County has been chosen to receive funding from Emergency Food and
Shelter Program. The awarded funding total is $10,339, to supplement
emergency food and shelter programs in the county. The selection was
made by a National Board that is chaired by the U. S. Department of
Homeland Security's Federal Emergency Management Agency and consists
of representatives from American Red Cross; Catholic Charities, USA;
National Council of the Churches of Christ in the USA; The Jewish
Federations of North America, The Salvation Army; and, United Way
Worldwide. The National Board was charged to distribute funds
appropriated by Congress to help expand the capacity of food and
shelter programs in high-need areas around the country.


A
Local Board made up of a Geary County Commissioner, representatives
from American Red Cross, Catholic Charities, Salvation Army, United
Way, Fresh Start Shelter, the Geary County Food Pantry, and others
will determine how the funds awarded to Geary County are to be
distributed among the emergency food and shelter programs run by
local service agencies in the area. The Local Board is responsible
for recommending agencies to receive these funds and any additional
funds made available under this phase of the program.


Under
the terms of the grant from the National Board, local agencies chosen
to receive funds must: 1) be private voluntary non-profits or units
of government, 2) be eligible to receive Federal funds, 3) have an
accounting system, 4) practice nondiscrimination, 5) have
demonstrated the capability to deliver emergency food and/or shelter
programs, and 6) if they are a private voluntary organization, have a
voluntary board. Qualifying agencies are urged to apply.

RILEY COUNTY—Law enforcement authorities are investigating alleged fraud in Manhattan.

Just after 3:30p.m. Thursday, officers filed a report of fraud in the 1000 block of S. Seth Child Road, according to the Riley County Police Department activity report.

A 32-year-old man was reported someone used his social security number for tax purposes which resulted in a fraudulent deficit to the State of Kansas of $8,468.96 in taxes.&nbsp;

Like February, March is starting to repeat the pattern of 2023 which was above normal temperatures and below normal precipitation. January through March normally shows a nice increase in precipitation but again this year we are seeing each month with lower precipitation than the previous month. A trend we hope doesn’t continue on into April.

The average daily high for March was 60 degrees, 3.9 degrees above normal. The average overnight low for the month was 38.2, 5.4 degrees above normal. This resulted in a monthly mean temperature of 49.1, 4.7 degrees above normal. This moves March 2024 into a tie with March 2021 for the sixth warmest March on record. Seven of the ten warmest March’s on record have occurred since 2000. 

The warmest March on record was in 2012 with a monthly mean temperature of 57.5. The coldest March on record was 1960 with a monthly mean temperature of 31.3 degrees. The warmest temperature for the month was 76 on March 31st. The coldest temperature was 20 degrees on the 27th of March. There were no temperature records set for the month.&nbsp;

There were few rainfall events during March, and the recorded precipitation was minimal in each event. Average March precipitation is 2.0 inches. The area received 0.70 inches or 35% of normal. Year to date we have received 3.34 inches. Normal through the end of march is 3.83 inches. After a very wet January, February and March have failed to keep up with average. 

The wettest March on record was in 1974 when an amazing 8.04 inches of precipitation was recorded. The driest March on record was in 1974 when there was no measurable precipitation. March normally sees about 3 inches of snow. This year we saw less than a half inch of snow with one late season snowfall. Season to date (starting in October) we have had 17.5 inches of snow, just about average through the end of March and close to our annual seasonal average of 18 inches.

Historically, April brings us some very spring like temperatures and an increase in rain with those legendary “April showers”. Long term average April rainfall is 3.15 inches. Daily highs start the month at 63 and by the end of the month are up to 68 degrees. Overnight lows on April 1st are 38 and by the 30th have risen to 47 degrees. While April snowfall is not out of the questions, the long term average is a mere 0.7 inches of snow for the month!

March 2024 Junction City Area Weather Summary

One westbound lane of I-70 has opened following a tractor trailer fire.. Authorities expect it will remain that way for some time.

No injuries were reported and the driver exited the truck safely. The truck contents were a soft drink product.

The Geary County Sheriff's Department tells JC Post that I-70 Westbound past the 307 off-ramp is temporarily closed due to a tractor trailer fire. JC Post will update the story as information becomes available.

