Geary County Commission Chair Alex Tyson issued a statement Wednesday morning.

"As Chair of the Board of County Commissioners of Geary County I feel it is my duty to dispel and correct misinformation that has been stated in public forums in recent days. As an elected official I take my duty to the citizens of Geary County seriously, and part of that duty is to make certain that the people have access to the facts.

I have been on the Commission for two years. In that time we implemented recorded meetings giving all citizens access to BOCC meetings via our Youtube page. This Commission believes in transparency. We adhere to the Kansas Open Meetings Act. When the Commission moves to go into an executive session to discuss a matter authorized by statute, we follow the statute. As one can imagine executive sessions for legal matters were necessary this past year to achieve our agreement with Stormont Vail. However, the Commission endeavored to provide the public with information as soon as possible throughout this process. As a member and now Chair of the Commission I can assure the public that we have NEVER taken action in an executive session during my time on the Commission.

The current Commission has worked tirelessly to ensure that our community has access to quality healthcare. The County made a commitment to preserve a hospital in Geary County. This commitment did not waiver when the City refused to provide support. This commitment has remained steadfast and Stormont Vail Flint Hills Campus is the result of this commitment. Stormont Vail has likewise made a commitment to Geary County. This is not simply a lease for the short-term. Stormont Vail is investing in our community for the long-term. The future of health care in Geary County is bright!

The current County Commission knows that the County’s greatest asset is its employees. I personally employ an open-door policy and make myself available to speak to employees without appointment. I share my contact information so that employees can easily contact me. I take employee concerns seriously. My fellow commissioners share my belief that open communication between offices, employees, and the commission is essential to the success of Geary County. This Commission has arranged for meetings to occur between department heads and the Commissioners to discuss concerns that they might be having in their departments and possible solutions in a collaborative environment.

Finally, in the face of creating a new finance position and providing financial support to the hospital the County did in fact LOWER Taxes in Geary County. While it has been noted spending has increased, I would like to add perspective to this. The dollars going out are for much needed repairs and maintenance. Those dollars being spent today will save us additional dollars in the future. This has clearly been demonstrated with the hospital deferred maintenance. To understand how taxes have decreased, the taxpayer needs to understand the basics of the revenue neutral rate. Revenue neutral means the County has the authority to levy the exact same dollar amount as was levied in the previous year without additional steps being taken to notify the taxpayers. Staying revenue neutral keeps overall valuation adjustments out of the formula as the overall dollar amount being taxed would not change. While taxes may be redistributed based on valuation adjustments, the dollar amount levied would remain constant.

In previous years, there were 20 levied funds. In 2023 there are 2 levied funds. These two levied funds are the only funds that affect taxpayer contributions. Budgeting does NOT equal spending. The County operates with a balanced budget which means when budgeting each fund, total carryover cash plus revenue budget will equal total expenditures budgeted. This basis for budgeting provides authority to spend every estimated dollar in the fund but does NOT mean it is the intent to spend every dollar.

The County ad valorem tax levy in 2022 was $17,546,224. In 2023 the levy is set at $16,436,835. Regardless of levied expenditures increasing by $61,289 which was a 0.17% increase, the County was still able to save taxpayer dollars $1,109,389 and the County was below the authorized revenue neutral mill rate by 4.061 mills for the 2023 budget year. The adjustments that were made to the 2023 budget allowed implementation of a wage study and KPF as a retirement benefit to the Sheriff’s department, the creation of an identifiable fund reserve and CIP program, and the ability to finance the hospital debt without increasing the citizen’s tax burden.

The Commission has done a tremendous amount of work in the two years that I have been able to serve. As the chairman I want the electorate to have the facts. I want the public to be aware that county taxes did DECREASE. I want people to know that Stormont Vail Flint Hills Campus is the best possible option to provide high quality healthcare to Geary County. I want the public to know how valuable the employees of Geary County are to me and how much I enjoy working with them. Finally, I want the public to know that I believe in the work that I have done and continue to be excited to serve as a Geary County Commissioner.

