This hunt will take place in the Curtis Creek and State Park areas and be limited to youth and mobility-impaired persons with permanent disabilities.

Just after 2:30p.m. Wednesday, police filed a report for fraud-counterfeiting currency and theft by deception in the 800 block of Commons Place in Manhattan according to the Riley County Police Department activity report.

Target reported an unknown suspect used counterfeit bills to make a purchase. The estimated total loss associated with this case is approximately $500.

Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Rachel Richmond and Sue Gwaltney with the Parents As Teachers program were guest speakers at the October 11 JC Breakfast Optimist Club Celebration of Optimism. Rachel has been the Department Head for three years having been supervised by Sue Gwaltney. Soon after Sue retired, she returned as a part time employee and is now supervised by Rachel.

US 475 and the Junction City Family YMCA have joined together to provide FREE Parents as Teachers services to families of children birth to 5 years old in Geary County. They also provide additional parent education through Triple P (Positive Parenting Program).

The purpose of the program is to fill the gap of available home visiting and parent education services to underserved families with children birth to 5 years old. The gap disproportionately effects vulnerable and at-risk populations.

Rachel stated that “through Parents As Teachers and Triple Programs, 260 children are enrolled and over 2,000 additional children are served within the community through outreach. Parents are their child’s first teachers, and parent educators help parents develop the skills needed to promote Strong Families, Healthy Development, Early Learning and Kindergarten Readiness.”

She also shared that “nearly all children or families served (99%) have one or more risk factors. Those may include 14% of the children who were in foster care, custody of a relative, out-of-home placement or referred to the Department of Children and Families (DCF). Forty percent of families do not have English as their primary language spoken at home as compared to 27% in Kansas for similar programs. Eighty-eight percent of the children receive free and reduced-price lunches as compared to the 69% statewide average. This data is taken from the fiscal year 2023.

There are nine staff members who work with parents in the home or at a neutral site in the community to teach the parents how to work with their young child/children to meet or exceed developmental milestones based on a prescribed curriculum and evidence-based information for the young child to be ready for school.

The JC Breakfast Optimist Club will also be participating in Match Day on October 17. Box 411, Junction City, KS 66441 or come to the event on October 17 between the hours of 7:00 AM to 5:30 PM at the Municipal Auditorium. RILEY COUNTY —One person was injured in an accident just before 10:30a.m. Wednesday in Riley County.

The Kansas Highway Patrol reported a 2016 Freightliner semi driven by Andrew P.&nbsp;Rietveld, 58, Harlan, Iowa, was&nbsp;stopped at a stop sign on U.S. 24 Eastbound at the U.S. 77 junction.

The semi pulled out in front of a southbound 2020 Ford Escape driven by Rebecca J.&nbsp;Giesbrecht, 68, Hanover, while attempting a left turn onto U.S. 77 Northbound.&nbsp; The SUV was unable to stop and struck semi's trailer.

EMS transported&nbsp;Giesbrecht to Via Christi in Manhattan. Rietveld was not injured. Both drivers were properly restrained, according to the KHP.&nbsp;

Community members from McDowell Creek, Junction City, Fort Riley and Manhattan all came together Saturday evening to help support the restoration of St. Joseph’s Historic Church. Geary County Historical Society held the annual Acoustic Junction concert at the church, on McDowell Creek Road, with local musical groups including the Church Ladies, FRMS4, and the Grateful Dudes playing to raise funds for the ongoing restoration of this eastern Geary County landmark.

Funds from previous Acoustic Junction events have helped replace all the windows, install electricity and make repairs to exterior masonry. &nbsp;Future plans for the church, which was built in 1910, include restoring the interior plaster and flooring.

Those interested in donating to the project can mail checks made out to St. Joseph’s Historic Church to the Geary County Historical Society at 530 N. Adams, Junction City KS 66441.

