--There will be a retirement gathering in Junction City for Pawnee Mental CEO Robbin Cole on April 9th from 11:30 a.m. to 1:30 p.m.. It will be held at the Pawnee office in Junction City. Cole has spent a total of 28 years with Pawnee Mental Health, spread over two different stints. She plans to retire May 1, 2024.

--ATA Bus has donated an older bus to the Food Pantry of Geary County. It will be used to help the Food Pantry set up in areas where people can walk to get food.

--Commissioners and Department heads met with area state legislators to discuss topics ahead of the 2024 session of the Kansas Legislature. The session always begins in January.

MORRIS COUNTY—Two people were injured in an accident just after 7:30a.m. Tuesday in Morris County.

The Kansas Highway Patrol reported a 2012 Dodge Ram driven by Garrett T. Ellis, 29, Alta Vista, was southbound on Kansas 177 at 875 Road.

The pickup crossed the center line and side swiped a northbound 2016 Jeep Wrangler driven by Brenda L. Blair, 62, Allen, and then struck a northbound 2016 Nissan Frontier driven by William M.&nbsp;Gilliam, 70, Emporia, head-on.

EMS transported&nbsp; Gilliam to Stormont Vail and&nbsp;Blair to the Morris County Hospital. Ellis was not injured. The KHP had incomplete seat belt usage information.

The Board meets at 6 p.m. Thursday at the Devin Center.

The Board will also discuss discipline and attendance data,and consider approval of a new school nurse ( LPN ) position at Seitz Elementary School.

Geary County Historical Society will host their December STEAM Saturday program this Saturday, December 16th from 1:00-3:30p.m. at the museum. 

The theme for this month’s program is Pioneer Christmas and will feature reenactors Moose and Wind Dancer, who will be on site to teach participants how to make traditional Christmas decorations including wooden ornaments and pomanders: a pioneer Christmas tradition. There will also be Christmas cookies to decorate.&nbsp;

Just before 10:30a.m. Monday, officers filed a report for theft in the 600 block of 3rd Place in Manhattan, according to the Riley County Police Department activity report.

A 40-year-old woman reported an unknown suspect fraudulently used her credit card to make purchases at Hyvee, Dillards, and Walmart.

The estimated total loss associated with this case is approximately $659.&nbsp;Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

At the conclusion of the discussion the County submitted a proposal to the City for a settlement through the end of the year and then negotiate farther, according to Commissioner Keith Ascher. Commissioner Trish Giordano said the County is "willing to negotiate on the numbers they ( City ) have presented."

The two entities have disagreed recently on the amount of costs the County must pay.

J &amp; K will be installing a new water line and services in the 700 blk. of W. Chestnut.  During construction, which could take two weeks, residents can except low water pressure and intermittent disruption of water service.

Geary County Emergency Management has announced that J &amp; K will try and keep the disruption of water services to a minimum during  the construction period.  If there are any questions please contact public works. 785-762-8840

RILEY COUNTY —Law enforcement authorities are investigating a man for an alleged sex crime.

Just after 4:30p.m. Dec. 8, officers filed a report for lewd and lascivious behavior in Manhattan, according to the Riley County Police Department activity report.

A 14-year-old girl, a 16-year-old boy and a 17-year-old boy reported a known male suspect identified as 31-year-old Fernando Velasquez of Manhattan undressed in a public hot tub. 

Police arrested Velasquez on a requested charge of lewd and lascivious; Exposing sex organs to another &lt;18.&nbsp;

He remains in custody on a bond of $7,000, according to online jail records.

Live Well Geary County in partnership with K-State Research and Extension Local Food Systems is seeking a Local Food Fellow to complete the local food system project.&nbsp; Applicants must apply by January 1 2024.

Geary County Food System Plan, Goal 2: farmers, food, entrepreneurs, and food chain workers thrive in our local economy. The goal of this project is to create a catalog of local food producers, get to know the local producer’s story, and help promote their business.

This full-time, eight-week fellowship will run from June 3 – July 26, 2024. This is an in-person position located at: Live Well Geary County Office (Junction City), with hybrid option of working remotely.&nbsp;&nbsp;

Geary County Commissioners have scheduled an EMS discussion with Junction City staff at approximately 2:15 p.m. Monday at the County Office Building.

The issue of EMS fees is the focus with county leaders concerned about possibly being over charged and city leaders recently producing numbers verifying their totals for the service.

