WASHINGTON (AP) — Tulsi Gabbard’s nomination to be President Donald Trump director of national intelligence cleared a key Senate committee Tuesday despite concerns raised about&nbsp;<a href="https://apnews.com/article/gabbard-trump-intelligence-director-russia-ukraine-syria-20b7a404704efe88aa56a06ce1894f9a">her past comments</a>&nbsp;sympathetic to Russia and a&nbsp;<a href="https://apnews.com/article/gabbard-syria-assad-trump-b7518871e72a5e19c618c5ff52dedfd2">meeting</a>&nbsp;with Syria’s now-deposed leader.

A former Democratic congresswoman, Gabbard is one of Trump’s most divisive nominees, with lawmakers of both parties also pointing to her past support for government leaker Edward Snowden. But the Senate Intelligence Committee, including Kansas U.S. Senator Jerry Moran, advanced her nomination in a closed-door 9-8 vote, and it now heads to the full Senate for consideration. A vote has not been scheduled yet.

Following a contentious confirmation hearing last week, where some Republican senators questioned Gabbard harshly, GOP support for her fell into place following a pressure campaign over the weekend unleashed by Trump supporters and allies, including Elon Musk.

Until three GOP members seen as swing votes announced their support, it wasn’t clear her nomination would advance beyond the Intelligence Committee. Given strong Democratic opposition and&nbsp;<a href="https://apnews.com/article/house-election-results-mike-johnson-5103c8b5c0ef03a1e61a1c0f9ca3dd4f">thin Republican margins</a>, Gabbard will need almost all GOP senators to vote yes to win confirmation to the top intelligence job.

Given the sensitive nature of the work it does, the Intelligence Committee regularly meets privately, and Tuesday’s vote on Gabbard was held during such a session. While the votes of members of the committee were not released, support for Gabbard has fallen along party lines, with no Democrats expressing support.

Gabbard is a lieutenant colonel in the National Guard who deployed twice to the Middle East and ran for president in 2020. She has no formal intelligence experience, however, and has never run a government agency or department.

Gabbard’s past praise of&nbsp;<a href="https://apnews.com/general-news-united-states-government-797f390ee28b4bfbb0e1b13cfedf0593">Snowden</a>&nbsp;drew particularly harsh questions during the nomination hearing. The former National Security Agency contractor fled to Russia after he was charged with revealing classified information about surveillance programs.

Gabbard said that while Snowden revealed important facts about surveillance programs she believes are unconstitutional, he violated rules about protecting classified secrets. “Edward Snowden broke the law,” she said.

A 2017 visit with Syrian President Bashar Assad is another flash point. Assad was recently deposed following a brutal civil war in which he was accused of using chemical weapons. Following her visit, Gabbard faced criticism that she was legitimizing a dictator and then more questions when she said she was skeptical that Assad had used chemical weapons.

Gabbard defended her meeting with Assad, saying she used the opportunity to press the Syrian leader on his human rights record.

She has also repeatedly echoed&nbsp;<a href="https://apnews.com/article/russia-ukraine-covid-science-health-donald-trump-300742272576985618e1d5a30f53bb23">Russian propaganda</a>&nbsp;used to justify the Kremlin’s invasion of Ukraine and in the past opposed a key U.S.&nbsp;<a href="https://apnews.com/article/fbi-surveillance-fisa-702-congress-reform-7dc1b506b58ce74de0d7983dfba98909">surveillance program</a>.

In the latest instance of the “Make America Great Again” base pressuring senators to support Trump’s nominees, Musk blasted Republican Sen. Todd Young of Indiana as a “deep-state puppet” in a now-deleted social media post before the two men spoke and Musk later called him an ally.

Young, whose critical questioning of Gabbard had prompted speculation he might oppose her, confirmed Tuesday he would back Gabbard. Young said his tough questions for Gabbard were just part of the process.

“I have done what the framers envisioned for senators to do: use the consultative process to seek firm commitments, in this case commitments that will advance our national security,” he wrote in statement announcing his support for Gabbard.

