It’s all downhill from here! While fall harvest continues on our central Kansas farm, the difference from harvesting the corn in August compared to beginning to harvest sorghum now is we can see the finish line ahead of us! In all of my years on the farm, I know that the closer we get to Thanksgiving, the closer we are to wrapping up our fall farming requirements.&nbsp;I also know that we’re getting closer to the end of this season because all the wheat has now been sown.&nbsp;It’s a great feeling to know that things on the farm we’ve put lower on the list of priorities will start getting some attention.&nbsp;Soon, we’ll move equipment into the shop for the winter, spend some quality time deep cleaning the house and office, and I’ll begrudgingly tackle piles of laundry. The cattle will be moved to winter pasture, the ram will be turned out with the ewes, and the migratory birds will present their patterns in the sky above.

In all, for our operation, we’ll have much more flexibility in our days compared to what we’ve had over the last few months. It’s during this relatively flexible season where we often attend more meetings, take trips out of town with the family, RSVP to weddings without hesitation, regularly attend school events and generally feel better about firmly committing to requests instead of taking the “I can do that if it rains” approach. Simply put, once we reach that fall harvest and planting finish line, we can be more available. Available to our family. Available to our friends. Available to our communities.&nbsp;&nbsp;

One of the many areas that would absolutely welcome our availability is within our local schools. Schools are in desperate need of emergency substitutes. Whether it’s filling in for a classroom teacher, para educator, kitchen staff, office staff, or bus driver, schools need help from those who are available.&nbsp;It’s a national issue that I know all too well having multiple family and friends working in public education. I also know the need because of what we are experiencing with our own children. Recently we were notified our school district was again consolidating bus routes because of a lack of regular drivers and substitute drivers available. Our school district communicated to us that it could take up to two and a half to three hours for some of our rural route kids to get home from school on consolidated routes. 

You might not want to fully commit to driving a bus or being called whenever a substitute is needed for an entire school year. But in Kansas, there are allowances for emergency substitutes – both in the school building and transporting school kids.&nbsp;For example, there is an allowance to waive a number of requirements to allow for emergency substitute bus drivers. The major catch is the emergency bus driver can drive no more than five days during a school year.&nbsp;If you have your CDL, a quick trip to your local DMV to pass some written and skills-based tests to receive your “passenger” and “school bus” endorsements will likely make you available for your local school district as an emergency substitute bus driver.&nbsp;If you can be available for five days during your slower season to help drive a bus of FFA students to an event, to get the choir students to a contest, to allow a class of students to experience a field trip, to transport a sports team to their game or to promptly get kiddos to or from school, please consider contacting your local school district or the Kansas State Department of Education’s School Bus Safety Unit to confirm you qualify.

Additionally, if you have your high school diploma, you’re likely eligible to help serve as a substitute within Kansas school buildings per temporary modifications for emergency substitute licensing. Whether you can be available for a couple days to help out as an emergency substitute bus driver, or by helping in a school building, many of us in agriculture may be inching closer and closer to wrapping up fall activities on our operations.&nbsp;As you get closer to your fall harvest finish line, consider reaching out to your local school district and see how your upcoming season of increased flexibility and availability can be of help to school staff and students during to your slower season on the farm."

RILEY COUNTY —Law enforcement authorities are investigating a Kansas felon on new allegations.

Just after 5p.m. Sunday, police arrested 37-year-old Amy Roth of Manhattan in the 400 block of Leavenworth Street in Manhattan, according to the Riley County Police Department activity report.

Roth was arrested on probable cause offenses of burglary and criminal trespass. Roth was issued a total bond of $12,000 and is no longer in custody

She has previous convictions for theft, forgery, burglary and criminal possession of a weapon, according to the Kansas Department of Corrections.&nbsp;

JC Now Candidate Forum begins this morning, will run through Thursday

Junction City Finance Director Lindsay Miller has announced that the City received their October 2023 sales tax increment, and had another great month. The total received for the month was $1,242,018.46, which ranks as the 6th best on record for the City. They are currently $268,394.70 ahead of 2022 sales tax, which is a 2.37% growth from last year. The significant growth from last October 2022 to October 2023 is mostly due to a KDOR error last year. There is definitely some growth though as the Use Tax continue to raise. 

