TOPEKA, Kan. (WIBW) - A new report says nearly two in five Kansas teens are worried about being behind as they return to school this year.

The study, commissioned by Kansas Junior Achievement talked to 1,003 students between the ages of 13 and 17.

Their findings show that 39% of respondents feel that they are behind educationally because of the pandemic, and nearly a third of those feel like they are permanently behind.

The study also found that 34% of teens need “emotional support” received from interacting with their peers, teachers, and other adults while attending in-person classes.

“These results indicate that the pandemic may have a profound and long-term impact on today’s young people, not just academically, but emotionally,” said Ashley Charest, President, Junior Achievement of Kansas. “It’s up to all of us, educators, parents, caregivers, counselors, mentors, and youth development professionals, to do what we can this school year and beyond to give young people the support they need.”

The study also found that 34% of teens were concerned about attending in-person school this year, 56% of teens felt that the quality of education last year was “fair/poor” due to the pandemic, and 46% of teens said they were interested in participating in online-only classes in the future.

According to&nbsp;<a href="https://kansas.ja.org/" target="_blank">Junior Achievement of Kansas</a>, the survey was active between July 8, 2021 and July 13, 2021.

Saturday is Water Matters Day at Sunset Zoo

MANHATTAN—Law enforcement authorities are investigating a suspect for damaging a motel room in Manhattan.

Just before 11:30p.m. Thursday, officers filed a report for criminal damage to property in the 1000 block of Hostetler Drive in Manhattan.

The Comfort Inn and Suites reported a 41-year-old man&nbsp; damaged an RCA television and other property in a hotel room, according to the Riley County Police Department activity report.

The estimated total loss associated with this case is approximately $700. 

Police arrested Mitchell Alan Gilbert, 41, of Chaska, Minnesota on a requested charge of criminal damage to property. Gilbert was issued a total bond of $500 and is no longer in custody.

K-State junior in engineering wins international scholarship

JUNCTION CITY, Kan. (WIBW) - A truck stop cashier from Junction City has been recognized for her actions - saving a woman from a harmful situation.

Jessica Chapman is a cashier at Sapp Brothers Truck Center in Junction City. In April, a woman came into the store - and Jessica knew something was wrong.

“She was just really nervous, and she was trying to ask…I think she was trying to ask for cigarettes …but she couldn’t make a sentence.”&nbsp;Sapp Bros. Truck Center cashier Jessica Chapman says.

Chapman used training she received on how to identify possible victims of trafficking.

“I asked her if she was ok, and she told me that somebody had taken advantage of her and so I asked if she was going to be safe, she was just all over the place.”&nbsp;Chapman says.

Chapman noticed a man watching the woman - so she pretended to have the woman fill out a rewards program application to get more information. As the pair left, Chapman also got their license plate number.

“Just gotta be aware of your surroundings and pay attention to people because, you know, anybody could need help.”&nbsp;Chapman says.

Chapman contacted local police. With her quick thinking, they quickly located the man and woman.

“They said that she got away, which that’s all that I wanted.”&nbsp;Chapman says.

But Chapman also received something else — the 2021 Harriet Tubman Award presented by Protective Insurance from Truckers Against Trafficking. It’s the organization’s highest award.

“When it comes to people taking…being taken advantage of…I mean I take it… kind of personally.”&nbsp;Chapman says.

Chapman says the recognition still seems surreal, as she feels like she was just doing her job that night.

2nd Annual 'Just Dewey It' 5K set for October

SENECA, Kan. (WIBW) - A Seneca man is behind bars after the KBI found that he had allegedly sexually exploited a child.

The Nemaha Co. Sheriff’s Office says Nathaniel L. Griffith, 34, of Seneca, was arrested on Tuesday, Aug. 3, by the Seneca Police Department on a Nemaha Co. warrant for the sexual exploitation of a child.

According to the Sheriff’s Office, Griffith remains in custody with a bond of $100,000.

