Geary County Free Fair wraps up

(JUNCTION CITY, Kan., July 28, 2023) – Stormont Vail Health is accepting applications for a new Patient and Family Partnership Council for Quality and Safety at the Stormont Vail Flint Hills Campus. This is an opportunity for community members to provide feedback on programs and initiatives that improve patient safety, quality of care or patient service issues at the healthcare system and specifically at the Flint Hills campus in Junction City. The Flint Hills Campus PFAC will initially meet in-person on a quarterly basis.

A similar PFAC has been in place at Stormont Vail in Topeka since 2016 and provides important feedback to the Stormont Vail hospital and clinic team. The Flint Hills group will work under the same charter, which includes objectives to seek improvement in the quality, safety and efficiency of services offered to patients and families, and to strengthen communication and collaboration of all groups providing and receiving care in the healthcare setting. The council is advisory only.

Council members are volunteers and must be 18 years are old. Council terms are two years. To apply for the council, please fill out a volunteer application form online at

JUNCTION CITY - On Thursday, July 27, 2023, the Geary County Sheriff's Office served a search warrant in connection with an investigation into the distribution of controlled substance at Space Out Smoke and Vape around 2:00 p.m.

Space Out Smoke and Vape is located at 433 East Chestnut in Junction City.&nbsp;

During the search, the Sheriff's Office located approximately 1450 items containing the controlled substance THC(tetrahydrocannabinol) and approximately 1200 items of drug paraphernalia specific to the possession and/or consumption of illegal substances.

The Sheriff's Office says some of the items seized were packaged similar to legitimate candy items, but had a high concentration of THC.

The Sheriff's Office encourages parents to&nbsp;be aware of what your children and young adults are consuming as these items could cause serious health issues.

This case is still under investigation. Nothing further at this time.&nbsp;&nbsp;

Forward Ever: USD 112 disorganization vote, part 2

RILEY COUNTY —Law enforcement authorities are investigating alleged ID theft and related crimes in Manhattan.

Just after 9:30a.m. Thursday, police arrested 43-year-old Rachel Lingenfelter of Manhattan on a Riley County District Court warrant alleging mistreatment of a dependent adult, theft, and two counts each of identity theft and criminal use of a financial card in connection to the financial exploitation of a now-deceased man in 2022, according to the Riley County Police Department activity report.

Lingenfelter was issued a total bond of $5,000 and is no longer confined at the time of this report.

Manhattan woman accused of mistreatment of a dependent adult, ID theft

RILEY COUNTY —One person was injured in an accident just before 9p.m. Thursday in Riley County.

A 2013 Harley Davidson motorcycle&nbsp;driven by Evan Harris, 26, of Junction City was traveling in the 3300 Block of Anderson Avenue in Manhattan, according to the Riley County Police Department Activity report.

The motorcycle rear-ended a 2011 Jeep Wrangler driven by Jorge Hanschu, 22, of Manhattan as the jeep was turning off Anderson Ave. 

Harris was transported to Irwin Medical Center for treatment of road rash.

Resident or nonresident hunters may apply, though some hunts are restricted to residents only. When applying online, hunters will select hunts by species, date and category, which include “Open,” “Youth,” or “Mentored” hunts. 

All applicants are eligible to apply for Open Hunts, regardless of age or hunting experience. Youth Hunts require parties to include at least one hunter age 18 or younger, accompanied by an adult age 21 or older (who may not hunt). And Mentored Hunts are open to both youth and novice hunters supervised by a mentor age 21 or older (who may also hunt).

E-mail notifications are sent to both "successful" and "unsuccessful" applicants within two business weeks of the drawing. Successful applicants will also be emailed their hunt permit, as well as area maps and other pertinent information. Hunters are responsible for purchasing necessary licenses and permits required by law.

This diagnostic test is commonly used for dogs and cats traveling internationally to ensure imported animals are free from the rabies virus. The electronic FAVN report provided by this portal&nbsp;provides&nbsp;regulatory authorities with instant access to verify rabies serology reports and mitigates the risks associated with physical documents. It will allow&nbsp;veterinary regulatory authorities anywhere around the world to facilitate seamless animal movement while ensuring compliance&nbsp;with&nbsp;national pet travel requirements&nbsp;pertaining&nbsp;to rabies. The&nbsp;Kansas State Diagnostic Laboratory, or&nbsp;KSVDL,&nbsp;FAVN test is certified for any country in the world. Work requiring these intermittent lane closures is expected to be completed in early August, weather permitting.

Wildcat Construction Co. Inc. and Subsidiaries, of Wichita, is the prime contractor and has scheduled all phases of this $30 million project to be completed by December 2025, weather permitting.

More Geary County Free Fair Swine Show finishes are released

TOPEKA, KS – July 27, 2023 – Dove season is here and the Evergy Green Team is hosting its annual youth dove hunt to kick off the season. It’s an excellent way to learn dove hunting basics, with plenty of birds flying at close range. The hunt will take place at Jeffrey Energy Center in St. Marys, KS, on Friday, Sept. 1 (afternoons only) and Saturday and Sunday, Sept. 2 and 3 (mornings and afternoons).

