MANHATTAN, KAN. –&nbsp;Law enforcement are investigating a fatal stabbing in Manhattan.

Just after 8 p.m. Sunday, police responded to the 1900 block of Anderson Avenue in Manhattan, KS, for a reported stabbing, according to a media release from the Riley County Police Department.

Officers located Teray Robinson, 24, of Manhattan, who had sustained a stab wound. Robinson was transported by ambulance to Via Christi Hospital and later died as a result of his injury. &nbsp;

Officers detained the suspect Billy Arnez, 39, of Manhattan, on scene.&nbsp; Following an investigation into the incident, Billy Arnez was arrested on requested charges of second-degree murder at 1:00 a.m. on Monday. He is being held on a $1,000,000 bond, according to the RCPD.

Kansas Bill Would Allow Digital Driver’s Licenses and IDs on Smartphones

TOPEKA — Kansas lawmakers are considering legislation that would allow residents to carry a digital version of their driver’s license or state identification card on their smartphones.

Senate Bill 230 would authorize the Division of Vehicles within the Kansas Department of Revenue to establish, or contract for, an electronic credentialing system to issue optional digital driver’s licenses and digital ID cards. Under the bill, digital credentials would be supplemental to physical cards but would be required to be accepted anywhere a physical license or ID is used.

The bill would allow Kansans to store a secure version of their license or ID on a mobile device, similar to digital IDs already available on some smartphones, including Apple devices.

The legislation also creates new criminal penalties related to fraud. Manufacturing false digital credentials would be classified as a Class B nonperson misdemeanor, while possessing false digital credentials would be a severity level 9 nonperson felony.

SB 230 would further extend the authority of the Division of Vehicles to oversee the issuance and administration of digital credentials, along with the electronic system required to support them. The bill also includes technical and conforming changes to existing law.

The legislation was introduced by Elaine Bowers of Concordia and has been referred to the Senate Committee on Transportation for consideration.

In the final non-Centennial League game of the season, the Junction City Blue Jays traveled to Derby to take on the Panthers.

Derby won the opening tip and scored the first basket of the game. Junction City quickly responded, as senior Jackson Hollie dunked the ball with two hands to tie the game at 2. JC then took a 4–2 lead, but that would be their only lead of the game.

It was a high-scoring first quarter, with Derby putting up 29 points in the opening frame. Junction City trailed 29–18 at the end of the first quarter.

In second-quarter action, the Panthers grew their lead to 15 at 35–20. The Blue Jays responded after head coach Easton Burgardt called a timeout to fire his guys up. Junction City tightened up on the defensive end, and senior Lovell Autry scored several baskets getting downhill and to the rim to cut the deficit to seven. Derby stretched the lead back to double digits and went into halftime ahead 42–32.

In the third quarter, Junction City once again cut the lead to single digits, trailing 52–44, but from that point on, it was all Derby. The Panthers led 67–48 at the end of the third quarter.

In fourth-quarter action, Derby grew the lead to 26. Both coaches emptied their benches, and each team was able to get every player on its varsity roster into the game. Derby went on to win by a final score of 83–60.

Derby improves to 10–5 on the season, while Junction City falls to 8–7.

Senior Lovell Autry led the way with 21 points. Seniors Jackson Hollie and Jett Thompson both scored 10 points in the game.

Our Blu Restaurant Player of the Game was 6’6” senior Jackson Hollie. It marked the first double-digit scoring performance of his varsity career. Nova was a former shelter dog that was trained&nbsp; by the Geary County Sheriff's Office and certified.

Nova served as a K-9 dog from March 2019 until January 30, 2026.

The Blue Jays captured first overall out of 15 teams with 290 points. Nemaha Central High School (277 points) and Herington High School (254 points) claimed second and third overall, respectively.

**Both wrestling teams are back in action on Saturday in the Blue Jay Event Center. The girls will wrestle in the aux gym, and the boys in the main gym.&nbsp;

 </figure>**Both wrestling teams are back in action on Saturday in the Blue Jay Event Center. Wrestling begins at 9:00 a.m. for the Junction City Invitational.&nbsp;There will be 36 teams in attendance, 18 for the girls and 18 for the boys. The girls will wrestle in the aux gym, and the boys in the main gym.&nbsp;Gate fee is $5 for students and $7 for adults.&nbsp;

Vanessa Gray, Director of the Junction City Animal Shelter, was the guest speaker at the JC Breakfast Optimist Club meeting on January 28 in the Hampton Inn Meeting Room. Vanessa has been the Director at the Shelter since 2017.

