LINN COUNTY—Authorities are investigating a small plane mishap that occurred just after noon Thursday in Linn County.

The Kansas Highway Patrol reported a 1968 Cessna&nbsp; 177A piloted by Matthew Gregersen&nbsp;Evans, 42, Indianapolis, Indiana, made an emergency landing three quarters of a mile southeast of the intersection of County Road 1650 and County Road 1095 in a field.&nbsp;&nbsp;

The pilot told the patrol that the aircraft fuel line froze and forced him to bring the plane down in the field.&nbsp; Evans was not injured. The FAA and NTSB will be in charge of the investigation.&nbsp;

The ceremony comes as Trump has called DEI programs “discrimination” and pushed to eradicate diversity programs from the government,&nbsp;<a href="https://apnews.com/article/dei-trump-executive-order-diversity-834a241a60ee92722ef2443b62572540">directed that DEI workers eventually be laid off</a>&nbsp;and exerted similar pressure on the private sector to shift to an exclusive focus on merit.

The&nbsp;<a href="https://apnews.com/article/trump-executive-orders-dei-7ef0bf4ce1d465f6b61f3fcfde544593">sweeping effort</a>&nbsp;has sown discord and confusion across federal agencies, which have variously interpreted the order to limit how they can&nbsp;<a href="https://apnews.com/article/trump-dei-tuskegee-airmen-women-war-history-88a92c8485281d7c088c5eafe5dbf002">acknowledge race in history and culture</a>&nbsp;or&nbsp;<a href="https://apnews.com/article/trump-gender-ideology-sex-pronouns-order-transgender-2d7e54837f5d0651ed0cefa5ea0d6301">report demographic data on race and gender</a>.

Trump was joined by golf legend Tiger Woods as he addressed hundreds of guests in a reception in the East Room.

“Welcome to the White House. And we proudly celebrate Black History Month," Trump said.

The president went on and added: “Today, we pay tribute to the generations of Black legends, champions, warriors and patriots who helped drive our country forward to greatness. And you really are great, great people.”

Joining Trump were Black political figures and activists who have been his vocal supporters. Invited guests, according to a White House official, included Republican Sen. Tim Scott of South Carolina; Republican Rep. John James of Michigan; Alveda King, a niece of civil rights leader Martin Luther King Jr.; Herschel Walker, the football legend who is Trump’s choice as U.S. ambassador to the Bahamas; and prison reform advocate Alice Johnson, whom&nbsp;<a href="https://apnews.com/article/election-2020-politics-tn-state-wire-4672b3b09a3f127b11af92e0681dd6df">he pardoned</a>&nbsp;in 2020.

Johnson had spent more than two decades serving life without parole for a nonviolent drug offense before Trump granted her clemency.

On Thursday, Trump called her out by name in his remarks and said he’s going to bring her into his administration.

“She’s going to be my pardon czar,” he said.

It’s not clear what the role would entail.

Other invited guests included figures from sports and entertainment, including former ESPN host Sage Steele; former NFL player Jack Brewer; and rap stars Kodak Black, Lil Boosie and Rod Wave, according to the official, who was not authorized to speak publicly and spoke on condition of anonymity.

In the wake of his executive order, the Defense Department issued guidance declaring “identity months dead” and said that working hours would no longer be used to mark cultural awareness months such as Black History Month, Women’s History Month and National Disability Employment Awareness Month.

That seemed to clash with a National Black History Month proclamation signed the same day by Trump, which called for “public officials, educators, librarians, and all the people of the United States to observe this month with appropriate programs, ceremonies, and activities.”

While the White House has issued its position, agencies of the government have discretion on whether to continue to recognize Black History Month, according to the official.

On Feb. 1, the first day of Black History Month, Transportation Secretary Sean Duffy announced that his department “will no longer participate in celebrations based on immutable traits or any other identity-based observances.” And in a diplomatic cable, Secretary of State Marco Rubio said the agency’s removal of DEI policies would dovetail with “eliminating our focus on political and cultural causes that are divisive at home and deeply unpopular abroad.”

The administration has&nbsp;<a href="https://apnews.com/article/dei-critical-race-theory-colleges-diversity-db8317ad37931558dd5a396cf5ab3d42">issued a deadline to schools</a>&nbsp;and universities to eliminate&nbsp;<a href="https://apnews.com/article/trump-critical-race-theory-antisemitism-college-protests-18136b8c8f5adb9c75c47907e020268a">diversity initiatives</a>&nbsp;or risk losing federal money. Major corporations have&nbsp;<a href="https://apnews.com/article/dei-trump-race-gender-ethnicity-diversity-equity-inclusion-companies-policies-8b22129bab630e62be36aa447a2bd47b">backtracked on DEI</a>&nbsp;policies in hiring, promotion and workplace culture in recent months, with many citing potential legal challenges from the administration.

Black History Month has been recognized by every U.S. president since 1976, including Trump during his first term.

“Black History is American history. And similar to the story of our nation, it is a story of strength, resilience, and dogged perseverance,” said CJ Pearson, a national co-chair of the Republican National Committee's youth advisory council. Pearson, who is Black, has been an outspoken defender of Trump against Black civic leaders, civil rights advocates and Democrats who lambast the president as racist.

“President Trump’s anti-DEI policies aren’t promoting racism but what they are doing is manifesting the dream of the great Martin Luther King, Jr.: a nation where one isn’t judged by the color of their skin but instead by the content of their character,” said Pearson, who will attend the White House event.

Other Black Republicans aren't so sanguine about the administration's current course or what it portends for the GOP's nascent inroads with Black voters or other communities of color.

