RILEY COUNTY—One person was injured in an accident just after 7a.m. Monday in Riley County.

A 2020 Nissan Pathfinder driven by Thomas Reust, 51, of Manhattan and a&nbsp; 2005 Suzuki Boulevard driven by Albert Huerta, 57, of Manhattan, crashed near the intersection of Murray Road and Skyway Drive in Manhattan, according to the Riley County Police Department activity report.

EMS transported Huerta to Via Christi for treatment of his injuries. The RCPD released no additional details.

JUNCTION CITY, Kan.&nbsp;– Geary County Schools USD 475 is proud to announce that Spring Valley Elementary early childhood teacher Kelsey Mann and Fort Riley Middle School math teacher Sara Elliott have been named the district’s nominees for the&nbsp;Kansas Teacher of the Year Award Program.&nbsp;

Regional selection committees will be comprised primarily of education administrators and teachers. Each regional finalist will receive a $2,000 cash award from Security Benefit in Topeka. They also will be the state finalists for the Kansas Teacher of the Year.&nbsp;

Two USD 475 teachers receive District recognition

For the seventh consecutive month, the Junction City/Geary County region has experienced above average temperatures and for seven of the last eight months we’ve also received below average rainfall. The average daily high for October was 68.2 degrees, only three tenths of a degree above normal. The average overnight low, however, was 50.5, 5.5 degrees above normal. This resulted in a monthly mean temperature of 59.3, 2.9 degrees above normal. 

All ten months of 2023 have had overnight low temperatures above normal. The highest temperature for the month was 91 degrees on October 1st. The lowest temperature was 28 degrees on the mornings of October 29th and 30th. Two temperature records were set during October. The overnight low of 70 on the 1st broke the record high low temperature. The old record was 68 set in 2017. Likewise, the low of 66 on the 26th broke the previous high low temperature record of 63 set in 2014 and reached again in 2016. 

While the month was above normal it was fortunately far from record setting. The warmest October was in 1963 with a monthly mean temperature of 69 degrees. The coldest October on record is a tie between 2002 and 2009 when the monthly mean temperature was 49.1 degrees. October often brings us the end of our growing season and so it was this year. The low temperature of 29 on the morning of the 28th, froze most tender plants except for the more protected areas. Our last frost in the spring was earlier than normal, April 6th. Normal last frost is on the 14th of April. Normal first fall frost is on the 20th of October.

2023 had a longer than average growing season at 205 days, compared to the 70 year average of 188 days. The 30 year average is a 193 day growing season. The moving 30 year average length of growing season has been slowly increasing over the last 40 years, now being ten days longer than it was in 1983.

Rainfall in October was closer to normal than recent months, but still only about three fourths of normal. Four rainfall events for the month yielded 1.90 inches, which is below the long term average of 2.48 inches. While the late month precipitation event did bring some light frozen precipitation, it could not be classified as snow and would be more accurately described as graupel. 

The ongoing dry weather has pushed most of Geary County into the severe drought category. Year to date we are at 75% of our normal precipitation, eight inches below average. Through October, average rainfall should be 30.98 inches and we have received 22.94 inches. The driest October on record was in 1938 when 0.02 inches of rain was all that was recorded. A few years later, 1941 we set the record for the wettest October when 12.12 inches of rain was recorded. November typically really brings autumn into focus as we head towards December and the start of winter. Average daily highs start the month at 60 and by the end of November are down to 48. Average morning lows on November 1st are 38 degrees and by the 30th are 27. 

November through February are our driest months of the year. Average November precipitation is only 1.42 inches. Chance for snow does increase in November, given the colder temperatures, but long term average November snowfall is still just 1 inch.&nbsp;&nbsp;

October 2023 Junction City Area Weather Summary

On Saturday November 18 there will be a celebration of Haitian independence in Junction City.

The organizer of the event is Martine Chery-Hilaire and she is calling the event "Bataille Des Vertieres". The celebration symbolizes the last battle that Haiti fought and won against France in 1803, that led to their independence. 

According to Martine Chery-Hilaire, "This event is to bring together a growing community while at the same time teaching people about Haitian history. Haiti is more than just one of the poorest countries in the western hemisphere. It holds a very important place in world history, including in the United States." 

The celebration is at D'z Lounge on November 18 beginning at 5:00 p.m. with information about the local nonprofit organization 1st Thousand Members and then important information about the battle of Vertieres. 

Food and raffle tickets are available for purchase. To RSVP for food, call 240-898-8120. Reservations must be made by Wednesday, November 8th. Prizes from the raffle include Tumblr mugs, and catering gift certificates.

Celebration of Haitian Independence will take place at D'z Lounge on Nov. 18

TOPEKA, Nov. 6, 2023 – U.S. Department of Agriculture (USDA) Rural Development Kansas State Director Christy Davis today announced that Rural Development is awarding $4.21 million in grants to help agricultural producers and rural small business owners make energy efficiency improvements and renewable energy investments to lower energy costs, generate new income and strengthen the resiliency of their operations.

