UPDATE:&nbsp; Due to forecast extreme high temperatures and heat indices this week, Fort Riley has postponed the installation wide power outage, referred to as Black Start. The planned power outage had been scheduled for Wednesday, July 26. Black Start will be rescheduled to a later date.

Fort Riley will hold its annual full-scale exercise July 26, as planned, but the exercise will not include shutting off power to the installation. The annual full-scale exercise tests Fort Riley’s emergency preparedness and provides training for the post and community partners involved in the exercise.

During the full-scale exercise Wednesday, Fort Riley residents, employees, and community members can expect an increase in emergency response traffic on post and multiple emergency notifications, including “Giant Voice” loudspeaker announcements. The Grant Access Control Point will be closed July 26 as part of the full-scale exercise. &nbsp;&nbsp;&nbsp;

Black Start was designed to test the installation’s emergency and standby energy generation systems, key infrastructure, and equipment. Congress has mandated that the Department of Defense services test the ability to operate without power in an emergency.&nbsp;

Kaycee Brown had two top entries Monday evening at the Geary County Free Fair. Brown had the grand champion in the goat showman category and the market lamb division.

Geary County Free Fair results

4-H food entries were judged and then put up for sale on Monday at the Geary County Free Fair. Deb Andres, Geary County Extension Agent, said the 4-H food project has gone well with a lot of youth enrolled in the project. "We've got four judges that come from all over northeast Kansas judging anything from dried pineapple to layered cakes." Andres also noted the creativity and experience in the entries.

There will be hot weather this week. "Well it's been hot for sure but we've been enjoying the air conditioning inside exhibits as they also bring livestock for outside," said Andres.

Among many activities Tuesday are the 4-H Bucket Calf Consultation judging at 5 p.m. and the 4-H Bucket Calf and Beef Show at 7 p.m. The 4-H Food Sale also continues.

Fort Riley has put two upcoming events on the recreation calendar. 

They are on July 29th when the Outdoor Adventure Park will be opened with a day of free activities for Parks and Rec Fest to celebrate National Parks and Recreation Month, and the 5th annual Bow Slinger 3-D Archery Tournament on Aug. 19th.

Fort Riley schedules recreation activities

Greg Doering, Kansas Farm Bureau Tent camping in July in Kansas usually isn’t on my list of ways to spend a weekend. Yet I recently found myself slowly sinking into an air mattress with a clear view of the stars through a thin mesh canopy, which served as my only protection from the elements. Somehow this ill-advised excursion actually worked out with an overnight low in the mid-60s. Officially the event was a family reunion of sorts with a couple cousins and a brother at the family ranch. Kids ranging from high school to elementary school were included, of course. Camping simply offered proximity but the real reason we gathered at the ranch was for the amenities like fishing, four-wheeling, swimming, splashing through creeks, catching crawdads and plinking targets. If you’re seeing a bunch of middle-aged men attempting to relive their childhoods while introducing their city-slicker kids to a distorted view of what country living is like, you’ve pretty much got the picture. Everyone ended with the same number of fingers and toes they started with. The kids had a fantastic time, as did the old folks who always seemed a step or two behind for some reason. Outside of sleeping in a tent, we weren’t exactly roughing it. My brother obtained a large, enclosed trailer to make transporting all the four-wheelers, kayaks and other fun things easier. It also meant we had plenty of room for provisions, no matter how practical they were. Our campsite was on a small patch of lawn, and we arranged our tents in an arc around a small circle of rocks that marked the makeshift cook station and firepit. About 20 yards away was a large barn with electricity and a refrigerator. We still spent a small fortune on ice, which we lugged around in an assortment of coolers. Amongst all the activity there was a noticeable absence of cell phones among both parents and kids. Other than grabbing the occasional picture or checking the time, everyone found plenty of other distractions to hold their attention. When the sun went down, everyone pulled their chairs closer to the fire and the focus of conversation ranged from the old folks rehashing the past to the kids wanting to know more about their grandparents, great grandparents and the ranch in general as coyotes howled in the distance. Everyone stayed up just late enough for the moon to set and clouds to break so we could see a star-filled sky with traces of the Milky Way visible in the background. For a little over 24 hours nothing existed outside of our little group. There were no important calls or emails to respond to. No ball games to attend or other responsibilities to worry about. All of us were, briefly, just kids in the country, until we had to load the trailer and head back to reality. But that has its advantages as well. Like a regular mattress, air conditioning and indoor plumbing. "Insight" is a weekly column published by Kansas Farm Bureau, the state's largest farm organization whose mission is to strengthen agriculture and the lives of Kansans through advocacy, education and service.&nbsp;

RILEY COUNTY—One person was injured in an accident just after 10:30p.m. Saturday in Riley County.

