RILEY COUNTY —Law enforcement authorities are investigating an alleged sex crime and have made an arrest.

Just after 1:30p.m. Wednesday, police arrested 20-year-old Israel Newby of Manhattan in the 9900 block of Jasmine Drive in Manhattan, according tot he Riley County Police Department activity report.

Newby is being held on a $250,000 bond on a requested charge of rape. The crime is reported to have occurred in December 2023.&nbsp;

Kansas roads will soon be busy with holiday travelers going to and from their destinations for the holidays. The Kansas Highway Patrol, along with other law enforcement agencies across the state will be on the roadway to ensure the safety of motorists across the state.

Before hitting the road, the Patrol encourages motorists to plan ahead and take the following into consideration:

• Plan your travel route and communicate this to your family in case you are involved in a crash or experience mechanical problems with your vehicle.

• Make sure your vehicle is in good working order. Check tires’ tread depth and air pressure, vehicle fluids, and mechanical equipment including the exhaust system.

• When you leave, start with a full tank of gas and a fully charged phone.

• Dress for the weather. If you plan to travel in cold weather, make sure you have a coat in the vehicle and warm shoes.

• The vehicle should also be stocked with beneficial items such as bottled water, blankets, non-perishable food, first aid kit and a flashlight with extra batteries. 

• We are in the peak time for car-deer crashes. Watch for deer, and if you see one, remember they seldom travel alone.

• Visit <a href="http://www.Kandrive.org">www.Kandrive.org</a> before you leave to check road conditions and/or construction work or other delays along your route. Motorists without internet access can dial 5-1-1 from any phone to check road conditions through the Kansas Department of Transportation (KDOT) 511 Road Condition Hotline.

• Always MOVE OVER for first responders and highway maintenance crews. If you are unable to MOVE OVER, then please SLOW DOWN. 

• Ensure everyone in your vehicle is using their seat belt and/or appropriately fitted child safety seat.

• Arrange for a designated driver or use a ride share service if you will be consuming alcohol. Do not drive impaired, and do not let your family or friends drive while impaired. If you are hosting a party, provide non-alcoholic drink alternatives for designated drivers.

KHP shares travel tips ahead of the busy holiday season 

Both Geary County and Junction City Commissioners have been approached this week about the need to resolve their disagreement on the amount of EMS fees to be paid by the County to the City. They jointly fund the service.

Tuesday night the Geary County Rural Fire Chief Garry Berges, pointed to the strong working relationship with the Junction City Fire Department on issues ranging from water and grass fires to fireworks displays. He told the city commission that they're all in it for the citizens of Geary County.

John Moyer explained that the City and County are all stewards of taxpayer's money, and he's hopeful a resolution can be found. He informed the County that he wants the two entities to sit down and talk this issue through. He also noted that the issue is putting a lot stress on the employees of the Junction City Fire Department but it's not their fault.

Deanna Munson explained she might not be alive today without excellent service she received last spring, while Julie Hildebrand urged that personal feelings be put aside and that they do what's best for everybody as a whole.

Speaking to the Geary County Commission, Kelly Heindel pointed out that the situation is causing undue stress on Geary County citizens.&nbsp;

The City did approve a motion this week that did not include any action to cut EMS service to the rural areas of the county.&nbsp; City Commissioner Jeff Underhill noted that they were being more compassionate. That motion was seconded by Commissioner Ronna Larson.

Public urges settlement on the EMS service issue

In observance of the Christmas Holiday the Geary County Public Works Department and Geary County Landfill will be closed Monday and Tuesday, December 25 &amp; 26. They will resume normal business hours on Wednesday, December 27.

--The fifth year of the Greater Geary Community Foundation Match Day generated $543,880 in public contributions for local organizations and agencies. That amount included collection of $369,363 and $154,516 in matching money.

--Awarded a bid of $7,400 for demolition of a structure at 218 West 11th Street.

