TOPEKA, Kan. (WIBW) - You might want to hold off on a trip to Louisiana or that next out-of-town large conference.

The Kansas Department of Health and Environment updated its travel quarantine list Friday to include the state of Louisiana, and in-state mass gatherings of 500 or more people that do not practice social distancing and wearing masks.

Out-of-state mass gatherings - such as last Saturday’s Garth Brooks concert at Arrowhead Stadium in Kansas City, MO. - already were on the list.

KDHE also removed the countries of countries of Botswana, British Virgin Islands, Cuba, Cyprus, Gibraltar, Jersey, and The United Kingdom. The changes are effective Aug. 13.

“Given the increased transmission of the Delta variant across the state, we now consider attendance at mass gatherings in state to be high risk situations,” KDHE Secretary Dr. Lee Norman said. “The virus does not know the boundaries of our state and we must all must take steps to protect those close to us by staying home after attending any large events.”

People who are fully vaccinated, or who can show proof of a positive COVID-19 test within the previous six months do not need to quarantine, so long as they do not experience symptoms. KDHE says others must quarantine for seven days with a negative test result or 10 days without testing,quarantine. JUNCTION CITY, Kan.- According to a release from the Junction City Fire Department, JCFD responded to&nbsp;36 Fire calls, 68 EMS calls, and 11 out of town ambulance transfers during the week of August 5th-12th.

On August 12th at 1:03p.m., JCFD responded to a Structure Fire At 238 East 14th. Upon arrival, units found fire and smoke showing at the address. E1, M1 arrived and started fire attack. Operations Chief advised the apartment was vacant. E2 arrived on scene and assumed command. E2 crew assisted with venting and fire control. T2 arrived and was set up on the corner of East 14th and Madison. Fire was knocked down and allowed to cool off. 

Overhaul started and was held up until investigators could take pictures. Kansas Gas, Evergy and Red Cross were called to the scene. Entry was made to the back apartments and light smoke was found. The apartment next to the fire had extensive smoke damage but no flame damage. Several cats were removed from the apartment and given to the owners. Overhaul was completed. All units in service.

This fire is still under investigation and there were no reported injuries. Property Damage Estimate with contents $15,000.

E2/T2/M2 on scene to find 3 story apartment building with smoke and fire on the 3rd floor deck of apartment 6. Dispatch stated en route building is evacuated. Two 1.75" handlines pulled and fire knocked down from the ground while E2 crew made entry. Door had to be forced, fire contained to the deck area. 

E1/M1 on scene Primary completed search. Overhaul, and fire out. All apartments were&nbsp; checked again. Investigation was started by Investigator Mortimer. Residents let back into their apartments. Apartment 5 turned over to maintenance. Command terminated, All units return to stations.

This fire is still under investigation and there were no reported injuries. Property Damage Estimate with contents $10,000.

EMPORIA, Kan. (WIBW) - Heavy rainfall and strong winds resulted in flooding and power outages early Friday in the Emporia area.

KVOE Radio reports that storms developed in the Emporia area shortly before 2 a.m. Friday, causing several thunderstorm warnings and flood alerts:

Emergency crews in the Emporia area were kept tbusy during the storm, KVOE says.

Between 2 and 3:15 a.m., authorities made water rescues at the Mechanic Street and Congress Street underpasses and also at the Tyson Fresh Meats facility in Emporia.

Flood warnings were in effect until 8 a.m. Friday for Lyon County and southwest Osage County.

A food warning also was in effect until 9:15 a.m. Friday for southern Chase and Greenwood counties.

In addition, water and tree debris were reported over Kansas Highway 99 at Road N around 3:45 am. There are currently no other reports of highway flooding.

KVOE had issued rainfall totals earlier Friday, including: 4.8 inches at the KVOE studios; 5.28 inches in the 2500 block of Graphic Arts Road; 4.42 inches of rain in the 700 block of S. Weaver; and 7 inches at 10th and Burns streets.

In addition, KVOE reported a confirmed 64-mph wind gust at the Emporia Municipal Airport.