Kan. U.S. Senator helps advance Trump’s pick to oversee US spy agencies

PALM BEACH, Fla. (AP) —&nbsp;<a href="https://apnews.com/hub/donald-trump">President Donald Trump</a>&nbsp;said Sunday that Americans could feel “some pain” from the&nbsp;<a href="https://apnews.com/article/trump-tariffs-china-mexico-canada-inflation-economy-69bd5b4f66eeef3e0e803e0595888f23">emerging trade war</a>&nbsp;triggered by his&nbsp;<a href="https://apnews.com/article/trump-tariffs-trade-china-mexico-canada-inflation-753a09d56cd318f2eb1d2efe3c43b7d4">tariffs against Canada, Mexico and China</a>, and claimed that Canada would “cease to exist” without its trade surplus with the United States.

The trade penalties that Trump signed Saturday at his Florida resort caused a mix of panic, anger and uncertainty, and threatened to rupture a decades-old partnership on trade in North America while further straining relations with China.

Trump on Sunday night returned from Florida and threatened to impose steeper tariffs elsewhere, telling reporters that the import taxes will “definitely happen” with the European Union and possibly with the United Kingdom as well.

He brushed aside retaliatory measures from Canada, saying, “If they want to play the game, I don’t mind. We can play the game all they want." Trump said he plans to speak with his Canadian and Mexican counterparts on Monday.

By following through on his tariffs campaign pledge, Trump may also have simultaneously broken his promise to voters in last year's election that his administration&nbsp;<a href="https://apnews.com/article/trump-inflation-grocery-prices-energy-production-consumers-c8afa45fc2b44471d55a1516e99ea351">could quickly reduce inflation.</a>&nbsp;That means the same frustration he is facing from other nations might also spread domestically to consumers and businesses.

“WILL THERE BE SOME PAIN? YES, MAYBE (AND MAYBE NOT!),” Trump said in a social media post. “BUT WE WILL MAKE AMERICA GREAT AGAIN, AND IT WILL ALL BE WORTH THE PRICE THAT MUST BE PAID.”

His administration has not said what specific improvements would need to be seen in stopping illegal immigration and the smuggling of fentanyl to merit the removal of the tariffs that Trump imposed under&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/02/imposing-duties-to-address-the-flow-of-illicit-drugs-across-our-national-border/">the legal justification of an economic emergency</a>. But Trump, speaking to reporters after Air Force One, landed said that the trade imbalances with Canada and Mexico would also need to be erased as a condition for lifting the tariffs.

The president also tried to clarify his post about the possible inflation, saying on Sunday: “We may have in the short term, a little pain, and people understand that. But long term, the United States has been ripped off by virtually every country in the world.”

The tariffs are set to launch Tuesday and triggered confusion as Canada's U.S. ambassador, Kirsten Hillman, told ABC News that her country was perplexed by the move because “we view ourselves as your neighbor, your closest friend, your ally.”

In his Truth Social post, Trump took particular aim at Canada, which responded with retaliatory measures. Trump is placing a 25% tariff on Canadian goods, with a 10% tax on oil, natural gas and electricity. Canada is imposing 25% tariffs, more than $155 billion Canadian (US$105 billion), on U.S. products, including alcohol and fruit.

Despite Trump’s assertions that the U.S. does not need Canada,&nbsp;<a href="https://apnews.com/article/canada-oil-trump-alberta-premier-tariffs-b46238a96660c643ead3079e289121e8">one-quarter of the oil</a>&nbsp;that America consumes per day is from its ally to the north. He reiterated his false claim that America subsidizes Canada by running a trade imbalance, a reflection in part of Canada exporting energy to the U.S.

Trump contended that without that surplus, "Canada ceases to exist as a viable Country. Harsh but true! Therefore, Canada should become our Cherished 51st State. Much lower taxes, and far better military protection for the people of Canada — AND NO TARIFFS!”

Prime Minister Justin Trudeau is encouraging Canadians to buy more Canadian goods, and says Trump's moves will only cause pain across North America. More than 75% of Canada's exports go to the U.S. Canada will first target alcohol, cosmetics and paper products; a second round later will include passenger vehicles, trucks, steel and aluminum products, certain fruits and vegetables, beef, pork, dairy products and more.

Canada is the largest export market for 36 states and Mexico is the largest trading partner of the U.S.

Mexico's president, Claudia Sheinbaum, also announced new tariffs and suggested the U.S. should do more within its own borders to address drug addiction. She and Trudeau spoke after Trump's announcement and agreed “to enhance the strong bilateral relations” between Canada and Mexico, according to the prime minister's office.

