RILEY COUNTY—Law enforcement authorities are investigating alleged&nbsp;domestic battery in Manhattan and have made an arrest.

Just after 8p.m. Thursday, offices filed a report for domestic battery and criminal damage to property in Manhattan, according to the Riley County Police Department activity report.

A 20-year-old woman and a 21-year-old man reported a 21-year-old suspect threw a cigar at the female victim's face and a 20-year-old suspect threw the male victim's gold teeth inserts, damaging them.

The estimated total loss associated with this case is approximately $1,200. Radarius Mack, 21, of Fort Riley was arrested in connection for domestic battery. He is currently confined in the Riley County Jail with a $2,000 bond.

MANHATTAN, KAN. –&nbsp;A California man has been arrested in connection to a February 2020 shooting near Aggieville, according to a media release from the Riley County Police Department.

Just after 2:30a.m. Feb. 8, police responded to multiple 911 calls reporting shots fired in the 1100 block of Laramie Street.

When officers arrived on scene, they found an unoccupied car that had been shot and through further investigation discovered 30-year-old Travell Hairston had fired several rounds at a 27-year-old male victim.

&nbsp;Hairston of Sacramento, Calif., is already confined in the Riley County Jail for domestic battery and failure to appear and was arrested in connection with the shooting Thursday afternoon and is being held on requested charges of attempted first-degree murder.

He is being held on a $500,000 bond for the shooting arrest, resulting in a total bond of $1,115,000.

Chief of Staff of the Army has announced the assignment of Brigadier General Niave F. Knell, to Deputy Commanding General (Support), 1st Infantry Division, at Fort Riley.

Brig. Gen. Knell currently serves as Commandant, United States Army Military Police School, United States Army Maneuver Support Center of Excellence, Fort Leonard Wood, Missouri. She previously served as Chief of Staff, United States Army North, Joint Base San Antonio, Texas.

When she arrives at Fort Riley, Brig. Gen. Knell will become the first female deputy commanding general in the history of the 1st Infantry Division.

MANHATTAN —One person was injured in an accident just before 7p.m. Wednesday in Manhattan.

According to the Riley County Police Department activity report, a 2002 Dodge Dakota driven by Michael James, 35, Manhattan, struck a 2014 Dodge Charger driven by&nbsp;&nbsp;Therriana Pittman, 22, of Manhattan, at the intersection of Kimball Avenue and Wreath Avenue in Manhattan.

&nbsp;Pittman was turning westbound on to Kimball from Wreath and failed to yield at the turn, according to the RCPD.

EMS transported 20-year-old Yurah Jackson of Manhattan, a passenger of the Dodge Charger to Via Christi for treatment of non-life-threatening injuries. The RCPD reported no other injuries.

Pittman was issued a citation for failure to yield right of way on a left turn.