KVOE added that 1,000 Evergy customers across the Emporia area lost power overnight as a result of the storms.

Another 530 customers were offline from Lebo to Arvonia, KVOE said, and more than 330 were left without power from Allen and Admire southeast to Reading.

FORT RILEY, Kan. (WIBW) - For the first time in the history of the installation, Fort Riley hosted a Food Truck event with live music at the Riley’s Conference Center.

The 1st Infantry Division Band performed songs from multiple genres, with a few kids dancing along.

Enjoying music and delicious food, while having the opportunity to meet new people, brought more than 100 people out for the festival.

“As a military member, you’re always traveling to overseas and other places in the country, you have to have a way to find and meet new people…and this is one of the great ways of doing it.” Fort Riley DFMWR Marketing Director, Ken Roynan says.

It’s absolutely unbelievable, the amount of people that are here, the energy is just through the roof, honestly, it was a great pleasure for us to perform for this event.” 1st Infantry Division Band Guitarist, Sergeant Andrei Osipov says.

Food & music draw crowd for inaugural Rock’n Riley event

DICKINSON COUNTY —A Kansas man died in an accident just before 12:30p.m. Thursday in Dickinson County.

The Kansas Highway&nbsp; Patrol reported a 2002 Chevy Equinox driven by Ryan Pack, 34, Abilene, was eastbound on Interstate 70 a mile and a half west of Chapman.

The vehicle crossed the median and struck a westbound 2021 Kenworth semi driven by Garrett Jones, 32, Lawrence.

Pack was pronounced dead at the scene and was transported to Martin Becker Carlson Funeral Home. Jones was not injured. The KHP did have complete seat belt information.

DICKINSON CO., Kan. (WIBW) - At least one person has died in a fiery crash along I-70 in Dickinson County.

According to Kansas Highway Patrol Trooper Ben Gardner, the crash happened around milepost 284, which is located near Chapman.

The area of the accident was previously reduced to two lanes as crews work on a nearby bridge.

The crash involved two vehicles, and at least one person has died.

As of 1:30 p.m., I-70 is completely closed between K-43 and Milford Lake Road.

KHP says their Critical Highway Accident Response Team will be responding to the scene and ask anyone who may have witnessed the moments leading up to the accident to&nbsp;<a href="https://www.kansashighwaypatrol.org/216/Troop-C" target="_blank">contact their agency</a>.

MANHATTAN—Law enforcement authorities are investigating a robbery in Manhattan.

Just after 8:30a.m. Wednesday, officers filed a report for aggravated robbery in the 1100 block of Fremont Street in Manhattan, according to the Riley County Police Department activity report.

A 54-year-old man reported he was sitting in his car when three unknown suspects threatened him with a gun and stole his wallet, keys and silver 1998 Buick Regal. 

The estimated total loss associated with this case is approximately $600. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. 

Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Currently she serves as Chief People Officer at Kansas City-based JE Dunn, one of the largest commercial construction firms in the United States. In that role, she helped transform JE Dunn’s human resource function and developed a workforce strategy to align with key strategic business priorities.

Greenwood will continue to lead the Company’s Enterprise Analytics and Continuous Improvement departments and will work directly with David Campbell to provide strategic oversight on the Sustainability Transformation Plan through his anticipated departure and retirement in the middle of 2022. He then plans to transition to an advisory role following his retirement through early 2024.

Evergy announces senior executive leadership changes

RILEY, Kan. (WIBW) -Riley County Grade School is heading into the new school year with a newly upgraded building and a new principal.

Jared Larson, who attended Riley County Schools, takes over as principal following the retirement of longtime Riley County Grade School principal, Teresa Grant.

Larson says the newly remodeled building will take some time to get used to, but the changes were much needed.

The construction and remodel added additional classrooms and included accessibility updates needed to make the school a safe place for all students.

“We care about your students and we’re really excited to have them here and we’re going to do our best to have a great year and keep them safe and learn a lot of things.” Riley County Grade School Principal, Jared Larson says.