Also during their meeting Monday the county commissioners will have a working lunch with area state legislators beginning just before noon.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The meeting was held at the Zion United Church of Christ.&nbsp; The meal was catered by Cracker Barrel and coordinated by Margaret Kilpatrick and Carolyn Zumbrunn, who served as hostesses.&nbsp; Nita Miller provided the dessert, which was some of her special homemade cookies.

  Retired School Personnel Celebrate The Season

On November 19th Junction City Police were dispatched to a call for potentially injured feline. JCPD transported the cat to the Junction City Animal Shelter and staff quickly assessed the cat was not injured but showing symptoms of severe illness. They practiced proper PPE protocols and isolation protocols out of precaution due to the symptoms that were presenting themselves. On November 20th the feline was taken to a veterinarian who made the assessment it could be something more serious. Due to these symptoms, euthanasia was elected and for the feline to be sent off to KSTATE for further testing.

On Dec. 7th results were back that the feline was POSITIVE for TULAREMIA. Due to the fast-acting nature of the Junction City Animal Shelter staff and the veterinarian's quick suspected diagnosis, authorities were able to reach out to any individuals that were known to have contact with the feline to have them monitor any symptoms that could arise and to get with their physician if anything developed. This feline was a stray cat as far as officials were made aware. Proper agencies have been notified to include Geary County Health Department, KDHE, etc.

Tularemia, also known as “Rabbit Fever” is a bacteria that can be spread by ticks, deer flies, or handling infected animal tissue. It can occur when hunting or skinning infected rabbits, muskrats, prairie dogs and other rodents. These types result in Ulceroglandular or Glandular Tularemia. The concern in our case for staff and patrons that handled said feline was the potential for contacting bodily fluids such as urine or saliva.&nbsp;

While there are other forms of Tularemia (Pneumonic or Oropharyngeal), these are rarer and can occur from farming and landscaping when machinery runs over infected carcasses or contaminated drinking water. Again, these cases are rare in the U.S.

Authorities deal with feline testing positive for illness

Last week I wrote that I still like to read a newspaper rather than trying to find news on the internet and read the online versions. I understand as we move to electronic media, the reaction of the readers is quicker and often there are more comments due to the ease of doing so. Often, however, some of the comments that are made do lack much in terms of accuracy and in being factual and of course some make comments anonymously. With that said, there are a number of issues we will tackle this week.

The EMS issue of course is gaining headlines and much discussion. For many years, the City of Junction City has provided Emergency Medical Service to the entire Geary County area. In 1967, an agreement was made between the City and the County in which 1/3 of the unreimbursed costs are paid by the City and 2/3rds by the County. The term unreimbursed deals with payments from individuals or health care insurances or programs such as Medicare for example. I assume over the years there has been some changes in what was billed, but as far as I know the method upon which the City bills has not changed in the past 5 or 6 years and perhaps well before that there were other costs that were included. The key issue is that there is a desire to change is that at what the City considers is a bad time.

I don’t think there is any argument that the agreement needs to be renewed , but remember it stood “Tried and True” for over 50 years. The City budget for 2023 has been locked in place for over 18 months and the 2024 budget was completed and published before there was even a notion of the desire to change it. The

Fire Department had presented budget data to the County in mid-June as well. A new agreement will not lower the costs as the expenses to operate the EMS continue to increase. There is a cost to a high-quality EMS service which includes more services than just an ambulance.

City staff is concerned that a drop in revenue will equate to an increase in the need for additional tax dollars from property owners in the City. I mentioned the split above. So, City property tax payers have the 1/3, but since the City assessed valuation is over 70% of the County valuation, the City tax payers are covering about 80 percent of the total bill and property owners in the unincorporated area and the other 2 cities in the County are covering 20%. If less is paid by the County then the City percentage goes even higher and up to the 85% or higher range. I am estimating in the 3 mill range or a 6 %increase to just City tax payers. When someone says the County pays the cost, that is all property in the County and that includes the City of Junction City.

We have heard comments that the City has sent inflated numbers to the County. We have a professional staff and that does not happen. For the person who has requested a forensic audit, go ahead and pay the bill because our staff is professional and has it correct. In other words, “Bring It.” Do not question the integrity of the City staff. The issue is what to include in the split and again nothing had changed from “past practice. ”Also remember that not only does the City provide EMS service to the County but many other services as well. The City Commission had voted to discontinue service outside the City limits is not paid, but an operating loss will mean an increase in City taxes or cutting other services and projects. We believe the City offers outstanding service and is the best option for all. One just has to do the “Math” to see what the costs of other options is to tax payers. With the year ending, items like “cash balances” have an impact City finances and ultimately City property tax payers. Also, someone said the City would lay off employees if the County decides to use another EMS option. There is simply no truth to that.

