Junction City Commissioners addressed different issues this week.

--The governing body authorized the Land Bank to donate lots for a future park and fire station on the west side of town. The new fire station could be years in the future. Members of the city commission also comprise the Land Bank but the two entities operate separately.

--Commissioners scheduled a City budget amendment hearing for Dec. 19th.

--It was noted that the next meeting of the new Metropolitan Planning Commission / Board of Zoning Appeals will be Jan.9th. Kendall Schoenrock is chairman of the board.

--Commissioner Bob Storey noted that the Military Affairs Council of the Junction City Area Chamber of Commerce wants to be more involved in the community in 2024. Planning is under way.

City tackles multiple topics

Junction City Commissioners have adopted a resolution&nbsp;authorizing the City to submit an application to the National Fitness Campaign for participation in their 2024 initiative to install and activate Fitness Courts in 200 cities and schools across the country. This would involve trying to obtain a grant through Blue Cross Blue Shield.

According to staff information provided to the commission if the grant is approved the City would receive $50,000 and there would be a local match of up to $135,000. Quality Play for All would provide some funding with the balance paid by the City. APRA funds received by the City could be used for the project which would be a use benefitting the entire community.

This could be an improvement project for the 5th Street or Playground Park. The new project would be located south of the basketball court in the park.

   City will seek a grant to help with a proposed outdoor fitness court

POTTAWATOMIE COUNTY —One person was injured in an accident just before 1:30p.m. Friday in Pottawatomie County.

The Kansas Highway Patrol reported a 2010 Ford Edge driven by Briana R. Fisher, 23,&nbsp; Paxico, was southbound on Lake Elbo Road waiting to turn right onto U.S. 24.

The driver failed to yield to westbound traffic and struck a 2012 Toyota Prius driven by Kennetta&nbsp;Nold, 52, Saint George.

After impact both vehicle struck a northbound 2018 Buick Enclave driven by Kera&nbsp;Friesen, 37, Overland Park, who was turning left onto U.S. 24.

EMS transported Fisher to the hospital in Manhattan. Nold and&nbsp;Friesen were not injured. Juveniles were present in the Buick and Toyota; juvenile record protected data, according to the KHP. The drivers were properly restrained, according to the KHP.

The 1st Infantry Division and Fort Riley will host the annual Christmas Tree Lighting Ceremony on Ware Parade Field, 500 Huebner Rd. at 5:30 p.m. on Nov. 30.

The reconstructed K-177 provides a wider, straighter and flatter roadway with improved shoulders.

Drivers should anticipate occasional lane closures controlled by flaggers and a pilot car for seeding, pavement marking and cleanup. All project work is scheduled to be completed by May 17, 2024, weather permitting.

Wildcat Construction Co. Inc. and Subsidaries of Wichita is the primary contractor for the $52.3 million project to reconstruct K-177.

RILEY COUNTY—Law enforcement authorities are investigating another case of a gun taken from a vehicle in Manhattan.

Just after 9:30a.m. Tuesday, officers filed a report for burglary in the 900 block of Garden Way in Manhattan, according to the Riley County Police Department activity report.

A 55-year-old woman reported an unknown suspect took a Sig Sauer P365 9MM and two magazines containing rounds from her vehicle. 

The estimated total loss associated with this case is approximately $500.&nbsp;Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

RCPD: Another gun taken from vehicle in Manhattan

Junction City Commissioners have approved a memorandum of understanding for the Initial I-70 and Taylor Road interchange on the southwest edge of the city. City Attorney Britain Stites explained that there are phases to these type of KDOT projects ranging from evaluation and proposal to design and construction, if it proceeds that far. 

Stites noted that the only commitment with the memorandum&nbsp; would be "to talk about seeing if this would be worthwhile in the future. That's the only commitment in this. It's not dollars, it's not time, it's' not labor."

Stites added, "There's no commitment, no shovels of dirt, there's no businesses. All it is, is the interchange good for the community and the community being both Geary County and the City of Junction City." 

This matter will be forwarded to the County and KDOT.

Victory Clinic will be at the Glitz on Dec. 9th at the Courtyard By Marriott where people can learn more about that organization. So far 178 people are signed up to attend and sponsorships currently total over $22,000. More sponsorships are available.

Two members of the Geary County Commission have responded to Junction City Commission action Tuesday night to demand payment of approximately $802,000 for back EMS Services.

Commissioner Alex Tyson disagreed with the City's handling of the EMS issue in their meeting Tuesday night. He noted that he thought the city commission was not getting the entire rundown on the EMS conversation. Tyson said that there have been talks between the city and county since Nov. 8th and progress was being made.

He noted that the reason that the bill was not paid this year was that the County had asked the City for EMS financials prior to the annual budget process but the City refused to give the information. "Almost unethical not to turn over financials that we need to complete the budget process."

