The officer initiated the car stop because the tag came back registered to a different vehicle. When the vehicle’s driver failed to stop, a police pursuit ensued.&nbsp;The fleeing vehicle became disabled near the intersection of E. 540th&nbsp;Ave. and S. 270th&nbsp;St., along the Kansas and Missouri state line. The driver then exited his vehicle carrying a shotgun and ran east into a field. The officer pursued the suspect on foot into Barton County, Mo. where a shooting occurred and the suspect was struck.&nbsp;The subject, later identified as 34-year-old Jeremy Pelican of Pittsburg, was transported to Ascension Via Christi Hospital in Pittsburg where he died of his injuries. No law enforcement officers were injured during the incident.&nbsp;The MSHP will lead the officer involved shooting investigation as the shooting occurred in their jurisdiction. The investigation is ongoing. No further information will be released at this time.

Just before 9:30 a.m. Wednesday, the Shawnee County Sheriff’s Office responded to a hit and run accident with minor injuries call in the 6100 block of NW Valencia Road in rural Shawnee County, according to Cpl. Jason Mills. The suspect vehicle was located abandoned near NW 62nd and Hoch Road. The driver was identified by an eye witness as a white male. The Sheriff’s Office attempted to deploy a drone for assistance, however the windy weather prohibited the drone to take flight. Law enforcement officers from the Sheriff’s Office, Kansas Highway Patrol, and the Silver Lake Police Department continued to search the area. At approximately 1130p.m., a citizen reported their Jeep stolen in the 5800 block of NW Hoch Road. Just before noon, a citizen reported an abandoned Jeep in the 3700 block of SW Worwick Town Road and a white male seen going behind nearby residences. A Sheriff’s Office K9 tracked the suspect to a residence nearby on SW Nottingham Road. The suspect was safely located inside and taken into custody. The suspect, identified as 34-year-old Steven M. Rule was arrested and booked into the Shawnee County Department of Corrections on a felony theft charge, according to Mills.