Back to School night for grade school and middle school students will be held on Tuesday, August 24th from 5:30 pm to 7:00 pm.

Students in Preschool through 9th grade and high school students new to the district will return to the classrooms on Thursday August 26th.

Masks will be required while being transported in a school vehicle, and are highly recommended, but not mandated, to be worn throughout the school day. Riley Co. grade school will start school year with new principal, updated building

(WIBW) - An emergency alert that sounded across the country Wednesday afternoon was only a test.

WIBW-TV was among televisions stations where people saw the alert at 1:20 p.m. Central Time. The Federal Emergency Management Agency was&nbsp;<a href="https://www.wibw.com/2021/08/10/wireless-emergency-alert-test-appear-millions-cellphones-wednesday/" target="_blank">conducting a nationwide test&nbsp;</a>of its Emergency Alert System and Wireless Alert System.

The test message crossed radios, TVs, and many cell phones.

If you didn’t get it on your phone, it’s because you have to opt in. The FCC&nbsp;<a href="https://www.fcc.gov/sites/default/files/weatest_opt-in_instructions.pdf" target="_blank">posts instructions on how to do so on its web site</a>.

On Android phones, it’s a matter of activating test alerts through the Emergency Alerts or Apps &amp; Notifications settings. On iPhone and IOS devices, use the phone keypad to dial *5005*25371# which will bring up a notice that test alerts are enabled.

FEMA said the test is a way to make sure the system is working properly in case there is a national emergency where the alert would be issued.

JUNCTION CITY, Kan. - The first day of school at Spring Valley Elementary was interrupted Wednesday morning by a bomb threat, which was quickly determined to be only a threat.

"Earlier this morning, prior to the start of school, we received an unsubstantiated message through social media," said USD 475 Superintendent Dr. Reginald Eggleston.

Students and staff were evacuated off of school grounds while Junction City Police and allies searched the entirety of the school for any evidence of a threat.&nbsp;

Junction City Police Chief John Lamb credited a recent training exercise with the Geary County Sherriff's Office and USD 475 for preparing his team, as well as the district for an event like this. "If anything, it's an excellent dry run related to that," he said.&nbsp;

Students and staff were able to get plenty of water and safely hold activities outside off of school grounds while the police department, as well as Fort Riley K-9 team searched the grounds, before ultimately giving the all-clear just before 11a.m.&nbsp;

"The students are accustomed to drills. Whether it's a fire drill or any other alarms that take place, and so they know how to react. Our teachers know how to respond as well and so I think because it's somewhat muscle memory for us, how to conduct yourself during any type of emergency, we could see that today, even though we've been out of school."&nbsp;

At this time, no details have been released about the threat or who sent it to the school, but Chief Lamb stated now that the all-clear has been given, they will be able to investigate thoroughly into the threat.&nbsp;

"Our students and staff are safe," said Eggleston. "I thank everyone again, for responding accordingly."

No statement has currently been released directly from USD 475, but one is expected in the near future.&nbsp;

Bomb threat interrupts first day of school at Spring Valley Elementary

JUNCTION CITY, Kan. - A first of its kind event will find its way to the heart of Junction City on October 8-9th. Celebrating the traditional folk festival of Oktoberfest, people of all ages will be able to enjoy drinks, live music, and a plethora of activities, thanks to one local with a knack for a good time.&nbsp;

"We were just out with some friends and thought about having an Oktoberfest," said Justin Hoover, a Physical Therapist and Junction City resident. "I remembered going to some of the Oktoberfests that the Military Affairs used to have and really enjoyed those."&nbsp;

Hoover said the original idea was for the event to be a small-scale gathering in his backyard, but now, he still has the "backyard," mindset, albeit on a much larger scale.&nbsp;

Hoover has worked hand in hand with Junction City Main Street to make the event a citywide celebration. It will include a volksmarch, masskrugstemmen, yodeling contest, schutzenfest, a best dressed competition, and many other events for adults and children alike.&nbsp;

"You've got to think of it as something that would happen in your backyard, but just on a bigger scale." said Hoover. "This is a family event, so you bring your kids along with you and enjoy in all the activities."