“Rural Development is ensuring small businesses in rural Kansas are part of the clean energy economy,” Christy Davis said. “The investments announced today expand access to renewable energy infrastructure and help Kansans save money on their energy costs.”

These Kansas projects are part of a larger national announcement which includes 44 other states and one territory. The Department is awarding these loans and grants through the Rural Energy for America Program (REAP).

&nbsp; · A $233,856 grant will help purchase and install a 201.6-kilowatt solar array for&nbsp;Pestinger Distribution Company Inc. of Salina.&nbsp;The project is estimated to replace 284,835 kilowatt hours per year, enough energy to power 26 homes. Pestinger Distribution currently has 38 employees.&nbsp;&nbsp;

· An $11,987 grant will help purchase and install an 8.6-kilowatt rooftop solar system for CTB West 15th LLC of Emporia. The project will replace 13,416 kilowatt hours of electricity per year, over 100 percent of the company's electricity use, and enough to power more than one home.

· A $448,440 grant will help purchase and install 149-kilowatt total in solar arrays for Carrico Implement Company Inc. in Beloit, Hays, and Ellsworth. The project is estimated to annually replace 862,996 kilowatt hours, enough energy to power 81 homes. Carrico Implement has 90 employees.

· A $79,914 grant will help purchase and install replacement energy efficient refrigeration and freezers at Clasen LLC's Gene's Heartland Foods store in Eudora. The project is expected to save 170,912 kilowatt hours per year, which is 25.4 percent of the facility's usage, enough to power 16 homes. The project is expected to save the company $17,785 per year in electrical costs.

· A $55,600 grant will help purchase and install a 64.2-kilowatt solar photovoltaic system for of Jayco Vent Valve Inc. in Parsons. The project is expected to replace 71,585 kilowatt hours per year, 74 percent of Jayco Vent Valve's usage and enough energy to power six homes. The project is expected to save the company $10,659 per year in electrical costs.

· A $20,000 grant will help purchase and install a 15.5-kilowatt solar photovoltaic system for Town Royal LLC of Emporia. The project is expected to replace 23,876 kilowatt hours per year, nearly half of Town Royal's usage and enough energy to power two homes. The project is expected to save the company $3,106 per year in electrical costs.

· A $79,987 grant will help purchase and install a 67.1-kilowatt solar photovoltaic system for Blue Water SC LLC in Emporia. The project is expected to replace 87,822 kilowatt hours per year, which is 91.6 percent of Blue Water’s usage and enough to power eight homes. The project is expected to save the company $14,246 per year in electrical costs.

· A $48,787 grant will help purchase and install a 36.6-kilowatt solar photovoltaic system for Kress LLC in Emporia. The project is expected to replace 55,840 kilowatt hours per year, 51.3 percent of Kress's usage and enough to power five homes. The project is expected to save the company $8,090 per year in electrical costs.

· A $23,284 grant will help purchase and install a 21.56-kilowatt solar photovoltaic system for Carl’s Sales &amp; Service Inc. in Thayer. The project is expected to replace 33,331 kilowatt hours per year, which is 99.8 percent of Carl’s Sales &amp; Service's usage and enough to power three homes. The project is expected to save the company $5,322 per year in electrical costs.

· A $247,250 grant will help purchase and install a 308-kilowatt solar array for Central Electropolishing Company Inc. of Anthony. The project is estimated to replace 421,670 kilowatt hours per year, which is enough energy to power 39 homes. Central Electropolishing currently has 29 employees.

· A $269,120 grant will help purchase and install a 278-kilowatt solar array for BMG of Kansas Inc. in Hesston. The project is estimated to replace 362,700 kilowatt hours per year, which is enough energy to power 34 homes. BMG of Kansas currently has 52 employees.

· A $79,995 grant will help purchase and install a 62.72-kilowatt solar array for Barkman Honey LLC of Hillsboro. The project is estimated to replace 98,633 kilowatt hours per year, enough energy to power nine homes. Barkman Honey currently has 185 employees.

· A $26,117 grant will help purchase and install a 21.33-kilowatt solar array for Carl Prather of Beloit. The project is estimated to replace 28,560 kilowatt hours per year, enough energy to power two homes. Carl Prather currently has one employee.

· A $115,920 grant will help purchase and install 41-kilowatts in solar arrays for Daniel William Rempe of Corning. The project is estimated to replace 182,673 kilowatt hours per year. Enough energy to power 17 homes. Rempe currently has one employee.

· A $46,898 grant will help purchase and install a 50-kilowatt solar array for Yoder Metal &amp; Post Frame Building Supplies LLC of Haven. The project is estimated to replace 79,073 kilowatt hours per year, which is enough energy to power seven homes. Yoder Metal currently has 10 employees.

