Geary Community Hospital Trustees have selected Bill Overbey to serve as the new interim Chief Executive Officer of Geary Community Hospital.

Overbey, Topeka, previously served as the CEO with Kansas Rehabilitation Hospital of Topeka until March of 2022 when he retired. Prior to his position at the Kansas Rehabilitation Hospital, he served as the Chief Financial Officer for Hays Medical Center for over 13 years. RILEY COUNTY—Law enforcement authorities are investigating a violent attack on a student at Manhattan High School

Just after 8a.m. Thursday, officers filed a report for aggravated battery at Manhattan High School in the 2100 block of Poyntz Avenue, according to the Riley County Police Department activity report.

A 17-year-old boy was listed as the victim when it was reported a 15-year-old girl kicked him in the head multiple times and punched him during school. 

Police arrested 15-year-old Hanna Whitnack of Manhattan on requested charges of aggravated battery. She was processed through juvenile intake and released to a guardian.

Operation Santa Claus kicks off for 2022

JUNCTION CITY, Kan. –&nbsp;Geary County Unified School District 475 has received&nbsp;a supplemental grant from the Office of Local Defense Communities Cooperation to continue construction of an elementary school on Fort Riley.&nbsp;The award of additional funding was announced October 26.

The district applied for supplemental funding from the Department of Defense’s Public Schools on Military Installations program to remedy rising costs on its project to replace Jefferson Elementary School.

“The original grant proposal captured an industry forecast cost escalation for the period between grant application and job bidding,” said David Wild, USD 475 construction program manager. “However, bid results indicated an 18.5 percent cost escalation, well above the 3-5 percent industry forecast.”

District and Fort Riley staff received a formal invitation from the OLDCC to submit a supplemental application at the end of June.

“With expert guidance from OLDCC, we were able to present sound market evidence of rising prices beyond our control and were invited to submit a package addressing our concerns,” said Superintendent Reginald Eggleston, Ed.D.

The district has submitted another similar grant proposal to expand the new school and replace Morris Hill Elementary. The OLDCC plans to review it in November.

According to Wild, if the review is favorable, the district will be invited to submit a grant. If the grant is awarded, Morris Hill Elementary will be demolished while construction continues to expand the new school, which will still open in August 2023.

As if to sound like a broken record, October was warmer and drier than normal. This is the 17th consecutive month that temperatures have been above normal. Only three months in 2022 have had normal or above precipitation.

The average daily high during October was 71.7, 3.8 degrees above normal. The average overnight low for the month was 46.4, 1.4 degrees above normal. This resulted in a monthly mean temperature of 59 degrees, 2.6 degrees above normal. The highest temperature for the month was 88 degrees on the 21st. The lowest temperature for the month was 22 on the morning of October 19th. The high of 88 on the 21st tied the record high for that date. The record was originally set in 1978. That was the only temperature record for the month. The growing season came to an end on the 18th with a morning low of 28. While October was above average, it was far from record setting. The warmest October on record was in 1963 with a monthly mean temperature of 69, a full ten degrees warmer than this year. That October was notable with five days with afternoon highs OVER 90 degrees. The coldest October is a record held by 2002 and 2009 when we had a monthly mean temperature of 49.1 degrees, nearly ten degrees cooler than this year.

The 28 degree morning low on October 18th ended the growing season. Our 70 year average first frost date is October 19th so this year’s end of the growing season was close to average. However, if you look at the 30 year moving average of first frost dates we find that they are slowly moving earlier with a 30 year average first frost of October 21st. A couple of days may not seem like much, but 30 years ago, that average was October 16th. The 2022 growing season, the number of days from the last freeze of spring to the first freeze of fall, was 187 days. The long term average growing season is 188 days. The 30 year average growing season is 192 days though, once again showing a slowly warming climate. The last freeze in the spring of 2022 was on April 14th.

The rainfall, or lack thereof, is becoming increasingly concerning as drought conditions deepen and expand across the state. Normal October precipitation is 2.48 inches. Milford Lake received 0.99 inches and Junction City received 1.74 inches. This discrepancy of two reporting stations that are 4.8 miles apart simply shows how spotty rainfall in the plains, especially in periods of drought, can be. Year to date Junction City has received 26.74 inches of precipitation and Milford Lake has received 25.22 inches. Normal through the end of October is 30.98 inches. Officially, over the last 24 months we, are more than 15 inches below normal rainfall. The wettest October on record dates back to 1941 when 12.12 inches of rain fell on the region. The driest October stretches back to 1938 when 0.02 inches was all that was recorded. Snow can be recorded in the Geary County region in October, as we have seen in recent years, but the long term average snowfall for the month is only 0.1 inches. No snow was recorded in October this year.

27th Annual Christmas Parade 

RILEY COUNTY—One person was injured in an accident just after 4p.m. Wednesday at the intersection of Anderson and Dennison Avenue in Manhattan.