The City saw a record for the month of October in City Sales Tax (mirrored in Debt savings ), County Sales Tax, and Use Tax. While it is not looking like that growth will be as substantial as last year, it should still be a great year. There are only two increments remaining for the fiscal year.&nbsp;

On Saturday a total of 14 members (youth and young adults) of The New Church Of The Living God, prepared and served breakfast to 32 residents at the Bicentennial Manor. Youth also performed Praise and Flag Dances. 

The intergenerational interaction was organized by Jacky Robinson, Service Coordinator, Sharone Campbell, Youth Director, and Vickie Bobbitt, Executive Director, I.C.A.R.E.

Each week when I take time to write this weekly report, I try to identify a topic I will focus on. This report is part of a larger report that we call the 5/15. This report not only includes what I write but reports from the various Department Heads. If you want to be on the e-mail list for the total report just let me know at allen.dinkel@jcks.com. My column appears in the Junction City Union and at times on JC Post. I appreciate both for allowing me to get the word out about what is happening in the City.

I clearly understand that when I write something, it does reflect my point of view with that being formed from years of experience and knowledge of the operation of a City along with State laws and local ordinances and codes. Even though I try not to get to opiniated, I do know at times others will have a different point of view.

A couple of weeks ago, I wrote about the development of the City back 15 to 20 years ago. One reader had a different opinion that I had. While we both agree that the City ended up in a desperate financial situation and yes it did change the management of the City, we have varying opinions on how it all occurred. I have always said that no one ever deliberately made adverse decisions, the reader takes the opinion that decisions were deliberately were made to personal gain of some and to damage the City and the taxpayers. Of course, it is easy to look back and play “Monday Morning Quarterback” and frankly we both may be right. Even though he gives examples of those who were opposed to what occurred, I am sure there were others who felt the right things were being done as this City had a desire to grow.

The reader feels with what has occurred in the past, that no future growth should be attempted. I, however, continue to take the attitude that there always is a need for change as other communities will look at opportunities to grow while another community remains stagnant. I will agree that we have to make sure that as a community we do not make the same mistakes as had been made. We always need to be careful that when a decision is made, that it is done with the utmost research and prudence, and we never want to be the one who put the City in a bad position. As my youngest daughter Macey says, we never want to be known as “That Guy”. Yes, mistakes will be made as at some point that is just going to happen. The goal, however, is to keep those to a minimum.

Last week, I wrote about driving to work and how I take different routes to see what is occurring in the City. A reader brought to my attention that I needed to drive down his street. Of course, the next day I did and yes I agree with him about his concern. Now this street is less traveled than others in town, but it is “his” street. I often say that the most important street to anyone is “the one they live on”. I get it. Speaking of street maintenance, we are getting a few calls about the mill and overlay in an area of town. Yes, we you will be inconvenienced, but part of process to get work done.

Another reader last week reached out to me about the Interstate 70 project, and they heard it will take 2 years. Yes, I understand that it will take that long, but it is a major project that is under the auspices of the Kansas Department of Transportation (KDOT).There will be inconveniences, but we all were complaining about how rough the Interstate was east of Junction City near Grandview Plaza. Speaking of KDOT projects, work is still being done on the Bridge on East 6th Street. Hopefully by next spring that project will be completed.

Last week I received a note from a property owner regarding improvements adjacent to the property he owns. While the decision had already been made to add this to a project that is underway, I did remark to this person, that he wants the City to cut taxes, but he wanted this project. Of course, we are often told to cut costs, but add more services and improvements. Really tough to do.

The underground fiber optic project is continuing and yes, we do get calls at the office about the work and when a water line is hit. I have been told by another contractor that what is occurring here was exactly what occurs in any City where a fiber optic system is being installed. It appears that at least one other company will be making underground improvements in their system as well. The City cannot limit a company from having a franchise agreement for this type of service. I did have discussions with Kansas Gas Service as the fiber will be near a major natural gas line here in Junction City. This gas line provides natural gas to eastern Kansas and precautions have to be taken.

So, thanks for reading this report. Yes, we will not always agree, and that is probably good. This keeps us in check and reminds us that there are those that are paying attention and reminds us to think twice.

Junction City Manager Allen Dinkel releases his 515 Report

RILEY COUNTY —Law enforcement authorities are investigating a member of the Kansas State University basketball team for an early morning incident in Manhattan.

