TOPEKA&nbsp;– The Kansas Department for Children and Families (DCF) has announced that Kansans needing assistance with winter&nbsp;energy&nbsp;bills&nbsp;will be able to begin applying for its Low Income&nbsp;Energy&nbsp;Assistance Program (LIEAP) Monday, Nov. 18.&nbsp;Applications will be accepted until 5 p.m. March 31, 2025.

“Kansas winters can be harsh and unpredictable. When temperatures fall, heating&nbsp;bills&nbsp;rise. By opening the LIEAP application period in mid-November, we’re hoping families will have the help they need to cover those higher heating&nbsp;bills&nbsp;and stay warm in their homes,” said DCF Secretary Laura Howard.

LIEAP provides a one-time per year benefit to help qualifying households pay winter heating costs, whether the home is heated with electricity, natural gas, propane, or other home heating fuels. In 2024, over 40,000 Kansas households received an average benefit of $645.

To qualify, households must have an adult at the address responsible for the home's heating costs. Applicants must be at or below 150% of the federal poverty level.&nbsp;The level of benefit received varies according to household income, number of people living in the home, type of residence, type of heating fuel, and utility rates.

DCF and partnering&nbsp;energy&nbsp;companies are planning in-person events to help Kansans submit their LIEAP applications. Low Income Energy Assistance Program Opens Early in Kansas

Gloria Young, Senior Care Advocate at The Crisis Center Inc. in Junction City, was the guest speaker. She told the Optimists that “The Crisis Center, Inc. was founded in 1979 by concerned community members who recognized the urgent need for safety services for victims of domestic violence and sexual assault. Since then, the mission has been to help victims and survivors find safety, security, and a life free from abuse and violence.”

Gloria also shared that “the work at the Center extends beyond immediate safety and recovery and includes dedication to advocating for lasting societal change, creating a safe and supportive environment where individuals can rebuild their lives, regain confidence, and thrive.”

This past year 1,888 calls were received on the 24/7 crisis helpline. There were 9,150 bed nights provided in the safe shelter and a response was made to 832 domestic violence law enforcement calls.

Gloria also shared that “Volunteers are essential to the Center’s work, providing thousands of hours of service each year.” To learn more information about volunteering call 785-539-7935.

The Kansas State Board of Healing Arts is issuing an important notice to former patients of Herington Municipal Hospital, Herington Hospital Clinic (Herington location), Herington Hospital Clinic (Junction City location), and the Hillsboro Health Care Clinic.

 In light of the hospital’s closure, the KSBHA is the custodian of certain patient medical records from these locations. Through the end of November, agency staff will make reasonable efforts to assist patients in finding their records. 

Patients requesting assistance are encouraged to email LeeAnn.Hunter-Roach@ks.gov. A signed release form will be required to authorize the transfer. The last day to request is 11/30/2024.&nbsp;

RILEY COUNTY—Law enforcement are investigating a pair of computer crimes in Manhattan.

Just before 7a.m. Tuesday, officers filed a report of giving a worthless check and computer crimes in the 12000 block of Madison Road in Riley, according to the Riley County Police Department activity report.

&nbsp;Kansas State Bank reported a known subject passed fraudulent checks on three separate occasions. Total loss associated with this report is $3,037.

Just after noon Thursday police arrested 28-year-old Michael Steere of Manhattan in the 1000 block of S. Seth Child Road. &nbsp;Steere is being held on a $6,000 bond on requested charges of identity theft and computer unlawful acts, according to the Riley County Police Department activity report.

There has been a change involving the leadership at the Geary County Convention &amp; Visitor's Bureau.

Commissioner Alex Tyson confirmed Wednesday morning that following an executive session on Tuesday, CVB Director Donna Price is no longer with the County. He did not elaborate on details.

Price has served as CVB Director for approximately three years. After learning that she would no longer be employed by the County Price told JC Post that it's a great time for her to go back into retirement, and to spend more time together with her husband as empty nesters.

Attempts have been made to contact Commissioners Trish Giordano and Keith Ascher but they have not yet been reached.

The MFA Oil Foundation awarded a grant to the Geary County Historical Society and Museums to assist with purchasing induction stove tops, pots, pans, sieves, tongs, seals, and jars for Homesteading 101 classes. The MFA Oil Foundation provides support to nonprofit organizations that are working to improve communities where MFA Oil has a significant concentration of members and employees. Since it was established in 1998, the MFA Oil Foundation has awarded more than three million dollars in grants.&nbsp;

MFA Oil Senior Director of Employee Engagement and Culture, Tom May, described the MFA Oil Foundation as "a program that allows our company to give support back to the rural communities that are the foundation of our business. The grants the Foundation awards help support many youth programs and organizations active in addressing and solving community problems and improving the quality of life."&nbsp;

National Park Service includes Geary County ﻿in the Reconstruction Era National Historic Network

GEARY COUNTY—One person was injured in a hit-and-run collision that occurred just before 6a.m. Tuesday in Geary County.

