RILEY COUNTY —Law enforcement authorities are investigating alleged criminal damage to property in Manhattan.

Just before 8a.m. Tuesday, officers filed a report for criminal damage to property in the 1000 block of Fremont Street in Manhattan, according to the Riley County Police Department activity report.

McCullough Development, Cat Cans Portable Services and DIH LLC&nbsp; reported an unknown suspect spray-painted a building, a portapotty and a shed. 

The estimated total loss associated with this case is approximately $1,500. Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. There is a water main break at 2nd and Washington and at W Vine and S Madison. Areas that might be affected include some of W 2nd Street though W 6th Street, W Vine, S Madison, E Chestnut, and possibly other surrounding areas on that side of town.

Geary County Schools and USD 475 will host a Community Awareness meeting at Junction City High School tomorrow night.&nbsp;

The informative meeting will consist of guest speakers that will cover many topics, including fentanyl and social media safety for the Junction City community.&nbsp;

The event will be in the Junction City High School Auditorium at 6:30 p.m.&nbsp;

Guest speakers for the event include, John Calvert, Kansas State Department of Education Director of Safety and Security Unit, Dr. Mary Jo Fleming, Director of the Geary County Health Department and there will also be community updates from Fort Riley and Junction City Law Enforcement Officers.&nbsp;

Larry Taylor, our country's newest Medal of Honor recipient. Capt. The on ramp from Marshall Field (exit 301) to westbound&nbsp;I-70&nbsp;will close to traffic, and motorists will need to use an alternate route. In addition, traffic through construction on&nbsp;I-70&nbsp;will continue to be reduced to one lane in each direction, but median crossovers will carry westbound traffic through construction on the eastbound lanes. The speed limit reduction will also remain in effect.

The project on&nbsp;I-70&nbsp;extends from Washington Street (exit 296) east four miles to K-57 (exit 300). Motorists traveling through construction should continue to anticipate extended delays during times of high traffic volume and use alternate routes when possible.&nbsp;Construction is part of a multi-phase $30 million project including construction of temporary crossovers, pavement replacement, replacement of drainage structures, rehabbing bridges, and resurfacing of some local routes.

The contractor has scheduled phase one work on the westbound lanes to be completed and the on ramp at Marshall Field to open in mid-November. There will then be unrestricted travel over the winter, when phase one is complete. Travel restriction will begin in the spring of 2024 when phase two construction starts.

RCPD: Woman lost $120,000 in online scam

RILEY COUNTY —A Missouri man was injured and arrested after an accident just before 5p.m. Monday in Manhattan.

According to the Riley County Police Department activity reported a&nbsp;2011 Chevrolet Suburban driven by William Windle, 60, of Independence, Mo., was westbound on Pierre Street at South 5th in Manhattan.

The SUV veered south onto a property and into a house. It was reported Windle backed up and hit the house again before attempting to drive away. 

Windle came to a stop nearby and was detained by officers on scene. EMS transported Windle to Via Christi for treatment of minor injuries, then upon release transported him to the Riley County Jail where he was booked for driving under the influence, and two counts of leaving the scene of an accident. 

Windle remains confined in the Riley County Jail with a total bond of $3,500, according to the RCPD.

RCPD: Driver arrested after SUV struck house multiple times

MANHATTAN — The Kent and Susan Winter family has been selected as the Kansas State University's 2023 Family of the Year by&nbsp;<a href="https://www.k-state.edu/chimes/">Chimes Junior Honorary</a>.

The family was recognized at the K-State football game on Saturday, Sept. 8, at Bill Snyder Family Stadium as part of the university's 95th annual&nbsp;<a href="https://www.k-state.edu/parentsandfamily/familyweekend/">Family Weekend</a>&nbsp;celebration.

"It's an honor to call Kent and Susan, and the entire Winter family, alumni of K-State," said Andrew Bergmeier, junior in elementary education and Chimes director of events. "We are grateful to be able to call them Wildcats and are thankful for all the time they have dedicated to our university. 