Just before 2a.m. Sunday, police arrested 22-year-old Naeqwan Tommy Nicholas Tomlin of Manhattan at Tubby's Sports Bar, 1127 Moro Street in Manhattan, according to the Riley County Police Department arrest report.&nbsp; <a href="https://www.kstatesports.com/sports/mens-basketball/roster/nae-qwan-tomlin/11221">Tomlin is a senior member</a> of the K-State basketball team, according to the school's web site.

Tomlin was held on a $750.00 bond on requested charges of&nbsp;Disorderly conduct; Brawling or fighting.&nbsp; He posted bond and was released just before 5a.m., according to online jail records.

 &nbsp;Police released no additional detail early Sunday.

RILEY COUNTY —Law enforcement authorities investigating a shooting at a house party in Manhattan have made three arrests and need the public's assistance finding Marc Oliver, 18, of Manhattan.

Oliver is believed to be armed and dangerous. Do not approach him if seen. Just before 3a.m. October 21, the Riley County Police Department Communication Center received several 911 calls reporting gunfire.&nbsp;When officers arrived on scene, they found 2 male victims with gunshot wounds. A 3rd male victim arrived at the hospital with a gunshot wound from the incident.&nbsp;

On Thursday evening police reported the arrest of 21-year-old Cordarius Gowdy; 18-year-old Damerius McGee both of Ogden and Christopher Stowers, 21, of Manhattan on requested charges&nbsp; of attempted first-degree murder, aggravated battery and one count of firing into an occupied dwelling.

A 3rd male victim arrived at the hospital with a gunshot wound from the incident.&nbsp;On Thursday evening police reported the arrest of 21-year-old Cordarius Gowdy; 18-year-old Damerius McGee both of Ogden and Christopher Stowers, 21, of Manhattan on requested charges&nbsp; of attempted first-degree murder, aggravated battery and one count of firing into an occupied dwelling.

The Junction City Blue Jays defeated the Wichita Heights Falcons by a score of 27-18 on Friday night at Blue Jay Stadium in the first round of the playoffs. 

Junction City set the tempo early, scoring on the opening possession of the game on a 10-yard touchdown run from Michael Boganowski. The Blue Jays never looked back and never trailed in the game despite Wichita Heights keeping the game close. 

The Blue Jays defense gave up three touchdowns on the night, two of them rushing and one of them through the air. Junction City stopped Heights on two different two-point conversion attempts. The Falcons also missed a PAT as well. 

The turning point in the game was late in the second quarter when Junction led 7-6, Brock Bazan punted the football away. As the ball was in the air, it hit a Heights player on the helmet. The Blue Jays recovered it and then scored on the next play, on a three yard touchdown run from Griffon Bohanon. 

Two other key plays in the game came on two long punt returns, one from Losiah Autry and the other from Boganowski, which both led to short fields and touchdowns for the Blue Jays. 

Junction City head football coach Randall Zimmerman expressed that his team played well, but there are still things to improve on if the Blue Jays want to make a deep run in the playoffs. "I am very, very pleased with the win," Zimmerman said. "I think our kids played really hard tonight."

Junction City improves to 6-3 on the season and will travel to Topeka next week to take on number one seed Washburn Rural in the second round of the playoffs.

Police report two arrests in connection with a January  homicide

(TOPEKA, Kan. Oct. 27, 2023) – Stormont Vail Health proudly welcomes Dr. Keir Swisher, an Emergency Medicine specialist providing care for adult and pediatric patients at Stormont Vail Health’s Flint Hills Campus Emergency Department in Junction City.

Swisher, a native Kansan from Lindsborg, became interested in medicine because of his many childhood experiences requiring emergency medical treatment, such as broken bones and lacerations. These trips to the Emergency Room exposed him to emergency medicine and the importance of interactions between physicians and patients.

He started his career in healthcare as a certified nursing assistant. While his childhood contact with healthcare shaped his approach to medicine, his CNA background taught him what is most important to patients and what they need at the bedside for a more comfortable, human connection care experience.

Swisher strives to exceed patients’ needs while alleviating their fears. His reassurance and expertise will significantly support the patient experience in the Flint Hills Campus Emergency Department.