--Set Feb. 20th public hearings on the proposed annexations of property at 224 North Spring Valley Rd., 604 North Spring&nbsp; Valley Rd., 30 South Spring Valley Rd., 506 South Spring Valley Rd., 2508 Glenn Dean Rd., 2701 Liberty Hall Rd., 2623 Liberty Hall Rd. and 2707 Liberty Hall Rd.

--Outgoing Commissioners Bob Story and Matthew Bea were recognized for their service on the governing body. Their terms expire in the near future.

--Former Junction City Police Chief Tom Clark Jr. was remembered. He passed away on Dec. 17th.

Geary County Public Works would like to announce that the Household Hazardous Waste (HHW), the Recycling Center, and the Landfill will now be open one Saturday each month, starting in 2024!

These areas will open the 2nd Saturday of each month from 8AM to 2PM.

As a friendly reminder, HHW will take items such as paint, household cleaners, batteries &amp; small appliances to safely dispose of. This program is free of charge to Geary County residents and Geary County Property Owners.

The Landfill accepts brush &amp; tree limbs only. No other items are accepted.

We hope this will prove to be beneficial for Geary County residents and property owners. If there are any questions, please contact the Geary County Public Works office at 785-238-3612.

Junction City Commissioners have agreed to provide a portion of the funding requested by two organizations, the Geary County Food Pantry and the Fresh Start homeless shelter.

The Food Pantry asked for $100,000 to help construct a new building while Fresh Start sought $120,000 to help fund operational costs. The commission approved $50,000 for the Food Pantry project and $30,000 for Fresh Start.

Just after 3:30p.m. Tuesday, officers filed a report for aggravated assault near the intersection of East Riley Avenue and Fort Riley Boulevard in Ogden, according to the Riley County Police Department activity report.

A 21-year-old woman reported an unknown suspect drove up next to her, yelled and pointed a handgun towards her.&nbsp;

RILEY COUNTY—One person was injured in an accident just before 3:30p.m. Tuesday in Manhattan.

According to the Riley County Police Department activity report,&nbsp;a 2001&nbsp; Toyota Highlander driven by Benen Joyce, 15, of Manhattan crashed with a 2010 Toyota Yaris driven by Jane Mead, 79, of Manhattan&nbsp;near the intersection of Sunset Avenue and Hunting Avenue in Manhattan.

EMS transported Mead to Via Christi for treatment of her injuries. Police issued Joyce a notice to appear for failure to stop or yield at a stop sign and driving in violation of a restriction.

I.C.A.R.E. has announced that on December 18, Sandra Havel and 5 of her JAG-K Students from the Karns School, visited Brookdale Senior Living during the morning hour to assist 10 residents in decorating &amp; personalizing their own Christmas Stockings. They were also loaded with goodies.  The same day during the afternoon hour, Havel and the same 5 students delivered Christmas gifts to 37 residents at the Bicentennial Manor. The students even had a short period of helping 3 residents with their cellphone. It was a busy day of Christmas Giving and Christmas &nbsp;Cheer for JAG Students and older adults.

Students assist seniors

Junction City Commissioners have approved a motion asking Geary County to withdraw a resolution that accompanied their last EMS service payment, and that they pay all 2023 EMS bills by Feb. 16th, 2024 That would give the city commission time to revisit the matter at their&nbsp; Feb. 20th meeting. A flat fee of $165,000 would be charged to the County per month in January and February, while officials work through the issue. They would also want work by staff on new EMS, Jail and 911 Board agreements.

Commissioner Jeff Underhill made the motion which did not include any action to cut EMS service to rural parts of the county. Underhill stated, "We're being a little more compassionate." Commissioner Ronna Larson seconded the motion.

The move by the city comes on the heels of the recent disagreement between the City and County over the amount of EMS fees to be paid by the County,

City Manager Allen Dinkel pointed out that 71% of the County's 2/3 share of the EMS costs come from Junction City taxpayers. He has suggested that there be a flat rate for EMS costs and that a joint service is the only way to go. He also squelched local rumors that there would be cuts in people and no raises. That action will not happen.