The Chinese government said it would take steps to defend its economic interests and intends to file a lawsuit with the World Trade Organization.

For Trump, the open question is whether inflation could be a political pressure point that would cause him to back down. As a candidate, Trump repeatedly hammered Democrats over the inflation under President Joe Biden that resulted from supply chain issues during the coronavirus pandemic, the Biden administration’s own spending to spur the recovery and Russia's invasion of Ukraine.

Trump said his previous four years as president had low inflation, so the public should expect the same if he came back to the White House. But he also said specifically that higher inflation would stagger the U.S. as a nation, a position from which he now appears to be retreating with the promise of even more tariffs to come.

The U.S. president did not offer details Sunday about when he would impose tariffs elsewhere, but he said they would be coming “pretty soon” for the EU, which is also composed of U.S. allies.

Larry Summers, treasury secretary in the Clinton administration, said the tariffs were a "self-inflicted wound to the American economy."

He told CNN's “Inside Politics” that “on the playground or in international relations, bullying is not an enduringly winning strategy. And that’s what this is.” And the ultimate winner, Summers suggested, would be Chinese leader Xi Jinping because “we’ve moved to drive some of our closest allies into his arms” and “we're legitimating everything he’s doing by violating all the international norms that we set up.”

Outside analyses make clear that Trump's tariffs would hurt the voters that he intended to help, meaning that he might ultimately need to find a resolution.

An analysis by the Budget Lab at Yale shows that if the tariffs were to continue, an average U.S. household would lose roughly $1,245 in income this year, in what would be the overall equivalent of a more than $1.4 trillion tax increase over the next 10 years.

Goldman Sachs, in a Sunday analyst note, stressed that the tariffs go into effect on Tuesday, which means they're likely to proceed “though a last-minute compromise cannot be completely ruled out.”

The investment bank concluded that because of the possible economic damage and possible conditions for removal “we think it is more likely that the tariffs will be temporary but the outlook is unclear.”

Trade war: What President Trump says to expect

ARLINGTON, Va. (AP) — An American Airlines jet carrying 60 passengers and four crew members&nbsp;<a href="https://apnews.com/article/ronald-reagan-national-airport-aircraft-crash-9d79051a9e535bd855df5a4e5553b2e9">collided with an Army helicopter</a>&nbsp;while landing at Ronald Reagan National Airport near Washington, prompting a large search-and-rescue operation in the nearby Potomac River. There were multiple fatalities, according to a person familiar with the matter, but the precise number of victims was unclear as rescue crews hunted for any survivors.

Three soldiers were onboard the helicopter, an Army official said.

There was no immediate word on the cause of&nbsp;<a href="https://apnews.com/article/ronald-reagan-national-airport-crash-cebb142d24859ba0c4e0e4fd6c33773f">the Wednesday collision</a>, but all takeoffs and landings from the airport were halted as dive teams scoured the site and helicopters from law enforcement agencies across the region flew over the scene in a methodical search for bodies.

Images from the river showed boats around the partly submerged wing and what appeared to be the mangled wreckage of the plane's fuselage.

“We are going to recover our fellow citizens,” District of Columbia Mayor Muriel Bowser said at a somber news conference at the airport in which she declined to say how many bodies had been recovered.

The person who told The Associated Press that there had been multiple deaths was not authorized to publicly discuss details of the investigation and spoke on condition of anonymity.

Sen. Roger Marshall of Kansas said, “When one person dies it’s a tragedy, but when many, many, many people die it’s an unbearable sorrow.”

President Donald Trump said he had been “fully briefed on this terrible accident" and, referring to the passengers, added, “May God Bless their souls.”

Passengers on the flight included a group of figure skaters, their coaches and family members who were returning from a development camp that followed the U.S. Figure Skating Championships in Wichita.

“We are devastated by this unspeakable tragedy and hold the victims’ families closely in our hearts,” U.S. Figure Skating said in a statement.

Two of those coaches were identified by the Kremlin as Russian figure skaters Evgenia Shishkova and Vadim Naumov, who won the pairs title at the 1994 world championships and competed twice in the Olympics. The Skating Club of Boston lists them as coaches and their son, Maxim Naumov, is a competitive figure skater for the U.S.

