TOPEKA, Kan. (AP) — The&nbsp;Kansas&nbsp;Board of Regents has asked the state's six public universities to provide a list of courses that include Critical Race Theory concepts.

The regents request came in response to a request from Sen. Brenda Dietrich, a Topeka Republican, who said she was seeking information on the theory only so she could better answer questions from her constituents.

Critical race theory seeks to show how historical inequities and racism affect current public policy and social conditions. Critics say it promotes a distorted view of American history and vilifies white Americans.

Dietrich, a former superintendent of the Auburn Washington school district, said she had no intention of creating a chilling effect at the universities, The Kansas City Star reported.

“I don’t see that we’ve got an issue here in our state. What we’re doing now makes sense,” Dietrich said.

Gwendolyn Bradley, a spokeswoman for the American Association of University Professors, called the request to uncommon and “entirely inappropriate.”

“This type of request has a chilling effect on academic freedom. Administrators and faculty may fear repercussions, and even where there is no bill or law prohibiting the teaching of race theory, they may censor themselves,” Bradley said.

TOPEKA&nbsp;– Governor Laura Kelly announced Friday that 50% of Kansans 18 and older are fully vaccinated against COVID-19, according to a media release from her office.

In an effort to increase vaccinations in Kansas, the Kansas Speedway is hosting a Race to End COVID-19 event today and tomorrow, where participants will have the opportunity to drive two laps around the track and enter a free raffle drawing for various prizes.

Participants enter the Race to End COVID-19 by getting a free COVID-19 saliva test and/or vaccine administered by the University of Kansas Health System and the Kansas Department of Health and Environment.&nbsp;Testing is open to all ages. Pfizer and Johnson &amp; Johnson vaccines will be available to anyone age 12 or older.

The Kansas Speedway is offering&nbsp;all&nbsp;Kansans age 16 and older who choose to be tested and/or vaccinated the opportunity to drive their personal car or truck on the track. KDHE: Latest coronavirus numbers in Kansas

SEDGWICK COUNTY —Law enforcement are investigating a Kansas man in connection with an armed robbery arrested after a high speed chase.

Just after 7:30 p.m. on Wednesday, police officers traveling westbound on Kellogg in Wichita and observed a 2001 silver Honda Accord traveling at 97 miles per hour, according to Officer Charley Davidson.

The officer attempted to stop the vehicle when the driver refused to stop, accelerated, and fled from officers.&nbsp; Officers also learned the vehicle was involved in a weekend robbery and shooting in Wichita, according to Davidson.

A short vehicle pursuit ensued, and was called off in the area of Central and Grove due to excessive speeds by the suspect driver.

At Central and Hillside, the vehicle collided with a gold 2008 Buick Lucerne being driven by a 37-year-old man.&nbsp; He sustained minor injuries, according to Davidson.&nbsp;&nbsp;

One suspect identified as 20-year-old Jacob Caddell and two others fled from the Honda on foot.&nbsp; Police officers searched the area for the suspects with the assistance of a K9 who found Caddell&nbsp; hiding in a garage nearby. Police took him into custody with the assistance of the K9.&nbsp; 

EMS transported Caddell to an area hospital for treatment of minor injures from a dog bite and then booked him into jail.&nbsp; Police did not locate the two other two suspects.

While searching, officers also located a handgun, rifle, and a backpack with stolen items.&nbsp;&nbsp;

During the crash investigation, detectives learned of Caddell’s involvement in a Tuesday evening armed robbery at a KWIK shop in the 2700 Block of South Oliver in Wichita, according to Davidson.

Surveillance video is being reviewed after someone dumped a large amount of hand sanitizer on the walls and floors of Salina High School South.

A staff member at Salina South, 730 E. Magnolia Road, reported that someone had taken a large container of hand sanitizer and roamed the halls, dumping the sanitizer on the walls and floor, according to Salina Police Captain Paul Forrester.

The sanitizer ate through the finish on the floor. Total damage was estimated at $7,250. The incident is believed to have occurred between 8:40-9 p.m. on Wednesday, according to police.

Police: Large quantity of hand sanitizer dumped in Kan.  high school

WASHINGTON (AP) — U.S. employers added 559,000 jobs in May, an improvement from April’s sluggish gain but still evidence that many companies are struggling to find enough workers as the economy rapidly recovers from the pandemic recession.

