
Tim Himelick with the City of Milford has been recognized as the 2026 Rural Water District Office Manager of the Year. The award was announced during the Kansas Rural Water Association’s 57th Annual Conference & Exhibition, held March 24 – 26 at Century II Convention Center in downtown Wichita, attended by more than 2,400 people.
Tim grew up as an army brat and holds dual citizenship in the United States and France. He was born in France while his father was serving in the army. During his teenage years, when his father was relocated to the United States, the family moved to the Fort Riley area. After graduating from high school, he joined the military, serving 11 years, spending time in Washington state, Panama, and finally back to Fort Riley. After honorable discharge from Army, he worked as a contract diesel mechanic at Fort Riley before eventually taking the position of City Clerk/Superintendent at the city of Milford.
During his 13 years in this position, Tim has overseen various improvements in the water system. One major change was switching the water supply source from surface water to groundwater purchased from a nearby Rural Water District. Another change was to replace all customer meters with auto-read. Current improvements on his list include adding another filter at the Rural Water District water plant, replacing one wastewater lift station, and installing standby generators at the city’s lift stations.
In his spare time, Tim enjoys making toys for his grandchildren with his 3-D printer. Along with his wife Tammy, Tim enjoys traveling, especially to Colorado, where they visit family.

The Kansas Rural Water Association has more than 745 municipal and rural members and 270 industry/associate members. The Association provides training and technical assistance to water and wastewater utilities statewide. Governed by a seven-member board of directors, the non-profit Association operates from offices at Seneca and has a staff of 25 who provide training and technical assistance on all facets of water and wastewater utility operation, management and maintenance.