· A $60,704 grant will help to purchase and install a 37.8-kilowatt solar array for Reno Fabricating &amp; Sales Co. Inc. of Hutchinson. The project is estimated to replace 54,179 kilowatt hours per year, which is enough energy to power five homes. Reno Fabricating &amp; Sales currently has 14 employees.

· A $72,480 grant will help purchase and install a 46.2-kilowatt solar array for First Bank of Lyons. The project is estimated to replace 73.122 kilowatt hours per year, which is enough energy to power six homes. First Bank currently has ten employees.

· A $20,800 grant will help purchase and install a 20-kilowatt solar array for Zimmerman Ag Service Inc. of Belle Plaine. The project is estimated to replace 29,340 kilowatt hours per year, enough energy to power two homes. Zimmerman Ag Service currently has one employee.

· A $119,587 grant will help B's Hometown Market LLC, of La Crosse, make energy efficiency improvements with refrigeration equipment and LED lighting. This project will realize $8,508 savings per year and will replace 80,401 kilowatt hours, enough energy to power seven homes.

· A $181,996 grant will help purchase and install a 157.3-kilowatt solar photovoltaic system for Bird City Dairy LLC of Cheyenne County. This project will realize $12,318 per year in savings and will replace 237,500 kilowatt hours per year, enough electricity to power 21 homes.

· A $79,805 grant will help purchase and install an 84.53-kilowatt solar photovoltaic system and battery back-up storage system for R.H. Ackerman LLC of Osborne County. This project will realize $14,785 per year in savings and will replace 82,720 kilowatt hours per year, enough electricity to power seven homes.

· A $51,054 grant will help purchase and install a 39-kilowatt solar array for Taylor Machine Shop LLC of Newton. The project is estimated to replace 56,053 kilowatt hours per year, enough energy to power five homes. Taylor Machine Shop currently has six employees.

· A $54,885 grant will help purchase and install a 41.58-kilowatt solar photovoltaic system for Grow at Eden, a childcare facility in Parsons. The project is expected to replace 63,684 kilowatt hours per year, 115 percent of the company's usage and enough to power six homes. The project is expected to save the company $9,196 per year.

· A $32,140 grant will help purchase and install a 32.4-kilowatt solar photovoltaic system for AMP Commercial, a real estate leasing business in Ellis County. This project will realize $2,733 per year in savings and will replace 25,863 kilowatt hours per year, enough energy to power two homes.

· A $50,494 grant will help purchase and install energy efficient refrigeration units for LaDow's Market of Lebanon. This project will realize $4,978 per year in savings and will replace 56,731 kilowatt hours, enough electricity to power five homes.

· A $22,300 grant will help purchase and install a 16.28-kilowatt solar photovoltaic system for Casey Andersen of Gove County. This project will realize $2,335 per year in savings and will replace 21,358 kilowatt hours, which is enough energy to power two homes.

· A $72,726 grant will help purchase and install a 47.52-kilowatt solar photovoltaic system for Greg Andersen of Gove County. This project will realize $2,946 per year in savings and will replace 33,067 kilowatt hours per year, enough energy to power three homes.

· A $1,000,000 grant will be used to improve an ethanol recovery system for Western Plains Energy LLC of Gove County. This project will generate additional biofuel of 4.8 million gallons each year, enough to fuel 6,534 automobiles per year.

The Department is awarding these loans and grants through the Rural Energy for America Program (REAP).The details of the Kansas projects are:&nbsp; · A $233,856 grant will help purchase and install a 201.6-kilowatt solar array for&nbsp;Pestinger Distribution Company Inc. of Salina.&nbsp;The project is estimated to replace 284,835 kilowatt hours per year, enough energy to power 26 homes. Pestinger Distribution currently has 38 employees.&nbsp;&nbsp;· An $11,987 grant will help purchase and install an 8.6-kilowatt rooftop solar system for CTB West 15th LLC of Emporia. The project will replace 13,416 kilowatt hours of electricity per year, over 100 percent of the company's electricity use, and enough to power more than one home.· A $448,440 grant will help purchase and install 149-kilowatt total in solar arrays for Carrico Implement Company Inc. in Beloit, Hays, and Ellsworth. The project is estimated to annually replace 862,996 kilowatt hours, enough energy to power 81 homes. Carrico Implement has 90 employees.· A $79,914 grant will help purchase and install replacement energy efficient refrigeration and freezers at Clasen LLC's Gene's Heartland Foods store in Eudora. The project is expected to save 170,912 kilowatt hours per year, which is 25.4 percent of the facility's usage, enough to power 16 homes. USDA invests millions to help rural Kansas business owners lower energy Costs

MARION COUNTY—One person was injured in an accident just before 7:30a.m. Monday in Marion County.