Commissioner Ronna Larson made it clear that she is not comfortable and does not favor discontinuing EMS service in the rural areas of the County if the bill is not paid by a certain date. The motion approved by the commission did not include any deadline of that type.

Mayor Pat Landes noted that at the end of the day they have to pay the bills, and the two entities have to work this out.

Commissioner Bob Story said the EMS was an awesome service provided to the County at a discounted price.

By Dewey TerrillJC PostJunction City Commissioners have approved a motion asking Geary County to withdraw a resolution that accompanied their last EMS service payment, and that they pay all 2023 EMS bills by Feb. 16th, 2024 That would give the city commission time to revisit the matter at their&nbsp; Feb. 20th meeting. A flat fee of $165,000 would be charged to the County per month in January and February, while officials work through the issue. They would also want work by staff on new EMS, Jail and 911 Board agreements.Commissioner Jeff Underhill made the motion which did not include any action to cut EMS service to rural parts of the county. Underhill stated, "We're being a little more compassionate." Commissioner Ronna Larson seconded the motion.The move by the city comes on the heels of the recent disagreement between the City and County over the amount of EMS fees to be paid by the County,City Manager Allen Dinkel pointed out that 71% of the County's 2/3 share of the EMS costs come from Junction City taxpayers. He has suggested that there be a flat rate for EMS costs and that a joint service is the only way to go. He also squelched local rumors that there would be cuts in people and no raises. That action will not happen.Commissioner Ronna Larson made it clear that she is not comfortable and does not favor discontinuing EMS service in the rural areas of the County if the bill is not paid by a certain date. The motion approved by the commission did not include any deadline of that type.Mayor Pat Landes noted that at the end of the day they have to pay the bills, and the two entities have to work this out.Commissioner Bob Story said the EMS was an awesome service provided to the County at a discounted price.

City makes counteroffer on EMS service payments

Derek Noyes, command team of the 1st Infantry Division and Fort Riley, hosted a ball culminating a yearlong campaign honoring the essential role noncommissioned officers play in the United States Military, at the Hilton Garden Inn in Manhattan, Kansas, Dec. 14, 2023.

The role of the modern American NCO, as the event’s guest speaker Sgt. Maj. of the Army (retired) Daniel A. Dailey said in his speech, has been molded through the advent of war throughout the country's history, and includes vast duties, responsibilities and authorities.

“We win because we have a noncommissioned officer corps that trains Soldiers to standard, enforces those standards, and holds everybody accountable, from private to major general, throughout this division,” said Meyer. “The noncommissioned officer runs the United States Army.”

Known as the backbone of the Army, NCOs are responsible for the care and training of Soldiers. They have played a pivotal role in every conflict since the founding of the U.S. Army, and are a paramount fixture in every American military victory from Gettysburg to Normandy, and beyond.

The bedrock of the Corps of noncommissioned officers was built during the American Revolution and the appointing of Baron von Steuben as Inspector General of the Army in 1778, who standardized the duties and responsibilities of the NCO by creating the regulation of the order and discipline of the troops.

“Ladies and gentlemen, what you have accomplished here at the Big Red One is not just another campaign with a nice banner and a few events,” said Dailey. “What you have done is sent a message; a clear message to our officer corps and all those who lead this great army, that the trust between us and them is a sacred bond that cannot be broken.”

“What you have done is sent a clear message that the United States Army will continue to do what it’s supposed to do regardless of their allegiance to anything outside what our common cause is, that is to defend the Constitution of the United States of America.”

With the close of the Year of the NCO begins the Year of Victory, the next chapter in the ongoing effort to recount the history of the Big Red One and recognize its victorious past, while honoring former and current Soldiers, as it develops future leaders.

The division will focus on sending accomplished Soldiers to compete in Army wide competitions in order to build camaraderie amongst the ranks. Milestones for the Year of Victory will include the 80th D-Day Anniversary Ceremony and the Victory Week celebration, as well as ongoing guest speaker and leadership professional development opportunities.

