MANHATTAN —Effective March 2, Kansas State University will strongly encourage — but not require — that everyone wear masks while indoors on university property, according to a statement from the university.

The university's updated face mask guidance is based on the newest&nbsp;<a href="https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/about-face-coverings.html">Centers for Disease Control and Prevention guidance</a>&nbsp;for determining face mask requirements.

The CDC is changing the way it measures community levels of disease. Rather than focusing solely on COVID-19 cases, the CDC is now including additional metrics, such as hospital beds and hospital admissions. While face masks are now optional for all individuals on K-State campuses and at university events, mask requirements do remain in effect for university shuttles because of United States Department of Transportation policy.

The CDC is using&nbsp;<a href="https://www.cdc.gov/coronavirus/2019-ncov/your-health/covid-by-county.html">COVID-19 Community Levels</a>&nbsp;to help communities determine what prevention steps are needed. All three Kansas State University campus host counties — Riley County, Saline County and Johnson County — are at medium risk levels, where face masks are not required. If COVID-19 conditions change in the future, the university may return to mitigation measures, including masking, physical distancing and other measures.

According to the CDC guidance, people may choose to mask at any time, and high-risk individuals should consult with their health care providers, as should those who live with or care for higher risk people. Individuals who had exposure to someone with COVID-19 should also wear a mask. People with symptoms or a positive test should stay home.&nbsp;

Vaccination against COVID-19 is an effective way for individuals to support their own health and the health and wellness of the K-State community and our host communities. There are multiple ways for K-State students, faculty and staff to find a&nbsp;<a href="https://www.k-state.edu/covid-19/vaccine/how-to-find/">COVID-19 vaccine or booster.</a>

K-State removes mask requirement on all campuses, effective March 2

Fort Riley Transition Assistance Program is partnering with the U.S. Chamber of Commerce Foundation to host the “Hiring Our Heroes” Career Summit March 24 at Riley’s Community Center.

The career summit is a specialized event designed to educate, inform, inspire and connect service members, veterans, military spouses and caregivers with military-ready employers. All service members, military spouses, veterans and caregivers are invited.

Up to 50 employers are expected to participate and many will be prepared to interview and hire potential employees. Companies participating in the event range from America’s largest employers to many smaller companies from across the region.

The event opens with morning workshops ranging from career planning to using digital networking sites to resume writing and interviewing. Doors open at 8 a.m. The afternoon will feature a hiring fair from 1 to 4 p.m.

The Hiring Our Heroes career summit will help Soldiers preparing to leave the military and those who expect to stay in the military for many years to make connections and understand the opportunities that exist for them and their families.

There was conversation about the planned Taylor Road interchange which is believed to be anywhere from three to seven years away from development, and the need for the interchange to serve the development of the southwest area of the city. That interchange would be near the proposed live-kill facility if it is built.&nbsp;

Geary County Commissioners have hired Tami Robison to be the County's first Finance Officer.&nbsp; She has served most recently as the the Budget and Finance Officer for Riley County.&nbsp;

&nbsp;Commissioners confirmed that Robison will be paid a salary of $110,000 per year and will begin work Monday, March 21st. 

One member of&nbsp; the governing body, Trish Giordano has been pushing for the hiring of a Finance Officer dating back to her campaign for a seat on the governing body. "I'm extremely excited. We found a very qualified applicant. Tami's very pleasant. I think she will fit right in with our county. I think she will show her value immediately. "

Commissioner Alex Tyson said hiring Robison is not a slight to the existing employees. "Her financial background and the true business side of the financials will highlight even some of the things that they've able to do over the years.

Commissioner Keith Ascher said, "I'm all in favor of the person," and he added, "I'm not used to the price tag being what it was. You know, it's just another layer but in the long run I like the lady, I think she's going to do fine and hopefully she will prove her worth."

Robison stated, “I am looking forward to working with the employees and elected officials at Geary County. This is a great opportunity which will provide me the challenge of mapping a new position that has the ability to assist in meeting the day-to-day needs of the county while also taking into consideration the best interests of the taxpayers.”&nbsp;

Commissioners voted 3-0 to hire Robison&nbsp; for the job. Robison began her accounting career at a public accounting firm in western Kansas, has 12 years of experience in auditing and taxes, three years in a supervisory accounting position in the private sector and five and a half years in her most recent position in Riley County where she performed duties similar to those she will fulfill for Geary County.

