Members of the rural community expressed concern over the possible loss of EMS service in rural parts of Geary County as the disagreement continues with Junction City over the amount to be paid by the County.

Commissioner Trish Giordano noted the County pays a portion of all the salaries of the City firefighters. She referred to 13 paramedics specifically. "We're paying a portion of their firefighter salary&nbsp; as well as their paramedic salary. That is the main deal right there. That is what we're willing to negotiate on. That's where the major discrepancy is." Giordano added the County is willing to sit down and talk.

Giordano said under the current arrangement the County has nothing to say about how much City firefighters get for raises or how much the City is spending for equipment. "They just send us a bill and say here this is two-thirds of what you owe."

Commissioner Keith Ascher noted that he liked local people taking care of local people. "Their heart's in the game."

The current City / County EMS agreement dates back to the 1960s.

Discussion of the agreement between Junction City and Geary County regarding emergency service issues is on the city commission agenda Tuesday night. There is disagreement over the amount to be paid by the County.

In the information provided for city commission review this week City Manager Allen Dinkel stated, "At the present time nearly 80% of the cos of EMS is paid by City property taxes and 20% from the rest of Geary County. With the amount the County has paid and what they are proposing this will increase to 85 to 90% from Junction City property owners.

"The one service provided by the City of Junction City for the entire County is the most economical, most professional, and most complete service available. Other options increase costs and the number of services could lessen for those outside of the City of Junction City, " said Dinkel. He wants discussion in an open public meeting but is willing to talk about the matter with&nbsp; the city commission in an executive session.

Dinkel is making a series of recommendations to the city commission.

--"The amount of $354,911.62 be paid to the City of Junction City by Geary County by 12:00 Noon on Friday, December 29, 2023. If this payment is not made Emergency Medical Services will be discontinued to the area outside of the City limits of Junction City at 11:59 P.M. on Sunday, December 31, 2023.


--The payment to the City for services rendered in November of 2023 are to be paid by 12:00 Noon on Friday, January 12, 2024. If this payment is not made Emergency Medical Services will be discontinued to the area outside of the City limits&nbsp; of Junction City at 11:59 P.M. on January 14, 2024. If the County wishes to have a flat rate for the previous calculation a rate of $150,000 that month would be applied.

--The payment to the City for services rendered in December of 2023 are to be paid by 12:00 Noon on Friday, February 9, 2024. If this payment is not made Emergency Medical Services will be discontinued to the area outside of the City limits of Junction City at 11:59 P.M. on February 11, 2024. If the County wishes to have a flat rate for the previous calculation a rate of $150,000 that month would be applied.

--For services in calendar year 2024, since their was a desire by Geary County to go to a monthly set fee, I would suggest payment of $165,000 per month to be received from Geary County by the 25th of each month. If any payments are more than 30 days delinquent, the Emergency Medical Services will be discontinued to the area outside of the City limits."

The city manager said the City could continue with the present billing procedure that has been utilized for the past few years. In that case he suggested the 30-day period as well.

Dinkel also encouraged continued negotiations with the County on new agreements with Emergency Medical Services, Jail and the 911 Board.

The City Commission meets at 7 p.m. Tuesday at 70 North Jefferson.

MANHATTAN - On Thursday, three students at Manhattan Area Technical College were recognized during a collegiate-style 'signing day' event in partnership with Michelin-Junction City.

All three students are pursuing degrees in Industrial Engineering Technology through the&nbsp;<a href="https://jobs.michelinman.com/en/students/student-programs">Michelin Tech Scholars program</a>.

Richard Creed III, Logan Ingram and Jaden Moon were joined by their families and member of the Michelin Junction City facility leadership team to celebrate their acceptance into the Michelin Tech Scholars program.

