Fresh Start Emergency Shelter will seek funding from the City of Junction City for 2024 to help sustain operations. The request for $120,000 is on the city commission agenda Tuesday night.&nbsp;

Fresh Start Emergency Shelter is a 24-hour, temporary shelter that provides a safe place to sleep while individuals and families navigate their next step in finding housing. They allow them 30 days to get on their feet. If they comply with all our requests such as meeting with their Case Manager, searching for a job, making it to all their appointments as required for essential services, chores around the shelter, they can extend their stay at Fresh Start discretion, not to exceed 90 days.

For travelers that have found themselves stranded in Junction City for whatever reason, Fresh Start offers 48-hour shelter until they are able to repair their car or receive assistance to move on to where they are going.

According to Shelter Director Debbie Savage for the community that does not stay over-night in the shelter, but still need assistance,&nbsp;day services are provided, which include a meal, clothing, toiletries, a warm shower, and the ability to launder one’s clothing. This building has also been requested by the City to act as a temporary warming and/or cooling site as needed in the past. 

According to information provided to the commission, since opening full time in February 2023, the Shelter has received 6,348 calls, have housed 112 people, which include 18 children with one or both parents, and which represent 90 individuals or family groups. For those residents, they have prepared or had available food for 6,348 meals.

In July they started logging the use of our day services. They have provided 47 meals, access to guests to do laundry 11 times, 34 showers, 19 clothes and/or hygiene kits, and 27 “other” services which could include transportation to appointments, meeting with a case manager, or other activities outside the service.

The commission meeting begins at 7 p.m. Tuesday at 701 North Jefferson Street.

From the same time frame, we have had expenses totaling: $202,256.96

Approximately $29,000 of the expenses came from getting our building ready for opening and repair of our HVAC system.

POTTAWATOMIE COUNTY —Law enforcement authorities are investigating a burglary and asking the public for help to identify a suspect.

According to a social media report from Saint George Police, officers want&nbsp;to speak with a man seen on a security camera about a stolen vehicle and a burglary. 

If anyone has any information or can provide security footage from the 100 block Lincoln and 100 block of 3rd Street.

Police ask for help to ID burglary suspect in Saint George

HUTCHINSON, Kan. — AAA says 55.4 million travelers will head 50 miles or more from home over the Thanksgiving holiday travel period from the five-day period from Wednesday, November 22 to Sunday, November 26.

"That's an increase of 2.3% over last year," said Shawn Steward with AAA Kansas. "The number of people driving will also be up slightly with a 1.7% increase to 49.1 million Americans driving to their destinations."

This year’s Thanksgiving the third-highest Thanksgiving forecast since AAA began tracking holiday travel in 2000. The top two years were 2005 and 2019, respectively.&nbsp;

"People will also be flying," Steward said. "4.7 million people will fly over the Thanksgiving holiday. That's up 6.6% compared to last year."

That's the highest number of Thanksgiving air travelers since 2005. Tuesday and Wednesday before Thanksgiving are the busiest air travel days ahead of the holiday and the most expensive.

"All methods of transportation are up, especially domestic travel," Steward said. "The average cost of flights, hotels, rental cars and cruises are all down here in the U.S. this holiday season."

Drivers in this part of the country will likely be paying less for gas than last Thanksgiving, as well, when the national average was $3.58. This year, the national average peaked in mid-August at $3.87 and has been coming down since, despite global tensions causing ripples through the oil market. The Kansas gas price average is $3.03 a gallon as of Saturday, Nov. 18.&nbsp;

AAA: Third busiest Thanksgiving travel season in 20 years

Some weeks as I sit down to write this report, I have an idea or two I want to convey, but then there are weeks when it may be best to cover different topics and events that occurred during the week. So, buckle-up and we will cruise through a number topics.

The newly named Planning Commission and Board of Zoning Appeals met for their first meeting. This group of 5 residents were appointed recently by the City Commission after the Metropolitan Planning Commission (MPC) was dissolved upon the request of Geary County. The newly formed group will handle the zoning issues strictly within the City limits. Their next meeting will be on Tuesday, January 9, 2024, when they will have some cases to address. On any planning and zoning change or variance request a public hearing must be held. This requires a legal notice in the official City newspaper at least 20 days before the hearing, along with letters being mailed to other property owners within 200 feet of the parcel. Any decision made by the Planning Commission is a recommendation that is then addressed by the City Commission. Issues handled by the Board of Zoning Appeals, which would be variances and Conditional Use Permits are final actions as the ordinance allows this.

A couple of days ago I had a visit from a resident who was concerned about the property adjacent to where he lives. He showed me pictures of items that are scattered around the outside of the neighboring house. Since he had called to get an appointment an appointment with me, Ariana, one of the administrative assistants had contacted the Codes Department and I was able to show this gentleman that the process had started. In this case the “wheels” roll slowly as a certified letter must be sent to the property owner of record. In this case we have identified the owner no longer lives there and is in an assistant living facility. Unfortunately, it appears the family member that lives at that address is ignoring the letters and the City’s “hands are tied” as the codes staff can’t act until the letter is returned from the post office. In this case it has taken a number of months. The good part is that the letter has now been returned and action can begin. The process that is used in spelled out in Kansas State Statue and ultimately we have to make every effort to notify the property as any costs are assessed to them. If the bill is not paid it is then assessed to the property taxes.

