JUNCTION CITY - Last weekend, member of the American Legion Post 45 and American Legion Riders Chapter 45 honored the more than 80 fallen Kansas soldiers with a monument dedication.

The monument is on the east edge of Heritage Park and faces the east.&nbsp;

Containing the more than 80 names of soldiers from Kansas who have been killed while serving in Iraq, Afghanistan and the Gulf War.

*The monument will be removed in the next few weeks to receive repairs due to damage occurring during shipping. While being repaired an additional five names will be added to the monument.

Honoring Fallen Heroes: Monument dedicated in Heritage Park

MORRIS COUNTY— The Kansas Highway Patrol has released the names of three people who died in an accident just before 4p.m. Saturday in Morris County.

According to the patrol, a 2014 Ram 1500 pickup driven by Andrew M. Steele, 53, White City, was southbound on Kelso Road at&nbsp;P Avenue approximately 6 miles Northwest of Council Grove.

The pickup&nbsp;was traveling in the center of the road and struck a northbound 2024 Toyota Rav4 driven by&nbsp; Troy A. Sabean, 33, Roseville, Minnesota, head-on.

&nbsp;Sabean and passengers in the Toyota identified as Ann C. Porter, 69, Fergus Falls, Minnesota and Emma M. Porter, 33, Roseville, Minnesota, were pronounced dead at the scene.

EMS transported passengers in the Toyota Paul M. Porter, 68, and Kathleen L. Lebarron, 64, both of Edina, Minnesota to Stormont Vail.&nbsp;

EMS transported Steele to the Morris County Hospital and a passenger in the pickup Lisa M.&nbsp;Steele, 51, White City, to KU Medical Center. Andrew Steele was not wearing a seat belt, according to the KHP.

MORRIS COUNTY—Three people died in an accident just before 4p.m. Saturday in Morris County.

The head-on crash occurred near&nbsp;P Avenue and Kelso Road, according to the Morris County Sheriff.

&nbsp;One of the vehicles had 2 occupants, both were transported by Morris County EMS to the Morris County Hospital with serious injuries. 

The other vehicle had 5 occupants, 2 occupants were transported by Morris County EMS to the Morris County Hospital with life-threatening injuries, the other 3 occupants were pronounce dead at the scene of the crash, according to the sheriff's office.

The Kansas Highway Patrol is investigating. Check the Post for additional details as they become available.

Money for streets, park improvements, an outfield fence upgrade on Rathert Field and computer systems for children at the 12th Street Community Center are some of the ideas suggested by Junction City Commissioners and staff for use of ARPA funds. The City has to decide by Dec. 31 how to use about $1.5 million.

Commissioner Richard Pinaire is calling for use of $1 million of that money for street improvements. "I think the citizens of Junction City want our streets fixed." Pinaire added that there are many nice places that have bad streets around them.&nbsp;

Pinaire wants "substantial spot repairs." He pointed to Spruce Street where there are concrete problems, and places between Junction City and Fort Riley.

Mayor Pat Landes commented that $1 million is a drop in the bucket on streets. The city already spends one and a half million per year, and more with matching grant programs. Other improvements mentioned would enhance existing facilities. Landes feels as city debt is paid down he does want to see the budget for streets increase but he also commented, "To blow it all on streets now is a mistake. You're not going to fix everything."

Commissioner Al Gordon would support a focus on upgrades to less privileged and less tended&nbsp; to areas. The Martin Luther King Jr. Park plus other parks along with the&nbsp; 12th Street Community Center, and computer systems there for children were mentioned.

Commissioner Jeff Underhill feels many smaller projects can be accomplished that would have a bigger impact. He believes that the City should continue "plugging along" with their budget to reduce debt so more can be done in the future on streets.

At this point the city commission has not made any final decisions on expenditure of the money. But it must be spent by Dec. 31,2026.

Earth Day Cleanup will be held this week

Recently a city near Junction City had a vacancy on their governing body as a member of the City Commission resigned from his seat. What is ironic is that the same city they had a similar situation last year when a member of the Commission decided to leave her position. Also, a little over a year ago a member of the Junction City governing body also resigned.

