There is a plan to save the financially challenged Geary Community Hospital.

 Meeting on Thursday the Geary County Public Building Commission adopted a resolution requesting the authorization of up to $32 million in revenue bonds to support the hospital, said County Finance Director Tami Robison.&nbsp; "Our intent is to bond out $31 million and of that $20 million will be repairs for the hospital, $4 million will be our accounts payable that we anticipate paying at the end of December and then the $6 million shortfall from the revenue shortfall from July to December that the County will be paying." Hospital officials approached Junction City leaders about helping pay the operational shortfall but so far have not received any money. The Geary Community Healthcare Foundation provided $1.5 million but that must be repaid.&nbsp;

The moves by the PBC are necessary to satisfy a lease agreement with Stormont Vail Health, who assumes oversight of operations at the hospital on Jan. 1.

The revenue bonds will be retired by a six-mill property tax levy that is already in effect to support Geary Community Hospital. That levy covers existing general obligation bonds, existing revenue bonds through the PBC, no-fund warrants that will be paid off in 2024 and the new bond issue. The $32 million bond issue would be scheduled for payoff in 2048. There would not be any increase necessary&nbsp; in the property tax levy.

A current one-quarter cent sales tax has also been used to help retire the existing general obligation bonds which were used to pay for the west side expansion of the hospital many years ago.&nbsp;&nbsp;

On the time frame of paying off the bonds through 2048, Robison explained a benefit. "Part of the structure of long-term debt is so that you don't over burden the taxpayers of today and you spread that out over the years so the taxpayers of today and the taxpayers get both the benefit and also have the responsibility of those costs."

The plan is to publish the resolution in the newspaper followed by a public protest period. If there is a petition filed with the county clerk's office containing signatures from five percent of&nbsp; the registered voters in the most recent certification to the Secretary of State's Office, it would then be placed on a future election ballot.

RILEY COUNTY—Law enforcement authorities are investigating a Kansas man for alleged sex crimes.

According to the Riley County Police Department activity report, a suspect identified as&nbsp;Luis Martinez, 31, of Topeka, allegedly battered a 37-year-old woman and forced her to stay in a room for an extended period of time.

Police located him already in custody in Pottawatomie County, arrested him on a warrant and transported him to the Riley County jail. 

Martinez is being held on requested charges of aggravated domestic battery, aggravated criminal sodomy, and aggravated kidnapping on a $75,000 bond, according to the RCPD.

The 4th Annual Bow Slinger event at Fort Riley is more than an archery tournament; it’s also a chance to meet your Army. The Aug. 20 event is open to the public and will feature activities for the whole family at Fort Riley’s Outdoor Adventure Park from 9 a.m. to 1 p.m.

--A military working dog demonstration at 10 a.m.

--A free Kansas Department of Wildlife and Parks archery clinic from 10 a.m. to 1 p.m.

--A bus tour of Fort Riley, beginning at 10:30 a.m.

There will also be static displays of military equipment and a chance to talk to the Soldiers who use that gear. Army Recruiters will provide a video game trailer for kids and adults to test their skills. Food trucks will be on site to purchase lunch or refreshments.

MANHATTAN - A 30-year old Manhattan woman was injured in a <a href="https://littleapplepost.com/posts/4a37ab72-e9d8-4f03-84e6-565789111899">Thursday evening rollover crash </a>near the intersection of Hayes Drive and Gross Street.

When Riley County Police Department officers arrived on the scene, they found a 2009 Pontiac G5 driven by 30-year old Lyndsay Jones of Manhattan on it's roof.

According to RCPD, Jones was traveling northbound on Hayes Drive when the car drifted to the left, and hit a curb before hitting a tree which cause the car to overturn.

Jones was initially transported to Ascension Via Christi in Manhattan for treatment of her injuries before being transferred to Stormont Vail for further treatment.

Additional details on the crash or extent of Jones' injuries are not available as of 8:45 am Friday, August 5, 2022.

Games, band performances, food and just reuniting with old friends were all part of the Back to School Carnival at Junction City High School Thursday evening. The event was held at Blue Jay Stadium a few days ahead of the new school year.

