RILEY COUNTY —Law enforcement are investigating a theft from the Farmer's Market in Manhattan.

Just before 10a.m. on Friday, officers filed a report for theft in the 200 block of Poyntz Avenue in Manhattan, according to the Riley Police Department activity report.. 

The Downtown Farmer’s Market of Manhattan reported a 46-year-old woman took money. The estimated total loss with this case is approximately $6,000.&nbsp; The RCPD released no additional details.

When the Geary&nbsp; USD 475 Board of Education meets Monday evening one item of discussion will center around a proposal to pay a salary to members of the board for their service.

Board member Dr. Jason Butler recommends adoption of a $6,000 annual salary for school board members, with future increases indexed to 50% of the average annual raise received by teachers.

Butler noted that state law now explicitly permits school boards to compensate their members. It states: "Members of a board of education of a school district may receive compensation from the school district for the work and duties performed by such board members."

Butler, who is not seeking reelection to the Board, first suggested the idea of salary one month ago. He has noted in making the case for a salary for Board members that other elected officials do receive compensation.&nbsp;

Given the depth of responsibility involved, a modest salary is appropriate—and consistent with how we compensate other local public officials. For instance,&nbsp;Junction City commissioners earn $700 per month, or $8,400 annually, as established in&nbsp;Article VI, Section 105.410&nbsp;of the city code.&nbsp;County commissioners, who also hold significant oversight roles, earn&nbsp;over $40,000 annually, in addition to receiving benefits, wrote Butler.

He also noted that when compared to these civic roles, a $6,000 salary for school board members is not only reasonable—it reflects a fiscally conservative valuation of time, service, and civic duty."

The Board meets at 6 p.m. Monday at the Devin Center.

MANHATTAN — On a recent summer day in&nbsp;Kingman, visitors to Main Street could walk into The Rural Muse art gallery, Brick Road Coffee or Trinity Fitness. But instead of ordering a latte or starting a workout, they would instead find groups of people discussing ways to use technology for building renewal, how to create welcoming communities or why mental health support is important for entrepreneurs.

That was the scene when Kingman recently hosted the&nbsp;<a target="_blank" href="https://www.ksre.k-state.edu/program-areas/supporting-communities/cec/">Connecting Entrepreneurial Communities conference</a>&nbsp;— a first-in-Kansas immersive conference experience led by Kansas State University and partners to support rural entrepreneurship across the state. The conference takes place in communities with populations of fewer than 10,000 people and focuses on engaging with small communities and highlighting businesses and the people who live and work there.&nbsp;

The inaugural&nbsp;<a target="_blank" href="https://www.k-state.edu/news/articles/2025/04/connecting-entrepreneurial-communities-conference-focuses-rural-entrepreneurship.html">Connecting Entrepreneurial Communities conference</a>&nbsp;in Kingman in June brought together more than 130 people, including entrepreneurs, small business owners, community leaders, support organizations and more.

The next conference will be June 25-26, 2026, in&nbsp;Courtland.

Applications for the 2027 conference host site opened on Friday, Aug. 1, and close on Sunday, Aug. 31. Communities with a population of fewer than 10,000 people can&nbsp;<a target="_blank" href="https://bit.ly/CECHostApp">learn more and apply online</a>.

The event is more than a conference — it's a new way for K-State to fulfill its mission as a fully engaged next-generation land-grant university that is building economic growth across all 105 Kansas counties.

"Through the Connecting Entrepreneurial Communities conference, we're turning our land-grant mission into action," said Nancy Daniels, conference organizer and community vitality specialist with K-State Extension. "We're serving and engaging with Kansans by bringing the state's considerable resources to the small businesses who make our communities great. We were thrilled to see the number of small businesses who made time to reenergize and invest in themselves at this conference."

The conference delivers benefits beyond networking and building skills — it also supports the host town and local economy. The event includes designated activities for participants to explore the host community and shop locally to directly support resident entrepreneurs.

