Geary County Public Works announced that on Tuesday, September 2 a historical bridge referred to as the Old Katy Bridge, located on Otter Creek Road, approximately .4 miles south of East Lyons Creek Rd, will be closed as it undergoes replacement of wooden stringers and wooden planks that make up the driving surface of the bridge. This project is expected to take approximately three (3) weeks. 

Materials for this project were purchased using a grant awarded to Geary County in the amount of $81,984.00 through the State Historical Preservation Office, and labor for this project will be done by the Geary County Public Works Department.

&nbsp;The official detour route for residents and commuters needing to access Otter Creek Road East will be East Lyons Creek Road to Skiddy Road, then south on Skiddy Road to Red Road, west on Red Road, and back to Otter Creek Road East.

Detour traffic signs will be installed before the project begins.

A recently organized group called JC Proud led by Sam Yoskowitz, Ron Johnson and Ricardo Gutierrez have a goal to help their neighbors and the city by picking up trash or assisting others with cleaning up their property. Although JC Proud has only been in place for a few months. The groups target is litter and blight.

JC Proud meets once a month to organize the areas of town that need to be focused on for cleanup. Then volunteers within the group are either assigned or choose the way they can contribute. Ron Johnson stated that, “the City has been helpful by providing trash bags, rakes, gloves, brooms and any other items to be used” for the clean ups.

Fans are able to carry the following style and size bag or package into the venue.•&nbsp;

--Bags that are clear plastic, vinyl, or PVC, and do not exceed 12x6x12

--•&nbsp;One-gallon clear plastic freezer bag (Ziploc bag or similar)

--•&nbsp;Small clutch bags must not exceed 5.5&nbsp;x 7.5, with or without a handle or strap.

--•&nbsp;Exceptions will be made for medically necessary items or diaper bags (subject to search)

Bags Not Permitted: Backpacks, printed plastic bags, fanny packs, purses, reusable grocery totes, mesh or straw bags, duffle bags and large totes.These rules will also be enforced at Blue Jay Athletic Events.&nbsp;

There will be no re-entry after leaving the event without additional ticket purchase.&nbsp;

JCHS Announces New Athletic Event Procedures

The Kansas Department of Transportation is alerting motorists to anticipate delays on I-70 through Junction City during periods of heavy travel, especially on weekends of Kansas State University home football games in nearby Manhattan.

Traffic delays should be expected in Geary County as a pavement replacement project continues along a 4-mile stretch of I-70 in Junction City between Washington Street (Exit 296) and K-57 (Exit 300). &nbsp;I-70 traffic is reduced to one lane in each direction on the westbound lanes, with lower work zone speed limits in place.

The lane reduction will continue throughout this final phase of construction. All work is scheduled for completion by December, conditions permitting.

Members of the Junction City and Geary County Commissions plus the USD 475 Board of Education conducted a joint meeting on Monday. Some of the items included:

--Information that an application for a federal DCIP grant has been denied. Funds would have been used to help upgrade Grant Avenue. There will be an attempt to make another application next year. In the meantime there is about $1.5 million in City Public Works funds to help make some improvements.

--The County has agreed to help the City dispose of tires from the recent community cleanup by providing about $4,000 in solid waste funds. The entities were updated on that decision and learned that there will be more cleanups in the future. The City is still working to pick up trees, logs and brush following a recent storm. That effort will continue until the job is complete.

--There was little interest in keeping the Municipal Swimming Pool open longer in August on some sort of part-time basis. Cost and staffing would be issues.&nbsp;

--Construction on a new early childhood center is progressing on schedule. It is scheduled for opening next fall for the 2025-26 school year. This will be a 32 classroom facility for three and four year old students.

--There will be a Walk With a Doc event Saturday, Oct. 4 at the Bob Schmoeckel Track at the old high school site. This will be a Stormont Vail Health Walk With a Doc.

RILEY COUNTY—Law enforcement are investigating two suspects for alleged crimes involving a teen.

Just after 10a.m. Monday,&nbsp;Officers filed a report for aggravated indecent liberties with a child and contributing to child's misconduct in Manhattan, according to the Riley County Police Department activity report. A 15-year-old girl was listed as the victim and a 21-year-old man and 21-year-old woman known to the victim were listed as suspects. 

