SEDGWICK COUNTY— Law enforcement are investigating a homicide after two men were shot early Saturday in north Wichita.

Just after 3 a.m. Saturday, police responded to the 3900 block of E. 13th Street in Wichita after receiving a gunshot detection alert, according to a media release from Wichita Police.

While officers were responding, police received a report of a walk-in shooting victim at a local hospital. Shortly afterward, two adult men arrived at the hospital with gunshot wounds. A 36-year-old man was pronounced dead at 3:42 a.m. A second victim, a 43-year-old man, suffered serious injuries and is expected to survive.

Preliminary information indicates the victims were at a business in the 3900 block of E. Vesta when a disturbance occurred and shots were fired. Police reported property damage in the area, but no other injuries.

President Donald Trump's administration can continue to detain immigrants without bond, marking a major legal victory for the federal immigration agenda and countering a&nbsp;<a href="https://apnews.com/article/minnesota-judge-schiltz-immigration-dba9ee031a23602ba2f6404262496ea5">slew of recent</a>&nbsp;lower court decisions across the country that argued the practice is illegal.

A panel of judges on the 5th Circuit Court of Appeals ruled on Friday evening that the Department of Homeland Security's decision to deny bond hearings to immigrants arrested across the country is consistent with the constitution and federal immigration law.

Specifically, circuit judge Edith H. Jones wrote in the 2-1 majority opinion that the government correctly interpreted the Immigration and Nationality Act by asserting that “unadmitted aliens apprehended anywhere in the United States are ineligible for release on bond, regardless of how long they have resided inside the United States."

Under past administrations,&nbsp;<a href="https://apnews.com/article/immigration-detention-ice-trump-e1c2322c3f88c1f7d7e83c8c42109cb6">most noncitizens</a>&nbsp;with no criminal record&nbsp;<a href="https://apnews.com/article/immigration-court-judges-trump-ice-229830c0779857164a832793c2a8f3e4">who were arrested away</a>&nbsp;from the border had an opportunity to request a bond hearing while their cases wound through immigration court. Historically, bond was often granted to those without criminal convictions who were not flight risks, and mandatory detention was limited to recent border crossers.

"That prior Administrations decided to use less than their full enforcement authority under" the law “does not mean they lacked the authority to do more,” Jones wrote.

The plaintiffs in the two separate cases filed last year against the Trump administration were both Mexican nationals who had both lived in the United States for over 10 years and weren't flight risks, their attorneys argued. Neither man had a criminal record, and both were jailed for months last year before a lower Texas court granted them bond in October.

The Trump White House reversed that policy in favor of mandatory detention in July, reversing almost 30 years of precedent under both Democrat and Republican administrations.

Friday's ruling also bucks&nbsp;<a href="https://apnews.com/article/immigration-bond-hearings-detention-trump-b863c23d6f1740e2df0be59947a087c5">a November district court decision in California</a>, which granted detained immigrants with no criminal history the opportunity to request a bond hearing and had implications for noncitizens held in detention nationwide.

Circuit Judge Dana M. Douglas wrote the lone dissent in Friday's decision.

The elected congress members who passed the Immigration and Nationality Act “would be surprised to learn it had also required the detention without bond of two million people,” Douglas wrote, adding that many of the people detained are “the spouses, mothers, fathers, and grandparents of American citizens.”

She went on to argue that the federal government was overriding the lawmaking process with DHS' new immigration detention policy that denies detained immigrants bond.

“Because I would reject the government’s invitation to rubber stamp its proposed legislation by executive fiat, I dissent,” Douglas wrote.

Douglas' opinion echoed widespread tensions between the Trump administration and federal judges around the country,&nbsp;<a href="https://apnews.com/article/minnesota-judge-schiltz-immigration-dba9ee031a23602ba2f6404262496ea5">who have increasingly</a>&nbsp;accused the administration of flouting court orders.

U.S. Attorney General Pam Bondi celebrated the decision as “a significant blow against activist judges who have been undermining our efforts to make America safe again at every turn."

“We will continue vindicating President Trump’s law and order agenda in courtrooms across the country,” Bondi wrote on the social media platform X.

Appeals court affirms Trump policy of jailing immigrants without bond

CHEROKEE COUNTY –&nbsp;The Kansas Bureau of Investigation (KBI) and the Cherokee County Sheriff’s Office, in collaboration with several local, state, and federal law enforcement agencies, conducted a two-day enforcement operation this week targeting individuals who solicit minors for sex, according to a media release from the KBI.

The operation, which concluded Feb. 6, resulted in the arrest of five suspects on various charges, such as commercial sexual exploitation of a child, unlawful use of a communication facility, aggravated human trafficking, attempted aggravated indecent liberties, and electronic solicitation of a child.

The following individuals were taken into custody and booked into the Cherokee County Jail: Darin Price, 52, of Anderson, Missouri; Nicholes Reginal, 28, of Jackson, Mississippi;&nbsp; Trevor Porter, 34, of Pittsburg, Kansas; Nicolas Perez-Paxtor, 38, of Neosho, Missouri and Derek McKenney, 31, of Sarcoxie, Missouri.