Previously Robison served as Treasurer, and currently serves as Secretary for the Kansas Government Financial Officers Association (KSGFOA).&nbsp;

In September 2021, Robison was appointed to GFOA’s Committee on Accounting, Auditing and Financial Reporting for a three-year term. Her auditing background allowed her to take the lead for Riley County and the community partners in responding to COVID-19 through administration of receiving, planning, reviewing, distributing, tracking, reconciling and reporting the Coronavirus Relief Funds.&nbsp;

Soybeans can be an economically attractive crop due to the high value per bushel with a current rate of more than $15 per bushel. Geary County Extension Agent Chuck Otte also noted that they have a lower cost of production due to the fact they do not need nitrogen fertilizer.

Unfortunately, the more acres of any crop you plant, the more insect and disease issues you are liable to have.&nbsp;

The Geary County Extension Office will host a multi-county soybean production workshop on Wednesday which will focus on weed control. It will run from 4:30 to 8 p.m. at the 4-H / Senior Center.&nbsp; Registration closed on Feb. 25th. The event will include a series of speakers from Kansas State University.

WICHITA, Kan. (KWCH) - Troops from Fort Riley, who are currently deployed in Europe, could be there longer than originally expected as Russian forces continue to move throughout Ukraine.

The Army has rotated troops in and out of Europe to show the United States’ commitment to NATO for years now. It is called the Atlantic Resolve, and troops from Fort Riley have been serving tours there since 2014.

According to a report from the military newspaper, Stars and Stripes, the first armored brigade combat team and the first infantry division, based out of Fort Riley, will have its current 9-month rotation extended. They are currently deployed in countries like Poland, Romania, and Latvia.

The armored rotation consists of 4,000 troops and hundreds of tanks. In addition to this extension, the Pentagon has ordered 7,000 more troops to eastern Europe. President Biden insists they will not set foot in Ukraine.

The US Army told the Stars and Stripes that it does not have a set timeline for the extension but will keep them there as needed.

The National Weather Service in Topeka will conduct a Tornado Drill at 10am Tuesday, March 8th. Everyone is encouraged to participate in the drill by practicing seeking secure, safe shelter from a tornado. This test will be broadcast over NOAA All Hazards Weather Radio and some local television and radio stations. Local officials may also sound their warning sirens.

Geary County Emergency Management asked that you take that opportunity to discuss with coworkers and family how to proceed during an actual tornado warning. 

Severe Weather Awareness Week will kickoff Monday, March 7th.

On Friday, officers filed a report for theft in the 3000 block of Pecanwood Drive in Manhattan, according to the Riley County Police Department activity report. 

A 27-year-old man reported a 55-year-old female suspect stole $17,000 of government benefit money. The suspect and victim are known to each other, according to the RCPD.

This phrase used to seem like a cautionary warning but the last two years have transformed it to have a feeling more like a judgmental, “I told you so.” Events I had only read about in history books like a global pandemic, racial unrest as part of the fight for civil rights and the start of war in Europe are actually happening. Bad things happen in the world every day but this has felt heavier and closer. Six degrees of separation is a theory that any two people on earth can be connected to each other through the network connections of six or fewer people. This theory has been around since the 1920s and has shown up in pop culture as the subject of plays, movies and even a game featuring Kevin Bacon as the speculated most connected person in the entertainment industry. I have often thought that in the agriculture community we could cut the number of degrees in half. Maybe we are friendlier or there are just less of us, but I could give example after example of how small our world is and the interesting places I have meet people with whom I share a first or second social connection. For example, less than six months ago, I was traveling with Kansas Farm Bureau’s Casten Fellows program, learning about how farmers in the Baltic states have worked to build their businesses, infrastructure and knowledge over the last three decades after gaining independence from Russian occupation. Farmers we met on that trip have close family and friends who are in Ukraine and willing to fight for their freedom. That’s two degrees of separation for me. All of the people we met in the Baltics, who are thriving under their own sovereignty, know they will be a future target if the Ukraine falls to Russia. Then it would be just one degree of separation. That is why it feels so close. People I know or that know my connections are fighting a war. Not because they volunteered to help, but because invaders burst into their homes trying to rob them of their independence. Power, greed, hatred, disagreement and control are some of the most unfortunate motivators within human nature because they lead to separation, struggle and conflict. War is a dreadful and often repeated reality brought about by these motivators. With war just a degree or two away, the struggles and conflicts of our everyday lives seem to lessen a little in light of all the things we already have and the ways we universally alike. We all want to be safe, healthy, connected. War does none of these things but making new connections, sharing our lives and being good to each other reduces our degrees of separation and brings us all closer together. The world gets smaller and better with every connection we make. Hold your loved ones closer, reach out to friends and strangers to connect to the world around you, and continue to pray for the families in Ukraine and their connections all over the world.