Their commitment to the K-State family hasn't gone unnoticed."According to the family's application, Kent Winter, of&nbsp;Andale, began his K-State story in 1973. While on campus, he was a member of Alpha Gamma Rho, even serving as chapter president for a year, and met some of his lifelong friends whom he remains connected to now. 

He graduated from K-State in 1977 with a bachelor's degree in agronomy, and in 1979 he earned a master's degree in soil fertility.After graduation, he worked as an agronomist for several years until returning to the family farm in rural Sedgwick County when he married Susan in the spring of 1984. The Winters built their legacy there through raising crops and eight children as well as contributing to their community through a variety of organizations.Seven of the Winters' children have attended K-State, and their eighth is a current K-State student: Mary Winter Subramanian, '06; Anne Winter Tibbets, '09; Alan Winter, '11; Jill Winter Baalmann, '11; Grace Winter Crouch, '15; Phillip Winter, '18; Kurt Winter, '20; and Claire Winter, senior in biological systems engineering.

Kent serves as the Winter family representative for an annual scholarship honoring his brother, Stan, who died in 1992. The Stanley L. Winter Alpha Tau Omega Leadership Scholarship assists students who exhibit leadership and dedication to the K-State Student Union."In the early years of the scholarship, Kent would bring along two or three of his grade school age children to the banquet," said the family nominator. 

"Kent and the broader Winter family's commitment to this scholarship is unwavering, and a testament to their belief that one should give back to causes and organizations which have shaped them into the people they are today."

In 2023, the Kent and Susan Winter family have reached several K-State milestones: 50 years since Kent first attended the university, 30 years of continuous funding for the Stanley L. Winter Alpha Tau Omega Leadership Scholarship and 20 consecutive years as a parent of a current K-State student.According to their nominators, the Winters are hard-working individuals who have bettered themselves, and in turn their broader community, through their education and experience at K-State.

 </figure>MANHATTAN — The Kent and Susan Winter family has been selected as the Kansas State University's 2023 Family of the Year by&nbsp;<a href="https://www.k-state.edu/chimes/">Chimes Junior Honorary</a>.The family was recognized at the K-State football game on Saturday, Sept. 8, at Bill Snyder Family Stadium as part of the university's 95th annual&nbsp;<a href="https://www.k-state.edu/parentsandfamily/familyweekend/">Family Weekend</a>&nbsp;celebration."It's an honor to call Kent and Susan, and the entire Winter family, alumni of K-State," said Andrew Bergmeier, junior in elementary education and Chimes director of events. "We are grateful to be able to call them Wildcats and are thankful for all the time they have dedicated to our university. Their commitment to the K-State family hasn't gone unnoticed."According to the family's application, Kent Winter, of&nbsp;Andale, began his K-State story in 1973. While on campus, he was a member of Alpha Gamma Rho, even serving as chapter president for a year, and met some of his lifelong friends whom he remains connected to now. He graduated from K-State in 1977 with a bachelor's degree in agronomy, and in 1979 he earned a master's degree in soil fertility.After graduation, he worked as an agronomist for several years until returning to the family farm in rural Sedgwick County when he married Susan in the spring of 1984. The Winters built their legacy there through raising crops and eight children as well as contributing to their community through a variety of organizations.Seven of the Winters' children have attended K-State, and their eighth is a current K-State student: Mary Winter Subramanian, '06; Anne Winter Tibbets, '09; Alan Winter, '11; Jill Winter Baalmann, '11; Grace Winter Crouch, '15; Phillip Winter, '18; Kurt Winter, '20; and Claire Winter, senior in biological systems engineering.Kent serves as the Winter family representative for an annual scholarship honoring his brother, Stan, who died in 1992. The Stanley L. Winter Alpha Tau Omega Leadership Scholarship assists students who exhibit leadership and dedication to the K-State Student Union."In the early years of the scholarship, Kent would bring along two or three of his grade school age children to the banquet," said the family nominator. "Kent and the broader Winter family's commitment to this scholarship is unwavering, and a testament to their belief that one should give back to causes and organizations which have shaped them into the people they are today."In 2023, the Kent and Susan Winter family have reached several K-State milestones: 50 years since Kent first attended the university, 30 years of continuous funding for the Stanley L. Winter Alpha Tau Omega Leadership Scholarship and 20 consecutive years as a parent of a current K-State student.According to their nominators, the Winters are hard-working individuals who have bettered themselves, and in turn their broader community, through their education and experience at K-State.