The Federal Aviation Administration said the midair crash occurred before 9 p.m. EST when a regional jet that had departed from Wichita, Kansas, collided with a military helicopter on a training flight while on approach to an airport runway. It occurred in some of the most tightly controlled and monitored airspace in the world, just over three miles south of the White House and the Capitol.

Investigators will try to piece together the aircrafts' final moments before their collision, including contact with air traffic controllers as well as a loss of altitude by the passenger jet.

American Airlines Flight 5342 was inbound to Reagan National at an altitude of about 400 feet and a speed of about 140 miles per hour when it suffered a rapid loss of altitude over the Potomac River, according to data from its radio transponder. The Canadian-made Bombardier CRJ-701 twin-engine jet, manufactured in 2004, can be configured to carry up to 70 passengers.

A few minutes before landing, air traffic controllers asked the arriving commercial jet if it could land on the shorter Runway 33 at Reagan National and the pilots said they were able. Controllers then cleared the plane to land on Runway 33. Flight tracking sites showed the plane adjust its approach to the new runway.

Less than 30 seconds before the crash, an air traffic controller asked the helicopter if it had the arriving plane in sight. The controller made another radio call to the helicopter moments later: “PAT 25 pass behind the CRJ.” Seconds after that, the two aircraft collided.

The plane’s radio transponder stopped transmitting about 2,400 feet short of the runway, roughly over the middle of the river.

Video from an observation camera at the nearby Kennedy Center showed two sets of lights consistent with aircraft appearing to join in a fireball.

“I know that flight. I've flown it several times myself,” said Sen. Jerry Moran of Kansas. He said he expected that many people in Wichita would know people who were on the flight.

“This is a very personal circumstance,” he said.

The collision occurred on a warm winter evening in Washington, with temperatures registering as high as 60 degrees Fahrenheit, following a stretch days earlier of intense cold and ice. On Wednesday, the Potomac River was 36 degrees Fahrenheit, according to the National Oceanic and Atmospheric Administration. The National Weather Service reported that wind gusts of up to 25 mph were possible in the area throughout the evening.

American Airlines CEO Robert Isom expressed “deep sorrow” for the crash and said the company was focused on the needs of passengers, crew, first responders and families and loved ones of those involved.

Some 300 first responders were on scene. Inflatable rescue boats were launched into the Potomac River from a point along the George Washington Parkway, just north of the airport, and first responders set up light towers from the shore to illuminate the area near the collision site. At least a half-dozen boats were scanning the water using searchlights.

“It’s a highly complex operation,” said D.C. fire chief John Donnelly. "The conditions out there are extremely rough for the responders.”

The U.S. Army described the helicopter as a UH-60 Blackhawk based at Fort Belvoir in Virginia. The helicopter was on a training flight. Military aircraft frequently conduct training flights in and around the congested and heavily-restricted airspace around the nation’s capital for familiarization and continuity of government planning.

The crash is serving as a major test for two of the Trump administration’s newest agency leaders. Pete Hegseth, sworn in days ago as defense secretary, posted on social media that an investigation has been “launched immediately” by the Army and the Defense Department. Transportation Secretary Sean Duffy, just sworn in earlier this week, said at a somber news conference at the airport early Thursday that his agency would provide all possible resources to the investigation.

Reagan Airport will reopen at 11 a.m. Thursday, the Federal Aviation Administration announced. The FAA has previously said it would be closed until 5 a.m. Friday.

Located along the Potomac River, just southwest of the city. Reagan National is a popular choice because it’s much closer than the larger Dulles International Airport, which is deeper in Virginia.

Depending on the runway being used, flights into Reagan can offer passengers spectacular views of landmarks like the Washington Monument, the Lincoln Memorial, the National Mall and the U.S. Capitol. It’s a postcard-worthy welcome for tourists visiting the city.

The collision recalled the crash of an Air Florida flight that plummeted into the Potomac on January 13, 1982, that killed 78 people. That crash was attributed to bad weather.

Global skating community ‘deeply shocked and heartbroken’

The international governing body for figure skating said the global skating community was “deeply shocked” and heartbroken to learn that figure skaters and those close to them were onboard the flight that collided with a military helicopter.

“Our thoughts are with everyone affected by this tragedy. Figure skating is more than a sport — it’s a close-knit family — and we stand together,” the International Skating Union said in a statement.