The 24-year-old economics student escaped to Douala, the country’s largest city, only to learn that the government wanted to arrest him for participating in a university protest. He then flew to Ecuador and traveled through eight countries to the U.S. border with Mexico, including a trek through Panamanian jungle where he saw corpses and refugees crying for shelter, food and water. In his quest to settle with relatives in Houston, Nkeze now faces a potentially insurmountable obstacle: a new American ban forbids anyone from applying for asylum at the U.S.-Mexico border if they traveled through another country to get there. “When you find yourself on U.S. soil, you are well-protected,” Nkeze said, sounding upbeat as he waited in Tijuana for a chance to make his case. “You are protected by human rights.” He spoke to The Associated Press on the condition that he be identified only by his last name due to safety concerns. The U.S. is increasingly aligning itself with wealthy countries in Europe and elsewhere to make asylum a more distant prospect.On Thursday, American authorities sent a Honduran man from El Paso, Texas, to Guatemala. Ecuador, the main gateway from Europe, began requiring visas for Cameroonians and 10 other nationalities in August, including six in Africa. Under heavy pressure from Trump, Mexico is bottling up Cameroonians and other U.S.-bound asylum-seekers near its southern border with Guatemala. Nkeze walked through Panama’s remote, mostly roadless Darien Gap in less than four days on his way to the U.S. After giving his tent and raincoat to a woman who was clinging to life, he slept on a stone and prayed for clear skies and morning light. Only about a dozen in his group of 40 men could keep up in a race to a refugee camp on the other side of the jungle. When his 20-day transit permit in Mexico expired, Nkeze helped a friend at a Tijuana juice factory for a cut of his earnings and lived at a no-frills hotel in the city’s red-light district. Even before the ban, asylum was difficult to get in the U.S. Judges granted only 21% of cases, or 13,248 out of 62,382, in the 2018 fiscal year. Nkeze can also ask for two variations of asylum, but they are even harder to obtain, with 3% succeeding under “withholding of removal” law and only 2% under the U.N. Convention Against Torture. “They essentially want you to bring a note from your torturer before they are willing to let you stay in the U.S," said Stephen Yale-Loehr, professor of immigration law practice at Cornell University.Nkeze may have caught a break when a federal judge in San Diego ruled Tuesday that anyone who appeared at a U.S. border crossing before the ban was announced July 16 and waited for their names to be called should be exempt. Webster County Sheriff Roye Cole said managers at the storage facility on the outskirts of the small town of Marshfield found the body Monday in a freezer that was plugged in and padlocked shut after the man fell behind on rental fees. Marshfield is located about 175 miles (280 kilometers) southeast of Kansas City. Cole wrote in the probable cause affidavit that a person who worked at the storage unit then contacted Dinwiddie and encouraged him to remove the freezer from the storage unit where it had been kept for more than six months. The employee said the freezer wasn’t working and was beginning to smell. Dinwiddie was arrested around 2 p.m. Tuesday when he showed up at the facility with friends to get the freezer. The affidavit said Dinwiddie described his wife as “an abusive alcoholic” and alleged that she threw a hammer at him during an argument. He said he couldn’t take it anymore and hit her with “everything” he could.“After killing her, he was scared and didn’t know what to do with her body, so he drug her to the freezer and put her in it,” the affidavit said. Asked why he kept the corpse in the freezer for four years, Dinwiddie said he “just didn’t know what to do.” He said friends helped him move the locked freezer from his old house to the storage unit without knowing a person was inside. A man who answered the phone at the storage facility declined to answer questions.Cole said an autopsy will be conducted Monday after her body defrosts.Authorities said there was no indication the woman had been reported missing. Just after 4a.m. Saturday, police responded to a domestic disturbance call at a residence in the 2400 Block of South Washington in Wichita, according to Police Captain Brett Allred.&nbsp;There was a verbal disturbance between McCaleb and his roommate Cook and no crime had been committed. After officers left, a physical altercation occurred between the two in a dispute over how long she had lived at the residence, according to officer Charley Davidson. She had been living there for a month and McCaleb wanted her removed. When police returned a second time, they arrested McCaleb as he left the residence and found Cook inside the home with multiple stab wounds. She was transported to a local hospital where she died. He was later arrested and is being held on a $500,000 bond on requested charges of premeditated first-degree murder, <a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=205181" rel="noopener noreferrer" target="_blank">according to online jail records.</a> &nbsp;There were no other injuries, and this was not a random incident. Kansas man charged with woman's fatal stabbing 

COWLEY COUNTY — Law enforcement authorities are investigating a burglary and asking the public for help with information. Just after 11p.m. Monday, a police officer noticed damage at the Ark Veterinary Associates building, 907 E. Kansas Avenue in Arkansas City, according to a media release. A building check revealed evidence of a burglary. Initial reports indicate that money and video recording equipment were stolen from the business. Anyone with information about this crime is asked to contact the Arkansas City Police Department at (620) 441-4444. Those wishing to remain anonymous may contact Cowley County Crime Stoppers, which offers rewards of up to $2,500 for information leading to an arrest.

Eduardo Gallardo, 18, and Jesus Alvarez-Medina, 20, were charged Friday with first-degree murder, criminal discharge of a firearm and aggravated assault for the August shooting death of 17-year-old Ramiro Valdez. Just after 2:30 a.m. August 4, police responded to a shooting call in the 900 block of East Central in Wichita, according to officer Charley Davidson. At the scene, police located a a 2003 blue Chevy Silverado driven by Valdez. He had sustained a gunshot wound and was transported to an area hospital where he died, according to Davidson.&nbsp;There were two other teenagers in the truck who were not injured. The investigation has revealed the Silverado was eastbound on Central and was followed by a black pickup truck driven by 18-year-old Eduardo Gallardo. A suspect from the black truck fired multiple times at the Silverado, striking Valdez. Gallardo is one of three charged in the murder. Gallardo was arrested the day of the shooting but had been out of jail. Police arrested him again Saturday, according to the Sedgwick County booking report. He is<a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20062652" style="color: rgb(44, 44, 44);"> jailed on $500,000 bond.</a> Police have not arrested Alvarez-Medina. This incident was not random and is in reference to an ongoing gang feud, according to officer Charley Davidson.