Authorities respond to a tractor trailer fire

&nbsp; USD 475 announced via social media that the Geary Community Schools Foundation&nbsp;will host its annual USD 475 Art Show and Silent Auction on Friday from 5-7 p.m., as well as Saturday, April 6 from 1-4 p.m., inside Junction City High School.

&nbsp; Due to the possibility of inclement weather in the area on Saturday, the 2024 Junction City High School&nbsp;Cars and Careers Car Show has been moved to Saturday, April 20. Start time is set for 11 a.m&nbsp;&nbsp;

Geary County Deputies responded to a single vehicle rollover accident in the 1700 block of Munson Rd just before 4 p.m. Thursday. The Sheriff's Department said Aaron L. Gray of Junction City was traveling north on Munson Rd. when he lost control of the vehicle and it entered a western field and rolled. 

Gray was transported to Stormont Vale Hospital. The vehicle was removed from scene by private tow.

The Kansas Highway Patrol reported a 2000 GMC Sierra driven by Jacob Thomas&nbsp;Stevenson, 32, Abilene, was eastbound on Interstate 70&nbsp;under Milford Lake Road Bridge in the right lane.

The pickup rear-ended a 2016 Chevy Silverado hauling a Gator Made trailer and driven by William J. Carter, 23,&nbsp;Russellville, Kentucky, who was parked on the south shoulder and merged into the right lane at approximately 15 mph.&nbsp;

EMS transported Stevenson to Stormont Vail. Carter was not injured. Both drivers were properly restrained, according to the KHP.

Junction City Municipal Court Judge Michael McKone has announced plans for an Amnesty Week beginning May 13th. He said during that week anybody can come to Municipal Court, and if they have a warrant with&nbsp; the Court it will then be cleared. "We won't ask any questions. We will clear that warrant." The Judge also cautioned about cases where there is a warrant with District Court, perhaps a felony, and also a warrant with Municipal Court, saying about the Amnesty Week, "I don't know if I would show up."

McKone said at Municipal Court they are trying to clear out some of their old warrants. "We want to treat people as openly, and honestly and fairly as we possibly can."&nbsp;

McKone spoke to the Junction City Commission on the subject this week.

The water line leak that occurred near 7th and Washington in downtown Junction City has been repaired. Water service has been restored. For much of the day Thursday after the line break multiple businesses in the 600 and 700 blocks of North Washington Street were without water.

Junction City Public Works crews continue to work on a major water line break that occurred near 7th and Washington.

At approximately 3:15 pm, Public Works Director Ray Ibarra said personnel were getting to a point where a line could be cut and a new piece could be inserted. Water valves between 6th and 8th Streets were closed. He is hopeful work can be closed early this evening.

Junction City Public Works crews will be repairing a water main break at 7th and Washington Street. Residents from 4th and Washington through 8th and Washington may experience low to no water pressure. Services will be restored once repairs are complete.

A trivia night event will be held in Junction City on Saturday, April 13. The event will be at Spin City, located at 915 S. Washington St. 

Tickets are available for purchase at the library before the event. Individually, tickets are $40 per person or a four-person package for $150. Tickets will also be sold at the door and they are $45 per person. The purchase of a ticket includes a meal from Billy Sims BBQ and one free drink ticket for those over 21 years old. 

Along with trivia night, there will be a 50/50 raffle and a silent auction. 

The doors open at 6:00 p.m., the meal begins at 6:15 p.m., and the game begins at 7:00. 

All proceeds from the event will benefit the Dorothy Bramlage Public Library Foundation and the Library Building Project.

MANHATTAN AND KANSAS CITY, KANSAS — Through the&nbsp;<a href="http://www.k-state.edu/105" target="_blank">K-State 105 initiative</a>, Kansas State University and&nbsp;<a href="https://www.kansashealthsystem.com/" target="_blank">The University of Kansas Health System</a>&nbsp;announced today that the organizations are working together to explore ways to support health care in rural Kansas communities. The two organizations made the announcement during a&nbsp;<a href="https://www.k-state.edu/105/partners/university-of-kansas-health-system.html" target="_blank">joint news conference</a>.