Geary County Booking Photos Oct. 7-10

&nbsp;Junction City Main Street, Live Well Geary County (LWGC), Geary County Food Pantry, and Wheels of Hope all have a desire for healthy living for the citizens of Geary County. On Saturday, October 14, all these nonprofit organizations will Come Together to celebrate special moments.

The day begins downtown at Junction City Main Street Market which is held each Saturday morning, from 8:30 AM -1:30 PM, across from the Fire Department at the intersection of 8th and Jefferson Streets. Main Street Market is a great opportunity to shop locally and shop healthy.

Be ready for the unveiling of the 7th Junction City Main Street JC Statue unveiling with the theme of Geary County – Outdoors. The unveiling starts promptly at 9:00 AM, on 7th Street, midway between Washington and Jefferson Streets. Geary County Convention and Visitor’s Bureau sponsored the limestone base and Chase Hunter was the muralist.

While at the unveiling, you will be able to view Mural Mania. Local muralist, Mindy Allen, has recruited numerous local artists to begin “activating the alley” connecting Washington Street to Junction City Main Street Market. They will be painting multiple murals on the south side of the Spin Fitness Studio, JC Taekwondo, and JC GymTastics building and part of the north side of D’z Lounge building.

From there, plan to move one-half block west to the intersection of 7th and Jefferson Streets for the 9:15 AM official opening of the 7th Street Bike Boulevard. Live Well Geary County (LWGC), using funding from BCBSKS Pathways to a Healthy Kansas grant and Kansas Department of Transportation, has partnered with the City of Junction City and Flint Hills Metropolitan Planning Organization for the development of the new 7th Street Bike Boulevard. This pathway is a shared roadway with vehicles and is well-marked by new sharrows and signs.

The Junction City Chamber of Commerce is inviting the community to the 7th Street Bike Boulevard Ribbon Cutting. Be sure your family brings their bikes and helmets, or walking shoes, that day to enjoy a leisurely trip up and down the new 7th Street Bike Boulevard.

Directly after the ribbon cutting at 9:30 AM, you can go to the site for the future new Geary County Food Pantry and Wheels of Hope building at 7th and Clay Streets. Learn about the kickoff of their building campaign. Enjoy food, a car show, pumpkin decorating contest, and more. Enter a free raffle contest for a chance to win an adult bike provided by LWGC. You need not be present to win.

Throughout the course of the morning until noon, you can move between the Food Pantry/Wheels of Hope event and Mural Mania at Main Street Market. Downtown Junction City: Pathway to healthy living

Last week, a bipartisan commission of former state lawmakers finished working on and recommended a solution to a long-standing problem: Kansas’s terrible legislative pay scale.

Currently our state legislature, which is officially supposed to meet for only about 90 days—but which actually often involves much more work than that, frequently spread throughout the whole year—pays its members a base salary of only $27,000. While the coverage of per diem expenses does allow for some variability, still, when all the costs of traveling and housing are added up, Kansas lawmakers are some of the worst paid in the whole country.

The former legislators who met to find a solution to this issue were fully aware of the problem. Some had stories of juggling multiple temp jobs to make ends meet when not in session, while others noted how the current system unintentionally biases the legislature, often limiting those who aspire to run for office to those who can afford the pay cut or already have job security, meaning that retired or independently wealthy candidates predominate. And don’t forget the temptation which poorly paid politicians face when well-financed special interests come calling!

The recommendation of the commission to increase the base salary of legislators to $43,000, with a built-in provision for annual salary adjustments, should be applauded and implemented immediately. More than that, it should lead us to reflect upon our expectations for those elected to office, and whether they’re worth paying for.

Across the United States, the notion of a “citizen legislature” has always had a strong hold. Rooted in small-r republican, localist, and agrarian convictions, it is the idea that those who represent voters should be discouraged from developing any serious involvement with their civic role, and should treat government work as a temporary act of public service instead.