The investigation was a collaborative effort to identify and apprehend predators who utilize digital platforms to prey upon underage victims. Following the arrests, case files were submitted to the Cherokee County Attorney’s Office for formal prosecution.

The KBI and the Cherokee County Sheriff’s Office were assisted in this operation by the Cherokee County Attorney’s Office, the Crawford County Sheriff’s Office, the Butler County Sheriff’s Office, the Bourbon County Sheriff’s Office, the Greenwood County Sheriff’s Office, the Ray County (Missouri) Sheriff’s Office, and Homeland Security Investigations (HSI)

Just before 10:30a.m. Feb. 5, sheriff's deputies were dispatched to a reported domestic disturbance in the 6600 block of SW Montara Northway, according to Shawnee County Deputy Abigail Christian.

Upon arrival, deputies determined the adult male suspect identified as 39-year-old Stephon S. Taylor had left the residence. 

A search of the area began, utilizing K-9 units, drones, and additional personnel from law enforcement agencies. Stephon S. Taylor, 39, of Topeka, was arrested and booked into the Shawnee County Department

of Corrections (SNDOC) on the requested charges of Aggravated battery; knowingly use physical contact in angry/rude manner with a weapon

&nbsp; The driver of the vehicle identified himself as Irving Dawayne Edwards, 26, of Topeka and the passenger was identified as Juantario Isia Roberts, 22, of Topeka.&nbsp;

During the course of the traffic stop, a Jackson County Sheriff’s K-9 (PSD) alerted to the presence of illegal drugs within the vehicle. A probable cause search of the vehicle was conducted and resulted in the discovery of illegal drugs and narcotics.

Sheriff: 2 suspects accused of selling drugs in Kansas

WASHINGTON (AP) — A key participant in&nbsp;<a href="https://apnews.com/article/f3424346447545a1835453d82efc6de2">the deadly 2012 attack</a>&nbsp;on the U.S. compound in Benghazi, Libya, that killed four Americans has been taken into custody and will be prosecuted in their deaths, Attorney General Pam Bondi said Friday

Bondi said in a news conference that Zubayr Al-Bakoush had landed at Joint Base Andrews in Maryland at 3 a.m. on Friday.

“We have never stopped seeking justice for that crime against our nation,” Bondi said.

U.S. Attorney Jeanine Pirro said that an eight-count indictment charged Al-Bakoush with crimes including the murders of Ambassador Chris Stevens and State Department employee Sean Smith. It was unclear if Al-Bakoush had an attorney representing him.

The 2012 attack on the U.S. compound immediately emerged as a divisive political issue as Republicans challenged President Barack Obama and then-Secretary of State Hillary Clinton on security at the facility, the military response to the violence and the administration’s changing narrative about who was responsible and why.

<a href="https://apnews.com/united-states-congress-united-states-government-34c68bb91bbb41fdb2f8efa210c1d2b5">A final report</a>&nbsp;by a Republican-led congressional panel faulted the Obama administration for security deficiencies at the Libyan outpost and a slow response to the attacs. The report, however, found no wrongdoing by Clinton.

Clinton dismissed the report as an echo of previous probes with no new discoveries, saying it was “time to move on.” Other Democrats denounced the Republicans’ report as “a conspiracy theory on steroids."

On the night of Sept. 11, 2012, U.S. officials have said, at least 20 militants armed with AK-47s and grenade launchers breached the gate of the consulate compound and set buildings on fire.

The fire led to the deaths of Stevens and Smith. Other State Department personnel escaped to a nearby U.S. facility known as the annex.

A large group assembled for an attack on the annex. That attack, including a precision mortar barrage, resulted in the deaths of security officers Tyrone Woods and Glen Doherty.

A Libyan militant suspected of being a mastermind of the attacks,&nbsp;<a href="https://apnews.com/article/cc953f1412f54cbab9b784ebecad5e9c">Ahmed Abu Khattala</a>, was captured by U.S. special forces in 2014 and was brought to Washington for prosecution. He was convicted and is serving a prison sentence. His attorneys argued that the evidence was inconclusive and that he was singled out because of his ultra-conservative Muslim beliefs.