Just after 1p.m. on Monday police arrested 21-year-old Benjamin Leo of Manhattan on requested charges of aggravated indecent liberties with a child and contributing to child misconduct.&nbsp; Police also arrested 21-year-old Nora Yasir of Junction City on a requested charge of contributing to child's misconduct. 

Leo met the requirement of a&nbsp; $25,000 bond and is no longer in custody.

Yasir remains jailed on a $5,000 bond, according to the RCPD.

RCPD: 2 accused of crimes involving 15-year-old girl

Lieutenant Governor and Secretary of Commerce David Toland announced $550,000 in grant funding is now available to support the expansion of registered apprenticeship programs across Kansas.

The Kansas Office of Registered Apprenticeship grant, will be divided into two distinct opportunities aimed at attracting and retaining more skilled employees:

The first, is a continuation of the established registered apprenticeship sponsor funding, available to state educational institutions, joint-labor organizations, businesses, nonprofits and workforce boards to support projects that expand their reach. 

The second is a new opportunity for small businesses to help them adopt registered apprenticeship programs.

“We have been intentional with our approaches to increase the reach and impact of registered apprenticeship programs in Kansas for one simple reason – they work,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “In the last three years, we’ve made extraordinary progress — with employer participation increasing from 280 companies to more than 1,000. These grants will help ensure even more employers can take advantage of the power of apprenticeships, and their ability to attract and retain talent.”

The existing program offers grant awards up to $150,000 which can be used to support technical instruction, outreach, staffing, partnerships and administrative costs. In addition, small business grants of $7,000 also will be available to companies with fewer than 10 employees that register at least one apprentice by the end of the grant period. 

Both applications must be completed by September 20, 2026.

“This grant opportunity has played a key role in expanding high-wage and high-demand registered apprenticeship programs across Kansas,”&nbsp;Kansas Office of Registered Apprenticeship Director Shonda Anderson said. “We’ve been extremely successful in expanding not only union-based apprenticeships but adding new industries such as agriculture, healthcare and manufacturing. We want to ensure businesses of all sizes get access to these opportunities.”

The Kansas Office of Registered Apprenticeship grant program is one of many tools offered by the Kansas Department of Commerce to support workforce development for high-wage, high-demand occupations statewide.

Mayor Pat Landes brought the issue up during a joint meeting at the C.L. Hoover Opera House by noting that there are a lot of students unhoused. "Homelessness is something we're going to have to address. It affects us every year, every day."

Noted during the meeting was a Fresh Start Emrgency Shelter request to the city for $54,000, but that shelter is only open during the daytime from 8 a.m. to 5 p.m.&nbsp; There was a suggestion to talk with Fresh Start to see what they need to be open 24 hours but it was believed that cost would be about a quarter of a million dollars, which is a daunting amount.

The problem of homeless students ( kids ) came as a surprise to some in the meeting.

There was no final action Monday, but the conversation has begun in the public arena on this difficult issue.

Junction City has a problem with homeless students

MANHATTAN —Kansas State University is the latest target in a series of swatting incidents nationwide.

Late Monday afternoon Kansas State University was a target of a swatting attack intended to be disruptive to our Manhattan campus, according to a&nbsp; social media report from the university.

Riley County Dispatch received a call on their administrative line of a message stating active violence at Hale Library.

Officers immediately responded and determined the call was a hoax and there was no threat or danger. The building is safe, and the Manhattan campus is under normal operations.

This appears to be similar to other swatting reports happening at universities across the country.

K-State a target of swatting incident

GEARY COUNTY— Law enforcement across the state continue to ticket drivers for traveling far above the posted speed limit.

According to a social media report from Junction City Police, an officer recently issued a ticket to a driver on Grant Avenue who was caught traveling 93 mph in a 35 mph zone - that’s nearly three times the posted limit, resulting in a  $650 ticket. 

"Excessive speeding isn’t just reckless - it’s deadly."

According to the National Safety Council, speeding was a factor in 29% of all traffic fatalities in 2023, resulting in 11,775 lives lost - that’s over 32 deaths every single day. 