Herington Hospital Clinic has opened at 329 East Chestnut Street in Junction City. Nikki Hammack, Clinic Manager, said they provide obstetrics, pain and&nbsp; family medicine services. There are multiple staff members. "We have a radiology&nbsp; tech, lab tech, and we have a physician assistant and two doctors that switch off."

The facility has a full laboratory, said Hammack. "We have an x-ray room. " It covers basic x-rays and labs, and anything that a lab needs to send off can be handled as well.

The hours are 9 a.m. to 12:30 p.m. and 1:30 -5 p.m. Monday through Friday.

Junction City First United Methodist Church, Eighth and Jefferson, will hold a SHROVE Tuesday Pancake Feed on Tuesday, March 1 from 11 a.m. until 7 p.m. Cost is $5 per person. 

Proceeds will benefit the Wednesday Meal Makers projects. The Meal Makers provide more than 120 meals every Wednesday for homeless and other members of the community.&nbsp;&nbsp;

Geary County Sheriff's Deputies rolled to an injury accident on U.S. 77 Highway Sunday evening near mile marker 157. According to the Sheriff's Department, Saundra J. Reed, Junction City, was northbound on U.S. 77 in a Chevrolet Traverse. Reed attempted to turn eastbound on K-57 at mile marker 5 and struck a concrete barrier causing heavy damage to the front of the vehicle.&nbsp;

Reed was transported from the scene by the Junction City Fire Department. A male juvenile passenger in the vehicle was not injured.

Geary County Sheriff's Deputies rolled to an injury accident on U.S. 77 Highway Sunday evening near mile marker 157. According to the Sheriff's Department, Saundra J. Reed, Junction City, was northbound on U.S. 77 in a Chevrolet Traverse. Reed attempted to turn eastbound on K-57 at mile marker 5 and struck a concrete barrier causing heavy damage to the front of the vehicle.&nbsp;Reed was transported from the scene by the Junction City Fire Department. A male juvenile passenger in the vehicle was not injured.

The question of what a live-kill beef processing plant would mean for Geary County was explored during a public meeting on Saturday at the C. L. Hoover Opera House. It was hosted by&nbsp; Concerned Citizens for Sensible Economic Development With Open Communications, who are opposed to the project.&nbsp; There was a sizable turnout for the event where expert speakers who have done research on the topic spoke, and the public was allowed to ask questions and offer their input.

Here are some of&nbsp; the facts presented for the proposed plant following research by retired architect Mike Blaske.

--1,000 head of cattle per day would be killed

--160 million gallons of water would be needed per year.

--10 thousand-300 gallons of blood would have to be disposed of each day.

--There would be large scale truck traffic with each truck holding about 40 head of cattle.

--Bones and animal waste would have to be disposed of as well.

--This would not be considered a particularly large plant.

A keynote speaker, Don Stull,&nbsp; referred to the Foote Cattle Company as the entity considering this project. There have not been any final decisions made on proceeding with it.&nbsp;&nbsp;

Blaske said, "I think that this is something that needs an awful lot of thought before a facility of this kind is brought in to our community."

Blaske said there have been attempts to ask the question how would this facility desal with&nbsp; the issues listed and the only answer received&nbsp; is that there is new technology. Whether it works or is in place anywhere at a slaughter plant where it could be checked was not available.&nbsp;

Blaske noted that the concerned citizens group are a little bit frustrated that they have not been getting open communication. There are nondisclosure agreements that have been signed by local leaders prohibiting&nbsp; them from talking about the project. Blaske called for better information. He also commented that he didn't understand putting a packing plant in the middle of westward growth in Junction City. The proposed location is just north of I-70 and would be on the southwest edge of the city.

