Just after 5 p.m. on Friday, the Wichita Police Violent Crimes Community Response Team officers were working to locate a suspect identified as 31-year-old Chevy Jones regarding the criminal homicide investigation involving a shooting early Tuesday that fatally wounded 31-year-old Robert Junior of Wichita at a residence in the 8500 Block of East Parkmont, according to officer Charley Davidson. <img src="https://media.eaglewebservices.com/public/2019/12/1575773454730.png">(The suspect's car after the crash-photo Wichita police) Police saw Jones getting into a 2002 Grand Marquis in a parking lot at the apartments in the 2600 block of South Topeka. When they approached Jones to arrest him, he attempted to elude them by quickly accelerating in the vehicle and slamming into a WPD Lieutenant’s squad car.&nbsp;Jones then fled the scene on foot and was arrested inside of Walmart at Pawnee and Broadway.&nbsp; He was found to have a handgun.&nbsp;The police lieutenant sustained minor non-life-threating injuries and was transported to an area hospital for medical treatment and released.&nbsp;Jones possibly ingested narcotics during the pursuit and was also taken to an area hospital for medical treatment.&nbsp;Jones is being held on requested charges of first-degree murder, aggravated battery, criminal possession of a firearm, obstruct, and outstanding warrants, according to Davidson. &nbsp;

For the second time this month, police arrested Dylan Edward Wayne Upchurch, 18, of Arkansas City after he turned himself in this week, according to a media release. The latest arrest was on suspicion of one felony count each of aggravated interference with parental custody and sexual exploitation of a child. He also was arrested on suspicion of two felony counts of contributing to a child’s misconduct by sheltering or concealing a runaway, as well as one misdemeanor count each of possession of drug paraphernalia and possession of marijuana. Upchurch was booked into the Cowley County Jail in Winfield in lieu of $75,000 bond through Cowley County District Court in Arkansas City. On November 4, police arrested Upchurch on suspicion of one misdemeanor count each of contributing to a child’s misconduct, possession of drug paraphernalia and possession of marijuana after police were dispatched to the 400 block of North Seventh Street for a report of a juvenile runaway. Officers located the 16-year-old girl runaway and her boyfriend, later identified as Upchurch, inside a vehicle at that address. They noted a strong odor of marijuana coming from inside the vehicle. Police found rolled marijuana cigarettes, green vegetation and drug paraphernalia inside the vehicle. The juvenile was taken into police protective custody. Upchurch was arrested and later released. On Friday, sheriff's deputies arrested Deputy Shawn McGonnigil in the case. According to a media release from the sheriff's department, the specific allegation is KSA 21-5427:&nbsp;Recklessly engaging in a course of conduct targeted at a specific person which would cause a reasonable person in the circumstances of the targeted person to fear for such person's safety, or the safety of a member of such person's immediate family and the targeted person is actually placed in such fear.&nbsp;In addition to the criminal case, an investigation is also being conducted by the Professional Standards Unit of the Sedgwick County Sheriff’s Office.&nbsp;The deputy was placed on Administrative Leave pending the results of the internal investigation. McGonnigil has been employed by the Sheriff’s Office for approximately 6 years, according to Easter. &nbsp;

Just before 10p.m. Thursday police observed a 2010 Honda Fit in the area of 2000 South Bluff View that had been reported stolen, according to officer Charley Davidson.&nbsp;Police attempted a traffic stop but the driver identified as 24-year-old Heaven Westendorff accelerated and fled from the officers. During a short vehicle pursuit, the Honda collided with a Jeep parked in a driveway and an attached garage at a home in the 3100 Block of East Gilbert, according to Davidson. Police arrested Westendorff without further incident for felony evade and elude, reckless driving, theft and numerous traffic violations. There were three others in the vehicle.&nbsp;A 17-year-old boy who fled and was later found by officers and transported along with a 20-year-old man to a local hospital for treatment. A 19-year-old woman in the car was not injured. There were no injuries to those at the residence.------------ WICHITA, Kan. (AP) — A driver crashed into a Kansas home while fleeing from police. On Thursday, members of the Dickinson County Sheriff's Department arrested Colby Mohn, 18, of Abilene, following an investigation related to a motor vehicle accident he was involved in on September 17, according to a media release. Deputies booked Mohn into the Dickinson County Jail on requested charges of aggravated battery, driving under the influence of alcohol, and failure to remain at the scene of an accident. He has bonded out and will make an appearance in court later this month.