The Sheriff’s Office said the arrest was made based on the results of an investigation conducted by the Kansas Bureau of Investigation.

CLAY CO., Kan. (WIBW) - Clay County Schools will not require masks to be worn in buildings for the upcoming school year and hopes that respect will be shown regardless of a person’s decision.

Clay County USD 379 says in a letter to students and families that releasing guidelines prematurely can cause great confusion and disorganization, which is why it will continue to analyze and consider all COVID protocols to keep students and staff safe.

According to the District, as it heads into the new school year it will focus on preventative measures that are known to work. IT said it has state-of-the-art HVAC systems in all facilities paired with Global Plasma Air Cleaners. It aid other measures include sanitizing, frequent handwashing, contact tracing and staying home when symptoms of COVID19 are present.

USD 379 said it will not require students or staff to be vaccinated, however, it does believe that the vaccine is a crucial tool to prevent the spread of the virus. It said about 80% of its staff is fully vaccinated and anyone fully vaccinated is exempt from quarantine unless they test positive for the virus. Those that are not fully vaccinated are required to follow the KDHE quarantine guidelines.

Currently, the District said it will not require masks and hopes to do everything it can to prevent a mak mandate. It said it would like to get to a point where students and staff are shown respect regardless of their decision to wear a mask or not. It said it will update its guidance for visitors in the near future.

The Young People’s Department at the Dorothy Bramlage Public Library is restarting our teen volunteer program. Teens in grades 6-12 are welcome to volunteer at the library for service hours. 

Teens can stop by the library to pick up a teen volunteer registration form at the Circulation Desk. The registration form must be filled out front and back, and signed by both the student and the parent. Teens who had volunteered before at the library pre-COVID and are interested in volunteering again can stop by the library and fill out a form to update their contact information. Once the form has been completed and returned, the library will contact teen volunteers when the library needs assistance with specific tasks. 

Teen volunteers are now required to wear masks while performing volunteer work for the library.

There will be a teen and parent meeting for teen volunteers on Tuesday, August 31 at 5:30p.m. Members of the Young People’s Department will discuss library volunteer policies, procedures, and more. This meeting can be attended in-person at the library or via Zoom. The meeting should only last 30 minutes. If a teen and their parent want to attend the meeting by Zoom, the library will need the volunteer registration form back by Sunday, August 29 to be able to email the Zoom link.

RILEY COUNTY—Law enforcement authorities are investigating a case of alleged fraud in Riley County.

On Thursday, USD 378-Riley County Schools reported an unknown suspect pretending to be an insurance company scammed an employee by email into sending them money, according to the Riley County Police department spokesperson Aaron Wintermote.

The estimated total loss associated with this case is approximately $115,388. 

Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

RCPD: School district lost $115K in scam

TOPEKA, Kan. (WIBW) - Senator Roger Marshall has asked the Department of Justice to launch a formal investigation into allegations that ESPN is working to manipulate a conference trade.

Senator Roger Marshall (R-Kan.) says he sent a letter to Attorney General Merrick Garland on Wednesday to ask the Department of Justice to launch an investigation into the allegation that ESPN has encouraged and is currently working to ensure the University of Texas in Austin and the University of Oklahoma in Norman move from the Big 12 to the Southeast Conference.

According to Sen. Marshall, reports say ESPN recently acquired 100% of the television rights to all SEC games from CBS.

“I write today to ask that the DOJ investigate ESPN’s role in the potential destruction of the Big XII Conference and if any anti-competitive or illegal behavior occurred relating to manipulating the conference change or ESPN’s contractual television rights,” said Sen. Marshall in the letter.

Sen. The Catholic Charities of Northern Kansas bring food, hygiene products, and basic toiletries to Junction City twice monthly, to offer residents assistance with basic needs items.

The giveaway is open to anyone, with or without a faith affiliation, an ID and proof of mailing address in the Geary County area is required to receive the items.

The identifying information is used to help secure more grants to allow the Catholic Charities to continue to provide much needed items to the community.