It was unclear if Al-Bakoush had an attorney representing him.</p><p>The 2012 attack on the U.S. compound immediately emerged as a divisive political issue as Republicans challenged President Barack Obama and then-Secretary of State Hillary Clinton on security at the facility, the military response to the violence and the administration’s changing narrative about who was responsible and why.</p><p><a href="https://apnews.com/united-states-congress-united-states-government-34c68bb91bbb41fdb2f8efa210c1d2b5">A final report</a>&nbsp;by a Republican-led congressional panel faulted the Obama administration for security deficiencies at the Libyan outpost and a slow response to the attacs. The report, however, found no wrongdoing by Clinton.</p><p>Clinton dismissed the report as an echo of previous probes with no new discoveries, saying it was “time to move on.” Other Democrats denounced the Republicans’ report as “a conspiracy theory on steroids."</p><p>On the night of Sept. 11, 2012, U.S. officials have said, at least 20 militants armed with AK-47s and grenade launchers breached the gate of the consulate compound and set buildings on fire.</p><p>The fire led to the deaths of Stevens and Smith. Other State Department personnel escaped to a nearby U.S. facility known as the annex.</p><p>A large group assembled for an attack on the annex. That attack, including a precision mortar barrage, resulted in the deaths of security officers Tyrone Woods and Glen Doherty.</p><p>A Libyan militant suspected of being a mastermind of the attacks,&nbsp;<a href="https://apnews.com/article/cc953f1412f54cbab9b784ebecad5e9c">Ahmed Abu Khattala</a>, was captured by U.S. special forces in 2014 and was brought to Washington for prosecution. He was convicted and is serving a prison sentence. His attorneys argued that the evidence was inconclusive and that he was singled out because of his ultra-conservative Muslim beliefs.</p>

ARLINGTON COUNTY, Virginia —On Thursday, the Arlington County, Virginia Police Department&nbsp; announced the arrest of a Maryland man following a month’s long criminal investigation, according to a media release from Arlington County police.

Colin Demarco, 26, of Rockville, Maryland is charged with Attempted Murder, Criminal Solicitation to Commit Murder, Carrying a Concealed Weapon and Wearing a Mask in Public to Conceal Identity. He was taken into custody at his residence on January 16 and later extradited to the Commonwealth of Virginia. He is being held without bond in the Arlington County Detention Facility.

At approximately 3:15 p.m. on August 10, 2025, Arlington County Police were dispatched to the 3800 block of 7th Street S. for the report of a suspicious person. 

A witness reported observing a suspect, who was wearing a surgical mask and rubber gloves, carrying a backpack and appeared to be concealing a firearm under his shirt, on the victim’s porch. 

The suspect subsequently approached the witness and inquired about the victim before leaving the scene. The witness then contacted police and responding officers established a perimeter and canvassed the area for the suspect with negative results. The incident was captured on home surveillance video and the suspect was subsequently identified.

During the course of the investigation, the Arlington County Police Department executed search warrants for digital records associated with the suspect. As a result of these search warrants, police recovered digital evidence that the suspect had obtained directions to the victim’s residence, confirmed in court records as the home of&nbsp;t  Office of Management and Budget Director Russell Vought. 

The suspect also had information detailing locations of firearms possessed by a relative and had a guide detailing tips to prevent criminal detection. 

Additionally, the suspect had posted online about the victim and had online discussions appearing to solicit others to murder the victim. Within days of these online solicitations, the August 10 incident occurred where the suspect arrived at the victim’s address wearing a mask and gloves, possibly concealing a firearm and inquired about the victim. As a result of the investigation, detectives obtained the criminal warrants for the suspect’s arrest.

Man accused of trying to kill member of President Trump's Cabinet

MCPHERSON COUNTY —Law enforcement investigating the burglary observed on security video at the Main Street Bar and Grill in Canton have made an arrest. With the assistance of police in Salina, one of two suspects was identified, according to a media release from the McPherson County Sheriff's office. Deputies were then alerted to an address in Marquette, Kansas.

The search for the second suspect continues.

One suspect who broke into Kan. bar through the ceiling is in jail

RILEY COUNTY —Law enforcement are investigating a suspect for alleged theft.

Just after 4p.m. Thursday police arrested 38-year-old&nbsp;Kelli Wilson of Salina in the 400 block of E. Poyntz Avenue in Manhattan, according to the Riley County Police Department activity report.

Wilson was arrested on a Pottawatomie County District Court warrant for one count of theft by threat; $1,500 or less from three businesses in 72 hours. 

This arrest stems from an original report filed in November 2025. Wilson is being held in the Pottawatomie County Jail.

Kan. woman accused of theft from 3 businesses in 72-hours

SEDGWICK COUNTY&nbsp;— A suspect accused in the deadly shooting of a Dodge City man is due back in court on Friday.

&nbsp;Ricardo Talavera, 41, will appear in Judge Kathleen Watson's courtroom for a preliminary hearing, according to the Sedgwick County District Attorney's office.

Talavera is charged with involuntary manslaughter and interference with a law enforcement office in the death of 49-year-old Ruben Parga-Quintanar.

Judge could decide today if there is enough evidence for the case to move forward and set a date for his arraignment.

Just before 9a.m. August 1, officers and Wichita Fire Department crews responded to a report of a man down near the entrance to an alley in the 2400 block of North Jeanette in Wichita, according to a media release. When fire personnel arrived, they found Parga-Quintanar with a gunshot wound. He was pronounced dead at the scene at 8:53 a.m.

Early findings in the investigation suggested Parga-Quintanar was shot elsewhere and collapsed after fleeing on a bicycle. As the case progressed, detectives determined he was shot in the alley and then collapsed nearby.