Kansas teen accused of leaving scene of DUI crash

KANSAS CITY (AP) — About 110 Kansas City inmates housed in a rehabilitation center since this summer will be moved to new facilities because the center will lose its insurance in January. The city has been using Heartland Center for Behavioral Change as a jail since the Jackson County Detention Center stopped taking inmates. Heartland chief executive Kyle Mead told the city in November that the agency’s liability and workers compensation policies will be canceled, effective in January. The cancellation letter indicates Heartland’s insurer canceled the liability policy after it became a jail. The center primarily provides substance abuse treatment and was not designed to be a jail. The city started sending inmates — those arrested, awaiting trial or convicted of municipal charges — to Heartland after its previous arrangement with Jackson County lapsed. Since then, several inmates have escaped from Heartland and at least one died. Fifty inmates will go back to the Jackson County jail. Vernon County will house 70 inmates, Johnson County will take 45 inmates and six to 10 inmates with drug court charges will enter into rehabilitation programs. The average cost for each inmate per day is $76.95, an increase over past arrangements.

At approximately 2 p.m. on Monday, a 31-year-old homeowner reported an unknown female suspect later identified as Tammie Chaplin, 41, Wichita, of taking a package that was delivered to the home in the 3300 block of East Clark, according to officer Charley Davidson. The victim posted a RING video of the theft onto the RING.com Neighbors Portal, which provided access for officers to view the video.&nbsp;On Tuesday, officers were following up on the case and located Chaplin wearing the same clothes and riding the same bicycle as seen in the video of the theft.&nbsp;Officers contacted Chaplin and she was arrested without incident. 5th suspect jailed in connection with murder, kidnapping robbery

Just before 5.a.m. Thursday, the Great Bend Police Department received a report of a stolen vehicle in the city, according to Barton County Sheriff Brian Bellendir. A Great Bend police officer located the vehicle on 10th St. and attempted to stop the Chevrolet Traverse. The vehicle fled from the police department eastbound on 10th St. reaching speeds of approximately 112 MPH. The vehicle fled east from the City of Great Bend where Barton County Sheriff’s deputies became involved in the chase. The stolen vehicle went north on Kansas 156 Highway at speeds in excess of 100 miles an hour, at times shutting off its lights and driving left of center on the roadway. The chase continued into the northeast part of Barton County crossing Kansas 4, at one point entering a field and then coming back onto the roadway. At about 5:30 AM the suspect vehicle reached Northeast 180 Road near NE. 100th Ave. where the driver lost control. As a Sheriff’s patrol car approached the vehicle, the patrol unit was intentionally rammed by the suspect vehicle. Deputies were able to block the vehicle in and take the driver into custody approximately ½ mile west of Hitschmann, Kansas, according to Bellendir. The driver identified as Stephen Lee Contrerez 32, Great Bend, was arrested and transported to the Barton County Jail where he was booked on charges of aggravated battery of a law enforcement officer, felony flee and elude of a law enforcement officer, driving with no lights when required, driving while suspended and multiple other traffic violations. The suspect was also charged by the Great Bend Police Department with the stolen vehicle case. Contrerez is being held in lieu of a $100,000 bond. The Sheriff’s office was assisted by the Great Bend Police Department, the Claflin Police Department and the Kansas Highway Patrol.

Upon arrival, police arrested Tiffany Wedgeworth, age 31, on a warrant for failure to appear through Great Bend Municipal Court. During a thorough search of the residence, police found methamphetamine, marijuana, and drug paraphernalia. Wedgeworth was arrested and transported to the Barton County Detention Center where she was booked in lieu of bond on the arrest warrant and multiple narcotics violations. She has four previous convictions that include drugs and for battery, according to the Kansas Department of Corrections

Just before 1:30p.m. Tuesday police responded to report of a robbery at a home in the 2500 Block of west Wildwood in Wichita, according to officer Charley Davidson. The suspects were reported in a silver Chevy Equinox. Police located the vehicle at Pawnee and Broadway and attempted a traffic stop. The driver refused to stop and a short pursuit began.&nbsp;The suspects fled the vehicle in the 2600 Block of South Minnesota. A backpack containing marijuana was thrown from the vehicle. <img src="https://media.eaglewebservices.com/public/2019/12/1575482505885.png">Police located all three suspects and arrested 20-year-old Darius Jackson, 19-year-old Jaylin Young and 23-year-old Devontice Joe all of Wichita.&nbsp;They also recovered a pellet gun near the vehicle.&nbsp; <img src="https://media.eaglewebservices.com/public/2019/12/1575482588577.png">It is believed the robbery occurred over a drug transaction at the residence West Wildwood.&nbsp;The suspects reportedly entered the home, showed a handgun and&nbsp;demanded property and money, according to Davidson.

