GEARY COUNTY—One person was injured in an accident just before 8:30a.m. Sunday in Geary County.

The Kansas Highway Patrol reported a 2021 Chevy passenger vehicle driven by Charles Wayne Lynch, 41, Wichita Falls, Texas merged onto&nbsp;&nbsp;onto eastbound Interstate 70 near Washington Street from the on ramp and came to a complete stop in the left lane. 

A 2017 Chevy Silverado driven by Shelby Noel&nbsp;Freitas, 30, Palmyra, Indiana, and puling a fifth wheel was eastbound in the left lane of Interstate 70, rapidly approaching the Chevy. 

The Silverado started to brake hard to avoid striking the Chevy. A 2024 Kenworth semi driven by Christopher M. Sacher, 48, Abilene was also&nbsp; eastbound in the left lane behind the Silverado.

The Kenworth started to brake hard, swerved to avoid the Silverado but struck the fifth wheel the Silverado was towing. The impact caused the trailer to catch fire.

EMS transported Freitas to the Geary County Hospital.&nbsp; There were no other injuries. All three drivers and a passenger in the Silverado were properly restrained, according to the KHP.

HUTCHINSON, Kan. — Jon Austin, DVM, with Hutchinson Small Animal Hospital, explained that the veterinary tranquilizer Xylazine that is now being found mixed with fentanyl in some human overdose cases has long been in use in practice on animals.

"It's a medication that's been around a long time," Austin said. "It's very, very helpful and has a good purpose in veterinary medicine. It's used both in large animal and in small animal, for longer term injectable&nbsp;anesthesia. It's put in combination with other medications to make it an anesthetic. It acts more as a tranquilizer or sedative by itself. It's a very potent drug. Its effect is long lasting."

It's especially important for large animals like cows and horses when you can't take an operating room out to the pasture.

"A small amount of it in a needle will put a 1500 pound animal on their heels for long enough to do surgery procedures," Austin said. "I use it frequently in combination with another one called ketamine to do painful surgeries on cats. They will sleep an hour through an active surgery procedure and then they will be groggy and with good pain relief, good analgesia and sedation for five or six more hours."

Austin's concern is the off label usage of the drug by humans may eventually make it unavailable to vets.

"When people start doing things they shouldn't with things, oftentimes the solution for the government is just to take it away," Austin said. "Then, we're left without something to give that kind of help to us for procedures and things we need to do on our pets. I cannot imagine what recreational purpose someone might have for that medication, unless being unconscious and knocked out for hours is what they are looking for. I don't know. I don't understand that, myself."

Vet: Xylazine is not for human use

The storm that came through this area earlier this week reminds us of the reason there is a need for the Storm Water Utility. We will continue this week with discussing other City utilities and how they all fit into the overall operation of the City of Junction City. Storm water is one of those charges that shows up on your City bill each month, that we probably get the most questions about.

In August of 2017, the City adopted Ordinance No. G-1027 relating to Stormwater Management. In that time period there was a push at the Federal and State levels on the quality of storm water. I won’t go into all of the science and regulations, but terms such as the National Pollutant Discharge Elimination Process (NPDES) became common as the quality of the water that runs into the storm system in communities was being focused on. Basically, the City became responsible for the quality of storm water and actions were put in place to improve on the quality. Run-off from construction sites became a concern and efforts were made to other practices in place to eliminate issues in storm water. Even today we do focus on quality and samples are collected on a routine basis of the water in the rivers “above” the city and also “below” as storm water leaves the City. Again, there are many regulations to follow.

Back in that time period, many cities formed a Strom Water Utility. A stormwater utility is a legally authorized "public enterprise fund", adopted by ordinance and is similar to the water and sewer utilities. It was established to finance the construction and/or reconstruction of portions of the storm

water system in that given City. Storm water fees are charged just water or waste water fees.

I was not in Junction City when this Utility was put into place and charges were assessed. I understand there was “thoughts” that a storm water treatment plant was needed. Not an issue yet, nor do I think it is an issue in the near future. Of course, that is also dependent on the efforts we all make to keep the storm water “clean”. There are some that apparently felt that the storm water utility fees were only going to be for a few years. I have no idea how that was ever a possibility as there is a constant need to improve the storm water system as well eliminate erosion issues.

The most recent storm water project was the repair of Price’s Ravine om the east side of North Jackson Street between the City’s Park Department Building and the City Water Plant. Erosion over the years had eaten into the north bank and the chain link fence on the “Park’s” side was literally hanging in the air and before long the erosion could have affected the building foundation under the building. On the south side the erosion was moving the water stream towards the lime lagoons which are to the north of the water plant. Simply, we would have had a “mess”. This project was necessary, but not cheap and the total cost of the work was in the $1 Million dollar range.