Just before 3p.m. Monday, police were dispatched to 502 Coronado in Hutchinson in reference to a man threatening a Cox Communications employee with a firearm, according to a media release. When officers attempted to speak with this suspect, he retreated and barricaded himself inside his residence. The Hutchinson/Reno County Emergency Response Team was brought to the scene, and negotiators attempted to contact the suspect but were unsuccessful. Different tactics were used, and the suspect identified as Gregory A. Kallaus, 53, was taken into custody without further incident. Kallaus, was arrested on requested charges that include Felony Interference, Criminal Possession of a Firearm, Aggravated Assault and Criminal Threat. The Hutchinson Police Department was assisted by the Reno County Sheriff Office, South Hutchinson Police Department, Kansas Highway Patrol, Hutchinson Fire Department, Reno County EMS and the City of Hutchinson Public Works.

A special prosecutor is an attorney appointed to investigate, and potentially prosecute, a case in which a conflict of interest exists for the usual prosecuting authority.Shawnee County District Attorney Mike Kagay says he had assigned Franklin County Attorney Brandon Jones to fill that role.Kagay says prosecutors in his office who would handle the case had appeared before Miller during his time as judge for Topeka Municipal Court. Kagay says his office also routinely requests legislative changes which involve dealing with him.Topeka police arrested Miller in May after finding him inside his crashed vehicle in the ditch. A search of the pickup revealed the dealer tag that had been afixed to the pickup when it was driven off the car lot on Thursday, Forrester said. The search also located a backpack with&nbsp;methamphetamine and drug paraphernalia that allegedly belonged to Tucker, he said. After officers left, a physical altercation occurred between the two men. She was transported to a local hospital where she died. Sedgwick County District Attorney Marc Bennet said Friday in a 22-page report that the shooting happened in January after 55-year-old David Michael Bosiljevac threatened to hurt his ex-girlfriend’s roommate if she didn’t meet him at a storage unit. The woman instead tipped off a bondsman that Bosiljevac would be there because he had failed to appear in court on a probation violation hearing for a drug-related case and she had cosigned his bond. The bondsman contacted deputies. One of the deputies said that during the arrest attempt, Bosiljevac pointed the airsoft pistol. The deputy then fired 16 shots, hitting Bosiljevac at least nine times. A toxicology report found that he tested positive for meth.___

Police say officers were conducting a follow up on a previous home burglary in which handguns were taken when they spotted two people who were armed. The post says the situation “escalated,” and officers fired their guns. The wounded teen was taken to a hospital for treatment. Police arrested the second person. The shooting is under investigation. No other details were immediately released, including the name of the wounded teen or what he was doing before he was shot.

Police shoot, wound 16-year-old in northeast Kansas

SEDGWICK COUNTY— Law enforcement authorities are investigating a Kansas felon&nbsp;Just after 2:30 p.m. Wednesday, police conducted a traffic stop on a 1996 Chevy in the area of Mt. Vernon and Emporia in Wichita for a traffic violation, according to office Charley Davidson.&nbsp;Upon stopping the vehicle, officers contacted the driver identified as 34-year-old James Fulfer of Wichita.&nbsp;During the investigation of the stop, Fulfer was found to be in possession of illegal drugs, drug paraphernalia, and multiple stolen items, including social security cards, driver’s licenses, and checks. Police arrested Fulfer on requested charges of possession of cocaine, possession of marijuana, possession of drug paraphernalia, possession of stolen property and traffic charges.&nbsp; Fulfer has over two dozen previous convictions that include theft, making false writing and for drugs, according to the Kansas Department of Corrections.&nbsp;The case will be presented to the Sedgwick County District Attorney’s Office.&nbsp;