On&nbsp; the subject of odor, Blaske contacted five slaughterhouses and businesses in their communities where he gathered opinions on the smell of a facility both pro and con, ranging from odors to the need for jobs. There was information volunteered that local townspeople are no longer the workforce of these slaughterhouses. The hourly wage was pretty good and the interior of slaughter houses were not pretty. There was huge turnover of employees the first two or three years. He also noted that he learned slaughterhouses are not good neighbors and should not be located in or near a city, and instead belong in isolated locations away from a town. New workers were also transient non-English speaking people, in a lot of instances it led to crime, and is an issue for hospitals because when they treat the workers the hospitals do not get reimbursed.

Retired KU anthropology professor Don Stull, has done research on the meat and poultry industry in multiple communities in three states and Canada. "In most cases the choice to bring in a packing plant was made by state and local officials&nbsp; before the general public even knew their town was under consideration. The people of Junction City are fortunate to be able to consider the consequences of the proposed meat plant and express&nbsp; their views before the final decision is made."

Stull noted that meat and poultry companies deliver jobs. "But many places pursue economic development without considering the larger issues of community development. They equate development with jobs and see economic development as the sole means for community maintenance and improvement. " Stull added unless economic development results in improved quality of life it can be detrimental. "Jobs like lunches are rarely free."

Stull said work on the line in a packing house is physically demanding, is dangerous, you do not need to speak English, have a high school diploma or have previous work experience to work on a packing house floor. "This helps explain why the meat and poultry industry relies heavily on immigrants and refugees." He added that low wages and disagreeable working conditions encourage employee turnover, there are greater demands on roads and highways,&nbsp; and this plant would be much smaller than others, for example, in Dodge City or Garden City.

Stull noted, "There are many things the citizens and leaders of Junction City need to know before they can make an informed decision about whether to support or oppose the proposed packing plant." Information is needed on topics ranging from potential labor sources, wages, support the company will provide to the community, tax abatements and other concessions the company may ask from Junction City and Geary County.

Questions from the public ranged from opposition to low wages to a desire for city and county leaders to consider the quality of life issues and be more transparent with the community.&nbsp; There was one observation about the negativity, noting that a lot of things were slanted. There was a positive reference to OSHA that 97% of meat packing plants are insured, they have 401K's, and language classes. 

One comment referred to Junction City not being a friendly place for larger businesses or corporations to locate. Another was that everyone should do their homework and bring the proposal to a vote. It was asked how would the city take care of water and waste disposal needs. There was also an observation that in general property values go down the closer you are to a slaughterhouse or feed yard.

There were petitions in the lobby of the Opera House and yard signs available for distribution to those opposed to the project. Approximately 200 people attended the meeting.

Advocates urge tougher enforcement on seat belts, helmets, teens

TOPEKA — A national traffic 
safety advocacy organization urged Kansas policymakers to adopt seven 
laws on seat restraints, motorcycle helmets, seat belt enforcement and 
teen driving to prevent injuries and deaths amid an epidemic of vehicle 
accidents.

Advocates for Highway and Auto Safety, which released Tuesday the 
19th annual edition of the Roadmap of State Highway Safety Laws, lauded 
Kansas for complying with nine of 16 lifesaving traffic safety statutes.

Kansas needs legislation requiring primary enforcement of seat belt 
mandates for passengers in back seats and that all motorcycle riders 
wear a helmet, the safety organization said. Kansas also ought to 
require rear-facing child restraint seat for passengers under 2 and 
adopt a booster seat standard. In terms of driver education, the 
organization said Kansas should set the minimum age at 16 for learner 
permits, create passenger limits and delay issuance of unrestricted 
licenses until age 18.

While Kansas had a majority of 16 recommended laws on the books, the 
association said Oklahoma had 10, Colorado seven, Nebraska six and 
Missouri three. Kansas received a “yellow” rating, which signaled room 
for improvement. Eight states had the highest rating of “green,” while 
Missouri, Nebraska and nine other states were assessed a “red” rating 
for lagging behind adoption of the organization’s model recommendations.

“We are now at a critical point in our nation’s surface 
transportation,” said Cathy Chase, president of Advocates for Highway 
and Auto Safety based in Washington, D.C. “Motor vehicle crash 
fatalities are skyrocketing despite fewer miles being driven.”