Unfortunately, a few days ago there was a fatal accident in the community. The person who lived near the location of accident called 911 when he was awoken by the noise and then headed to the scene. He commented to me how was impressed by the speed that the EMS crew, which is the City’s Fire Department arrived and the professionalism that was shown. Fire and EMS is one of those departments that we want well-staffed, well-trained, and well-equipped as we never know the moment that they have to jump into action and serve any one of us. To this however does take our tax dollars.

City Finance Director Lindsay Miller looked at the City finances this week as near the year end to see if any budget amendments must be mace. In certain funds a budget amendment may be needed to create adequate budget authority if expenses are higher than we had budgeted 18 or so months ago. Budget amendments only increase spending authority and does not affect taxes as revenue was also higher. I don’t like to have budget amendments, but they do occur at times. As we looked back over the year, we both agreed it has been a good financial year for the City. It is essential to have a strong “cash carryover” at the end of the year as it is the basis of the budget for the next year.

Every other week I met with the Department heads and Managers, so we all know what is happening in the City organization. This helps to keep us all on the “Same Page” and we are aware of all that is happening. Cole, the manager at the Rolling Meadows

Golf Course, told us that the Chemical and fertilizer needed at the course in 2024 had been “locked” in. He said the availability of products has improved and cost were down a bit or has little or no increase. A little different than a year ago.

Vanessa Gray, the Animal Shelter Manager, told us with issues with the large number of animals that the shelter is taking in. She relayed a case of a person who wanted to surrender an animal at the shelter, and we could not take it. However, later the animal was founded abandoned and is now in the shelter. Of course, these issues are investigated. The animal shelter is a facility that needs to be addressed and at some time in the near future a capital expenditure has to be made so we can adequately provide service to the community.

Okay, I did not stick to one topic this week, but hopefully we have shared to you more of the different facets of the day-to-day operation of your City.

City Manager Allen Dinkel releases his 515 Report

The Extension Appreciation Award was created so that an individual, family or business, that goes above and beyond in their support of Extension programs in a county, can be recognized. This year, we honor a staple of Geary County K-State Research and Extension, Donna Martinson. Donna began her Extension career as the Elk County Extension Home Economist. Ten years later, she accepted the position of Geary County Extension Home Economist, with her title later changing to Family and Consumer Sciences (FACS) Agent. Throughout her time as an agent, Geary County experienced many changes, but she implemented programs such as Walk Kansas, LifeSmarts for 4-Hers, Kansas Saves, and countless more experiences for residents of Geary County. Donna retired in 2009 after 28 years with our office.

Equally impressive to Donna’s accomplishments in her career, she continues to remain active in the greater Geary county community, having served as the coordinator for the Central Flint Hills Area Quilts of Valor organization, gifting handmade quilts to service members or veterans who have been touched by war. She also assists with the Geary County Free Fair, helping with the Open Class portion of the event, encouraging all county citizens to show off their talents with the community. Donna and her husband Gail live near Milford Lake, and now enjoy supporting their many grandchildren in their activities, including 4-H. Her impact on Geary County is still felt in Extension and in our communities, and we are honored to recognize Donna Martinson as the 2023 Geary County Extension Appreciation Award Winner.

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.9% in October. This is an increase from 2.8% in September and a decrease from 3.0% in October 2022.

“There was a small increase in the unemployment rate for Kansas, edging up to 2.9% in October,” said labor economist, Emilie Doerksen. “However, there was no change in the labor force participation rate at 66.7%, which remains significantly higher than the U.S. labor force participation rate at 62.7%.” 

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 3,200 from September. Total nonfarm includes private sector and government employers. Private sector jobsincreased by 2,400 over the month, while government increased by 800.

The unemployment rate in Geary County is up from 3.8 percent in September to 4.2 percent in October. The rate is also up slightly in Riley, Wabaunsee and Pottawatomie counties.

Since October 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 15,600. This change is due to an increase of 8,300 private sector jobs and an increase of 7,300 government jobs.

Kansas Department of Transportation and KHP Vehicle-deer crashes can happen any day of the year on Kansas roadways. Across the state, 37% of all single-vehicle crashes in 2022 involved a collision with a deer. The Kansas Department of Transportation reports six people were killed and 575 people were injured in collisions with deer in 2022.

These crashes greatly increase from now until the end of the year because of deer breeding season, with November typically the peak time.

This is why KDOT, the Kansas Highway Patrol, the Kansas Department of Wildlife and Parks, AAA Kansas and the Kansas Turnpike Authority are joining to raise awareness and help decrease vehicle-deer crashes.

“If a deer enters the roadway in front of your car, it is best to hit the animal and not swerve to avoid it,” said KHP Captain Candice Breshears. “We find more serious crashes occur when you swerve to miss the deer, potentially losing control of your vehicle, leaving the road or veering into oncoming traffic.”

