The Kansas Department of Transportation is committed to keeping the highways clear whenever inclement weather impacts the state.

However, KDOT staffing shortages create the potential for highways to not be cleared of snow and ice in a timely manner. The agency is in need of equipment operators – the agency’s primary snowplow operators.

The agency has dealt with reduced staffing in the past, but the shortages have been greater in recent years. Across the state, KDOT is about 25% short of its preferred number of snowplow operators needed to be fully staffed.

“KDOT field crews always do their best, but with less staff, it could cause delays to clear snow and ice from the highways,” said KDOT Director of Field Operations Clay Adams. “We are able to pull in crews from across the state to affected areas, but that’s not always possible depending on the scope and severity of winter storms.”

KDOT snowplow operators work 12-hour shifts. Highways and bridges will be pretreated in advance of approaching storms when possible.

The agency also will deploy employees – including supervisors and managers – with a Commercial Driver’s License (CDL) to plow snow and will hire seasonal employees. KDOT assists selected applicants in obtaining a CDL, including providing training. The Geary County 4-H Foundation is hosting a soup supper and bingo night, Sunday, November 5, starting at 5:30 p.m. at the 4-H/Sr. Citizens Center, 1025 South Spring Valley Road in Junction City.  The Geary County 4-H Foundation is a not for profit organization for the purpose of supporting and promoting the 4-H program in Geary County. 

 Chili, chicken noodle soup, crackers, carrots, and cinnamon rolls will be available for a donation starting at 5:30pm.  Bingo will start about 6:15pm with a nominal charge for bingo cards and prizes for the winners.

Award-winning photographer coming to Discovery Center

Four of five candidates for Junction City Commission participated in a forum this week where they were asked to respond to questions submitted by the public. Approximately 80 people attended the forum at the Geary County 4-H / Senior Center.

During the next few days we will carry the responses by the candidates. Up first today will be Matthew Bea.

What is your vision for Junction City's future?

• My vision for Junction City starts with a new, updated, measurable, and comprehensive plan for the city. Studies and plans have been done for the city, and it’s time that we look at acting on them. Junction City Main Street has been a great source of information for plans looking forward. Junction City Main Street partners with Flint Hills Regional Council, a council geared toward bringing opportunities to the Flint Hills Region. Through this partnership, and paid for by Flint Hills Regional Council grants, Stantec, a consulting organization geared towards solutions for community development, has done studies within Junction City to get residents input on what plans should look like to improve the city. These plans and studies need to be used to help point and guide us in the right direction to build upon the areas that need the most help.

• The second part of my vision for Junction City moving forward, is to mend the bridges and relationships between the City, the County, the School District and Ft. Riley. These four entities are major deciding factors in our community, and we need cohesiveness within the relationships.&nbsp; All 4 need to work together to ensure that Junction City is a marketable community for everyone to live, work and play!

• The third part of my vision is to get back to a community first mindset. We as leaders need to remember that we are working for the overall good of our entire community. Leaders need to make sure to hold everyone accountable within the City and ensure that 1 person is not left to make all the decisions. I believe that our city has been on “auto-pilot” for the past 10-12 years, paying down debt that former leaders got us into. While this model has worked to ensure that the City has paid off what was owed, it is time to look forward at what the residents of this community deserve. We need to look at each department, staffing, budgets, and availability, to ensure that they are doing what is needed to improve the overall quality of life for residents.

• My last vision is to overhaul the Quality of Life within Junction City, taking what has been started and moving it to the next level. Cohesiveness within our youth programs, ensuring that our youth have many options to participate in activities they are interested in. Youth programs,&nbsp; whether sports, the arts, or finding new hobbies, engages local youth to be involved and to take pride in their own city. I believe that Junction City has the potential to be a great destination&nbsp;within the Flint Hills that people want to visit, bringing in revenue of our City. We need to build upon the great opportunities that are already being offered, like FreedomFest, Juneteenth, Oktoberfest and the 911 Memorial, along with all the events our school district hosts. Let’s become the place that people want to hang around after a K-State game, the city that people drive to check out a new local brewery and updated downtown area, and the place that offers the beautiful sights, sounds and activities of Milford Lake.

What do you think are the priorities that need to be addressed in the city?

