avionics equipment (i.e., electronics installed in aircraft) to Russian companies and provided repair services for equipment used in Russian-manufactured aircraft. Since 2020, the defendants conspired to evade U.S. export laws by concealing and misstating the true end users, value and end destinations of their exports and by transshipping items through third-party countries. For example, between November 2020 and February 2021, the defendants received avionics equipment, including a computer processor bearing a sticker identifying Russia’s Federal Security Services (FSB), from a Russian company for repair in the United States. The defendants concealed the true end user and end destination by providing a fraudulent invoice to the shipment company identifying the end destination as Germany.

As further alleged, on Feb. 28, 2022, the defendants attempted to export avionics to Russia. U.S. authorities detained the shipment, and the U.S. Department of Commerce informed the defendants that a license was required to export the equipment to Russia. In an April 2022 communication, Robertson expressed to a Russia-based customer that “things are complicated in the USA” and that “[t]his is NOT the right time for [more paperwork and visibility].” Subsequently, in May, June and July 2022, the defendants illegally transshipped avionics through Armenia and Cyprus to Russia without obtaining the required licenses.

The defendants are charged with conspiracy, exporting controlled goods without a license, falsifying and failing to file electronic export information, and smuggling goods contrary to U.S. law. If convicted, they face a maximum penalty of 20 years in prison for each count of exporting controlled goods without a license; up to 10 years in prison for each count of smuggling; and up to five years in prison for each count of conspiracy and falsifying export information. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Task Force KleptoCapture Director Andrew C. Adams, U.S. Attorney Duston J. Slinkard for the District of Kansas, Assistant Director Alan E. Kohler Jr. of the FBI Counterintelligence Division, Special Agent in Charge Charles Dayoub of the FBI Kansas City Field Office, and Special Agent in Charge Aaron Tambrini of the U.S. Department of Commerce Office of Export Enforcement, Chicago Field Office made the announcement.

The FBI and the U.S. Department of Commerce, Office of Export Enforcement are investigating the case.

Assistant U.S. Attorneys Scott Rask and Ryan Huschka for the District of Kansas and Trial Attorney Adam Barry of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case.

The investigation was coordinated through the Justice Department’s Task Force KleptoCapture, an interagency law enforcement task force dedicated to enforcing the sweeping sanctions, export controls and economic countermeasures that the United States, along with its foreign allies and partners, has imposed in response to Russia’s unprovoked military invasion of Ukraine. Since 2020, the defendants conspired to evade U.S. export laws by concealing and misstating the true end users, value and end destinations of their exports and by transshipping items through third-party countries. For example, between November 2020 and February 2021, the defendants received avionics equipment, including a computer processor bearing a sticker identifying Russia’s Federal Security Services (FSB), from a Russian company for repair in the United States. The defendants concealed the true end user and end destination by providing a fraudulent invoice to the shipment company identifying the end destination as Germany.As further alleged, on Feb. 28, 2022, the defendants attempted to export avionics to Russia. U.S. authorities detained the shipment, and the U.S. Department of Commerce informed the defendants that a license was required to export the equipment to Russia. In an April 2022 communication, Robertson expressed to a Russia-based customer that “things are complicated in the USA” and that “[t]his is NOT the right time for [more paperwork and visibility].” Subsequently, in May, June and July 2022, the defendants illegally transshipped avionics through Armenia and Cyprus to Russia without obtaining the required licenses.The defendants are charged with conspiracy, exporting controlled goods without a license, falsifying and failing to file electronic export information, and smuggling goods contrary to U.S. law. If convicted, they face a maximum penalty of 20 years in prison for each count of exporting controlled goods without a license; up to 10 years in prison for each count of smuggling; and up to five years in prison for each count of conspiracy and falsifying export information. Two Kansas men arrested on charges of selling tech to Russia

SHAWNEE COUNTY—Law enforcement authorities are investigating a suspect for alleged theft.

Just before 8a.m. Wednesday, police were dispatched to 1301 SW 37th ST. in reference to the report of an unwanted subject. 

Upon arrival, officers located the man later identified as 23-year-old Dawson Upton of Topeka, according to Lt. Edward Stanley.

Upon further investigation, police determined Upton was a&nbsp; person of interest in a robbery that was reported on December 31.

Police arrested Dawson on requested charges of Robbery, Criminal Threat, Theft by threat and Intimidation of witness/victim.

