Lee Fowler has decided to appoint former former 8th Judicial District Chief Judge Michael Powers to serve as a Special Master in the case involving the Junction City - Geary County dispute over EMS Service costs. Right now the two sides are about $150,000 apart on the amount of money the County should pay for 2024.

Junction City Attorney Britain Stites noted that there will be a 60-day Discovery period, and Powers has authority to resolve Discovery disputes.

The City has been seeking $1.8 million while the County has suggested $1,650,000.

Judge appoints a Special Master 

Deanna Pierson wants to bring a niche marketing manufacturing facility to the Montgomery Building on West 6th Street. She told Junction City Commissioners Tuesday night that she wants to acquire an existing cookie cutter manufacturing facility that's been in business for 30 years, and that is for sale. It would be brought from Missouri to Junction City.

Pearson wants the City to sponsor a community development block grant application which if awarded, would be in the form of a loan where she would have to make repayment. She would get 25% forgiveness if she creates about 20 jobs that she has proposed.

Pearson will seek $700,000 in grant funding&nbsp; and would raise just under $1.2 million on her own. She would utilize the entire Montgomery Building for her operation. She informed the commission that the KJCK radio station ( 107.9 FM / 1420 AM ) could stay but the other organizations in the building would have to leave when their lease expires. Other organizations in the structure include the Chamber of Commerce, Convention &amp; Visitors Bureau, Twin Valley,&nbsp; JC Home Association and a carpet business.

The city commission would be asked to consider approval of a resolution of support and set a public hearing for a grant application, but for now the governing body has tabled the request so staff can gather more information and report back to the governing body at their next meeting.

Mayor Pat Landes expressed concern about zoning issues and throwing manufacturing right in the middle of 6th Street. A zoning change could also have to be necessary.

Commissioner Jeff Underhill expressed concerns as well, noting that there was no business plan or building. "I can't say that I'm in favor of that with what we've been presented right now. Pearson countered that the information mentioned is contained in a notebook with nearly 500 pages that has been presented to the city manager.

In documents provided to the City, Pearson noted about 100 orders would be shipped from the&nbsp; facility daily by UPS, Fed EX and the Postal Service. A bake shop for sugar cookies, ice cream and cupcakes would also be established.

There would be an Aug. 1 move-in and it would take up to two years to establish 20 jobs.

There will be new starting and ending times for secondary schools in USD 475 next school year. A check with the District revealed that the changes will include:

Junction City High School beginning at 7:40 a.m. and dismissing at 2:55 p.m.

City Middle and Fort Riley Middle Schools will begin at 8:30 a.m. and dismiss at 3:45 p.m.

The Board of Education has approved the changes.

BOE approves new starting and ending times for secondary schools in 2024-25 school year

There is a desire to know if the slaughterhouse project that was proposed on the southwest edge of Junction City is on or off the table. During discussion Tuesday night about the possibility of a nearby Taylor Road interchange project off of I-70 city commissioners heard some comments that it is not on the table, but there were lingering questions.

Commissioner Richard Pinaire urged City Manager Allen Dinkel to inquire of the EDC president to verify what has been said about the slaughterhouse. "If it is in fact off the table completely. I think the public needs to know and people have asked for that."

City Manager Allen Dinkel said that he would direct the&nbsp; request to EDC Director Mickey Fornaro-Dean and would let her address it. Pinaire responded. "I think Mickey needs to address it."

There has been strong opposition to the slaughterhouse by many in the community. On Tuesday night State Representative Nate Butler said that he hoped retail or light industry would replace it.

On the Taylor Road project Deanna Munson expressed concern. She wanted to know why more than $41 million would be spent to put together a project that may or may not be good for Junction City. Much of the funding would come from KDOT but the local match share for the city on the project including&nbsp; nearby road improvements related to the interchange would be about $15 million.&nbsp;

No final action has been taken on the interchange project.