Dr. Swisher comes to Stormont Vail from Salina Regional Health Center in Salina. There, he served as Co-Medical Director of the Emergency Department for 14 years.

In what organizers believe may have been the largest crowd in it's history the All Treats Day Halloween event downtown Thursday evening was a big success.&nbsp; The event included a costume parade led by the Junction City High School Marching Band followed by "Trick-or Treating" throughout the downtown district as merchants handed out treats.&nbsp; After the downtown event more Halloween activities were offered at the 12th Street Community Center.&nbsp; The event was sponsored by the Junction City Area Chamber of Commerce, Junction City Mainstreet and the Junction City Parks and Recreation Department.

&nbsp; Expect a taste of winter this weekend into next week. An upper level disturbance will bring a good chance for rain on Saturday, then the rain will mix with snow and sleet at times into Sunday morning. At this time any sleet or snow accumulations look to be minor, with only a dusting. Overnight lows will dip into the 20s and 30s Saturday and Sunday mornings. Expect a hard freeze Monday morning with lows in the teens and 20s. Highs will remain cold in the 30s to lower 40s, this weekend into next week.&nbsp;&nbsp;

Konza's Community Dental Outreach services were the recipients of the Geary Community Healthcare Foundation’s 70/80's June fundraiser event which raised over $9,000 to support this program by purchasing additional equipment to aide in serving so many students. 

During the school year, their team serves over 80 schools in 19 districts across Northeast Kansas. This program provides critical access to care and is the first encounter with dental services for many students. In some higher-need schools with limited access to dental care, decay rates can be over 30%. Keeping students in the classroom healthy and pain-free is our goal. All dental outreach services are provided at no cost to families and school districts.

Geary Community Healthcare Foundation presents check to KONZA

Geary USD 475 Board of Education members have voted 7-0 to put a planned new early childhood center on District owned property at 820 North Eisenhower in Junction City. That is the site where the former Junction City High School facility used to be located.

The District plans to enter into a lease purchase agreement totaling an estimated $35 million.&nbsp; There would be a 10-year loan repayment plan at 4.5% with federal impact aid being used to help retire the loan.

During the meeting Thursday evening Board members expressed concern about the aesthetic appearance of a chain link fence near the site for the ECC, and that it would not be appropriate next to a $35 million building

A facilities committee will be asked to discuss and prepare a five-year plan for developing and maintaining the entire site, which will also consist of land not utilized by the early childhood center. Board member Jason Butler noted that he wants the site, "to look incredible." He commented that the chain link fence is not aesthetically pleasing. Board member Ron Johnson also noted that he wants "to see a five-year plan and a plan to maintain what we have."

Junction City Commission candidate forum is set for Monday evening

The Kansas Department of Transportation will begin an emergency repair project on the 56th&nbsp;Avenue bridge over K-18 near Manhattan on Monday, Oct. 30, weather permitting. The project will repair damages that were previously made to the underside of the bridge.

During the project’s initial phase, the 56th&nbsp;Avenue bridge and westbound K-18 under the bridge will be closed to traffic to repair or replace damaged girders. Westbound K-18 will be detoured to the 56th&nbsp;Avenue off-ramp and back onto K-18 via the on-ramp. The off-ramp’s stop sign will be covered, with traffic flowing through at a reduced 30 mph speed limit.

Eastbound K-18 traffic will not be impacted. The eastbound K-18 on- and off-ramps will be open south of the bridge.&nbsp;

Manhattan Regional Airport traffic coming from the west can use the K-114 exit and Skyway Drive; traffic from the east can use the Scenic Drive exit and Skyway Drive.

This phase is expected to finish in late December, conditions permitting. Westbound K-18 will then reopen and 56th&nbsp;Avenue will partially open, with one lane in each direction.

Bridges Inc., of Newton, is the prime contractor on the $640,000 project, which is expected to be complete by late January 2024.

The following facilities will remain open all year: - Woodland Hills bathroom &amp; shower house- Hickory Hollow dump station- Vault toilets at boat ramps.

Facilities closing for the winter will include fish cleaning stations, Walnut Grove bathrooms, Cedar Point bathrooms, Eagle Ridge bathrooms and Prairie View bathrooms.