The Kansas Highway Patrol reported a 2018 Freightliner semi driven by Getaneh Alem&nbsp;Damtew, 54, Kansas City, Missouri, was westbound on Kansas 150 one mile west of Wagon Wheel Road.

The driver failed to yield to a northbound 2000 Kenworth semi driven by Manuel&nbsp;Nevarez, 62, Sedgwick, who was traveling around the roundabout. The Freightliner drove through the trailer of the Kenworth semi.&nbsp;

EMS transported Damtew to Wesley Medical Center.&nbsp;Nevarez was not injured. Both drivers were properly restrained, according to the KHP.

Weather conditions did contribute to the collision, according to the KHP.&nbsp;

Kan. man hospitalized after semis collide in roundabout

Geary County Emergency Management Director Garry Berges has been presented with the Life Member Award from the Kansas Emergency Management Association. 

During a presentation at the Geary County Commission meeting on Monday it was noted that over time Berges has given a great deal to the Association. He has been a member of the Association since 2001, is considered a fixture with the organization and is a past president.

Keith Ascher, Geary County Commissioner, praised Berges by calling him the best grant writer that the County has ever had. He also noted that Berges&nbsp; was constantly trying to improve facilities and staff.

Geary County Emergency Management Director is honored

Jackie Mundt, Pratt County farmer and rancher.“ For everything there is a season, and a time to every purpose under heaven ….” Some recognize this phrase from the book of Ecclesiastes in the Bible and others know it from the popular 1960s song by the Byrds. November is a season of Thanksgiving. Practicing gratitude and taking stock of all the blessings we have to be grateful for is the quickest and easiest way to actually become happier. 

Gratitude was engrained early in our household. My parents are volunteer firefighters; my mom is an EMT. I grew up watching them sacrifice time in their lives by leaving the dinner table, basketball games, in the middle of the night or even from church to go save lives. Mom never shared names, but she often told us to be thankful because she saw inside the homes of kids we knew who didn’t have beds to sleep in or other things we took for granted. When you start counting blessing, it’s like gathering a shirt from your closet or pictures of loved ones; seeing things in one place makes me realize how abundant good things are in my life. For me that richness makes it incredibly obvious I have an obligation to be giving and share that abundance with others.&nbsp;

My church is currently in a season focused on giving and generosity in all areas of our lives. Giving and church in the same sentence probably leads you to expect a conversation about money and our pastor makes jokes each week about how disappointed we all will be to learn he’s not going to talk about money. Generosity is so much bigger than making financial contributions; it is the attitude of giving without expecting anything in return. Hospitality, volunteering, teaching, caring and sacrificing are some of the actions that come from generosity. Years ago as an FFA member, I stayed with host families while traveling throughout the state. Stepping into the homes and lives of families was eye opening and humbling. I stayed in fancy houses and meager ones where my mother’s words about people who had less echoed in my mind. Customs and norms were different in each home but they all invited me into their lives and gave what they could to make me feel comfortable.

My most vivid memories of these stays were the kitchen tables. We often talked far too late into the evening or shared an early breakfast with the families filled with stories and learning about each other. People opened their homes and lives to make me feel welcome. I am still grateful for their kindness two decades later. Most people will never have a host family experience because they are uncomfortable; instead of the hassle of inviting our neighbors over for dinner we meet at restaurants. Money is given instead of time because it is more convenient. There is nothing wrong with any of these things, but I worry that we are letting too many opportunities slip away where a greater connection and impact would come from us giving more of ourselves.

As you practice gratitude this month, look for opportunities to turn your thankfulness into giving that brings you closer to others. Instead of just thanking a veteran, learn about their experiences or find a way to show them a kindness. If you participate in Giving Tuesday, spread awareness by tell others why the charity is close to your heart. When you gather the family around the Thanksgiving table, find a way to give to something you all care about together. This is a time to be grateful, and a time to give of yourself."

Just after 8p.m. Sunday, officers filed a report for criminal damage to property in the 100 block of Manhattan Town Center in Manhattan, according to the Riley County Police Department activity report.

The estimated total loss associated with this case is approximately $750.&nbsp;Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Just after 8:30a.m., a 1996 Toyota Camry driven by Felicia Jefferson, 52, Manhattan, crashed&nbsp; &nbsp;in the 2000 Block of Fort Riley Boulevard, according to the Riley County Police Department activity report.

EMS transported Jefferson to Via Christi for treatment.

Just before 9a.m. Friday, a 2021 Dodge Durango driven by Lenita glanzer, 69, Randolph, turned in front of a 1999 Dodge 2500 truck driven by Kerwin Mann, 60, Barnes at the intersection of Tuttle Creek Boulevard and West Randolph Street in Randolph, according to the RCPD report.