Whatever the value of that vision, its perpetuation despite massive changes in economics, technology, and urbanization over the past century and half is a hindrance to thinking clearly about the political choices which confront voters, where political experience, policy knowledge, and government training needs to be balanced with maintaining local, democratic connections.

Many states recognize this, at least when it comes to matters of compensation. Only 14 states (Kansas included) hold to a genuinely “part-time” model in how they define legislative duties; even states with legislatures that meet only once every two years tend to have hybrid systems, recognizing that legislators put in significant hours and deserve to be paid accordingly.

That those we elect need to stay close to and be responsive to those who elect them is a central feature of democratic accountability. But there are ways of thinking about accountability which still acknowledge the specialized skills that good public servants develop, and the steep learning curve they go through to get there. Imagining politics as a permanent entry-level job, idealizing the inexperienced as somehow more “authentic,” is the sort of delusion which may bring voters to wrongly see practical legislative work as an annoying distraction, unworthy of support (even while continuing to unreflectively re-elect incumbents whose name or party or face they trust).

In the end, the truth is that politicians do real, complicated work, and while in office ought to be regarded as engaged in a full-time profession. More realism in how we view our representatives (and how we pay them) would, perhaps, enable us to better assess their performance—and would likely provide us with more diverse alternatives to choose from when elections roll around.

DICKINSON COUNTY—One person died in an accident just before 2p.m. Tuesday in Dickinson County.

The Kansas Highway Patrol reported a Ford F250 pickup driven by Jerri G.&nbsp;Garrett, 60, Hot Springs, Arkansas, was northbound on U.S. 77 two miles north of Herrington.

The pickup traveled left of center into the west ditch, traveled through a pasture and came to rest in a creek bed where it caught fire.

Garrett was pronounced dead at the scene and was transported to Frontier Forensics. The KHP did not have seat belt usage information.

Weather consultant Chuck Otte has announced that September continued the hot and dry trend that has been in place for much of 2023. 

Temperatures were well above normal and monthly rainfall was one half of normal. The average daily high for September was 86.9, 6.5 degrees above normal. The average overnight low was 63.0, 5.5 degrees above normal. This gave us a monthly mean temperature of 75.0, 6.1 degrees above normal. This thrust September 2023 into the enviable position of the fourth hottest September on record (records dating to the late 1940s.) 

The hottest September was in 1954 with a monthly mean temperature of 78.1 and an average daily high of 92.1. More concerning though is that of the five hottest Septembers on record, three of them have been since 2019 (2019, 2021, and 2023). The coldest September was in 1974 with a monthly mean temperature of only 61.1. 

Surprisingly there was only one temperature record set during the month. The overnight low of 79 on the 5th broke the high low record for that date. The old record was 76 set in 1990 and again in 2016. The highest temperature for the month was the afternoon high of 100 on both September 2nd and the 3rd. The lowest temperature for the month was 54 on the morning of the 13th. While average low temperatures in September range from the low 60s to about 50 degrees, it is common to have a few overnight temperatures in the 40s, which we did not see this year. 

This is the sixth consecutive month with temperatures above normal. So far in 2023 we have had only one month with monthly mean temperatures below average. That was March and the temperature was only 0.1 degree below average. Average rainfall for September is 2.85 inches. The area received only 1.68 inches for the entire month. A rainfall event of 1.18 inches on the 22nd was the highest 24-hour rainfall event since the 5th of July when 1.80 inches of rain fell. 

Year to date we have received 21.04 inches of precipitation, which is only three fourths of our normal, which is 28.50 inches. The wettest September on record was in 1967 when 13.28 inches of rain was recorded. The driest September on record was in 1947 when 0.24 inches of rain fell. October brings us our first full month of autumn, and often our first freezing temperatures. Average daily highs start the month around 75 and by Halloween are down to a cool 61 degrees. Average overnight lows drop from 51 on the 1st to 39 on the 31st. Average precipitation during October is 2.48 inches. Long-term average snowfall for October is one tenth of an inch, but October snowfall events are few and far between. Since 1951 the average first frost date has been October 19th but has occurred as early as September 17th and as late as November 13th.