Police capture Kan. man wanted for New Year's Eve robbery

RILEY COUNTY—Law enforcement authorities are investigating a burglary and have a teen in custody.

Just after 3a.m. Thursday, officers filed a report for burglary and criminal damage to property at Casey's General Store in the 300 block of Riley Ave. in Ogden, according to the Riley County Police Department activity report.

Someone had broken a window with a baseball bat, entered through the broken window, and stole approximately $250 worth of vaping pods. The damage to the window is worth approximately $500. 

Police responded to the call and quickly identified the suspect as Estevan Rochin, 16, of Ogden. 

Just after 6a.m. Wednesday, police arrested him on requested charges of burglary and criminal damage to property. Rochin will be processed through juvenile intake and released to a guardian.

RCPD: Teen used baseball bat in convenience store burglary

SHAWNEE COUNTY —Law enforcement authorities are investigating a suspect on multiple charges after an arrest.

Just after 10:30 a.m. Wednesday, police went to an address in the 2100 block of SW Huntoon Street in Topeka to try and locate a wanted person stemming from an aggravated battery investigation,&nbsp;according to Lt. Edward Stanley.

 Officers observed the subject identified as 19-year-old Michael O. Bennett II enter into a residence but he refused to come out of the home. 

The Topeka Police Department Response Team and Crisis Negotiations Team were summoned to the scene, and the subject was subsequently arrested without incident.

&nbsp;Bennett was booked in to the Shawnee County Department of Corrections on requested charges of Aggravated Battery, Aggravated Robbery and Interference with a Law Enforcement Officer.

&nbsp;SEDGWICK COUNTY —A Kansas felon has been sentenced for shooting at officers during a June of 2020 protest in Wichita.

&nbsp;Henry Parker, 30, Wichita, was sentenced to 25 years in prison for shooting at officers&nbsp;in Wichita during a protest in 2020 after the death of George Floyd, according to the Sedgwick County District Attorney's office.

According to police, Parker fired multiple shots at responding officers, and one officer’s helmet was struck by bullet pieces that had ricocheted near the officers.  A second officer's helmet is believed to have been grazed by a bullet.&nbsp;

Through witness interviews, technology, and community tips, Parker was identified in being involved with the shooting.&nbsp; Police located Parker&nbsp; in the 3800 block of West 21st,&nbsp;and he was arrested without incident.&nbsp;

An arrest affidavit in the criminal case says Parker admitted to a co-worker that he’d fired on officers on June 2 but told her “don't tell on me." Parker denied any involvement in the shooting.

None of the officers was shot, but police said one officer’s helmet was hit by bullet pieces that had ricocheted near the officers.

The Wichita Police Chief at the time of the crime had previously said officers fired tear gas, smoke rounds, flash grenades and foam bullets into the crowd that morning after rioters threw objects at police and refused to leave. The unrest followed a mostly peaceful protest calling for the end of police brutality in response to the May 25 death of George Floyd.

Parker had previously been arrested and convicted on charges of fleeing and eluding law enforcement, theft, criminal possession of a firearm on school property, aggravated weapons violations, felon in possession of a firearm, and criminal threats.

Just before 8:30p.m. Feb. 15, police responded to&nbsp;the area of N. 11th and Haskell in Kansas City, Kansas where they found 18-year-old Richard Apodaca who had been fatally shot, according to a media release.

Police are looking for an older model pickup truck in connection with killing.&nbsp; The vehicle is described as dark, possibly black, has an extended cab, has duct tape on the drivers door, a tool box on the back and two different style of wheels on the drivers side.

Police work to locate pickup in connection with Kan. homicide

KANSAS CITY, Mo. (AP) — Three Kansas City police officers were shot and wounded while executing a search warrant, prompting a standoff at a home early Wednesday, authorities said.

The tactical response team officers had begun to breach a door around 9:30 p.m. Tuesday when they were fired upon, Kansas City police Chief Stacey Graves told reporters outside a hospital.

The officers returned fire and were taken to the hospital, where they were in non-life-threatening condition, Graves said.

Two people came out of the house between 3 a.m. and 4 a.m. and were taken into custody, said Missouri Highway Patrol spokesman Andy Bell. Their names weren't immediately released and no charges have been filed yet.

Bell said law enforcement remained outside the house Wednesday morning while trying to determine whether anyone else was still inside.