“We are devastated by this unspeakable tragedy and hold the victims’ families closely in our hearts,” the organization said. “We will continue to monitor the situation and will release more information as it becomes available.”

‘We don’t know yet,' fire chief says of possible survivors

Officials offered few details on the status of the victims as they concluded their early-morning press briefing Thursday.

“I can’t say anything about the rescue operation right now,” said Washington Mayor Muriel Bowser, as reporters continue to press for updates on the passengers.

She also declined to comment on the condition of aircraft, which remains submerged in the Potomac River.

Asked if there are any survivors, Fire and EMS Chief John A. Donnelly, responded: “We don’t know yet. But we’re working."

“I know that flight,” he said. “I’ve flown it several times myself.”

Moran said he expected that many people in Wichita would know people who were on the flight.

Trump says collision ‘looks like it should have been prevented’

In a post on Truth Social, Trump questioned the tactics of the military helicopter and the air traffic controllers — both agencies that report to him as the president.

Writing that the “airplane was on a perfect and routine line of approach for an extended period of time” on a “CLEAR NIGHT,” Trump questioned, “why didn’t the helicopter go up or down or turn,” and “why didn’t the control tower tell the helicopter what to do instead of asking if they saw the plane.”

“What a terrible night this has been. God Bless you all!” he added in a subsequent post.

Erie County Executive Mark Poloncarz was waiting to catch his flight back to Buffalo, New York, when he saw through the terminal window some emergency vehicles moving out below.

“It didn’t seem anything too strange at that point,” Poloncarz said. “And then about a minute or so after that, there was an announcement of a full-ground stop, that there would be no flights landing and no flights taking off. And then we started to see a lot of emergency vehicles heading towards the river.”

Poloncarz and others soon saw reports on social media of a plane crash, while rumors began to swirl.

“When flights get delayed, people get aggravated and upset. But there was no one getting aggravated or upset because I think we all realized pretty quickly the magnitude of what occurred. The terminal grew pretty quiet. There was a lot of sadness.”

The order capped the most chaotic day for the U.S. government since Trump returned to office, with uncertainty over a crucial financial lifeline causing panic and confusion among states, schools and organizations that rely on trillions of dollars from Washington.

U.S. District Judge Loren L. AliKhan blocked the funding freeze only minutes before it was scheduled to take effect. The administrative stay, prompted by a lawsuit brought by nonprofit groups that receive federal money, lasts until Monday afternoon. Another court hearing is scheduled that morning to consider the issue.

But a vaguely worded memo issued by the Office of Management and Budget, combined with incomplete answers from the White House throughout the day, left lawmakers, public officials and average Americans struggling to figure out what programs would be affected by the pause. Even temporary interruptions in funding could cause layoffs or delays in public services.

“This sort of came out of the blue,” said David Smith, a spokesperson for the Shawnee Mission School District in Kansas, one of countless districts that receive federal funding. Now they're trying to figure out what it means “based on zero information."

Democrats argued that the president had no right to unilaterally stop spending money appropriated by Congress. Just minutes after AliKhan made her ruling, Democratic attorneys general from 22 states and the District of Columbia filed their own lawsuit seeking to block and permanently prevent the administration from cutting off federal funding.

“There is no question this policy is reckless, dangerous, illegal and unconstitutional,” New York Attorney General Letitia James said.

AliKhan, who was appointed by President Joe Biden, questioned how much the details of the funding freeze had been nailed down as she issued her order.

“It seems like the federal government currently doesn’t actually know the full extent of the programs that are going to be subject to the pause," she said.

Jessica Morton, an attorney for the National Council of Nonprofits, which brought the suit, said the group has tens of thousands of members around the country who could be affected.

“Our client members have reported being extremely concerned about having to shutter if there’s even a brief pause,” Morton said.

Justice Department attorney Daniel Schwei argued that the freeze shouldn’t be put on hold because the plaintiffs hadn’t specified anyone who would immediately lose funding if it does go into effect.

Trump administration officials said programs that provide direct assistance to Americans would not be affected, such as Medicare, Social Security, student loans and food stamps. But they sometimes struggled to provide a clear picture.

White House press secretary Karoline Leavitt initially would not say whether Medicaid was exempted from the freeze, but the administration later clarified that it was.

