Clifford White, manager of Geary County Rural Water District No. 4, was recently recognized as the 2025 Rural Water District Operations Specialist of the Year. The award was announced during the Kansas Rural Water Association’s Annual Conference & Exhibition, held March 25 – 27 at Century II Convention Center in downtown Wichita.
Cliff began with Geary RWD 4 in 1987 as a Board Member and was instrumental in dozens of large and small projects to improve the district since. He became the district’s manager in 2000 and maintains his Class 4 treatment license. As manager, Cliff has been responsible for all day-to-day operations, maintenance and office duties, such as payroll and inventory. He was also instrumental in the district’s many infrastructure improvement projects, such as construction of a new office building, new well, new filter plant and the current construction of a 200,000-gallon water storage tank. Cliff has spent countless hours ensuring quality water is served to the district’s patrons, often begin accused of running the district like he owns it! That quality is exactly what makes Cliff an award winner!
Approximately 2,300 people attended the Conference. They came from 318 cities and 205 other water and wastewater utilities in Kansas and neighboring states.