On Monday night, Junction City officials along with the Fire and Police Department held a 9/11 ceremony on the front lawn of the Municipal Building.&nbsp;

Junction City Police Chief John Lamb was the emcee at the ceremony, where there were guest speakers, a posting of the colors, wreath laying, and a 21-gun salute. Emergency vehicles were also out for the public, with a fire truck extending its ladder to hoist the flag, which was flown at half-staff.&nbsp;

The guest speakers for the event were: Geary County Emergency Management Director and Rural Fire Chief, Garry Berges, Geary County Sherriff, Dan Jackson, and Junction City Fire Department Chief, Jason Lankas.&nbsp;

Each guest gave their memories on what transpired on September 11, 2001, and where they were at in their careers when the Twin Towers collapsed.&nbsp;

City Commissioner Ronna Larson played a crucial role in putting this event on. With a large turnout at the ceremony, Junction City officials plan to have this ceremony again next year.&nbsp;

9/11 Ceremony held at JC Municipal Building

The Patriot Day Career Fair will take place on Tuesday afternoon at the Junction City Municipal Building. The event is from 2:00-7:00 p.m.

Lidia Smith is the center supervisor for the KANSASWORKS Workforce Center in both Junction City and Manhattan. "This is a community event where we help employers find job seekers," Smith said. There are 50 employers that are signed up and scheduled to be at the event and the event is free and open for all to attend.&nbsp;

Smith advises job seekers and individuals attending the event to bring their resumes. If an individual does not have a resume, the KANSASWORKS mobile center will be on-site, and staff will help you create/touch-up a resume, and even print it off.&nbsp;

&nbsp; "We have interview rooms set up that so that employers may want to interview them there, right on spot, so they could potentially leave with a job in hand," Smith said. "I just want the public to know that we give you all the tools that you need to become job ready, and we hope that the Junction City and Manhattan Workforce Center can help you find the job and career that you need."

Throughout the event they will have raffles and giveaways every half hour. Some of the prizes include movie tickets, gift cards to IHOP, a KANSASWORKS gift basket, a year-long pass to the YMCA, a K-State mug and much more! Winners must be present to claim their prize.&nbsp;

WABAUNSEE COUNTY—Three people were injured in an accident just before 11:30a.m. Monday in Wabaunsee County.

The Kansas Highway Patrol reported a Toyota Avalon driven by&nbsp; Headlee, Amanda R. Headlee, 36, Junction City, was eastbound on Interstate 70 just west of Tallgrass Road.

The car rear-ended a rear-ended a 2020 Subarau passenger vehicle driven by Michael G. Howes, 74, Carlsbad, California.

After impact, the Subaru&nbsp;left the roadway and struck a large rock wall in the ditch. The Toyota came to rest on the right shoulder.

EMS transported Headlee and and a passenger in the Subaru identified as Roslyn&nbsp;Broas, 70, Carlsbad, California to Stormont Vail.&nbsp; Howes also had a serious injury. The KHP did not indicate where he was transported for treatment. Headlee was not wearing a seat belt, according to the KHP.

Fort Riley held a 9/11 commemoration ceremony Monday to honor and remember those who fell on September 11, 2001, and those members of the military who gave the ultimate sacrifice in the years since that day, including 214 Soldiers from the 1st&nbsp;Infantry Division and Fort Riley.