A 2007 Mercury Mariner driven by Amanda Gaul, 19, of Manhattan was northbound on Tuttle Creek Blvd at Casement Road, according to the Riley County Police Department activity report.

An unknown car crossed into Gaul's lane forcing the SUV off the road and into a ravine to the east of the road. 

EMS transported Gual to Via Christi for treatment of chest and arm pain.

The unknown car failed to stop at the scene and has not been identified, according to the RCPD.

Manhattan woman injured after SUV lands in ravine

TOPEKA&nbsp;– Kansas Department for Aging and Disability Services&nbsp; Secretary Laura Howard announced the agency has reopened its shared living program, a home and community based services living option for individuals with intellectual and/or developmental disabilities.&nbsp;

“The process to re-introduce this program to Kansans with such disabilities has been an important one and we are grateful to and want to acknowledge those who continuously advocated for this program across the state and for those who participated in the creation of the manual,”&nbsp; Howard said. “Our team and our partner group has implemented best practices in our state, answered questions, developed tools, and have been vital in this program’s development.”

Shared living is a nationally recognized model for habilitation or residential services for individuals with intellectual and/or developmental disabilities.

 In shared living, one to two participants share a home with a family or single adult's family (the contractor). The contractor lives with the participant and provides supports to them in accordance with the participant’s person-centered support plan to include social activities, companionship, teaching, daily living skills, supported employment, night supports and other needs.

“Shared living provides adults with intellectual and/or developmental disabilities the opportunity to live in a supportive, family-like environment that promotes independence, social inclusion,&nbsp;and a sense of belonging,”&nbsp;Sunflower Health Plan’s President and CEO, Michael Stephens said. “Sunflower is proud to partner with the state and providers to reopen this program.”&nbsp;

Participants in the shared living program have the same rights, responsibilities, and assurances as other participants receiving home and community based services-intellectual and/or developmental disabilities services in other settings. All services and supports will comply with state licensing, community developmental disabilities organization quality assurance, managed care organization reviews, the person-centered support plan, and other quality assurance reviews.

KDADS has developed the standards for the shared living program in collaboration with a group of licensed residential providers currently providing shared living services for participants.  <li>July 1, 2023 – All providers currently providing shared living services can continue to do so and expand into other catchment areas. Any residential licensed provider in good standing can begin the process to provide shared living services.</li><li>January 1, 2024 – New applicants can begin the process to become a residential licensed provider to provide shared living services. New applicants can include any new or existing agency that wishes to be become licensed for residential services and offer the shared living program.</li>

State reopens shared living for people with intellectual/developmental disabilities

HUTCHINSON, Kan. —&nbsp;After the recent Supreme Court decision in National Pork Producers Council v. Ross, Congress needs to act to make sure ag products can continue to move between states and the&nbsp;Ending Agricultural Trade Suppression Act is designed to do that. It was introduced in the Senate last month by Kansas U.S. Senator Dr. Roger Marshall.

"The state of California wants to tell Kansas farmers how to grow pigs," Marshall said. "We're not going to let them do that. We feel it's a violation of state rights, it has interstate commerce issues. Today, California wants to tell us how to grow hogs. Next, it will be chickens and cattle. Eventually, they are going to tell us how to build airplanes and how to build cars, as well. We think that will be very stifling to the economy."

Conservation and efficiency of operations are vital to the interests of farmers throughout the country.

"Our farmers and ranchers have so much respect for our livestock," Marshall said. "That's really what this issue is about. They are concerned about how we raise sows in modern day agriculture. What happens are, the sows will actually roll over on their little piglets. What we do is, when they have baby piglets, we put them in a little bit smaller container chamber, so they don't roll over and kill the pigs. We actually think it's the more humane thing to do, but here we have California trying to tell us how to grow pigs in Kansas."

The bill would let any producer injured by a regulation on their product to potentially bring an action in the appropriate court to invalidate that regulation and seek damages for economic loss resulting from that regulation.