JUNCTION CITY, Kan. - In a press release Wednesday evening, the Geary County Emergency Services recommended masks to be worn in schools this fall with numbers of the COVID-19 Delta Variant rising, and with only 45% of Geary County being vaccinated.

According to the CDC, only 45% of the population of Geary County is fully vaccinated. They also report a high level of community transmission in our county.

On Monday, August 2nd, Geary County Health Department staff met with USD 475 superintendent and other members of the school district staff to discuss the need for masks. It is imperative that we proceed with looking out for the best way to protect our children during the coming school year. The Health Department strongly encouraged the implementation of a mask requirement based on current and historic statistics concerning COVID-19.

Last school year, approximately 950 staff and students were either isolated or quarantined as a result of COVID infection or exposure. This only includes those tracked by the Health Department, not those tracked by Fort Riley. Over the past 2 months—June and July—we have had 87 children under the age of 17 test positive for COVID. Since April, we have had 100 cases of the Delta variant in Geary County: 61 of those cases just in July. Twenty-two of those cases are in children 17 and younger. Twelve of those cases are in children 12 and over who could be vaccinated. With the ongoing, close contact that occurs in school, it is critical to keep the students and staff safe through the use of masks, as well as other practices, such as vaccination, handwashing, social distancing, cleaning and disinfecting, and testing.

The use of masks and the implementation of the COVID testing plan recommended by the Kansas Department of Health and Environment for K-12 Schools will be critical to keeping kids in school and learning. We are currently working with school district on the development of the Test to Stay and Learn plan, which will be used to ensure students and staff can remain in school, even when they have been exposed to a positive case.

The initiative is a partnership with the Kansas Department of Commerce and local workforce investment boards administering Workforce Innovation and Opportunity Act (WIOA) Title I funding and the Kansas Department for Children and Families (DCF) child care subsidy for job seekers.

“Access to quality affordable child care is one of the biggest barriers that prevents working parents from joining the workforce,”&nbsp;Governor Laura Kelly said.&nbsp;“We have recruited new jobs and businesses to communities across Kansas. But in order for those companies to see success and grow, they will need a prepared and available workforce to support them. Governor Laura Kelly Announces Child Care Assistance Pilot Program for Kansans Seeking Work

IRVING, Texas (AP) — Kansas State athletic director Gene Taylor has been added to the College Football Playoff selection committee, replacing Texas AD Chris Del Conte. 

The CFP's announcement comes less than a week after Texas and Oklahoma announced they would be leaving the Big 12 to join the Southeastern Conference in 2025. The 13-member selection committee is comprised of mostly sitting athletic directors along with former players and coaches. 

Each Power Five Conferences is represented by an active athletic director. With Texas in the process of leaving the conference, the Big 12 nominated Taylor to replace Del Conte.

JUNCTION CITY, Kan. - Wendy Van Duyne of Stantec presented an update Tuesday night to Junction City Commissioners on the EPA Brownfield Grant, in conjunction with the Flint Hills Regional Council.&nbsp;

The update included highly-informative data from the study that has been conducted throughout the last several months. Van Duyne said that the area that has been under study involves two "catalyst sites," surrounding the intersection of Grant and Washington in Junction City. One being the former filling station on the north side of the intersection, and the other a former lumberyard on the southern side.&nbsp;

According to Van Duyne, a number of suggestions and plans have been presented to the public during various open houses, and will continue at their next open house on Thursday night. For those interested in attending, the event will be held from 4:30-7p.m. at the City Municipal Gymnasium.&nbsp;

"We've been working closely with those property owners to not only vet those development scenarios, but to also think about different ways that those areas could be branded and serve the greater benefit of the community at large," said Van Duyne.&nbsp;

One of the possibilities presented included the use of the space on the north side of the intersection as an "experiential restaurant or brewery that overlooks the Republican River."

According to Ms. Van Duyne, there were three different plans put together, one which is a very "mild," impact to development, one which was phrased as "more moderate," and a third, which was described as a much more "substantial development approach."