"Bringing this conference to our town wasn't just about business — it was about belief," said Julie Lyon, an entrepreneur, small business owner and Kingman County commissioner. "It reignited local pride, energized entrepreneurs across the state and proved that small towns can be home to big ideas. The impact on our tax base was measurable, but the connections made were truly priceless."

The two-day Kingman conference featured a pre-event concert and downtown block party. Lodging was also immersive, and attendees stayed in local bed-and-breakfasts, vacation rental homes, and renovated hotels and motels.

The Kingman community is already seeing concrete results from the engagement during the Connecting Entrepreneurial Communities conference. Some of those results include:&nbsp;

"When I applied for Kingman to host the conference, I wanted to shine a light on the strengths and stories that often get overlooked in rural communities," said Leslie Schrag, economic development director with the city of Kingman. "This wasn't just about economic development; it was about creating connections, celebrating entrepreneurship and showing that rural isn't behind. It's just built differently."

The key to the Connecting Entrepreneurial Communities conference is embedding the event within a rural community, instead of hosting it at a large urban hotel ballroom or event center.

Throughout the Kingman conference, more than 35 sessions occurred in eight local businesses and venues across four downtown blocks. Participants could network with like-minded entrepreneurs, industry experts and resource providers who could help overcome challenges and explore new opportunities.

Sessions covered topics such as marketing, storytelling, financing options, legal assistance, supply chain success, mental health, food businesses, technology resources and more. Keynote speaker Gustavo Ustariz, senior manager for entrepreneurship and small business support for Main Street America, spoke about entrepreneurial ecosystems, while keynote speaker Marshall Stewart, K-State executive vice president of external engagement and chief of staff, offered insights on building connections to strengthen entrepreneurs.

"The Connecting Entrepreneurial Communities conference is exactly the kind of collaboration that brings our mission to life — empowering rural towns to grow from within by lifting up their entrepreneurs, their spaces and their stories. Kansas is strongest when every community has the tools to thrive, and this immersive experience is a powerful step toward that vision," said Matt Godinez, Kansas Department of Commerce assistant secretary of quality places.

The conference involves multiple partners across the state: Kansas State University and&nbsp;<a target="_blank" href="https://www.ksre.k-state.edu/">K-State Extension</a>;&nbsp;<a target="_blank" href="https://www.networkkansas.com/">Network Kansas</a>; the&nbsp;<a target="_blank" href="https://www.kansascommerce.gov/">Kansas Department of Commerce Quality Places Division</a>, including the&nbsp;<a target="_blank" href="https://www.kansascommerce.gov/orp/">Office of Rural Prosperity</a>&nbsp;and&nbsp;<a target="_blank" href="https://www.kansascommerce.gov/program/community-programs/main-street/">Kansas Main Street</a>; and&nbsp;<a target="_blank" href="https://thriveallencounty.org/get-involved/thrive-kansas/">Thrive Kansas</a>.