Investigators identified Talavera as a suspect and served a search warrant at his home.&nbsp; On August 6, police arrested him and booked him into the Sedgwick County Jail.&nbsp; He remains jailed on a&nbsp;$1,000,000.00 bond, according to online jail records.

Preliminary hearing for suspect in murder of SW Kansas man

TUCSON, Ariz. (AP) — “Today” show host&nbsp;<a href="https://apnews.com/hub/savannah-guthrie">Savannah Guthrie's</a>&nbsp;brother on Thursday renewed the family's plea for their mother's kidnapper to contact them, hours after an Arizona sheriff said investigators don't have proof&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-nancy-042abd04a6d87e14eecb22f0bc2893d1">Nancy Guthrie</a>&nbsp;is alive but believe “she's still out there.”

“Whoever is out there holding our mother, we want to hear from you. We haven’t heard anything directly,” Camron Guthrie said in a video posted on social media.

“We need you to reach out and we need a way to communicate with you so we can move forward,” but first the family needs to know the kidnapper has their mother, he said, echoing a statement his famous sister read the day before.

Five days into the&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-0d6b55fd24f54b2526fd5f8894a52ff2">desperate search</a>&nbsp;for 84-year-old Nancy Guthrie, authorities have not identified any suspects or persons of interest, Pima County Sheriff Chris Nanos said.

Authorities think she was&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-6c7b78d17d7b647c64f71f64ecaecf8b">taken against her will</a>&nbsp;from her home in Tucson over the weekend. DNA tests showed blood found on Guthrie’s front porch was a match to her, the sheriff said.

“Right now, we believe Nancy is still out there. We want her home,” Nanos said at a news conference earlier Thursday. He acknowledged, however, that authorities have no evidence she’s OK.

Investigators said they are taking seriously notes seeking ransom that were sent to some media outlets.

It's unclear if all of the notes were identical. Heith Janke, the FBI chief in Phoenix, said details included a demand for money with a Thursday evening deadline and a second deadline for Monday if the first one wasn't met. At least one note mentioned a floodlight at Guthrie's home and an Apple watch, Janke said.

“To anyone who may be involved, do the right thing. This is an 84-year-old grandma,” Janke said.

At least three media organizations reported receiving purported ransom notes, which they handed over to investigators. Authorities made an arrest after one ransom note turned out to be fake, the sheriff said.

A note e-mailed Monday to the KOLD-TV newsroom in Tucson included information that only the abductor would know, anchor Mary Coleman told CNN.

“When we saw some of those details, it was clear after a couple of sentences that this might not be a hoax,” she said.

The sheriff said it’s possible Nancy Guthrie was targeted, but if she was, investigators don’t know if that’s because her daughter is one of television’s most visible anchors.

Authorities say any decision on whether to fulfill ransom demands ultimately is up to the family.

A day earlier, Savannah Guthrie and her siblings released a&nbsp;<a href="https://apnews.com/article/savannah-guthrie-nancy-guthrie-mom-missing-88e8731270d05e6e667730d2ed8633d3">message to her mother’s kidnapper</a>, saying they are ready to talk but want proof their mom is still alive. There's been no response to their pleas so far.

Investigators gave a more&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mom-missing-nancy-adaa8af43efe04c252a52616d9037a05">detailed timeline</a>&nbsp;from the hours after Nancy Guthrie was last seen Saturday night. She was eating dinner and playing games with family members before one of them dropped her off at her home in a upscale neighborhood that sits on hilly, desert terrain, the sheriff said.

About four hours later, just before 2 a.m. Sunday, the home’s doorbell camera was disconnected, Nanos said. But Guthrie did not have an active subscription, so the doorbell company was unable to recover any footage.

Software data recorded movement at the home minutes later, the sheriff said, acknowledging that the motion could have come from an animal.

Then at 2:28 a.m. the app on Guthrie’s pacemaker was disconnected from her phone.

Guthrie&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-74d845b070fefe2d94cb92d655308e91">was reported missing</a>&nbsp;shortly before noon Sunday after she didn’t show up at a church.

While she is able to drive and her mind is sharp, the sheriff said she has difficulty walking even short distances. She also requires daily medicine that's vital to her health, he has said.

A sheriff’s dispatcher said during the search Sunday that Guthrie has high blood pressure, a pacemaker and heart issues, according to audio from&nbsp;<a href="https://www.broadcastify.com/">broadcastify.com</a>.

Investigators searched in and around Guthrie’s home again for several hours Wednesday.

Authorities are bringing more resources and people into the investigation, and the FBI announced Thursday it was offering up to $50,000 for information. A day earlier, President Donald Trump posted on social media that he was directing federal authorities to help where they can.

Savannah Guthrie has hosted “Today” — NBC’s flagship morning show — for more than a decade and had been set to co-anchor&nbsp;<a href="https://apnews.com/article/savannah-guthrie-olympics-host-nbc-mary-carillo-94c13d18ac30129cc37e6990ac2c31f1">the network’s coverage</a>&nbsp;of Friday’s opening ceremony for the Winter Olympics. For now, she's staying close to her mother's home.