Last month’s job gain was above April’s revised total of 278,000, the Labor Department said Friday. The unemployment rate fell to 5.8% from 6.1%.

The speed of the rebound from the pandemic recession has caught employers off guard and touched off a scramble to hire. The reopening of the economy, fueled by substantial federal aid and rising vaccinations, has released pent-up demand among consumers to eat out, travel, shop, attend public events and visit with friends and relatives.

In fact, service industries, including banking, retail, and shipping,&nbsp;<a href="https://apnews.com/article/health-coronavirus-pandemic-business-959a1a97847ec7a1dc18d96ade834a8d" target="_blank">expanded at the fastest pace</a>&nbsp;on record in May. The evidence suggests that consumers have begun to embark on a long-anticipated shift away from the sizable goods purchases that many of them had made while hunkered down at home to spending on services, from haircuts to sporting events to vacation trips.

The number of people seeking unemployment aid has fallen for five straight weeks to its lowest level since the pandemic began, a sign that layoffs are dwindling. There are still 15 million people receiving either federal or state jobless aid, though that number has also declined from roughly 20 million in February.

The fading of the pandemic&nbsp;<a href="https://apnews.com/article/lifestyle-coronavirus-pandemic-health-business-82aa4f9fddcea22918d010c55b5e55b3" target="_blank">produced a disconnect</a>&nbsp;between companies and the unemployed. While businesses are rushing to add workers immediately, many of the unemployed are either seeking better jobs than they had before the pandemic, still lack affordable child care, worry about contracting COVID-19 or have decided to retire early.

That mismatch resulted in the&nbsp;<a href="https://apnews.com/article/health-coronavirus-pandemic-business-5dc338627748f7c75ba7e9a040a894d7" target="_blank">sharp slowdown in hiring in April</a>, when employers added far fewer jobs than economists had forecast and many fewer than had been hired in March.

Though the economy still has 8.2 million fewer jobs than it did before the pandemic struck, job postings in late May were nearly 26% above pre-pandemic levels, according to the employment website Indeed. Government data shows that posted jobs have reached their highest level on record dating back to 2000.

Many businesses blame a $300-a-week federal unemployment benefit for discouraging some of the jobless from taking work. Republican governors in 25 states have responded by cutting off that benefit prematurely, starting this month, before the benefits are scheduled to end nationally on Sept. 6.

Becky Frankiewicz, president of the temporary staffing firm Manpower Group’s North American division, said many of the firm’s clients are raising pay and benefits to try to attract more applicants. Some of these companies, particularly in manufacturing and warehousing, are also trying other tactics, like paying their workers weekly or even daily, rather than every two weeks. Manpower is also encouraging its clients to make job offers the same day as an interview rather than waiting.

About 60% of Manpower’s temporary placements are leaving their jobs before a temporary assignment ends, Frankiewicz said, mostly because they are receiving better offers.

“People have options,” she said. “Companies have to offer speed in cash, speed to hire and a lot of flexibility in how they work.”

For now, though, there are signs that many of the unemployed remain cautious about seeking jobs.

On Thursday, Tony Sarsam, CEO of SpartanNash, a grocery distributor and retailer, said on a conference call with investors that the company took part last month in a job fair with 60 companies that had 500 jobs to fill.

“Only four candidates showed up,” Sarsam said.

KANSAS CITY (AP) — Police say the “cutting" death of a man in Kansas City, Missouri, is being investigated as a homicide.

The death of 56-year-old Rickey Bishop was reported Thursday.

Police were called Wednesday night to a home. Capt. Leslie Foreman said officers found Bishop inside suffering from an “apparent laceration.” He was taken to a hospital where he died. WASHINGTON (AP) —President Joe Biden is trying to break a logjam with Republicans on how to pay for infrastructure improvements, proposing a 15% minimum tax on corporations and the possibility of revenues from increased IRS enforcement as a possible compromise.

The offer was made Wednesday to Republican Sen. Shelley Moore Capito of West Virginia as part of the bipartisan negotiations and did not reflect a change in Biden’s overall vision for funding infrastructure.

