TOPEKA, Kan. — The Kansas Chamber released the 19th edition of its Annual Business Leaders Poll on Tuesday, Dec. 19. 

The Chamber commissions Cole Hargrave Snodgrass and Associates (CHS) annually to conduct a scientific poll of 300 Kansas business leaders to gauge their thoughts and concerns regarding the Kansas business and political climates.

"The top concern, still, is to lower taxes on business at 45%," said Pat McFerron with&nbsp; Cole Hargrave Snodgrass and Associates. "We have seen it higher a few times, but it is up five points from last year."

More than one in four Kansas businesses are planning for more people.

"We do have 26% of Kansas businesses saying they plan to increase their workforce next year," McFerron said. "If you look at the long-term trend, dating back to 2005, that's still a pretty decent number, but compared to what we saw coming out of the pandemic, that number has come down quite a bit."

Also, survey participants are generally dissatisfied with the workforce, and this has been a downward trend for some time.

"See what's happened from 2010 to 2023," McFerron said. "In those 14 years, we've gone from 75% satisfaction to 43% satisfied with the workforce. This is not just a post-pandemic trend line that we see. We continue to see it apply among those who are hiring folks, those who need the workforce, who want to grow the workforce."

The Chamber will release its legislative agenda for the 2024 session in January.

Kansas Chamber survey lists taxes as chief concern

On social media Saturday afternoon, Trooper Ben Gardner sent a big thank you to Trooper R. Davis for ensuring safety with a crucial traffic stop. Davis stopped a motorist for driving 119mph in a 75 zone on Interstate 70 eastbound in Dickinson County.&nbsp; The total fine for the speeding violatio is $513, according to Gardner. "Slow down and make our holiday travels safe for everyone."

The Geary County Sheriff's Department has announced via social media that Sheriff's Office employees recently&nbsp;gathered for not just a holiday celebration but also to honor some very specific employees.

--Corrections Officer Lt. Damon Artavia Corrections Officer of the Year.&nbsp;

--Corrections Officer Mileyka McAfee was honored with the Life Saving Award of the Year for corrections. McAfee reacted quickly to an unresponsive offender in jail by administering CPR until medical personnel arrived.

--Capt. Justin Stopper, Lt. James Regalado and Deputy Shawn Weeks for their life saving work in late December 2022. The trio went out on Milford Lake in extreme conditions to rescue a hunter whose small watercraft became disabled.

--Bradley Rose was presented with Civilian of the Year for his untiring work within the Sheriff's Office

--Sgt. Steven Clarke was given the Deputy of the Year award for his continual work on the road and positive attitude within the department.

Sheriff's Department employees are honored

The year 2023 is nearly over and we all look forward to the New Year and all of the challenges and opportunities that are ahead. However, before we take the calendar off of the wall and replace it with the 2024 model, we will spend a few minutes looking back at the past 12 months.

As it has been for the past 15 or so years, City finances have been the major focus. The story of the financial crisis of the City is well known. I can visit with the employees who were with the City at that time, and they tell of the “horror” stories of the City financial crisis. I have heard of the employee furloughs and the days there was barely enough money in the City coffers to “make payroll.” It doesn’t pay to rehash what had occurred, but a pathway was found to turn it around. When I arrived here in 2015 to take the job of City Manager, the General Obligation (G.O.) Debt Load was over $115 million. And there was about $12 Million owed from loans made with the Kansas Department of Transportation (KDOT). Now the balance has dropped by about $65 million in G.O. and about $5 million in KDOT debt and we continue to move “South”. When I first arrived here, everyone was “Debt Numb”. Everyone knew that the City had been in a “bankruptcy status” and the road to recovery was long. Each year the City spends about $11 million in principal and interest payments for the debt. This drops about ½ million per year, but in a 2027, the number for annual debt payments drops dramatically and we should be in the “Red Zone” and in position to cross the “goal line”.

The key issue in addressing the debt is to keep focus that it is the most important issue we have to keep our eye on. During this era of paying debt down, we have been able to increase the budget to address street issues. (I know we have much more to do, but you have to find the proper balance of debt service, expenses and keeping property taxes in place.)