For the adults, local beers will be available to sample from KC Bier Co., as well as the 15-24 Brew House from Clay Center. Adults 21+ will have the option to purchase steins in advance to earn a free drink at the event ahead of time. Half liter steins are $15, while full liter glasses are $20.&nbsp;

Admission to the event will be $5 per day over the course of the Friday-Saturday festivities; however, each admission comes with a voucher towards a drink or food item as well.&nbsp;

TOPEKA, Kan. (WIBW) - Kansas high school sports fans ejected due to interactions with officials will be suspended for the next game at that level, per a new rule adopted by the Kansas State High School Activities Association.

Fans cannot attend games at any level until the suspension is served. For example, if the suspension happened at a varsity game, they could not attend a JV game until after the next varsity game.

The suspension cannot be appealed. KSHSAA adds their board reviews all ejection reports.

Under the rule, schools can add additional sanctions on top of the suspension.

KSHSAA will keep its current requirement for ejected in students and coaches in place. Currently, ejected students must complete the NFHS Sportsmanship course, while coaches are required to take the NFHS Teaching and Modeling Behavior course before being reinstated.

Any participant (player, coach, spectator) who is ejected for making contact with an official or who is ejected for unsporting behavior directed toward an official, shall be subject to a nonappealable suspension from the next contest at that level and for all contests at any level (in that activity) until the suspension has been served. Local school Leadership may levy additional sanctions as they deem appropriate. The KSHSAA staff reviews all ejection reports.

KSHSAA to enforce new fan ejection policy

KANSAS CITY, Mo. (WIBW) - A Texas-based franchise group that includes Chiefs Quarterback Patrick Mahomes will open 30 new Whataburger locations in Kansas and Missouri.

The four other locations&nbsp;<a href="https://www.wibw.com/2021/03/24/whataburger-to-make-kansas-city-debut-plans-to-hire-700-employees/" target="_blank">announced earlier in the year</a>&nbsp;will be in addition to the new locations.

Tuesday’s announcement says the expansion is driven by KMO Burger.

According to Whataburger, KMO Burger is “a new investor-led franchise group that includes Super Bowl MVP Patrick Mahomes.”

“I love Kansas City and I love Whataburger,” said Mahomes. “I’m excited to help bring a gift from my first home to my second home.”

“KMO Burger is comprised of a group of investors from Texas with a deep appreciation for Whataburger,” said Phillip Rose, Chief Financial Officer of KMO Burger. “Eating there is a part of growing up in the Lone Star State.”

“We are excited to have KMO Burger join the Whataburger team,” said Ed Nelson, Whataburger president and CEO. “Expanding to Kansas and Missouri is a win for Whataburger and our fans in America’s heartland.”

The first location will open at 152 N. Booth Ave. and 400 NW Barry Rd. in Kansas City in 2022.

The company said Whataburger will also continue its corporate-owned expansion in 2022 with a restaurant at 95th and Metcalf in Overland Park.

The first four Kansas City restaurants announced in 2021 are currently in the construction stages in Overland Park, Lee’s Summit, Independence, Mo., and Blue Springs, Mo. They are expected to open in the fall.

Mahomes franchise group to open 30 new Whataburgers

Starting August 16th, for the State of Kansas to be in compliance with federal regulations, the treasurer’s office will no longer be able to register a vehicle without a title. In the past, we have issued a temporary courtesy registration for those without a title, we can no longer do that. NMVTIS (National Motor Vehicle Title Information System), was established under the Anti Car Theft Act of 1992 and was reauthorized under the Anti Car Theft Improvements Act of 1996. It is a tool designed to assist state vehicle title agencies, vehicle title investigators, and law enforcement in deterring and preventing vehicle related crimes. It is intended to protect consumers from fraud and unsafe vehicles.

If you are planning to buy or currently are not in possession of your title due to financing it, you need to contact your lienholder and have them send the title to the motor vehicle department in which you are intending to register your vehicle.