The partnership is a first-of-its-kind collaboration that brings together the land-grant mission and statewide presence of K-State through K-State Research and Extension with the expertise and experience of the state's only academic health system.

"As a&nbsp;<a href="https://www.k-state.edu/next-gen/" target="_blank">next-generation land-grant university</a>, Kansas State University has identified community health and well-being as a focus area for engagement and transforming lives in Kansas," said Marshall Stewart, K-State senior vice president and chief of staff. "We are thrilled to collaborate with our colleagues at The University of Kansas Health System and build a K-State 105 partnership that improves health care access for Kansans across the state."

Through the K-State 105 partnership, K-State and The University of Kansas Health System will work with the statewide K-State Research and Extension network to meaningfully address health care challenges, particularly in rural Kansas.

"Access to quality health care is critical for patients, and for their communities," said Bob Page, president and CEO of The University of Kansas Health System. "Our focus starts always with what is best for patients, and providing access to the expertise and resources of the state's only academic health system is one of many ways we are working to provide support across our state."

The two organizations are identifying health care areas for initial project focus. Some of these areas could include:

• Strategies to keep care local.• Caregiver support for patients with dementia. • Increasing access to digital and telehealth resources. • Programming focused on behavioral health needs in rural communities. • Addressing OB-GYN/high-risk pregnancy provider shortages. • Grant writing and facilitation resources.

"Communities large and small across Kansas have similar goals — create a great place to live, work and enjoy life," said Tammy Peterman, MS, RN, FAAN, president of the health system's Kansas City Division. "We are excited to collaborate with K-State and its extension offices to address identified health challenges, as well as continue to learn and partner with rural health care providers on new solutions to emerging challenges."

The program will start with pilot projects in areas still being determined through collaboration with communities and with K-State Research and Extension offices.

"Through K-State 105, we are building economic prosperity in all 105 counties of Kansas," said Jessica Gnad, K-State 105 director. "We know that access to health care is an issue affecting economic and workforce development across Kansas. Our partnership with The University of Kansas Health System is just the beginning of a collaboration to empower Kansans to find solutions that work in their local communities."

These efforts are meant to support and augment the work already being done by dedicated physicians, nurses and care providers throughout the state.

The statewide K-State Research and Extension network has locations in all 105 counties and plays a key role in connecting with communities. Community vitality and health have long been a focus of K-State Research and Extension programming, and K-State Research and Extension agents understand the opportunities and challenges in their local communities.

This project will build on the work being done by the&nbsp;<a href="https://www.kansashealthsystem.com/about-us/community/care-collaborative" target="_blank">Care Collaborative</a>, a health system program that originally started to drive better outcomes in stroke, heart attack and sepsis care in rural Kansas. It now reaches 73 counties statewide, providing access to a variety of tools, expertise and resources for rural health care providers. The Care Collaborative, now in its 10th year, has developed programming and tools for quality improvement, behavioral health, diabetes education and new payment models for rural providers to enhance sustainability as the health care landscape changes.

K-State is focusing on health and well-being as the&nbsp;<a href="https://www.k-state.edu/media/newsreleases/2023-11/K-State-adopts-Okanagan-Charter112923.html" target="_blank">first Kansas university to adopt the international Okanagan Charter</a>, which calls upon higher education institutions to embed health into university culture and promote health collaboration and action.

Thursday at approximately 6:19 a.m. Geary County Sheriff's Deputies were dispatched to the I-70 eastbound rest stop at mile marker 310 in reference to a check welfare. 

The Sheriff's Department said that upon arrival Deputies located a deceased male subject in the driver’s seat of his gold in color van. The name of the subject is not being released at this time until notification can be made to his family. 

This case is still under investigation and the Sheriff’s Office is asking anyone that may have information on this case to call 785-238-2261.

A 2011 Ford E450 driven by Bettina Moffith, 29, of Manhattan, a 2018 Subaru Outback driven by Dan Deines, 76, of Manhattan and a 2016 Dodge Caravan driven by William Crawford, 74, Manhattan involved in the multi-vehicle collision&nbsp; at the intersection of Claflin Road and North Seth Child Road in Manhattan, according to the Riley County Police Department activity report.