She joined her two siblings in an emotional plea on social media Wednesday to say they're ready to talk to whoever sent the ransom notes.

“We need to know without a doubt that she is alive and that you have her. We want to hear from you and we are ready to listen. Please reach out to us,” she said while fighting off tears.

With her voice cracking, she addressed her mother directly, saying the family was praying for her and that people were looking for her. She was flanked by Camron and their sister, Annie.

“Mamma, If you’re listening, we need you to come home. We miss you,” Annie Guthrie said.

DNA tests showed blood found on Guthrie’s front porch was a match to her, the sheriff said.</p><p>“Right now, we believe Nancy is still out there. We want her home,” Nanos said at a news conference earlier Thursday. He acknowledged, however, that authorities have no evidence she’s OK.</p><h2>Demands for ransom</h2><p>Investigators said they are taking seriously notes seeking ransom that were sent to some media outlets.</p><p>It's unclear if all of the notes were identical. Heith Janke, the FBI chief in Phoenix, said details included a demand for money with a Thursday evening deadline and a second deadline for Monday if the first one wasn't met. At least one note mentioned a floodlight at Guthrie's home and an Apple watch, Janke said.</p><p>“To anyone who may be involved, do the right thing. This is an 84-year-old grandma,” Janke said.</p><p>At least three media organizations reported receiving purported ransom notes, which they handed over to investigators. Authorities made an arrest after one ransom note turned out to be fake, the sheriff said.</p><p>A note e-mailed Monday to the KOLD-TV newsroom in Tucson included information that only the abductor would know, anchor Mary Coleman told CNN.</p><p>“When we saw some of those details, it was clear after a couple of sentences that this might not be a hoax,” she said.</p><p>The sheriff said it’s possible Nancy Guthrie was targeted, but if she was, investigators don’t know if that’s because her daughter is one of television’s most visible anchors.</p><p>Authorities say any decision on whether to fulfill ransom demands ultimately is up to the family.</p><p>A day earlier, Savannah Guthrie and her siblings released a&nbsp;<a href="https://apnews.com/article/savannah-guthrie-nancy-guthrie-mom-missing-88e8731270d05e6e667730d2ed8633d3">message to her mother’s kidnapper</a>, saying they are ready to talk but want proof their mom is still alive. There's been no response to their pleas so far.</p><h2>New timeline of Guthrie's disappearance</h2><p>Investigators gave a more&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mom-missing-nancy-adaa8af43efe04c252a52616d9037a05">detailed timeline</a>&nbsp;from the hours after Nancy Guthrie was last seen Saturday night. She was eating dinner and playing games with family members before one of them dropped her off at her home in a upscale neighborhood that sits on hilly, desert terrain, the sheriff said.</p><p>About four hours later, just before 2 a.m. Sunday, the home’s doorbell camera was disconnected, Nanos said. But Guthrie did not have an active subscription, so the doorbell company was unable to recover any footage.</p><p>Software data recorded movement at the home minutes later, the sheriff said, acknowledging that the motion could have come from an animal.</p><p>Then at 2:28 a.m. the app on Guthrie’s pacemaker was disconnected from her phone.</p><h2>Search enters a fifth day</h2><p>Guthrie&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-74d845b070fefe2d94cb92d655308e91">was reported missing</a>&nbsp;shortly before noon Sunday after she didn’t show up at a church.</p><p>While she is able to drive and her mind is sharp, the sheriff said she has difficulty walking even short distances. She also requires daily medicine that's vital to her health, he has said.</p><p>A sheriff’s dispatcher said during the search Sunday that Guthrie has high blood pressure, a pacemaker and heart issues, according to audio from&nbsp;<a href="https://www.broadcastify.com/">broadcastify.com</a>.</p><p>Investigators searched in and around Guthrie’s home again for several hours Wednesday.</p><p>Authorities are bringing more resources and people into the investigation, and the FBI announced Thursday it was offering up to $50,000 for information. A day earlier, President Donald Trump posted on social media that he was directing federal authorities to help where they can.</p><h2>Savannah Guthrie's emotional plea</h2><p>Savannah Guthrie has hosted “Today” — NBC’s flagship morning show — for more than a decade and had been set to co-anchor&nbsp;<a href="https://apnews.com/article/savannah-guthrie-olympics-host-nbc-mary-carillo-94c13d18ac30129cc37e6990ac2c31f1">the network’s coverage</a>&nbsp;of Friday’s opening ceremony for the Winter Olympics. For now, she's staying close to her mother's home.</p><p>She joined her two siblings in an emotional plea on social media Wednesday to say they're ready to talk to whoever sent the ransom notes.</p><p>“We need to know without a doubt that she is alive and that you have her. We want to hear from you and we are ready to listen. Please reach out to us,” she said while fighting off tears.</p><p>With her voice cracking, she addressed her mother directly, saying the family was praying for her and that people were looking for her. She was flanked by Camron and their sister, Annie.</p><p>“Mamma, If you’re listening, we need you to come home. ATCHISON COUNTY —Law enforcement are investigating a woman for alleged identity theft crimes.