EMS transported both drivers to Via Christi for treatment of their injuries.&nbsp;

Many parents are not having their say on things that are going on in Geary USD 475, and there are a lot of controversial&nbsp; issues occurring in this country. Those are sentiments expressed by school board candidate Bryan Bliss, who noted that he wants to get a foot in the door to ensure that he can put a stop to a lot of it.

Bliss said he has also talked to a lot of teachers and the main topic people want to talk about is lack of discipline. "We need to get in there and support these teachers. There seems to be little consistency from one school to the next on how they're handling it and reporting it. " Bliss noted that the District needs to come along side of those teachers so they can enjoy their careers, and pull out those students out so they can realize that there are consequences to their actions. "Until their behavior gets taken care of they'll come in later on." Bliss also added that he feels the teachers need to concentrate on the entire class, and&nbsp; not one or two individuals.

Many parents are not having their say on things that are going on in Geary USD 475, and there are a lot of controversial&nbsp; issues occurring in this country. Those are sentiments expressed by school board candidate Bryan Bliss, who noted that he wants to get a foot in the door to ensure that he can put a stop to a lot of it.Bliss said he has also talked to a lot of teachers and the main topic people want to talk about is lack of discipline. "We need to get in there and support these teachers. There seems to be little consistency from one school to the next on how they're handling it and reporting it. " Bliss noted that the District needs to come along side of those teachers so they can enjoy their careers, and pull out those students out so they can realize that there are consequences to their actions. "Until their behavior gets taken care of they'll come in later on." USD 475 Board of Education candidate focus

Jim Schmidt is a candidate for reelection to the Geary USD 475 Board of Education. He has spent five-and-a-half years on the BOE. Schmidt noted that during that time the biggest thing he has been a part of has dealt more with operations and facilities, and he described the facilities as fantastic.

Schmidt noted that he was raised, "Don't bring me problems bring me solutions. And that's one thing that I've truly enjoyed to be a part of during my time on USD 475 Board of Education. It's the opportunity to bring solutions and have positive impacts on our students, our staff and our community as a whole."

Schmidt wants to continue putting motion in the future behind academic achievement, social, emotional growth for our students, behavioral health and what he noted as probably the biggest hurdle for the District to cross, parent engagement. "The more parent engagement we can get from our students, with their guardians, their grandparents whoever it may be the better off we're going to be as a school district."

Schmidt said he's enjoyed his time on the Board. "Really enjoyed it. We've got great staff, just love our kids and the diversity, our relationship with the folks at Fort Riley and just looking forward to an opportunity to continue that."

Junction City Main Street has been selected as one of 30 communities nationwide, including Puerto Rico, to participate in Main Street America's Equitable Entrepreneurial Ecosystems in Rural Communities Pilot Program, supported by the Ewing Marion Kauffman Foundation.

This program aims to engage, activate, and empower entrepreneurial talent in rural communities so that everyone sees themselves reflected on their Main Street. Participants will identify barriers preventing entrepreneurs from starting or growing local businesses and develop action items to address them.

Along with joining a cohort of national thought leaders and partners, communities will receive a $5,000 seed grant and $1,500 toward professional development certification with the International Economic Development Council. There is also an opportunity for communities to receive additional funding as the program expands.

“We are thrilled to have been selected for this pilot program and we can’t wait to continue our journey of supporting our amazing local entrepreneurs. Being in a military community, we have so many homebased entrepreneurs, veteran entrepreneurs, women and minority owned entrepreneurs so we can’t wait to receive additional training and tools to better serve our community,” said Michaela Joyce, Junction City Main Street Executive Director.

Main Street America will work closely with the Main Street director in each of the selected communities to gain insight into the state of small business on the ground -- the support, resources, and opportunities available to aspiring and existing local entrepreneurs. Members from Main Street America will visit each community in person and provide virtual programming support for selected communities to implement ecosystem building practices for rural communities and entrepreneurs, along with a ‘train-the-trainer’ process for Coordinating Programs to expand the ecosystem-building approach to other Main Street programs within the state or region.

Junction City Main Street receives a grant award

Approximately 80 people attended a Junction City Commission candidate forum where candidates were asked questions.  The forum at the Geary County 4-H / Senior Center was organized by Christy Upham for an Informed Citizens of Geary County group.

1. What is your vision for Junction City's future? What changes would you like to see in 5 years?

The changes I would like to see in the next five years will include city incentives that will foster pride in Junction City. This begins with allowing residents to become invested in the city they call home. These incentives can begin small by allowing residents to have a voice in commission meetings no matter how long it might cause the meeting to run. Residents must feel they are being seen and heard before they will be willing to invest their time and energy in improving their neighborhoods and the city at large.

Instead of spending on an interchange or on a slaughterhouse, the city should create grant programs to help low income or elderly homeowners repair their homes and clean up their yards. The city should invest in the economic development of our small businesses and help bring resident awareness to businesses who might otherwise languish without the support of the city.