• Priorities that need to be addressed within the city are blight, generating more income for our city through transient taxes and addressing things that help the quality of like for our residents, such as childcare availability. Blight, or improving the “face” of our city is a huge priority. We&nbsp; need to examine the way that we deal with blight to see if there is a quicker and more effective way to make changes and get to results that make a difference. By helping residents and business owners be invested in and taking care of their own properties. Looking at ways to incentivize property owners to keep their property clean, to keep our community nice looking.

Also, looking at ways to generate more transient tax is a priority that needs to be addressed. Transient tax is key to helping keep our debt down and making more money available to address needs within our city. We need to continue exploring ways, activities and events that will bring more transient tax into our City. Lastly, addressing things that contribute to our overall quality of life is a priority. Currently there is a significant childcare shortage within our community, which affect our workforce development. Working with the Childcare Coalition that has been established to address this need, along with engaging with the school district to look at things like infrastructure, availability of grant funds and other accommodations that could be made is important to look at.

What are specific changes that need to be made and how would you implement them?

• I believe that holding our City employees and residents accountable by re-addressing policies and agreements. Examining how we currently address problems, such as blight within the city. And addressing the quality of life by providing more options for our residents, things to do, events to attend and brining more revenue in.

What solutions do you see to reduce the debt the city currently has?

• Transient taxes, or guest taxes, I believe is a solution to reducing the debt that the city currently has. Our city and community has the great potential to bring in events and people from all over, which would increase our transient tax amounts. Transient taxes could assist in reducing the current debt without burdening our local residents.

Are you in favor of an interchange at Taylor Road? Why or why not?

• I believe that road infrastructure at Taylor Road needs to be addressed. The bridge over Taylor&nbsp; &nbsp;Road is said to be crumbling and becoming unsafe for passage. This itself needs to be managed, but how is the question. Do new need a whole new interchange at Taylor Road or just a fix to a current problem. I mentioned in a forum before that we need to address our Front Yard before we invest more money into our Back Yard. In that statement, I believe that we need to ensure that the interchanges and exits that we currently have need to be inviting and cared for as they are the entrance and welcoming part of our city. If we can’t take of this part of our city first, how does adding to it provide any benefit at this time. If an interchange at Taylor Road is a way to develop our City further, I believe we first need to question how the infrastructure of that&nbsp; development would impact our City and taxes. And make sure that the development of that area is something that everyone agrees and is on board with.

What would be your approach to landowners along Taylor Road who do not want to sell or develop their land?

• My approach to landowners along Taylor Road who do not want to sell/develop their land would be to encourage them to continue to do what is the best interest for them and their family. Current landowners in that area need to know that it is their land, and no one should be telling them what they need to do with it. Everyone on both sides, needs to be willing to listen to all parties involved and figure out what is best for all.

Are you in favor of a slaughterhouse on Taylor Road? Why or why not?

• For me, this a two-part answer. Do I believe that our community could benefit from another large company investing in Junction City and bringing in good paying jobs for our citizens, yes. But what type of company/business that is, along with where they would go, is the more important answer.

If a Harvest Plant on Taylor Road is the answer, NO, I do not believe this is good fit for our community. Looking at an overall view and what I do know, if the City isn’t ready to spend money on infrastructure needs that currently exist, why would the City add more debt by investing in infrastructure that doesn’t even exist. In addition, understanding that a plant like that would harm our drinking water, effect the rivers that dump into our lakes (and protect us from tornados), and impact the air quality in our area, is not worth having a business like that here.

Lastly, forcing current landowners to make quick decisions that they don’t want to make is not taking care of our current residents.

How would you include the public in the plan for upcoming developments and a long-range plan for Junction City?

• I think we need to look toward a current organization already doing this for our community and follow their lead. Junction City Mainstreet models itself that everything they do is to directly benefit our community. From bringing events in town, like Hometown Christmas or the Main Street Market, to hosting open houses and meet and greets. As I mentioned earlier, they used Stantec to survey the pubic on what they want for our community, by getting feedback, asking questions, and getting ideas. I believe that our residents need to have a voice in what upcoming and future plans are for Junction City and believe that an organization like Junction City Mainstreet can help with that. In addition, providing the residents with more information and communication about what is being done at the City level. Putting out a “review” of the City Commission meetings and providing more open communication I believe is important.