Commissioner Trish Giordano noted that the County will "do everything in our power to make sure we have quality EMS for our county residents." Giordano added that she feels that the City has been overcharging for EMS services for years.

County commissioners plan to bring the EMS issue up at a joint city, county, school board meeting on Monday. That meeting begins at 5:30 p.m. at the C.L. Hoover Opera House.

Junction City Commissioners have approved a motion directing that a demand letter be drafted by the city attorney requesting that Geary County pay an 802,566. 26 bill for EMS Services by Dec. 5, or the City would have to consider suspending EMS services outside the city limits. In the motion, Commissioner Jeff Underhill noted that the County had not paid their bill since April of this year. The motion followed visits with city staff.

City Manager Allen Dinkel provided one add-on during discussion when&nbsp; he said one payment has been made but was held on to by the City. "Because they had a credit that we agreed to on a last year's bill and they didn't pay last year's bill but they took the credit instead." Dinkel said the check was not cancelled because of the belief that if they cancelled it that would not give the appearance that the City accepted it.

There are 44 entries signed up for the&nbsp;28th annual&nbsp;<a href="https://www.junctioncitychamber.org/christmas-parade.html">Junction City Area Chamber of Commerce Christmas Parade</a>&nbsp;sponsored by Eagle Radio and the Geary County Convention and Visitors Bureau. The parade is scheduled for this Friday at 5:30 p.m. The number of entries has increased from 28 on Nov. 10th.

The parade theme will be "A Christmas Carol" where you can bring your favorite holiday song to life. There will also be the annual Heritage Park lighting and Santa Claus will be in the park to meet with kids after the parade.

If you’d like your entry to be judged, it should be set up by 4:30 PM. Lineup will take place in the former Junction City High School parking lot (900 Eisenhower Dr).&nbsp; Entries may begin setting up in the parking lot at 3:00 PM. Christmas Parade is set for this Friday in Junction City

JUNCTION CITY, Kansas – On November 21, 2023, Soldiers of the 82nd Brigade Engineer Battalion, 2nd Armored Brigade Combat Team, 1st Infantry Division, hosted their annual Turkey Bowl, a day where the battalion conducted multiple events that provided Soldiers with comradery and time with their Army family before they traveled home to visit their friends and families.

The Turkey Bowl included a Noncommissioned Officer vs Officer flag football game, a reenlistment ceremony, as well as plenty festivities for Soldiers to enjoy with their loved ones.

With fun activities planned, the 82nd BEB team hosted a reenlistment ceremony during the NCO vs. Officer football game, highlighting and celebrating Soldiers who have decided to renew their commitment to the U.S. Army and service to their nation.

“The competitions started around 5 p.m. with the first set of games, the company championships. After that game, we conducted the reenlistment ceremony, and then moved right into the final NCO vs Officer game,” said Lt. Col. Rolland Johnson, 82nd BEB commander. “The games definitely helped boost Soldier morale and promote unit esprit de corps.”

The Turkey Bowl comprised of two games from the company to battalion levels. The Turkey Bowl concluded with the final match, where the victors were awarded professional trophies.&nbsp; For

"I think it's great that the officers won the final game, we have some hard-charging officers in our formation,” said Command Sgt. Maj. Alejandro Ariasmayobre, the senior enlisted advisor to the 82nd Battalion Commander. "Our senior NCOs and officers continue to set the standard for the junior enlisted Soldiers."

The 82nd BEB command team noted their excitement for the reenlistment ceremony. “I think Soldiers seeing the reenlistment ceremony motivates some to continue their service,” said Ariasmayobre.

The 82nd BEB Turkey Bowl was held at Junction City High School, providing community members and spectators an opportunity to stop by and participate in the unit’s holiday tradition. 1st&nbsp;Inf. Div. leaders strive to place Soldiers and their families first. The Fighting First wishes a joyous holiday to all Big Red One Soldiers, families, and civilians.&nbsp;

The 82nd Brigade Engineer Battalion (BEB) Soldiers are hosting their Bluebabe Turkey Bowl tonight at Junction City High School. The first game starts at 5:00 p.m., followed by a re-enlistment ceremony then the final officer vs. NCO football game. 

“So the turkey bowl is a fantastic annual tradition that many units across the army have,” Lieutenant Colonel Rolland Johnson said. “Traditionally, it’s an officer vs. NCO football game. We have added to it a company-level competition, so for the last couple of weeks, the seven companies within the Battalion have competed in a bracket-style tournament. It will culminate with the championship game starting the Turkey Bowl,” Johnson said. 

Command Sergeant Major Alejandro Arias noted that the event is free and open to the public. Food and concessions will be available and that will help build fundraising for the companies for other events for the soldiers.