The city should also consider being responsible for cleaning up its own front and backyard, so to speak. Grant Avenue is a perfect example of an area in need of revitalization. Several times I have heard a member of the current commission make the blanket statement that homeowners are responsible for the sidewalks and curbs in front of their properties. I’ve even heard them say homeowners are responsible for everything up to the middle of the street in front of their property. Statements like this could make a prospective homeowner rethink buying property in Junction City, it certainly made me wonder of the wisdom of my home purchase. Statements like this also do not reflect a city willing to care for itself or its residents.

2. What do you think are the priorities that need to be addressed in the city? At the present time I believe the highest priority facing the city is a change in the leadership culture of the commission to allow for more transparency in the decision-making process of the City Manager and the Commission. Instances of lack of information have caused anxiety, mistrust, and negative rumors to flourish in and among Junction City residents.

3. What are specific changes that need to be made and how would you implement them? I feel it is important for the public to feel their questions and opinions are important to the civil servants they have voted into office. I have witnessed residents’ concerns brought forward at the beginning of a commission meeting as barely being acknowledged except for a signaling that their five minutes is speaking time is up. Concerns should be acknowledged by assigning appropriate city staff for follow-up. Twice, once at a Commission meeting and again during the Democratic forum, a current commission member stated they take seriously statements made by anyone who has the courage to speak at a Commission meeting. Junction City residents should not need courage to raise their concerns to the people they voted into office.

4. What solutions do you see to reduce the debt the city currently has? I believe residents of Junction City should be allowed to vote, through a referendum, on projects like the Taylor Road interchange, the proposed slaughterhouse, or any industry the Economic Development Department, the City Manager, or the Commission proposes for the city.

5. Are you in favor of an interchange at Taylor Road? Why or why not? I am not in favor of an interchange at Taylor Road. The public keeps being told the only space for growth is on the west side of the city, yet no explanation has been offered as to how much this will cost the city. On February 15, 2022, Resolution R-2986 was passed by the Commission authorizing the application for a Building a Stronger Economy (BASE) Grant in anticipation of the grant partially funding the interchange from Interstate 70 to Taylor Road. The grant requires a minimum of 25% matched by the applicant for what could be a 10-million-dollar project (see City Commission Agenda Memo dated 02-15-2022 pg. 49-52). No explanation or public forum has been held that would allow residents to ask questions, receive answers, or voice opinions in real time.

6. What would be your approach to landowners along Taylor Road who do not want to sell or develop their land? I believe landowners have the right to decide what is done with their property and how or whether it should be developed. That said, I am aware privately owned land along Taylor Road can only be seized in one of two ways: annexation, which typically requires the approval of a majority of voters or by eminent domain, which is used to acquire property for a wide range of public purposes while providing the landowner with just compensation. The&nbsp;&nbsp;purchasing of property along Taylor Road for this purpose will further city debt. See my answer to question # 4.

7. Are you in favor of a slaughterhouse on Taylor Road? Why or why not? I am not in favor in a slaughterhouse on Taylor Road. Many factors must be considered before city leaders should consider building a slaughterhouse within its city boundary. The ramifications of environmental damage and a lowering of surrounding land value must be taken seriously. The Center for Biological Diversity has made available an document titled: The Environmental Impacts of Slaughterhouses: Fact Sheet. Studies can also be found regarding damage to the psychological health of slaughterhouse employees and the decrease of home values for areas surrounding and adjacent to a slaughterhouse. If Junction City leaders are concerned about the well-being of residents and the public good, they can do better than bringing in a slaughterhouse that will process up to 1,000 head of cattle a day.

8. How would you include the public in the plan for upcoming developments and a long-range plan for Junction City? Plans for upcoming and proposed developments would be made easily available to residents. Public forums, and opportunities for people to meet with a commissioner&nbsp; should be held regularly. Surveys, questionnaires, and opinion polls should be utilized to learn what is important to residents of our city. A long-range plan must have the needs of the people in mind and not be created in a silo. Neighboring cities such as Manhattan and Salina, who have embarked on or completed a successful revitalization plan should be consulted.

I believe my training in listening, providing viable solutions, and seeking consensus for the good of all stake holders as well as my belief in the intrinsic worth of all, even those I disagree with, is what I bring to the table.

Junction City Commission candidates air their views

This past week I heard discussions and much confusion about Planning and Zoning for Junction City. Some of the comments were extremely inaccurate, so the topic of this week’s report was “born”.

For a number of years, the City and Geary County had an agreement for a joint Planning organization known as the Metropolitan Planning Commission or the MPC. I don’t know all of the history, but when it began there were seven members on the MPC. Three were appointed by the County and three by the City. The 7th was a joint appointment. At some point, the City of Milford became part of the MPC, and the 7th person was then appointed by the City of Milford. A couple of years ago the City of Milford withdrew from the MPC and then the number of members dropped to six. Discussions were held to increase the number of Planning Commissioners back to seven when the County decided to withdraw and form their own Planning Commission. Likewise, the City is in the process of setting up their own Planning Commission as well. The City Commission has determined to have a five-member Planning Commission and Board of Zoning Appeals. All the these have to be residents and live within the City limits. The City will be creating a position and hire an employee to deal with Planning, Zoning, and other issues.