She told the Optimists that she met all but one of her five-year goals within the first year of her Directorship. She is still working on the last one, which is to either build a new Animal Shelter or expand the current one. “It looks like the expansion, is what will eventually happen. This expansion would be on the north side of the current building. The building we are in now was built to temporarily house 22 dogs. We now have a range of 40 to 70 dogs.”

Vanessa also shared that she and her staff “have a program titled Max’s Account in which applications may be made to offset the cost of neutering animals or provided behavior training for animals in need. Anyone is welcome to apply but can only do so two times per year.”

Trap-Neuter-Release is in reference to controlling the cat population and is done in partnership with Kansas State University. “Since 2013, 400 cats were involved in this program. Cats who have been trapped and neutered have one of their ears clipped, so the ear is flatter than the other and identifiable. Then the cat is again released”, Vanessa said.

Rent-a Pup is a program in which dogs are loaned out to businesses to provide some relief for the dogs at the shelter and gives the human participants an opportunity to spend time with a dog at work.

Vanessa also stated that during the cold months, “it is advisable to limit the time a pet is outside. Know your dog’s limits, wrap them in sweaters or if the animals are still to be kept outside, use straw for them to lie on.”

Vanessa Gray Updated Optimists On The Animal Shelter

U.S. Wheat Associates (USW) staff in Mexico City discussed the importance of the Mexican market to U.S. wheat farmers in mid-January with a visiting delegation of Kansas commodity groups led by U.S. Senator Roger Marshall (R-Kansas).

“The symbiotic relationship between U.S. wheat farmers and Mexican millers relies on the U.S. as a reliable supplier of high-quality wheat to the Mexican private milling sector,” said Mitch Skalicky, USW regional vice president. “We appreciate the Senator traveling to Mexico to learn more about our work in this top market and offer his support for expanding this successful partnership.”

Senator Marshall traveled with leaders from Kansas Wheat, Kansas Soybean, Kansas Sorghum, Kansas Corn, Kansas Dairy and the Kansas Grain and Feed Association. While in Mexico, Senator Marshall met with high-level Mexican government officials — including the Mexican Secretary of Agriculture — to discuss the importance of trade between the two countries and the shared role Kansas agriculture plays in feeding families across North America.

The delegation also met with private-sector businesses and associations operating in both Mexico and the U.S. to learn more about the economic and logistical partnerships powering trade between the two nations.

“Mexico is Kansas’ largest export market, and I traveled to Mexico City with Kansas commodity leaders to protect and expand opportunities for Kansas agriculture,” said Senator Marshall. “Under President Trump’s America First trade agenda, we’re going to fight for Kansas producers, demand fair treatment, and deliver real wins for our state. With USMCA renegotiations beginning this year, we’re focused on opening new doors for Kansas dairy and defending strong markets for Kansas wheat, sorghum, and corn — while enforcing fair trade rules and reducing the trade deficit.

Kansas Delegation Talks Successful Wheat Trade with Mexico

The delegation also met with Skalicky and Stephanie Bryant-Erdmann, USW assistant regional director, on Friday, January 16. The meeting covered a wide array of topics, ranging from the different wheat classes purchased by Mexico from the United States, the volume of Mexican wheat imports, the United States–Mexico–Canada Agreement (USMCA) and transportation economics related to the shipping of wheat by rail from the U.S. to Mexico.

The USW team also presented an overview of the Mexican market situation, specific trade data on wheat shipments from Kansas to Mexico and future opportunities to expand U.S.-Mexico wheat trade.

As of January 8, 2026, Mexico has purchased 3.39 MMT (nearly 124.6 million bushels) of U.S. wheat, an 6% increase from last marketing year. Mexico currently ranks as the top buyer of U.S. hard red winter (HRW) and soft red winter (SRW) wheat and the second-largest buyer of hard red spring (HRS) and durum.

Clay Schemm, a Kansas wheat farmer from Sharon Springs, participated in the trade mission as a representative of Kansas Wheat. He noted that the pride and professionalism in the Mexican milling industry, their appreciation for the quality of wheat produced in the United States and their desire to move more trains and trucks across the border even more efficiently to keep up with the country’s growing demand for wheat. He remarked that it was refreshing to see the same “salt of the earth” work ethic valued by U.S. farming communities mirrored in customers south of the border.

“My personal takeaway is that the Mexican people are a group I am proud to have as partners on the world stage,” Schemm said. “There is a kinship there—a friendliness and a desire to connect that makes it feel like a true North American culture. They are all-in on this partnership, and we should be too.”

TOPEKA —Kansas Attorney General Kobach is warning consumers to be vigilant regarding a sophisticated email scam impersonating the U.S. District Court, according to a statement from his office.