"Here’s why speeding - especially at extreme levels - magnifies danger:• Less reaction time. At higher speeds, drivers have significantly less time to respond to changing road conditions or unexpected hazards.• More severe crashes."

 </figure>GEARY COUNTY— Law enforcement across the state continue to ticket drivers for traveling far above the posted speed limit.According to a social media report from Junction City Police, an officer recently issued a ticket to a driver on Grant Avenue who was caught traveling 93 mph in a 35 mph zone - that’s nearly three times the posted limit, resulting in a $650 ticket. "Excessive speeding isn’t just reckless - it’s deadly."According to the National Safety Council, speeding was a factor in 29% of all traffic fatalities in 2023, resulting in 11,775 lives lost - that’s over 32 deaths every single day. "Here’s why speeding - especially at extreme levels - magnifies danger:• Less reaction time. At higher speeds, drivers have significantly less time to respond to changing road conditions or unexpected hazards.• More severe crashes." The project will feature a large-scale Rotary map design, a unique and interactive installation that has been implemented by Rotary Clubs across the country. Locally, JC Rotary has already completed a similar project at Seitz Elementary School bringing educational and engaging outdoor spaces to area students.

JC Waters True Value has generously donated the paint for the project, reinforcing the spirit of collaboration and community support that has made this project possible.

The 5th Street Park Map Project represents the power of partnership and the shared commitment of local organizations to enhancing Junction City’s parks and public spaces for families.

RILEY COUNTY —Law enforcement are investigating a hit-and-run accident that occurred in early Sunday in Riley County.

Just after 3:30a.m. Sunday, police responded to the report of an injury crash in the 200 block of Westwood Road, according to the Riley County Police Department activity report.

Officers found that vehicle hit a pedestrian identified as Clark Trawick, 44, of Manhattan. Riley County EMS transported Trawick to Via Christi for treatment of serious injuries. He was later transferred to Stormont Vail in Topeka. 

Further investigation by police discovered the vehicle involved was a 2008 Honda Pilot. This case remains under investigation.

Manhattan man hospitalized after hit-and-run pedestrian accident

DICKINSON COUNTY —Authorities are investigating the cause of a fire at a pharmacy in Abilene.

According to a social media report from Paterson Health Care Pharmacy, 105 NW 3rd Street in Abilene, the fire occurred Sunday night. There were no injuries but significant damage due to the fire and smoke. The pharmacy is working with officials to determine the next steps to be taken. 

&nbsp;Pharmacy operations are currently suspended and the business has no way to access patient info that is backed up on the software server. This means the pharmacy cannot perform any transfers as well.

The pharmacy we will provide updates on social media and on our phone system as soon as possible.

&nbsp;The pharmacy encouraged customers to call their doctor and have a prescription sent to another pharmacy.

Fire temporarily closes Abilene pharmacy

Konza Prairie Community Health Center was the site of the Junction City Area Chamber of Commerce's Business During Hours networking event on Thursday. As part of the event, attendees from the community were given a tour of Konza and also asked to donate goods to the Konza Cupboard and Food Pantry. 

According to information posted on their website, the Konza Cupboard was established in March 2021 to help fight hunger in the community.  The Konza Cupboard is part of the Konza Cares initiative – programs developed by the clinic to increase access to food, clothing, medication, and other healthcare resources for our patients and the community.

During the month of August, Konza set a goal to reach 600 pounds of food donated. Thanks to the efforts of their staff, community members, and the Chamber of Commerce's Business During Hours event, the goal was achieved. As of Friday, August 22, 626.2 pounds of food had been donated. 

Konza is still accepting donations, and you can drop them off at the Konza Prairie Community Health Center Clinic in Junction City, located at 361 Grant Avenue.

Abby Allen is in her second year as the Principal of Spring Valley Elementary School following the retirement of long-time Principal, Sierra Jackson. Abby is originally from Topeka and came to USD 475 in 2006 as a teacher at Custer Hill Elementary School, “which is where Mrs. Jackson was the Principal”, she said.