&nbsp;Junction City Manager Allen Dinkel says that he will retire later this year. Dinkel read a letter at the Junction City Commission meeting Tuesday night. "I'm announcing my retirement / resignation as city manager of the City of Junction City after more than nine years by no later than Sept. 27, 2024."

Dinkel said over the next couple of weeks he would be refining that date as he worked through various retirement issues, "while in the meantime committing myself to a proper transition period as well as the preparation of the 2025 city budget."

Dinkel commented that over the next few months he would work with other staff members to ensure all issues are covered and understood. The city manager added that he has great confidence in the professionals he worked with on a daily basis and that they would do their part.

Dinkel said he has served in city management in Kansas for more than 35 years. He made the decision to retire after discussions with his family, and also noted that he had been thinking about it for four years.

The issue will go to a status hearing before 5th Judicial District Judge W. Lee Fowler at 9:30 a.m. Wednesday.

Tuesday night the city commission noted that they were getting closer but there was no final number agreed on yet. The judge could appoint a master to serve as a mediator with some binding powers in the matter.

The city wanted a payment of $1.8 million and the county has offered $1.650 million.

In February&nbsp;Judge Fowler, granted a request by Geary County Commissioners for a temporary injunction in the EMS services case. At that time&nbsp; Junction City was prevented from suspending EMS Services outside city limits, the County had to jeep keep paying for the service, and the Judge allowed the two entities to continue negotiations or determine a new contract.

EMS Service cost issue will go back to the judge

U.S. Senator Jerry Moran payed an unexpected visit to the Geary County Commission on Monday. He informed the governing body that a recent transportation appropriation bill was approved that contained money to redo the interchange at K-18 and I-70. The Senator noted that the interchange is odd and needs attention.&nbsp;

Moran also touched on recent funding allotted for Fort Riley totaling $116.3 million. It will cover projects including $105 million for an aircraft maintenance hangar, 8.7 million for infantry platoon battle course, $1.6 million for planning and design of a new air traffic control tower and $1.1 million for planning and design improvements to the Bob Dole Railyard.

Moran said it all fits into a plan to ensure that if there are more Soldiers to be placed somewhere that the location is at Fort Riley. He noted his long term mission has been to more than adequately fund schools and healthcare, and continue to improve the funding for housing. The Senator said that there was money designated last year for construction of barracks, and as he understood it planning and design work for that project is about over.

On the goal of obtaining a third brigade of troops for Fort Riley Moran indicated it may not happen anytime soon but there are efforts to ensure that the lack of recruitment and end strength reductions Fort Riley does not lose much of anything.&nbsp;

On a separate topic Moran noted that he is the Co-Chair of the Army Caucus in the Senate.&nbsp;

&nbsp;Four schools in Geary County Schools USD 475 were recently awarded the 2023 Civic Advocacy Network (CAN) award from the Kansas State Department of Education. USD 475 Communications Coordinator Matt Hoover said they include Fort Riley Elementary, Junction City High School, Lincoln Elementary and Spring Valley Elementary 

All received the coveted award for their exceptional work within the community. Overall, USD 475 was the only school district in the entire state to have more than one school honored, while only 10 schools total received the Civic Advocacy Network award.

It is hard to believe that the end of March is here, and we will end the first quarter of the year. Of course, we look forward to the warmer weather and more hours of “daylight” and we all will be outside more often. When it was very cold this past winter, I, like many of you, probably promised not to complain if it gets to “hot” this summer.

About a month ago on a very nice day, we got a call about why the restrooms in the park were not open yet. That is a question we get each year. As you know the restrooms in the park are not heated so the plumbing is “winterized” during the colder months. Even though it would nice to have those facilities open, we know it can and will get cold again and would have to prepare for cold weather again. Really no different than companies who make asphalt. They shut down for the winter and then wait in the spring thill the weather is right to “kick it back up” again.