Cities are unique in that they are the only governmental unit that chooses to exist. They are cities because they want to be and not because they have to be. The City of Junction City and the City of Milford here in Geary County were incorporated in the 1850’s, but the third City in the County, Grandview Plaza was not incorporated until 1963. The oldest city of the 625 cities in Kansas is Leavenworth as it was incorporated in 1854 and the newest city in Kansas is The Highlands located north of Hutchinson when it became a city in 2017. Overland Park, which is currently the second largest city in Kansas in terms of population, was only incorporated 64 years ago. Then there is a want-to-be city called Golden in Miami County. This community wants to become a city so that they can control the urban sprawl from changing their way of life. However, in 2021 the Miami County Commission chose to not let it happen as they did not want this area of the county to have control over what development was moving into that portion of the county.

Cities in Kansas also can be unique from each other as well. There are 625 cities in Kansas ranging from the smallest with Waldron and Frederick each with a population of 9 to Wichita and their 396,192 citizens. Each city has an elected governing body and the governing body of Waldron with a mayor, and 3 council members has the ability to determine what they want to in their city just like Wichita does with its mayor and 6 council members. In 1961 the Kansas Constitution was amended to give cities Home Rule Power. This empowers cities to determine local affairs and government including the levying of taxes, fees, charges, and other actions. Some common examples of cities using Home Rule for local decisions include setting ordinances for property maintenance and code enforcement, determining local zoning areas, and creating a process for staggering governing body terms of office. Home Rule recognizes the need for local people solving local problems locally, allowing them to preserve the community’s unique identity.

Let’s get back to the filling vacancies in a governing body which I mentioned above. Last year the City of Manhattan decided to leave the position open for a few months and then the voters just elected another person to serve the remainder of that term, however this year they are choosing to appoint a person for the remainder of the unexpired term. Each of the 4 remaining city commissioners will bring a name to the next meeting and they will chose the next city commissioner. At the end of 2022, the city commission here in Junction City simply made a motion and approved choosing a person to serve the 1 year left of the term when there was a vacancy. All 3 methods were okay and in fact other cities may do it another manner. There is not one set process across the State. In contrast if a county elected official does not complete their term, there is a set process in place that is the same in every county in Kansas. Of course, county elected officials are usually a member of one of the two major political parties. Cities are non-partisan and elected officials do not claim a given party.

Junction City is the 20th largest City in Kansas of the 625 cities. Of course, 229 cities in Kansas have a population of 200 or less and 128 of these have 100 people or less. However, about 84% of all Kansas live in a city. The best is that each city can be different from the others. Each city can choose to be who and what they want to be.

The I.C.A.R.E. Organization has received a monetary donation of $690.00 from Evergy’s Community Impact Team. According to Vicki Bobbitt with I.C.A.R.E. the donation will be used to assist in activities to build positive relationships between youth and older adults during the 2024-25 school year.

The Kansas Highway Patrol reported a 2022 Harley Davidson motorcycle driven by&nbsp;William L.&nbsp;Anyan, 67, Athens, Georgia, was eastbound on Interstate 70 four miles east of Abilene.

The motorcycle rear-ended a 2008 Chevy Equinox driven by Roberto L. Perez, 38, Manhattan who was stopped in traffic from an earlier accident.

Anyan was pronounced dead at was transported to Ryan's Mortuary.

Perez was not injured. A passenger in the Equinox identified as Hunter Rose, 32, Manhattan, was treated at the scene and released. Anyan was wearing a helmet, according to the KHP.

USD 475 to Offer Free Student Lunches in June and July

WABAUNSEE COUNTY - On Thursday, May 23rd, just before 10:30pm, Deputies with the Wabaunsee County Sheriff's Office were dispatched to the report of shots fired.

When deputies arrived on scene in the 17000 block of Wakarusa Road, they found evidence, including the circumstances to arrest 66-year-old, James John Owens, from Eskridge.

Owens was booked into the Wabaunsee County Jail on requested charges of&nbsp;Attempted Murder in the 1st Degree; Aggravated Battery/use of a deadly weapon; Aggravated Assault/use of a deadly weapon &amp; Domestic Battery.

No injuries have been reported in connection with this incident.

RILEY COUNTY —Law enforcement in Riley County are investigating a Kansas felon on new allegations after an arrest.

Just after 4:30a.m. March 13, the Riley County Dispatch Center received a call from the Riley County Jail advising an inmate was not breathing and lacked a pulse, according to a media release from the RCPD.

Emergency medical services were dispatched to render aid while Riley County Police Department Officers were dispatched to secure the scene. 