Kemper Foundation Outstanding Undergraduate Teaching Award</a>. The awardees are&nbsp;<a href="https://www.mne.k-state.edu/people/faculty/brockhoff/index.html">Ronald Brockhoff</a>, teaching assistant professor in the Alan Levin Department of Mechanical and Nuclear Engineering;&nbsp;<a href="https://apdesign.k-state.edu/about/faculty-staff/grogan/">Michael Grogan</a>, assistant professor of architecture;&nbsp;<a href="https://www.k-state.edu/polsci/faculty-staff/heidbreder-brianne.html">Brianne Heidbreder</a>, associate professor of political science; and&nbsp;<a href="https://cba.k-state.edu/about/faculty-staff/directory/mike-krush.html">Michael Krush</a>, associate professor of marketing. Each will receive a $3,000 honorarium from Commerce Bank and the W.T. Kemper Foundation. "Commerce Bank and the W.T. Before joining the university in August 2016, Brockhoff, a K-State alumnus, worked in the industry for more than 20 years, including at Los Alamos National Laboratory and eventually formed his own successful software development firm, Stasyx Inc. He decided to step back from his company president role to give back to K-State students. "My favorite thing about working at K-State is working with the students," Brockhoff said. "They have new and unique perspectives and help me keep current and engaged with the subject matter that I teach." Grogan joined K-State in 2017. He has taught architectural design studios at all levels, particularly third-year studios, as well as the lecture course Structural Systems. He is the developer of and teaches the required sophomore-level lecture course Introduction to Architectural Theory, and he created a graduate-level seminar on preservation and building reuse issues. Along with teaching, Grogan serves as faculty advisor for the K-State chapter of the American Institute of Architecture Students and co-faculty advisor for the college's student-produced journal Oz. An active member in the American Institute of Architects, Grogan was the 2019 president of AIA Flint Hills and 2021 president of AIA Kansas. This involvement led to his becoming coordinator of the College of Architecture, Planning &amp; Design's "Architecturally Speaking" lecture series. These events help engage students with regional professionals and professors in a casual setting. Grogan also involves students in research-related grants, including to help document the former St. Luke's Lutheran Church building in Manhattan for the Library of Congress' Historic American Buildings Survey and for a federal grant-sponsored survey of modernist architecture in Manhattan that he and colleague Chris Fein, assistant professor of architecture, are conducting. "Engaging with students is what I enjoy most about teaching," Grogan said. "Specifically, with the design studio format that is central to architecture programs, I am able to work closely with 12 to 18 students each semester, often meeting with each student directly three times a week. Additionally, having opportunities to lecture to entire second- or third-year classes for a semester, as well as frequently serving on design reviews for other studios, provides a nice balance and ability to become familiar with almost all students in our program by the time they graduate." Heidbreder teaches undergraduate courses in state politics, U.S. politics, urban politics, and gender and politics, as well as graduate courses in public personnel administration and a seminar in American government. Along with her teaching responsibilities, she has served as faculty advisor for undergraduate students' honors projects through the University Honors Program. She served as her department's undergraduate internship coordinator from 2013-2018 and was a member of the university's Truman Scholarship Nominating Committee from 2013-2020. Heidbreder also is director of graduate studies for the political science department. Recognized previously as one of the university's top teachers, Heidbreder received the Presidential Award for Excellence in Undergraduate Teaching and the William L. Stamey Teaching Award from the College of Arts and Sciences. Heidbreder joined K-State in 2008 after completing her doctorate at the University of Wisconsin, Milwaukee. She was promoted to associate professor in 2014. "I love the moments in class when I can tell my students are really connecting and engaging with the material, perhaps even seeing their community and world in a new way," Heidbreder said. At the undergraduate level, Krush has primarily taught Sales Force Leadership, Marketing Strategy and Brand Marketing. He also assists the National Strategic Sales Institute with its recruitment committee for the College of Business' professional strategic selling program. In fall 2021, the committee recruited the largest incoming number of students for the program. Along with his career in academia, Krush also has industry experience, previously serving as brand manager for a major consumer packaged foods company with brand revenues in excess of $600 million. He also has been a consultant for several startup firms. His work has been published in major journals in his field and in 2016 he and his colleagues won a best article award from the journal Industrial Marketing Management. "I enjoy and appreciate teaching because learning is a long-term assignment," Krush said. "I'm always appreciative when I receive a random call or email from a recent alumnus who shares, 'It's just like we talked about or worked on in class.' When students build a foundation of learning and a number of skillsets during their undergraduate time at K-State and then are able to apply their skills in the marketplace, you are happy for their success."

Questions and concerns surfaced again Tuesday night on the topic of a slaughterhouse in Junction City. Many in the community are opposed and some took their concerns to the city commission meeting.&nbsp;

One resident who lives near the southwest Junction City area where the facility could be located if it is ever built,&nbsp; asked a series of questions. They ranged from would the city provide the water needed for a slaughterhouse and how would it be disposed of, to the stage of agreement the city is in with the project, and what and when is the next step in this matter?

Mayor Jeff&nbsp; Underhill noted they don't have any of those answers yet as far as the next steps are concerned. "A lot of your questions and comments we all have those same questions and that's some of the conversations we've had at different public meetings and different things. " Underhill added that they were not far enough along in the process.&nbsp;

Junction City and Geary County County Commissioners have not been able to speak a lot publicly on the topic because they signed non-disclosure agreements on the subject. City Manager Allen Dinkel noted non-disclosure agreements are signed on all economic development projects. He also confirmed that any final decision has to be made in a public session.