As the weather begins to warm up, everything will begin to grow. This of course includes grass and weeds. Even though most take care of keeping their property mowed and “looking good”, there are those who neglect their property and become in violation of City Code. Staff members in the Codes Department then travel the City to find those who must be sent a letter that they are in violation and must take care of their property.

These letters, per State Statute and City Code are sent by certified letter. Even though some of these are sent to property owners who regularly neglect their property each year,

staff does have to wait until the property is in violation. With weeds and grass only 1 notice is sent each year and subsequent tall weeds, and grass can be addressed without a additional notice that given year.

The Codes Department is working to make a list of structures to bring to the City Commission to be considered as unsafe or dangerous structures unfit for human use or habitation. I have not seen the complete list yet, but it will probably be 15 to 20 structures. Again, there is a process involved which includes legal notices, a public hearing, and various resolutions. Each year there are property owners who have done nothing on their property for years and sometimes do not even show up to the public hearing, but then want more time and make promises of hos they will improve their property. Of course, if the building is not addressed the City will order and pay for the demolition and removal of the structure. The City pays the costs and then bills the property owner. It they don’t pay the costs are assessed to the property taxes. The City however will never own the property as at some time the property could go up at a “Tax Sale.”

Parks and Rec. staff is preparing the parks for the summer season and soon will focus on the swimming pool. They have opened the skating rink at Spin City on various days and attendance has been good. The current Parks staff has operated the facility, so costs have been held in place. We will continue to evaluate the various uses for this structure and how it can be a great asset for the City.

The City Commission will review bids this week for the 2024 Street Maintenance project That cost will exceed $1.5 million. A large portion of the work will be done on West Sixth Street. So, when that is done there will be some inconveniences, but it is just part of the process.

The 6th Street bridge is a KDOT and not a City project. I think we are all ready for the bridge to be open and the traffic flow will go back to normal. Of course, the Interstate project will be interesting and sometime this year the roundabout on South Washington Street will be replaced. Yes there will be inconveniences, but part of the process.

Of course, we look forward to the warmer weather and more hours of “daylight” and we all will be outside more often. When it was very cold this past winter, I, like many of you, probably promised not to complain if it gets to “hot” this summer.About a month ago on a very nice day, we got a call about why the restrooms in the park were not open yet. That is a question we get each year. As you know the restrooms in the park are not heated so the plumbing is “winterized” during the colder months. Even though it would nice to have those facilities open, we know it can and will get cold again and would have to prepare for cold weather again. Really no different than companies who make asphalt. They shut down for the winter and then wait in the spring thill the weather is right to “kick it back up” again.As the weather begins to warm up, everything will begin to grow. This of course includes grass and weeds. Even though most take care of keeping their property mowed and “looking good”, there are those who neglect their property and become in violation of City Code. Staff members in the Codes Department then travel the City to find those who must be sent a letter that they are in violation and must take care of their property.These letters, per State Statute and City Code are sent by certified letter. Even though some of these are sent to property owners who regularly neglect their property each year,staff does have to wait until the property is in violation. With weeds and grass only 1 notice is sent each year and subsequent tall weeds, and grass can be addressed without a additional notice that given year.The Codes Department is working to make a list of structures to bring to the City Commission to be considered as unsafe or dangerous structures unfit for human use or habitation. I have not seen the complete list yet, but it will probably be 15 to 20 structures. Again, there is a process involved which includes legal notices, a public hearing, and various resolutions. Each year there are property owners who have done nothing on their property for years and sometimes do not even show up to the public hearing, but then want more time and make promises of hos they will improve their property. Of course, if the building is not addressed the City will order and pay for the demolition and removal of the structure. The City pays the costs and then bills the property owner. It they don’t pay the costs are assessed to the property taxes. The City however will never own the property as at some time the property could go up at a “Tax Sale.”Parks and Rec. staff is preparing the parks for the summer season and soon will focus on the swimming pool. They have opened the skating rink at Spin City on various days and attendance has been good. The current Parks staff has operated the facility, so costs have been held in place. According to discussion at the county commission meeting Monday the city had budgeted $2 million and the county $1.5 million for this year. 