“Technology is constantly changing in the manufacturing industry, and so are the abilities that lead to success,” said Chris Uher, site director at the Junction City facility. “We collaborate with schools like Manhattan Area Technical College to offer students the opportunity to learn from real-world scenarios at our facility while they complete their education. We can provide them with the guidance and support they need to be ready for future challenges and opportunities.” &nbsp;

"MATC is excited to have this partnership with Michelin. The Tech Scholars Program provides students in our Industrial Engineering Technology program with an incredible opportunity to demonstrate their knowledge and earn a coveted position with Michelin as an employee and receive educational support while they finish their program with us." said James Genandt, president, Manhattan Area Technical College. Manhattan Area Tech hosts 'Michelin Tech Scholars' signing day

The Geary County Sheriff's Office has announced the retirement of Sheriff Dan Jackson, effective Jan. 19, 2024.

Jackson joined the Sheriff's Office in June 2014 on road patrol and retired as a patrol lieutenant in January 2018. He returned to the department in February 2019 with investigations.

On May 9, 2019 he was sworn in as Geary County Sheriff following the office being vacated by his predecessor due to legal issues. Sheriff Jackson ran for the office in 2020 and was elected during the height of the COVID outbreak through which he led the department during unprecedented times.

During his tenure in office, Sheriff Jackson implemented a joint dive rescue team with the Junction City Fire Department.

Under his guidance the Geary Sheriff's Office Special Response Team was formed. He also had a substation constructed near Milford Lake to house the department's watercraft with no cost to taxpayers.

Most recently Jackson has been moving the department forward to national accreditation through The Commission on Accreditation for Law Enforcement Agencies.

Prior to his law enforcement career Jackson served seven years in the Navy and 18 in the Marines. During his military career of 25 years, he served in seven combat tours.

He worked for the Junction City Police Department for five years and on the I-135/I-70 Drug Task Force through Dickinson County Sheriff's Office.

He and his wife, Lynn Devine have a combined family of seven children and 10 grandchildren.

Sheriff Jackson has spent his life serving the Country and our local community. He plans to enjoy some time on the golf course, time with his dog, Gunny, taking care of lawns and working in his shop.

Geary County Commissioner Trish Giordano updated the governing body that the applicant who had accepted the Flint Hills Regional Council Director position pulled out at the last minute. Three other candidates were interviewed&nbsp; last week.

FAITH TABERNACLE, Junction City, Kan. The Mosaic group, consisting of single college aged members and young professionals, filled the day Saturday with seasonal activities and goodwill. The group started their day by placing wreaths on Fort Riley military gravesites as part of the Wreaths Across America ceremony. The group re-convened in the late afternoon for caroling at various locations in Junction City.

“We wanted to do more than our traditional caroling, which is popular with our members,” stated Ryan Reeve, group leader. Ryan and his wife Jennifer work with Matt and Rachel Arvin to plan and ensure Mosaic events are fun for all.

Ryan is also the producer of “Kings Kidz Radio,” an online bible adventure program that targets children ages 3 through 11. Kings Kidz, formed during the pandemic shutdown, posts episodes to the church website.

Reeve adds that Kings Kidz Radio became a “go to” Sunday school resource for churches across the country and remains in demand. The program utilizes local church talent to write, role play, and record the episodes. The current bible “Search and Rescue” series with Detective Clue and his team, including agents Dinah Mite and Justin Case along with Shadow, a Scottish groundhog, and Misty Rey, the always hungry racoon, concludes this month. The church Sunday school department scheduled a new series for the coming year.

Following caroling, Mosaic closed out the day with a game night held for its two dozen members. After a long day of satisfying seasonal activities, the evening included hot chocolate with a variety of homemade soups and side dishes.

RILEY COUNTY —Law enforcement authorities are investigating a Kansas woman for alleged financial crimes.

Just before 4a.m. Sunday, police arrested 34-year-old&nbsp;Ann Goetz Jensen of Topeka, was arrested while at the Riley County Police Department, according to the RCPD activity report.

She remains in custody on a $5,500 bond on a&nbsp; Riley County District Court warrant for forgery, failure to appear, and theft by deception.&nbsp;

On December 15th, approximately 300 students Pre-K - 5th grade from Sheridan Elementary, sang traditional Christmas Carol's to residents at Valley View Senior Life. Some seniors were singing along, clapping, or just smiling with joy being surrounded by the students. 

Stephanie Kabriel, Principal, teachers, and Valley View Staff also chimed in on the Christmas Carol's.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

The intergenerational activity was&nbsp;coordinated by I.C.A.R.E.

