A Purple Star Certificate of Recognition was awarded to Fort Riley Elementary, Sheridan Elementary, the H.D. Karns Innovations Academy and Junction City High School on Monday by the USD475 Board of Education for demonstrating a major commitment to supporting students and their families connected to the United States military.

The Junction City High School USD 475 JROTC Raider Team was honored&nbsp; for claiming a National Championship at the 2023 U.S. Army Cadet Command Junior ROTC Raider Challenge National Competition. By winning another title, JCHS has now won three-straight National Championships.

The Board of Education recognized that the U.S. Department of Defense Office of Local Defense Community Cooperation approved a USD 475 grant application that pays 80 percent of the cost of expanding Morris Hill Elementary on Fort Riley.

Junction City High School, H.D. Karns, Sheridan Elementary and Fort Riley Elementary presented the results of their most recent Kansas State Assessments. 

• Staff will implement new curriculum materials, making adjustments during summer curriculum work.

• Staff is implementing KAGAN strategies and structures to help increase student engagement.

• JCHS principal GG Booth talked about the full implementation and success of SIT.

• H.D. Karns has started the MTSS process as well as an after-school tutoring program for all students.

• Principal Jeff Tanner noted that they are trying to keep class sizes at 15 or fewer students.

• Sheridan Elementary has begun Love and Logic implementation.

• Sheridan Elementary has started Building Buddies at the school to support new staff.

• Fort Riley Elementary has begun implementing short cycle assessments during the 2023-24 school year.

• Principal Kenny Upham noted that Pod Level MTSS groups are in place for second and third grade students.

Board Approves Health Savings Account Benefit Plan

The Board of Education approved the Health Savings Account Benefit Plan for employees for the 2024-25 school year. Central National Bank has agreed to provide Health Savings Accounts for employees who are enrolled or choose to enroll in the High Deductible Health Plan. They are also waiving the $5 participation fee for employees and dropping the minimum deposit.

Spring Valley Elementary Audio and Video System Approved

The board approved the purchase of an audio and video system for Spring Valley Elementary, who does not currently have equipment, from Kansas City Audio-Visual (KCAV) for approximately $29,767.63.

USD 475 Board of Education addresses multiple issues

There may be some light at the end of the tunnel in the disputed EMS Services fees discussion. City and County staff have been making progress. 

At issue is the amount to be paid by the County. According to information reported at the Tuesday night city commission meeting, the two sides are $38,000 apart on 2023 payments. The County has filed for a temporary injunction trying to keep the City from suspending services during the litigation and asking for declaratory relief asking a judge to interpret the contract for the EMS Services. The City has denied, and has also filed a counter claim alleging a breach of contract for insufficient payment.

A judge in Lyon County has been asked to handle the case since all of the judges in the Eighth Judicial District have recused themselves from the case. A hearing has not yet been scheduled on the injunction request.

Under the contract that has been in effect 1967 the County would pay two-thirds of the EMS costs and the City one-third. City Manager Allen Dinkel has argued that residents in Junction City are having to pay more for EMS Services than rural county residents because 71 to 72% of the county's property taxes come from inside the city.

Mayor Pat Landes has suggested a county-wide EMS assessment so costs are spread evenly across the board and Junction City residents would not have to pay twice any more. City Attorney Britain Stites noted that option has been looked at.

Update on EMS Services talks

The JC Breakfast Optimist Club will have a fundraiser at JC’s BBQ &amp; Grill on East Chestnut all day on Monday, February 12. You can support Geary County youth organizations. 

 The local Optimists provide high school scholarships and make donations to 17 different youth organizations. All of the money raised goes directly to those organizations.  JC’s BBQ &amp; Grill gives back 10% of cost of purchases and donations are also accepted.&nbsp;

Those supporting that move included Nate Butler, Bruce MacMillan , Terry Butler, Kendall Schoenrock, Bob and Theresa Bramlage, Michaela Joyce, Janna Williams and the Council's Director Michael Couch.

They pointed out the benefits of belonging to the organization ranging from support that has occurred for the Junction City Main Street program and having a voice at the table from an economic development perspective to receiving guidance, support and connectivity.&nbsp;

Commissioner Al Gordon said he wants the Flint Hills Regional Council to be reconsidered. "I think it's more viable for us to be a part and having a seat at the table than not." Commissioner Ronna Larson said she also wants the issue back on the agenda.