“Trump can build upon the coalition he pulled together in November with Blacks and Asians and Hispanics and young folks,” said Raynard Jackson, a Republican strategist. “But if they leave it the way it stands right now, Trump is going to destroy the very coalition he so marvelously brought to the table in November.”

To Jackson, DEI is a catch-all for liberal policies that are “unrecognizable” from the original intent of civil rights laws meant to promote the social and economic progress of Black Americans. But in removing and denigrating the policies, Jackson said, the White House risked being labeled as discriminatory by offering no alternative framework for how disadvantaged communities can get ahead.

“How do you have diversity without it being a mandated bean-counting situation?” Jackson asked. "They’ve done a masterful job at telling me what they’re against. I’m waiting to hear what they’re for.”

During the 2024 campaign, Trump tried to reach Black voters through in-person events in Atlanta, Chicago and New York. His campaign courted Black celebrities and media personalities to boost his message. Trump's Black conservative allies, including Rep. Byron Donalds, R-Fla., conducted roundtables at Black barbershops and bus tours through majority-Black cities.

But Trump also frequently denigrated Black communities in his pitch and made claims that pitted voters of color against immigrants, who he said were taking “Black jobs” and “Hispanic jobs.”

The efforts to boost support among Black voters seemed to have some success. He won a larger share of Black voters than he did in 2020, particularly among young Black men, according to AP VoteCast, a nationwide survey of more than 120,000 voters in the 2024 election.

Overall, about 16% of Black voters supported Trump in November, while about 8 in 10 voted for Democrat Kamala Harris. But that represented an improvement for Trump from 2020, when only 8% of Black voters backed him and about 9 in 10 went for Democrat Joe Biden.

WASHINGTON (AP) — A federal judge in Washington has allowed President Donald Trump’s&nbsp;<a href="https://apnews.com/article/doge-firings-layoffs-federal-government-workers-musk-d33cdd7872d64d2bdd8fe70c28652654">mass firings of federal workers</a>&nbsp;to move forward.

U.S. District Judge Christopher Cooper decided Thursday he could not grant a motion from unions representing the workers to temporarily block the layoffs. He found that their complaint amounted to an employment dispute and must follow a different process outlined in federal employment law.

Cooper acknowledged that the Republican president's second term “has been defined by an onslaught of executive actions that have caused, some say by design, disruption and even chaos in widespread quarters of American society.”

But Cooper, who was appointed by President Barack Obama, a Democrat, wrote that judges are “duty-bound to decide legal issues based on even-handed application of law and precedent — no matter the identity of the litigants or, regrettably at times, the consequences of their rulings for average people.”

The ruling comes as thousands of federal government employees have been shown the door during in the first month of Trump’s second administration.

The administration argued in court the unions failed to show that they were facing the kind of irreparable, immediate harm that would justify an emergency order stopping layoffs.

The unions, representing hundreds of thousands of federal workers, maintain that Trump’s&nbsp;<a href="https://apnews.com/article/trump-buyouts-to-all-federal-employees-f67f5751a0fd5ad8471806a5a1067b5e">efforts to slash the federal workforce</a>&nbsp;conflicts with Congress’ power to shape the size and direction of agencies through funding decisions, as well as laws detailing how such layoffs must be carried out.

The president of the National Treasury Employees’ Union, Doreen Greenwald, said that Cooper’s decision was a temporary setback and that “federal employees will get their day in court to challenge the unlawful mass firings and other attacks on their jobs, their agencies, and their service to the country.”

The lawsuit is among more than 80 challenging a range of actions Trump has undertaken with his blitz of executive orders. Unions also filed&nbsp;<a href="https://apnews.com/article/federal-employees-firing-lawsuit-trump-probation-unions-4a9384c21e408df85ca17dfac5b9dc93">a separate suit</a>&nbsp;challenging mass firings in California this week.

Judge allows mass firings of federal workers to move forward

WASHINGTON — A Kansas man pleaded guilty Thursday to operating an internet-based platform that generated false doctors’ orders to defraud Medicare and other federal health care benefit programs of more than $1 billion, according to the United State's Department of Justice.

According to court documents, Gregory Schreck, 50, of Johnson County, admitted that he and his co-conspirators targeted hundreds of thousands of Medicare beneficiaries to provide their personally identifiable information and agree to accept medically unnecessary orthotic braces, pain creams, and other items through misleading mailers, television advertisements, and calls from offshore call centers. Schreck and his co-conspirators owned, controlled, and operated DMERx, an internet-based platform that generated false and fraudulent doctors’ orders for orthotic braces, pain creams, and other items for these beneficiaries. 

Schreck, a vice president of the company that operated DMERx, admitted that he offered to connect pharmacies, durable medical equipment (DME) suppliers, and marketers with telemedicine companies that would accept illegal kickbacks and bribes in exchange for signed doctors’ orders that were transmitted using the DMERx platform. Schreck and his co-conspirators received payments for coordinating these illegal kickback transactions and referring the completed doctors’ orders to the DME suppliers, pharmacies, and telemarketers that paid for them. 

The fraudulent doctors’ orders generated by DMERx falsely represented that a doctor had examined and treated the Medicare beneficiaries when, in reality, purported telemedicine companies paid doctors to sign the orders without regard to medical necessity and based only on a brief telephone call with the beneficiary, or sometimes no interaction with the beneficiary at all. The DME suppliers and pharmacies that paid illegal kickbacks in exchange for these doctors’ orders generated through DMERx billed Medicare and other insurers more than $1&nbsp;billion. Medicare and the insurers paid more than $360 million based on these false and fraudulent claims.