Yes the EMS issue is on the “front-burner”. The Junction City Fire Department providing EMS and rescue services in the entire in the entire county is the best option. No argument from anyone and we have heard at the recent City Commission meeting that those living in the rural area feel they are best served that way and they don’t want to change. The argument is how the cost is split between the City property tax payers and those who pay county property taxes. Remember everyone that pays property taxes for City functions, also pay County property taxes, but those in the rural area and in the other 2 cities don’t pay Junction City property taxes. The concern to the City is shifting about ½ million dollars from the County expenses to the City. The shift could mean a 3 mill increase in property taxes to just the those paying Junction City property taxes. The EMS services have grown and are top level. There is a cost for that. Should City property tax payers bear that cost by themselves?

During the past 10 years, the City Commission began and continue to address the water and wastewater systems. Phase I upgrades were made to the Water Plant and the 2 Wastewater Plants and now we are nearing the end of Phase II on the Water side and just getting a good start on the Wastewater side. In addition, the distribution system in water has been addressed and over $3 million has been spent addressing water lines the past 2 years. Yes, there is more to go. All of these upgrades were well overdue but being addressed now. Junction City is not the only City that deferred maintenance and has to catch up. Of course, these improvements cost money and that does cause rates to increase. The will pay dividends for the next 25 to 50 years. Trust me, other cities are facing the same challenges. Junction City is unique in the we have 2 wastewater plants. I don’t know many cities under the population of 75K that has 2 plants. Just the way it us, but basically doubles the cost of maintenance and operation.

One change in the past year was the dissolving of the Metropolitan Planning Commission (MPC). For many years the City and the County used the MPC for all zoning issues. Geary County made the decision to separate and now the City is standing up their own Planning Commission. 5 residents have agreed to be on that Board and will host their first hearings next month. We are working on getting that department developed but getting along right now.

Economic Development is always a topic. Thankful for all employees, but the Michelin Plant which started production years ago is “hitting it out to the park”. Yes there was some City incentives and will be for the next phase of growth, but that is the “game” that has to be played. Of course, the new proposed Taylor Road interchange will be a discussion topic as there will have to be investment for local roads and services. Some will disagree, but we have to decide if it is the path for the future. Yes, we hear there should be resurrection of Grant Avenue, but there are many, many obstacles to work with their. Remember Grant Street accessing Fort Riley is different than 25 years ago.

One change in the last couple of years is the ability to get new vehicles and equipment. Sometimes the biggest question is how soon can we get it? A couple of trash trucks that were ordered over 18 months ago are finally getting here shortly.

Get ready to put up&nbsp;a new calendar as we face 2024. Ready or not, here it comes.

City Manager issues his 515 report

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.9% in November, according to a media release from the agency. This is unchanged from 2.9% in October and unchanged from 2.9% in November 2022.

“The Kansas unemployment rate remains near historic lows at 2.9% as the state’s labor market remains tight,” said labor economist, Nathan Kessler. “The unemployment rate has been very stable and was unchanged from last month and from November 2022.”

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 2,700 from October. Total nonfarm includes private sector and government employers. Private sector jobs increased by 2,100 over the month, while government increased by 600.

The unemployment rate in Geary County is down from 4.2 percent in October to 3.3 percent The rate in Riley County is under 2 percent. The rate also is down significantly in counties across the region.

Since November 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 14,300. This change is due to an increase of 6,600 private sector jobs and an increase of 7,700 government jobs.

Jobless rate down in Geary County, across the state

Ian Punnett, 63, the Chief Operator and Faculty Advisor for K-State's student radio station, Wildcat 91.9 FM, passed away Thursday after a brief illness.

Punnett was a weekend host from his Manhattan home for the syndicated radio show Coast to Coast, a children's book author, and a recipient of the Kansas Association of Broadcasters Distinguished Service Award.

Dan Engle, Eagle Radio Operations Manager in Manhattan and Junction City, said, "It is a huge loss for K-State and the radio community. " He also noted that Punnett was perceived as a great friend of Eagle Radio.

Chief Operator for K-State student radio station passes away

WABAUNSEE COUNTY —A law enforcement officer in Wabaunsee County is being recognized for his work to stop a child predator.

On Nov. 15, Corporal Jon Sumner of the Wabaunsee County Sheriff's Office met with a female child victim and her parents at the sheriff's office in Alma, according to a media release.