Back on Jan. 3rd the city commission let die for lack of a second a motion renewing the annual membership to the Flint Hills Regional Council. The City did not budget for membership this year. That fee would have totaled $20,000.

The Junction City Lady Jays struggled from the floor, only scoring 11 points in a 49 - 11 loss to Washburn Rural in Topeka.&nbsp; Junction City was once again led in scoring by senior Sara Rexrode with 7 points.&nbsp; With the loss the lady jays fall to 1 - 15 on the season.

The Blue Jays boys defeated the Washburn Rural Junior Blues 63 - 55 on Tuesday night in Topeka.&nbsp; It was a back-and-forth first half with Junction City leading by 2 points at halftime.&nbsp; The Blue Jays exploded to a 19 point 2nd-half lead and eventually picked up their 14th win of the season, now sitting at 14 - 2.&nbsp; Junction City was led in scoring by Larkin Turner with 18 points, followed up by Jackson Austin with 15 and Lovell Autry with 12 points.&nbsp; With the win, Junction City has now won more games than the entire last season.&nbsp; Coming up on Friday night is Homecoming with both teams hosting the Manhattan Indians.

Blue Jays Pick Up 14th Win of the Season, Lady Jays Fall

Geary County Register of Deeds, Diane Briestensky-Leonard has announced her plans to retire toward the end of 2024. 

Briestensky-Leonard started with the Register of Deeds office in 1994 as the Deputy Register of Deeds under Goldie Johnson. Johnson planned on retiring and recruited Briestensky-Leonard in 1994 from Junction City Abstract and Title to be the Deputy Register of Deeds. Diane was elected in November 1996 and took office in January 1997.

Briestensky-Leonard is completing her 7th term as Geary County Register of Deeds. Currently, she is mentoring Jacqie Reisinger, her Deputy to become the next Register of Deeds. Reisenger plans on being on the ballot in 2024.

During Diane’s time as the Register of Deeds she served on boards for the North Central District Register of Deeds Association and the Kansas Register of Deeds Association, holding officer positions on both, including President.

Briestensky-Leonard also served on many committees for the association that included the Legislative, and the Education Committee. Diane said she is grateful to have been given the opportunity to serve as the Register of Deeds. She thanked all who have supported her in her career. Upon retirement she plans to take time for herself and discover new opportunities.

USD 475 honors students

The recent ice, snow and rain have badly damaged rural gravel roads. Geary County Public Works said just over 100 tons of road rock were hauled on Thursday and Friday combined, to make repairs. The cost was approximately $29,000. Trumpp noted that he expects the cost of repairs to eventually exhaust the Pubic Works budget of $325,ooo allotted for that purpose this year.

The early road work has focused on Rucker Road, which is the most traveled gravel route. But other roads have been receiving attention, such as Munson, Crider and Harrel Roads.

The County Public Works Department issued a notice to the public on this situation. "Due to recent snow fall amounts, freezing and thawing temperatures and even more recent rains, Geary County gravel road conditions have deteriorated drastically in some portions of the county. Geary County Public Works crews have been diligently working to improve the gravel road surfaces by means of hauling gravel and blading with motor graders when road conditions allow. We ask that all Geary County residents who reside on or must travel county gravel roads remain patient with our staff while we make the necessary repairs to get the network of gravel roads in Geary County back in good&nbsp;standing order."

Geary County Clerk, Courtney P. Gilbert, has announced the opening of an additional polling location in the county. Zion United Church of Christ has agreed to allow the use of their facility for an additional polling site. 

Due to the new housing developments in the Spring Valley area of the city, the 4H Senior Citizens Center has become a very busy polling location. With the opening of Zion United Church of Christ, election officials will be able to divide the voters in that area to create a smoother, quicker, and more efficient voting experience for them. 

Voters that have been moved from 4H Senior Citizens Center to Zion United Church of Christ will be receiving an official notice in the mail from the county clerk's office in the next few days. Zion United Church of Christ will launch as an official polling location for the March 19th, 2024, Presidential Preference Primary Election.

RILEY COUNTY—Law enforcement authorities investigating an alleged computer crime have made an arrest.

On Tuesday, the Riley County Police Department reported the arrest of 22-year-old Alexis Brantley of Fort Riley on a Riley County District Court warrant for computer unlawful acts, theft of property lost or mislaid, criminal use of financial card, and identity theft. 