Schreck pleaded guilty to conspiracy to commit health care fraud and faces a maximum penalty of 10 years in prison. A sentencing hearing will be scheduled at a later date. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Bacon of the Justice Department’s Criminal Division; Acting Special Agent in Charge Isaac Bledsoe of the Department of Health and Human Services Office of Inspector General (HHS-OIG) Miami Regional Office; Acting Special Agent in Charge Justin E. Fleck of the FBI Miami Field Office; Special Agent in Charge David Spilker of the Department of Veterans Affairs Office of Inspector General (VA-OIG)’s Southeast Field Office; and Special Agent in Charge Jason Sargenski of the Department of Defense Office of Inspector General, Defense Criminal Investigative Service (DCIS), Southeast Field Office made the announcement.

HHS-OIG, FBI, VA-OIG, and DCIS are investigating the case.

Trial Attorneys Darren C. Halverson and Jennifer E. Burns of the Criminal Division’s Fraud Section are prosecuting the case. Fraud Section Trial Attorneys Andrea Savdie and Shane Butland assisted in the prosecution.

The Fraud Section leads the Criminal Division’s efforts to combat health care fraud through the Health Care Fraud Strike Force Program. Since March 2007, this program, currently comprised of nine strike forces operating in 27 federal districts, has charged more than 5,800 defendants who collectively have billed federal health care programs and private insurers more than $30 billion. In addition, the Centers for Medicare &amp; Medicaid Services, working in conjunction with HHS-OIG, are taking steps to hold providers accountable for their involvement in health care fraud schemes. WASHINGTON — A Kansas man pleaded guilty Thursday to operating an internet-based platform that generated false doctors’ orders to defraud Medicare and other federal health care benefit programs of more than $1 billion, according to the United State's Department of Justice.According to court documents, Gregory Schreck, 50, of Johnson County, admitted that he and his co-conspirators targeted hundreds of thousands of Medicare beneficiaries to provide their personally identifiable information and agree to accept medically unnecessary orthotic braces, pain creams, and other items through misleading mailers, television advertisements, and calls from offshore call centers. Schreck and his co-conspirators owned, controlled, and operated DMERx, an internet-based platform that generated false and fraudulent doctors’ orders for orthotic braces, pain creams, and other items for these beneficiaries. Schreck, a vice president of the company that operated DMERx, admitted that he offered to connect pharmacies, durable medical equipment (DME) suppliers, and marketers with telemedicine companies that would accept illegal kickbacks and bribes in exchange for signed doctors’ orders that were transmitted using the DMERx platform. Schreck and his co-conspirators received payments for coordinating these illegal kickback transactions and referring the completed doctors’ orders to the DME suppliers, pharmacies, and telemarketers that paid for them. The fraudulent doctors’ orders generated by DMERx falsely represented that a doctor had examined and treated the Medicare beneficiaries when, in reality, purported telemedicine companies paid doctors to sign the orders without regard to medical necessity and based only on a brief telephone call with the beneficiary, or sometimes no interaction with the beneficiary at all. The DME suppliers and pharmacies that paid illegal kickbacks in exchange for these doctors’ orders generated through DMERx billed Medicare and other insurers more than $1&nbsp;billion. Medicare and the insurers paid more than $360 million based on these false and fraudulent claims.Schreck pleaded guilty to conspiracy to commit health care fraud and faces a maximum penalty of 10 years in prison. A sentencing hearing will be scheduled at a later date. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.Supervisory Official Antoinette T. Kan. man admits role in billion dollar healthcare fraud scheme

WASHINGTON (AP) — The Senate on Thursday narrowly voted to confirm&nbsp;<a href="https://apnews.com/article/trump-fbi-kash-patel-61610c5384536667eb112734465b0a19">Kash Patel</a>&nbsp;as director of the FBI, moving to place him atop the nation's premier federal law enforcement agency despite doubts from Democrats about his qualifications and concerns he will do Donald Trump's bidding and go after the Republican president's adversaries.

“I cannot imagine a worse choice," Sen. Dick Durbin, D-Ill., told colleagues before the 51-49 vote by the GOP-controlled Senate. Kansas U.S. Senators Jerry Moran and Roger Marshall voted with the majority.

 Senators Susan Collins of Maine and Lisa Murkowski of Alaska were the lone Republican holdouts.

A Trump loyalist who has fiercely criticized the agency, Patel will inherit an FBI gripped by turmoil as the Justice Department over the past month has forced out a group of senior bureau officials and made a&nbsp;<a href="https://apnews.com/article/trump-fbi-justice-department-jan-6-ff003e46ea48c4e8be710d1ba2eb2d02">highly unusual demand for the names of thousands of agents</a>&nbsp;who participated in investigations related to the Jan. 6, 2021, riot at the U.S. Capitol.

Patel has spoken of his desire to&nbsp;<a href="https://apnews.com/article/fbi-trump-patel-fisa-russia-2d215ded96ad8a08689b6f7f0b2d49ec">implement major changes</a>&nbsp;at the FBI, including a reduced footprint at headquarters in Washington and a renewed emphasis on the bureau's traditional crime-fighting duties rather than the intelligence-gathering and national security work that has come to define its mandate over the past two decades. But he also echoed&nbsp;<a href="https://www.ap.org/news-highlights/spotlights/2024/kash-patel-is-pushing-conspiracies-and-his-brand-hes-poised-to-help-lead-a-trump-administration/">Trump's desire for retribution</a>. Patel raised alarm among Democrats for saying before he was nominated that he would “come after” anti-Trump “conspirators” in the federal government and the media.

Republicans angry over what they see as law enforcement bias against conservatives during the Democratic Biden administration, as well as criminal investigations into Trump, have rallied behind Patel as the right person for the job.

“Mr. Patel wants to make the FBI accountable once again -– get back the reputation that the FBI has had historically for law enforcement,” Sen. Chuck Grassley, R-Iowa, chairman of the Senate Judiciary Committee, said before Patel was confirmed. “He wants to hold the FBI accountable to Congress, to the president and, most importantly, to the people they serve — the American taxpayer.”