&nbsp; (RILEY COUNTY, KS – November 2, 2022) Starting Sunday, November 6th, green lights will be installed and displayed along Poyntz Avenue in Downtown Manhattan to show support for military veterans and their families. The Operation Green Light display will last one week and is part of a national collaboration to support military veterans. The display is intended to raise awareness about the unique challenges veterans face as well as the importance of continued assistance for veterans at the community, state, and federal levels. Riley County Commissioner John Ford learned about Operation Green Light earlier this year through the National Association of Counties (NACo). He approached local agencies in August with the idea of starting a display aligned with the national campaign. “People stepped up quicky to organize the effort and lend their support,” said Commissioner John Ford. “We’re sending the message to our veterans that we’re here for them, and the entire community is here to stand with them. RILEY COUNTY—Law enforcement authorities and USD 383 officials are investigating an alleged criminal threat and have made an arrest.

Just after 10a.m. Tuesday, officers filed a report for criminal threat at Eisenhower Middle School, 800 Walters Drive in Manhattan, according to the Riley County Police Department activity report. 

Officials reported a 14-year-old identified as Litzy Rivera of Manhattan had made violent threats against others at the school. Investigation showed the suspect was not in possession of a weapon at the school and didn't have access to weapons. 

Police arrested Rivera on requested charges of&nbsp; criminal threat. She was processed through juvenile intake and released to a guardian.

Hy-Vee announced Tuesday that its more than 285 retail locations will be closed for Thanksgiving Day, Nov. 24, so that the company’s more than 80,000 employees across its eight-state region can enjoy the holiday with their friends and family, according to a media release from the retailer.

This is the first time in Hy-Vee’s 92-year history that its stores will close on Thanksgiving, reflecting Hy-Vee’s commitment to be the best place to work in America. All Hy-Vee grocery stores, Dollar Fresh Markets, Hy-Vee Fast &amp; Fresh locations, Wall to Wall Wine and Spirits locations, and Hy-Vee Wine &amp; Spirits locations will be closed. RILEY COUNTY— Law enforcement authorities are investigating more counterfeit cash in Kansas.&nbsp;

According to the Riley County Police Department, a fake $100 bill was used in an attempt to make a purchase at a business in Manhattan on Monday.&nbsp;

Police identified 52-year-old David Voter of Manhattan as the individual who used this bill. Police issued him a Notice to Appear for attempted theft.

Even though police identified the responsible party, police advised the public to be aware this fake money may appear at other businesses in the area.

Earlier in October, police in Cowley County arrested a suspect for allegedly spending counterfeit $100 bills.&nbsp; The Norton County sheriff&nbsp; reported counterfeit bills were circulating in portions of northwest Kansas.

In September the sheriff's office in Haskell County reported counterfeit cash. During the month of June, authorities in Finney County took 16 reports of counterfeit money.

The Kansas Department of Transportation is committed to keeping the highways cleared when inclement weather impacts the state, but staffing shortages continue to affect the agency with not enough snowplow operators in many areas. These ongoing shortages could affect&nbsp;KDOT’s ability to clear snow and ice from highways in a timely manner.

“We want motorists to know ahead of time - it’s not a matter of if the highways will be cleared this winter, but when,” said Transportation Secretary Julie Lorenz. “KDOT&nbsp;crews will be proactive by shifting crews and pretreating surfaces whenever possible but having fewer employees could cause delays in removing snow and ice from all the affected roadways.”&nbsp;

The agency is about 24% short of snowplow operators needed to be fully staffed in offices across the state. However, all&nbsp;KDOT&nbsp;field offices have made preparations in September and October to be ready for winter - employees participated in regional meetings with several days of hands-on snowfighter training exercises. Salt, sand and other materials are fully stocked, and pre-maintenance work on snowplows and other equipment is complete.

“Our maintenance crews always do their best to serve the public as they work 12-hour shifts in their efforts to clear the highways,” said Secretary Lorenz. “But motorists can help by checking on road conditions and weather forecasts in advance and possibly delaying travel plans. It’s important to plan ahead, stay informed and travel safe.”