First responders were able to revive the inmate to stable condition. Through the course of an investigation it was determined the inmate had obtained the controlled substance from a fellow inmate, Joseph Keehn, 30, of Junction City. 

On Thursday, officers arrested Keehn on a Riley County District Court warrant for trafficking contraband in a correction/care facility and distribution of a controlled substance causing great bodily harm&nbsp;

Keehn is being held on a $125,000 bond. He has previous convictions for aggravated assault, obstruction, theft and drug possession., according to the Kansas Department of Corrections

The Riley County Police Department department has begun researching additional procedures and technologies to help eliminate controlled substances from inside it's jail facility.

RCPD: $32,000 dollar rifle reported stolen in Manhattan

CW3 (Ret) Phyllis Fitzgerald, Executive Director of the Society of the First Infantry Division has announced that there will be a Memorial Day Weekend Service at the First Division Monument in Washington D.C. on Sunday May 26th beginning at 11:00 am (Eastern Time).&nbsp;

&nbsp;They will be unveiling the names (631) of 1st Infantry Division Soldiers killed in Iraq and Afghanistan to the monument, unveiling of a new Desert Storm plaque&nbsp; and laying of a wreath. It is also the 100th Anniversary of the First Division Monument.

The First Division Monument was erected by the Society of the First Division and dedicated by President Calvin Coolidge on October 4, 1924. All funds for the original monument and its later additions were raised privately by the Society. No federal money was used to build the monument. Today the National Park Service maintains the monument grounds.

The center column surmounted by a statue of Victory comprised the original monument. It was the first memorial to be built in Washington, D.C. in commemoration of the efforts of the Soldiers who fought in World War I. Bronze plaques on the pedestal near the base of the column list the names and units of the 5,516 First Division Soldiers who were killed in that conflict. A ground level plaque on the North side of the column lists the units comprising the First Division AFE, later the First Division.

The architect of the original monument was Cass Gilbert. The sculptor of the Victory statue was Daniel Chester French, who also created the statue for the Lincoln Memorial.

The World War II addition to the monument was erected to the West of the center column and dedicated on August 24, 1957. Bronze plaques on either side of the center stone lists, by unit, the names of the 4,325 First Infantry Division Soldiers killed in that war. A bronze plaque in the pavement at the base of the center stone lists the units comprising the First Infantry Division at the time.

The Vietnam Addition to the monument was dedicated on August 20, 1977. It is a mirror image of the World War II addition and located on the East side of the terrace. Bronze plaques on either side of the center stone lists, by unit, the names of the 3,079 First Infantry Division Soldiers killed in the Vietnam War. A bronze plaque on the pavement at the base lists the units comprising the First Infantry Division during that war.

The Desert Storm stone, on the Vietnam side was dedicated on May 29, 1995, and lists the names of the Divisions 27 dead in that war, including the first female and first contract civilian killed under the Colors of the Big Red One.

*The new addition includes the addition of three granite plinths to the East Wing to hold the plaques containing name, rank and unit of each Soldier killed in action from Desert Storm (27 names), Operation Iraqi Freedom and Operation New Dawn&nbsp; (439 total ), and Operation Enduring Freedom&nbsp; (192 names). They also added Three Granite Plinths on the West Wing that could hold plaques of&nbsp; Big Red One Soldiers soldiers killed in action in future wars.

U.S. Senator Roger Marshall’s office, along with&nbsp;the Greater Manhattan Community Foundation,&nbsp;will honor Kansas Gold Star Families with a trip to Washington D.C. for Memorial Day.&nbsp;Four Gold Star families will be in&nbsp;D.C.&nbsp;for the re-dedication of&nbsp;the First Division Monument that honors fallen soldiers from the First Infantry Division.&nbsp;

Tyler Mason, a Military Affairs Liason for Senator Roger Marshall’s office, said, “The whole purpose of this trip is to pay it forward to those families who gave it their all and to show them that we appreciate them and their sacrifices.”