Next, it will be chickens and cattle. Eventually, they are going to tell us how to build airplanes and how to build cars, as well. We think that will be very stifling to the economy."Conservation and efficiency of operations are vital to the interests of farmers throughout the country."Our farmers and ranchers have so much respect for our livestock," Marshall said. "That's really what this issue is about. They are concerned about how we raise sows in modern day agriculture. What happens are, the sows will actually roll over on their little piglets. What we do is, when they have baby piglets, we put them in a little bit smaller container chamber, so they don't roll over and kill the pigs. Marshall working on bill to keep ag products flowing between states

The beauty of Kansas agriculture has been celebrated throughout the state’s ag industry, and we encourage photographers to capture that beauty and share it with others through the Kansas Department of Agriculture’s annual photo contest. KDA began accepting photos on July 19, and will continue accepting entries through the end of August.

This year’s KDA Photo Contest categories were selected to promote different aspects of Kansas agriculture:&nbsp;Farm Fresh,&nbsp;Technology in Agriculture,&nbsp;Kansas Critters, and&nbsp;Kansas Life. These categories allow you to showcase Kansas agriculture in many ways — the various products of our labor that feed our local communities, the scientific and technological advancements that increase efficiency and value, the many animals that play a role in agriculture, and the overall beauty of Kansas agriculture and what it means to live in this scenic state. And for the third year, a video category will welcome drone footage, harvest videos, or other short clips of under 30 seconds that showcase Kansas agriculture. As always, there is a separate Youth division, for young photographers under age 19. Prizes will be awarded to the top two winners in each of the six categories.

KDA serves to advocate for agriculture, the state’s largest industry and economic driver. Photos which best capture the categories will be used throughout the year as we tell the story of Kansas agriculture. "One thing that will be included will be some new logos. That will be for the Convention and Visitors Bureau and also the County, and any other entity that wants to join can also."

Geary County CVB works on brand development

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.8% in June. This is a decrease from 2.9% in May and an increase from 2.6% in June 2022.

“After remaining unchanged for seven consecutive months, the Kansas unemployment rate declined in June to end the second quarter at 2.8%,” said Secretary Amber Shultz. “This is an increase from 2.6% one year ago, but is still one of the lowest unemployment rates recorded in the state of Kansas.”

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 1,000 from May. Total nonfarm includes private sector and government employers. Private sector jobs increased by 300 over the month, while government increased by 700.

The jobless rate in Geary County jumped from 3.8 percent in May to 4.2 percent in June. Riley, Wabaunsee, Clay and&nbsp; Pottawatomie counties also saw an increase.

“Average nominal hourly earnings in the Kansas private sector grew 2.3% over the year in June, as national inflation rates slowed for the twelfth consecutive month,” said labor economist, Nathan Kessler.

“While they remain above the Federal Reserve target, inflation rates are now more aligned with wage growth compared to much of the past 18 months.”

Since June 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 31,900. This change is due to an increase of 27,200 private sector jobs and an increase of 4,700 government jobs.

RILEY COUNTY–&nbsp;K9 Moses joins the Riley County Police Department (RCPD) as the first patrol K9 in the history of the department, according to a media release from the department.

The three-year-old Belgian Malinois marks the sixth addition to the RCPD K9 program since its inception in 2004. Moses received specialized training and is certified to detect illegal narcotic odors and is also the first K9 in RCPD history to be equipped with the ability to locate and apprehend violent offenders.

Officer Mark Racklyeft, who has been with RCPD since 2019, will serve as Moses’ handler. Both have completed 160 hours of training for certification through Code 2 Canine Services in Omaha, Neb. To maintain their annual certification, Racklyeft and Moses will undergo a minimum of 16 hours of monthly training.

“K9 Moses is a valuable addition to RCPD,” said Officer Racklyeft. “A dual-purpose police service dog increases officer safety while still being able to serve the community. K9 Moses adds another asset to locate missing persons and illegal narcotics, allowing us to continue to reduce crime and improve the quality of life for the citizens in Riley County.”

Participation in the K9 Unit requires a minimum employment of two years at RCPD along with the willingness to train regularly.

The team began patrolling Riley County together on July 19, 2023.

RCPD introduces first patrol K9

TOPEKA – The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued a public health advisory update due to blue-green algae. 

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. If you, or your dog, come into contact with algae rinse the area with clean, fresh water. Suspected HAB-related health incidents, whether human or animal, regardless of season, should be reported at kdhe.ks.gov/1163.

The state of Kansas recognizes three advisory levels: 

A Hazard status indicates that a harmful algal bloom is present, and extreme conditions exist. Signage should be posted at all public access locations. It is recommended that either a portion of the lake or the entire lake or zone, be closed to the public.