The Kansas Highway Patrol reported an unknown vehicle was westbound on Interstate 70 near the U.S. 77 exit.&nbsp; The vehicle, described as possibly a Nissan, rear-ended a 2005 Dodge Neon driven by 38-year-old Christina L. Murphy of Junction City.&nbsp; After impact the Dodge traveled off the road and struck a tree.

The other vehicle fled the scene.&nbsp; EMS transported Murphy to&nbsp;Stormont Vail Health-Flint Hills Campus.&nbsp; She was properly restrained, according to the KHP.

The Geary County Historical Society will host&nbsp;Acoustic&nbsp;Junction&nbsp;(at the Museum) on Friday, November 15th. &nbsp;Local musicians including Pat Billington, The Church Ladies, and the Grateful Dudes will perform beginning at 7pm. Hot dogs, popcorn, desserts, and beer and wine will be available for a donation. 

This annual benefit concert, which raises funds for the St. Joseph’s Historic Church restoration project is typically held at the church on McDowell Creek Road. Due to construction in the area, the concert will be held at the Museum building located at 530 N Adams,&nbsp;Junction&nbsp;City. All proceeds will still benefit restoration of St. Joseph’s Historic Church.

The event will also be accompanied by a STEAM Friday event, beginning at 5:00 p.m. which will feature STEAM activities for families to learn about the science of sound or create their own stained-glass windows. This event will be held in lieu of November’s typical STEAM Saturday event. All are welcome and all STEAM activities are free thanks to the sponsorship of the United Way of&nbsp;Junction&nbsp;City Geary County.

Music lovers and those interested in learning more about the history of St. Joseph’s church and the ongoing restoration are invited to attend. A display will be set up celebrating the 150 years of history surrounding the church. A brief meeting of the Geary County Historical Society board will also be held between sets to vote in new and/or returning Board members.

USD 475 recognized Spring Valley Elementary first grade teacher Denise Acosta and Junction City High School audio and video teacher Easton Lager for being named the district’s nominees for the Kansas Horizon Award Program. Board Approves Junction City High School JROTC Travel

The USD 475 Board of Education approved the out-of-state travel for the Junction City High School JROTC Raider Team. JCHS will travel to Iowa on Saturday, Jan. 25 for the Abraham Lincoln Drill Meet in Council Bluffs. The Blue Jays will also participate in the Nevada Flying Tigers Drill Meet in Missouri on Saturday, Feb. 8.

RILEY COUNTY —Law enforcement are investigating a Kansas felon in connection with a series of burglaries.

Just before 11:30p.m. November 7, officers responded to a report of a business alarm activation at Dick’s Sporting Goods, the 400 block of 3rd&nbsp;Place in Manhattan, according to a media release from the Riley County Police Department.

Officers found a shattered window in the front of the business. A short while later, officers responded to a report of criminal damage to property at Walmart in the 100 block of Bluemont Avenue in Manhattan, 

The suspect entered the business and stole shotgun shells before leaving. It was determined through the course of the investigation the suspect in the second investigation matched the description of the suspect from the incident at Dick's Sporting Goods.

At 12:41 a.m., on November 8, officers then responded to a report of burglary in the 1400 block of Collins Lane. The victim, a 71-year-old woman, reported Andrew Franklin, 23, of Manhattan, had stolen her car, cellphone, and a handgun.

Officers determined Franklin was responsible for all three incidents and enlisted the help of Officers/Deputies with the Pottawatomie County Sheriff’s Department, Marshall County Sheriff’s Department, and Marysville Police Department. Franklin abandoned the vehicle in Blue Rapids and was later located and apprehended by the Marshall County Sheriff’s Department.

Franklin was arrested on November 8, 2024, at approximately 6:33a.m. in the 6200 block of Tuttle Creek Blvd. on requested charges of burglary, criminal damage to property, aggravated robbery, and aggravated burglary. Total bond was set at $250,000.&nbsp;Franklin has previous convictions for drugs and for battery, according to the Kansas Department of Corrections.

The Junction City Community Partners are hosting their Fifth Annual Thanksgiving Dinner Giveaway. 

The event will be this Saturday, Nov. 16, at the Larry Dixon Center, 920 W. Sixth St. from 10:00 to 11:30 a.m.

U.S. Army Drill Team will perform in Aggieville on Friday

RILEY COUNTY—Law enforcement are investigating three juveniles in connection with allegedly starting a building fire and recording it for social media.