We need to build upon the great opportunities that are already being offered, like FreedomFest, Juneteenth, Oktoberfest and the 911 Memorial, along with all the events our school district hosts. Let’s become the place that people want to hang around after a K-State game, the city that people drive to check out a new local brewery and updated downtown area, and the place that offers the beautiful sights, sounds and activities of Milford Lake.What do you think are the priorities that need to be addressed in the city?• Priorities that need to be addressed within the city are blight, generating more income for our city through transient taxes and addressing things that help the quality of like for our residents, such as childcare availability. Blight, or improving the “face” of our city is a huge priority. We&nbsp; need to examine the way that we deal with blight to see if there is a quicker and more effective way to make changes and get to results that make a difference. By helping residents and business owners be invested in and taking care of their own properties. Looking at ways to incentivize property owners to keep their property clean, to keep our community nice looking.Also, looking at ways to generate more transient tax is a priority that needs to be addressed. Transient tax is key to helping keep our debt down and making more money available to address needs within our city. We need to continue exploring ways, activities and events that will bring more transient tax into our City. Lastly, addressing things that contribute to our overall quality of life is a priority. Currently there is a significant childcare shortage within our community, which affect our workforce development. Working with the Childcare Coalition that has been established to address this need, along with engaging with the school district to look at things like infrastructure, availability of grant funds and other accommodations that could be made is important to look at.What are specific changes that need to be made and how would you implement them?• I believe that holding our City employees and residents accountable by re-addressing policies and agreements. Examining how we currently address problems, such as blight within the city. And addressing the quality of life by providing more options for our residents, things to do, events to attend and brining more revenue in.What solutions do you see to reduce the debt the city currently has?• Transient taxes, or guest taxes, I believe is a solution to reducing the debt that the city currently has. Our city and community has the great potential to bring in events and people from all over, which would increase our transient tax amounts. Transient taxes could assist in reducing the current debt without burdening our local residents.Are you in favor of an interchange at Taylor Road? Why or why not?• I believe that road infrastructure at Taylor Road needs to be addressed. The bridge over Taylor&nbsp; &nbsp;Road is said to be crumbling and becoming unsafe for passage. This itself needs to be managed, but how is the question. Do new need a whole new interchange at Taylor Road or just a fix to a current problem. I mentioned in a forum before that we need to address our Front Yard before we invest more money into our Back Yard. In that statement, I believe that we need to ensure that the interchanges and exits that we currently have need to be inviting and cared for as they are the entrance and welcoming part of our city. If we can’t take of this part of our city first, how does adding to it provide any benefit at this time. If an interchange at Taylor Road is a way to develop our City further, I believe we first need to question how the infrastructure of that&nbsp; development would impact our City and taxes. And make sure that the development of that area is something that everyone agrees and is on board with.What would be your approach to landowners along Taylor Road who do not want to sell or develop their land?• My approach to landowners along Taylor Road who do not want to sell/develop their land would be to encourage them to continue to do what is the best interest for them and their family. Current landowners in that area need to know that it is their land, and no one should be telling them what they need to do with it. Everyone on both sides, needs to be willing to listen to all parties involved and figure out what is best for all.Are you in favor of a slaughterhouse on Taylor Road? Why or why not?• For me, this a two-part answer. Do I believe that our community could benefit from another large company investing in Junction City and bringing in good paying jobs for our citizens, yes. But what type of company/business that is, along with where they would go, is the more important answer.If a Harvest Plant on Taylor Road is the answer, NO, I do not believe this is good fit for our community. Looking at an overall view and what I do know, if the City isn’t ready to spend money on infrastructure needs that currently exist, why would the City add more debt by investing in infrastructure that doesn’t even exist. In addition, understanding that a plant like that would harm our drinking water, effect the rivers that dump into our lakes (and protect us from tornados), and impact the air quality in our area, is not worth having a business like that here.Lastly, forcing current landowners to make quick decisions that they don’t want to make is not taking care of our current residents.How would you include the public in the plan for upcoming developments and a long-range plan for Junction City?• I think we need to look toward a current organization already doing this for our community and follow their lead. Junction City Mainstreet models itself that everything they do is to directly benefit our community. From bringing events in town, like Hometown Christmas or the Main Street Market, to hosting open houses and meet and greets. As I mentioned earlier, they used Stantec to survey the pubic on what they want for our community, by getting feedback, asking questions, and getting ideas. I believe that our residents need to have a voice in what upcoming and future plans are for Junction City and believe that an organization like Junction City Mainstreet can help with that. In addition, providing the residents with more information and communication about what is being done at the City level. Putting out a “review” of the City Commission meetings and providing more open communication I believe is important.Tomorrow we will provide the responses from Richard Pinaire.