Scare away bacteria with these ideas on keeping goodies safe

&nbsp;Temperatures are dropping and leaves are falling which means Halloween is quickly approaching. While the holiday is not always thought to be overly risky in terms of food safety, any time perishable foods are left out can be a nightmare.

“Perishable foods such as meat and cheese trays, pasta dishes or finger sandwiches should be kept in a refrigerator until the party starts,” said Karen Blakeslee, Kansas State University food scientist and coordinator of K-State’s&nbsp;<a href="https://www.rrc.k-state.edu/">Rapid Response Center</a>.

Blakeslee shared tips on how to keep party food safe to eat:

● Arrange food on small platters so you can refrigerate and rotate food within two hours.

● Use party tray lids as coolers by filling them with ice and setting the trays on top.

● Store treats that need to be hot or cold. They should not be left out at room temperature for longer than two hours. &nbsp;● Wait until the dough and batters are fully cooked before taste testing. Say no to raw dough as uncooked flour has been linked to foodborne illness outbreaks. ● Beware of unpasteurized juice or cider, as it can contain harmful bacteria such as&nbsp;coli&nbsp;O157:H7 or&nbsp;Salmonella.

“Wash your hands before preparing food and keep raw meats away from ready to eat foods to prevent cross contamination,” Blakeslee said.

When planning a Halloween bash, keep in mind food allergies. To avoid allergic reactions, Blakeslee suggests asking guests beforehand if they have any food allergies. Keep in mind that sesame is now the ninth major food that can trigger allergic reactions, she said.

Trick-or-treating can be a sticky situation if candy is not thoroughly inspected. “Parents should examine the treats to avoid any tricks that may be in their bags. If any treats are damaged or open, discard them,” Blakeslee said.

When gathering treats to hand out, consider non-food items for kids with food allergies.

For parents, Blakeslee had another piece of advice to make Halloween a treat – and not a trick. “Give your goblins a meal or snack before trick-or-treating to fuel them through the fun,” she said.

Blakeslee publishes a monthly newsletter called&nbsp;<a href="https://www.rrc.k-state.edu/newsletter/">You Asked It!</a>&nbsp;that provides numerous tips on being safe and healthy.  </figure><h2>Scare away bacteria with these ideas on keeping goodies safe</h2>K-State Research and Extension&nbsp;Temperatures are dropping and leaves are falling which means Halloween is quickly approaching. While the holiday is not always thought to be overly risky in terms of food safety, any time perishable foods are left out can be a nightmare.“Perishable foods such as meat and cheese trays, pasta dishes or finger sandwiches should be kept in a refrigerator until the party starts,” said Karen Blakeslee, Kansas State University food scientist and coordinator of K-State’s&nbsp;<a href="https://www.rrc.k-state.edu/">Rapid Response Center</a>.Blakeslee shared tips on how to keep party food safe to eat:● Arrange food on small platters so you can refrigerate and rotate food within two hours.● Use party tray lids as coolers by filling them with ice and setting the trays on top. ● Store treats that need to be hot or cold. They should not be left out at room temperature for longer than two hours. &nbsp;● Wait until the dough and batters are fully cooked before taste testing. Say no to raw dough as uncooked flour has been linked to foodborne illness outbreaks. ● Beware of unpasteurized juice or cider, as it can contain harmful bacteria such as&nbsp;coli&nbsp;O157:H7 or&nbsp;Salmonella.“Wash your hands before preparing food and keep raw meats away from ready to eat foods to prevent cross contamination,” Blakeslee said.When planning a Halloween bash, keep in mind food allergies. To avoid allergic reactions, Blakeslee suggests asking guests beforehand if they have any food allergies. Keep in mind that sesame is now the ninth major food that can trigger allergic reactions, she said.Trick-or-treating can be a sticky situation if candy is not thoroughly inspected. “Parents should examine the treats to avoid any tricks that may be in their bags. If any treats are damaged or open, discard them,” Blakeslee said.When gathering treats to hand out, consider non-food items for kids with food allergies.For parents, Blakeslee had another piece of advice to make Halloween a treat – and not a trick. “Give your goblins a meal or snack before trick-or-treating to fuel them through the fun,” she said.Blakeslee publishes a monthly newsletter called&nbsp;<a href="https://www.rrc.k-state.edu/newsletter/">You Asked It!</a>&nbsp;that provides numerous tips on being safe and healthy.