"The 2025 Connecting Entrepreneurial Communities conference was everything I dreamed it would be — and so much more. It was a powerful blend of connection, collaboration, growth and learning," said Sarah LaRosh, director of eCommunity Partnership with Network Kansas. We were thrilled to see the number of small businesses who made time to reenergize and invest in themselves at this conference."<h2>Meaningful engagement</h2>The conference delivers benefits beyond networking and building skills — it also supports the host town and local economy. The event includes designated activities for participants to explore the host community and shop locally to directly support resident entrepreneurs."Bringing this conference to our town wasn't just about business — it was about belief," said Julie Lyon, an entrepreneur, small business owner and Kingman County commissioner. "It reignited local pride, energized entrepreneurs across the state and proved that small towns can be home to big ideas. The impact on our tax base was measurable, but the connections made were truly priceless."The two-day Kingman conference featured a pre-event concert and downtown block party. Lodging was also immersive, and attendees stayed in local bed-and-breakfasts, vacation rental homes, and renovated hotels and motels.The Kingman community is already seeing concrete results from the engagement during the Connecting Entrepreneurial Communities conference.  <li>A local business owner sold a building to a conference participant.</li><li>A local downtown shop reported its best sales day ever because of the conference.</li><li>One conference participant returned to Kingman and is now considering relocating there to start a new business.</li><li>The Kansas Micro-Internship program, an event sponsor, connected several conference participants and local business owners with student interns to help with projects.&nbsp;</li>
 </ol>"When I applied for Kingman to host the conference, I wanted to shine a light on the strengths and stories that often get overlooked in rural communities," said Leslie Schrag, economic development director with the city of Kingman. "This wasn't just about economic development; it was about creating connections, celebrating entrepreneurship and showing that rural isn't behind. It's just built differently."<h2>An immersive experience</h2>The key to the Connecting Entrepreneurial Communities conference is embedding the event within a rural community, instead of hosting it at a large urban hotel ballroom or event center.Throughout the Kingman conference, more than 35 sessions occurred in eight local businesses and venues across four downtown blocks. Participants could network with like-minded entrepreneurs, industry experts and resource providers who could help overcome challenges and explore new opportunities.Sessions covered topics such as marketing, storytelling, financing options, legal assistance, supply chain success, mental health, food businesses, technology resources and more. Governor Kelly proclaims August as "Kansas Farmers' Market Month"

WILSON — Kansas Originals, after 37 years of selling arts, crafts, books, and Kansas-made food products, is facing the demolition of its building and supporters thought it might be the end of the store and its mission.

<a href="https://hayspost.com/posts/925f00e0-e00a-49cb-98b3-acfc1aeb3dd3">Although the building at exit 206 of Interstate 70 is still slated for demolition to make way for a new truck stop</a>, Kansas Originals has found a new home.

The store will close its off-interstate location on Sept. 30 and open on Oct. 1 at 2519 Ave. E in downtown Wilson.

Marge Lawson, Kansas Orginals CEO, said the new location will have a smaller showroom, but the nonprofit will have off-site storage to make up some of the difference.

The new location will have the same events as the former, including tastings of Kansas wines and events to meet local artisans.

"We're going to make it even better," Lawson said.

The nonprofit that operates the store owns its building, but not the land on which it sits. The building is set to be demolished on Nov. 30, Lawson said.

The Kansas Originals board is also pursuing satellite shops. The nonprofit is exploring a partnership with travel centers along the interstate. The organization had a satellite shop in the Topeka travel center until the pandemic hit in 2020.

Consumers can order some products from the store's website,&nbsp;<a href="https://www.kansasoriginals.com/">www.kansasoriginals.com.</a>&nbsp;Lawson said the board is considering revamping its website and using it to promote more of the products available through the store.

However, she said because many of the crafts are handmade, inventory is limited.

The store will also likely add new signage to direct people from the interstate to the new store in Wilson.

Lawson, who was a co-founder of the Kansas Orginals, said she is thrilled the mission of the shop will continue.

She explained that mission in a letter to the Hays Post in May, "Our mission is to provide marketplaces for the work of Kansas artists, craftsmen and food producers, especially those who are 62 or over, low-income, disabled, minorities or women in business."

According to&nbsp;Post Rock Opportunities Foundation, which is the nonprofit that supports Kansas Originals, more than 1,000 corporations, businesses, and individuals have supported the nonprofit through grants, sponsorships and monetary donations since its founding.

The Smoky Hill Foundation, Merrill Foundation, Kansas Arts Commission and Dane G. Hansen Foundation are among the Kansas Originals' supporters, as well as the local artisans and craftspeople who donate their work to fundraisers.

Kansas Originals will join other tourist stops in Wilson, and Lawson said she hopes the store will draw more visitors to the community of about 800.

Wilson proudly promotes its Czech heritage, with the&nbsp;<a href="https://www.travelks.com/listing/worlds-largest-czech-egg/41977/">world's largest Czech egg</a>&nbsp;and an annual&nbsp;<a href="https://wilsonczechfest.com/">After Harvest Czech Festival</a>&nbsp;that was celebrated last weekend.