The latest positions included $1.8 million for the city and $1,650,000 for the county, or $137,500 per month for the county. Discussion on EMS negotiation and litigation is scheduled on the Junction City Commission meeting agenda Tuesday night.

A fire that began as a controlled burn and then spread out of control approximately nine miles southeast of Junction City Sunday evening required firefighters from Geary County, Dwight and White City&nbsp; to put it out. There were no injuries but permission had not been granted to burn. The case is under investigation, according to the Geary County Rural Fire Department.

Thirty firefighters and 13 fire trucks were used to battle the fire. About 200 acres belonging to two property owners combined burned. Firefighters were on the scene about four and a half hours.&nbsp;

This past Saturday was also a busy grassland burning day in the county. There were 28 burns covering about 7,000 acres but no calls for authorities.

This is the time of year when farm producers and ranchers burn grassland.&nbsp;

The month of April is reserved for agriculture controlled burns only. No brush of any kind is allowed.

Three fire departments work to battle a pasture fire

&nbsp;The Junction City Arts Council has moved to its new location at 131 W. 7th St in the Munson Education Building. The Arts Council is offering classes for children and adults in the new Art Studio.&nbsp; 

The Council also conducts monthly painting classes for seniors at the Geary County Senior Center.

Their mission remains to support, strengthen, and promote the arts, culture, and creativity in Junction City.&nbsp;

GARDEN CITY — Kansas State University Research and Extension agents are&nbsp;<a target="_blank" href="https://eupdate.agronomy.ksu.edu/article_new/army-cutworm-activity-in-western-kansas-584-6">alerting western Kansas farmers</a>&nbsp;and landowners to begin looking for a common springtime pest.

The army cutworm is starting to make an appearance in some wheat and triticale fields in the far western region of the state, said Anthony Zukoff, an entomologist at K-State.

“The army cutworm is … one of the first pests that producers need to start looking for in the spring,” Zukoff said.

Army cutworms also are commonly known by their adult name, miller moths. Zukoff said adult moths fly from the Rocky Mountains into western Kansas from late summer into fall. The moths spend two months laying eggs in fields, especially those that are freshly cultivated or seeded, which begin hatching in spring.

K-State entomologists say that female miller moths can lay up to 1,000 eggs. The cutworm larvae subsist on crop leaves until they grow into adult moths.

After hatching, army cutworm caterpillars immediately start to eat. Farmers can easily spot evidence of cutworms by looking for “windowpane” damage on leaves. The caterpillars will eat a small square portion out of the surface of the leaf, which resembles the shape of a windowpane.

“If your wheat stand came up thinner than usual during the fall, then you may be more susceptible to (the army cutworm),” Zukoff said.

The army cutworm is less pesky in eastern Kansas. Zukoff said the caterpillars are prone to diseases that exist within the moisture-rich soils farther east, however miller moths were observed in eastern Kansas last spring.

Last fall, a large number of miller moths were trapped by K-State entomologists as part of a monitoring effort established by Zukoff called the Kansas Insect Trapping Network. 

Almost 2,000 moths were caught in October at one location in western Kansas. 

Entomologists wrote online that, generally, trap counts of about 800 moths indicate significant caterpillar activity the following spring. Their goal is to collect more data as it’s only their second year for trapping insects.

“We don’t know the historic trends for some of these pests, so as we get multiple years of trap data, we can correlate that to potential outbreaks of army cutworms,” Zukoff said. “We can tell ag producers to be on their toes, and we can customize pest management recommendations with several years of data.”

The Insect Trapping Network currently includes local extension agents who are building and operating insect traps in their counties, but Zukoff said he has plans to expand the network to include ag producers and landowners.