Although Trump had promised to turn Washington upside down if elected to a second term, the effects of his effort to pause funding were being felt far from the nation’s capital. Organizations like Meals on Wheels, which receives federal money to deliver food to the elderly, were worried about getting cut off.

“The lack of clarity and uncertainty right now is creating chaos,” spokeswoman Jenny Young said. She added that “seniors may panic not knowing where their next meals will come from.”

The National Science Foundation postponed this week’s panels for reviewing grant applications. Officials in Prichard, Alabama, feared they wouldn’t receive infrastructure funding to fix their leaking drinking water system. Republican leaders in Louisiana said they were “seeking clarity” to ensure nothing was “jeopardizing financial stability of the state.”

“Trump’s actions would wreak havoc in red and blue communities everywhere,” said Sen. Patty Murray of Washington, the top Democrat on the Senate Appropriations Committee. “We are talking about our small towns, our cities, our school districts.”

The full scope of the administration’s review was spelled out in a 51-page spreadsheet sent to federal agencies and viewed by The Associated Press. Each line was a different government initiative, from pool safety to tribal workforce development to special education.

Officials were directed to answer a series of yes or no questions for every item on the list, including “does this program promote gender ideology?” or “does this program promote or support in any way abortion?” Responses are due by Feb. 7.

Trillions of dollars are potentially under review. Grants that have been awarded but not spent are also supposed to be halted if they might violate one of Trump’s executive orders.

“The use of Federal resources to advance Marxist equity, transgenderism, and green new deal social engineering policies is a waste of taxpayer dollars that does not improve the day-to-day lives of those we serve,” wrote Matthew Vaeth, the acting director of the Office of Management and Budget, in a memo distributed Monday.

Vaeth wrote that “each agency must complete a comprehensive analysis of all of their Federal financial assistance programs to identify programs, projects, and activities that may be implicated by any of the President’s executive orders.” He also wrote that the pause should be implemented “to the extent permissible under applicable law.”

The pause on grants and loans was scheduled to take effect at 5 p.m. EST, just one day after agencies were informed of the decision.

Leavitt, who held&nbsp;<a href="https://apnews.com/article/trump-leavitt-white-house-first-press-briefing-5ba5ff116e18c29b04c934a24a8983d1">her first White House briefing</a>&nbsp;on Tuesday, said the administration was trying to be “good stewards” of public money by making sure that there was “no more funding for transgenderism and wokeness.”

She denied that Trump was deliberately challenging Congress to establish his dominance over the federal budget.

“He’s just trying to ensure that the tax money going out the door in this very bankrupt city actually aligns with the will and the priorities of the American people,” she said.

The attempt to implement a funding pause is the latest example of how Trump is harnessing his power over the federal system to advance his conservative goals. Unlike during his first term, when Trump and many members of his inner circle were unfamiliar with Washington, this time he’s reaching deep into the bureaucracy.

For example, federal employees are being asked to report their colleagues if they try to continue&nbsp;<a href="https://apnews.com/article/trump-executive-orders-dei-7ef0bf4ce1d465f6b61f3fcfde544593">diversity, equity and inclusion initiatives.</a>

“They are pushing the president’s agenda from the bottom up,” said Paul Light, an expert on the federal government and professor emeritus of public service at New York University.

He also said there are risks in Trump’s approach, especially with so many voters reliant on Washington.

“You can’t just hassle, hassle, hassle,” Light said. “You’ve got to deliver.”

Fears about interruption in government services were exacerbated as states reported problems with the Medicaid funding portal, where officials request reimbursement for providing healthcare to poor residents.

Democrats condemned the Trump administration, connecting the issue to the funding pause.

But Leavitt said the portal would be back online soon.

“We have confirmed no payments have been affected — they are still being processed and sent," she posted on social media. The White House did not provide an explanation for the problem.