The girl reported extreme distress after being contacted/solicited online by an aggressive child predator on the phone app Snapchat.

Sumner immediately began an equally aggressive and relentless offensive investigation of the Suspect. Upon review of the account, Sumner discovered evidence of horrific crimes against children. Through tireless investigative action, Sumner identified another 20 to 30 further child victims within the large cache of (CSAM) illegal digital media located within the suspect’s Snapchat account. 

The suspect via deception and threat was soliciting minors, receiving and transmitting child pornography, and transmitting obscene photographs of himself to children.&nbsp;

 Sumner discovered that the multiple victims located on the suspect’s accounts each appeared to be girls, well under the age of 18. Via his efforts alone, Sumner identified this child predator suspect as 25-year-old Miles Steven McGough of&nbsp;Castlerock, Colorado. 

Upon confirmation of positive identification, Sumner immediately contacted the Castlerock Colorado Police Department and conducted rapid multi-agency investigative liaison/action. 

Colorado authorities rapidly tasked their detectives who are assigned to the Colorado ICAC (Internet Crimes Against Children) Task Team to this case. All evidence and suspect information was given to Colorado authorities to ensure case continuance aid in apprehension efforts.

Colorado ICAC and Castlerock Police Department continued the investigation and identified an additional 2 dozen underage female victims. They also discovered that McGough had flown to Florida, and while there did allegedly rape an underage female who McGough had groomed online for months before flying to meet this child in person. 

Arrest warrants were issued and McGough was arrested in March 2023 in Douglas County Colorado as a Fugitive from Justice. 

On Dec. 7 in the Southern District of Florida, McGough was sentenced to 235 months, more than 19 years in prison by U.S. District Court Judge K. Michael Moore. 

McGough had previously pleaded guilty to enticing a minor victim to engage in criminal sexual activity. According to documents in support of his guilty plea, McGough ngaged in illegal conduct with a Southern District of Florida minor. This includes the suspect sending sexually explicit communications to the minor victim through the Snapchat messaging service. 

A search warrant of McGough's cellular phone revealed images of the suspects genitals that he shared with the minor victim, and McGough's cell phone revealed videos and images of the minor victim performing sex acts on him that were created during his visit to Florida. 

Judge Moore ordered McGough's term of incarceration be followed by 15 years of supervised release. McGough was also ordered to pay a $25,000 fine.

Detectives with Colorado ICAC, the Castlerock Colorado Police Department &amp; the Douglas County Colorado Sheriff's Office are also waiting for sentencing on 22 Felony sex crimes that will place McGough into Colorado State Prison for 15-20 years after his sentencing has been served at the federal level.

Corporal Jon Sumner of the Wabaunsee County Sheriff’s Office is formally recognized for his outstanding performance of duties, above and beyond the call of duty as a Wabaunsee County Kansas Deputy Sheriff.

Upon review of the account, Sumner discovered evidence of horrific crimes against children. Through tireless investigative action, Sumner identified another 20 to 30 further child victims within the large cache of (CSAM) illegal digital media located within the suspect’s Snapchat account. The suspect via deception and threat was soliciting minors, receiving and transmitting child pornography, and transmitting obscene photographs of himself to children.&nbsp; Sumner discovered that the multiple victims located on the suspect’s accounts each appeared to be girls, well under the age of 18. Via his efforts alone, Sumner identified this child predator suspect as 25-year-old Miles Steven McGough of&nbsp;Castlerock, Colorado. Upon confirmation of positive identification, Sumner immediately contacted the Castlerock Colorado Police Department and conducted rapid multi-agency investigative liaison/action. Colorado authorities rapidly tasked their detectives who are assigned to the Colorado ICAC (Internet Crimes Against Children) Task Team to this case. All evidence and suspect information was given to Colorado authorities to ensure case continuance aid in apprehension efforts.Colorado ICAC and Castlerock Police Department continued the investigation and identified an additional 2 dozen underage female victims. They also discovered that McGough had flown to Florida, and while there did allegedly rape an underage female who McGough had groomed online for months before flying to meet this child in person. Arrest warrants were issued and McGough was arrested in March 2023 in Douglas County Colorado as a Fugitive from Justice. On Dec. 7 in the Southern District of Florida, McGough was sentenced to 235 months, more than 19 years in prison by U.S. District Court Judge K. Michael Moore. McGough had previously pleaded guilty to enticing a minor victim to engage in criminal sexual activity. According to documents in support of his guilty plea, McGough ngaged in illegal conduct with a Southern District of Florida minor. This includes the suspect sending sexually explicit communications to the minor victim through the Snapchat messaging service. A search warrant of McGough's cellular phone revealed images of the suspects genitals that he shared with the minor victim, and McGough's cell phone revealed videos and images of the minor victim performing sex acts on him that were created during his visit to Florida. Judge Moore ordered McGough's term of incarceration be followed by 15 years of supervised release. RILEY COUNTY—Law enforcement authorities are investigating a series of alleged financial crimes involving liquor purchases in Riley County.