The crime was reported to have occurred in October of 2023. 

Brantley was issued a total bond of $5,000 and was not confined at the time of this report.&nbsp;

The sheriff's office reported, "we use all precautions roadside. It's almost impossible to defend against a bag of&nbsp;unknown substance intentionally thrown into the wind in vicinity of emergency service personnel."

"Fentanyl and opioids are indiscriminate killers. This is the reality of modern law enforcement."&nbsp; The sheriff's office also sent a big thank you to the "wonderful ER Staff at Wamego Hospital."&nbsp;

2 Wabaunsee Co. deputies recovering after suspected fentanyl exposure

(JUNCTION CITY, Kan. Feb. 5, 2024) – Stormont Vail Health proudly welcomes Dr. Todd Crane, a board certified emergency medicine specialist, to the Flint Hills Campus Emergency Department in Junction City.

A native Iowan, Dr. Crane has proudly considered himself a “Kansas guy” since moving to Manhattan in 2003 to pursue a Bachelor of Science in Kinesiology at Kansas State University. Initially, his interest in rehabilitation led him to consider a career in physical therapy. However, as his studies progressed, so did his keen interest in physiology and anatomy.

This curiosity encouraged him to obtain his medical degree at the University of Kansas School of Medicine, where he also completed his Emergency Medicine residency and Emergency Ultrasound fellowship.

“One of the things that attracted me to emergency medicine was its spontaneity and unpredictability,” Dr. Crane said. “You can never assume what will come in, so you have to be ready to see anything. I can treat a kid with an ear infection, deliver a baby, or care for an older adult on any given day, which I enjoy about this field.”

Since moving back to Manhattan in 2021, Dr. Crane and his family have proudly called the Flint Hills community home. He is board-certified in emergency medicine by the American Board of Emergency Medicine and is a Fellow of the American College of Emergency Physicians.

--Telephone and internet service was out at the County Office Building. Technicians were to look into the problem. The internet service has been restored.

--There have been two childcare task force meetings but with the resignation of two members some regrouping will be in order. The goal is to get businesses, especially large employers to partner on addressing the need.

--ATA Bus will make a presentation to an upcoming joint county, city and school district meeting. County officials feel more bus routes are also needed on the northwest side of Junction City.

--HR Director Crystal Malchose and Finance Director Tami Robison will attend the upcoming County Day at&nbsp; the state capitol.

--The Geary County Rural Fire Department only had to respond to one fire call in January.

--One bid for an Emergency Management window project was received. It totaled $38,404. The bid will be reviewed by Public Works with a recommendation due back at the next county commission meeting on Feb. 12th.

Just after 10:30p.m. Friday, officers filed a report for domestic criminal damage to property, interference with law enforcement, and battery of a law enforcement officer in Manhattan, according to the Riley County Police Department Activity report.

A 21-year-old man reported a known female suspect damaged his television. The estimated total loss is expected to be over $1,000. &nbsp;

A 32-year-old female RCPD Police Officer also reported a 20-year-old woman kicked her during the arrest. The officer arrested Akira Cridge on requested charges of criminal damage to property, interference with law enforcement, and battery of a LEO. 

Cridge was issued a total bond of $5,000 and remained in custody on Monday, according to the RCPD.

RCPD: Suspect allegedly kicked female officer during arrest

In 1789, Ben Franklin wrote “Our new Constitution is now established, everything seems to promise it will be durable; but, in this world, nothing is certain except death and taxes,”

For the Federal, State or Local level, tax dollars are needed to operate government and the services that are provide. We all pay Income taxes at the Federal and State level. In addition, the Kansas government collects a 6.5% sales tax and at the present time, there is a 1.5 mill levy on property taxes for 2 State funds. School districts have a 20-mill state-wide levy that is the same as every district in Kansas but may also have local a levy for supplemental general, capital district outlay, and bond &amp; interest as our local district does. The tax funding is only from property taxes that are levied. School districts do not have the ability to levy sales taxes, but there are some places in the State where a City levied sales taxes for a school building project to shift the burden from property taxes.