White House press secretary Jen Psaki said Biden examined possible tax code changes from his plans that Republicans might support. The president concluded that a minimum corporate tax could provide some common ground.

“He looked to see what could be a path forward with his Republican colleagues on this specific negotiation,” Psaki told reporters at a Thursday briefing. “This is a component of what he’s proposed for a pay-for that he’s lifting up as a question as to whether they could agree to that.”

Biden has proposed increasing the corporate tax rate to 28% from 21% to help fund his plans for roads, bridges, electric vehicles and broadband internet, and that remains one of his preferred approaches. But the rate hike is a nonstarter with Republicans because it would undo the 2017 tax cuts signed into law by President Donald Trump.

By floating an alternative — there is no minimum corporate tax now on profits — Biden was trying to give Republicans a way to back infrastructure without violating their own red line of keeping corporate tax rates at their current level. The Washington Post first reported the offer.

On Thursday, Senate Republican leader Mitch McConnell said he spoke with Capito after the session and is “still hoping” to reach a deal with the administration. But he prefers the GOP approach that is eyeing a scaled-down package, paid for by tapping unspent COVID-19 relief funds, rather than taxes.

“Let’s reach an agreement on infrastructure that’s smaller but still significant, and fully paid for,” he said in Paducah, Kentucky.

The president is essentially staking out the principle that profitable corporations should pay income taxes. Many companies can avoid taxes or minimize their bills through a series of credits, deductions and other ways of structuring their income and expenses.

The president has insisted that the middle class should not bear the cost of greater infrastructure spending. Yet a chasm exists in negotiations because Republicans say that corporate tax increases will hinder economic growth.

The idea of imposing a minimum corporate tax is not new for Biden, who proposed the policy during the presidential campaign last year, and that could turn off some Republicans. The center-right&nbsp;<a href="https://taxfoundation.org/joe-biden-tax-plan-2020/#Key" target="_blank">Tax Foundation</a>&nbsp;estimated that a minimum tax would subtract 0.21% from long-run U.S. gross domestic product.

“He’s been pushing it since the primaries over a year ago,” said George Callas, managing director of government affairs for the law firm Steptoe and a former tax counsel to House Republicans. Callas said that the minimum tax would mostly hit firms such as electric utilities and telecoms that make substantial capital investments as well as companies that rely on paying their employees with stock.

At the same time, both Democrats and Republicans have eyed&nbsp;<a href="https://apnews.com/article/personal-taxes-business-government-and-politics-e6151149b8fdba343a9053e5942c0679">revenues that could come from stepped-up IRS enforcement of unpaid taxes</a>. House Speaker Nancy Pelosi, D-Calif., has suggested it could amount to some $1 trillion, but others say the estimate is far lower.

Biden is seeking roughly $1 trillion in infrastructure spending, down from an initial pitch of $2.3 trillion. Republicans, so far, have countered with only $257 billion in additional spending on infrastructure as part of a $928 billion package. The GOP’s new spending on infrastructure would be a fraction of what the president says is necessary to compete globally and boost economic growth.

Transportation Secretary Pete Buttigieg said during a Thursday visit to Memphis, Tennessee, that both sides appeared to embrace “the principle that something on the order of $1 trillion around the transportation side of things was appropriate.”

Talks over Biden’s top legislative priority have been moving slowly, a daunting undertaking given the massive infrastructure investment, and time for a deal is running out. The administration has set a Monday deadline to see clear direction and signs of progress.

Biden and Capito are set to meet again on Friday, though it’s not clear if the meeting will be in-person.

Biden offers tax deal on $1 trillion infrastructure plan

LINCOLN COUNTY, Neb.-A man is in jail after police say he burglarized a home and left something important behind.

Just before 6a.m. Wednesday, officers responded to the report of a possible burglary in the 1600 block of West 2nd Street in North Platte. Officers made contact with the victim who said she awoke to the sound of footsteps in her house and found lights turned on that had not been on when she went to bed.

The victim told police she then observed Destin Hewitt, 21, standing next to a vehicle in her driveway. The victim told police she told Hewitt to leave the property, which he did.

Police said further investigation revealed that two window screens had been removed from the home and one window was open.

Additionally, police said it was discovered that numerous prescription medications were missing and a cell phone was found in the house that did not belong to the victim. The cell phone was eventually identified as Hewitt's.