"We’re trying to get robotics or drones or any any technology to take a look inside the house before we would ask an officer to go inside the house because last time an officer went inside the house three officers got shot," he said.

He said the case started as a federal drug investigation. The patrol said the Jackson County Drug Task Force, which works with federal agencies, requested the assistance of the Kansas City SWAT team to serve the search warrant.

The officers had announced that they were police before trying to enter the home, Graves said.

“They are highly trained, good men,” Graves said of the wounded officers. “And, you know, we’re just so thankful tonight that each one of them, I was able to to physically talk to them.”

The chief said no one was immediately taken into custody and it wasn't immediately clear whether more than one person in the home fired shots.

The Independence Police Department took over the law enforcement response at the home Tuesday night, Graves said.

The Missouri Highway Patrol said on Twitter early Wednesday that it was relieving the Independence department after providing assistance overnight. The Highway Patrol said the standoff was continuing as of 6:30 a.m. Wednesday.

The Jackson County Drug Task Force had requested assistance from Kansas City police to serve the search warrant, the Highway Patrol tweeted earlier.

KANSAS CITY —Three Kansas City police officers were wounded on Tuesday, according to KCPD and Mayor Quinton Lucas.

Just after 9:30p.m. the officers were attempting to serve a search warrant at a home&nbsp;in the 2300 block of Blue Ridge Boulevard when someone fired shots, according to Kansas City Police Chief Stacey Graves.

The officers were hospitalized and are expected to survive, according to Graves. Police have not reported an arrest and released no additional details early Wednesday.

RILEY COUNTY —Law enforcement authorities are investigating a Kansas felon in connection with a burglary.

Just before 6p.m. Tuesday, police arrested 29-year-old Joseph Keehn of Havensville for his Riley County District Court warrant for probation violation, according to the Riley County Police Department activity report.

The warrant stems from a February 10, 2018, incident where Keehn reportedly pointed a gun at three victims while burglarizing a car. 

Keehn was originally arrested for two counts of aggravated assault and theft on February 11, 2018. Keehn remains confined in the Riley County Jail with a total bond of $80,000. He has previous convictions for obstruction and for drug possession, according to the Kansas Department of Corrections. He has been out of prison since December.

BROWN COUNTY —Law enforcement authorities are investigating the CEO/RN of a Kansas hospice care facility for alleged drug and sex crimes.

Just after 10:30 p.m. Sunday, the Brown County Sheriffs office arrested 48-year-old Jeremy Stover 48 of Hiawatha on requested charges that include multiple offenses of Sexual Battery, Promoting the Sale of Sexual Relations, and Possession of Narcotics, according to Brown County Sheriff John Merchant.

The arrest followed the execution of multiple search warrants &nbsp;involving digital media and social media platforms. Many hours were spent by the Brown County Sheriff's Office and Brown County Attorney on the investigation, which remains ongoing.&nbsp;

CEO, RN of Kan. hospice accused of drug, sex crimes

MONTGOMERY COUNTY – Kansas Bureau of Investigation (KBI) agents, along with the Montgomery County Sheriff’s Office, and the Independence Police Department, arrested nine subjects following an investigation, and the execution of a search warrant, according to a media release from the KBI.

Just after 9 a.m. Tuesday, Feb. 28, law enforcement officers executed the search warrant at 413 S. 11th Street in Independence, Kansas. Methamphetamine and drug paraphernalia were found at the residence. Multiple individuals were present at the time the search warrant was conducted. Authorities arrested 9 on pending requested charges.

&nbsp;Dustin Vaughn, 35, of Independence, was arrested for possession of methamphetamine, possession of sale drug paraphernalia, and possession of use paraphernalia. Vaughn also had an outstanding arrest warrant for failure to appear.

Brian Noble, 31, of Independence, was arrested for possession of methamphetamine, possession of sale drug paraphernalia and possession of use paraphernalia. Noble had three outstanding arrest warrants for aggravated failure to appear.

Stephen Mills, 44, of Independence, was arrested for possession of methamphetamine, possession of sale drug paraphernalia, and possession of use paraphernalia.

Jonathan Wyatt, 31, of Independence, was arrested for possession of methamphetamine, possession of sale drug paraphernalia, and possession of use paraphernalia.

Stacie Fine, 51, of Independence, was arrested for possession of methamphetamine, possession of sale drug paraphernalia, and possession of use paraphernalia.