Democrats complained about Patel's lack of management experience compared with previous FBI directors and they highlighted incendiary past statements that they said called his judgment into question.

“I am absolutely sure of this one thing: this vote will haunt anyone who votes for him. They will rue the day they did it,” said Sen. Richard Blumenthal, a Connecticut Democrat.

He added: “To my Republican colleagues, think about what you will tell your constituents” and family “about why you became voted for this person who will so completely and utterly disgrace this office and do such grave damage to our nation’s justice system.”

About a half-dozen Democrats on the Senate Judiciary Committee gathered outside FBI headquarters earlier Thursday in a last-ditch plea to derail his confirmation.

“This is someone we cannot trust,” said Sen. Adam Schiff of California. “This is someone who lacks the character to do this job, someone who lacks the integrity to do this job. We know that, our Republican colleagues know that."

FBI directors are given 10-year terms as a way to insulate them from political influence and keep them from becoming beholden to a particular president or administration. Patel was selected in November to replace&nbsp;<a href="https://apnews.com/article/chris-wray-fbi-farewell-trump-patel-partisanship-afe159a6e112e68dd5319ceac905d517">Christopher Wray</a>, who was picked by Trump in 2017 and served for more than seven years but who repeatedly angered the president and was seen by him as insufficiently loyal. He&nbsp;<a href="https://apnews.com/article/wray-fbi-director-resign-trump-patel-ca7553c92819b5487ce12de252a5a543">resigned</a>&nbsp;before Trump took office.

Since Wray's resignation, the FBI has been led by interim leaders, who have clashed with the Justice Department over its demands for details about the agents who investigated the Capitol riot — a move seen as a possible prelude to broader firings. Patel denied having any knowledge of discussions about potential firings, but a letter from Durbin last week that cited information that he said had come from insiders suggested that Patel may have been covertly involved in that process.

Trump has said that he expects some of those agents will be fired.

Patel is a former federal defender and Justice Department counterterrorism prosecutor. He attracted Trump’s attention during the president's first term when, as a staffer on the Republican-led House Intelligence Committee,&nbsp;<a href="https://apnews.com/article/af8b27485d7a42ad86b8bf7ad1d554bb">Patel helped write a memo with pointed criticism of the FBI’s investigation</a>&nbsp;into ties between Russia and Trump’s 2016 campaign.

Moran, Marshall vote yes as Senate confirms Patel as FBI director

OKLAHOMA CITY (AP) — Former Oklahoma Gov. David Boren, who became one of the nation's youngest governors in the 1970s at age 33 and later helped shape national intelligence as a U.S. senator, has died. He was 83.

Boren, who went on to serve as president of the University of Oklahoma after retiring from politics, died early Thursday at his home near Newcastle, said Bob Burke, a longtime family friend. He said Boren's death was the result of complications from diabetes.

The son of a Democratic congressman, Boren quickly followed in his father's footsteps into elected office and oversaw a dramatic downsizing of government in Oklahoma, where over decades in legislative corridors and university offices he became one of the state's most influential figures. His son, Dan Boren, also served four terms as an Oklahoma congressman.

In 2019, David Boren&nbsp;<a href="https://apnews.com/general-news-domestic-news-domestic-news-a6900eea27124e9ebe5bc23cd4ad1656">cut ties with the university</a>&nbsp;he had led for 24 years amid a probe into allegations that he had sexually harassed male subordinates. Boren denied wrongdoing and the allegations never resulted in charges or civil litigation.

“Today, I join Oklahomans in mourning the loss of former Governor David Boren, who dedicated his life to serving our state," said Oklahoma Gov. Kevin Stitt, who ordered flags on state property to be flown at half-staff until his funeral. “His love of Oklahoma was evident in everything he did.”

Boren served in the U.S. Senate between 1979 and 1994 and was the longest-serving chairman of the Senate Select Committee on Intelligence. He became president of Oklahoma's largest public university after leaving the Senate and held the position until stepping down in 2018.

“He saw public service as a noble calling and dedicated his life to it,” Dan Boren said in a statement. "The countless heartwarming stories I hear almost daily from people across this state who he helped are reminders of his remarkable life.”

A year after leaving the University of Oklahoma,&nbsp;<a href="https://apnews.com/article/628538cca4f74df5b755927956a3bd8e">a former student alleged he was touched</a>&nbsp;and kissed inappropriately by Boren on several occasions about a decade earlier, allegations that Boren repeatedly denied.

An investigation into Boren’s alleged misconduct&nbsp;<a href="https://apnews.com/general-news-8a9ca5652f8d43788ff663e2f36d4e02">by the Jones Day law firm</a>, which ended when Boren&nbsp;<a href="https://apnews.com/general-news-49a8fca716714b628f20c009d1952980">severed ties to the university</a>&nbsp;in 2019, was never publicly released. The allegations against Boren&nbsp;<a href="https://apnews.com/article/18d6c8ab6a444af28274ede2a6d4a41d">tarnished his reputation</a>&nbsp;and led him to withdraw from public life.

Boren served four terms in the Oklahoma House before being elected governor at the age of 33 in 1974, which at the time made him the youngest governor in the country. He ran a reformist campaign that became known as the “Boren Broom Brigade” to demonstrate his pledge to “sweep out the old guard.”

While in the U.S. Senate, Boren forged close relationships with the leaders of the nation's intelligence community, including former CIA Director George Tenet, whom Boren tapped as the Intelligence Committee's chief of staff prior to Tenet's appointment as CIA director.