In the first half of 2021, the National Highway Traffic Safety 
Administration said, motor vehicle deaths in the United States increased
 18% above the same six months of 2020. The final tally in 2020 was 
38,680 fatalities. Half of the people killed in those wrecks weren’t 
wearing a seat belt restraint. Other sobering facts: 10,000 killed were 
under the influence, 4,500 deaths were among people 15 to 20, 5,000 
motorcyclists died.

Alex Otte, national president of Mothers Against Drunk Driving, said 
alcohol and drug impairment, speeding and not wearing seat belts were 
cited as leading contributors to the “public safety crisis.”

“State legislatures can do their part to stop this by passing laws 
that keep their communities safe and spare families the trauma of being 
impacted by someone else’s choice to drive impaired,” Otte said.

Advocates for Highway and Auto Safety released a poll indicating 
nearly 75% of participants were unaware of the jump in traffic 
fatalities. A majority of those surveyed shared unease about dangerous 
driving habits, including speeding, distracted driving, impaired driving
 and lack of seat belt use. Two-thirds said not enough was being done to
 address dangerous roadway behaviors.

“The consequences of continued inaction are all too clear to 
emergency nurses,” said Mary Jagim, former president of the Emergency 
Nurses Association. “We spend our days receiving and treating patients 
who are injured in crashes, many of whom tragically do not survive or 
others who leave our hospitals with a debilitating, lifelong injury.”

Kan. earns caution yellow for not adopting recommended traffic safety laws

Smoke was visible from area fires Sunday but the majority involved controlled burns. Geary County Rural Fire Chief Garry Berges confirmed that there were controlled burns on Fort Riley and on the Konza Prairie.

There was one grass fire covering about five acres near K-177 Highway approximately six miles south of Interstate 70. Berges indicated it may have been a rekindle from an earlier fire. There were not any injuries.

In other Saturday results for the Blue Jays Cooper Bogenhagen went 0-2, and lost in the fifth place match to Alan Chairez. As a 6th place finisher Bogenhagen medaled. Yoel Padilla of Junction City went 0-1, Zac Petrusky 1-1, Kayden Blake 0-1, Anthony Petrusky 0-1, Aimin Strickland 0-1, and Logan Nabus 2-1. Nabus finished in 6th place and earned a medal.

Junction City finished eighth in the team competition with 89.5 points. Washburn Rural captured the team title with 151 points.

In the 138 pound weight class Patrick Foxworth defeated Austin Timmons by a fall and Noah Conover of Olathe Northwest by technical fall ( 17-1 ) before defeating Easton Taylor of Manhattan in an 11-10 decision. He will wrestle for the championship on Saturday against Tate Rusher of Derby.

In the 182 pound weight class Cooper Bogenhagen defeated Matt Castejon of Olathe North by a fall and Alan Chairez in a 6-1 decision to go to the semifinals on the winner's side but then lost to Austin Fager of Washburn by a fall.

Just after At 1p.m. on Saturday, fire crews were dispatched to Meadowlark Retirement Community at 2221 Meadowlark Road for a report of a fire alarm with a smell of smoke, according to&nbsp;Deputy Chief Ryan Almes.

The fire was controlled by the fire sprinkler system and crews finished the extinguishment. No injuries were reported and all residents are able to remain in the building. Loss is estimated at $8000 to contents and $4000 to the structure. The owner is listed as Manhattan Retirement Foundation Inc. of the same address.&nbsp; The fire cause is accidental due to overheating of material in the dryer.

City, County and USD 475 schedule a joint meeting

Friday the 3rd and final Critical Care Connection class regarding OB Care in Geary County was held at Geary Community Hospital. This training was the first of its kind in the State. The class covered all care points from EMS triage through inpatient care model, to ensure moms and babies in Geary County receive the best care. 