Democrats who have struggled to gain a foothold during Trump's second term unleashed on the Republican president, describing his actions as capricious and illegal.Administration officials said the decision to halt loans and grants was necessary to ensure that spending complies with Trump’s recent&nbsp;<a href="https://apnews.com/article/what-has-trump-done-trump-executive-orders-f061fbe7f08c08d81509a6af20ef8fc0">blitz of executive orders.</a>&nbsp;The Republican president wants to increase&nbsp;<a href="https://apnews.com/article/trump-executive-orders-climate-change-environmental-policy-e4fb2b2495c0bcf880fab46605936b09">fossil fuel production</a>, remove protections for&nbsp;<a href="https://apnews.com/article/trump-sex-gender-transgender-dei-order-245350b97e0c4dcc221fefc49ef44699">transgender people</a>&nbsp;and end&nbsp;<a href="https://apnews.com/article/trump-dei-executive-order-diversity-inclusion-f67ea86032986084dd71c5aa0c6b8d1d">diversity, equity and inclusion efforts.</a>But a vaguely worded memo issued by the Office of Management and Budget, combined with incomplete answers from the White House throughout the day, left lawmakers, public officials and average Americans struggling to figure out what programs would be affected by the pause. Even temporary interruptions in funding could cause layoffs or delays in public services.“This sort of came out of the blue,” said David Smith, a spokesperson for the Shawnee Mission School District in Kansas, one of countless districts that receive federal funding. Now they're trying to figure out what it means “based on zero information."Democrats argued that the president had no right to unilaterally stop spending money appropriated by Congress. Just minutes after AliKhan made her ruling, Democratic attorneys general from 22 states and the District of Columbia filed their own lawsuit seeking to block and permanently prevent the administration from cutting off federal funding.“There is no question this policy is reckless, dangerous, illegal and unconstitutional,” New York Attorney General Letitia James said.AliKhan, who was appointed by President Joe Biden, questioned how much the details of the funding freeze had been nailed down as she issued her order.“It seems like the federal government currently doesn’t actually know the full extent of the programs that are going to be subject to the pause," she said.Jessica Morton, an attorney for the National Council of Nonprofits, which brought the suit, said the group has tens of thousands of members around the country who could be affected.“Our client members have reported being extremely concerned about having to shutter if there’s even a brief pause,” Morton said.Justice Department attorney Daniel Schwei argued that the freeze shouldn’t be put on hold because the plaintiffs hadn’t specified anyone who would immediately lose funding if it does go into effect.Trump administration officials said programs that provide direct assistance to Americans would not be affected, such as Medicare, Social Security, student loans and food stamps. She added that “seniors may panic not knowing where their next meals will come from.”The National Science Foundation postponed this week’s panels for reviewing grant applications. Officials in Prichard, Alabama, feared they wouldn’t receive infrastructure funding to fix their leaking drinking water system. Republican leaders in Louisiana said they were “seeking clarity” to ensure nothing was “jeopardizing financial stability of the state.”“Trump’s actions would wreak havoc in red and blue communities everywhere,” said Sen. Patty Murray of Washington, the top Democrat on the Senate Appropriations Committee. “We are talking about our small towns, our cities, our school districts.”The full scope of the administration’s review was spelled out in a 51-page spreadsheet sent to federal agencies and viewed by The Associated Press. Each line was a different government initiative, from pool safety to tribal workforce development to special education.Officials were directed to answer a series of yes or no questions for every item on the list, including “does this program promote gender ideology?” or “does this program promote or support in any way abortion?” Responses are due by Feb. 7.Trillions of dollars are potentially under review. He was by Trump’s side Thursday as the president signed orders and memoranda at the Resolute Desk in the Oval Office. And in the first hours of&nbsp;<a href="https://apnews.com/article/trump-inauguration-scene-rotunda-republicans-second-term-618e452b9e8fe294095937b27816d21a">Trump’s return to power</a>, he was there with Trump at the Capitol, at a nearby rally and the White House as the president scrawled his name on stacks of orders implementing his agenda.

Scharf doesn’t just act the straight man as Trump talks up his orders, cracks jokes and fields questions from reporters. He also plays a key role in the White House, overseeing the flow of information and business coming to and from the president.

The staff secretary’s job has traditionally involved managing the papers that cross the president’s desk. It serves almost as air traffic control for the West Wing — tracking the drafting and approval of memos and statements as they work their way to the president’s desk and then out to the world.

The “StaffSec” coordinates the work of the White House policy, communications and legal teams as information flows around the building, and traditionally is a neutral arbiter in policy debates.

The case went before the Supreme Court, which ruled that presidents enjoy sweeping immunity from criminal prosecution for official acts.Scharf is among several of Trump’s lawyers who have been rewarded with spots in his new administration.