Col. Michael Foote, Fort Riley Garrison Commander, spoke during the ceremony.

“We gather here today like thousands of others at ceremonies across our great nation and the world to remember the tragedy and murder that occurred 22 years ago. September 11, designated “Patriot Day” by Congress, provides cause to each of us to contemplate two tasks: The first, is to honor the nearly 3,000 innocent lives taken from us and to pay tribute to all the patriots who have sacrificed their lives in the defense of freedom since that fateful morning. The second, is to rededicate ourselves to the vigilance required to prevent our enemies from striking our homeland ever again.”

Col. Foote also honored the first responders who fell on September 11, saying, “On that fateful day in 2001, the first brave Americans to rise up in response to the terrorist attacks were those wearing the uniforms of police officers, fire fighters, and emergency medical technicians. We are joined today by members of our Fort Riley Emergency Services and Fort Riley Military Police. They represent those heroes who rushed into the twin towers that fateful day."

Work on K-18 will occur on about a quarter mile between Spring Valley Road and the Blue Jay Way/Karns Drive roundabout.

Flaggers and a pilot car will direct traffic through the construction zone. Drivers should be prepared for a delay of up to 10 minutes and plan extra time in their travel schedules.

Shilling Construction Co. of Manhattan is the prime contractor for this $192,730 project which is scheduled for completion in September, weather permitting.

The JC Jr Jays kicked off their 22nd season on Saturday hosting Council Grove at Blue Jay Stadium. All three Jr Jays teams picked up wins.&nbsp;

The fourth-grade team won by a score of 20-0, the fifth-grade team won 34-14, and the sixth-grade team won 24-0. &nbsp;

The Jr Jays are a community youth tackle football program that plays in the Flint Hills Youth Football League and is designed to develop players to advance to middle school and high school levels. &nbsp;

Farm legislation also affects nutrition programs, say K-State officials

Farm and food policy go hand in hand, so current discussions leading to the next U.S. Farm Bill is likely to affect the availability of food, said Kansas State University agricultural policy specialist Jenny Ifft.

“Food stamps began during the Great Depression based on shared policy objectives of increasing farm income and decreasing hunger in both rural and urban areas,” Ifft said. “Now that program is called SNAP.”

Ten percent of Kansas households experience food insecurity, K-State SNAP-Education coordinator Lisa Ross said.

“The effects of food insecurity can cause health complications, especially in growth and development of children,” Ross said. “SNAP-Ed works to give everyone nutrition education and make sure they get the most out of food assistance programs.”

Nutrition programs are predicted to make up 84% of farm bill spending because of the large role food assistance programs play in the broader social safety net, Ifft adds. SNAP-Ed works to help people eligible for assistance programs lead healthier lives within a limited budget.

“We also initiate and support policy system environmental work designed to promote healthy behavior and decisions in Kansas communities,” Ross said.

SNAP has more than 50 million participants nationwide, most of whom are children or elderly and disabled. Ifft explains that the majority of policy debates are about the 10% of SNAP participants in the “able-bodied without dependents” category.

“The budget for both food programs and farms increased in the last five years, but nutrition increased more,” Ifft said. “That is a topic of debate as well as increasing the budget for SNAP.”

According to Ifft, the SNAP budget was increased administratively by the USDA in the last five years, bringing to question who gets to make those changes -- and ultimately adding to the farm bill debate.

With more than 94,000 households receiving SNAP benefits, SNAP-Ed works to improve health outcomes in SNAP participants and communities.

“It is really important that we work together on this farm bill because without SNAP there is no SNAP-education,” Ross said.

The 1st infantry Division and Fort Riley will host a 9/11 commemoration at 10 a.m. Monday at the Global War on Terrorism&nbsp; monument, located on the east side of the Cavalry Parade Field. Col. Michael Foote, Garrison Commander will speak and there will be a wreath laying and three-round salute.