Just after 10a.m. Thursday, officers filed a report for theft and criminal use of a financial card in the 1100 block of Bluemont Avenue in Manhattan, according to the Riley County Police Department activity report. Rickels Liquor and a 58-year-old woman reported two unknown suspects fraudulently bought liquor with the victim’s credit card. The estimated total loss associated with this case is approximately $709.40.&nbsp;

Just before 11:30a.m. Thursday, officers filed a report for theft and criminal use of a financial card in the 1100 block of Westport Drive in Manhattan. Fridge Wholesale Liquor and a 58-year-old woman reported two unknown suspects fraudulently bought liquor with the victim’s credit card. The estimated total loss associated with this case is approximately $2,605.12.

Library Liquor reported two unknown suspects fraudulently bought liquor from the business. The estimated total loss associated with this case is approximately $703.36.&nbsp;

Liquor Well reported two unknown suspects fraudulently bought liquor from the business. The estimated total loss associated with this case is approximately $370.55.

RCPD investigates $4,300 in fraudulent liquor purchases

The Salina Police Department encourages residents to always lock their cars as they enter or leave locations due to a string of car thefts in town.

At around 6 a.m. on Wednesday, Dec. 20, a 19-year-old Salina woman reported her 2013 Ford Focus stolen from the Kwik Shop at 2003 S. Ohio St. after leaving it running and unlocked outside the business.

"[She] went into the store, and then a white male exited the store and ended up stealing the vehicle," said Salina Police Capt. James Feldman. "An officer located it in the area of 657 Fairdale at the Kwik Shop and attempted to stop the vehicle. A pursuit occurred that led out into the county."

Feldman said due to the danger of pursuing someone on a dirt road, the officer decided to terminate the chase. The estimated cost of the vehicle is $7,000.

Police lost track of the stolen vehicle after terminating the chase, but yesterday, law enforcement authorities in Dickinson and Ottawa counties contacted Salina Police with news of the car thief's arrest. Feldman said the Kansas Highway Patrol was also involved.

On Wednesday, Dec. 20, at an undisclosed time, law enforcement in Junction City spotted the stolen car and pursued the vehicle into rural Dickinson County.

Feldman said the law enforcement authorities involved in the chase did not provide much information on the pursuit. KHP troopers arrested 31-year-old Salina resident Bradley Jameson for multiple traffic violations, flee and elude and two counts of felony theft.

Feldman said the status of the stolen vehicle is unknown to SPD since KHP is handling the car.

County Commission cancels Thursday evening meeting

UPDATE: Just before 3:30pm on December 14th, Pottawatomie County Sheriff's Deputies were dispatched to the area of Rockenham Road and Hanson Road on the report of a single vehicle crash.

When Deputies arrived on scene they found the vehicle in the creek, with both the driver and a passenger already out of the vehicle.

Both occupants declined medical treatment at the scene.

On Monday, December 18th, a wrecker service assisted the Pottawatomie County Deputies, and the&nbsp;Geary County Sheriff's Office/Junction City Fire Department Dive Team in removing the vehicle from the creek.

No citations were issued by law enforcement for this incident.

Earlier this week, the Pottawatomie County Sheriff's Office requested assistance from the Geary County Dive Team to recover a vehicle after it crashed into a creek.

Both the driver and passenger of the vehicle escaped without injury.

The Geary County Dive Team is composed of members of the Geary County Sheriff's Office and the Junction City Fire Department.