This past week, the City Commission voted to increase water and wastewater or sewer rates. That is not something that anyone enjoys but reflects the needs of the City to provide services. There is no “filling of pockets”, but the need to make upgrades as needed and dictated. Some costs are due to past decisions and lack of maintenance, but also regulations change. No sense putting blame on anyone, but we just need to move ahead.

I also saw a comment that that someone said the City does not have sidewalks everywhere. Not going to argue that, but how do we cover the costs?

Junction City Manager releases his 515 Report

WASHINGTON COUNTY —One person died in an accident just after 4:30p.m. Friday in Washington County.

The Kansas Highway Patrol reported a 1986 GMC S pickup driven by Hunter L.&nbsp;Wohlbrandt, 23, Wakefield, was southbound on Kansas 119 at Kansas 9 one mile South of Greenleaf.

The driver failed to stop at a stop sign prior to entering the intersection. A 2002 Chevy Tahoe driven by Lindsay I. Gray, 15, Waterville, struck the pickup.

EMS transported Wohlbrandt to&nbsp;Bryan Medical Center West Campus in Lincoln where he died. EMS transported Gray and a passenger Brian T. Gray, 47, Waterville, to the Washington County Hospital. Wohlbrandt was not wearing a seat belt, according to the KHP.

The Junction City Lady Jays were defeated by the Hays High School Lady Indians on Friday night in Junction City. Despite a close first quarter, and a 10-0 run in the second half, the final score was 55-21.&nbsp;

Only three players scored for the Lady Jays. For the second time this season, Freshman Makenna Hatcher led the team with nine points. Both seniors, Amyah O'neal and Sara Rexrode finished the night with six points each. The Lady Jays record falls to 0-3.

The Junction City Blue Jays defeated Hays 58-48. Despite trailing after the first three quarters, the Blue Jays scored 24 points in the fourth quarter and completed the comeback.

Three players scored in double-digits, sophomore Lovell Autry had 22 points, with 19 of those in the second half. Also in double-digits was junior Larkin Turner with 20 points, and senior Michael Boganowski adding 14 points. With the win, the Junction City boys team improves to 3-0 on the season.&nbsp;

It is a quick turnaround as both the Lady Jays and Blue Jays are back in action on Saturday evening with Dodge City as the opponent.&nbsp;

&nbsp;Milford Elementary has introduced a redesigned logo for the 2023-24 school year.

The updated logo kept a lot of the same elements and colors as the previous school logo, including a sailboat and other items to represent Milford Lake.“We are so excited to have a new updated logo at Milford Elementary. We feel like it really captures the great things about our amazing community. Our students and staff are going to love it,” said Phyllis Boller, Milford Elementary principal. 

The updated logo was designed and submitted by third grade teacher Brittany Beard, as well as Tyler Manwarren, USD 475 Instructional Technologist, who assisted in the final production. “In USD 475, students and teachers take great pride in our schools. A logo refresh helps renew a strong sense of identity within our educational community,” said Manwarren.&nbsp;&nbsp;

MANHATTAN - Just after noon on Friday, December 8th, Kansas State University President Richard Linton released a statement to the community about the recent decision by the University and the Athletic Department to release Nae'Quan Tomlin from the Men's Basketball team.

I am grateful to have the opportunity to address our university community — students, faculty, staff, alumni, fans and friends — regarding the questions and sentiments permeating social media and other events in recent days. Your passion demonstrates your interest in this university’s future, and we must all be committed to doing what is best for K-State. I want you to know that I am also committed to sharing our processes with transparency in regard to how we approach developing every student to meet the standards of this university.&nbsp;&nbsp;

We share a common aspiration to develop young men and women to make our world a better place. Our faculty, staff, coaches and administrators work every day to teach, guide, mentor and, at times, hold accountable members of our community. I recognize that leaders are often called upon to make difficult decisions. Some difficult decisions are very visible; others are not. Some of the policies that govern our decision-making are widely understood, yet again, others are not. As difficult decisions are made, it is also important that we have a sense of community and accountability.&nbsp;&nbsp;

The principal question at the heart of Nae’Qwan Tomlin’s release from the men’s basketball team seems to be around understanding the role a university president plays in student-athlete conduct decisions. I want to take the opportunity to outline the policy governing this process in full transparency.&nbsp;&nbsp;