(AP) — A man who claims he was banished from Kansas as a condition of a plea deal could be allowed back in the state under an agreement reached Monday, although a county prosecutor disputes that he was ever banned from returning.The American Civil Liberties Union of Kansas said in a news release that it has agreed to drop a civil lawsuit brought on behalf of&nbsp;<a href="https://apnews.com/a137c9cada1a421bbda8ea0d5c046d0d" rel="noopener noreferrer" target="_blank" style="color: rgb(28, 167, 218);">Bo Dana Rupert</a>&nbsp;in exchange for an amended Montgomery County plea agreement in a related criminal case against him. Court transcripts show Rupert pleaded no contest in 2017 to three felony counts of making a criminal threat and three misdemeanor counts of filing a false report. He was sentenced to 12 months of probation, and the judge accepted a plea agreement under which Rupert agreed to leave Kansas and never return. It is unclear from the court transcript whether the judge intended to specifically include that provision as part of his sentence. That 2017 plea agreement explicitly stated Rupert was not to return to Kansas: “If the defendant does return to Kansas then the terms of this agreement have been violated and the County Attorney may consider filing all other charges for additional offenses not filed now.” But on Monday, Montgomery County Attorney Larry Markle vehemently pushed back against the ACLU’s claim that Rupert was banished. Markle shared with The Associated Press a sworn affidavit from Rupert’s criminal defense attorney stating it was Rupert who came up with the idea to put a stipulation in the plea agreement that he transfer his probation to another state and not return to Kansas, or risk new charges.“The bottom line is that Rupert was not ‘BANISHED,’” Markle said in an email. Rupert left Kansas the day after his sentencing and has never returned, according to the ACLU. The group said in its filing that his then attorney advised him: "Don't still be here tomorrow when the sun comes up." That attorney, Heath Lampson, disputes ever giving him that advice. Two weeks after he was sentenced, Montgomery County issued an arrest warrant for Rupert stating he had violated the terms of his probation by not attending his probation meetings in Kansas. The ACLU said in a court filing that the banishment was reminiscent of punishments in the days of the Wild West, when convicted criminals were dropped at the state line and warned to never return in a practice called "sundown probation;" and in ancient Greece, where people convicted of homicide or embarrassing military defeat were sent into exile. Rupert contends in a court filing that he has been unable to return to Kansas for fear of violating the plea agreement.Under the civil settlement, Markle agreed not to prosecute Rupert for being an absconder. Markle said court probation officers were ready to testify under oath that they specifically told Rupert he could not leave the state until the interstate process had been completed for his probation. He released to AP a recording in which Rupert can be heard telling a law enforcement official that he was leaving Kansas for a good-paying job in Texas, but that he felt he was being run out of town by police harassment. “The ACLU either failed to properly investigate this case before filing suit and/or failed to educate themselves on criminal procedure before filing suit, which contains numerous false allegations against the Montgomery County Attorney’s office,” Markle wrote. “The ACLU is more concerned with headlines than the truth.” “We hope attorneys on both sides will think twice before adding stipulations like this one to ... agreements in the future,” Lauren Bonds, legal director for the ACLU of Kansas, said in a news release. “This was an unusual situation, to say the least.” In court filings, Markle argued that Rupert never claimed that the county attorney had ever tried to enforce the offending provision.The ACLU issued a news release stating it was Lampson who prepared the “problematic terms of the plea agreement, not Markle.”Lampson did not immediately return a message seeking comment.

Man who says he was banned from Kansas may return after deal

Just before 6 a.m. Saturday, police were dispatched to a shooting call at a residence in the 1200 block of South Main in Wichita, according to officer Charley Davidson. Upon arrival, officers located 24-year-old John Buess-Wheeler of Augusta inside of the residence with a gunshot wound to his chest. Buess was transported to an area hospital where he died, according to Davidson. A short time later, officers learned that a second victim, a 25-year-old man, drove himself to an area hospital. He was treated for non-life threatening injuries. The investigation revealed there was a physical disturbance between a suspect identified as 20-year-old Carver Soliman, Buess-Wheeler and the 25-year-old man who are known to each other. During the disturbance, Soliman fired a handgun, fatally wounding Buess and striking the 25-year-old victim in the arm. Soliman was located inside the residence by officers and was arrested without incident. The shooting was not a random incident and is believed to be drug-related, according to Soliman. On Saturday, the Shawnee County Sheriff’s Office received information on the possible location of stolen items from a previous aggravated burglary, according to Sgt. Todd Stallbaumer. Sheriff Hill, who was at the Law Enforcement Center, along with a detective, followed up on leads that lead to a search warrant being served at a residence in the 800 block of SE Rice Road. Authorities seized methamphetamine, stolen property from the aggravated burglary, a stolen assault rifle, and a handgun. They also arrested Shawn K. Morris, 48, of Topeka, on requested charges that include Criminal Possession of a Firearm by Felon, Possession of Methamphetamine, Possession of Drug Paraphernalia and Possession of Stolen Property.