In their final game before Christmas break, the Junction City Lady Jays were defeated by Bishop Carroll 58-10 on Saturday afternoon.&nbsp;

Both seniors on the team, Amyah Oneal and Sara Rexrode scored four points each in the matchup against the Golden Eagles. Sophomore Morgan Nabus added the other two points.&nbsp;

The Lady Jays fall to 0-6 on the season.&nbsp;

Despite trailing at halftime and at the end of the third quarter, the Blue Jays once again stormed back and won on Saturday afternoon.&nbsp;

Junction City defeated Bishop Carroll in overtime, by a final score of 55-51.&nbsp;

The Blue Jays had three players score in double-digits. Jackson Austin led the way with 17 points, Lovell Autry finished with 15 points, and Larkin Turner added 14 points as these three players combined for 46 of the teams 55 points.&nbsp;

With the win, the Blue Jays head into Christmas break with an undefeated 6-0 record.&nbsp;

The next action for both teams will be on January 2, 2024, when Junction City hosts Washburn Rural.&nbsp;

This past week, Paula and I received our monthly bill for the electric service we receive at our house. Since I used to manage some cities that had a Municipal electric utility, I do probably analyze the monthly bill more than most people do. On the bill each month, our utility company bills us $41.75 for what they call an “Availability Charge”. Those of you who have a different electric company, they may use another name, but bottom-line it is a base fee that is charged each month and never changes.

This charge basically gives me the ability to have electricity whenever I want it. I can walk into a “dark” room and reach over and flip the switch on and then there is “light”. This fee gives me the opportunity to have electric energy for my home whenever I want it. For me to have this ability, the electric company has to have distribution lines that bring the electricity to my house and of course they have employees who make sure that energy can be delivered to my home. If you grab the bill you receive from the City for water and wastewater you will find a base fee that again helps to make sure that the proper infrastructure is in place to handle your needs. When you go the faucet you expect water to come out and fill your glass and when you flush the toilet you expect this water to leave your home and head to a wastewater plant to be treated. With electricity or water or even wastewater, we don’t necessarily use these services 24/7, but we all want those services available when we need or want them. To have this ability there is a cost that is charged.

Ok, let’s think of a time when you or someone in your family needs an ambulance to take a person to the hospital in the case of an emergency or if you are in a vehicle accident and you need services to extricate you from the vehicle and take you to the hospital for medical care. When someone dials “911” or when law enforcement makes the call that Emergency Medical Services are needed, we all want an immediate response just as we do each day when you flip on the light switch or turn on the faucet. However, in this case this is much more important as we are now dealing with a life or lives. To have this immediate, fast, and professional response there is a cost involved as well.

I will not argue with you that the cost of Emergency Medical Services is not a cheap or low-cost option. We all know that the City of Junction City provide these services to not only the residents in side of the City limits of this City, but to all of Geary County and has done so for many years. We can say that the agreement that has been in place since 1967 is outdated, but it has served Geary County well. There is no doubt that the service that is provided by the City employees of the Junction City Fire Department are high quality and are the best imaginable. Just like with electric service there is a cost to be “ready” with adequate staffing of qualified, well-trained individuals and equipment that is ready to roll at any given moment. As we look back this past year, not only has there been over 3,500 calls for services, but over 1,100 times when 2 ambulances were on calls at that same time. But we can’t forget the times when 3 or 4 ambulances were all simultaneously in operation. There is a cost and how do we pay for it?

As I said above, the present agreement has been in place a long time. I am sure the manner the costs were calculated have changed, but nothing has changed in recent years, but now there is a desire to lower the amount paid by Geary County. This desire also has come after the City budgets for 2023 and 2024 are in place. There is a cost to operate the high-quality service that is provided, so it boils down should property tax owners in the City pay more if the owners of property in Geary County pay less. Remember that 71.7% of the property tax dollars that Geary County receives come from property inside the City of Junction City.

In recent weeks, there has been accusations that the City has provided “inflated” numbers to the County. As I said last week, I am proud and confident of the costs that the City staff have calculated are adequate and I would challenge anyone to prove that they are not. No, we have not missed any audits as some have said and City staff has provided the data, but it boils down to what costs should be included. There is no disagreement that a new agreement should be negotiated, but let’s “Get Real”, the costs for the services provided are not getting cheaper. However, do we really want less services?