Officers determined there was probable cause to arrest Hewitt for burglary. At around 1:10 p.m., police said Hewitt flagged down an officer to report that his cell phone was missing.

Police said the officer informed Hewitt that the phone had been found at the scene of a burglary and placed him under arrest.

A search of Hewitt led to the discovery of several prescription pills, similar to those that had been reported missing from the residence. Hewitt was jailed at the Lincoln County Detention Center on suspicion of burglary and possession of a controlled substance.

In February 2021, prefilled forms

 through MoneyGram, may file claims online or obtain a paper claim form

KANSAS CITY(AP) — A group of Christian ministers is raising questions about the fatal police shooting of a Kansas City man. 

Police shot and killed Malcolm Johnson at a gas station on March 25 while attempting to arrest him for questioning in an earlier shooting. The Missouri State Highway Patrol says Johnson was shot after he shot and wounded a police officer during a struggle. 

Two videos taken at the gas station that were released this week show the struggle and the shooting. The ministers contend the videos contradict the patrol's earlier version of what happened, and they are calling for the officers involved to be taken off the street during the investigation.

SEDGWICK COUNTY—Law enforcement authorities are investigating a shooting and have made an arrest.

Just after 11 p.m. Tuesday, police responded to a shooting at a home in the 1100 block of West 55th&nbsp;Street South in Wichita, according to Officer Charley Davidson.&nbsp; Upon arrival, officers contacted a 40-year-old woman who had a minor injury to her left arm.

The investigation revealed the victim was walking her dog in a field near residences.&nbsp; She got into a verbal argument with 19-year-old Tayveon Franklin and during the argument, he shot a pellet gun toward her and struck her arm.

Police contacted Franklin at his home and arrested him without incident on requested charges of aggravated battery, according to Davidson.

The case will be presented to the Sedgwick County District Attorney’s Office.

&nbsp;6,335 people applied for one of the 400 permits the Missouri Department of Conservation will issue for a harvest of 40 bears. Revenue from those applications amounted to more than $63,000.

Winners of a random drawing of eligible applicants will be determined by July 1, conservation spokesman Joe Jerek said. The black bear hunting will be allowed Oct. 18-27. It was approved earlier this year by the Missouri Conservation Commission.

The southern portion of the state will be divided into three “bear management zones." Each will have set number of permits and harvest quotas.

The bear population in Missouri has been growing. Officials now estimate there are 600 to 1,000 black bears in the state.

Still, the bear hunt plan drew a flood of criticism after it was announced.

JOHNSON COUNTY —A 17-year-old girl died from injuries in an accident that occurred just before 4a.m. Monday in Johnson County.

Kansas City Police reported a vehicle with four teens was westbound on State Avenue at a high rate of speed.&nbsp; The vehicle struck a struck an eastbound vehicle that was attempting to make a left turn at the traffic signal at North 75th Place. The vehicle with the teens then struck a utility pole.

Five of six victims in the crash were thrown from vehicles. Emergency crews had to extricate the other occupant.

Chelsey Updike, 17, Kansas City, Kansas died late Wednesday from her injuries, according to police. Two other teens and two adults remain hospitalized in serious condition. One teen has been released from the hospital.

Just after 2 p.m. Wednesday, police responded to an unknown EMS call in the 200 block of South Bordulac in Wichita, according to Officer Charley Davidson.

Upon arrival, officers located Salazar in critical condition. Unfortunately, he succumbed to his injuries on the scene.

The investigation revealed that Salazar was mowing grass along the banks of the neighborhood pond.&nbsp; The lawnmower slipped off the embankment and rolled, trapping Salazar underwater.&nbsp; Coworkers and nearby residents pulled Salazar from the pond and began life-saving measures until fire and EMS personnel arrived.&nbsp;

Investigators say the mower slid into a lake on the property and pinned the man under the water. Wichita Police Lt. Kris Henderson says witnesses reported the man was submerged for about 10 minutes before first responders found him. Medics pulled him from the water and performed CPR, but could not revive him. 

Police said the man was employed for a lawn service. His name was not immediately released.

Update: Kansas man killed when riding mower overturned

TOPEKA, Kan. (AP) — Three voting rights groups are suing Kansas election officials over two Republican-backed election laws that were passed over the veto of Democratic Gov. Laura Kelly.