Sherri Childs, Geary County Treasurer has announced that the 2023 tax statements will go out November 9th. Taxpayers that have their mortgage company escrow their tax will be sent a ‘copy’ of the bill for informational purposes.

The 1st half taxes are due December 20th, 2023. Taxpayers are encouraged to avoid waiting in line by mailing their taxes. If mailing your payment, they should be postmarked no later than the 20th. Anyone wishing to receive a receipt will need to indicate this by marking the appropriate box on the payment stub.

Once you receive your bill and you have questions regarding the assessment of the property, you can call the appraiser’s office at 785 238 4407. The treasurer’s office is responsible for the mailing and collection of the statements but, does not assess properties for valuation purposes.

Real Estate taxes may be paid in full or half by December 20th, 2023. Second half taxes are due by May 10, 2024. Postmark accepted on current payments.

Statutorily, at least half of the personal property tax is due December 20, 2023, if you fail to pay the first half, the full amount plus interest becomes due. Once you pay the first half, the 2nd half is due by May 10, 2024 the same as real estate. No motor vehicle transactions can be processed for persons having delinquent personal property taxes.

Participants in the neighborhood revitalization program must have their taxes paid in full before a rebate check will be issued.

If a taxpayer does not receive a tax bill, please call 238-6021. It is the responsibility of the taxpayer to ensure their taxes are paid. Tax statements go out in the near future

JUNCTION CITY, Kan.– Geary&nbsp; USD 475 recently received news that the district was awarded a 2023 Department of Defense Education Activity grant.“We are grateful to have the opportunity to apply for it. Because 50 percent or more of our students are military connected, we are a great candidate for these resources,” said Dr. Reginald Eggleston, Geary County Schools USD 475 Superintendent.

With the grant, USD 475 received $2 million dollars for its Individual Plan of Study Project application, which strives to prepare all students for success tomorrow and in the future. The project focuses on learning objectives involving math, reading and science following core curricular areas.

The project goals will focus on grades fifth through 12th where students begin to build individual plans of study in their fifth-grade year, which will help inform their choices as they move forward through high school. The plan uses best practices in digital literacy, problem-solving, programming skills, college and career readiness, dual credit-coursework, internships, career exploration and work release opportunities. The grant will also support kindergarten through 12th grade students with multi-tiered system of supports to help bolster what the schools consider vulnerable populations.

RILEY COUNTY—Law enforcement authorities are investigating alleged criminal damage to property in Manhattan.

Just before 10:30a.m. Monday, officers filed a report for criminal damage to property in the 1300 block of Laramie Street in Manhattan, according to the Riley County Police Department activity report.

The City of Manhattan reported a known male suspect damaged the parking garage elevator. The estimated total loss associated with this case is approximately $5,000

Curtain for the shows November 3rd, 4th and 5th is 7:30 p.m. this coming Friday and Saturday and 2:00 p.m. for the Sunday matinee. The same schedule will be used for the shows the following weekend November 10th, 11th and 12th.

"Jersey Boys" opens this weekend

There will be a ribbon cutting for Operation Santa Claus at Santa’s Fort Riley workshop, 5306 Reese Street, Thursday, Nov. 2, 4 p.m.

Through Operation Santa Claus, Fort Riley and the surrounding communities assist local active duty junior enlisted service members who have financial needs by providing gifts for their children. Soldiers and their family members apply for the program through their&nbsp; units.

Operation Santa Claus is in its 39th year at Fort Riley and is accepting donations of new, unwrapped toys in the $10 - $20 price range for children ages birth to 18 years. Donation boxes are located on Fort Riley and at businesses throughout Junction City and Manhattan.

United Way is getting a boost Thursday from Tyme Out Lounge in Grandview Plaza. It will be Schnitzel Night.

From 4-8 p.m. a percentage of sales will be donated to Junction City - Geary County United Way. According to United Way, Tyme Out Lounge has been open 31 years this week.