Some emergency warning sirens could be heard sounding Wednesday night in Geary County. 

On Thursday the siren system was temporarily shut down while workers try to determine the cause of the problem. As of Thursday evening it was still shut down.

According to Junction City Public Works Director Ray Ibarra  Ka-Comm, from Manhattan oversees the siren system at the JCPD and will be working to determine the cause. 

No problem was detected with the portion of the siren operation overseen by Public Works.

There is not any hazardous weather in the immediate forecast.

Notice has been provided notice that some emergency warning sirens in Junction City were sounding at 5:16 p.m. 

Authorities were working to locate the cause of the activation. There were not any&nbsp;weather issues affecting the community.

There is not any need to call 9-1-1 to see what is happening with the sirens.

Dehart Plumbing reported two known suspects used a fake cashier's check to pay for services. The estimated total loss associated with this case is estimated to be $13,540.&nbsp;

RILEY COUNTY —Law enforcement authorities are investigating an alleged sex crime and have made an arrest.

Just after 1:30p.m. Wednesday, police arrested 20-year-old Israel Newby of Manhattan in the 9900 block of Jasmine Drive in Manhattan, according tot he Riley County Police Department activity report.

Newby is being held on a $250,000 bond on a requested charge of rape. The crime is reported to have occurred in December 2023.&nbsp;

Kansas roads will soon be busy with holiday travelers going to and from their destinations for the holidays. The Kansas Highway Patrol, along with other law enforcement agencies across the state will be on the roadway to ensure the safety of motorists across the state.

Before hitting the road, the Patrol encourages motorists to plan ahead and take the following into consideration:

• Plan your travel route and communicate this to your family in case you are involved in a crash or experience mechanical problems with your vehicle.

• Make sure your vehicle is in good working order. Check tires’ tread depth and air pressure, vehicle fluids, and mechanical equipment including the exhaust system.

• When you leave, start with a full tank of gas and a fully charged phone.

• Dress for the weather. If you plan to travel in cold weather, make sure you have a coat in the vehicle and warm shoes.

• The vehicle should also be stocked with beneficial items such as bottled water, blankets, non-perishable food, first aid kit and a flashlight with extra batteries. 

• We are in the peak time for car-deer crashes. Watch for deer, and if you see one, remember they seldom travel alone.

• Visit <a href="http://www.Kandrive.org">www.Kandrive.org</a> before you leave to check road conditions and/or construction work or other delays along your route. Motorists without internet access can dial 5-1-1 from any phone to check road conditions through the Kansas Department of Transportation (KDOT) 511 Road Condition Hotline.

• Always MOVE OVER for first responders and highway maintenance crews. If you are unable to MOVE OVER, then please SLOW DOWN. 

• Ensure everyone in your vehicle is using their seat belt and/or appropriately fitted child safety seat.

• Arrange for a designated driver or use a ride share service if you will be consuming alcohol. Do not drive impaired, and do not let your family or friends drive while impaired. If you are hosting a party, provide non-alcoholic drink alternatives for designated drivers.

KHP shares travel tips ahead of the busy holiday season 

Both Geary County and Junction City Commissioners have been approached this week about the need to resolve their disagreement on the amount of EMS fees to be paid by the County to the City. They jointly fund the service.

Tuesday night the Geary County Rural Fire Chief Garry Berges, pointed to the strong working relationship with the Junction City Fire Department on issues ranging from water and grass fires to fireworks displays. He told the city commission that they're all in it for the citizens of Geary County.

John Moyer explained that the City and County are all stewards of taxpayer's money, and he's hopeful a resolution can be found. He informed the County that he wants the two entities to sit down and talk this issue through. He also noted that the issue is putting a lot stress on the employees of the Junction City Fire Department but it's not their fault.

Deanna Munson explained she might not be alive today without excellent service she received last spring, while Julie Hildebrand urged that personal feelings be put aside and that they do what's best for everybody as a whole.

Speaking to the Geary County Commission, Kelly Heindel pointed out that the situation is causing undue stress on Geary County citizens.&nbsp;

The City did approve a motion this week that did not include any action to cut EMS service to the rural areas of the county.&nbsp; City Commissioner Jeff Underhill noted that they were being more compassionate. That motion was seconded by Commissioner Ronna Larson.