In some cases, the adjacent land should be closed as well. Actual setback distances will be determined on a site-specific basis, if necessary. When partial closures (i.e., beach or cove) are issued, the remaining lake or zone area will carry a warning status.

A Warning status indicates that conditions are unsafe for human and pet exposure.  Contact with the waterbody should be avoided. 

When a warning is issued, KDHE recommends the following precautions be taken: 

Signage should be posted at all public access locations.

Inhalation of spray or aerosols may be harmful.

Lake water is not safe to drink for pets or livestock.  

Lake water, regardless of blue-green algae status, should never be consumed by humans.  

Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded.  

If lake water contacts skin, wash with clean water as soon as possible.  

Avoid areas of visible algae accumulation.  

A Watch status means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water. 

During the watch status, KDHE recommends the following precautions&nbsp;be taken:

Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water. 

Swimming, wading, skiing and jet skiing are discouraged near visible blooms. 

Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact. 

Clean fish well with potable water and eat fillet portion only. 

Advisories are Lifted when cell densities and toxin concentrations dissipate to levels below the Watch thresholds.

KDHE investigates publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.  

If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

Signage should be posted at all public access locations. It is recommended that either a portion of the lake or the entire lake or zone, be closed to the public.In some cases, the adjacent land should be closed as well. Actual setback distances will be determined on a site-specific basis, if necessary. When partial closures (i.e., beach or cove) are issued, the remaining lake or zone area will carry a warning status.A Warning status indicates that conditions are unsafe for human and pet exposure. Contact with the waterbody should be avoided. When a warning is issued, KDHE recommends the following precautions be taken: Signage should be posted at all public access locations.Inhalation of spray or aerosols may be harmful.Lake water is not safe to drink for pets or livestock. Lake water, regardless of blue-green algae status, should never be consumed by humans. Water contact should be avoided. Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded. Do not allow pets to eat dried algae. If lake water contacts skin, wash with clean water as soon as possible. Avoid areas of visible algae accumulation. A Watch status means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water. During the watch status, KDHE recommends the following precautions&nbsp;be taken:Signage should be posted at all public access locations.Water may be unsafe for humans/animals. Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water. Swimming, wading, skiing and jet skiing are discouraged near visible blooms. Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact. Clean fish well with potable water and eat fillet portion only. Advisories are Lifted when cell densities and toxin concentrations dissipate to levels below the Watch thresholds.KDHE investigates publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions. If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die. Josie Strauss and Ava Oentrich were named Geary 4-H Fair Queens for 2023 on Thursday night. The announcement came after the 4-H Public Revue. Pre-Fair activities continue at 6:30 Friday evening with the 4-H Dog Show.

4-H Public Revue and royalty results are announced

This is day 14 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Up and down the Colorado border, wheat producers are working to finish up harvest. The northwestern corner of the state was among the few that received moisture last fall, snow this winter and rain this spring, leading to better yields than many other areas of the state. In contrast, the southwest corner of the state is faring poorer with high rates of abandonment and declining conditions for wheat left standing in the field. Universally, moisture in the air continues to delay cutting, extending harvest well beyond a normal pace.&nbsp;

Jason Ochs of Hamilton County had to abandon about 60 percent of his wheat this year due to the drought. On the remaining acres, he is averaging yields of about 20 bushels per acre. He did have one field that was adjusted at 0.3 bushels per acre, but it started raining in April before he got it destroyed, so he will harvest it, saying that it might make 15 bushels per acre. Test weights are averaging 58 to 59 pounds per bushel.&nbsp;

Ochs grows both hard red winter (HRW) and hard white (HW) wheat. Both classes are shattering due to wind and hail. One of his fields had 50 percent loss after four separate hail events and has been hailed on twice since then.

He said the majority of the area had a hard time getting fall crops in due to excessive rains in May and June, so wheat acres should be up this fall. His mantra is, “You have to take advantage of the opportunity when there is moisture” — even if it messes up the crop rotation a bit.

“Residue is big-time cash as far as I’m concerned,” Ochs said.

Harvest began on July 3 and 4, but rains came in, keeping them out of the fields for several more days. Ochs noted that it is difficult to find help because of the late harvest, and he currently has one combine sitting because he has no one to run it. Weed pressure, moisture and humidity — not common issues during harvest in this part of the state — mean the machines that are running have to go slow.&nbsp;

“I have two days of harvest left,” he said, “but it will take five or six.”