Another recent project was the improvement of drainage on Eisenhower Street. Again, needed to be done, but costs exceeded $300K. One project that maybe in the future is the improvement of Rimrock Dam at Homer’s Pond. Personally, I think it is not an issue, but the Kansas Department of Agriculture declared it as a “High-Risk” Dam. If the pond held just a little less water it would maybe not be an issue, but they are looking at their regulations. We will see what happens with that project in the future.

The storm water utility fees are on each month’s “City” bill. For those parcels without a “City” account, such as a vacant lot, the fee is treated as a “Special Assessment” and billed to the property taxes. For residential properties the fee is $7 per month, but business and commercial properties are higher based

on square feet of the property. Even though not as well understood, this utility is important to the City.

The other City utility service is trash. Now there are cities who do not operate a “City” owned service, but we do here in Junction City. What makes us a bit different is that private companies are also allowed to operate in the City. Frankly, I don’t know how that ever happened, but never the less it is done that way here. The downside of this is that on any given street, there could be 2 or 3 trash trucks on the street or alley in any given part of town. That of course can cause more wear and tear on these surfaces. The crews on our trash trucks could be consider “unsung heroes ” as they work with garbage and other their work is done in “less than ideal” weather conditions. The City trash is hauled to the Geary County Transfer Station and then shipped to a Landfill near Topeka.

I mentioned above there are private firms who also “do” trash here. Of course, we understand they operate the business to make a profit. This profit is never a benefit to our community. On the other hand, on the City trash service, fund transfers are made to the General Fund. In recent years some of these funds are being utilized to make sidewalk and alley improvements. There will be an alley project in 3 blocks in the business district on 6th Street later this year.

We have made it through all of the utilities. I hope I have shared some good info. In the coming weeks we will see if we can tie this all together in the City “package.”

RILEY COUNTY - A Manhattan man was killed on Friday afternoon following a motorcycle versus truck crash on Tuttle Creek Blvd at West 92nd Avenue.

According to the Kansas Highway Patrol online crash logs, at just before 4:00 pm on Friday, a 2016 Ford F-150, driven by 66-year-old Donald E. Oriley of Hopkins Missouri, was preparing to turn left onto West 92nd Avenue. Oriley was not injured in the crash.

While waiting to make the turn a 2012 Harley Davidson FLHX motorcycle, driven by 66-year-old, Daniel G. Davis of Manhattan, collided with back left corner of the F-150.

Davis was ejected from the motorcycle, and died at the scene.

A third vehicle, a 2018 Dodge Journey, driven by 15-year-old Hope Wilson of Wakefield, was struck by debris as a result of the original crash. Wilson was not injured in the crash.

Wilson's passenger, 52-year-old Shannon D. Wilson, also of Wakefield was not injured in the crash.&nbsp;

Tuttle Creek Boulevard was closed for a few hours while emergency crews worked the scene of the crash, the roadway was reopened around 7:30 pm.

The Geary County Sheriff's office reported a Nissan Cargo van driven by Steven McQueen, Jr. of Plattsburg, Missouri was eastbound on Interstate 70 near Deep Creek Road.

The van rear-ended a Kia SUV driven by Thomas Jacobs of Fort Stockton, Texas.&nbsp; After impact, the Kia spun out and continued down an embankment.

EMS transported Jacobs to an area hospital. The sheriff's office reported no additional details.

RILEY COUNTY—Law enforcement authorities are investigating a rental car theft in Manhattan.

Just after 8a.m. Thursday, officers filed a report for theft in the 5500 block of Fort Riley Blvd. in Manhattan, according to the Riley County Police Department activity report.

 Enterprise Leasing reported an unknown man stole a grey 2021 BMW X2 worth approximately $39,000. The car was later found totaled in Lawrenceville, Ga. around 4:00 p.m. by local police.

OVERLAND PARK, Kan. — May is the month in Kansas when the state typically sees its most severe weather, including tornadoes. Kansas Gas Service wants to remind all customers to keep safety in mind before and after a storm.

“Taking steps to protect your natural gas meter is often an afterthought, but it’s important to keep in mind for the safety of yourself and your community, especially during severe weather season,” said Sean Postlethwait, vice president of operations for Kansas Gas Service. “Preparedness is key, and we encourage our customers to join us in taking a few simple steps to plan for any storm.”

Here are some helpful steps to take in preparation for severe weather:

• Check around your natural gas meter and remove any objects that could be blown into the meter by strong winds or pushed into the meter by heavy rain and flooding.

• Remove any branches or other objects above the meter that could fall onto and damage the meter. Safety should always be a priority, even after severe weather. Here are some important things to remember once the storm passes.