Junction City senior&nbsp; Michael Boganowski announced on social media that he is ready to announce where he will play college football next season. 

Boganowski, the number one ranked player in the state of Kansas and a four star recruit according to rivals.com, has narrowed his choices down to four schools. They are KU, K-State, Florida State, and Oklahoma.&nbsp;

Boganowski will make his decision on Thursday, October 19th at 4:00 p.m. in the gym at Junction City High School.&nbsp;

A solar eclipse occurs when the Moon blocks any part of the Sun. On Saturday, October 14, 2023, a solar eclipse will be visible (weather permitting) in North, Central, and South America. All 49 continental U.S. states will experience at least a partial eclipse, as will most of Canada and all countries in Central and South America.


During a partial or annular (ring) solar eclipse, such as the one on October 14, 2023, there is no time when it is safe to look directly at the Sun without using a special-purpose solar filter that complies with the transmission requirements of the ISO
12312-2 international standard.&nbsp;&nbsp;

When will the partial eclipse be visible?

The Eclipse will begin at 10:21 a.m. CDT. The max visibility point will occur at 11:47 a.m. and the partial eclipse will conclude at 1:19 p.m.&nbsp;

Partial solar eclipse visible in Kansas on Saturday

Junction City Commissioners have given the green light for city staff to gather information that could be used to support a 2024 Defense Community Infrastructure Pilot Program&nbsp; or DCIP grant application. If a grant is received it would fund&nbsp; repair of a bridge on North Washington Street that connects the city with the Fort Riley Trooper Gate.

City Manager Allen Dinkel noted that no local match is required but the City would probably have to put some funding together. That would still have to be determined. There would also have to be support from community members and Fort Riley.

The topic could receive discussion this week with congressional staff members while a city delegation is in Washington D. C. to attend the Association of the United States Army annual convention.

A DCIP grant application would not have to be submitted until next summer. City staff will keep working forward on the project.

By Dewey TerrillJC PostJunction City Commissioners have given the green light for city staff to gather information that could be used to support a 2024 Defense Community Infrastructure Pilot Program&nbsp; or DCIP grant application. If a grant is received it would fund&nbsp; repair of a bridge on North Washington Street that connects the city with the Fort Riley Trooper Gate.City Manager Allen Dinkel noted that no local match is required but the City would probably have to put some funding together. That would still have to be determined. There would also have to be support from community members and Fort Riley.The topic could receive discussion this week with congressional staff members while a city delegation is in Washington D. C. to attend the Association of the United States Army annual convention.A DCIP grant application would not have to be submitted until next summer. City staff will keep working forward on the project.

Junction City police are now accepting applications for the 2024 Citizens Police Academy that will start on Thursday, January 11th, 2024.

 Enrollment is limited to 20 participants. The Junction City Police Department Citizen's Police Academy is a unique experience of a behind-the-scenes look at the Junction City Police Department. The 12-week Citizen's Police Academy course meets one night each week (Thursdays) for approximately 3 hours including one Saturday. Topics covered in the Citizen's Police Academy include overviews of the Junction City Police Department’s organization and structure, information on officer recruiting and training, introductions to the various divisions of the Junction City Police Department and their responsibilities (such as Community Involvement Unit, Operations Unit, Drug Operations Group, Investigations, SWAT), plus hands-on workshops in areas such as Tactics, Fingerprinting, and Firearms Safety. 

Instructors are drawn from the Junction City Police Department staff and other areas of expertise. Citizen's Police Academy class members are also given an opportunity to observe police patrol work through a Ride-along experience with an area patrol officer. Class members will have an opportunity to use the Use of Force Simulator which is used to train Police Officers and shoot live ammunition at our shooting range using various weapons (handgun, shotgun &amp; rifle).&nbsp;