Youths 16 and younger may participate in the hunt. They must bring their own shotguns, be accompanied by a non-hunting adult, and, if age 16, have a license and Harvest Information Program (HIP) stamp.&nbsp; Non-toxic shells will be provided.

The spacious wheat and sunflower fields have been prepared to draw plenty of doves, so the action should be lively.

Hunters will be scheduled as requests dictate and hunting groups can be formed. Priority will be given to first time or less experienced hunters. JUNCTION CITY, Kan. – Geary County Schools USD 475 is partnering with First Student Inc. to provide all bus services and transportation for the 2023-24 school year.

This new partnership will allow students and staff to be able to ride in style as every school bus is brand new and will feature air conditioning, heating and several other new features. First Student will also be releasing a brand-new parent app in the upcoming months, called&nbsp;First View, which will allow parents the ability to sign up and receive real-time information during bus routes.

Bus route information for the 2023-24 school year will be released soon, so be sure to follow Geary County Schools on social media or via the website for updates.&nbsp;

The fair continues Thursday with the 4-H pork barbecue and watermelon feed from 4:30 to 6:30 p.m. followed by the 4-H livestock sale and project auction.

Tava Gustafson produces two grand champions

Joe and Sheila Markley were guest speakers at the July 26 Celebration of Optimism held at the Hampton Inn in Junction City. Joe is the Director and Sheila the Director of Development at the C.L. Hoover Opera House. Sheila stated that both she and Joe are “retired vocal music teachers and managing the Opera House and the adding on of room to the building has been a learning experience.”

The Opera House is celebrating its 125th year. Following a water leak on Christmas Eve of last year, restoration and clean up has been taking place.

Joe said that “one of their goals has been to involve more young people and their families in productions and events at the Opera House. We started with the after-school program for middle schoolers and are now offering private lessons.” The Junction City Little Theater, Arts Council and Community Band use the facility and there are rooms which can be rented. He continued to state that “we needed more room and came up with a plan. The plan was put in place and the building to the east of the Opera House was purchased to add dressing rooms, restrooms, a remodel of the current kitchen space to become a Green Room (a space for performers to wait until it is their turn to go on stage) and spaces in the addition which will allow more flexibility when there is more than one activity going on at the same time. This is a 2.5-million-dollar project paid for by generous donations from the Karen Salyers and Nellie Smith estates, donations by businesses and individual community members, the city, and the county. The city of Junction City will own the entire complex once the construction is completed.”

The Fall Season at the C.L. Hoover Opera House includes Junction City Little Theater’s production of Murder on the Orient Express in August and Jersey Boys in November. Kelley Hunt will perform soulful repertoire of soul, blues, funk and gospel-inspired music in September, The World-Famous Glen Miller Big Band will perform in October. In December there will be three shows. Those are A Carpenter’s Christmas, Elf jr. The Musical and the 1st Infantry Division Band.

Tickets for many of the shows will not be for sale until after September 10th . For more information call 785-238-3906.

Guest Speakers At The Optimist Club Meeting Were The Markley’s

In Wichita, Topeka, and elsewhere across Kansas, the municipal election cycle is underway. Candidates for city council and school board seats and mayor will be selected in the primary elections which will conclude on Tuesday, August 1. For those few Kansans involved in these races, whether as candidates or supporters or observers, here’s a primer on how they are (and aren’t) changing.

The most important basic electoral reality in local elections is the word I just used: “few.” Even as voter turnout has trended upwards nationwide, participation in municipal elections seems likely to remain very low. When mayoral candidates, who compete for city-wide pool of potential voters, are on the ballot, the primary elections may see only 10% of registered voters bothering to cast ballots; when you only have city council and school board members running in their distinct districts, overall turnout is almost always even less.

This means that candidates looking to advance to their respective general elections in November are trying to find ways to motivate a relatively tiny number of likely voters.

The decline in the social role which political parties once played has made this more difficult. Partisanship is, of course, widely condemned as interfering with the ability of elected representatives to compromise with one another—and looking at our national government, the evidence in support to that condemnation is plentiful.

But at the same time, parties are the greatest political tool yet invented for helping busy citizens, especially during times of social unrest and confusion, to identify with other voters, interest groups, and ultimately candidates who share and represent best their own considered opinions. As much as people dislike the political polarization in America, that same fierce attachment to one’s chosen political tribe is part of what has been getting more citizens to vote nationwide.

Municipal elections in Kansas are, by state law, non-partisan. However, this has never stopped party-aligned organizations from promoting their preferred candidates for city council or school board—lately, more and more explicitly. In recent election cycles in Kansas, we’ve seen country, state, and even national Republican party and affiliated socially conservative or libertarian groups support—through donations, but also through mailers, phone banks, and more—local candidates (different Democratic groups have done the same, but not nearly so often or as well).

But whether this will result in any increase in turnout remains to be seen. There may simply be a hard ceiling on how many people can be engaged by arguments over classroom curricula, land development, and other city and school issues (especially during the summer). If that is the case, the unapologetic partisanship in how some candidates fund and develop their campaigns—however much they may avoid partisan language in favor of emphasizing broad, presumably unifying generalities—may merely result in a fair amount of partisan cannibalization.