TOPEKA, Kan. — This morning, the Kansas Corporation Commission approved a proposed settlement agreement in the Evergy rate case. The unanimous agreement, resolving all issues in the case, was submitted to the Commission on September 29 following negotiations between KCC staff, Evergy, the Citizens Utility Ratepayer Board, and a variety of groups representing commercial, educational, and environmental interests. &nbsp;

In its Application, Evergy sought a net revenue increase of $204 million (9.77% increase) for Evergy Kansas Central (formerly Westar) and a net revenue increase of $14 million (1.95% increase) for Evergy Kansas Metro (formerly KCP&amp;L).&nbsp; Under the approved settlement agreement, Evergy Kansas Central will receive a net revenue increase of $74 million (3.54% increase), and Evergy Kansas Metro will receive a net revenue decrease of $32.9 million (4.53% decrease).

The average monthly impact to residential customers will be an increase of $4.64 per month for Evergy Kansas Central customers and a decrease of $6.07 per month for Evergy Metro customers. The new rates will take effect based on the customer billing cycle date beginning December 21, 2023.

Today’s order states, “The Commission finds the agreed-upon rates will provide Evergy sufficient revenue to meet its financial obligations and provide safe and reliable service at just and reasonable rates to its customers.&nbsp; After considering all of the terms of the Unanimous Settlement Agreement, the Commission finds it is in the public interest.”

The settlement agreement also states Evergy may file an abbreviated rate case within 12 months of the current order to update rates to include Panasonic related distribution investment, Wolf Creek Decommissioning Trust adjustment, and investment in a new renewable generating resource to address 2024-2026 resource adequacy requirements supported by Evergy’s Integrated Resource Plan.

The Commission received comments from ratepayers at three public hearings held in July. In addition, the Commission also received 3,915 public comments through its Office of Public Affairs and Consumer Protection. The Commission noted that today’s decision was issued with due consideration of those comments.

Commissioners also considered the extensive evidentiary record in the docket including testimony from 57 witnesses, approximately 1,000 data requests, the joint motion in support of the settlement agreement and related testimony filed by parties in the docket. Having reviewed the record as a whole, the Commission finds the settlement agreement is supported by substantial, competent evidence.

KCC approves Evergy rate settlement

County has awarded a bridge construction project for replacing the
existing bridge on West Lyon Creek Road, approximately 0.14 miles
north of the Dickinson/Geary County Line on West Lyons Creek Rd., to
Reece Construction Co., Inc. from Salina, Kansas. 


Contract
amount of $301,560.00. KDOT awarded the Kansas Local Bridge
Improvement Program for funding reimbursement for this project.
Estimated construction start date is November 28, 2023, and the
duration of this project is 90 working days. 


West
Lyon Creek Road will be closed to traffic at the location of the
bridge through the duration of this project. Official detour for
north bound traffic from the intersection of Wolf Rd.&amp; 1900 Ave.
travel south approximately 5.3 miles to K-209, east on K-209 to US-77
approximately 1.5 miles, north on US-77 to K-157, approximately 7.8
miles, then west on K-157 approximately 2.8 miles back to West Lyon
Creek Rd. South bound traffic will follow this detour in reverse.

RILEY COUNTY —Law enforcement authorities are investigating alleged criminal damage involving a Junction City man.

Just after 1a.m. Tuesday, officers filed a report for criminal damage to property, criminal trespass, and possession of a controlled substance in Ogden, according to the Riley County Police Department activity report.

Police arrested 19-year-old Azucena Jimenez Duran of Junction City on requested charges of possession of opiate, narcotic, or certain stimulant, criminal damage to property, criminal trespass, and another instance of criminal damage to property. 

Jimenez Duran is being held on a bond of $8,000.&nbsp;

JUNCTION CITY, Kan.&nbsp;– Geary County Schools USD 475 and the Junction City Education Association have announced that Washington Elementary instructional coach Jennifer Fallin and Fort Riley Middle School sixth grade math teacher Samantha Garner have been named the district’s nominees for the&nbsp;Kansas Master Teacher&nbsp;Award.

Fallin was named the USD 475 Elementary Master Teacher Award nominee, while Garner claimed the Secondary Master Teacher Award nomination. Both will be recognized at the Monday, Dec. 4 Board of Education meeting.&nbsp;

To be selected,&nbsp;the Master Teacher must be a member of Junction City Education Association and chosen by a committee comprised of previous district Master Teachers who still teach in USD 475.

Overall, USD 475 has had eight individuals selected as a Kansas Master Teacher by Emporia State University in its history, including Fort Riley Middle School teacher Melissa Hall in 2023 and Seitz Elementary instructional coach Bryan Scruggs in 2022.