Dr. Reginald Eggleston, USD 475 Superintendent of Schools, was there. "It ushers in the new year, as you can see we have a lot of people here, a lot of excitement in the air. Just gives everyone a chance to let their hair down and have a good time."

Director Jared Morris said they're excited about the show design for this fall when they will perform at football games and in festivals. "We're going to be doing a lot of new types of visuals that incorporate dance for the band members. It's going to look different than what our audience is used to seeing. It's going to be a lot of fun but our students are very excited about it."&nbsp;

The&nbsp; first day of school for students at JCHS will be either Aug. 16th or 17th, depending on whether you are a new or returning student.

Junction City Public Works Director Ray Ibarra said Thursday that the Karns Drive portion of the K-18 - Karns Drive roundabout is projected to open next Friday, Aug. 12th. That location is the back entrance to nearby Junction City Middle School.

K-18 has been opened for east and west traffic but the Blue Jay Way entrance to Junction City High School near the roundabout is not yet open.

Geary County Clerk Rebecca Nordyke has ruled that the independent nomination petitions for Trish Giordano for Geary County Commission District #1 are valid. So her name will appear on the general election ballot in November.

Giordano is running as an Independent candidate against Republican Brad Roether for a four-year term on the county commission. Giordano is currently serving a two-year term on the governing body.

RILEY COUNTY —Law enforcement authorities are investigating an alleged aggravated battery and have a suspect in custody.

Just after 2:30a.m. Thursday, police filed a report for aggravated battery in the 500 block of Leavenworth Street in Manhattan, according to the Riley County Police Department activity rep ort.

A 42-year-old woman reported a 41-year-old male suspect later identified as Nicholas Mainville of Manhattan hit her in the face with a baseball bat. 

EMS transported the victim to Via Christi for treatment of her injuries. Police arrested Mainville on a requested charge of aggravated battery. He is no longer in custody, according to online jail records.

Mainville has previous convictions for making a false writing, attempted trafficking contraband into a correctional facility and for unlawful manufacture of a controlled substance, according to the Kansas Dept. of Corrections.&nbsp;

Consumers continue strong demand for locally produced meat&nbsp;

MANHATTAN, Kan. – A rush to locally produced meat partly necessitated more than two years ago by the onset of the COVID-19 pandemic has spawned consumer’s interest in direct-to-consumer processing businesses, said a group of Kansas State University experts.&nbsp;

Dustin Pendell, an&nbsp;<a href="https://www.ageconomics.k-state.edu/" target="_blank">agricultural economist</a>&nbsp;with K-State Research and Extension, said that while consumers have always expressed an interest in locally processed meat, “Kansas has seen an increasing demand for local, direct-to-consumer meat processing businesses.”&nbsp;

Jessie Vipham, an assistant professor in K-State’s&nbsp;<a href="https://www.asi.k-state.edu/" target="_blank">Department of Animal Sciences and Industry</a>, noted that from January 2020 to March 2022, the&nbsp;<a href="https://agriculture.ks.gov/" target="_blank">Kansas Department of Agriculture</a>&nbsp;granted licenses to seven new custom meat processing facilities in the state.&nbsp;

Plus, she notes, “the KDA’s meat and poultry inspection staff have spoken with at least 82 individuals who have expressed interest in operating a new custom or inspected meat processing facility in Kansas.”&nbsp;

In July,&nbsp;<a href="https://www.k-state.edu/research/global-food/" target="_blank">K-State’s Global Food Systems initiative</a>&nbsp;awarded a grant to Vipham, Pendell and Rachel Mui – an assistant professor of management in&nbsp;<a href="https://cba.k-state.edu/" target="_blank">K-State’s College of Business Administration</a>&nbsp;-- to further develop the capacity of meat processing businesses in Kansas.&nbsp;

“As a university,” Mui said, “we have a charge&nbsp;to promote economic growth and prosperity, and as more and more people consider small business ownership -- especially in the meat processing arena -- we have a unique opportunity to make a lasting impact.”&nbsp;