So, what changes other than there are now two groups? The former MPC addressed zoning issues for both Junction City and the unincorporated area in Geary County. The City issues followed the City Code and the County, which is zoned, had their code and guidelines. All the Planning Commissioners, regardless of whom they were appointed by, acted as one body and handled all of the issues regardless if it was a City or County issue. Now the City Planning Commission will handle zoning issues for just the City and the County Planning Commission will take care of the issues for the unincorporated area of the County.

Recently I heard someone inquire about a three-mile extra-territorial zoning area around the City. Kansas Statute allows for a City to have City zoning outside of the City limits for an area of up to three miles from the City limits. Of the cities I have managed in Kansas, two of the cities zoned into the unincorporated area of the County. One went the full three miles, while the other went about a mile out. The reason why some cities use this tool is to protect the area around the City. Most of the cities in Johnson County have extra-territorial zoning as they probably will grow into that area in the future. Other cities do it to protect water supplies or to protect the perimeter of the City. Of course, it can be controversial. Last spring there was a bill in the Kansas Legislature to limit this power, but it never moved out of committee. Yes, I testified against the bill as I feel it is a tool for some cities and since I believe in local control, each City can decide. Bottom line is the City of Junction City does not have extra-territorial zoning. As I said above, the unincorporated area of Geary County is zoned using the County zoning regulations and not the City’s. We can discuss the good and bad and reasons to or not to, but not an issue at this time here. When a City has extra-territorial zoning, two2 Planning Commissioners have to live outside of the City limits and in that area. Again, not an issue here.

The City Commission will be selecting five City residents to serve on the City Planning Commission and Board of Zoning Appeals. Some cities separate these functions, but others do not. The Planning Commission can only make recommendations to the City Commission and final action is made by the City Commissioners. Simply by majority vote, the recommendations can be approved. If the City Commission wishes to override the Planning Commission it must be by a super majority or by a 4-1 or 5-0 vote.

The Board of Zoning Appeals deals with issues such as Conditional Use Permits or variances for items such as setbacks. The decisions they make are final actions as the City Code allows for those specific cases.

Zoning can be controversial at times. I have heard some say that it is my property and I have the right to do as I wish. However, zoning is needed to protect the rights of others and to dictate present and future development.

Simply put zoning is land use and density. Parts of the City are zoned single-family and require larger lots and spacing. Apartment complexes are zoned differently as more people reside in a given area and the buildings are closer together and occupy a higher percentage of the lot. Downtown businesses are zoned to allow the building to go to the property line while businesses in other areas of the City have a set back from the property lines and are less densely built on the property. Industrial areas are needed for those businesses, but also to protect other uses of property in the City.

Zoning is important as it can set the stage for the community both presently and in the future. We can look back at zoning decisions here in Junction City and we can argue if those decisions were the best. Areas such as along Highway 77 were zoned to allow housing, but we can wonder if they would have been zoned differently if there would be more commercial development in that area. Not saying it was a bad decision in the past, but one example of the importance of zoning.

We can look back at zoning decisions here in Junction City and we can argue if those decisions were the best. Areas such as along Highway 77 were zoned to allow housing, but we can wonder if they would have been zoned differently if there would be more commercial development in that area. Not saying it was a bad decision in the past, but one example of the importance of zoning.Planning and zoning are tools. The key is how those tools are used.

HUTCHINSON Kan. — As clocks fall back to standard time Sunday morning, be prepared for the change in how you see the road on Monday.

"It's going to give us lighter morning commutes and the darker evening commutes," said Shawn Steward with AAA of Kansas. "Overall, it just throws people's sleep patterns off a little bit and can lead to drowsy driving. We like to remind people this time of year, just be aware how this time change is affecting you."

If your usual route is eastward in the morning, or westward in the evening, be prepared for the sun to be in a different place than it has been.

"Be prepared to drive," Steward said. "Be prepared to focus on driving. Focus on the road, not your phone. Get plenty of sleep, especially if you're taking a longer trip. Just be aware when your body is starting to get tired. Maybe stop off and grab a cup of coffee or take a little break from the road."

According to AAA, 16% to 21% of all police-reported fatal vehicle crashes likely involve drowsy driving, a factor likely underreported in government statistics.

"A lot of the new Advanced Driver Assistance Systems in newer vehicles do help you keep it in the lane," Steward said. "It will notify you when you start to head over to the lines on the side. They'll help brake in case of something coming up more quickly than you expect. Those technologies are great, but they're not a complete substitution for the driver being focused on the road."