Emporia State University established the Kansas Master Teacher awards in 1954.&nbsp;The awards are presented annually to selected teachers who demonstrate the attributes of exemplary professional educators.&nbsp;

Fallin, who has been in the district and at Washington Elementary for 11 years, brings a wealth of knowledge to the classroom as she currently works with all grades at Washington as a multi-tiered system of supports instructional coach. She previously taught fourth and fifth grade students from 2013 through 2022.&nbsp;

The Burlington, Kansas native, who was described by a co-worker as having a&nbsp;combination of passion, expertise, and a genuine desire to cultivate a love for learning, is currently the USD 475 SIT Coordinator. During her tenure, Fallin, who has&nbsp;served as a mentor and guide for fellow educators throughout the district, was named a semifinalist for the 2023 Kansas State Department of Education Kansas Teacher of the Year Award. “It’s an honor to be recognized. I am very humbled because there are so many people in this district who are very deserving of being named a Master Teacher and are phenomenal teachers,” said Fallin. “I’m so thankful to be in a district that recognizes their teachers and that I get to work with students every day and see their growth.”

Garner, who has been in the district for eight years and was described by a fellow teacher as being a true professional and a champion for all students, is currently in her first year as a sixth-grade math teacher at Fort Riley Middle School. She has spent most of her tenure though as a Special Education teacher at both Fort Riley Middle and Jefferson Elementary. When she’s not in the classroom teaching math, Garner is heavily involved in clubs and activities as she coaches volleyball and tennis at Fort Riley Middle, as well as being a sixth-grade team leader, Kansas Association of Youth Club Sponsor and a member of the building leadership and advisory council.“It’s an honor to be recognized. There are a lot of teachers before me who helped lay the foundation for the hard work we are doing as a team in sixth grade at Fort Riley Middle School. I was a little overwhelmed when I found out I was selected, but we have been working really hard to make sure that our students are learning and growing, so it was definitely a nice moment not only for me, but also my team,” said Garner, who is originally from Fort Scott, Kansas.

USD 475 Kansas Master Teacher Award nominees are announced

Dine-in eating time for the free Community Thanksgiving Dinner in Junction City on Thursday is scheduled from noon until 1:30 p.m. Delivery and pick-up time is scheduled from 10:30 to 11:30 a.m. The First Presbyterian Church at 113 West 5th Street is the site for the dinner.

Organizers said that meal orders must be placed no later than 2:30 p.m. Tuesday. To place an order call 785-238-1191 between the hours of 9 a.m. and 2:30 p.m.

First Presbyterian Church Community Thanksgiving Dinner will be Thursday

The canvass of the votes for the recent school board, city commission and city council elections were completed Monday in Geary County. There were not any changes in the outcome of any of the election races.

According to the numbers compiled by the Geary County Clerk's Office elected to four-year terms on the USD 475 Board of Education were Ron Johnson with 1,164 votes followed by Kristy Haden with 1,138 and Anwar Khoury 1,138 plus Tom Brungardt with 920. For the Junction City Commission those elected to four-year terms included Pat Landes with 807 votes, Richard Pinaire with 763 and to a two-year term Al Gordon with 683 votes.

In Grandview Plaza those elected to the city council for four-year terms included Ron Wood with 56 votes, Marvin Edison 46 and Tanya Thurn 36 votes. Elected to four-year terms on the Milford City Council were Dennis Bolte 42, Jeff Roether 38 and Gayle Edmiston with 37 votes.

Official election results are in for Geary County

Veteran Banners were taken down and green lights were hung Monday with lights around the light poles between 6th and 10th Streets in downtown Junction City . Phyllis Fitzgerald noted that this was done just in time for the Christmas parade, which is this Friday.

There were 10 volunteers helping with the work on Monday. That included Soldiers, Army retirees, military spouse, Military Affairs Director and board member, family member and Junction City, Parks &amp; Recreation workers.

&nbsp;There will be a busy holiday season downtown. The Dicken's Christmas at Main Street Market will be held in Heritage Park this Friday, Nov.24th from 5:30 - 8:30 p.m. and on Saturday, Dec. 2nd at 8th &amp; Jefferson from 5:30 - 8:30 p.m. Vendors can sign up by contacting Autumn McGuffey at<a href="https://junctioncitymainstreet.org/explore/main-street-market/">&nbsp;market@junctioncitymainstreet.org.</a>

Wine &amp; Wassail is scheduled this Saturday from 4-8 p.m. Buy tickets at <a href="https://junctioncitymainstreet.org/">junctioncitymainstreet.org</a>.

The&nbsp;Hometown Christmas is planned&nbsp;with events all over the downtown district, December 2 from 5:30 - 8:30 p.m.