A 2008 Ford F-150 driven by Ashley Teneyck, 29, of Manhattan had been waiting at a traffic light to head south on Denison Avenue, according to the Riley County Police Department activity report.

As the light turned green, the pickup struck a 2018 Kia Sportage driven by Angela Gura, 40, of Manhattan, who had been waiting on the cars in front of her to start driving 

EMS transported Gura to Via Christi for treatment of head, neck, and back pain. Teneyck was issued a citation for inattentive driving.

WABAUNSEE COUNTY—Law enforcement authorities are investigating a suspect for alleged sex crimes.

On Monday, the Wabaunsee County Sheriff's office was alerted to possible exploitation of a child, according to a media release.

Deputies responded to investigate at a residence in the 400 Block of East Flint Hills Drive, Lake Wabaunsee.&nbsp; Investigators made contact with 20-year-old Derrick Yarnell Mayfield of Henderson North Carolina.

There were a substantial number of residents at the Tuesday night Junction City Commission meeting that sought information from city officials on a proposed slaughterhouse. They got very little.&nbsp; Disclosure agreements signed by officials, lack of any concrete proposals and a guarantee that the public will have opportunities for public hearings and forums on this topic in the future were responses.

Scott Kellogg pointed to research that has been done pointing to lower property values. 

"Within one mile you have residential neighborhoods, within two-mile radius of the proposed site there are approximately 3,000 residences when you include the apartment complexes that are also located within that radius," he said.

Potential problems with increased crime rates and taxes, water support for the facility and costs of infrastructure installation were topics mentioned but the argument for the facility included more jobs.

Kellogg said the average turnover rate for these facilities ranged from 85% to more than 100%. Employee injuries were higher than the national average and there is local employee turnover.

Buck Gibson asked the commission when they make decisions are they making one for the community or people in the community. "Is it really worth jobs, is that what's it's really about. I think there are a lot of quality life issues to be considered here. " Gibson told the governing body when they make decisions "make them for the best interests of the people and not necessarily the money or the jobs. There's a lot of things to consider. I might ask you to also consider not to make agreements with people when you're visiting about things&nbsp; that's going to limit you from sharing information with the folks out here."

Kelsey Mann wondered why the commission was not being open with information. She asked Mayor Jeff Underhill if he toured a slaughterhouse, and he responded by saying that he did. Mann then posed a questions about his thoughts on that tour, to which Underhill replied. "We're putting all of that together." Mann asked if it would be shared with the community to which Underhill replied absolutely and it was all part of the city's due diligence process.

Underhill noted that he is for bringing jobs to the community but there have not been any proposals.&nbsp;

Fort Riley will host a&nbsp;hiring and education fair at Riley’s Community Center, 446 Seitz Ave., on Nov. 8, from 10 a.m. to 2 p.m. The event is free to attend and open to all DoD cardholders, including active duty Soldiers, family members, veterans, retirees and DoD civilians, as well as the general public.

The Friends of the Dorothy Bramlage Public Library plans to return a community tradition to the calendar with their annual fall book sale.

Library Director Susan Moyer said that the Book Lover’s Paradise sale will be open from Noon on Friday, November 11th&nbsp;until the library closes at 6:00 p.m. It will resume on Saturday, November 12th from 9:00 a.m. to 1:00 p.m.&nbsp;&nbsp;&nbsp;A bag sale may be offered during the last hour and some of the remaining inventory may be shifted to the main room of the library so the sale can continue through the end of the year.

Most of the inventory will be like new, coming from the home libraries of patrons across town and likely read only once.&nbsp;&nbsp;This will include those that have been recently given through the friends book sale donation Saturday events.&nbsp;&nbsp;Some of the titles withdrawn from the library’s collection will also be in the sale, but only those deemed in excellent condition.&nbsp;&nbsp;All will be reasonably priced to fit every budget with most of them selling at one to two dollars apiece.&nbsp;

Friends members will receive the added benefit of a twenty-five percent discount of the sale price upon presentation of their current membership card.&nbsp;&nbsp;This discount is actually available year round and can be used anytime at the daily book sale as well as at the annual sale.

Fall book sale returns to DBPL

RILEY COUNTY—One person was injured in an accident just after 8:30a.m. Wednesday in Riley County.

The Kansas Highway Patrol reported a 2012 Infiniti G driven by Thedore Thomas, 66, Junction City, was eastbound on Kansas 18 approximately a mile west of Seth Child Road.

The driver lost control of the car attempting to pass a 2017 Jeep Wrangler driven by Clinton&nbsp;Schulte, 53, Haysville, on the left shoulder.

The Infiniti struck the Jeep and then spun across the left lane and into the right lane striking a 2013 Chevy Sonic driven by Ashley Bradley, 22, Junction City.

After impact, the Infiniti traveled off the south edge of the road, rolled, and came to rest in the ditch.

EMS transported Thomas to Via Christi. Schulte was not injured and Bradley was not transported for treatment. All three drivers were properly restrained, according to the KHP.