Just after 7:30 a.m., on Wednesday, a passerby found a Hispanic man lying next to the road in the 12000 block of east 45th Street North, according to Lt. Tim Myers. Responding deputies noticed a gunshot to the man’s body and he was pronounced dead at the scene by paramedics. The victim was identified as Christian Osvaldo Hernandez, 30, from Wichita. Just before 8 p.m. Friday, an officer at the intersection of South Broadway Boulevard and West Crawford Street in Salina observed a northbound dark-colored passenger car with a temporary tag and without its lights on making a left turn onto West Crawford Street, according to Salina Police Captain Paul Forrester. The officer initiated a traffic stop and the car stopped in the 700 block of Cherokee Drive. As the officer got out of the patrol car, the suspect car took off south on Cherokee Drive and then turned right on Choctaw Avenue, heading back to West Crawford Street at speeds of up to 60 mph, he said. The car then headed west on West Crawford Street, and as it crossed Interstate Interstate 35, it accelerated to 95 mph, according to Forrester. At that point, the officer terminated pursuit. Then just before 2a.m. Sunday, an officer spotted a 2006 black Nissan Altima with a 60-day tag traveling southbound in the 600 block of South Fifth Street, Forrester said. The vehicle turned west onto West Crawford Street with the officer following, he said. The officer attempted to make a traffic stop at West Crawford Street and Whittinghill Avenue, but the Altima accelerated to speeds in excess of 80 mph and continued west on West Crawford Street. The officer terminated pursuit in the 2700 block and a Saline County Sheriff's deputy picked up the pursuit until the suspect driver identified as Kristopher Allen, 22, Salina, lost control and traveled into the ditch in the 4000 block of West Crawford Street, according to Saline County Sheriff Roger Soldan. The car became stuck in the ditch and had to be towed from the scene. Deputies arrested Allen who was not injured, on requested charges that include, Flee and elude, Possession of methamphetamine, Possession of marijuana, Possession of drug paraphernalia, Driving while suspended and Speeding. He has previous convictions for drugs and criminal possession of a weapon, according to the Kansas Department of Corrections.

On October 22, Jackson County Sheriff’s Office investigators and deputies served a search warrant on the home a home in rural Mayetta, according to Sheriff Tim Morse. During the search warrant, law enforcement interviewed 63-year-old Ronnie Jack Dinger, and collected evidence from the scene. Deputies arrested Dinger November 27 on a Jackson County District Court warrant for rape, aggravated indecent liberties to a child under sixteen years of age and aggravated indecent liberties to a child under 14 years of age, according to Morse. Dinger was booked into the Jackson County Jail where and was later released after posting bond. He is expected to make a court appearance this week.

KANSAS CITY (AP) — Authorities are investigating three weekend homicides in Kansas City. Kansas City Police spokesman Jacob Becchina said one man was found shot inside an apartment Sunday. Two other victims were found lying in the street in two separate incidents on Saturday.Becchina says one person is in custody in connection with the man found in an apartment near East 29th Street and Prospect Avenue, but no arrests had been made in the other two homicides.One man was found lying in the street near 38th Street and Monroe Avenue around 4:30 p.m. Saturday. Another man was found near Gregory Boulevard and Flora Avenue with gunshot wounds around 7:30 p.m. Saturday.The victims’ names were not immediately released.___

Just before 5 p.m. Friday, a deputy sheriff attempted to stop a vehicle for a traffic infraction near 158th&nbsp;and R. Road on the south edge of Mayetta, according to Jackson County Sheriff Tim Morse. The vehicle then fled northbound through the City of Mayetta and north on R. Road. The vehicle came to a T intersection at 182nd&nbsp;Road where the vehicle slid off the roadway into a muddy field. The vehicle managed to exit the field and went west on 182nd&nbsp;Road and met deputies east of Highway 75 on 182nd&nbsp;Road. The vehicle came to a stop and the four occupants surrendered to law enforcement. Two of the vehicle’s occupants were taken into custody. The driver, a juvenile, was arrested for possession of a hallucinogenic drug, possession of drug paraphernalia, felony fleeing and eluding a law enforcement officer and reckless driving, according to Morse. In addition, the juvenile had been entered as a missing person and had an outstanding felony warrant out of Shawnee County for vehicle burglary and theft of a firearm. The adult identified as Dathan Aaron Horn, 18, of Topeka was arrested for possession of a controlled substance and possession of drug paraphernalia. The two remaining occupants were released at the scene.

