Junction City Community blood drive will be July 14-15

USD 475 is looking at a possible future project involving an Early Childhood Center.&nbsp; Some time ago the school board directed David Wild to investigate the need for a facility. An architect prepared schematic designs and District officials visited sites in North Kansas City and Maize.&nbsp;

Wild explained to the Board of Education this week that those visits made him realize this type of project is achievable. "It's something we may seriously want to look into." He suggested starting with phase one of a project with the cost just under $20 million. The school district could provide some matching funds and apply for a federal grant in 2023, "that must be a shovel-ready project and that includes title to property in hand."

Multiple sites have been looked at and one owned by the City on the southwest edge of town south of Strauss Blvd. near Ethan Lane might make a possible location. "We have more than 1,400 students in the current population of three and four-year olds that would qualify for the program that are underserved. That's why I think it would be beneficial for us to take a serious look at this."

Wild added that the attraction of this facility meeting the needs of three and four year olds "would be a magnet for Fort Riley of those soldiers with young families and for the community for school district personnel, for hospital personnel. Just about everybody could benefit from this."

Wild noted that the initial phase of the facility would be a little bit larger than the child population currently being served. He had asked the architects to design a facility that could be expanded in the future as funds become available. A bond issue would not be needed.

Momentum seemed to building during the Board meeting on this topic, but Dorothy Bramlage Public Director Susan Moyer pointed to a Defense Community Program Infrastructure Program grant that the District had some interest in pursuing. The issue is that it's the same grant that Library officials had been looking at for their own new building project.&nbsp;

Moyer noted that the City would have to apply for that grant on behalf of the library, which has been participating in a regional process through the Flint Hills Regional Council that would select one project from the region. Moyer added that USD 475 has been outside the regional process and that she believed that the District could make their own application.

More discussions will be necessary including on the subject of a potential partnership between the school district and the library.

Military Community Career Fair coming to Fort Riley

HERINGTON—Law enforcement authorities investigating a drive-by shooting in Herington have made an arrest.

On Wednesday,&nbsp; police were dispatched to a reported shooting at the intersection of S. B Street and Day Street in Herington, according to a media release.

 The suspect has been identified as 26-year-old Travis Richardson of Abilene, confronted another subject that was walking at the intersection following a confrontation at a nearby residence. 

Richardson produced a semi-automatic pistol and fired fourteen times at the victim before fleeing the scene. According to online jail records, Richardson is being held on requested charges that include&nbsp;Criminal damage to property; Without consent value $1000 to $25,000,&nbsp;Criminal discharge of firearm; Public road/public right of way/railroad,&nbsp;Criminal discharge of firearm; Recklessly at occupied dwelling, attempted&nbsp;Murder in the 2nd degree; Intentional.

No one was hurt as a result of the shooting, although some personal property was damaged by the rounds fired in the area.&nbsp;

Police have not released details on the arrest.

MARION COUNTY —A Kansas man was injured in an accident just before 2p.m. Thursday in Marion County.

The Kansas Highway Patrol reported a 2016 Freightliner semi driven by Danny Liu, 43, Milford, Connecticut, was eastbound in the construction zone on U.S. 50 seven miles east of Florence.&nbsp; Three other vehicles were stopped at the flagger on the south shoulder of the eastbound lane. 

&nbsp;The semi failed to stop and rear-ended a 2017 Harley Davidson motorcycle driven by Joshua L. McCrarey, 39, Waverly, Kansas.

After impact, the motorcycle was lodged into the front of the semi. Both vehicles crossed the center line to the left and came to a stop on the north shoulder facing east.

EMS transported&nbsp;McCrarey to Wesley Medical Center. Liu was not injured and properly restrained.&nbsp;McCrarey was wearing a helmet and glasses, according to the KHP.

Red Cross will host a blood drive at the County Office Building

In Commissioner Giordano’s most recent article on JC Post she stated her intent to cut the Sheriff’s Office budget by not funding the Marine Unit and the Sheriff’s part time legal counsel position. These are two integral pieces of the Sheriff’s Office and in my opinion vital to the continued excellence of public safety service that we provide to the citizens and visitors of Geary County.