Mrs. Allen also taught at Lincoln Elementary and has been an Instruction Coach in the district. “I love technology” and what the district has done to provide students and staff with the equipment and training to use it in their learning journey.

“Safety is my number one priority. Students and staff need to feel safe when they come to school. “Teachers welcome students by name as they come through the door each morning. We have a High-Five Friday once a month when parents, district staff from the central office or organizations are welcome to greet our students when they arrive. It lets students know that people care about them being in school and encourages them.

Wildcat Way Expectations and rotations teach students about what appropriate behavior in the classroom, hallways, at the drinking fountain, and at assemblies looks like and is expected. We also prepare fifth graders for middle school by having their core subject rooms near each other for easy transition in passing from one class to another. In the spring the fifth graders visit the middle school on ‘Bridge Day’ to get a middle school student led tour of the building, meet the Principal and perhaps lower the anxiety of going to a larger building with sixth grade students from all elementary schools in USD 475.”

Abby also stated that “I collaborate with other Principals in the district to give and get new ideas on how to handle certain situations.” She also shared that “the collaboration with the staff at the Devin Center helps all Principals get a clearly picture about finance and other topics being dealt with on the building level.”

The Missouri State Highway Patrol reported a 56-year-old Junction City woman was attempting to tie up a 2005 Sea Ray 40-foot boat at the 8 mile marker of the main channel. The vessel drifted and crushed the victim against the dock.

&nbsp;EMS transported the woman to Lake Regional Hospital. She was not wearing a life jacket, according to the MSHP. The Patrol no longer releases names of accident victims.

It provides the benefits of Part A, B, and often D, usually for about the same amount, with lower copays, so there’s no need for Medigap. Some Medicare Advantage plans offer benefits not in Original Medicare, such as fitness classes or vision and dental care.Choosing between Original Medicare and Medicare Advantage requires careful consideration of your finances and health needs. Medicare Advantage plans can carry hidden risks, especially for people with major health issues. Some people in Medicare Advantage plans may end up paying unexpectedly high costs when they become ill or find that their network lacks the providers they need.With Original Medicare individuals can see any provider who accepts Medicare, which is most. However, Medicare Advantage plans typically require that you get care from a more limited network of providers, and in most cases, you will need a pre-authorization from the insurance payer to see specialists, receive Part B drugs, get skilled nursing facility stays or inpatient hospital stays, receive mental health services or receive diagnostic services such as procedures, labs, tests, therapy, dialysis, hearing, eye exams, dental care and many other services.A <a href="https://www.acpjournals.org/doi/10.7326/M23-2480">study in the Annal of Internal Medicine</a> found that switching to Medicare Advantage was associated with increased financial burden among vulnerable populations, especially those with low incomes. A 2024 study found that nearly 6 in 10 Medicare beneficiaries living in rural areas were in Original Medicare driven by that fact that there was limited participation of local doctors and hospitals in Medicare Advantage plan networks. The networks of providers in rural areas are especially narrow, making it harder for people to get care.In addition, several hospitals across the county have decided not to accept Medicare Advantage plans as they can be detrimental to the patients they serve and often not reliable in payments for care. This also is true in Kansas, where we have seen an increasing number of hospitals not accepting Medicare Advantage plans.Nearly all <a href="https://www.kff.org/medicare/medicare-advantage-premiums-out-of-pocket-limits-supplemental-benefits-and-prior-authorization/?utm_source=chatgpt.com">Medicare Advantage plans</a> (99%) require approvals and authorizations before care can be given. In a<a href="https://www.ama-assn.org/system/files/prior-authorization-survey.pdf"> 2024 American Medical Association survey</a>, 93% of physicians polled said authorizations delayed medical care.&nbsp; Medicare Advantage plans denied 3.2 million prior authorization requests for health care services in whole or in part in 2023, or 6.4 percent of the 50 million requests submitted on behalf of enrollees that year, according to a <a href="https://www.kff.org/medicare/nearly-50-million-prior-authorization-requests-were-sent-to-medicare-advantage-insurers-in-2023/">KFF analysis of federal data</a>.Kansans should be aware that the only way to learn about a Medicare Advantage plans’ approval and authorization practices is to ask your physician and hospital provider.