JACKSON COUNTY — Law enforcement authorities are investigating 2 suspects on theft chargesAt approximately 1:30a.m. Friday, a Jackson County Sheriff’s Deputy stopped a 2007 Chevy Trailblazer on 150th&nbsp;Road west of Mayetta for a traffic infraction, according to Sheriff Tim Morse. The driver Eric Dean McCracken, 36, of Topeka was arrested at the scene for driving while suspended and was transported to the Jackson County Jail. Shortly before 5 am, the Jackson County Sheriff’s Office was notified by the Shawnee County Sheriff’s Office of a stolen 2015 Chevy Silverado that they were tracking by GPS. The stolen vehicle was headed north on U.S. 75 Highway. An off duty Jackson County Sheriff’s Deputy in his personal vehicle began following the vehicle into Holton where a Holton Police Officer attempted to stop the vehicle on Banner Road. The vehicle fled driving through yards and stopped behind the former Country Mart Store where the driver exited the vehicle and fled on foot. Deputies and Holton Police Officers set up a perimeter north of Banner to 3rd&nbsp;Street. A Jackson County Sheriff’s K-9 began to track the suspect when, Undersheriff Darrel Chapman observed the suspect inside the Casey’s General Store on Arizona Street. <img src="https://media.eaglewebservices.com/public/2019/11/1575058163319.png">Keith Ray McCracken, Depties and Police Officers arrived and took the man identified as Keith Ray McCracken, 32, of Topeka and is the brother of the earlier suspect, Eric Dean McCracken. It is believed that the younger McCracken was traveling to the Jackson County Jail to post bail on his older brother in the stolen vehicle. The Sheriff’s Office checked with Jefferson County authorities in regard to the Trailblazer that Eric McCracken was arrested in since it was not registered to McCracken, but was registered to a Meriden address. The owner of the Trailblazer was not aware his vehicle was missing at the time of the stop and later reported it stolen. Both brothers are in the Jackson County Jail awaiting bond. Eric Dean McCracken was booked into the jail for driving while suspended and possession of stolen property. Keith Ray McCracken is being held for fleeing and eluding a law enforcement officer, reckless driving, driving while suspended and possession of stolen property.

<img src="https://media.eaglewebservices.com/public/2019/11/1575130696290.png" width="483">NSP Photo HALL COUNTY, NE— State troopers arrested two people and seized nearly 190 pounds of marijuana during traffic stops on Wednesday and Thursday on Interstate 80 and Interstate 76, according to a media release from the Nebraska State Patrol Wednesday evening at approximately 8:30 p.m. CT, a trooper observed an eastbound Chevrolet Tahoe following another vehicle too closely on Interstate 80 at mile marker 297 near Wood River, approximately 3 hours north of Salina, Kansas. During the traffic stop, an NSP K9 detected the presence of a controlled substance in the vehicle. Troopers searched the vehicle and discovered 169 pounds of marijuana. The driver, Khamla Bongxay, 31, of Milwaukee, Wisconsin, was arrested for possession of marijuana – more than one pound, possession with intent to deliver, and no drug tax stamp. He was lodged in Hall County Jail. Thursday morning at approximately 10:45 a.m.MT, a trooper observed an eastbound Infinity Q50 speeding at mile marker 2 on Interstate 76. During the traffic stop, the trooper detected criminal activity and performed a search of the vehicle. During the search, troopers found 20 pounds of marijuana, THC edibles, and a handgun. The driver, Jimmy Fabian, 26, of Madison, Wisconsin, was arrested for possession of marijuana – more than one pound, possession with intent to deliver, possession of a firearm during a felony drug offense, and no drug tax stamp. He was lodged in Cheyenne County Jail.

Troopers seize 190 pounds of pot during Thanksgiving traffic stops

OSAGE COUNTY — Law enforcement authorities continue their now three-week investigation in connection with a woman who was found bound and unconscious in a vehicle in Douglas County. In the early morning hours of&nbsp;November 3, investigators from Osage County responded to the former Wakarusa Valley school building southwest of Lawrence, according to the sheriff’s department. The incident started in Osage County and none of the crimes involved occurred in Douglas County, according to the sheriff's department. It also had no connection to the school district or school property, according to USD 497. Law enforcement just found the vehicle parked there. In over 3-weeks, authorities have released no additional details in the case including the health of the victim. Many agencies including Topeka Police, Kansas Bureau of Investigation and Douglas County Sheriff’s Office are participating in the investigation, according to Osage County Sheriff Laurie Dunn.