It is also the home of the historic&nbsp;<a href="https://www.midlandrailroadhotel.com/">Midland Railroad Hotel</a>, and t<a href="https://hayspost.com/posts/faccd0a7-80dc-4f2f-99f8-e084f88cb981">he community has rallied to create an outdoor entertainment venue from its former historic opera house, which burned in 2009.</a>

That new venue will open later this month.

"Yes. I am happy," she said. "It's going to be challenging, but it gives us exciting new opportunities."

Kansas Originals finds new home

Over 3,000 people attended the USD 475 back-to-school carnival on Friday night at Junction City High School. At the event, more than 100 vendors/community partners were in attendance, the most in the carnival's history.

The event featured performances by the Junction City High School band, cheer team, and J-Steppers Dance team, carnival games, face painting, free prizes, and complimentary food (including popcorn and cotton candy).

The organizer of the carnival was Matt Hoover, the Communications Coordinator for the school district. “This was an amazing event,” Matt Hoover said. “It’s so great to have our community members out and joining in the festivities. I am happy so many people were able to come out and have some fun.”

This was the fifth year of the carnival, and Superintendent of Schools Dr. Reginald Eggleston said the event just keeps getting bigger each year. “This event just keeps growing,” Dr. Eggleston said. “Each year, more organizations and community agencies have been taking advantage of this opportunity to provide support to our school district and our families. We do appreciate it.”

School is just around the corner, with many faculty and staff already back in the buildings preparing for the 2025-2026 school year. Geary County Schools - USD 475 begins school on Monday, August 11. When asked about his message to students, Dr. E had this to say. “Get ready. We are excited to have you back.&nbsp; Come in with the right attitude and mindset so you can be successful this year.”

Dr. Eggleston and Matt Hoover both agree that the annual Back To School Carnival is a positive way to get families and students ready for the upcoming school year.

USD 475 hosts Back-to-School Carnival

GEARY COUNTY—In July, Kansas Game Wardens partnered with Kansas State Park Rangers, Public Lands officers and the Geary County Sheriff’s Office to coordinate a special enforcement selective at Milford Reservoir during an annual, unpermitted, and very large pre-planned event on the water, according to the Kansas Department of Wildlife and Parks Game Wardens.

Officers stopped 74 vessels throughout the day. They issued 28 charges, 2 warnings and made or assisted with 7 arrests.

&nbsp;The possibility of a digital marketing campaign to attract football fans from the Boulder, Colorado; Lubock, Texas; and the Fort Worth - Dallas, Texas areas to Geary County this fall received attention at this week's Geary County Commission meeting.

Convention &amp; Visitor's Bureau Director Raquel Cinco wants to attract football fans of TCU, Texas Tech and Colorado on the weekends that they would be attending football games at Kansas State. The fans could stay at hotels in Junction City.&nbsp;

The cost of the campaign was estimated at $18, 000. Members of the commission had concerns about that cost but Cinco will gather more information and report back to the governing body next week. Commissioners did offer other suggestions ranging from making direct contacts in those towns to contacting bus lines.&nbsp;

Roar, Explore, and Create at Dino Day 

The United Way of Junction City/Geary County is hosting its annual Stuff the Bus and Adopt a Backpack&nbsp;Campaign. Geary County employees support the effort every year, and this year was no different.&nbsp;

Last year, county employees donated a total of 24 backpacks to the program. This year, they exceeded last year's total and donated a total of 32 backpacks. Several departments from within Geary County participated in the effort and Stuff the Bus / Adopt a Backpack campaign.

Jacqie Reisinger, the Register of Deeds in Geary County, and&nbsp;Gabrielle Carroll, an Administrative Assistant in the County, took the lead on supporting the effort this year.&nbsp;

Jacquie Reisinger is from Junction City and understands how important the Stuff the Bus/Adopt a Backpack campaign is. She is also the Vice President of the Board for United Way of Junction City/Geary County. "Kids don't ask to be in the situation that they're in, and you know, it's not their fault," Reisinger said. "This is a great way to bring the county together. It's great for the county employees to be able to give back to the community that we work for and that we live in."