One of the main questions K-State entomologists receive is about how to kill a particular pest. The K-State Entomology Department website offers&nbsp;<a target="_blank" href="https://blogs.k-state.edu/kansasbugs/2018/05/11/insect-management-guides-2018/">an insect management guide for every crop and commodity</a>. Zukoff said adult miller moths do not pose a threat to crops, only the young caterpillars, so ag producers don’t need to worry about spraying for the moths.

“That would be a waste,” Zukoff said. “We’ll get nightly waves of moths coming from new places. They’re just a nuisance we have to deal with for a few weeks.”

Operations Captain Reyan Rikoric said Frandin began his career at the Junction City Police Department in 1996 and moved to the Sheriff’s Office in 2004. Frandin served a total of 20 years with the Geary County Sheriff’s Office and 8 years with the Junction City Police Department.

Geary County Commissioners received both bad and good news about sales tax revenues on Monday.&nbsp;

Sales tax revenues for the January through March time frame this year were down for the general fund just under $30,000 compared to 2023 and for the hospital dedicated tax down $4,700. For the good news County Finance Director Tami Robison noted 25% into the year that for the hospital dedicated tax 25.41% of the amount budgeted was received. On the general fund the county has received 31.35% of their budget, which is above the 25% mark in the year. "While we have collected less than 2023 we're still okay budgetarily for what we budgeted."

Commissioner Trish Giordano noted, "Shows how important it is to shop local." Commissioner Alex Tyson pointed to Fort Riley deployments, saying "We don't have everybody here so that should change in a few months I believe."

Fire Chief Jason Lankas has announced that the Junction City Fire Department will continue hydrant testing starting April 1st during the hours of 8:00 AM to 5:00PM Monday through Friday. The City hydrants will be tested to ensure they're operable and able to produce the required water pressure when needed to supply water for firefighting purposes.

Because this testing must be done during normal operating hours, it is impossible to know in advance just where or when exactly the testing will take place in any specific area.

Opening hydrants can sometimes cause a temporary discoloration of water in nearby homes. The discoloration is not harmful in any way and can be cleared up by running the water for a few minutes.

This kind of testing not only ensures the protection of Junction City residents and is also an evaluation indicator used by the Insurance Services Organization which rates cities according to the fire protection they offer. The recent Insurance Services Organization rating resulted in the elevation of Junction City to a Class 3 protection rating.

The following areas is where this year’s testing of hydrants will be;

1st concentration – Zone 213 east of U.S. Highway 77 to Caroline Avenue and south of Saint Marys Road to Goldenbelt Boulevard

2nd concentration – Zone 215 south of I-70, and west of U.S. 77 Industrial Park Area

3rd Concentration – Zone 210 east of Eisenhower Dr. to Madison Street and north of 8th Street to Ash Street.

4th Concentration – Zone 207 east of Eisenhower Drive to Madison Street and from 8th street to the north

5th Concentration – Zone 203 east of 77 Hwy to Custer Rodd and everything north of North Park Drive.

RILEY COUNTY —Law enforcement authorities are investigating alleged fraud in Manhattan.

On Marh 29, officers filed a report of forgery, making false information, and theft by deception in the 200 block of S. Seth Child Road, according to the Riley County Police Department activity report

Community First National Bank, First National Bank, and Bayer Construction reported a 56-year-old man from Topeka fraudulently cashed checks and or paid for services with fraudulent checks. 

Total loss associated with this report is $10,099.78.

RCPD investigating $10,099.78 check fraud in Manhattan

RILEY COUNTY—One person was injured in an accident just after 11:30a.m. March 29, in Manhattan.

A 2007 Pontiac G5 driven by Ida Ditto, 72, of Manhattan struck a bicycle ridden by Mike Boston, 63, of Manhattan, in the 400 Block of Colorado Street, according to the Riley County Police Department activity report on Monday.

EMS transported Boston to the hospital for non-life-threatening injuries. Ditto was cited for no proof of insurance.