Information was provided by Terrah Stroda, CNM, Dr. Jason Butler and Dr. Jimmy Jenkins from Geary Community Hospital and Shanea Bea with Delivering Change. This training was open to all Emergency Room nurses, Labor &amp; Delivery Nurses at GCH, EMT’s &amp; Paramedics.&nbsp;

 </figure>Friday the 3rd and final Critical Care Connection class regarding OB Care in Geary County was held at Geary Community Hospital. This training was the first of its kind in the State. The class covered all care points from EMS triage through inpatient care model, to ensure moms and babies in Geary County receive the best care. Information was provided by Terrah Stroda, CNM, Dr. Jason Butler and Dr. Jimmy Jenkins from Geary Community Hospital and Shanea Bea with Delivering Change. This training was open to all Emergency Room nurses, Labor &amp; Delivery Nurses at GCH, EMT’s &amp; Paramedics.&nbsp;

Opponents of a proposed beef harvesting plant on the southwest edge of Junction City just north of I-70 are hosting a public meeting at 10:45 a.m. Saturday at the C.L. Hoover Opera House. They will focus on what the plant would mean for Junction City.&nbsp;

The plant would create jobs but they could come at a cost&nbsp; to the community. Opponents point to their concerns ranging from increased crime to a strain on hospitals, schools and social services. They believe that there would be increased traffic and accidents, increases in certain diseases and COVID, worker injuries, high turnover, domestic violence and live kill smell

There has been an indication that pros and cons of the issue will be discussed at the meeting.

Public meeting will focus on proposed beef harvesting plant

Manhattan —Fire Department investigators determined the cause of the house fire at 2087 College View Road in Manhattan on Thursday night to be overloaded electrical circuits, according to Deputy Fire Chief Ryan Almes.

 Multiple space heaters were plugged in which caused an overload on the electrical system.  No injuries were reported on scene.&nbsp;

Manhattan— Authorities are working to determine the cause of a fire at a home in Manhattan.

Just after 9 p.m. on Thursday, fire crews were dispatched to 2087 College View Road for a report of a house fire, according to&nbsp;Assistant Fire Chief Mike Kaus.

Upon arrival, crews found the home had smoke coming from the front and roof. Crews completed a search and controlled the fire within 20 minutes.&nbsp; The occupants safely exited the structure prior to fire department arrival.&nbsp; No injuries were reported on scene.&nbsp; &nbsp; The house is a one-story house that had two occupants. Loss is estimated at $10,000 to contents and $40,000 to the structure. The owner is listed as Mike Lowe of Manhattan.

Valley View Senior Life’s Easter Egg Hunt is returning this year.

According to the Director of Marketing for Valley View Senior Life this event has been on hold since the beginning of the pandemic, but is now back, and it will be our largest hunt to date with 30,000 EASTER EGGS! 

 The event is open to the public and the hunt will be for children ages 0-11 on April 9th at 10 a.m.  The eggs will be filled with an assortment of items including stickers, candy, cash, and tickets for the grand prize winners.

An effort to obtain another brigade of troops was on&nbsp; the mind of U.S. Senator Jerry Moran during remarks to a Military Affairs Council breakfast audience in Junction City on Thursday. "I have a goal that I think this military committee would strongly support. We want another brigade at Fort Riley."

Moran's comments drew applause from the audience as he continued with his comments. "And we are working in every way that we can to accomplish that."

The senator has spent some time in Junction City this week touring the new high school and speaking at the MAC breakfast.

Casi Joy will be the headline performer for Freedom Fest JC in downtown Junction City July 4th. She combines traditional country and modern pop music, and has appeared as a contestant on "The Voice" on NBC. Joy is a native of Kansas City and has also been a Nashville recording artist.

Nathan Butler, who chairs the committee planning Freedom Fest has released the lineup for the celebration.

Friday, July 1 -- Disco Dick and the Mirror Balls, Paramount

Saturday, July 2 - ZZ-KC, The Rock Gods, Fireworks show, Street Dance with music provided by a DJ

Sunday, July 3 -- Christian Music performers Brandon Estelle, Rhett Walker

Monday, July 4 -- Run With It ( featuring Miguel Caraballo ), Casi Joy, Fireworks show.

In addition to the main stage entertainment Freedom Fest JC will also host Hog Diggity Dogs, Agri-Puppets and the Circus Man. Each will perform two shows per day, July 2-4.&nbsp;

Freedom Fest JC is also planning some fundraisers. One will be a car show on March 26th in the parking lot and grass area across from Godfrey's Indoor Ranges and Tactical Supply, and the other will be a Golf Tournament May 29th at Rolling Meadows Golf Course.