“Ultimately, we hope to support&nbsp;small and very-small meat processors across Kansas, in terms of business expansion, business start-up and adoption of improved food safety practices,” Pendell said. “Specifically, we will conduct a needs assessment on the opportunities and constraints of small and very small meat processors when establishing or expanding a meat processing business.”&nbsp;

Pendell added the K-State group aims to develop individualized Food Safety Road Maps “that outline the food safety and inspection goals of each meat processor.”&nbsp;

The project team will be hosting five ‘Town Hall’ meetings across the state to meet with small meat processors about their current needs.&nbsp;&nbsp;

“By working alongside local meat processors, we hope to better understand their needs from both industry-specific and entrepreneurial perspectives, and help them effectively address them, while identifying new opportunities and efficiencies at the same time,” Mui said.&nbsp;

The project will include K-State business students. Vipham said additional support has been received from the Kansas Department of Agriculture, Kansas Meat Processors Association, Kansas Small Business Development Center and the K-State Research and Extension local food systems transdisciplinary team.&nbsp;

“This project is exciting because it is truly a collaborative effort across multiple K-State colleges and departments, as well as multiple Kansas partners both public and private,” Vipham said.&nbsp;

Consumers continue strong demand for locally produced meat&nbsp;By Pat Melgares, K-State Research and Extension news service&nbsp;MANHATTAN, Kan. – A rush to locally produced meat partly necessitated more than two years ago by the onset of the COVID-19 pandemic has spawned consumer’s interest in direct-to-consumer processing businesses, said a group of Kansas State University experts.&nbsp;Dustin Pendell, an&nbsp;<a href="https://www.ageconomics.k-state.edu/" target="_blank">agricultural economist</a>&nbsp;with K-State Research and Extension, said that while consumers have always expressed an interest in locally processed meat, “Kansas has seen an increasing demand for local, direct-to-consumer meat processing businesses.”&nbsp;Jessie Vipham, an assistant professor in K-State’s&nbsp;<a href="https://www.asi.k-state.edu/" target="_blank">Department of Animal Sciences and Industry</a>, noted that from January 2020 to March 2022, the&nbsp;<a href="https://agriculture.ks.gov/" target="_blank">Kansas Department of Agriculture</a>&nbsp;granted licenses to seven new custom meat processing facilities in the state.&nbsp;Plus, she notes, “the KDA’s meat and poultry inspection staff have spoken with at least 82 individuals who have expressed interest in operating a new custom or inspected meat processing facility in Kansas.”&nbsp;In July,&nbsp;<a href="https://www.k-state.edu/research/global-food/" target="_blank">K-State’s Global Food Systems initiative</a>&nbsp;awarded a grant to Vipham, Pendell and Rachel Mui – an assistant professor of management in&nbsp;<a href="https://cba.k-state.edu/" target="_blank">K-State’s College of Business Administration</a>&nbsp;-- to further develop the capacity of meat processing businesses in Kansas.&nbsp;“As a university,” Mui said, “we have a charge&nbsp;to promote economic growth and prosperity, and as more and more people consider small business ownership -- especially in the meat processing arena -- we have a unique opportunity to make a lasting impact.”&nbsp;“Ultimately, we hope to support&nbsp;small and very-small meat processors across Kansas, in terms of business expansion, business start-up and adoption of improved food safety practices,” Pendell said. “Specifically, we will conduct a needs assessment on the opportunities and constraints of small and very small meat processors when establishing or expanding a meat processing business.”&nbsp;Pendell added the K-State group aims to develop individualized Food Safety Road Maps “that outline the food safety and inspection goals of each meat processor.”&nbsp;The project team will be hosting five ‘Town Hall’ meetings across the state to meet with small meat processors about their current needs.&nbsp;&nbsp;“By working alongside local meat processors, we hope to better understand their needs from both industry-specific and entrepreneurial perspectives, and help them effectively address them, while identifying new opportunities and efficiencies at the same time,” Mui said.&nbsp;The project will include K-State business students. Vipham said additional support has been received from the Kansas Department of Agriculture, Kansas Meat Processors Association, Kansas Small Business Development Center and the K-State Research and Extension local food systems transdisciplinary team.&nbsp;“This project is exciting because it is truly a collaborative effort across multiple K-State colleges and departments, as well as multiple Kansas partners both public and private,” Vipham said.&nbsp;

Executive Director of Special Education, Nate Downs, told the Board of Education about the desire to have the capacity for more students than they can currently serve due to lack of classroom sizes. "Then the last takeaway was is that as a school district we are really ahead of the curve with our early childhood opportunities. Now we just need the facilities."