Commissioner Landes addresses Russian invasion of Ukraine 

There are 14 students in the nursing program that began in January on the Cloud County Community College Geary County campus. A ribbon cutting ceremony was held on Wednesday.

According to the Director of the Program, Stefanie Perrett the program has existed for more than 40 years on the Concordia campus. "We had a vision that we needed to expand and&nbsp; grow into our Geary County region, serving our students that had been computing for over an hour and a half drive one way, and really just serving our community here at Geary County." There are also partnerships with long term care facilities and hospitals, and they are enhancing the availability of nurses who graduate and are then ready to go into practice.

"There is a big need for nursing throughout the state of Kansas and also in our local area as well, said Perret. There is a capacity for 18 students in the program right now and it will be expanded to 36 students starting in January of 2023.&nbsp;

Building B on the Geary County campus has been renovated to accommodate the program. That building also houses the Allied Health programs including EMT, CNA and CMA.

JUNCTION CITY, Kan. – Geary County Schools USD 475 is taking its Safety and Security Program to a new level with a centralized security center located in Junction City High School.

The center serves as a central control point for observing security cameras located throughout the district, with an emphasis on Junction City High School.

“The center will become the eyes, ears, and control center for the entire district, while also offering real-time communications with first responders at on- and off-post schools,” Chief Operations Officer David Wild said.

The program upgrade also includes a next-generation, district-wide door access system, camera upgrades, and overarching integration software. The security center will have remote oversight and control of cameras and doors across the district. These upgrades will be phased in over the next two to three years.

The center is overseen by Security Center Manager Scott Popovich, who manages and staffs the center with primarily Junction City High School hall monitors, calling on other district Safety and Security personnel&nbsp; to augment the center as needed. 

Popovich also serves as the liaison for Junction City Police Department school resource officers and first responders.

“The district is fortunate to secure the services of Mr. Popovich. As a former member of the Junction City Police Department, he worked closely with the district security program and actively participated in all manner of recurring drills in our schools,” Wild said. “He comes into the position with an established understanding of district protocols and is a highly regarded professional with life skills that will serve the students and staff of Geary County Schools exceptionally well.”

Another headline act has been named for the 2022 Sundown Salute "Cheers to Fifty Years" Festival in Milford.&nbsp;

Sundown Salute Chair Michelle Stimatze announced that the CMA, Grammy winning and six-time Vocal Group of the year, Diamond Rio, will be performing at the festival on Sunday, July 3rd at 10 p.m.&nbsp;

Sundown Salute 2022 runs from June 30th through July 4th.

Other Sundown Salute performances range from the Goddesses of Rock on June 30th to Foghat on July 4th.

The school board recently voted to sell the property to the city for $1 with a memorandum of understanding still needing to be prepared. The school district would demolish the property and turn the site over to the city.

 During conversation Monday it was noted that the city would like to discuss some things regarding some of the facilities such as the football field and parking lots.&nbsp; The site has also been considered as a potential site for a future public library.

Mayor Jeff Underhill said he is looking forward to getting the deal done for the city to acquire ownership of the property. "That way we can hit the ground running. Nic Youngers ( Parks and Recreation Director )&nbsp; has some fantastic plans and things in place and ready to get rolling, so I'm excited for the opportunity."

Former high school site receives joint meeting attention

Ibendahl suggests farmers buy diesel in summer to save on costs

MANHATTAN, Kan. – Kansas State University farm management economist Gregg Ibendahl said the average price of gasoline and diesel the past five years gives a good indication of when to expect higher and lower prices.&nbsp;&nbsp;

“You can really see the seasonality the most if you look at (past) gasoline prices,” Ibendahl said.&nbsp;&nbsp;

He said gas prices are almost guaranteed to be higher during summer when people are going on vacations. On the other hand, the lowest gasoline prices will be during the winter.&nbsp;

According to Ibendahl, that trend still holds and will likely continue.&nbsp;&nbsp;