On February 4, police arrested 35-year-old Amber R. Mierkey of Atchison, according to Atchison Police Chief Mike Wilson. She was jailed on a District Court warrant on requested charges that include computer crimes, criminal use of a financial card and theft. 

These charges are in connection to a case in May 2022 when information from a financial card was taken from a 31-year-old victim in St. Joseph and used to make five separate purchases at an Atchison retail store totaling $169.50.&nbsp; &nbsp;She met the requirement for bond and is no longer in custody, according to online jail records.

Kan. woman accused of shopping with stolen credit card information

SEDGWICK COUNTY —A suspect charged in connection with a violent abduction shown on a doorbell video in Wichita was back in court Wednesday for a preliminary hearing. Daniel T. Espitia Guevara, 22., was sentenced to a year of probation, according to the Sedgwick County District Attorney's office.

He pleaded no contest to charges of aggravated domestic battery and misdemeanor counts of domestic battery and  criminal restraint.

Espita Guevara is also on an Immigration and Customs Enforcement hold.

On October 12, the Wichita Police Department asked for the community’s help in identifying and locating a woman in a doorbell video who was seen being taken by force on October 12, at approximately 2 AM., in the 1400 block of North Volutsia in Wichita.

Just after 3p.m. October 14, Wichita Police Investigators received a phone call, from a woman claiming to be the individual investigators were attempting to identify. Investigators immediately responded to her location, made contact, and transported her to City Hall so detectives could conduct a victim interview. Police confirmed the identity of the woman as a 35-year-old who lives in the area where the video was captured. Police determined the incident is a case of domestic violence where the woman was victimized by her boyfriend. The woman did not have any significant injuries.

Just after 7 p.m. October 14, officers with the Wichita Police Domestic Intervention and Violence Reduction team (DIVRT) located and arrested Guevara and booked him into jail.

Espita Guevara faces a separate trial for the immigration accusations, according to the district attorney's office.

Just after 4 p.m. Jan. 31, that Jackson County Sheriff’s Office received a report that a person was slumped over the wheel in a Ford Edge in the intersection of 118th&nbsp;and U.S. Highway, according to Sheriff Tim Morse.

 The reporting party attempted to wake the person up by using his horn in his vehicle. Deputies arrived on the scene to find the driver and passenger both asleep in the vehicle.&nbsp; One of the deputies reported what allegedly appeared to be a methamphetamine pipe in the hand of the driver.&nbsp; The driver and passenger were arrested.

The driver, Lloyd Allan Wabaunsee, 36, of Mayetta and the passenger, Raven Marie Barber, 44, of Mayetta were transported to the Jackson County Jail. Wabaunsee was booked into the Jail on requested charges of possession of methampehtamine, possession of drug paraphernalia, unlawful possession of controlled substances, unlawful possession of a hallucinogenic drug, unlawful distribution of controlled substances, driving under the influence, possession of weapon by a felon, criminal possession of a weapon and no drug tax stamp.

Barber was booked into the Jail on requested charges of possession of methamphetamine, possession of drug paraphernalia, possession of a hallucinogenic drug, distribution of controlled substances, possession of a weapon by a convicted felon, criminal use of a weapon and no drug tax stamp.

Sheriff: Kan. drug suspects were passed out in SUV on the highway

TYLER, Texas (AP) — The father of Kansas City Chiefs quarterback Patrick Mahomes has been arrested in Texas after authorities said he violated his probation from a&nbsp;<a href="https://apnews.com/article/patrick-mahomes-father-guilty-dwi-447e2f0c6a93b308b0bbd3871ed8d1a1">conviction for driving while intoxicated.</a>

Patrick “Pat” Mahomes Sr., 55, was arrested Tuesday during a meeting with his probation officer after a warrant was obtained for a probation violation, authorities said. He remained in Smith County jail in Tyler on Wednesday. His attorney did not immediately return a call from The Associated Press.

The elder Mahomes was sentenced to five years probation after pleading guilty in August 2024 to a DWI charge. On Jan. 1, he had a high alcohol reading on his ankle monitor, according to a probation violation report.

Mahomes Sr.&nbsp;<a href="https://apnews.com/cfcca2814d423c6411948c30e38d98cf">had been arrested</a>&nbsp;on the DWI charge in February 2024, a little more than a week before his son led the Chiefs to a&nbsp;<a href="https://apnews.com/366151ee795360fbc8d3e4d029a394a6">second straight Super Bowl</a>&nbsp;championship with a win over San Francisco.

His attorney did not immediately return a call from The Associated Press.</p><p>The elder Mahomes was sentenced to five years probation after pleading guilty in August 2024 to a DWI charge. LAS VEGAS (AP) — A suspected biolaboratory found in a Las Vegas home and now under investigation by authorities is linked to the owner of an&nbsp;<a href="https://apnews.com/article/chinese-lab-biological-weapons-fears-california-5ca5824b09ad5b8c2c65b639743e8507">unauthorized California biolab</a>&nbsp;who was arrested in 2023, officials said Monday.