Year of the NCO Ends with 1st Inf. Div. Ball

Geary County and Junction City entered into a joint resolution for ambulance service in 1967. Under the agreement the City agreed to operate an ambulance service available to all residents of Geary County and the County agreed to pay the City 2/3 of the unreimbursed cost of the ambulance service. The City bills the County monthly for such service. In April of 2023, Geary County received an invoice for ambulance services for $121,416.90 that the City described as “charges inadvertently omitted” dating back to February 2022. By the City’s own admission, they had incorrectly billed the County for 10 of the 12 months of 2022. The County had closed its books for 2022 and already being audited by the time the bill was received, the County informed the City it would not honor the charges dating back to 2022, as the 2022 budget was closed and it was well into the 2023 budget.

Given the City’s own admission of incorrect billing for 83% of the 2022 calendar year, the County began to more closely scrutinize the City’s invoices for ambulance services. In the spirit of partnership, the County repeatedly requested detailed invoices from the City that have been denied. After months of denials, the County filed an open records request for the detailed invoices rather than the line item summaries they had been provided. The County received the attached response from the City, requesting an outlandish deposit of ten thousand dollars ($10,000.00) to fulfill the request. The County is shocked that the City would not be able to provide a detailed invoice for the amounts they had charged. Wouldn’t the City already have such a document in their possession to calculate the amounts they claim were due?

The City provided the County a lengthy PowerPoint that provides percentages they claim to utilize in calculating what is charged to Geary County. Utilizing all of the information the City would provide, County finance was unable to verify the billed amount invoiced to the County from the City. The City has not provided any concrete information regarding these differences in calculations.

Geary County has made a good faith effort to resolve and negotiate differences in the best interest of the citizens of Geary County. The City of Junction City has not. Geary County has paid for all services that have been rendered and billed that the County has been able to verify through October 2023. The County has simply requested that the City provide detailed invoices that factually match the invoices the County has already received. The County continues to wait for this information. Why wouldn’t the City want to substantiate their invoices? Taxpayers should ask themselves if they would feel comfortable paying for a bill that contained no detailed charges when you are fully aware that the same entity had sent you bills with mistakes 83% of the time the previous year and already made a $51,673.40 calculation error in May of 2023?

At the joint meeting on November 27th the City’s Mayor and Vice-Mayor shared their commitment that both Commissions would meet and negotiate this issue. Since that date the City Commission has refused to take part in negotiations, and has been unwilling to hold a joint meeting in public. The City Commission most recently refused the invitation of the County Commission to appear at their December 11th meeting. This refusal came after the County Commission graciously amended their agenda in adding a staff presentation by the City regarding the EMS issue with very little notice.

The City of Junction City has been clear on a few things:

1) That the County pays for a portion of every single salary paid to the Junction City Fire Department

2) That the County pays 2/3 of 100% of paramedic salaries regardless of assignment to fire or ambulance.

3) That, given the choice between providing life-saving services to the general public or providing transparent billing to Geary County, they would choose to put the public’s safety at risk rather than open up their books.

The Geary County Counselor submitted a good faith written settlement proposal to the City of Junction City on December 11, 2023 in an attempt to settle all disputes between the parties related to ambulance service in 2023 based on staff numbers. The proposal further opened the door for a new negotiated agreement in 2024. Despite receiving this proposal on the 11thof December, the City, once again, chose to employ strong arm tactics by adding to their agenda packet for tomorrow’s December 19th meeting the possibility of suspending life-saving services to the public as soon as December 31st if the County did not pay the City’s full unsubstantiated invoice. This is the second time the City has threatened to suspend service rather than meet with the County, the first occurring at their November 28th meeting when the City threatened to cancel service as of December 5th, just two days prior to the meeting already scheduled for December 7th between the two entities.

The County remains open and eager to settle this matter with the City in the best interest of the public. The County looks forward to the City’s response to the proposed agreement. In that same spirit of reconciliation, Geary County would like to invite the City Commission to a joint meeting on ambulance service to be held on Thursday, December 21, 2023, at 7:00p.m. in the Commission Room of the Geary County Office Building. The County would request that the two commissions meet and settle this matter so that the public is able to enjoy their holiday without fear or worry regarding this essential service.