Three people involved in the accident were transported to the hospital for what was initially believed to be non-life-threatening injuries. Two of the three were later air-lifted to Stormont Vail Medical Center for continued care as their conditions were upgraded. Moffith was cited for failure to yield at a red light, according to the RCPD.&nbsp; The RCPD released no additional or specific details on the crash.

MANHATTAN - On Tuesday, April 2nd, officers with the Riley County Police Department arrested Daron Marsean Island Jones, just before 5:30 pm.

The arrest of Jones is connected to an incident from June 2023, where RCPD officers investigated the overdose death of a 25-year-old in Manhattan.

Jones has been charged with&nbsp;distribution of opiates in quantities surpassing 10 units, dissemination of a controlled substance resulting in fatality, and the utilization of a communication facility in the commission of a felony drug violation.

Anyone with information regarding this incident or other Fentanyl-related overdoses are asked to contact RCPD, by either calling 785-537-2112 or by contacting&nbsp;<a href="https://rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Rolling Meadows Golf Course has provided enjoyment to many people and brought in thousands of dollars to Junction City since the course opened on April 1, 1984, now 40 years ago.

Municipal Court Judge Michael McKone reviewed the history of the course during Tuesday night's city commission meeting&nbsp; and put the spotlight on two men who helped make it all possible, former Junction City Clerk, 96-year old&nbsp; Frank Gallagher and former City Manager ( the late ) John Higgins.

McKone noted that the land for the course was purchased for one dollar from the U.S. Department of the Interior as a park for recreational activity of all citizens. Today the city owned course continues to serve the citizens of the community. He also pointed to affordable rates at the golf course and called it a fantastic value. There will be 24 tournaments played at Rolling Meadows just this year.&nbsp;

The National Wheat Yield Contest is organized by the National Wheat Foundation. The 2024 categories include irrigated winter wheat, dryland winter wheat, irrigated spring wheat and dryland spring wheat. The contest will name 26 national winners, including state winners. All national winners will receive a trip to the 2025 Commodity Classic to be held March 2-4, 2025, in Denver.

Contest fields must be at least five continuous acres planted with professionally produced, certified, branded and newly purchased wheat seed. The field must be verified by a third-party supervisor during harvest of the contest field. Entries cost $100, with vouchers available from contest sponsors.&nbsp;

Contest rules also require growers to retain a 10-pound sample of grain from their entry, which will be milled, baked and evaluated for quality if the entry places nationally. For each class, the three highest ranking samples for quality will be recognized and awarded an additional $250.&nbsp;

In last year’s contest, William Noll of Winchester had the top yields for both dryland and irrigated winter wheat categories. His dryland entry of AgriMaxx 516 soft red winter wheat yielded 103.99 bushels per acre, while his irrigated entry of AgriMaxx 505 soft red winter wheat yielded 121.1 bushels per acre. Second prize in the state’s dryland winter wheat category was awarded to Matt Grabbe of Hays with a sample of WestBred WB4792 that yielded 79.18 bushels per acre, the same variety with which he won third place in the previous year’s contest.&nbsp;

The 2024 categories include irrigated winter wheat, dryland winter wheat, irrigated spring wheat and dryland spring wheat. The contest will name 26 national winners, including state winners. All national winners will receive a trip to the 2025 Commodity Classic to be held March 2-4, 2025, in Denver.Contest fields must be at least five continuous acres planted with professionally produced, certified, branded and newly purchased wheat seed. The field must be verified by a third-party supervisor during harvest of the contest field. Entries cost $100, with vouchers available from contest sponsors.&nbsp;Contest rules also require growers to retain a 10-pound sample of grain from their entry, which will be milled, baked and evaluated for quality if the entry places nationally. For each class, the three highest ranking samples for quality will be recognized and awarded an additional $250.&nbsp;In last year’s contest, William Noll of Winchester had the top yields for both dryland and irrigated winter wheat categories. His dryland entry of AgriMaxx 516 soft red winter wheat yielded 103.99 bushels per acre, while his irrigated entry of AgriMaxx 505 soft red winter wheat yielded 121.1 bushels per acre. Wheat Scoop:  National Wheat Yield Contest entries open until May 15

LYNCHBURG, Va. – A Kansas man, who told a 14-year-old girl he wanted to “take a kid’s virginity” after meeting her on Twitter, pled guilty this week to federal child exploitation charges, according to the United State's Attorney.