Tammy Kinney, 56, of Independence, was arrested for possession of methamphetamine, possession of sale drug paraphernalia and possession of use paraphernalia.

Marsha Bolin, 41, of Independence, was arrested for possession of methamphetamine, possession of sale drug paraphernalia, and possession of use paraphernalia.

Tyler Slaton, 27, of Independence, was arrested for possession of methamphetamine, possession of sale drug paraphernalia, and possession of use paraphernalia.

Stephen Landsaw, 50, of Independence was arrested for possession of methamphetamine, possession of sale drug paraphernalia, and possession of use paraphernalia.

The subjects were booked into the Montgomery County Jail.

Early Sunday, police were dispatched to the 3200 block of SE Topeka Blvd. on multiple reports of gunfire in the area, according to LT. John Trimble.

Police located one person suffering from non-life threatening gunshot wounds. A short time later two more victims arrived at local hospital with non-life threatening gunshot wounds.&nbsp;

Later Sunday morning, police investigators identified and arrested a suspect Michael E. Moten II, 27, of Topeka on requested charges of Criminal Discharge of a Firearm at a vehicle.

On Tuesday police reported the arrest of 40-year-old Lonzell R. Lee of Topeka on a requested charge of aggravated battery, according to Police Lt. Edward Stanley. Police released no additional details.

Deputies then arrested 23-year-old John Whipple of Sioux Falls, South Dakota on requested charges of Possession of Meth, Possession of Marijuana and Possession of Drug Paraphernalia.&nbsp;

Eric Cournoyer, 39, of Wagner, South Dakota was arrested on requested charges of Possession of Meth, Possession of Drug Paraphernalia and&nbsp; Possession of Marijuana.

 Brad Langland 56, Sioux Falls, South Dakota was arrested on requestd charges of possession of Meth, possession of Marijuana and possession of Drug Paraphernalia.&nbsp; Deputies also seized approximately 6 grams of Meth, pipes, baggies, needles, syringes and marijuana as evidence, according to Merchant.

SEDGWICK COUNTY —Law enforcement authorities investigating a fatal shooting have captured a man wanted for alleged murder.

According to online jail records, police booked 43-year-old Larry Powell into custody Monday evening on requested charges second degree murder and criminal use of weapons. 

On February 21, police were dispatched to a shooting at a motel in the 5700 block of West Kellogg Drive in Wichita, according to Officer Juan Rebolledo.

First responders located a 50-year-old man unconscious and not breathing with a gunshot wound to his upper body. Officers began providing life-saving efforts until EMS arrived. 

The victim, from Santa Cruz, California, was transported to a local hospital where he was later pronounced deceased.&nbsp;

The investigation revealed that the victim had a verbal altercation with Powell. That argument turned physical at which point the Powell allegedly started shooting and striking the victim once.

On Feb. 22, police asked the public for help to find Powell in connection with the incident. Police have not released details on the arrest.

Just before noon Sunday, police arrested&nbsp;Joseph Bauer Jr., 18, of Manhattan. It was reported Bauer threw a piece of clothing onto a stove and turned the stove on in an attempt to set it on fire, according to the Riley County Police Department activity report.

The piece of clothing was removed by a separate party before it became inflamed.&nbsp; Bauer remains confined in the Riley County Jail on a requested charge of attempted arson with a total bond of $3,000.

KANSAS CITY– A former Kansas City man who moved to Mexico and lived under another name, has been indicted by a federal grand jury on charges related to producing child pornography.

Wyatt Christopher Maxwell, also known as “Louis Whitaker,” 23, was charged in a five-count indictment returned under seal by a federal grand jury in Kansas City on Feb. 7, 2023, according to the United State's Attorney.

 That indictment has been unsealed and made public upon Maxwell’s arrest in Mexico on Feb. 14, 2023, and initial court appearance in the Central District of California (in Los Angeles, Calif.) on Feb. 16, 2023.

Maxwell lived in Kansas City at the time of the alleged offenses, but afterward moved to Puerto Vallarta, Mexico, where he went by the name “Louis Whitaker” as a cabaret singer.

The federal indictment alleges that Maxwell used a minor victim to produce child pornography between July 31, 2020, and Feb. 1, 2021. The indictment also alleges that Maxwell transported the minor victim across state lines from Kansas to Missouri to engage in illegal sexual activity.

Maxwell is also charged with two counts of distributing child pornography over the internet and one count of possessing child pornography.