SWAT officers served a search warrant on Saturday after receiving a tip that a biolab was located at the house on the city’s east side, according to a statement from the Las Vegas Metropolitan Police Department. Officers took one person, the property manager of the residence, into custody but there was no immediate information about possible charges.

Investigators “located evidence of possible biological material, including refrigerators containing vials with unknown liquids,” the statement said.

Authorities said there is no threat to the public.

Sheriff Kevin McMahill said the home is owned by a man who was&nbsp;<a href="https://apnews.com/article/california-biolab-covid19-test-kits-china-arrest-3ee30af1548356e017276860ebb21f53">arrested in 2023 on charges</a>&nbsp;of not obtaining the proper permits to manufacture tests for COVID-19, pregnancy and HIV, and mislabeling some of the kits for a biolab in Reedley, California.

The owner, Jia Bei Zhu, is scheduled to go on trial in that case in April. His attorney Anthony Capozzi said Monday that his client has been in federal custody for three years.

“He is not involved in any kind of a biolab being conducted in a home in Las Vegas,” Capozzi said. “What went on in that residence we are unaware of.”

Law enforcement took special precautions when serving the warrant on the Las Vegas home, including using a robot to clear the home and taking multiple air samples, McMahill said. Hazmat teams worked to remove items from the home.

SEDGWICK COUNTY —A suspect charged in connection with a violent abduction shown on a doorbell video in Wichita is due back in court.

 Daniel T. Espitia Guevara, 22, will appear Judge Tyler Roush's courtroom for a preliminary hearing, according to the Sedgwick County District Attorney's office.

Espitia Guevara was charged with&nbsp;aggravated domestic battery and misdemeanor counts of domestic battery and&nbsp; criminal restraint, according to the Sedgwick County District Attorney's office. He is also on an Immigration and Customs Enforcement hold.

The Wichita Police Department asked for the community’s help in identifying and locating a woman in a doorbell video who was seen being taken by force on October 12, at approximately 2 AM., in the 1400 block of North Volutsia in Wichita.

He remains in custody on a $75,000 bond, according to the district attorney's office.

Investigators immediately responded to her location, made contact, and transported her to City Hall so detectives could conduct a victim interview. Police confirmed the identity of the woman as a 35-year-old who lives in the area where the video was captured. Police determined the incident is a case of domestic violence where the woman was victimized by her boyfriend. The woman did not have any significant injuries.</p><p>Just after 7 p.m. October 14, officers with the Wichita Police Domestic Intervention and Violence Reduction team (DIVRT) located and arrested Guevara and booked him into jail.</p><p>He remains in custody on a $75,000 bond, according to the district attorney's office.</p>

With tensions high over federal&nbsp;<a href="https://apnews.com/hub/immigration">immigration</a>&nbsp;enforcement, some state and local officials are pushing back against the Trump administration's attempts to house thousands of detained immigrants in jails, converted warehouses and privately run facilities in their communities.

Federal officials have been scouting cities and counties across the U.S. for places to hold immigrants as they roll out a massive $45 billion&nbsp;<a href="https://apnews.com/article/congress-immigration-ice-deportation-budget-be983b14f60a5cdfc17af7cf0307f1c9">expansion of detention facilities</a>&nbsp;financed by President Donald Trump's recent tax-cutting law.

The fatal shootings of&nbsp;<a href="https://apnews.com/article/ice-shooting-minneapolis-minnesota-9aa822670b705c89906f2c699f1d16c5">Renee Good</a>&nbsp;and&nbsp;<a href="https://apnews.com/article/immigration-enforcement-minnesota-ice-b0cec9d1c5bae4b62469011775082300">Alex Pretti</a>&nbsp;by immigration enforcement officers in Minneapolis have amplified an already intense spotlight on U.S. Immigration and Customs Enforcement, increasing scrutiny of its plans for new detention sites.

A proposed ICE facility just north of Richmond, Virginia, drew hundreds of people last week to a tense public hearing of the Hanover County Board of Supervisors.

“You want what’s happening in Minnesota to go down in our own backyard? Build that detention center here, and that’s exactly what will happen,” resident Kimberly Matthews told county officials.

As a prospective ICE detention site became public, elected officials in Kansas City, Missouri, scrambled to pass an ordinance aimed at blocking it. And mayors in Oklahoma City and Salt Lake City — after raising concerns about building permits — announced last week that property owners won't be selling or leasing their facilities for immigration detention.

Meanwhile, legislatures in several Democratic-led states pressed forward with bills barring or discouraging ICE facilities. A New Mexico measure targets local government agreements to detain immigrants for ICE. A novel California proposal seeks to nudge companies running ICE facilities out of the state by imposing a 50% tax on their proceeds.

The number of ICE detention sites has doubled

More than 75,000 immigrants were being detained by ICE as of mid-January, up from 40,000 when Trump took office a year earlier, according to federal data released Tuesday.