Junction City man hospitalized after 3-vehicle crash

Geary County Commission Chair Alex Tyson issued a statement Wednesday morning.

"As Chair of the Board of County Commissioners of Geary County I feel it is my duty to dispel and correct misinformation that has been stated in public forums in recent days. As an elected official I take my duty to the citizens of Geary County seriously, and part of that duty is to make certain that the people have access to the facts.

I have been on the Commission for two years. In that time we implemented recorded meetings giving all citizens access to BOCC meetings via our Youtube page. This Commission believes in transparency. We adhere to the Kansas Open Meetings Act. When the Commission moves to go into an executive session to discuss a matter authorized by statute, we follow the statute. As one can imagine executive sessions for legal matters were necessary this past year to achieve our agreement with Stormont Vail. However, the Commission endeavored to provide the public with information as soon as possible throughout this process. As a member and now Chair of the Commission I can assure the public that we have NEVER taken action in an executive session during my time on the Commission.

The current Commission has worked tirelessly to ensure that our community has access to quality healthcare. The County made a commitment to preserve a hospital in Geary County. This commitment did not waiver when the City refused to provide support. This commitment has remained steadfast and Stormont Vail Flint Hills Campus is the result of this commitment. Stormont Vail has likewise made a commitment to Geary County. This is not simply a lease for the short-term. Stormont Vail is investing in our community for the long-term. The future of health care in Geary County is bright!

The current County Commission knows that the County’s greatest asset is its employees. I personally employ an open-door policy and make myself available to speak to employees without appointment. I share my contact information so that employees can easily contact me. I take employee concerns seriously. My fellow commissioners share my belief that open communication between offices, employees, and the commission is essential to the success of Geary County. This Commission has arranged for meetings to occur between department heads and the Commissioners to discuss concerns that they might be having in their departments and possible solutions in a collaborative environment.

Finally, in the face of creating a new finance position and providing financial support to the hospital the County did in fact LOWER Taxes in Geary County. While it has been noted spending has increased, I would like to add perspective to this. The dollars going out are for much needed repairs and maintenance. Those dollars being spent today will save us additional dollars in the future. This has clearly been demonstrated with the hospital deferred maintenance. To understand how taxes have decreased, the taxpayer needs to understand the basics of the revenue neutral rate. Revenue neutral means the County has the authority to levy the exact same dollar amount as was levied in the previous year without additional steps being taken to notify the taxpayers. Staying revenue neutral keeps overall valuation adjustments out of the formula as the overall dollar amount being taxed would not change. While taxes may be redistributed based on valuation adjustments, the dollar amount levied would remain constant.

In previous years, there were 20 levied funds. In 2023 there are 2 levied funds. These two levied funds are the only funds that affect taxpayer contributions. Budgeting does NOT equal spending. The County operates with a balanced budget which means when budgeting each fund, total carryover cash plus revenue budget will equal total expenditures budgeted. This basis for budgeting provides authority to spend every estimated dollar in the fund but does NOT mean it is the intent to spend every dollar.

The County ad valorem tax levy in 2022 was $17,546,224. In 2023 the levy is set at $16,436,835. Regardless of levied expenditures increasing by $61,289 which was a 0.17% increase, the County was still able to save taxpayer dollars $1,109,389 and the County was below the authorized revenue neutral mill rate by 4.061 mills for the 2023 budget year. The adjustments that were made to the 2023 budget allowed implementation of a wage study and KPF as a retirement benefit to the Sheriff’s department, the creation of an identifiable fund reserve and CIP program, and the ability to finance the hospital debt without increasing the citizen’s tax burden.

The Commission has done a tremendous amount of work in the two years that I have been able to serve. As the chairman I want the electorate to have the facts. I want the public to be aware that county taxes did DECREASE. I want people to know that Stormont Vail Flint Hills Campus is the best possible option to provide high quality healthcare to Geary County. I want the public to know how valuable the employees of Geary County are to me and how much I enjoy working with them. Finally, I want the public to know that I believe in the work that I have done and continue to be excited to serve as a Geary County Commissioner.

&nbsp; (RILEY COUNTY, KS – November 2, 2022) Starting Sunday, November 6th, green lights will be installed and displayed along Poyntz Avenue in Downtown Manhattan to show support for military veterans and their families. The Operation Green Light display will last one week and is part of a national collaboration to support military veterans. The display is intended to raise awareness about the unique challenges veterans face as well as the importance of continued assistance for veterans at the community, state, and federal levels. Riley County Commissioner John Ford learned about Operation Green Light earlier this year through the National Association of Counties (NACo). He approached local agencies in August with the idea of starting a display aligned with the national campaign. “People stepped up quicky to organize the effort and lend their support,” said Commissioner John Ford. “We’re sending the message to our veterans that we’re here for them, and the entire community is here to stand with them. By shining a green light, we let our veterans know they are seen, appreciated, and supported.”&nbsp; Residents and businesses are encouraged to join the effort by displaying green lights at their homes and buildings during the week of November 7th- 13th and all year long.