“On the diesel side, we also see some seasonality,” Ibendahl said.&nbsp;&nbsp;

The seasonality of diesel has changed over the last decade or two because diesel used to be a close substitute for heating oil, which caused diesel prices to be highest in the winter.&nbsp;&nbsp;

In a&nbsp;<a href="https://www.agmanager.info/production-economics/energy/fuel-price-outlook-2022">recent analysis</a>, Ibendahl said the best time to buy diesel would probably be during the summer.&nbsp;

“(Now) we see more of a seasonal demand for diesel fuel in the spring and fall,” Ibendahl said. “Prices are probably 15- 20 cents higher in October and November, but the rest of the year it is probably just a little bit below average.” Higher diesel prices during those times can be a bad thing for farmers as they are trying to get the crop in or out.&nbsp; “Diesel fuel doesn’t show strong seasonality like gasoline does, but it’s still there,” Ibendahl said.&nbsp;

Ibendahl said current events – such as the armed conflict between Russia and Ukraine -- could push diesel and oil prices higher and result in even more price variability.&nbsp;

Work on a new roundabout near the future front entrance to the new Junction City High School parking lot appears to be moving ahead of schedule.

Ray Ibarra, Public Works Director for the City, said Monday that the project is currently about 60% complete and work is underway on both the north and south sides where K-18 Highway is now one-lane signalized traffic. The roundabout portion of the project on the north side of K-18 has been completed, and the exit out of the roundabout onto K-18 has been completed. "And they're forming the exit into Blue Jay Way ( street near the JCHS parking lot ) and the roundabout. "

Ibarra said on the south side of the site the demolition has been done, "moved Karns Drive, all the concrete work in there and then&nbsp; they've also placed the base rock in there." The light poles are also up.

"The project is slated to be up by June of this year, but with the way they're moving right now it could be sooner, "said Ibarra.

That program receives $5 million annually through the Eisenhower Legacy Transportation Program, and requires airport sponsors to share in the project costs by paying between 5% and 50% of the total project.

In Herington $18,000 has been awarded to help replace the airport beacon.

U.S. Citizenship and Immigration Services welcomed 28 Soldiers as new U.S. citizens at Fort Riley Monday.&nbsp;

The citizenship candidates originate from 21 different countries. They live in Fort Riley, Junction City and Ogden.&nbsp;

There are plans for the Taylor Road interchange off of I-70 to be developed in the future, possibly within a three to seven year time frame. That was the estimate during a joint city - county - school district meeting Monday in Junction City.

There is opposition to a proposed live-kill beef processing facility near that interchange, but regardless of that project, City Manager Allen Dinkel makes it clear the interchange will be necessary to support future development in that area on the southwest edge of town. "I have said from the get-go,&nbsp; I think the rest of the city commission, that Taylor Road needs to happen, that interchange."

Dinkel noted the new interchange would give Junction City and Grandview Plaza combined six interchanges. "And one that probably makes the most sense to anybody because all four quadrants of land on either side of the interchange are very developable land down the road."

During the joint meeting Dinkel commented that the new interchange would provide access to the west side of Junction City, and is needed for economic development. That road could fuel growth such as restaurants and hotels.&nbsp;

MANHATTAN, Kan. – A&nbsp;<a href="http://www.kansas4-h.org/" target="_blank">Kansas 4-H</a>&nbsp;official said the state’s largest youth organization is “excited” to move one of its capstone events for college and career readiness back to in-person learning.&nbsp;

Shane Potter, a 4-H youth development specialist, said Discovery Days will be held on the Kansas State University campus June 1-3. The annual event was only offered virtually the past two years.&nbsp;

“We are really excited to be back in person,” Potter said. “We are happy that we could offer those virtual opportunities, but for Discovery Days, there is nothing that replaces being in person and experiencing college life.”&nbsp;

More than 300 youth ages 13-18 from across Kansas typically attend Discovery Days, which focuses on giving them a college experience that is “as real as possible,” according to Potter.&nbsp;