MANHATTAN, KAN. –&nbsp;Brian R. Peete has been selected by the Riley County Law Enforcement Agency (Law Board) as the next Director of the Riley County Police Department.

Peete will be the 6th&nbsp;Director since the RCPD was established in 1974.

He currently serves as the Chief of Police in Montpelier, Vt. where he leads a dedicated department of 27 full-time members of officers, administration, parking enforcement, and a regional emergency communications dispatch personnel for a daytime population of over twenty thousand.

Prior to his current role, he served as Chief for the Alamogordo Police Department in N.M. Before becoming Chief in Alamogordo, Brian served in the City of Chicago’s Inspector General’s Office as the Chief Forensic Audit Investigator for Public Safety (Police Accountability) and as a Chief Investigator. He was also a Patrolman, Field Training Officer, and Fusion Center Analyst for the Chicago Police Department.

Peete has also served in federal law enforcement in the Air Force Office of Special Investigations as the Assistant Special Agent-In-Charge (Operations Officer), Detachment 206 Las Vegas, Nev., where he deployed to Afghanistan in support of Operation Enduring Freedom and coordinated U.S. and Afghan forces in over 150 counter espionage, counterterrorism/counterintelligence, and force protection missions. RILEY COUNTY—Law enforcement authorities are investigating an alleged home-invasion break-in in Manhattan.

Just after 9:30p.m. Monday, officers filed a report for aggravated assault, battery, criminal damage to property, and criminal trespass in the 2000 block of College Heights Road in Manhattan, according to the Riley County Police Department activity report.

Just after 9:30 p.m., a 17-year-old boy, a 19-year-old man and a 30-year-old woman reported a 26-year-old man and a 30-year-old man broke into a house and threatened the victims with guns following a fight between the parties earlier in the evening.

Police identified Vanda Vereen, 26, and Christopher Sims, 30, both of Fort Riley as the suspects and arrested them on requested charges of aggravated assault. Both remain confined in the Riley County Jail on total bonds of $10,000 each.

TOPEKA&nbsp;– The&nbsp;Cold&nbsp;Weather&nbsp;Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, will begin on Tuesday, November 1 and remain in effect through March 31.&nbsp;

With energy costs expected to rise this winter, the protections offered by the&nbsp;Cold&nbsp;Weather&nbsp;Rule&nbsp;could be more critical than ever in keeping individuals and families safe and connected. According to the U.S. Energy Information Administration (EIA), Midwest households heating with natural gas could see their bills increase by 33%. Those using electric heat could pay 8% more. If the&nbsp;weather&nbsp;is&nbsp;colder than expected, those numbers could be higher.

While the&nbsp;Cold&nbsp;Weather&nbsp;Rule&nbsp;is in effect, utility companies cannot disconnect a customer's service when local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The&nbsp;Kansas&nbsp;Corporation Commission, the agency that regulates public utilities in the state, implemented the&nbsp;rule&nbsp;in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme&nbsp;cold.

The&nbsp;Cold&nbsp;Weather&nbsp;Rule&nbsp;also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.

Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. The remaining balance must be paid in equal payments over the next 11 months, in addition to the current monthly bill.

Just after 8p.m. Friday, officers filed a report for criminal discharge of a firearm and criminal damage to property in the 1300 block of Colorado Street in Manhattan, according to the Riley County Police Department activity report.

An unknown suspect shot multiple rounds into a house occupied by an 11-year-old girl, a 41-year-old woman and a 22-year-old man, according to the RCPD.

Just after 2:30p.m. Sunday, officers filed a report for identity theft and theft in the 600 block of 3rd Place in Manhattan, according to the Riley&nbsp; County Police Department activity report.

HyVee and a 21-year-old man were listed as the victims when it was reported a 22-year-old man stole approximately $5,500 cash.