The Gold Star families will fly out of Kansas City on Saturday, May 25, and spend Memorial Day weekend in D.C.&nbsp;

On Saturday night, the Junction City Military Affairs Council and Economic Development will provide a dinner for the Gold Star families at Clyde’s Gallery Place in Washington D.C., and in attendance&nbsp;for the dinner,&nbsp;with the Gold Star Families will be Major General John V. Meyer III, Division Command Sergeant Major Derek Noyes, from the First Infantry Division, and Lieutenant General (Retired) Ron Watts from the Society of the First Infantry Division.&nbsp;

Isreal Waddell, the Director of the Junction City Military Affairs Council, expressed the importance of recognizing Gold Star Families. “Behind every Gold Star Family is a story of sacrifice, resilience, and love,” Waddell said.“Serving Gold Star Families isn’t just an act of gratitude: it is a testament to our enduring commitment to honor, cherish, and remember those who have given everything for our freedom.”

On Sunday, the Gold Star Families will meet up with Senator Roger Marshall and attend the re-dedication of the First Division Monument that honors fallen soldiers from the First Infantry Division. In addition to 12,947 names, The Society of the First Infantry Division will unveil 631 new names on the monument.&nbsp;

Senator Marshall, a veteran, spoke of the importance of honoring these families and soldiers. “It’s important to the active duty soldiers just to see that their Senator cares,” Marshall said. “You can tell people that you care, but this is a way to show the soldiers, past and present, that I do care.”&nbsp;

Following the re-dedication ceremony, Senator Marshall will take the Gold Star families on a private tour of the capital building.&nbsp;

Christine Benne, the Military Relations Coordinator at the Greater Manhattan Community Foundation, raised the necessary funds to make this trip happen. Benne secured funding through some grants that she had written, including a $25,000 grant from the McCormick Foundation. The funds raised will cover airfare, hotels, and the commute from Fort Riley to the airport in Kansas City.&nbsp;

The Gold Star Families fly to D.C. on Saturday, May 25, and will return on Memorial Day.&nbsp;

WASHINGTON, D.C. — With Thursday scheduled as the day for the markup of the next five-year Farm Bill in the House Agriculture Committee, Kansas First District Congressman Tracey Mann went to the House floor to praise the initial product that he has seen thus far heading into the process.

Mr. Speaker, this is a week that farmers, ranchers, and agricultural producers in my state have long-awaited. The House Agriculture Committee will finally markup a five-year Farm Bill. I want to start by saying thank you to Chairman G.T. Thompson for leading the committee in developing a bipartisan, comprehensive, fiscally conservative Farm Bill that gives our farmers, ranchers, and agricultural producers the certainty they deserve.

Around this time last year, the Chairman and I hosted a Farm Bill listening session in the middle of a wheat field in my District. We heard from 150 Kansans about their priorities for a Farm Bill. They were clear—they need a Farm Bill that gives them certainty as they work day-in and day-out to feed, clothe, and fuel the world. The Farm, Food, and National Security Act does just that.

This Farm Bill strengthens the farm safety net and protects crop insurance. Agricultural producers in Kansas understand firsthand how important that is. In February 2021, Kansas had 13 consecutive days of below freezing temperatures which was a 40-year record. Our producers worked around the clock to protect their cattle and ensure they survived. Just last summer, drought and market conditions in Kansas caused producers to abandon the highest number of acres of wheat since World War One. Wheat farmers have seen a 35% decrease in production in the last year as a result. Mr. Speaker, the reality is Mother Nature is a very difficult business partner. One bad crop year could put the livelihood of our producers and their families at risk. This Farm Bill gives these hardworking individuals more certainty by strengthening the farm safety net, adjusting reference prices, and modernizing the Livestock Indemnity Program, dairy supports, and Conservation Reserve Program.

The committee’s Farm Bill also maintains American food independence and invests tax dollars in places we can see a return on those dollars. America is the freest country in the world, in part because we have never had to rely on another country to feed us. At the heart of that independence is agricultural research and innovation.

The Big First is home to some of the crown jewels of the animal health corridor—Kansas State University and the National Bio and Agro-Defense Facility. These institutions give the nation a scientific hub of world renown research. Kansas State University is conducting groundbreaking research into areas, including new heat-tolerant wheat varieties and higher yielding sorghum. The U.S. Department of Agriculture’s state-of-the-art National Bio and Agro-Defense Facility in Manhattan, Kansas, will conduct research into serious animal disease threats and be an important backstop in protecting our nation’s food supply. This work, and America’s continued ability to feed ourselves for generations to come, depend on a five-year Farm Bill that prioritizes food security as national security.