• If you smell natural gas, usually described as a “rotten egg” odor, leave the area immediately, then call 911 and Kansas Gas Service at 888-482-4950. Be sure not to operate any electrical appliances, including light switches.

• If you don’t smell natural gas, still do a maintenance check around your home by checking all gas appliances for damage and chimneys and flues for any fallen objects.

• If you need to remove any fallen tree limbs or uncovered debris, contact 811 to locate underground natural gas pipelines and other utility lines if this requires digging.

• If your natural gas meter was turned off or your service was interrupted during the storm, call the Kansas Gas Service customer service line at 800-794-4780 to restore your service. DO NOT attempt to turn your natural gas meter back on.

WICHITA - Over the weekend the Blue Jay tennis team competed at the 6A Regional Tennis tournament.

Alex Matthews won his first two matches against opponents from Wichita Heights and Derby, reaching the semifinals of the singles bracket.

Matthews has qualified for the 6A State Tennis Tournament in Topeka, to be held this weekend. He finished the Regionals in 4th Place.&nbsp;

The Doubles team of Alan Leis and David Trammell split sets in the first round agains Derby, before losing in a 3rd set super-tiebreaker 12-10.&nbsp;

Also competing at Regionals, Chris Beers and Doubles team of Carl Baskerville and Nate Rollins, all played well, but dropped the first round matches.

Matthews will play&nbsp; in the 6A State Tennis Tournament on Friday at the Kossover Tennis Center in Topeka, with matches starting at 10am.

The Board participated in a tour of the Biosecurity Research Institute at Kansas State University during their two-day retreat. They conducted a vision session, facilitated by staff from K-State Research and Extension, to consider future opportunities for the state fair and the fairgrounds in Hutchinson. K-State President Richard Linton joined the Board for a question-and-answer session about current events at the university. Board members also participated in a discussion with legislators about engaging lawmakers and the public about Kansas agriculture and ways to promote the unique aspects of the state. Legislators who attended the panel were Rep. Sydney Carlin, D-Manhattan, Rep. Brenda Landwehr, R-Wichita, Rep. Lisa Mosier, R-Wheaton, and Rep. Ken Rahjes, R-Agra. The Kansas State Fair’s mission is to promote and showcase Kansas agriculture, industry, and culture; to create opportunity for commercial activity; and to provide an educational and entertaining experience that is the pride of all Kansans. Mark Estares has been named the College of Business Administration Outstanding Senior at Kansas State University. Estares, from&nbsp;Junction City, is majoring in accounting and finance while concurrently earning his Master of Accountancy. He was selected for the honor by the Dean's Student Advisory Council in the&nbsp;<a href="https://cba.k-state.edu/" target="_blank">College of Business Administration</a>. As an undergraduate, Estares commuted from Junction City and helped students without transportation by coming to campus early and staying late to ensure others were able to attend classes. His kindness and generosity extended to his on-campus activities as a tutor for the Department of Accounting. He served in several elected roles in the Multicultural Business Student Association and has been instrumental in building relationships with other multicultural organizations across campus, including creating events that enable cross-organizational collaboration. Estares also served as an informal mentor in the&nbsp;<a href="https://cba.k-state.edu/academics/scholar-programs/rise-up/" target="_blank">Rise Up program</a>. Last fall, Estares was chosen to participate as a&nbsp;<a href="https://www.k-state.edu/president/initiatives/regional-community-visits/connected-cats/" target="_blank">Connected 'Cat</a>&nbsp;in K-State President Richard Linton's&nbsp;<a href="https://www.k-state.edu/president/initiatives/regional-community-visits/" target="_blank">regional community visits</a>&nbsp;throughout the state. "Time and time again he has proven to be not only a reliable student but also a dependable friend. K-State College of Business Admin. names outstanding senior

Bob Bramlage, with the R2B4 Foundation and Rick Bazan shared information about the work the Foundation is doing with youth at Wednesday's meeting of the JC Breakfast Optimist Club.&nbsp; Bramlage said that the R2B4 Foundation was started 10 years ago to honor members of the Bramlage family who perished in a plane crash. The purpose of the Foundation is to enhance the lives of children in Junction City in a meaningful way and to give back to the community.

In recent years the Foundation has broadened their giving to include financial support to the Geary Community Hospital (now Stormont Vail Hospital); Children’s Mercy; Greater Geary Community Foundation’s Match Day; the C.L. Hoover Opera House; Playground Park; Rathert Field; provide seven scholarships to students and other non-profit organizations which fit with the Foundation’s mission.”