Roadway safety officials suggest drivers:

• Be especially watchful at dawn and dusk when deer are more active.

• If you see one deer, expect others, as deer seldom travel alone.

• Be alert and reduce speeds near wooded areas or green spaces and near water sources&nbsp;such as streams and ponds.

• Deer crossing signs show areas where high numbers of vehicle-deer collisions have&nbsp;occurred in the past; but they can happen on any roadway, including city streets.

• Do not swerve to avoid hitting a deer. Motorists could then veer into oncoming&nbsp;traffic, run off the road, hit objects or overturn.

• Use bright headlights when there is no oncoming traffic and scan for the reflective&nbsp;eyes of deer.

• If a collision occurs, move the vehicle to the roadway’s shoulder. Then, if possible, call law enforcement – KHP dispatch at *47, the Kansas Turnpike at *KTA or local law enforcement at 911.

• Put the vehicle’s hazard lights on, whether it is light or dark outside.

• Remain in the vehicle with your seat belt fastened to be better protected.

• Contact your insurance company to report any vehicle damage.

Shawn Steward, Public and Government Affairs Manager for AAA Kansas, said deer can be unpredictable, so even the best drivers are at risk.

“In addition to the inconvenience of your vehicle damage, the cost of repairs may put a serious dent in your wallet,” Steward said. “AAA insurance statistics indicate that the average claim in Kansas for an animal strike in 2022 was almost $7,000 – up more than 60% in just five years.”

Anyone involved in a collision with a deer or other animal resulting in personal injury or property damage totaling $1,000 or more is required to immediately report the incident to the nearest law enforcement agency.

Nadia Marji, Chief of Public Affairs and Engagement Officer for KDWP, said a common question to the agency is if a hunting license is needed to personally take a deer carcass from a crash scene.

“KDWP has a process in place for this through salvage tags,” Marji said. “A salvage tag is required to remove all or part of a deer carcass from an accident site and can be issued by a KDWP game warden, KHP trooper or sheriff’s deputy.”

Increase roadway safety this fall and throughout the year by staying alert, obeying posted laws and eliminating distractions while driving. Always wear a seat belt and use appropriate child safety seats, every trip, every time.

The team has received a nearly $350,000 grant from the U.S. Department of Transportation to develop a high-resolution geospatial crash count prediction tool to categorize crash data by severity in each region of interest while aiding law enforcement agencies and traffic safety professionals with allocating limited resources.

K-State engineers receive grant to develop vehicle crash count predictive tool 

RILEY COUNTY —Law enforcement authorities are investigating a suspect for an alleged sex crime.

Just after 2p.m. Thursday police arrested 32-year-old Luis Cortijo Abreu, 3 of Puerto Rico, according to the Riley County Police Department activity report.

My guest on Coffee Talk this time is State Representative Nathan Butler (68th District) who will begin his second legislative session in early January.&nbsp; In addition to his duties as State Representative, he served in the U.S. Army retiring at the end of 20 years at the rank of Major; is a Pastor; and a real estate agent.

In our interview, he  talked to me about about the make-up of the 68th District, it's wide-ranging mix of small cities and towns spread through sections of Geary, Riley and Morris counties.  He also outlines bills he worked on in his first session and those he will continue to track in the new session beginning in early January 2024. Rep. Butler also addresses some of the inner-workings of the Kansas Legislature and its hectic pace.

The Geary USD 475 Board of Education Has approved the addition of two positions. One is a support monitor at Morris Hill Elementary School. A second person was needed in that capacity there because the new building is bigger with more students.

The Geary County Historical Society will host STEAM Saturday this Saturday, Nov. 18th from 1:00-3:30pm.&nbsp; 

Society Executive Director Heather Hagedorn said that the topic for the month is “Pioneer Preparedness” and participants will be able to get ready for winter like pioneers as they dip their own candles and weave their own baskets during the event. 

STEAM Saturday is a come-and-go style event for all ages and free to the community thanks to a sponsorship from United Way Junction City Geary County.

On Nov. 15, six Lincoln Elementary STUCO (Student Council) Students along with other community volunteers, assisted in serving the senior patrons their annual Thanksgiving Lunch at the 4H Senior Center. 

The intergenerational interaction was coordinated by Resia Muto, STUCO Leader and Vickie Bobbitt, Executive Director,  I.C.A.R.E. There was a total of 76 older adults in attendance at the dinner said Katy Tittsworth, Senior Center Director.

Seniors enjoy Thanksgiving lunch

RILEY COUNTY —One person was injured in an accident just after 2p.m. Wednesday in Riley County.

A 2007 Chevy Tahoe driven by Darion Smith, 24, crashed with a gray 2007 Honda Accord driven by&nbsp; 23-year-old Linda Reyes-Santiago&nbsp;near the intersection of Tuttle Creek Boulevard and Walters Drive in Manhattan, according to the Riley County Police Department activity report.

EMS transported a female passenger in the Honda to Via Christi for treatment of her injuries. Police cited Smith for no driver’s license and failure to yield at an intersection.&nbsp;

The RCPD did not report the driver’s home cities.