Ochs noted that Kansas Wheat Alliance’s hard white wheat variety Joe has been a good performer this year, yielding in the mid-30s, and that PlainsGold’s HRW wheat variety Canvas has also done well, weathering the drought.

Harvest is further behind in the northwest part of the state at 60 to 70 percent complete, well behind the normal timeline for the area, according to Stan Remington, CEO/president of Frontier Ag Inc. With the weather forecast showing temperatures in the mid-90s and no chances of rain — yet — harvest could finish up by the end of next week.&nbsp;&nbsp;

Along Highway 36, the wheat harvest has been the best in the territory, Remington said. The area had some moisture last fall that got the wheat up, snow throughout the winter and rains this spring. Moisture was timely, but not early enough for disease to set in, allowing wheat to grow into more of its yield potential. As a result, yields started out at 70 to 80 bushels per acre with protein ranging from 10 to 11 percent where yields are high and adjusting up to 12 percent further east where conditions were drier. Test weights started excellent at 61 to 62 pounds per bushel, with daily averages now at 58 bushels per acre. Weeds are starting to be more of an issue for producers.&nbsp;

Weather has been a constant battle since the day harvest started. In addition to rain delays, producers can only cut from mid-afternoon to dark, thanks to fog in the mornings and humidity that comes with the rising and setting of the sun. Two different sizeable hail events along the Cheyenne/Sherman County line eliminated some acres, along with significant damage to the corn and other fall crops. Still, Remington said producers will take the moisture because fall crops that weren’t hit by hail are looking fantastic.&nbsp;

Overall, Frontier Ag Inc. expects to end up with 60 percent of the historical average for bushels across their draw area, which extends from the Colorado line up to the Nebraska border, across Highway 36, dropping down to Highway 24 to Hill City then down to Ransom and back across the I-70 corridor from WaKeeney to Goodland.&nbsp;

“With the year, and as we look back at the first day of May, we feel pretty fortunate,” Remington said.

He noted grain shipments from northwest Kansas depend on how the final crop unfolds, but he is excited for when the Amber Wave wheat gluten plant comes online in Phillipsburg for additional marketing opportunities for area producers.&nbsp;

Weeds are starting to be more of an issue for producers.&nbsp;Weather has been a constant battle since the day harvest started. In addition to rain delays, producers can only cut from mid-afternoon to dark, thanks to fog in the mornings and humidity that comes with the rising and setting of the sun. Two different sizeable hail events along the Cheyenne/Sherman County line eliminated some acres, along with significant damage to the corn and other fall crops. SALINA —&nbsp;<a href="http://salina.ksu.edu/">Kansas State University Salina Aerospace and Technology Campus</a>&nbsp;has named Teresa Hartman, mathematics instructor, as the first recipient of the Delker Faculty Excellence Award for developing alternative textbook videos to help translate math calculations for her students. As the 2023 award winner, Hartman will receive $5,000 in salary support to be used to upgrade software and equipment needed to produce revised videos.&nbsp; "Over the course of my teaching career, I found that many math students don't read the textbooks because they don't understand them," Hartman said. "To save them money, I wanted to make videos where I could translate the math for them so they could understand. To win the Delker Faculty Excellence Award is such a thrill and will allow me to go back and update some of the older videos that didn't have the best audio quality." The Delker award was implemented for the first time this year to recognize K-State Salina faculty for developing innovative courses and curricula. The award is made possible by David Delker, former K-State Salina associate dean of academics. Delker was a 1973 graduate of Kansas Technical Institute, now K-State Salina, and worked his way up through the higher education ranks at K-State's Manhattan and Salina campuses before retiring in 2014.&nbsp; "The idea for this new award recognizing the excellent K-State Salina faculty came from my conversations with the KSU Foundation," said Delker. "Much of my career at K-State focused on course and curriculum development, and I've always had a passion for improving student learning opportunities. This award encourages faculty to do likewise." The alternative textbook videos have been a project of Hartman's for more than eight years. She has seen improvement in many of her students due to the videos. Hartman hopes that with the award funds, she can reach even more students and improve their math skills.&nbsp; "Teresa was selected for the Delker Faculty Excellence Award because of the strong proposal she submitted for updating the alternative textbook videos for her College Algebra course," Delker said. "That course has far-reaching effects, as it is required in nearly all our academic programs. Teresa has a proven track record in improving the course, and these funds will help her make it even better." Hartman has been an instructor at K-State Salina since 2007. She earned her bachelor's degree in mathematics from Fort Hays State University in 2000 and her master's degree in mathematics from K-State in 2007. &nbsp;