Through the United Way of Junction City/Geary County, backpacks are donated to families that apply for them. As for Stuff the Bus, three collection dates per year are held. School supplies are then divided up between USD 475 - Geary County Schools, USD 473 - Chapman Schools, and St. Francis Xavier Catholic School in Junction City. All supplies and backpacks are given out before the first day of school.

RILEY COUNTY —Law enforcement authorities are investigating a suspect for alleged motorcycle thefts.

Between July 25 and July 31, officers filed reports of three separate motorcycle thefts that occurred in Manhattan, according to the Riley County Police Department activity report.

Just before 4p.m. Thursday, police arrested 32-year-old Bradley Sutton of Topeka in the 1700 Block of Fair Lane in Manhattan. He is being held on a $16,000 bond on requested charges that include three counts of counts of theft (value $1,500-$25,000) and one of count of fleeing or attempting to elude a law enforcement officer.&nbsp;&nbsp;

Sutton has previous convictions that include theft, burglary and flee or elude law enforcement, according to the Kansas Dept. of Corrections

"I don't know any other career in the world that gives a person the power to make a difference in somebody's life, no matter how significant or insignificant that might be," Phillips said.

Phillips was born in Nebraska but raised in Ellis, where he graduated from Ellis High School in 1986. He later earned a criminal justice degree from Fort Hays State University in 1994.

Phillips said he was inspired by a trooper who visited his school regularly as a child and later by KHP&nbsp;Trooper Kennith McGlasson, whom he often saw during his high school years.

"I would see him at Ellis once in a while at fuel stops. When I saw his blue and gray patrol car parked at the convenience store, I'd always stop and fuel my pickup just for a chance to talk to him," Phillips said. "He always gave me the time of day, and it planted a seed with me."

He began his law enforcement career in 1991 with the Hays Police Department&nbsp;before quickly making his way to the KHP in 1994. Phillips rose through the ranks of the KHP, serving as sergeant, master trooper, lieutenant and eventually captain six years ago.

"If you care and you show up, you're going to be successful in law enforcement," he said.&nbsp;

Throughout his career, Phillips faced several defining moments, including being pinned down by a gunman in Wallace County, stopping a wrong-way felon with a tactical vehicle maneuver and rescuing dozens of people during dust storms and blizzards.

Most recently, he was honored for his response to a <a href="https://hayspost.com/posts/8ca4c0a7-0dc0-4dd3-8b6e-833e1efc6754">major multi-vehicle crash on March 13 on Interstate 70 in Sherman County</a>.

Phillips has saved lives in dangerous situations and supported former offenders he once had to remove from the streets.

"Sometimes you get a call from somebody that you arrested for DUI and they thank you for how you treated them, for helping them get sober," he said.

Phillips said one of the most significant challenges in his law enforcement career is maintaining morale in the face of national scrutiny. However, he recognizes the strong support he has received from the local community.

Phillips said support from organizations like the <a href="https://www.1033foundation.org/">10-33 Foundation</a>, a nonprofit offering mental health crisis intervention for first responders and their families, helped sustain him throughout his career up to his decision to retire.

"We all carry a [hypothetical] backpack out here, and every once in a while, your backpack gets full, and that's why we have peer support and mental health services available to help unpack our backpack," he said.

Phillips hopes to remain in law enforcement in a smaller and community-focused role. He is the father of two daughters and grandfather to three.

Phillips said he is grateful to his wife, who often left meals in the microwave when Phillips could not make it home for dinner, and to the fellow troopers he served alongside throughout his career.

"I got a blood family and I got a blue family," he said. "I want to thank my blue family for doing the job. Make me proud."

Phillips advises new troopers joining the force to prioritize faith, family and their work in that order.