Tyme Out Lounge will help raise funds for United Way

U.S. Senator Roger Marshall, Fort Riley leaders, USD 475 Board of Education members and staff plus Geary County Commissioner Alex Tyson participated in a discussion on mental health and a tour Friday at Morris Hill Elementary School.

During a discussion at the weekly county commission meeting on Monday,Tyson recapped the conversation on mental health and what can be done within schools. He noted that when you're trying to offer more services funding is often a problem.&nbsp;

Children will be out trick or treating Tuesday evening, Halloween night. 

In Junction City Police Chief John Lamb said the witches wail warning siren sounding an end to the trick or treating will be at 8 p.m.

Police plan to be out in force with cars, and will be giving away hand held blue glow sticks that will say "boo to drugs." The JCPD has 600 of the glow sticks to give away.

Trick or treating is a Halloween tradition

TOPEKA&nbsp;– The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, will begin on Wednesday, November 1 and remain in effect through March 31.

While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when the local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.

The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.

Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. The remaining balance must be paid in equal payments over the next 11 months, in addition to the current monthly bill.

It’s all downhill from here! While fall harvest continues on our central Kansas farm, the difference from harvesting the corn in August compared to beginning to harvest sorghum now is we can see the finish line ahead of us! In all of my years on the farm, I know that the closer we get to Thanksgiving, the closer we are to wrapping up our fall farming requirements.&nbsp;I also know that we’re getting closer to the end of this season because all the wheat has now been sown.&nbsp;It’s a great feeling to know that things on the farm we’ve put lower on the list of priorities will start getting some attention.&nbsp;Soon, we’ll move equipment into the shop for the winter, spend some quality time deep cleaning the house and office, and I’ll begrudgingly tackle piles of laundry. The cattle will be moved to winter pasture, the ram will be turned out with the ewes, and the migratory birds will present their patterns in the sky above.

In all, for our operation, we’ll have much more flexibility in our days compared to what we’ve had over the last few months. It’s during this relatively flexible season where we often attend more meetings, take trips out of town with the family, RSVP to weddings without hesitation, regularly attend school events and generally feel better about firmly committing to requests instead of taking the “I can do that if it rains” approach. Simply put, once we reach that fall harvest and planting finish line, we can be more available. Available to our family. Available to our friends. Available to our communities.&nbsp;&nbsp;

One of the many areas that would absolutely welcome our availability is within our local schools. Schools are in desperate need of emergency substitutes. Whether it’s filling in for a classroom teacher, para educator, kitchen staff, office staff, or bus driver, schools need help from those who are available.&nbsp;It’s a national issue that I know all too well having multiple family and friends working in public education. I also know the need because of what we are experiencing with our own children. Recently we were notified our school district was again consolidating bus routes because of a lack of regular drivers and substitute drivers available. Our school district communicated to us that it could take up to two and a half to three hours for some of our rural route kids to get home from school on consolidated routes. 

You might not want to fully commit to driving a bus or being called whenever a substitute is needed for an entire school year. But in Kansas, there are allowances for emergency substitutes – both in the school building and transporting school kids.&nbsp;For example, there is an allowance to waive a number of requirements to allow for emergency substitute bus drivers. The major catch is the emergency bus driver can drive no more than five days during a school year.&nbsp;If you have your CDL, a quick trip to your local DMV to pass some written and skills-based tests to receive your “passenger” and “school bus” endorsements will likely make you available for your local school district as an emergency substitute bus driver.&nbsp;If you can be available for five days during your slower season to help drive a bus of FFA students to an event, to get the choir students to a contest, to allow a class of students to experience a field trip, to transport a sports team to their game or to promptly get kiddos to or from school, please consider contacting your local school district or the Kansas State Department of Education’s School Bus Safety Unit to confirm you qualify.

Additionally, if you have your high school diploma, you’re likely eligible to help serve as a substitute within Kansas school buildings per temporary modifications for emergency substitute licensing. Whether you can be available for a couple days to help out as an emergency substitute bus driver, or by helping in a school building, many of us in agriculture may be inching closer and closer to wrapping up fall activities on our operations.&nbsp;As you get closer to your fall harvest finish line, consider reaching out to your local school district and see how your upcoming season of increased flexibility and availability can be of help to school staff and students during to your slower season on the farm."