The NCAA Board of Governors has required each member institution to adopt a “serious misconduct policy” covering a number of potential allegations, including Title IX. Under the university’s serious misconduct policy, the university president is involved in collaboration with the athletic director and head coach when making a final decision concerning a student-athlete’s conduct and team membership.&nbsp;&nbsp;

The decision to release Nae’Qwan from the men’s basketball team was made in full compliance with all applicable policies. When decisions like this are made, a range of factors are considered, including the entire history of a student athlete’s behavior.&nbsp;&nbsp;

The reporting that this decision was made solely due to an incident at a bar in Aggieville is not accurate.&nbsp;&nbsp;

There remains much we cannot share with the university community under federal laws, namely FERPA, which protects a student’s right to privacy while attending a university. I know this is difficult, as you want to understand all that has transpired. But in the absence of being able to share any more specifics, I hope that the details I am sharing today help bring resolution to any lingering questions.&nbsp;

I want you to know that our university and our athletics department are unified. There is no “us” versus “them." Together, we are One K-State. The relationship between the university, athletics and the K-State community at large is special, and I will never take it for granted.&nbsp;

As difficult decisions are made, it is also important that we have a sense of community and accountability.&nbsp;&nbsp;The principal question at the heart of Nae’Qwan Tomlin’s release from the men’s basketball team seems to be around understanding the role a university president plays in student-athlete conduct decisions. I want to take the opportunity to outline the policy governing this process in full transparency.&nbsp;&nbsp;The NCAA Board of Governors has required each member institution to adopt a “serious misconduct policy” covering a number of potential allegations, including Title IX. Under the university’s serious misconduct policy, the university president is involved in collaboration with the athletic director and head coach when making a final decision concerning a student-athlete’s conduct and team membership.&nbsp;&nbsp;The decision to release Nae’Qwan from the men’s basketball team was made in full compliance with all applicable policies. When decisions like this are made, a range of factors are considered, including the entire history of a student athlete’s behavior.&nbsp;&nbsp;The reporting that this decision was made solely due to an incident at a bar in Aggieville is not accurate.&nbsp;&nbsp;There remains much we cannot share with the university community under federal laws, namely FERPA, which protects a student’s right to privacy while attending a university. I know this is difficult, as you want to understand all that has transpired. But in the absence of being able to share any more specifics, I hope that the details I am sharing today help bring resolution to any lingering questions.&nbsp;I want you to know that our university and our athletics department are unified. Geary County Fish &amp; Game Association will have their general membership meeting on Monday, Dec. 11. They will begin eating at 6:00 p.m. in the Main Building at Sportsman’s Acres. This will be followed by a short business meeting including our election of Officers and Directors as well as voting on our Constitution and By-Laws proposed changes.

&nbsp; By current reading of those documents, They MUST have in-person voting and MUST have a quorum present in order to conduct a legally binding vote. They will also be holding their annual election of officers nad two director positions.

These documents that govern the functioning of our organization had not been reviewed for a number of years, 1998 for the Constitution and 2007 for the By-Laws. A lot has happened in the last 25 years and while they are still a vibrant organization with a membership of over 180, daily lives and the world around us have changed it is important that the functioning of GCF&amp;GA keeps up with those changes. After almost two years of reviewing our existing documents your Board of Directors is putting forth for your consideration and vote what we hope are revisions that will work for us now and into the future.

The proposed revisions were distributed to all members over a month ago either via e-mail or postal mail, and your officers and board have been available for questions/concerns since then.

Fish & Game prepares for general membership meeting

The Junction City Animal Shelter currently has 2-3 dogs showing some slight symptoms of Kennel Cough. Due to this, Officials said that they re halting all dogs showings, meet and greets, adoptions, fosters, and volunteers walking dogs.. While this can be frustrating for you as well as employees, safety and precaution comes FIRST! 

As an animal shelter, they see several animals that come in with an unknown medical history. While they would like to have an isolation unit, but they just don't have the resources at this time. The shelter consistently overflowing does not help these cases from arising due to lack of space and stress on our dogs due to this. If your dog comes in as a stray, please note that they have the potential to be exposed. 

They will provide all of the information we can to owners as this occurs. PLEASE make sure you are opting for the Bordetella Vaccine and practicing healthy habits with your canine! Due to these symptoms here, they will also be present in the community. Speak to your veterinarian on how you can remain vigilant with your dogs!&nbsp;&nbsp;