On the morning of Sept. 11, 2001, Boren was having breakfast with Tenet at a Washington hotel when Tenet, then CIA director, learned that an aircraft had flown into the World Trade Center tower in New York City. Boren later recalled that neither he nor Tenet was “totally shocked” by the terrorist attack because the two men had spoken frequently about the possibility of international terrorists launching an attack in the U.S.

In the Senate, Boren also helped build bipartisan support to oppose South Africa's oppressive racial apartheid regime ahead of Nelson Mandela’s release from prison in 1990. Shortly after his release, Mandela traveled to the U.S. and appeared as a guest on an ABC News town hall moderated by Ted Koppel. Boren was in the audience and Mandela led a standing ovation after Boren summed up the evils of apartheid and called for its end.

“He has said all the things that are required to be said in regards to the problems of South Africa,” Mandela said.

During his tenure in the U.S. Senate, Boren also said he was heavily involved with helping influence U.S. policy in Central America, particularly in Nicaragua, during conflict in that country between the right-wing Contras and the leftist Sandinistas, working as an “informal emissary” for former President George H.W. Bush.

“The fact that I was in a different party — and the fact that we trusted each other -- was a big benefit,” Boren told The Oklahoman in 1994.

David Lyle Boren was born on April 21, 1941, in Washington, the son of U.S. Rep. Lyle Hagler Boren and the former Christine McKown. He was married twice, to the late Janna Little Robbins and then to Molly Shi Boren, a former judge, English teacher and president emeritus of the Oklahoma Arts Institute.

Boren&nbsp;<a href="https://apnews.com/article/cc475d3a46ff4206b368770c9cffc7df">suffered from a minor stroke</a>&nbsp;at a statue dedication ceremony in April 2018 and was hospitalized for several days. Boren also underwent heart bypass surgery in March 2017.

Boren is survived by two children, including Dan Boren, the former Oklahoma congressman who is currently secretary of commerce for the Chickasaw Nation.

Chamber sends Senate a bill allowing 20-year-olds to enter police academy

TOPEKA — Rep. Brad Barrett’s sense of potential lethal ramifications of high-speed pursuits by law enforcement officers was drawn from service as a Shawnee County district attorney investigator and a Coffey County sheriff’s deputy.

Barrett, an Osage City Republican, brought that experience to the Kansas House where he urged peers to support&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/measures/documents/supp_note_hb2177_00_0000.pdf" target="_blank">House Bill 2177</a>. It would stiffen criminal penalties for motorists repeatedly convicted of fleeing or attempting to elude authorities.

“This is dangerous,” he said. “When people are fleeing law enforcement, they’re driving a couple thousand pound missile full of fuel. We need to hold them accountable for their actions.”

Kansas Highway Patrol Col. Eric Smith and Coffey County Undersheriff Eric Smith — no relation — had testified to a House committee in support of the bill. Both said the state would be justified to enact progressively severe punitive measures for those who continued to attempt or commit an aggravated form of fleeing and eluding.

“Increased penalties for prior convictions discourage violators from committing the same offense,” the KHP colonel said.

He said the National Highway Traffic Safety Administration documented 525 fatalities in 2021 that occurred during police pursuits in the United States.

On Thursday, the House responded by voting 94-28 to send the bill to the Kansas Senate.

The legislation would raise a third or subsequent conviction for skirting a road block, avoiding tire deflation devices or intentionally causing property damage during a law enforcement chase from a level 9 felony to a level 5 felony. The bill also would dictate that a person convicted a third or subsequent time of driving the wrong way into an opposing lane of traffic and forcing a motorist to take evasive action or colliding with a vehicle, would face a level 4 felony rather than a level 9 felony.

Rep. Tobias Schlingensiepen, D-Topeka, asked during floor debate on the bill Wednesday for evidence demonstrating that modifying the sentencing grid so more people went to prison compelled anyone to avoid entering into chases with law enforcement.

“There’s no evidence that raising the penalty on fleeing and eluding will have any deterrent effect at all,” Schlingensiepen said.

Emily Brandt, who represents the legislative committee of the Kansas Board of Indigents’ Defense, said the bill was unnecessary because fleeing-and-eluding recidivists were punished when judges who factored criminal history into sentencing decisions.

She said elevating the third offense to a level 4 or level 5 felony would punish someone as seriously as if the crime in question was aggravated battery, involuntary manslaughter or sexual exploitation of a child. Individuals with a third such person felony could be sentenced to more than decade in prison, she said.

“This bill would punish people who committed no harm to another as severely as people who committed a murder or caused great bodily harm,” Brandt said. “If passed, this bill would have a significant fiscal impact on the state of Kansas, mostly because of much longer prison stays for committing these crimes, but also because of increased defense costs for higher severity level crimes.”

A House majority also sent the Senate — on a vote of 97-24 — a bill to lower the minimum age for persons applying for certification as a law enforcement officer to 20 years of age from the current standard of 21. While law enforcement training could take place, supporters of&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/measures/documents/supp_note_hb2164_00_0000.pdf" target="_blank">House Bill 2164</a>&nbsp;indicated individuals would need to be 21 to be assigned duties as a part-time or full-time officer.

“This bill would help with recruitment and retention for Kansas law enforcement departments to help address shortages,” said Rep. Kevin Schwertfeger, R-Turon.

Wichita Police Chief Joseph Sullivan, who made officer recruiting a top priority since selected chief in 2022, said one barrier to attracting candidates for careers in law enforcement was the state mandate they had to be 21 years of age prior to applying for a state law enforcement certification.

He said the department implemented an “early onboarding process” to streamline recruitment. The House bill would allow the department to formally bring 20-year-olds into the process while they awaited a law enforcement academy start date. The objective would be for applicants to complete a six-month training program before turning 21, he said.