TOPEKA, KAN. -&nbsp;A Kansas man was convicted in a jury trial in federal court Friday on drug trafficking and firearms charges, according to U.S. Attorney Stephen McAllister.&nbsp;Dennis Dean Neff,&nbsp;63, Topeka, was convicted on one count of possession with intent to distribute methamphetamine within 1,000 feet of Holton Middle School (count one, one count of possession of a firearm in furtherance of drug trafficking (count two, one count of unlawful possession of a firearm by a felon (count three) and one count of possession with intent to distribute methamphetamine within 1,000 feet of Meadows Elementary School in Topeka (count four). During trial, the prosecutor presented evidence that on Nov. 27, 2018, Neff was found at a residence in Holton. He possessed 73.8 grams of methamphetamine and a 9 mm Bersa pistol. On Feb. 12, 2019, he was arrested with 18 grams of methamphetamine and $6,327 in cash.&nbsp;Sentencing will be set for a later date. He could face not less than 10 years in federal prison and a fine up to $10 million on count one, not less than five years and a fine up to $250,000 on count two, ten years and a fine up to $250,000 on count three, and not less than five years and not more than 40 years and a fine up to $5 million on count four.

Jury: Kansas man guilty of federal drug, firearm charges

LENEXA, Kan. (AP) — Authorities have arrested a 25-year-old man who allegedly rammed into a parked police car in Lenexa, Kansas, before fleeing in his vehicle. Lenexa Police say the Kansas City, Kansas, man hit a police officer’s parked car and injured the officer Saturday afternoon, and the officer fired at the suspect as he fled. The Kansas Highway Patrol says that while police were chasing him, the suspect’s vehicle ran through a red light and struck a Ford Explorer that slid into a minivan. The suspect was arrested after the crash and taken to a hospital for treatment of a gunshot wound. His injuries are not considered life threatening. The Lenexa officer who fired his weapon was not seriously hurt in the initial crash. No other injuries were reported. Police have not released the suspect's name.