The League of Women Voters of Kansas, Kansas Appleseed and Loud Light contend in a lawsuit filed Tuesday that the laws are unconstitutional because they suppress free speech and disenfranchise voters.

One statute limits how many ballots groups or individuals may collect and deliver to election officials, a practice used by some Democrats and Democratic-leaning groups for decades to help disabled, elderly and poor voters. The second law reduces the power the governor, secretary of state and courts have to change election laws.

The&nbsp;<a href="https://www.democracydocket.com/wp-content/uploads/sites/45/2021/06/2021-06-01-Kansas-2021-Complaint-FINAL.pdf" target="_blank">lawsuit</a>&nbsp;filed in Shawnee County District Court asks the court to find the laws unconstitutional and to prevent them from being enforced.

Kelly&nbsp;<a href="https://apnews.com/article/legislature-voting-rights-kansas-legislation-elections-4e031c542d690117c1bd3604b0a02891">vetoed&nbsp;</a>the bills in April but the Republican-led Legislature&nbsp;<a href="https://apnews.com/article/kansas-personal-taxes-elections-gun-politics-laws-f3dd335006fc321a08bc1716b211e418">overrode the veto</a>&nbsp;last month.

Republican supporters of the measures say they are needed to ensure the integrity of elections by preventing fraud.

Senate President Ty Masterson, an Andover Republican, described the groups that filed the lawsuit as “left-wing groups who are opposed to securing our elections.”

“The fact that they are challenging modest limits on ballot harvesting and rules against impersonation of an election official demonstrates how radical these groups are,” Masterson said in a statement.

The voting rights groups contend Republican supporters of the new laws have presented no evidence that Kansas elections are not secure.

“In most instances, the Legislature relied on little more than vague references to concerns about elections integrity or fraud that was rumored to have occurred in other states,” the lawsuit said. “Yet, no legislator pointed to even a single instance of fraud precipitating the need for these drastic changes.”

Secretary of State Scott Schwab, a defendant in the lawsuit, who says Kansas had “free and fair” elections in 2020, declined to comment on the lawsuit before his office had been formally served, The Wichita Eagle&nbsp;<a href="https://www.kansas.com/news/politics-government/article251832298.html" target="_blank">reported</a>.

A spokesperson for state Attorney General Derek Schmidt, another defendant, did not immediately respond to a request for comment.

Davis Hammet, founder of Loud Light, a state voting rights organization, said he told lawmakers before they voted that the laws would pose constitutional concerns.

“When you make up a solution for a problem that doesn’t exist you make new problems,” Hammet said. “The legislature responded to a lie and used it as the basis for disenfranchising Kansans in the name of improving election integrity.”

One law makes it a misdemeanor for someone to collect and return more than 10 ballots or “give the appearance of being an election official.”

Hammet said he and other Loud Light volunteers have been mistaken for election officials in past elections.

“We’re all nervous that if we go out and do these activities can we go to jail?” he said.

The lawsuit also contends a $20 advance voting application fee would harm low-income voters, and a method used to match signatures on ballots would cause voters to be “disenfranchised as the result of inexpert and arbitrary decisions by elections officials.”

Voting rights advocates sue over 2 new Kan. election laws

RICE COUNTY—Authorities investigating a fatal home explosion and fire&nbsp; in Lyons have identified the victim as 65-year-old Terry Sawyers, according to Fire Chief Brad Reid.

Just after 11:30p.m. May 27, firefighters responded to the home in the 300 Block of Meadowlark Drive.&nbsp;&nbsp;Upon arrival crews were able to control the fire but not able to enter the home.  Firefighters later located Sawyers who died from injuries.

Sawyers had lived at the location for approximately 10 to 12-years, according to Reid. 

In addition to the Kansas State Fire Marshal, officials from Alcohol, Tobacco and Firearms also investigated, according to Reid.&nbsp; The cause of the explosion is still undetermined. Insurance company officials were at the home on Thursday morning, according to Reid.&nbsp; Officials also have had a difficult time locating relatives.

&nbsp;There was nothing criminal involved in the incident, according to Lyons Police Sgt. Cory Ryan.&nbsp; Results of an autopsy are expected in July.