“Increasing the pool of potential applicants will help us fill critical vacancies and enhance public safety for all Kansans by ensuring that we have well-training, capable officers protecting our communities,” Sullivan said.

Overland Park Police Chief Doreen Jokerst, who entered a Colorado police academy at age 20, said the reform would reflect her belief that “responsible and capable individuals exist” within the lower age group. Opening training academies to Kansas applicants earlier would support law enforcement agencies working to attract promising candidates, she said.

Rep. John Carmichael, a Wichita Republican who served as chairman of the Kansas Commission on Peace Officers’ Standards and Training, said he wasn’t convinced lowering the age was sound public policy. He said there could be problems if 20-year-old trainees were given gun and badge before they were equipped to handle the job.

“I urge the House to move very slowly on this request because I think we’re going to make mistakes,” Carmichael said. “We’re going to have people without the maturity out there as police officers.”

Ottawa GOP Rep. Rebecca Schmoe, vice chair of the House Federal and State Affairs Committee, said legislative heartburn on the bill didn’t make sense.

Kan. House agrees to stiffen penalty for recidivist offenders in high-speed police chases

WASHINGTON (AP) — Republican&nbsp;<a href="https://apnews.com/hub/mitch-mcconnell">Sen. Mitch McConnell</a>&nbsp;announced on Thursday that he won’t seek reelection next year, ending a decadeslong tenure as a power broker who championed conservative causes but ultimately ceded ground to the fierce GOP populism of President Donald Trump.

McConnell, the&nbsp;<a href="https://apnews.com/article/politics-montana-united-states-senate-new-york-city-mitch-mcconnell-41f4326218e7c2d8439ca02d09c6683b">longest-serving Senate party leader</a>&nbsp;in U.S. history, chose his 83rd birthday to share his decision not to run for another term in Kentucky and to retire when his current term ends. He informed The Associated Press of his decision before he addressed colleagues in a speech on the Senate floor.

“Seven times, my fellow Kentuckians have sent me to the Senate,” McConnell said, as aides lined the back chamber and several senators listened from seats. “Every day in between I’ve been humbled by the trust they’ve placed in me to do their business here. Representing our commonwealth has been the honor of a lifetime. I will not seek this honor an eighth time. My current term in the Senate will be my last.”

FINNEY COUNTY—Law enforcement are investigating a suspect for an alleged violent crime in southwest Kansas.

Just after 3a.m. Wednesday, police were dispatched to the north part of Garden City where offices observed a vehicle in the roadway. Officers made contact with the driver who told Officers that an occupant inside the vehicle had been kidnapped at knifepoint by someone known to them.

 The investigation revealed that the victim was being driven home when the suspect, identified as 39-year-old Augustin Beronvil began following their vehicle. 

Beronvil then confronted the vehicle at an intersection and pulled out a pocketknife. The victim ran from the vehicle, but Beronvil grabbed them from behind, forced them into his vehicle and drove off. 

Officers quickly located Beronvil and the victim at his residence, and Beronvil was taken into custody on requested charges of Aggravated Kidnapping, Aggravated Assault, and other violations.

WASHINGTON (AP) — Thousands of federal government employees have been shown the door in the first month of&nbsp;<a href="https://apnews.com/hub/donald-trump">President Donald Trump’s administration</a>&nbsp;as the White House and its Department of Government Efficiency fire both new and career workers, tell agency leaders to plan for “large-scale reductions in force” and freeze trillions of dollars in federal grant funds.

It is affecting more than just the national capital region, home to about 20% of the 2.4 million members of the civilian federal workforce, which does not include military personnel and postal workers. More than 80% of that workforce lives outside the Washington area.

There is no official figure available of the total firings or layoffs. The Associated Press tallied how agencies are being affected based on AP reporting and statements from lawmakers and employee unions.

Here is a look at some of the broad and specific ways federal agencies and employees are being affected by the administration’s reductions, as of Wednesday:

‘Deferred resignation’ proposal for federal workers

The White House offered a “deferred resignation” proposal in exchange for financial incentives, like months of paid leave,&nbsp;<a href="https://apnews.com/article/trump-buyouts-to-all-federal-employees-f67f5751a0fd5ad8471806a5a1067b5e">to almost all federal employees</a>&nbsp;who opted to leave their jobs by Feb. 6.

But just before that deadline, a federal judge blocked Trump’s plan, wanting to hear arguments from the administration and the labor unions, which said the offer was illegal.

According to the Office of Personnel Management, about 75,000 federal employees had accepted the offer as of Feb. 12.

There have also been wide-ranging layoffs of&nbsp;<a href="https://apnews.com/article/trump-federal-workers-layoffs-doge-406752da1614755b8fabe9c94e0c71a8">probationary employees</a>&nbsp;— those generally on the job for less than a year and who have yet to gain civil service protection. Potentially hundreds of thousands are affected.

On Feb. 13, the administration ordered agencies to lay off nearly all such workers. According to government data maintained by OPM, 220,000 federal employees had less than a year on the job as of March 2024.

On Feb. 13, the Department of Veterans Affairs announced the dismissal of more than 1,000 employees who had served for less than two years. According to Sen. Patty Murray, D-Wash., that included researchers working on cancer treatment, opioid addiction, prosthetics and burn pit exposure.

At least 39 people have been fired from the Education Department, including special education specialists and student aid officials, according to a union that represents agency workers.

There have also been nearly $900 million in cuts to the department’s Institute of Education Services, which tracks the progress of America’s students. It is unclear to what degree the institute would continue to exist. Industry experts said at least 169 contracts were terminated Feb. 10.