KANSAS CITY (AP) — A woman whose husband’s body was found in a freezer denied him medical care as he battled terminal illness and blocked police and social workers from entering the home, fearing a doctor would take his brain for research, according to records obtained by The Associated Press. Barbara Watters, 67, of Joplin, told police her husband had Lou Gehrig’s disease, a progressive nervous system disease also known as ALS, police Capt. Nick Jimenez said. Watters had unspecified “mental disorders,” police said in an affidavit supporting the abandonment of a corpse charge they filed against her last week.Jimenez said there is no evidence to support Watters’ concerns that the department was helping a doctor who she suspected wanted the brain of her husband, Paul Barton, after he died. The abandonment&nbsp;<a href="https://apnews.com/ca01eb1124834865ac6f70457b423b07" rel="noopener noreferrer" target="_blank" style="color: rgb(17, 125, 165);">charge</a>, which is punishable by up to four years in prison, was filed after a witness told police that Barton had died on Dec. 30, 2018, and that his body had been in her freezer in his wife’s bedroom ever since, the affidavit said. Police, who contacted the witness while investigating an unrelated arson in the neighborhood, say an autopsy found no signs of&nbsp;<a href="https://apnews.com/dd76c23c68ce4cc0ac4d65f1967814fd" rel="noopener noreferrer" target="_blank" style="color: rgb(17, 125, 165);">foul play</a>&nbsp;in his death. Neither the witness nor the witness’ relationship to the couple has been released. Watters was freed Thursday on house arrest. Her attorney, Cobb Young, said that although she didn’t immediately report Barton’s death, the statute requires that the body be abandoned, and in this case, the body remained in the home. Young declined to comment on the reports that police and state officials had responded repeatedly to the home. “I have no knowledge of any of that,” he said. Police documents show that two Missouri Department of Health and Senior Services employees went to the couple’s home in June 2018 after receiving a report that Watters was prohibiting Barton from receiving care. The visit appears to be related to a voice message she left with a Joplin police officer in which she alleged that she had fired a Joplin doctor for what she described as medical malpractice and violating federal criminal law. The doctor cited in the report didn’t immediately return a phone message.Although she didn’t allow the state workers or police to enter the home, she wheeled Barton to the door so they could see him. The officer said that Barton looked “frail and sickly” but appeared to be breathing on his own and had no major bruising to suggest an assault. “Watters stated Barton was barely able to walk, could not speak, and could only answer yes and no questions with head nods,” the police report said. State workers expressed concerns that Watters wouldn’t let them talk to Barton about his care outside her presence. The officer asked her to allow Barton to come outside to the front porch, but she declined, “stating that she did not want to get beat up,” and asked them to leave. The officer said there weren’t grounds to enter the home because Barton didn’t appear to be in danger. An officer described the incident in a report as elder abuse and obstruction/resisting, although Jasper County prosecuting attorney Theresa Kenney said the charge that police submitted was interference with medical assistance. Several well-being checks followed at the couple’s home, including one in which police left after no one answered the door and were unable to see inside because there was aluminum foil on most of the windows. But when police returned in July, they were able to speak alone with Barton, who said he wasn’t interested in seeking treatment at a Kansas hospital but wanted to see a doctor. Police described him as appearing clean and well cared for. Watters confirmed that she would like to get Barton to see a doctor but was concerned. “She kept making mention of Paul’s body being used for research,” the report said. “She said they did not want his body to be taken apart. Barbara said due to them refusing to consent to research, they were having a hard time finding a doctor to help them.” After that prosecutors declined to file charges, the report shows.On Aug. 9, 2018, a woman who worked at a law firm told police that Watters had called the attorney’s office advising that someone had taken Barton for brain and spine harvesting and that Senior Services were involved. Two days later, Watters told police that she feared the department was helping a doctor who was taking care of her husband and wanted his brain for research, according to a report. In October 2018, Watters called to report that a homeless woman had assaulted her. Arriving officers spoke to the woman, who said that no assault had occurred, but that Watters had forced her to leave the home, where she was being paid to care for Barton. The woman said that Watters had been abusing Barton verbally and physically, leaving him on the toilet for 12 hours at a time, taking away his only means of communications as a punishment and calling him a child molester. The officer said an elder abuse hotline was contacted. It wasn’t immediately clear what was done. No charges were submitted to prosecutors as a result, Kenney said. The Missouri Department of Health and Senior Services is barred from confirming or discussing investigations, said Jessica Bax, the agency’s director of the division of senior and disability services. She added that adult protective services workers don’t have the same authority to intervene as child welfare workers.Brandon West, a neighbor, said the couple mainly kept to themselves, and that Barton was rarely outside, so he didn’t notice that he was missing. “They weren’t crazy people,” he said. “She seemed normal when I talked to her. Records: Wife of man found in freezer feared doctors

SEDGWICK COUNTY — Law enforcement authorities are investigating four girls after an attack at a retail store in Wichita. At approximately 10 a.m. Nov. 9, police responded to an assault call at the T.J. Maxx in the 8100 block of East Kellogg in Wichita, according to officer Charley Davidson. &nbsp;Upon arrival, officers contacted a 40-year-old female loss prevention employee and witnesses who reported three unknown suspects shoplifting items from the store and as they left the store they were approached by the loss prevention employee.&nbsp; The three suspects battered the employee by punching and kicking her.&nbsp;A fourth suspect exited a nearby black Cadillac and also battered the victim and took her cell phone.&nbsp;The employee momentarily lost consciousness and had minor injuries.&nbsp;The suspects then fled the scene in the Cadillac.&nbsp;Through the investigation, investigators were able to identify the suspects involved and arrested a 12-year-old girl on charges of aggravated robbery, aggravated battery, and theft, a 15-year-old girl on charges of aggravated robbery, aggravated battery, and theft, a second 15-year-old girl on charges of aggravated robbery, aggravated battery and theft and a third 15-year-old girl on charges of aggravated battery, aggravated robbery, and an outstanding warrant. They were booked in the juvenile detention center, according to Davidson.&nbsp;The case will be presented to the Sedgwick County District Attorney’s Office.