In the 20 years preceding 2019 when we established the full time Marine unit, we averaged 1.5 drownings a year. Since the Marine unit was established three years ago, we have had ONE drowning. The full time presence of the Marine unit on the lake saves lives. The public contact and boating safety education provided by the Marine unit has significantly reduced the number of waterborne incidents at Milford Lake. In the three years that the Marine unit has been in service they have had 18 saves/recoveries, 491 boater contacts and numerous other wildlife/fish and game contacts and violations. I’ve heard it said before that Milford is a corps lake, not our responsibility. Yes it is a corps lake but 95% of the lake is in Geary County and that makes it our responsibility. The 18 saves in three years mentioned above is more than enough to justify the existence of a full time Marine unit.

As Sheriff I deal with legal issues ranging from civil process to criminal issues on a daily basis. Immediate and continued access to legal advice is crucial in my ability to make the right decisions. In the complex legal world that we live in today, especially those of us in law enforcement, one misstep could cost Geary County millions of dollars. The fact that a county commissioner is opposed to funding a part-time legal advisor position for the Sheriff’s office is dumbfounding. In Commissioner Giordano’s article she indicates that the Sheriff has access to the legal counsel of the County Counselor, County Attorney, and KCamp attorneys. Commissioner Giordano is either being purposely disingenuous in this statement or she just doesn’t understand the duties of the previously mentioned attorneys. For example, in the current situation of Commissioner Giordano wanting to cut the Sheriff’s Office budget, I cannot seek legal advice from the County Counselor as she is representing the Board of County Commissioners. The County Attorney does not deal with issues such as this, her purview is with criminal cases. KCamp attorneys also do not deal with issues such as this, they get involved predominantly after a lawsuit has been filed against the Sheriff’s Office. When I began to explore trying to hire legal counsel for the Sheriff’s Office I reached out to one of the most respected legal advisors in the state, Special Assistance U.S. Attorney Colin Wood for his opinion on legal advisors for the Office of Sheriff. The following was Colin’s answer.

“As legal counsel for the Kansas Sheriffs Association I regularly advise Sheriffs to realize that county counselors are statutorily and ethically bound to represent their County generally, and the Board of County Commissioners specifically. There is no provision for a county counselor to regularly represent a Sheriff. See K.S.A. 19-247 and Kansas Supreme Court Rule 1.7 below.”

“When possible, many county counselors attempt in good faith to assist other county elected officials with issues of general application in county business. However, should a Sheriff's question or legal status on an issue be adverse to another county elected official, or to the County, or to the Board of County Commissioners, the county counselor has an obvious ethical conflict and is certainly unable to assist the Sheriff.”

“With legal litigation against public officials, and especially law enforcement agencies, at an all-time high, I recommend that Sheriffs employ on some level, depending upon the size of the department and the number and complexity of the civil and criminal issues that the Sheriff faces, their own agency legal counsel. Larger Kansas county Sheriffs' directly employ full-time attorneys and smaller agencies tend to employ a part-time or a contracted on-call counsel. The cost of having preventive legal advice and counsel immediately available to a Sheriff's Office is miniscule when compared to the cost of lawsuits and other contemporary legal missteps.”

Commissioner Giordano cannot cut the Sheriff’s Office budget by herself, she is but one vote of the three commissioners. If she manages to convince the other commissioners to vote with her and cut the Sheriff’s Office budget, I want to assure the public that the Marine Unit will not go away, and the Sheriff’s Office will hire their own part-time legal counsel. County commissioners have no statutory authority to impact who a Sheriff hires or what duties the Sheriff assigns them, all they can control is the budget. The result of cutting the Sheriff’s Office budget will be less&nbsp;deputies on the road, but the full time Marine unit will remain.

Police Chief Chad Langley has issued a statement saying officers were dispatched to a reported shooting on Tuesday at the intersection of South B Street and Day Street in Herington. The suspect, who has not yet been located, has been identified as Travis Richardson, Abilene, 26, approximately 5'9 and 140 to 150 pounds, with short dark hair with short facial hair.&nbsp;

According to&nbsp; the police chief, Richardson allegedly confronted another person walking at the intersection following a confrontation at a nearby residence. Richardson produced a semi-automatic pistol and fired 14 times at the victim before fleeing the scene.