A group of officials have made site visits to school districts in North Kansas City, Maize and Emporia to observe existing early childhood centers in those communities. They learned location, size, accessibility and future expansion possibilities are all important components for any new facility project in the&nbsp; future.

Right now the District has an average of about 800 Kindergarten students and the 3-4 year old population is much larger than the total of high school seniors. "Our goal is to have the capacity to serve all of our 4-year old's in full day programs because that's where we're kind of behind the mark because we have half day and full day programs. The District would like to have the capacity to serve all of their 3-year old's on a half day basis.

The school board was in session Wednesday night at the Devin Center.

Junction City Commissioners received a request Tuesday night for up to $3 million to help fund operating expenses at Geary Community Hospital for the remainder of this year. The money would help GCH reach Jan. 1 at which time Stormont Vail Health would assume operation of the hospital.

The city&nbsp; commission did not grant the funding request, but City Manager Allen Dinkel left open the possibility the issue could be reviewed again late in the year. He said city staff met with county staff on ways to get smaller chunks of money but none were palatable to the county. He said the hospital is important and he doesn't think anybody disagrees, and there are some things that have to be looked at yet. "My recommendation, the city says yes we're still supportive. As&nbsp; far as how much dollar wise I think that's just totally in the wind yet. "&nbsp;

Mayor Jeff Underhill noted that the city is not in a position to say up to $3 million. "I think right now we're in a position to say hey, we're going to keep working with the county, try and be creative.&nbsp;

Commissioner Dr. Pat Landes took a firm stance. "When the city got into trouble we didn't go crying to the county saying you need to help us out. This is a county hospital and they've been on watch for all of time. This is on them in my opinion." Landes said this has come to a head over a decade. "So to come and say the city needs to bail us out, well I don't think so in my opinion, I mean I work there."

Commissioner Nate Butler noted that&nbsp; officials do need to work together and he pointed out everyone is a part of Geary County and Junction City. If they don't cooperate to work this out they will miss out on something. "I think we need to work together and I appreciate the fact we're willing to do that. I hope the two sides can come together and let's put this together, let's come up with some kind of plan to make sure that this thing rolls through. "

The afternoon will begin with a casual come-and-go type reception at 2 p.m. and will transition to a more formal event, "The Chuck Roast," at 4 p.m.&nbsp; Otte will be seated front and center as the man of the hour with guests being asked to share stories and puns honoring his work. Recently retired broadcaster Mark Ediger will emcee the roast with added humor of his own.

Final vote totals on Tuesday found Butler with 1,228 votes and Seibel with 1,089.

Votes still have to be canvassed in the district that includes Geary, Riley and Morris counties. At that time provisional ballots will be reviewed and counted so the Tuesday night election results are still unofficial.

68th District Kansas House race election results

WASHINGTON (AP) — A bill enhancing health care and disability benefits for millions of veterans exposed to toxic burn pits won final approval in the Senate on Tuesday, ending a brief stalemate over the measure that had infuriated advocates and inspired some to camp outside the Capitol.

The Senate approved the bill by a vote of 86-11. It now goes to President Joe Biden’s desk to be signed into law. Biden described the legislation as the biggest expansion of benefits for service-connected health issues in 30 years and the largest single bill ever to address exposure to burn pits.

“I look forward to signing this bill, so that veterans and their families and caregivers impacted by toxic exposures finally get the benefits and comprehensive health care they earned and deserve," Biden said.

The Senate had overwhelming approved the legislation back in June, but a do-over was required to make a technical fix. That process derailed when Republicans made a late attempt to change another aspect of the bill last week and blocked it from advancing.

The abrupt delay outraged veterans groups and advocates, including comedian Jon Stewart. It also placed GOP senators in the uncomfortable position of delaying the top legislative priority of service organizations this session of Congress.