Bazan manages the day-to-day operations of facilities and youth programs supported by R2B4. He stated that “one of the facilities designed especially for youth is the Sports Academy located near Cracker Barrel on the east side of Junction City. That facility is 24,000 square feet. We had 520 students use the facility last winter. Other youth activities sponsored and coordinated include taking special needs students to the Manhattan Zoo; events for high school students to include job tours; mentorship programs; introduction to athletics and creating a four-part lecture series.”

The 4th Annual Filthy Monkey Obstacle Course Race for adults and kids sponsored by R2B4 will be held May 20 from 9:00 until 10:30 AM. T-shirts will be provided and free pancakes and smoked sausages we be served while they last. For more information see the Junction City Athletic Training Center Facebook page.

Next week’s JC Breakfast Optimist Club meeting guests will be members from the Junction City High School Future Farmers of America.

Optimist Club learns about R2B4’s work with youth

The Junction City/Fort Riley Pacesetters and Fort Riley special needs families will participate in the Special Needs Rodeo July 15, 2023 at the Geary County Fair Grounds on S. Spring Valley Road.&nbsp; Last year there were eighty-one attendees.&nbsp; The Junction City Rodeo Association cowboys and cowgirls will assist at the event.&nbsp;

The benefits of the Special Needs Rodeo is to provide special needs individuals information about the perspective of equine therapy, boost physical activity, and self-confidence, and provide a culture enriching recreational activity.&nbsp; Participants will have the opportunity for onsite experience riding a lead horse, a prompt bull ride, horse and carriage ride and learn to rope a stationary steer made of wood and other activities. &nbsp;&nbsp;

The JC Breakfast Optimist Club provides t-shirts for each of the children who attend and participate.

RILEY COUNTY —One person was injured in an accident just after 10:30a.m. Tuesday in Manhattan.

According to the Riley County Police Department activity report, a Honda Civic driven by Ciara Hovis, 22, of Manhattan struck a pedestrian identified as 20-year-old Kamri Younger of Manhattan&nbsp;the intersection of Anderson Avenue and Denison Avenue in Manhattan

EMS transported Younger to Via Christi for treatment of her injuries. Hovis was issued a citation for failure to yield to a pedestrian in a crosswalk, according to the RCPD.

MANHATTAN — Eldon Gideon,&nbsp;Topeka, has given a gift to name the deanship in Kansas State University's College of Agriculture. This is the fourth named deanship at K-State. Gideon's gift to name the Eldon Gideon Deanship in the College of Agriculture is transformational for the college and future agriculture students. The funds will empower the dean to take advantage of emerging opportunities and recruit outstanding faculty and students. "We are deeply appreciative of Mr. Eldon Gideon's gift and his thoughtfulness in supporting this deanship,"&nbsp;said Ernie Minton, dean of the College of Agriculture and director of K-State Research and Extension.&nbsp;"This is an exciting time at the College of Agriculture. We are embarking on an innovative infrastructure program that is at the forefront of K-State's mission to remain among the nation's premier next-generation land-grant universities. "Mr. Gideon’s impactful philanthropic gift will support our mission by enabling the college to reward and retain the world-class faculty that deliver our teaching, research and&nbsp;extension missions,"&nbsp;Minton added. Gideon graduated from K-State in 1957 with degrees in animal sciences and industry and agronomy. He farmed corn, wheat and soybeans and raised registered Hereford beef cattle on his farm outside of Topeka. Grand prize awards were given in three categories: individual freshman, individual non-freshman and group. The individual grand prizewinners received $1,500 each,&nbsp;and the group grand prizewinners shared a $6,000 award. Honorable mentions were granted $100 each. The awards are made possible through a gift from the Philip and Jeune Kirmser estate. Both grand and honorable mention prizewinners are invited to archive their projects in the university's institutional repository, the K-State Research Exchange, or K-REx, so that they are available online to the public. The grand prize in the group research category was for the project "Declining Population Trends of the Lesser Prairie-Chicken in the Southern Great Plains," for the biogeography class taught by Laura Moley, research assistant professor. Kansas State University Media Cassandra Beattie, a graduate student completing her PHD in kinesiology at Kansas State University was honored by the Kansas House of Representatives recently. Cassie was recognized for her athletic achievements in powerlifting in both high school and at KSU and her national scholarship recognition as she completes her PHD dissertation in kinesiology at Kansas State University.&nbsp; The Kansas House resolution especially cited Beattie for her work with inclusivity in helping special needs and disabled veterans in rehabilitation.&nbsp; Data from her research on inclusivity will be available in her dissertation.

She was awarded a commendation from the legislature by her former powerlifting coach Rep. Tim Johnson of Basehor and Kansas Strongman competitor Rep. Jeff Underhill, who serves the Junction City/KSU region.