There were no injuries, although some personal property was damaged by the rounds that were fired.&nbsp;

Richardson is believed to be in a vehicle that he was driving at the time of the shooting. described as a dark blue 2006 Cadillac STS bearing Kansas license plate 514LFGS. The car has larger aftermarket chrome wheels. If you see the car or Richardson call 911 and do not approach him since he is considered armed and dangerous.&nbsp;

Area students earn Kansas State Fair Grand Drive scholarships

Dr. Bryan Pinkall has seen much of the world after graduating from Great Bend High School in 2003. From the Grammys to the Olympics, Pinkall continues to build upon an impressive resume. He was recently named director of Kansas State University's School of Music, Theatre, and Dance.

"I've had the blessing to be able to do a lot of interesting things in my life," he said. "This really wasn't on my radar until April. I feel a lot of honor given to me by my colleagues here, and the students here. I didn't really realize what that fully meant until the last few weeks. It's been special."

As director, Pinkall will be in charge of a school with approximately 500 majors and 60 full-time faculty members. The department also features one of the nation's largest marching bands, and Pinkall estimates some 4,000 students are involved in programming each year.

At 37 years old, Pinkall will be an anomaly of sorts in his new role, but he's spent much of his career in the same position.

"I've often felt that I was among the youngest in a lot of steps along the way," he said. "Sometimes that provides some difficulties. I've prided myself on my work ethic, and I think once people are able to see me and see how I work, that solves a lot of problems."

Upon graduating from Great Bend High School, Pinkall received a Doctor of Musical Arts from the University of Missouri, Kansas City where he was a Kauffman Scholar. He later earned a Master of Music and Bachelor of Arts from Kansas State University.

In 2014, the Topeka Capital Journal named Pinkall the Distinguished Kansan of the Year in Performing Arts. He was a national quarterfinalist for the Grammy Music Educator Award in 2018, and won the American Prize in Vocal Performance in 2020.

Pinkall earned his Carnegie Hall debut in 2014 as a member of the National Festival Chorus, and he was a featured soloist at the grand opening of the Kauffman Center for the Performing Arts in 2011. That event included opera singer Placido Domingo and famed violinist Itzhak Perlman.

As a soloist and chorister with the Kansas City Chorale, Pinkall has been part of nine Grammy nominations and seven Grammy wins. Even seated towards the back, Pinkall was able to see many of the country's top stars in their natural setting.

"All the fun experiences are at the after parties," he said. "That's when you really see everyone in their element just as normal people. We're used to seeing folks on TV and their personality, but when they're behind the scenes they're just normal people. That's kind of fun."

Pinkall has also worked in the television scene as a manager of performance operations at the 2014 Winter Olympics in Sochi, Russia, and the 2016 Summer Olympics in Rio de Janeiro, Brazil. The Opening Ceremonies in Sochi were nominated for three Primetime Emmy Awards, winning one Emmy.

"You have to work with choreographers and dancers, all sorts of people," Pinkall said of his role. "It was my job to organize a lot of that. The ceremonies were divided into segments, so there were a number of people like myself and we were assigned to different parts of the show."

Pinkall spent between a month and two months on site for each Olympics, but said the viewing experience is better suited for those at home.

"It is stressful," he laughed. "It is very stressful. Since it's live and it's huge, there are always issues that come about. In reality, it's a lot better to watch it on TV than to be there in person because it's really designed to be a television event. You lose a lot of details if you're in the audience in the stadium. It's just a really interesting experience."

Pinkall's achievements go on. He helped provide free or discounted music education to more than 1,000 underprivileged children in the Kansas City area as Founder and Education Director of the Kansas City Vocal Institute. He's performed poetry and musical numbers at many of the nation's top venues, including Lincoln Hall and the Kennedy Center. Despite all that, he's most proud of being a teacher.

"I'm a people person and I love to teach," he said. "My family is entirely filled with educators. That one-to-one, you get to see into other peoples' lives and get a chance to be a part of that."