Glenn Brunkow, Pottawatomie County farmer and rancher We are in the heart of what has been termed the “silly season of politics.” I know that for many of us voter fatigue has set in, and I have good news and bad news on that front. The good news is that in about a week or less it will all be over. The bad news is that the next cycle is a presidential election, so you have about six months before that gets cranked up. Unfortunately, the sheer volume of campaign ads and fliers turns many of us off or makes us numb to the candidates. I get that but you must fight through the urge to ignore all of it and tune it out. This is one of the most critical elections that we as an ag community have faced and this is a call for all hands on deck. It is true that all votes count but when it comes to agriculture that statement has never been truer. Candidates who support agriculture need your vote. Kansas is becoming increasingly urban and because of that voters in those areas are farther and farther away from agriculture. We are a democracy where the majority rules. Soon we could find ourselves having less of a voice over who represents us and, more importantly, what legislation gets passed. We know laws made in Topeka and Washington D.C. can have huge impacts on how we run our farms and ranches. It is important that we elect representatives that will have our best interests in mind and who understand our business. That is why the work Voters Organized To Elect Farm Bureau Friends does is so important. They take the opinions from the grassroots level and develop a list of candidates who are friendly to agriculture and will keep our best interests in mind. That work is not done in a couple of days but rather in a painstaking process, making sure that all voices are heard. However, that great work doesn’t mean anything if we don’t get out and vote for those candidates. While I would like you to vote for the people on that list, and I ask that you take the time to look at it, I just want you to exercise your right to vote. Historically those of us in rural areas have gotten out at higher levels than our urban counterparts, and that amplifies our voice. Lately, that has not been the case and is a trend we need to reverse. If you are really tired of the noise around the election, go vote now. Advanced voting is open, check with your county clerk to find out how. Then it is done and no matter what happens, your voice is heard. If you are like me and a traditionalist, make sure you get out and vote on Nov. 8. Every vote counts and every vote matters. We have seen it time and time again, even right here in Kansas. Please, look at the list of VOTE FBF endorsed candidates before you make your decision. I cannot stress just how important your vote is. It’s our chance to be a voice for Kansas.

Geary USD 475 school board members listened to a staff report on proposed locations for a new Early Childhood Center in the district. Federal grant funding could be sought to help with the cost of a proposed new facility on the site of the former Junction City High School or at a location north of the new JCHS.

The old high school site would have 13 acres available and either site could accommodate planned future expansion. The initial goal was to serve 65% of the early childhood population.&nbsp;

Land for a building near the new JCHS would have to be purchased while the District owns the former high school site already. Early Child Program staff were polled on preferred location with 60 of 63 staff members favoring the old high school location.

First phase of construction on a new building would include 32 classrooms plus another 15 that already exist on Post. The former JCHS site would allow for expansion covering 12 - 14 classrooms.

There was discussion by Board members but no final decisions were made. The item was a discussion topic only on the most recent BOE agenda.

BOE discusses Early Childhood Center recommendation

Justin Aaron, Junction city, heads into the knockout round of "The Voice" on NBC beginning Monday. Aaron said they are three-way knockouts. "So you tune in at 7 p.m. and you will get to see me on the stage and if I get to go the next round." Live playoffs then follow the knockouts.

"I perform Gospel, Contemporary Christian and R &amp; B music. " Aaron began in music with his mother who has been a singer. "So she would always take me with her when she would go to her singing engagements and I would see how everyone was just so mesmerized by her singing and how everyone was just responding to what she was doing. I remember sitting in the front pew one day saying I want to do that one day." Aaron also credits former teacher Mary Louise Stahl with helping cultivate his love of music.

Aaron knows performing on 'The Voice' could put him on a new platform in getting his name out there.&nbsp;&nbsp;

Aaron is currently a paraprofessional at Junction City High School. He is a 2006 graduate of JCHS.

Junction City Police Department held their second annual Shop with A Cop Charity Trap Shoot Competition on Oct.&nbsp; 22nd. There were 31 shooters with over $2,100.00.

Geary County Sheriff's Deputies responded to mile marker 310 west bound I-70 in Geary County for a single vehicle injury accident. Nicholas D. Bressoud of Fort Riley, KS was traveling west in a 2003 Pontiac Grand Am when he hit a deceased deer in the roadway, causing the vehicle to fishtail and go down an embankment approximately 80 feet. Bresoud and his passenger were treated for minor injuries. A wrecker service responded and took possession of the vehicle.