For the last three years, the Junction City High School Marketing class has teamed up with Eagle Radio's 107.9 FM / 1420 KJCK Radio in a joint effort to help the students gain valuable experience in marketing. 

Under the leadership and guidance of Marketing teacher Christina Amerin, the students prepare scripts and copy to read in the form of an ad on the radio. 

Amerin noted that one of the purposes of being in a CTE (Career and Technical Education) focused high school is to provide hands-on learning. "This experience allows students to not only learn about marketing but to do it in real-time, which is when real learning occurs," Amerin said. 

Students were promoting and highlighting upcoming school programs, events and sports games. 

All the ads recorded by the students will air on Eagle Radio's 107.9 FM / 1420 KJCK.

POTTAWATOMIE COUNTY —The game warden in&nbsp;Pottawatomie County&nbsp; is asking for the public's assistance in identifying the individual who poached a deer on private property and only took the head, according to a social media report from the Kansas Department of Wildlife and Parks Game Wardens.

The deer was found near the southeast corner of Galilee Road and Mt. Vernon Road in Pottawatomie County. 

The deer is suspected to have been taken within the last week. Anyone with information is encouraged to contact Game Warden Matthew Cook at (785) 256-3603.

Just before 11:30a.m. Monday, officers filed a report for blackmail in Manhattan, according to the Riley County Police Department activity report.

A 21-year-old man reported an unknown suspect blackmailed him.

Cloud County Community College will be offering adult education, GED and English as a Second Language (ESL) classes beginning on January 16 in Concordia and Junction City.

The Adult Education program at CCCC offers an adult learning atmosphere to gain skills necessary for success at home and in the workplace. The classes are open to individuals 16 and older who are not enrolled in school. Basic skills and diploma preparation classes are offered afternoons and evenings in Concordia, and mornings, afternoons, and evenings in Junction City to accommodate working adults’ schedules. Classes are small with both classroom and computer instruction.

Those who attend can also improve on basic skills in everyday reading, math and English, as well as learn employability skills while earning WorkReady Credentials. Computer skills are also a part of the courses, where students can gain basic Microsoft Word and Internet skills, and also earn technology certificates.

English as a Second Language (ESL) classes are also offered at both the Concordia and Geary County campus. ESL classes provide instruction in English-language skills including speaking, writing, listening, and reading for students whose first language is not English. Classes are designed to help improve reading and writing skills, as well as conversational English.

GED test preparation instruction is also available at both locations, and the Geary County campus will now offer English as a second language classes. The centers are located at CCCC’s Concordia campus and at the Geary County campus in Junction City. All students must attend orientation before enrolling in classes. Students are to call for an orientation appointment.

 For both locations, orientation appointments can be made for January 9 and 10. The first day of classes at both locations is January 16.

Cloud County Comm. College to offer GED, ESL classes

WABAUNSEE CO. - On Tuesday, December 19th, the Wabaunsee County Sheriff's Office released information regarding an arrest made on Monday, December 18th at the USD 329 District Offices in Alma, Kansas.

On Monday, the Wabaunsee County Sheriff's Office was contacted about multiple allegations of offenses against minors and were requested to come to the USD 329 Wabaunsee County Schools District Offices in Alma.

Upon arrival, the Wabaunsee County Sheriff's Deputies found 30-year-old, Tyler Douglass of Alma waiting for them.

Evidence obtained by Deputies at the District Office led to the arrest of Douglass, who was taken into custody without incident.

Douglass was arrested on requested charges of Contributing to a Child's Misconduct and Furnishing Alcohol to Minors.

Douglass was transported to the Wabaunsee County Jail.

Douglass has been the Wabaunsee High School wrestling coach since December 2021.

Anyone with information is asked to contact the Wabaunsee County Sheriff's Office.

According to the Wabaunsee County Sheriff's Office, this is an ongoing, multi-agency investigation. No further details will be provided at this time, and all students are safe, secure and accounted for.