Nichole Mader, United Way Director, said the kickoff date is July 23. The big yellow bus where you can donate school supplies will be at the Walmart Super Center and at Dillons. Other businesses will have small cardboard buses at their location.

Mader state other collection dates will July 30 and Aug. 6. "Stuff the Bus collects supplies for USD 475 Geary County and USD 473 Chapman. The Adopt a Backpack program will return this year and if you can also make a cash donation.

United Way prepares for Stuff the Bus

Geary County Convention &amp; Visitors Bureau will need participants for their Float Your Boat competition at Milford State Park on Aug. 20, according to CVB Director Donna Price. "We need some boats built and some teams that are thinking about it."

&nbsp;Volunteers are also needed to help the CVB at the State Fair that runs Sept. 9-18. The Convention and Visitor's Bureau works during the Fair in Hutchinson to promote Geary County.

Junction City firefighters responded to a fire in the 100 block of E 12th street on July 5 at 12:47 a.m. 

According to Fire Chief Jason Lankas the subject who intentionally set the fire was barricaded in a home. E1 staged a block away. Firefighters could see the fire begin to spread through the building. 

JCPD was able to take the subject into custody and firefighters were cleared for response. The blaze involved a single-story house with heavy fire in a corner and all along the one side. Fire was venting out of every window in those locations.&nbsp;

 This fire has been ruled as an incendiary fire. The blaze was intentionally set by one person who was transported to Geary Community Hospital for smoke inhalation and minor burns. He&nbsp; was released to GCH in JCPD custody.

City employees celebrate anniversaries

Geary County employees should get a pay raise in 2023. Commissioner Trish Giordano said Tuesday that the governing body met with Finance Officer Tami Robison. She provided them with a budget worksheet. "Pretty much letting us know that after we did the plan with the hospital to help the hospital be able to go to Stormont Vail we are able to give our employees a raise."

Giordano wants to make some cuts in the Sheriff's Department budget proposals. She does not want to fund a part-time attorney f or that department. "We have a county attorney, a county counselor and then we have our KCamp insurance which provides legal services. All of them have successfully represented the Sheriff's Department since the sheriff has been in office."

She also wants to reduce the manpower assigned to the marine unit. "I don't know why we would three full time Deputies to be on the marine unit when the lake that belongs to the Corps ( of Engineers ). Giordano added that part of the lake is also in Clay County. "I don't feel we should burden just the Geary County taxpayers with that."

Giordano would support a part-time marine unit during busy times perhaps have those personnel handling dual duties.

No final action or decisions have been made. Budget deliberations and planning will continue.

Eric was last seen on July 2nd in the 12200 block of Yuma Street in Manhattan.&nbsp;

Eric has brown eyes, black hair with blonde highlighted tips, is approximately 6' tall and weighs 170 pounds.

USD 475 school board members have voted to acquire a Boston Grand Piano for the Fine Arts Department at Junction High School. It is being acquired in memory of two former educators in the district, the late Charles Volland and the late Vaudene Field. According to the spokesman for the project at the Tuesday night school board meeting,&nbsp; David Wild, the cost is $41,816 with the District matching funds totaling $6,563. The remainder will come from donated funds.

The piano will be delivered in time for the new school year.

Livingston, Junction City, was traveling southwest on a 2018 Indian Roadmaster when it left the roadway and struck a barbed wire fence. Livingston was transported to a hospital.

The USD 475 Board of education has approved teacher contracts for the coming year that include average salary increases of 5.02 percent, although individual teacher raises will vary from two to more than five percent.&nbsp;Five percent average pay hikes were also approved for classified staff.

Work is still under way on a salary schedule for administrators but indications during the Tuesday night board meeting were that a structured salary schedule would be presented in the near future for administrative staff. Those increases be about in the five percent average range, with some raises above and some below that level.

Board member Jim Schmidt made a key point. "Regionally we're pumping an additional three-and-a-half million dollars into the economy. "Schmidt noted that USD 475 is the second largest employer in the community. "I can't speak enough for our district and our staff leadership that enabled us to do that."&nbsp;

The relatively quick completion of annual teacher contract negotiations and action taken Tuesday night by the Board to approve an early bond payoff were also cited during the meeting.