In USD 475 there will be a number of Freedom Walks on Monday.

They will occur at Spring Valley, Sheridan Elementary and Milford Elementary Schools at 8:15 a.m., Seitz. Lincoln and Grandview Elementary Schools at 8:30 a.m. and Eisenhower Elementary at 10 a.m.

In the afternoon there will Freedom Walks at 1:30 p.m. at Ware Elementary, 1:45 p.m. Fort Riley Elementary, 2 p.m. at Westwood Elementary and 2:15 p.m. at Morris Hill Elementary School.

9-11 ceremonies are planned Monday

Geary County Commissioners will conduct budget hearings on Monday for the county, rural fire district one, library district, sewer district four and water district two. The hearings are scheduled from about 11 a.m. until 12:15 p.m. at the county office building.

Local youth participated in the annual Brandon Stroda Fishing Derby on Saturday at Homer's Pond in Junction City.

City Commissioner Matthew Bea and County Commissioner Alex Tyson supported the event.

&nbsp; &nbsp; &nbsp; &nbsp;The Derby is held every September in memory of the late Brandon Stroda, who enjoyed fishing.&nbsp; &nbsp; &nbsp;

Fishing at Homer's Pond was a Saturday highlight

MANHATTAN — Kansas State University has leaned into its land-grant heritage and mission with the launch of its Next-Gen K-State strategic plan. Built from input from more than 10,000 students, faculty, staff, alumni, donors and other university stakeholders — including the 2,457 Kansans who participated in last academic year's&nbsp;<a href="https://www.k-state.edu/president/initiatives/regional-community-visits/" target="_blank">regional community visits</a>&nbsp;across the state — the plan outlines how the university will transform to serve new kinds of learners, solve grand global challenges, and contribute to the economic prosperity of the state.

"Being a next-generation land-grant university requires us to renew our commitment to the land-grant mission, which is all about access and opportunity," said Richard Linton, K-State president. "But access and opportunity today means something different than it did in 1863 — we must evolve to meet the needs of today's learners who are seeking different kinds of training and education, and we must embrace our responsibility to serve the state, nation and world through research and engagement in new and exciting ways.

"The plan, which outlines key priorities for the institution, four distinct opportunity areas for interdisciplinary focus, and 17 relevant measures of success, will guide the university through the year 2030. Specific goals around student enrollment and retention, academic innovation and applied learning experiences, research growth and impact, and engagement and economic impact will define the future of the university. The Next-Gen K-State strategic plan recognizes that to continue to meet the needs of all students, K-State must expand its offerings.&nbsp; "Critical to the Next-Gen plan is this idea of strongly connecting our program offerings with industry and workforce needs," Linton said. "Not all who are seeking education today are looking for a traditional degree — we need to be ready with a full suite of program options that meet students where they are. "By expanding the makeup of K-State's student body to include more certificate-seeking students, microcredential-seeking students and more, the university has outlined a pathway to grow to 30,000 learners by 2030."That doesn't mean 30,000 students on the Manhattan campus or across our physical campuses, nor is it 30,000 degree-seeking students — it's 30,000 citizens of the world accessing the opportunity to learn how they want, when they want, for whatever reason they need," Linton added.&nbsp;

The Junction City Blue Jays traveled to Dodge City and defeated the Red Demons, 52 -35, at the newly remodeled Memorial Stadium.&nbsp; It was a slow start for the Blue Jays getting down 14 points only 5 minutes into the first quarter.&nbsp; But, with 45 unanswered points started off by a 69-yard running score by Michael Boganowski, the Blue Jays went on to win their first game of the season.&nbsp; During the postgame interview with Coach Zimmerman, the coach said he was proud of the way they fought back.&nbsp; Dodge City falls to 1 and 1 , playing Wichita South next week.&nbsp; The Blue Jays improve to 1 and 1 and will travel to McPherson next Friday.&nbsp;&nbsp;