Police: 12-year-old, 3 Kan. teens attack store employee

JEFFERSON CITY, Mo. – A man pleaded guilty in federal court Thursday to the arson at the Columbia Health Center (operated by Planned Parenthood Great Plains) on Feb. 10, 2019, according to the United State's Attorney. Wesley Brian Kaster, 42, Columbia, Mo., pleaded guilty before U.S. Magistrate Judge Willie J. Epps Jr. to one count of maliciously using explosive materials to damage a building owned by an organization that receives federal financial assistance, and one count of violating the Freedom of Access to Clinic Entrances Act. Kaster has remained in federal custody without bond since his arrest on March 2, 2019. By pleading guilty, Kaster admitted that he manufactured a Molotov cocktail on Feb. 10, 2019. On the same day, he broke the glass in the north entry door of the Columbia Health Center at 711 N. Providence Road and threw the Molotov cocktail into the facility. At approximately 4:10 a.m., the Columbia Fire Department arrived on the scene, investigated the damage caused by the explosive device, and collected evidence. Kaster admitted that he took these actions because Planned Parenthood provided reproductive health services at the facility.Under federal statutes, Kaster is subject to a mandatory minimum sentence of five years in federal prison without parole, up to a sentence of 21 years in federal prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

Suspect admits to arson at Planned Parenthood clinic

Anthony Craig Seymour, 58, of Wichita, made his first court appearance in the case Thursday afternoon, according to the Sedgwick County Attorney's office. The charges against him include aggravated kidnapping and rape. Just before 6:30p.m. Monday, police responded to a 911 call of an abduction in the 300 Block of North Volutsia in Wichita, according to Captain Brett Allred. Upon arrival, police searched the area and located a 2005 Lexus driven by a suspect later identified as 58-year-old Anthony Seymour leaving the area. They also observed a 15-year-old girl exit the vehicle while it was moving slowly and run toward the officers.&nbsp;Seymour fled in the car. Police initially were not able to locate it. Investigators learned that while the girl was walking home, Seymour approached, held a knife to her, forced her into the Lexus and sexually assaulted her, according to Allred. Through continued investigation, police located the victim’s phone in a parking lot and were able to obtain video in the area and a tag number on the car. Police located the vehicle and Seymour in the 1900 Block of North Lorraine. He was arrested without incident and booked on requested charges of kidnapping, rape, aggravated criminal sodomy, aggravated battery and a Kansas Department of Corrections arrest and detain order, according to Allred. “The victim is very brave,” said Allred. “She saw police and took action to get out of the car, run to the officers and explain what had happened.”&nbsp;She had been on her way to Dillons and had seen the suspect and thought he was acting suspiciously. On the way home, the suspect approached her a second time and forced her in the vehicle, according to Allred. EMS transported the girl to a local hospital for treatment.Seymour had been on parole since May of 2018 after a 2004 conviction for rape, according to the Kansas Department of Corrections.

A fourth person, 48-year-old Anthony Dewayne Fifer, of Mexico, Missouri, also pleaded guilty to distributing meth from January 2015 to November 2017. Kan. mother, kids plead guilty in $5M meth distribution ring 

SEWARD COUNTY —Law enforcement authorities and USD 480 have concluded an investigation on alleged threats received at the Liberal High School, according to Police Captain Robert Rogers. &nbsp;The threats were found written in one of the stalls in a restroom and indicated a school shooting was to take place Wednesday. As a result of these threats, extra police personnel were assigned to the school to prevent possible violence and to determine who made these threats.&nbsp;Numerous interviews were conducted in an attempt to locate the suspects.&nbsp; A second threat referencing the shooting was received later Wednesday, according to Rogers.&nbsp;Investigating officers were able to quickly determine the source of that threat and take a 15-year-old into custody on a requested charge of criminal threat. Further information obtained led to the arrest of a 14 year old boy in relation to the original threats made.&nbsp;He is faces a charge of aggravated criminal threat, according to Rogers. At this time, there is no indication that either suspect had the capability or intent to actually commit a school shooting.&nbsp;No additional people are believed to be involved.&nbsp;Affidavits were forwarded to the Seward County Attorney’s Office for the determination of formal charges.