“Kansans should never respond to unsolicited emails claiming to be official court summons—these are sophisticated scams designed to steal personal information or infect devices with malware. State and federal courts do not serve legal documents via email, and clicking links or opening attachments in these fraudulent messages can have serious consequences. My office is committed to protecting consumers from these deceptive tactics, and I urge anyone who receives such an email to report it so we can hold these criminals accountable," Kobach said.

The Kansas Attorney General’s Consumer Protection Division has received reports of Kansans receiving emails with subject lines such as “Legal Compliance Required: Court Case #USDC-2026-[Number].” These emails fraudulently claim that the recipient is being “formally served with a summons in a civil action” and threaten a default judgment if the recipient does not respond immediately.

2026 filing requirements for local offices

Kansas Insurance Commissioner Vicki Schmidt testified in support of SB 360, the Kansas Consumer Prescription Protection and Accountability Act. The bill establishes a new regulatory framework for pharmacy benefit managers (PBM) that ensures PBM practices are focused on returning savings to Kansans.

“PBMs play a powerful role in determining what patients pay for prescription drugs, yet in Kansas their practices are near unregulated and cost taxpayers and health plans more,” said Commissioner Vicki Schmidt. “This bill would go a long way in addressing many of the factors that drive up prescription costs for Kansans.”

SB 360 requires drug rebates to be passed through to patients and their health plans and bans a practice called “spread pricing” where a PBM bills a health plan more for a prescription than they reimburse a pharmacy and keep the difference as profit. The bill also aims to protect patient choices by requiring pharmacies to be reimbursed the same and gives the Department of Insurance the tools to ensure transparency and accountability.

Kelsy Sproul, a graduate teaching assistant for the K-State College of Education's&nbsp;<a target="_blank" href="https://coe.k-state.edu/academics/departments/rural-education-center/">Rural Education Center</a>, has built her entire educational path online — graduating with her Bachelor of Science in elementary education in 2024 and working toward her Master of Science in curriculum and instruction, which she's anticipated to graduate with in the fall of 2026. As a first-generation, non-traditional college student, Sproul says that her worries surrounding finding support quickly subsided after starting her K-State journey."I was nervous about not receiving the level of mentorship that in-person classes offer. I had taken a few courses online through other institutions, and while the courses were very flexible, they weren't very personal," Sproul said. "Success is never achieved alone, and K-State understands that. Not only is the content fantastic, but the mentorship is strong. The faculty teach the whole student, model what they teach and ensure you have all the support you need to be successful."

Sproul's story is just one example of why K-State's online programs have been ranked among the top in the nation by U.S. News &amp; World Report in its&nbsp;<a target="_blank" href="https://www.usnews.com/education/online-education/kansas-state-university-155399/rankings">2026 Best Online Program Rankings</a>.

 K-State's nationally acclaimed online programs position students for lifelong success

Michelle Sink, Area Director, and Melissa Soldan, Development Assistant, with Big Brothers/Big Sisters were the guest speakers at the January 21 meeting of the JC Breakfast Optimist Club in the Hampton Inn Meeting Room. A $200.00 donation was made to their organization for work with youth.

Michelle explained that Big Brothers/Big Sisters is an “evidence-based one-to-one mentoring program to create and support relationships that ignite the power and promise of youth. The vision of the organization is that all youth earn a living wage by age 25. Of the youth being served 50% have a household income of less than $35,000 per year; 48% have family who’s had contact with law enforcement; 41% have experienced some type of abuse at home; 59% have issues at school and 49% are isolated, have few or no friends or are bullied.”

Melissa and Michelle are both Big Sisters. Melissa shared that it is about the relationships developed with the “little”. She told a story about her own “little” who told Melissa, she was the “little’s” best friend. “That is so heartwarming” to know the impact being made on a young person. I feel like I get back so much from working with my “little”.

JUNCTION CITY, Kan. – Junction City High School English teacher, Patrick Hancock, made history on Tuesday by becoming the inaugural Kansas State University College of Education Literacy Legacy Award recipient.

On Tuesday, Debbie Mercer, K-State College of Education Dean, and Lotta Larson, K-State professor, surprised Hancock at JCHS by presenting him with a plaque, certificate and books for his classroom.

Hancock, who was recognized for fostering strong relationships with students and creating a classroom environment where literacy is engaging, relevant and empowering, earned a bachelor’s degree in English and secondary education from K-State.“Patrick was the ideal first recipient of the Literacy Legacy Award for so many reasons,” said Mercer. “He embodies the best traits of an English teacher: fostering a love for reading and writing, connecting with students, and using evidence-based methods to develop language proficiency.”

The Literacy Legacy Award honors exceptional literacy educators who make a meaningful impact on student literacy learning. In its inaugural year, the award also celebrates mentorship, influence and generational impact within the field of education.