I know some will say that the City of Junction City should not even consider cutting services to the area outside of the City limits, but the City does have the obligation to pay for the costs of services and that cost would then shift to just those who have property in the City. Yes, other services could possibly be found for the remainer of the County, but I would shudder of the costs to those who have property outside of the City and that cost is just shared with about 28% of the tax base that now covers the County obligation. And I will challenge that these services will be much less than the members of the Junction City Fire Department provides now.

As with water and electric energy services, there is a cost to be ready when needed and at any time. I don’t think anyone really desires less Emergency Medical Services, but how is the cost to have that service at any given time paid?

This past week, Paula and I received our monthly bill for the electric service we receive at our house. The Kansas Supreme Court has reappointed chief judges in 29 judicial districts.&nbsp;

Chief Judge Benjamin Sexton was reappointed in the 8th Judicial District, composed of Geary, Dickinson, Marion, and Morris counties. He has served as a district judge since 2001 and as chief judge since August 2021.

Sexton graduated from Kansas State University and Washburn University School of Law. He worked as a prosecutor and in private practice before he was appointed district judge.&nbsp;

The term begins January 1, 2024, and ends December 31, 2025.&nbsp;

RILEY COUNTY — One person was injured in an accident just before 1p.m. Thursday in Riley County.

Accordig to the Riley County Police Department activity report a Honda Accord driven by Adrian Ortega of Ogden, crashed with a Hyundai Tucson driven by Taina Concepcion, of Manhattan,&nbsp;near the 300 block of East Poyntz Avenue in Manhattan.

EMS transported a juvenile passenger was transported to Via Christi for treatment of their injuries. Ortega was issued a citation for failure to yield the right of way.&nbsp; &nbsp;The RCPD did not report which vehicle the juvenile was in or additional details.

POTTAWATOMIE COUNTY —Authorities are investigating a deadly fire at a home in St. Marys.

On Thursday afternoon, crews responded to a fire at a home near the intersection of N 8th Street and Linn Street in the city of St. Marys, according to a statement from the city police and fire department.

Crews promptly contained and extinguished the fire. First responders discovered a single deceased occupant within the home. 

&nbsp;The cause of death and circumstances of the fire remains under investigation by the state Fire Marshal's office. Authorities released no additional details late Thursday.

Despite the final score being 54-35 in favor of Topeka West, the girls matchup was much closer than the final score shows. The Lady Jays jumped out to a quick seven point lead, but the Chargers stormed back on a 10-1 run to end the first quarter and never looked back.&nbsp;

Junction City was led in scoring by senior Amyah Oneal, who finished the game with a career high 18 points, including five baskets from three point range. Fellow senior Sara Rexrode finished the game with 10 points, with freshman MaKenna Hatcher scoring six.&nbsp;

It was another comeback victory for the Junction City Blue Jays, who defeated the Topeka West Chargers 64-56. The Blue Jays trailed by five points at halftime, but jumped out to a quick second half lead and never looked back.&nbsp;

Junction City once again had multiple players in double-digits, which is always a key to success.&nbsp;

Junior Larkin Turner led the way with 18 points, Jackson Austin had 16 points, as well as Lovell Autry and Michael Boganowski both adding 10 points. 

With the win, the Blue Jays stay unbeaten and improve to 5-0.&nbsp;

Both teams will host Bishop Carroll on Saturday afternoon in their final game prior to Christmas Break. Girls tip-off at 2:00 p.m. with the boys game immediately following.&nbsp;

Ray Ibarra, Junction City Public Works Director, said so far $1.66 million has been spent. Other areas covered include in Indian Ridge Kiowa, Cheyenne and Apache, a portion of Spring Valley Road from Old 40 to Lacy Drive, and from Elmdale to K-57 leveling and overlay work.&nbsp;

Work is nearly finished. "We have a few things to do as far as little bit of concrete work, but other than that most of it is all completely done." The effort is expected to be completed by the end of the year.