At approximately 2:50 p.m. on November 9, 2024, officers responded to&nbsp; a fire at a large warehouse under construction in the 1200 block of Kretschmer Drive, according to a media release.

Witnesses reported seeing three male juveniles running from the scene toward businesses on McCall Road.

Officers quickly located three juveniles in the 400 block McCall Road. Officers detained 15-year-old Jakeem Coopwood Jr. and 15-year-old Jordan Ehret for their roles in the fire.

According to the investigation, Coopwood admitted to igniting cardboard boxes using a spray can and lighter and provided officers with a Snapchat video of the incident. Ehret was reported to have actively participated by filming Coopwood lighting the fire. A third juvenile, age 12, confirmed the account.

&nbsp;Both Coopwood and Ehret have been detained as juvenile offenders and face charges including Arson, Burglary, and Contributing to the Misconduct of a Minor. Coopwood was transported to the Southeast Kansas Juvenile Detention Facility in Girard, and Ehret was taken to the North Central Kansas Juvenile Detention Facility in Junction City. The 12-year-old juvenile was released to his guardian.

The Riley County Police Department extended their appreciation to the quick-acting witness and to Manhattan Fire Department members involved in this case for their swift and effective response.

The Geary County Commission will meet Tuesday morning in the Commission Chambers room.

The meeting will feature an update from several departments. 

During the 10:00 hour, Crystal Malchose, the Director of Human Resources, will give a weekly update. 

Then, Donna Price, the Director of the Geary County Convention and Visitor's Bureau, will give an update on the CVB.

Following Price, the County Commission will hear from Tracy Duran, the Administrative Director of Stormont Vail Health, the Flint Hills Campus. 

The 11:00 hour will have an update from Mickey Dean, the Director of Economic Development. 

Following Dean, Geary County Sheriff Eric Coffman will give his bi-weekly update.

During the noon hour, the Geary County Commission will recognize Geary County employees who serve/served in the U.S. Armed Forces.

Geary County Commission will meet on Tuesday morning

The contractor has scheduled to begin reopening WB I-70 through Junction City in Geary County. 

Traffic will be reduced to one lane on EB &amp; WB I-70 as the contractor works to finalize construction. Following the completion of Phase 2, I-70 is scheduled to fully reopen to unrestricted traffic in mid-late November. 

The final phase of construction, Phase 3, is scheduled to begin in March 2025 and be completed by Dec. 2025.

KDOT to begin re-opening westbound I-70 in Junction City

Junction City Sanitation Schedule for Veteran's Day

A basic tenet of government is to be responsive to its citizens. It is very important to me as the Interim City Manager and one that I have encouraged City Staff to also value. I have observed that our response to calls, questions, and concerns has improved. I wanted to take a moment and say thank you to Department Heads, Managers, and City Staff for their efforts in responding quickly and professionally to all the inquiries that we receive day in and day out.

Also, a hats off, respectful nod, and a big thank you to all the veterans for serving our great country.

According to the 515 Report: KDOT is planning to normalize traffic on I-70 through the winter season. The contractor will still be working in the area and have lanes down at times.

 The South Washington Roundabout is now open and the contractor has now completed hydro seeding on the project.

The City Commission approved the KDOT Agreement for the bid on the roundabout and paying the city’s share of the project of $192,000.00.

34th Annual Heart of America Band Concert is Sunday at the C.L. Hoover  Opera House

TOPEKA, Kan. –&nbsp;Active military, veterans, and one guest are invited to watch Kansas student-athletes participating in playoff football this week at no charge. For the second year, the Kansas State High School Activities Association is pleased to provide complimentary admission to all Sectional Championship football games to be played on November 14th and 15th.

Any active military or veteran and one guest will be admitted free of charge, simply by showing their driver’s license, which has a seal indicating the person is a veteran and signifying service. If the individual has not renewed their license in the last couple of years, a veteran ID card or any proof of identification is acceptable.

“This is the second year that we have done this for our those that have served or are serving and we hope to continue this for many years to come,” said Bill Faflick. “We can never fully repay the sacrifice made by those who protect our country and our freedom but we need to recognize them, and say ‘thank you.’”

Sectional football may take place either Thursday or Friday based on facility availability. Host schools may also honor veterans/active military in other ways on gameday.

The Senior Day contest will be the first and only time this season the Wildcats will host games in consecutive weeks. It will be the seventh all-time meeting between K-State and UC as the Bearcats hold a 4-2 advantage, but the Wildcats have won each of the last two games – a 23-21 victory in Cincinnati in 1995 and a 35-0 win at home in 1996.

The Wildcats host Arizona State this Saturday in a 6 p.m., contest that will be shown on ESPN. Tickets to the game against the Sun Devils are down to standing-room only, while the game against Cincinnati are down to scattered singles.