Geary County levies property taxes and a .25 percent sale tax for the bonds issued at one time for the hospital. In addition, the County has a 1% general sales tax. In the case of a County general sales tax the receipts are split by a State formula between the County and the incorporated cities on a basis of population and property taxes levied. In the case of Geary County, the 3 cities get more of the population side, but the County gets more on the tax side than the 3 cities combined. The City of Junction City receives property tax dollars and then

the 1% general sales tax and the 1% sales for debt service. The latter expires on or before December 31, 2030. That sales tax was approved by the voters twice to address the large amount of indebtedness the City had accrued.

Those who have property taxes in the City of Junction City pay property taxes to the County, School District, and of course the City. In the case of Geary County over 70% of the property tax receives are from property owners the City. Yet those outside of Junction City do not pay City taxes. This may sound quite simple but is important as any County expenditure needs dollars created by property in all of the 3 cities to pay a large portion of County expenditures. Simply that is the way it just is. In some cases, their however are expenses that those who pay County property taxes are asked to pay again as a City taxpayer. Yet the property owners in the other 2 cities in the County do not pay any extra taxes for.

I once heard it said, “The best tax is the one I don’t pay, but others do.” Each year the Kansas Legislature considers requests for exemption of paying property tax. At one time, Cities and Counties in Kansas received funds from the State that we call “Demand Transfers.” These funds were created by the State and often were a “deal” that was made between the State and the local units at one time. In the early 2000’s these funds were needed by the State and the transfers ended. It is estimated that since 2001 at least nearly $3.7 billion has not been transferred from the State. In turn this has put pressure on property taxes. Even those there is always discussion about these transfers being again made to Cities and Counties, many feel that will never happen. Last year when there was a push to eliminate the locals food sales tax, a State Legislative leader proposed State dollars to offset the reduction of revenue to local governments. Naturally, many were very sceptic of that not only happening, but as well as continuing in the future.

Yes we can always say that taxes should be cut, but to do so less has to be spent. I agree spending has to be monitored, but the demands for funds never seem to end. Many want the City

to spend more on street repairs, but at the same time there is a demand for something else such as park improvements. Bottomline, all of the needs for funds are justified, but a balance has to be found. Yes, I know you have heard it before, but in the case of our City we still have to stay “laser” focused on reducing what was the once massive amount of General Obligation debt. Unless there is a “big surprise”, the biggest portion of the debt load will be gone in about 5 years.

Yes, Benjiman was correct that taxes are certain. That will never change. The struggle of course is to keep balance in both taxes and how those dollars are spent.

School districts have a 20-mill state-wide levy that is the same as every district in Kansas but may also have local a levy for supplemental general, capital district outlay, and bond &amp; interest as our local district does. The tax funding is only from property taxes that are levied. School districts do not have the ability to levy sales taxes, but there are some places in the State where a City levied sales taxes for a school building project to shift the burden from property taxes.Geary County levies property taxes and a .25 percent sale tax for the bonds issued at one time for the hospital. In addition, the County has a 1% general sales tax. In the case of a County general sales tax the receipts are split by a State formula between the County and the incorporated cities on a basis of population and property taxes levied. In the case of Geary County, the 3 cities get more of the population side, but the County gets more on the tax side than the 3 cities combined. The City of Junction City receives property tax dollars and thenthe 1% general sales tax and the 1% sales for debt service. The latter expires on or before December 31, 2030. That sales tax was approved by the voters twice to address the large amount of indebtedness the City had accrued.Those who have property taxes in the City of Junction City pay property taxes to the County, School District, and of course the City. In the case of Geary County over 70% of the property tax receives are from property owners the City. Yet those outside of Junction City do not pay City taxes. This may sound quite simple but is important as any County expenditure needs dollars created by property in all of the 3 cities to pay a large portion of County expenditures. Simply that is the way it just is. In some cases, their however are expenses that those who pay County property taxes are asked to pay again as a City taxpayer. City Manager Allen Dinkel issues his 515 Report

RILEY COUNTY —Two people were injured in an accident just after 6:30p.m. Friday in Manhattan.

According to the Riley County Police Department activity report, a 2007&nbsp; Toyota Corolla driven by Whitney Francis, 47, of Manhattan crashed with a 2002 gold Honda Odyssey driven by Gabriel Ramos-Calleja, 20, of Manhattan, near the intersection of Marlatt and N. Seth Child Road in Manhattan.

EMS transported Francis and a 19-year-old passenger in the Honda to Via Christi for treatment of injuries. Francis was issued a citation for failure to stop or yield at a stop sign.&nbsp; The RCPD released no other details.