The better funded Republican and Democratic municipal candidates, even if they don’t personally campaign as such, may split voters, attracting some that might have voted differently, looking at questions of civic experience and competence rather than party allegiance. For some local candidates, who may be committed members of their parties but also operating on the increasingly-dated assumption that local races needn’t have any connection to ideologically- affiliated money, interests, or causes, the potential eclipse of their detail-oriented arguments by well-connected candidates is frustrating.

Still, politics is always changing, and candidates must adapt. Ultimately, I have respect for every candidate who wades into these murky waters. Late into the night on August 1, I’ll be watching.

How Municipal Primaries Are Changing

MANHATTAN - On Tuesday, July 25th, officers with the Riley County Police Department arrested 18-year-old Darryl Klemick of Manhattan in connection with multiple incidents involving a now 16-year-old female.

The offenses occurred between November 2022 and May 2023.

Klemick was already confined to the Riley County Jail on <a href="https://littleapplepost.com/posts/75ce0435-e917-4bce-b873-89abc7a1ebc9">previous charges.</a>

Klemick was arrested on the requested charges of&nbsp;three counts of electronic solicitation, four counts each of sexual exploitation of a child and unlawful sexual relations, and five counts of unlawful voluntary sexual relations.

Bond was issued for $150,000 and Klemick remains confined to the Riley County Jail.

Due to the nature of these crimes, the Riley County Police Department will release no further information.

TOPEKA —&nbsp; A group of Kansas county officials and ranchers filed a federal lawsuit against the U.S. Fish and Wildlife Service in the latest attempt to block protections for a prairie bird.

The lawsuit,&nbsp;<a target="_blank" href="https://pacificlegal.org/wp-content/uploads/2023/07/01-Complaint-with-exhibits.pdf">filed late Thursday</a>, names the Kansas Natural Resource Coalition and several Kansas farmers and ranchers as plaintiffs in the case. The plaintiffs argue implementing Endangered Species Act protective regulations for the lesser prairie chicken would restrict land use, forcing Kansas agricultural producers into making expensive changes that could hurt business.&nbsp;

“KNRC is proud to take a stand in defense of our member counties and their constituents,” said Commissioner Gary Hayzlett, KNRC president. “This rule heavily regulates numerous essential public services, will regulate virtually anything many landowners might wish to do on their property and will have significant negative impact on individual livelihoods. The rule should be struck down.”

The rule should be struck down.”The lesser prairie chicken, a bird known for its colorful spring mating dance, has been the target of outrage since the U.S. Fish and Wildlife Service&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/11/17/federal-wildlife-officials-list-lesser-prairie-chicken-as-threatened-in-kansas/">listed the lesser prairie chicken as threatened</a>&nbsp;in Kansas in late 2022. The organization estimated 90% of the bird’s habitat — intact tracts of native grasses — had vanished, leaving an estimated 32,000 lesser prairie chickens left.&nbsp;The original endangered listing was the result of a yearslong environmental campaign to save the bird, and followed a 2019 lawsuit by conservation groups that warned the bird was in danger.Since the listing, Republicans at the local and national levels have crusaded to overturn protections, arguing that ranchers — as well as the oil and gas industry — would be hurt by protections.&nbsp;The federal lawsuit comes after a series of legal battles.&nbsp;In April, Kansas joined Texas and Oklahoma in a lawsuit to block the endangered species listing of the bird. Lesser prairie chickens can be found in Kansas, Oklahoma, Texas and New Mexico. In June, Congress began efforts to overturn the listing through a Congressional Review Act&nbsp;<a target="_blank" href="https://www.congress.gov/bill/118th-congress/senate-joint-resolution/9/text?s=1&amp;r=1&amp;q=%7B%22search%22%3A%5B%22S.J.Res.9%22%5D%7D">resolution</a>, carried by Kansas Republican Sen. Roger Marshall.&nbsp;Kansas Attorney General Kris Kobach, along with other Kansas politicians, said the federal ruling would interfere with the rights of landowners, arguing that rainfall affects the bird population, and that when the state’s current drought ends, lesser prairie chicken numbers will bounce back&nbsp;— an idea that environmental scientists call inaccurate.&nbsp;The Thursday lawsuit has been taken on by&nbsp;Pacific Legal Foundation, a national public interest law firm that usually defends conservative and libertarian causes.PLF was&nbsp;<a target="_blank" href="https://pacificlegal.org/50-years-of-fighting-plf-looks-back-at-our-beginning">founded</a>&nbsp;in 1973 by several staff of California’s then-Gov. Ronald Reagan. They wanted to create a conservative equivalent of groups like the American Civil Liberties Union after progressive organizations blocked Reagan’s welfare change attempts in court.“The Endangered Species Act requires the government to balance conservation efforts with the economic impacts of regulations,” said Pacific Legal Foundation attorney Charles Yates. “The Fish and Wildlife Service plainly failed to do that in this case. It violates the constitutional separation of powers whenever an agency ignores the limitations placed on it by Congress.”