In a little over a year, the number of detention facilities used by ICE more than doubled, to 225 sites spread across a combined 48 states and territories. Most of that growth came through existing contracts with the U.S. Marshals Service or deals to use empty beds at county jails.

Trump's administration now is taking steps to open more large-scale facilities. In January, ICE paid $102 million for a warehouse in Washington County, Maryland, $84 million for one in Berks County, Pennsylvania, and more than $70 million for one in Surprise, Arizona. It also solicited public comment on a proposed warehouse purchase in a flood plain in Chester, New York.

It also solicited public comment on a proposed warehouse purchase in a flood plain in Chester, New York.</p><p>Federal immigration officials have toured large warehouses elsewhere, without releasing many details about the efforts.</p><p>“They will be very well structured detention facilities meeting our regular detention standards,” ICE said in a statement, adding: “It should not come as news that ICE will be making arrests in states across the U.S. and is actively working to expand detention space.”</p><h2>Kansas City tries to block a new ICE detention site</h2><p>Despite court rulings elsewhere, the City Council in Kansas City voted in January to impose a five-year moratorium on non-city-run detention facilities. The vote came on the same day ICE officials toured a nearly 1-million-square-foot (92,903-square-meter) warehouse as a prospective site.</p><p>Manny Abarca, a county lawmaker, said he initially was threatened with trespassing when he showed up but was eventually allowed inside the facility, where a deputy ICE field office director told him they were scouting for a 7,500-bed site.</p><p>Abarca is trying to fortify Kansas City’s resistance by proposing a countywide moratorium on permits, zoning changes and development plans for detention facilities not run by the county or a city.</p><p>“When federal power is putting communities on edge, local government has a responsibility to act where we have authority,” he said.</p><p>As other ICE proposals have surfaced, officials in Social Circle, Georgia; Merrillville, Indiana; El Paso, Texas; and Roxbury Township, New Jersey, have raised concerns about a lack of water and sewer capacity to transform warehouses into detention sites.</p><p>Officials in&nbsp;<a href="https://apnews.com/article/immigration-detention-centers-ice-deportations-trump-e92b67a388f041b84593d7a29fd93c54">Leavenworth, Kansas</a>, are seeking to hold private prison operator CoreCivic to its requirements. A city planning commission on Monday advanced a three-year permit that would be needed for CoreCivic to reopen a shuttered prison as an ICE detention facility capable of housing up to 1,000 detainees.</p><p>Nationally, it remains to be seen whether local governments can deter ICE facilities through building permits and regulations.</p><p>“We’re currently in a moment where it is being tested," Jefferis said. "So there is no clear answer as to how the courts are going to come down.”</p><h2>Detention site foes face legal limitations</h2><p>State and local governments can decline to lease detention space to ICE, but they generally cannot prohibit businesses and private landowners from using their property for federal immigrant detention centers, said Danielle Jefferis, an associate law professor at the University of Nebraska who focuses on immigration and civil litigation.</p><p>In 2023, a federal court invalidated a California law that barred private immigrant detention facilities, finding it infringed on federal powers. A federal appeals court panel cited similar grounds in July while striking down a New Jersey law that forbade agreements to operate immigrant detention facilities.</p><p>After ICE officials recently toured a warehouse in Orlando, Florida, as a prospective site, local officials looked into ways to regulate or prevent it. But City Attorney Mayanne Downs advised them in a letter that “ICE is immune from any local regulation that interferes in any way with its federal mandate.”</p><p>Officials in Hanover County also asked their attorney to evaluate legal options after the Department of Homeland Security sent a letter confirming its intent to purchase a private property for use as an ICE processing facility. The building sits near retail businesses, hotels, restaurants and several neighborhoods.</p><p>Although some residents voiced concerns that an ICE facility could strain the county's resources, there's little the county can do to oppose it, said Board of Supervisors Chair Sean Davis.</p><p>“The federal government is generally exempt from our zoning regulations,” Davis said.</p><h2>New Mexico targets existing ICE facilities</h2><p>The Democratic-led New Mexico House on Friday passed legislation banning state and local government contracts for ICE detention facilities, sending it to the Senate. Similar bills are pending in Hawaii, Massachusetts, New York and Rhode Island.</p><p>The Otero County Processing Center, 25 miles (40 kilometers) from downtown El Paso, Texas, is one of three privately run ICE facilities that could be affected by the New Mexico legislation. The facility includes four immigration courtrooms and space for more than 1,000 detainees. The county financed its construction in 2007 with the intent to use it as a revenue source, and plans to pay off the remaining $16.5 million debt by 2028.</p><p>Otero County Attorney Roy Nichols said the county is prepared to sue the Legislature under a state law that prevents impairment of outstanding revenue bonds.</p><p>Republicans warned of job losses and economic fallout if the legislation forces immigrant detention centers to close.</p><p>But Democratic state Rep. Sarah Silva, who voted for the ban, and said her constituents in a heavily Hispanic area view the ICE facility as a burden.</p><p>“Our state can’t be complicit in the violations that ICE has been doing in places like Minneapolis," Silva said. "To me that was beyond the tipping point.”</p>