“They get to live in the dorms, eat in the cafeteria and experience the really cool things that K-State has to offer,” he said. “They will engage with faculty and talk with undergraduate and graduate students that are teaching some of the sessions.”&nbsp;

Youth will explore such areas as science, engineering, animal science, health, entrepreneurship, GIS/GPS technology and many other areas.&nbsp;

“They’ll still be exposed to a lot of the things that 4-H is known for, namely leadership and connection to youth across the state,” Potter said. “But we’re really focused on how we can prepare them for the future. It may be something they find out they love and want to do for the rest of their lives, but it’s also an experience where they can narrow down their interests and realize that something is not for them.&nbsp;

“We’re creating a safe environment where they can try things out.”&nbsp;

Potter noted that youth choose from many shorter content sessions, and eventually have an opportunity to spend one full day immersed in an area they want to explore deeper. All sessions are paired to an academic area available at K-State or at other colleges and universities.&nbsp;

“4-H youth are in projects throughout the year; they’re exploring things around healthy lifestyles and science and engineering and animal science and more,” Potter said. “Discovery Days is an opportunity to go one step deeper than their project-based learning. They’re engaging with experts and faculty that can show them the next step. So, if you love a particular area, we help them learn how they can move forward and look at careers and opportunities in that area.”&nbsp;

Potter said this year’s event will feature some special presentations.&nbsp;

Staff from the Kansas Wetlands Education Center will give a presentation on the Cheyenee Bottoms wetland, commonly thought of as the most bio-diverse ecosystem in Kansas.&nbsp;

And staff from K-State’s Hale Library will teach a session on the Sutherland Foundation Innovation Lab in which youth can learn about videography while exploring the design process.&nbsp;

4-H Discovery Days moves back to in-person learning 

MANHATTAN —Effective March 2, Kansas State University will strongly encourage — but not require — that everyone wear masks while indoors on university property, according to a statement from the university.

The university's updated face mask guidance is based on the newest&nbsp;<a href="https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/about-face-coverings.html">Centers for Disease Control and Prevention guidance</a>&nbsp;for determining face mask requirements.

The CDC is changing the way it measures community levels of disease. Rather than focusing solely on COVID-19 cases, the CDC is now including additional metrics, such as hospital beds and hospital admissions. While face masks are now optional for all individuals on K-State campuses and at university events, mask requirements do remain in effect for university shuttles because of United States Department of Transportation policy.

The CDC is using&nbsp;<a href="https://www.cdc.gov/coronavirus/2019-ncov/your-health/covid-by-county.html">COVID-19 Community Levels</a>&nbsp;to help communities determine what prevention steps are needed. All three Kansas State University campus host counties — Riley County, Saline County and Johnson County — are at medium risk levels, where face masks are not required. If COVID-19 conditions change in the future, the university may return to mitigation measures, including masking, physical distancing and other measures.

According to the CDC guidance, people may choose to mask at any time, and high-risk individuals should consult with their health care providers, as should those who live with or care for higher risk people. Individuals who had exposure to someone with COVID-19 should also wear a mask. People with symptoms or a positive test should stay home.&nbsp;

Vaccination against COVID-19 is an effective way for individuals to support their own health and the health and wellness of the K-State community and our host communities. K-State removes mask requirement on all campuses, effective March 2

Fort Riley Transition Assistance Program is partnering with the U.S. Chamber of Commerce Foundation to host the “Hiring Our Heroes” Career Summit March 24 at Riley’s Community Center.

The career summit is a specialized event designed to educate, inform, inspire and connect service members, veterans, military spouses and caregivers with military-ready employers. All service members, military spouses, veterans and caregivers are invited.

Up to 50 employers are expected to participate and many will be prepared to interview and hire potential employees. Companies participating in the event range from America’s largest employers to many smaller companies from across the region.

The event opens with morning workshops ranging from career planning to using digital networking sites to resume writing and interviewing. Doors open at 8 a.m. The afternoon will feature a hiring fair from 1 to 4 p.m.

The Hiring Our Heroes career summit will help Soldiers preparing to leave the military and those who expect to stay in the military for many years to make connections and understand the opportunities that exist for them and their families.