Hundreds of federal employees tasked with working on the nation’s nuclear weapons programs were laid off Feb. 13, but that move was largely rescinded hours later, according to a memo obtained by the AP. Three U.S. officials who spoke on condition of anonymity for fear of retaliation said as many as 350 employees at the National Nuclear Security Administration were ousted, with some losing access to email before they had learned they were fired.

The jobs of more than 5,000 probationary employees are on the line at the Department of Health and Human Services.

On Feb. 14, officials with the&nbsp;<a href="https://apnews.com/article/trump-job-cuts-health-cdc-0d002fd6f528a7b91ced79628bf68196">Centers for Disease Control and Prevention</a>&nbsp;were told they were losing nearly 1,300 probationary employees — about one-tenth of the agency’s workforce — but the final number&nbsp;<a href="https://apnews.com/article/cdc-lab-layoffs-b9e13d62d0da00611f84b7762be0c7b9">was closer to 700</a>, according to two CDC officials who spoke on condition of anonymity because they were not authorized to discuss the cuts.

Probationary employees were also fired at public health agencies, including the National Institutes of Health, the Food and Drug Administration and the Centers for Medicare and Medicaid Services, but HHS has not released a final number.

The probationary cuts included more than 130 employees at the U.S. Cybersecurity and Infrastructure Security Agency, which oversees the nation’s critical infrastructure, including the federal efforts to secure election systems. It is not clear whether those included 17 employees who had worked on election security and had already been&nbsp;<a href="https://apnews.com/article/election-security-cisa-kristi-noem-cybersecurity-5bac8ce416c46b4fbe44c94ae5874b39">placed on leave</a>.

Four employees at the Federal Emergency Management Agency — its chief financial officer, two program analysts and a grant specialist —&nbsp;<a href="https://apnews.com/article/fema-migrant-hotels-new-york-musk-immigration-3d250d9f64b40858c0f0eda9989bea6d">were fired</a>&nbsp;Feb. 11 over&nbsp;<a href="https://apnews.com/article/fema-migrant-funding-new-york-hotels-immigration-elon-musk-doge-268ca7eda43011a501dfad0fa88a4775">payments to reimburse</a>&nbsp;New York City for hotel costs for migrants.

The IRS will lay off&nbsp;<a href="https://apnews.com/article/irs-treasury-layoffs-doge-tax-season-2be8db11fdd510b7ce6ac0db56f9a503">thousands of probationary workers</a>&nbsp;in the middle of tax season, according to two people familiar with the agency’s plans who were not authorized to discuss the matter publicly and spoke on condition of anonymity.

It is unclear how many IRS workers will be affected or when the cuts will happen.

The administration has fired&nbsp;<a href="https://apnews.com/article/trump-national-park-firings-doge-grand-teton-baedee0a748a6374eafb6f95aac5dadc">about 1,000 newly hired National Park Service employees</a>&nbsp;who maintain and clean parks, educate visitors and perform other functions.

The firings were not publicly announced but were confirmed by Democratic senators and House members. Adding to the confusion, the park service now says it is reinstating about 5,000 seasonal jobs that were initially rescinded last month.

Seasonal workers are routinely added during the warm-weather months to serve more than 325 million annual visitors who descend on the nation’s 428 parks, historic sites and other attractions.

The administration has ordered the agency — created after the 2008 financial crisis and subprime mortgage-lending scandal —&nbsp;<a href="https://apnews.com/article/trump-chopra-consumer-financial-protection-bureau-3bd86eb9b0ad7d829cb812af900fab9f">to stop nearly all its work</a>, effectively shutting it down.

The new agriculture secretary, Brooke Rollins, said on Feb. 14 that her agency had invited Elon Musk’s DOGE team with “open arms” and that layoffs “will be forthcoming.”

A spokesman for the department, which oversees the Forest Service, said Rollins supports Trump’s directive to eliminate inefficiencies by firing about 2,000 “probationary, non-firefighting employees.”

Rollins is committed to “preserving essential safety positions and will ensure that critical services remain uninterrupted,” the spokesman said in a statement, which did not address the fired workers who were responsible for thinning trees, removing combustible debris from forests and other projects that aim to lower a wildfire’s intensity.

On Feb. 19, the department&nbsp;<a href="https://apnews.com/article/usda-firings-doge-bird-flu-trump-fdd6495cbe44c96d471ae8c6cf4dd0a8">scrambled to rehire</a>&nbsp;several workers who were involved in the government’s response to the&nbsp;<a href="https://apnews.com/hub/bird-flu">ongoing bird flu outbreak</a>&nbsp;that has devastated egg and poultry farms over the past three years, but who were among the thousands of federal employees eliminated on Musk’s recommendations.

It wasn’t immediately clear how many workers the department might be trying to rehire and whether any of them worked at the main USDA lab in Ames, Iowa.

Trump swiftly ordered a halt to much of the aid that the United States sends abroad. Several weeks later, the pause is on pause.

In his first week in office, Trump issued an executive order directing a&nbsp;<a href="https://apnews.com/article/state-department-trump-foreign-aid-bf047e17ef64cb42a1a1b7fdf05caffa">90-day hold on most of the foreign assistance</a>&nbsp;disbursed through the State Department.

Secretary of State Marco Rubio issued several specific exemptions, including emergency food programs and military aid to Israel and Egypt from the freeze on foreign assistance. But thousands of U.S.-funded humanitarian, development and security programs worldwide stopped work or prepared to do so.

Without the money to pay staff, aid organizations including the U.S. Agency for International Development began laying off hundreds of employees. Crews removed the agency’s signage from its Washington headquarters.