According to AAA, drivers who have slept for less than 5 hours have a crash risk comparable to someone driving drunk.

AAA: Watch out for drowsy drivers

The Junction City High School USD 475 JROTC Raider Team claimed a National Championship on Saturday at the 2023 U.S. Army Cadet Command Junior ROTC Raider Challenge National Competition.

According to USD 475, by winning another title, JCHS has now won three-straight National Championships.&nbsp; &nbsp;

JCHS JROTC Raiders win a national title

The Junction City Blue Jays had their best performance on the field on Friday night but were defeated by number one seeded Washburn Rural 27-20 in the second round of the playoffs. 

Washburn Rural took an early 7-0 lead over Junction City, but the Blue Jays battled back and eventually held a 10-7 lead for most of the second quarter. A late interception in the second quarter led to a short field for the Junior Blues, and Washburn Rural led 13-10 at halftime. 

Rural scored on a deep pass from senior quarterback Branton Deweese to wide receiver Titan Osburn to go up 20-10 early in the third quarter. Again, the Blue Jays fought back, scoring on a 37-yard touchdown connection from senior quarterback Brock Bazan to senior Cooper Bogenhagen. A field goal later in the quarter tied the score at 20-20 going into the final quarter. 

Junction City had several opportunities and a chance to take the lead, but after forcing a punt from the Blue Jay offense, Washburn Rural scored on 70-yard swing pass to Calvin Hayes in what ended up being the game winning touchdown. The Blue Jays had a chance to tie late in the game, but turned the ball over on downs at the Junior Blue 35 yard line. 

It was by far the best performance of the year by the Blue Jays, but Washburn Rural, the only undefeated team in class 6A and the number one seed, escaped and defeated the Blue Jays by a final score of 27-20.

Junction City head football coach Randall Zimmerman expressed how proud he was of his team and how hard they fought throughout the game. "I am just so proud of our kids," Zimmerman said. "I told the kids I love them, and I tell them that everyday. Our mission is to build champions for life. It's all about helping these kids grow up to be great people." 

Zimmerman continued talking about his teams performance, "Tonight we were so close, very close. Just a play or two away from really gaining the momentum, but the what ifs don't get it done."

Junction City finished the year with a final record of 6-4.

Junction City High School USD 475 and Junction City FFA Chapter standouts Emma Hinds and Keiondrae Wilcox placed seventh overall, nationally, in the 2023 National FFA Agriscience Fair Division Six Finals on Friday at the 96th National FFA Convention and Expo in Indianapolis, Ind. 

Hinds and Wilcox, who competed in the food products and processing systems division, were the only duo from the state of Kansas to place in their division. &nbsp;Other highlights included, the JCHS Ag Issues team consisting of Wilcox, Hinds, Jamie Amerson, Isabel Huddleston and Ethan Goodyear wrapping-up competition in the Bronze Division. Other JCHS representatives included Kourtney Dibben, Ava Oentrich and Katlyn Mohler.&nbsp;&nbsp;

The Kansas Department of Transportation has announced that K-177 work continues for phase 2 of reconstruction&nbsp;<a>for approximately 13.5 miles; K-177 remains closed from the north side of the K-4 junctions, continuing north to I-70.</a>

Following delays in bridge construction, the contractor has rescheduled the reopening of K-177 to November 22, weather permitting.

Through traffic can follow the state detour from Council Grove to Herington to Junction City (See attached map).

Wildcat Construction Co. Inc. and Subsidiaries of Wichita is the primary contractor for this $52.3 million project.

JUNCTION CITY, Kan.&nbsp;-&nbsp;The Junction City High School FCCLA Chapter will have five students compete at the National FCCLA LifeSmarts Competition on Nov. 10-12 in Birmingham, Ala.&nbsp;

Competing at the national competition, which will take place during the&nbsp;National FCCLA Fall Conference,&nbsp;will be&nbsp;juniors Nicole Green, Gracie Erichsen,&nbsp; Shevy Olson and Kourtney Dibben, as well as freshman Brittney Dibben.&nbsp;To qualify for the competition, the quintet had to finish in the top-40 in the nation to advance. 

By placing in the top-40 nationally out of 80 teams, the Blue Jays, who are the first national qualifying FCCLA team from JCHS,&nbsp;are the only team from the state of Kansas to advance to compete at the fall conference.“ I am so proud of them for devoting extra time and using their expertise to qualify for the national competition. They really support each other and have worked so hard to accomplish their goals. I cannot wait to see how they do on the national level against teams from across the nation,” said Joanna Erichsen, JCHS FCCLA advisor

.In order to qualify, JCHS took a combined exam over family and consumer science knowledge in six areas:&nbsp;personal finance, consumer rights and responsibilities, technology, health and safety, environment and FCCLA knowledge .Junction City High School will open competition in Alabama on Friday, Nov. 10.