Annual street maintenance program nears completion

TOPEKA—The Kansas judicial branch is beginning its phased restoration of the Kansas eCourt case management system starting with three judicial districts Wednesday and a plan to reach the remaining district courts by late next week. The system will be restored for the 8th Judicial District that includes Geary, Dickinson, Morris and Marion counties on Friday.

The case management system is used by district courts to process cases. It is among several information systems temporarily incapacitated by an&nbsp;<a href="https://kansascourts.org/l/0uOK0beMYFK_1SYL9sQCJtTt1RnXfxV0TfJA3P4WNMw" target="_blank">October 12 cyberattack</a>.The&nbsp;Kansas Courts eFiling system used by attorneys to electronically file documents in district courts is expected to be available around the end of the year.

“Restoring our district court case management system is a much-anticipated milestone in our recovery plan, but we still have a lot of work to do,” said Chief Justice Marla Luckert. “When a court regains access to the case management system, it starts another critical phase in our restoration—updating information.”

Courts could take several weeks to update the case management system to reflect case events and filings that occurred while the system was inoperable.&nbsp;

“We renew our request for everyone’s patience as we work through our multiphase recovery,” Luckert said.

Courts regaining access to case management system

Courts in two judicial districts had their access to the Kansas eCourt case management system restored Wednesday, courts in three more districts will regain access Friday, and courts in four districts on Monday.

Judicial districts will continue to regain access to the case management system until it is operating in courts in 104 counties, which should be by the end of next week.

The only exception is Johnson County District Court, which currently processes cases on a standalone case management system. It will join other district courts on the Kansas eCourt case management system in 2024.

Portal access through courthouse terminals only

When the case management system is restored in a district court, that court can offer visitors the option to search district court case information through a courthouse terminal.

Because courts have not had access to the case management system for several weeks, case events and case documents dated after October 12 are not likely to show up in the search, at least initially. It could take courts several weeks to bring all case events and documents up to date.

A similar search capability through the web-based Kansas District Court Public Access Portal will not be available until sometime after all district courts have their access to the case management system restored.

The public can continue to search cases through a&nbsp;<a href="https://kansascourts.org/l/0uOK0beMYFK_1SYL9sQCJmD_A61O1hgpMPbVDGdQAcc" target="_blank">public access service center</a>&nbsp;in the Kansas Judicial Center in Topeka or visit a district court that has regained access to the case management system.

As a court regains access to the case management system, it will also be able to receive electronic payments. However, balances due in the case management system could be out of date.

Payments received after October 12 are being logged now by the Office of Judicial Administration’s central payment center in Topeka.

“Our central payment center team is working as fast as it can to record all payments made while the case management system was offline, but it will take time,” Luckert said. “Again, we ask for patience as we work through all the phases of our recovery.”

Clerk of district court hours of operation

The Office of Judicial Administration recommended district courts consider several strategies to bring the case management system up to date. One recommendation is to temporarily modify clerk office hours to give staff uninterrupted time to focus on entering case events and adding documents.

A person who has business with a court clerk office is advised to check the district court’s website or call the court clerk office to verify their current hours of operation. Modified clerk office hours do not affect scheduled court appearances.

The Junction City High School basketball teams are back in action tonight. Both teams travel to Topeka West to take on the Chargers.&nbsp;

The Lady Jays are looking for their first win of the season. They are currently 0-4 on the year. The girls game tips off at 6:00 p.m.&nbsp;

The Blue Jays are currently 4-0 on the season as they look to stay undefeated heading into Christmas break. The boys game will start immediately following the conclusion of the girls game.&nbsp;

You can hear both games on 107.9 FM / 1420 KJCK. Pregame coverage begins at 5:45.&nbsp;

RILEY COUNTY —Law enforcement authorities are investigating alleged theft in Manhattan.

Just after 5:30p.m. Wednesday, officers filed a report for theft in the 700 block of Levee Drive in Manhattan, according to the Riley County Police Department activity report.

The Army National Guard and a 21-year-old woman reported an unknown suspect removed a lock from a locker and stole military gear.

 The estimated total loss associated with this case is approximately $3,209.&nbsp;