According to government data maintained by OPM, 220,000 federal employees had less than a year on the job as of March 2024.<h2>Department of Veterans Affairs</h2>On Feb. 13, the Department of Veterans Affairs announced the dismissal of more than 1,000 employees who had served for less than two years. According to Sen. Patty Murray, D-Wash., that included researchers working on cancer treatment, opioid addiction, prosthetics and burn pit exposure.<h2>Education Department</h2>At least 39 people have been fired from the Education Department, including special education specialists and student aid officials, according to a union that represents agency workers.There have also been nearly $900 million in cuts to the department’s Institute of Education Services, which tracks the progress of America’s students. It is unclear to what degree the institute would continue to exist. Industry experts said at least 169 contracts were terminated Feb. 10.<h2>Energy Department</h2>Hundreds of federal employees tasked with working on the nation’s nuclear weapons programs were laid off Feb. 13, but that move was largely rescinded hours later, according to a memo obtained by the AP. Three U.S. officials who spoke on condition of anonymity for fear of retaliation said as many as 350 employees at the National Nuclear Security Administration were ousted, with some losing access to email before they had learned they were fired.<h2>Department of Health and Human Services</h2>The jobs of more than 5,000 probationary employees are on the line at the Department of Health and Human Services.On Feb. 14, officials with the&nbsp;<a href="https://apnews.com/article/trump-job-cuts-health-cdc-0d002fd6f528a7b91ced79628bf68196">Centers for Disease Control and Prevention</a>&nbsp;were told they were losing nearly 1,300 probationary employees — about one-tenth of the agency’s workforce — but the final number&nbsp;<a href="https://apnews.com/article/cdc-lab-layoffs-b9e13d62d0da00611f84b7762be0c7b9">was closer to 700</a>, according to two CDC officials who spoke on condition of anonymity because they were not authorized to discuss the cuts.Probationary employees were also fired at public health agencies, including the National Institutes of Health, the Food and Drug Administration and the Centers for Medicare and Medicaid Services, but HHS has not released a final number.<h2>Department of Homeland Security</h2>The probationary cuts included more than 130 employees at the U.S. Cybersecurity and Infrastructure Security Agency, which oversees the nation’s critical infrastructure, including the federal efforts to secure election systems. It is not clear whether those included 17 employees who had worked on election security and had already been&nbsp;<a href="https://apnews.com/article/election-security-cisa-kristi-noem-cybersecurity-5bac8ce416c46b4fbe44c94ae5874b39">placed on leave</a>.Four employees at the Federal Emergency Management Agency — its chief financial officer, two program analysts and a grant specialist —&nbsp;<a href="https://apnews.com/article/fema-migrant-hotels-new-york-musk-immigration-3d250d9f64b40858c0f0eda9989bea6d">were fired</a>&nbsp;Feb. 11 over&nbsp;<a href="https://apnews.com/article/fema-migrant-funding-new-york-hotels-immigration-elon-musk-doge-268ca7eda43011a501dfad0fa88a4775">payments to reimburse</a>&nbsp;New York City for hotel costs for migrants.<h2>Internal Revenue Service</h2>The IRS will lay off&nbsp;<a href="https://apnews.com/article/irs-treasury-layoffs-doge-tax-season-2be8db11fdd510b7ce6ac0db56f9a503">thousands of probationary workers</a>&nbsp;in the middle of tax season, according to two people familiar with the agency’s plans who were not authorized to discuss the matter publicly and spoke on condition of anonymity.It is unclear how many IRS workers will be affected or when the cuts will happen.<h2>National Park Service</h2>The administration has fired&nbsp;<a href="https://apnews.com/article/trump-national-park-firings-doge-grand-teton-baedee0a748a6374eafb6f95aac5dadc">about 1,000 newly hired National Park Service employees</a>&nbsp;who maintain and clean parks, educate visitors and perform other functions.The firings were not publicly announced but were confirmed by Democratic senators and House members. Adding to the confusion, the park service now says it is reinstating about 5,000 seasonal jobs that were initially rescinded last month.Seasonal workers are routinely added during the warm-weather months to serve more than 325 million annual visitors who descend on the nation’s 428 parks, historic sites and other attractions.<h2>Consumer Financial Protection Bureau</h2>The administration has ordered the agency — created after the 2008 financial crisis and subprime mortgage-lending scandal —&nbsp;<a href="https://apnews.com/article/trump-chopra-consumer-financial-protection-bureau-3bd86eb9b0ad7d829cb812af900fab9f">to stop nearly all its work</a>, effectively shutting it down.<h2>Agriculture Department</h2>The new agriculture secretary, Brooke Rollins, said on Feb. 14 that her agency had invited Elon Musk’s DOGE team with “open arms” and that layoffs “will be forthcoming.”A spokesman for the department, which oversees the Forest Service, said Rollins supports Trump’s directive to eliminate inefficiencies by firing about 2,000 “probationary, non-firefighting employees.”Rollins is committed to “preserving essential safety positions and will ensure that critical services remain uninterrupted,” the spokesman said in a statement, which did not address the fired workers who were responsible for thinning trees, removing combustible debris from forests and other projects that aim to lower a wildfire’s intensity.On Feb. 19, the department&nbsp;<a href="https://apnews.com/article/usda-firings-doge-bird-flu-trump-fdd6495cbe44c96d471ae8c6cf4dd0a8">scrambled to rehire</a>&nbsp;several workers who were involved in the government’s response to the&nbsp;<a href="https://apnews.com/hub/bird-flu">ongoing bird flu outbreak</a>&nbsp;that has devastated egg and poultry farms over the past three years, but who were among the thousands of federal employees eliminated on Musk’s recommendations.It wasn’t immediately clear how many workers the department might be trying to rehire and whether any of them worked at the main USDA lab in Ames, Iowa.<h2>Foreign aid and development</h2>Trump swiftly ordered a halt to much of the aid that the United States sends abroad.