A group of veterans and their families have been camping out at the Capitol since that vote. They had endured thunderstorms and Washington's notorious summer humidity, but they were in the galleries as senators cast their votes.

“You can go home knowing the good and great thing you have done and accomplished for the United States of America," Senate Majority Leader Chuck Schumer, D-N.Y., told them.

The legislation expands access to health care through the Department of Veterans Affairs for millions who served near burn pits. It also directs the VA to presume that certain respiratory illnesses and cancers were related to burn pit exposure, allowing veterans to obtain disability payments to compensate for their injury without having to prove the illness was a result of their service.

Roughly 70% of disability claims related to burn pit exposure are denied by the VA due to lack of evidence, scientific data and information from the Defense Department.

The military used burn pits to dispose of such things as chemicals, cans, tires, plastics and medical and human waste.

Hundreds of thousands of Vietnam War era veterans and survivors also stand to benefit from the legislation. The bill adds hypertension, or high blood pressure, as a presumptive disease associated with Agent Orange exposure.

The Congressional Budget Office projected that about 600,000 of 1.6 million living Vietnam vets would be eligible for increased compensation, though only about half would have severe enough diagnoses to warrant more compensation.

Also, veterans who served in Thailand, Cambodia, Laos, Guam, American Samoa and Johnston Atoll will be presumed to have been exposed to Agent Orange. That’s another 50,000 veterans and survivors of deceased veterans who would get compensation for illnesses presumed to have been caused by their exposure to the herbicide, the CBO projected.

The bill also authorizes 31 major medical VA health clinics and research facilities in 19 states.

The bill is projected to increase federal deficits by about $277 billion over 10 years.

The bill has been a years-long effort begun by veterans and their families who viewed the burn pits used in Iraq and Afghanistan as responsible for respiratory problems and other illnesses the veterans experienced after returning home. It was named after Sgt. First Class Heath Robinson from Ohio, who died in 2020 from cancer he attributed to prolonged exposure to burn pits. His widow, Danielle Robinson, was first lady Jill Biden's guest at the president's State of the Union address earlier this year.

Stewart, the former host of Comedy Central's “The Daily Show,” also brought increased exposure to the burn pit maladies veterans were facing. He also was in the gallery watching the vote Tuesday. He wept and held his head in his hand as the final vote began.

“I’m not sure I’ve ever seen a situation where people who have already given so much had to fight so hard to get so little," he said after the vote. “And I hope we learn a lesson.”

The House was the first to act on the burn pits legislation. An earlier version the House approved in March was expected to increase spending by more than $320 billion over 10 years, but senators trimmed some of the costs early on by phasing in certain benefit enhancements. They also added funds for staffing to help the VA keep up with the expected increase in demand for health care and an increase in disability claims.

Some GOP senators are still concerned that the bill will increase delays at the VA because of an increased demand for veterans seeking care or disability compensation.

“What we have learned is that the VA cannot deliver what is promised because it does not have the capacity to handle the increase,” said Sen. Marsha Blackburn, R-Tenn.

Sens. Jon Tester, D-Mont., and Jerry Moran, R-Kan., led the effort to get the bill passed in the Senate. After passage, Tester told reporters he received a call from Biden, thanking him for “taking a big weight” off his shoulder.

For Biden, the issue is very personal. He has raised the prospect that burn pits in Iraq were responsible for the death of his son Beau.

“We don’t know for sure if a burn pit was the cause of his brain cancer, or the diseases of so many of our troops,” Biden said at his State of the Union speech. “But I’m committed to finding out everything we can.”

Moran said that when the bill failed to pass last week, he was disappointed but remembered the strength of the protesters who had sat outside in the scorching heat for days.

“Thanks to the United States Senate for demonstrating when there’s something good and a good cause, this place still works,” Moran said.