Mr. Speaker, this Farm Bill makes robust investments in the Market Access Program and Foreign Market Development cooperator programs that ensure our American producers remain in the international marketplace. It proactively addresses issues like deferred maintenance costs at land-grant institutions and the country’s veterinarian shortage before the problem gets worse.

I’ve been to this floor nearly thirty times to push for my priorities in the Farm Bill—to protect and strengthen crop insurance, promote trade programs that help America remain competitive and secure, conduct rigorous oversight of the executive branch to fight big government overreach, and invest in agricultural research at America’s land-grant universities.&nbsp;I’m pleased that the Farm, Food, and National Security Act does just that.

We need to pass a five-year, fiscally conservative Farm Bill long enough to provide certainty and short enough for Congress to respond to market changes. Farm Bills feed every corner of the nation from New England to the islands of Hawaii, both our coasts, down to the Gulf, and even the heartland of the country, including Kansas.&nbsp;American agricultural producers and consumers are counting on it. The legislation we markup this week will have ripple effects for the next half-decade. This body, and Congress, must use this legislation to address the concerns we have all heard over the last several years.

When we kicked off our Farm Bill listening session last year there were three combines parked behind us – John Deere, Case, and Gleaner. When you grow up on a farm, you’re born into a loyalty to one of these trusted American brands. They have different styles and features, but they are all designed to do the same thing – harvest. Our listening session that day, and the bill the House Agriculture Committee markup this week are no different. We all have different priorities and backgrounds, but we’re all here to do the same thing – harvest, work hard, and effectively churn out a product – the Farm Bill.&nbsp;American farmers, ranchers, and agricultural producers deserve it, America’s food and national security depend on it, and Congress must deliver it.

This Farm Bill is something our agricultural community can be proud of. It&nbsp;puts&nbsp;dollars in places where Americans&nbsp;can see&nbsp;a good return on&nbsp;their&nbsp;investment. It tightens budgets and reins in reckless spending that doesn’t serve taxpayers. Most importantly, this&nbsp;bill ensures that American farmers, ranchers, and agricultural producers can continue to keep us all fed, fueled, and clothed.&nbsp;The Farm, Food, and National Security Act&nbsp;is the first step in the right direction, and I look forward to this week’s markup.

🎥 WATCH: Mann praises House initial Farm Bill version

Activities ranging from concerts to helicopter rides and a carnival are on the schedule for Freedom Fest July 3-7 in downtown Junction City.

Co-Chair Nate Butler confirmed for the city commission that there are also food and craft vendors, the Freedom Run, a Veteran Ceremony, a fireworks display and the annual&nbsp; parade. The concert series will include tribute bands featuring tributes to Journey, Loverboy, Motown and rock giants. The Goddesses of Rock will perform on Friday night July 5th, and Hells/Bells, #1 AC/DC Tribute Band plus Molly Hatchet will perform on Saturday night.

Sunday there will be a morning worship service at 9:30 and Christian music performers, Crosspoint Worship and Jordan St. Cyr,&nbsp; on Sunday evening.

The Foam Zone will return this year and there will be something new, helicopter rides. The helicopter will land at the corner of Fifth and Washington on Washington Street, said Butler. He noted that it will be a smaller helicopter. In addition to the pilot they can carry up to three passengers. "They'll land there about every 10 minutes." The cost will be $50 per person to ride with those rides occurring Thursday, Friday and Saturday during the festival.

Freedom Fest plans are updated

On May 22, the JC Breakfast Optimist Club met at Jim Clark’s Chevrolet showroom and has their guest speaker Margaret Haden. Margaret is the Manager of Walk To End Alzheimer’s. Margaret said she has “days that are rewarding and some days are hard” because of the work she does with people with the disease.

The Alzheimer’s Association has resources to help and there is a 24/7 Helpline at 800.272.3900. Resources include educational programs, support groups, information about research and studies and community resources.

There are 10 Warning Signs of Alzheimer’s. These signs include memory loss that disrupts daily life; challenges in planning or solving problems; difficulty completing familiar tasks; confusion with time or place; trouble understanding spatial relationships; new problems with words in speaking or writing; misplacing things and losing the ability to retrace steps; decreased or poor judgment; withdrawal from work or social activities and changes in mood or personality.

Some ways to slow the development of Alzheimer’s include staying social, keeping the mind active, staying hydrated, having regular health checkups, limiting alcohol, and eating a balanced diet.