Andrew Kent, 22, a.k.a. “Leo” and “JeffThePumpkin,” from Manhattan, Kansas, pled guilty this week to one count of sexual exploitation of children. At sentencing, Kent faces a mandatory minimum sentence of 15 years in prison and a statutory maximum sentence of 30 years.

“This case demonstrates the importance of knowing not only what your children are doing online, but also with whom they are communicating,” United States Attorney Christopher R. Kavanaugh said today. “There are dangerous people on the Internet who specifically target children.&nbsp; We will use every tool we have to find those people and bring them to justice, but parents also perform a critical part in educating and monitoring their children’s online activity.”

According to court documents, in January 2023, Kent met a 14-year-old girl from Lynchburg, Virginia, on Twitter. Initially, Kent pretended to be a 20-year-old woman named “Tris.” He used this “Tris” persona to introduce his victim to a young man named “Leo.” In reality, both the “Tris” and “Leo” profiles were controlled by Kent.

Kent told his victim that he was from Roanoke, Virginia, and sent generic pictures of Roanoke in order to further convince her of their geographic proximity to each other.

When they began chatting, the victim informed Kent that she was only 14 years old. Kent told the her that he was 21 years old and that he was interested in meeting her someday in order to “take a kid’s virginity.”

As the conversations progressed, Kent told the 14-year-old that she needed to call him “Daddy,” “Sir,” or “Master,” and then warned her that he might punish her if she failed to do so. Kent also directed violent language at the victim, telling her he wanted to cut her and make her bleed.

After several weeks of chatting, Kent instructed the victim to send him nude photographs and videos of herself, to which she obliged.

On June 16, 2023, Kent was arrested by law enforcement and interviewed by agents with the Federal Bureau of Investigation. At that time, he admitted to using Twitter, Snapchat, and Discord to contact minor girls for the purpose of getting them to send him naked pictures. He often used the “Tris” persona because he found it was easier to get minor girls to talk to him if he pretended to be a young woman.

Kent estimated he solicited and received images of child sexual abuse material from approximately 200 minor girls.

The Federal Bureau of Investigation investigated the case, and the Lynchburg Police Department provided vital assistance.

Currently, elementary students residing in the Quinton Point Apartments are assigned to Spring Valley Elementary.&nbsp; Bus transportation will be needed for those students to Westwood Elementary School, however, it requires crossing Highway K-18.&nbsp;&nbsp;That will transfer approximately 45 students to Westwood Elementary providing space for growth at Spring Valley due to the construction of duplexes in that attendance area.

Northeast Junction City – Streets of Perry, Meir, Filley, 600-1200 blocks of East 4th-12th

Currently, elementary students in the far eastern area of Junction City proper are assigned to Washington Elementary which is a 2.2-mile walk. The eleven students residing in that area will be bussed to Grandview Elementary School.&nbsp;

BOE approves boundary changes for 2024-2025 school year

Chapman Archers competed at both the NASP Kansas State IBO 3D and Kansas State Bullseye Tournaments held on March 29th&nbsp;and 30th&nbsp;in Hutchinson, Kansas.&nbsp; Thirty-one Kansas schools participated in the tournaments with over 340 high school and middle school archers.

In the team competition, Chapman High School archers won first place in the 3D tournament while Chapman Middle School archers took second place in both the bullseye and 3D competitions. &nbsp;

Fifth Judicial District Judge W. Lee Fowler has decided to appoint former former 8th Judicial District Chief Judge Michael Powers to serve as a Special Master in the case involving the Junction City - Geary County dispute over EMS Service costs. Right now the two sides are about $150,000 apart on the amount of money the County should pay for 2024.

Junction City Attorney Britain Stites noted that there will be a 60-day Discovery period, and Powers has authority to resolve Discovery disputes.

The City has been seeking $1.8 million while the County has suggested $1,650,000.