Biden described the legislation as the biggest expansion of benefits for service-connected health issues in 30 years and the largest single bill ever to address exposure to burn pits.“I look forward to signing this bill, so that veterans and their families and caregivers impacted by toxic exposures finally get the benefits and comprehensive health care they earned and deserve," Biden said.The Senate had overwhelming approved the legislation back in June, but a do-over was required to make a technical fix. That process derailed when Republicans made a late attempt to change another aspect of the bill last week and blocked it from advancing.The abrupt delay outraged veterans groups and advocates, including comedian Jon Stewart. It also directs the VA to presume that certain respiratory illnesses and cancers were related to burn pit exposure, allowing veterans to obtain disability payments to compensate for their injury without having to prove the illness was a result of their service.Roughly 70% of disability claims related to burn pit exposure are denied by the VA due to lack of evidence, scientific data and information from the Defense Department.The military used burn pits to dispose of such things as chemicals, cans, tires, plastics and medical and human waste.Hundreds of thousands of Vietnam War era veterans and survivors also stand to benefit from the legislation. The bill adds hypertension, or high blood pressure, as a presumptive disease associated with Agent Orange exposure.The Congressional Budget Office projected that about 600,000 of 1.6 million living Vietnam vets would be eligible for increased compensation, though only about half would have severe enough diagnoses to warrant more compensation.Also, veterans who served in Thailand, Cambodia, Laos, Guam, American Samoa and Johnston Atoll will be presumed to have been exposed to Agent Orange. That’s another 50,000 veterans and survivors of deceased veterans who would get compensation for illnesses presumed to have been caused by their exposure to the herbicide, the CBO projected.The bill also authorizes 31 major medical VA health clinics and research facilities in 19 states.The bill is projected to increase federal deficits by about $277 billion over 10 years.The bill has been a years-long effort begun by veterans and their families who viewed the burn pits used in Iraq and Afghanistan as responsible for respiratory problems and other illnesses the veterans experienced after returning home. It was named after Sgt. First Class Heath Robinson from Ohio, who died in 2020 from cancer he attributed to prolonged exposure to burn pits. His widow, Danielle Robinson, was first lady Jill Biden's guest at the president's State of the Union address earlier this year.Stewart, the former host of Comedy Central's “The Daily Show,” also brought increased exposure to the burn pit maladies veterans were facing. He also was in the gallery watching the vote Tuesday. He wept and held his head in his hand as the final vote began.“I’m not sure I’ve ever seen a situation where people who have already given so much had to fight so hard to get so little," he said after the vote. “And I hope we learn a lesson.”The House was the first to act on the burn pits legislation. An earlier version the House approved in March was expected to increase spending by more than $320 billion over 10 years, but senators trimmed some of the costs early on by phasing in certain benefit enhancements. They also added funds for staffing to help the VA keep up with the expected increase in demand for health care and an increase in disability claims.Some GOP senators are still concerned that the bill will increase delays at the VA because of an increased demand for veterans seeking care or disability compensation.“What we have learned is that the VA cannot deliver what is promised because it does not have the capacity to handle the increase,” said Sen. Marsha Blackburn, R-Tenn.Sens. Jon Tester, D-Mont., and Jerry Moran, R-Kan., led the effort to get the bill passed in the Senate. After passage, Tester told reporters he received a call from Biden, thanking him for “taking a big weight” off his shoulder.For Biden, the issue is very personal. He has raised the prospect that burn pits in Iraq were responsible for the death of his son Beau.“We don’t know for sure if a burn pit was the cause of his brain cancer, or the diseases of so many of our troops,” Biden said at his State of the Union speech. “But I’m committed to finding out everything we can.”Moran said that when the bill failed to pass last week, he was disappointed but remembered the strength of the protesters who had sat outside in the scorching heat for days.“Thanks to the United States Senate for demonstrating when there’s something good and a good cause, this place still works,” Moran said.

The Kansas Highway Patrol reported a 2005 BMW 645 Series driven by Joseph A. Hernandez, 35, Fort Collins, Colorado,&nbsp;&nbsp;was westbound on Interstate 70 actively fleeing and eluding law enforcement.

The car left the roadway and vaulted over Jeep Road. The car came to rest on the west side of Jeep Road just north of the Interstate.

EMS transported Hernandez and a passenger 34-year-old Maria G. Hernandez of Fort Collins to Salina Regional Medical Center. They were not wearing seat belts and the license plate was not displayed on the vehicle, according to the KHP.
