TOPEKA, Kan. (AP) — Gov. Laura Kelly said Thursday that her goal is to start reopening the Kansas economy on May 3 but she may not be able to do it because the state is “nowhere near” having the supplies needed for adequate coronavirus testing.

Kelly’s comments came after hundreds of people protested around the Statehouse against&nbsp;<a href="https://apnews.com/dbec40f995b83b9a88cfe56cd1149708">a stay-at-home order</a>&nbsp;from the Democratic governor set to expire May 3. Participants in similar protests across the country contended that such orders damage the economy and violate people’s civil rights.

Health and government officials argue such orders orders are the best way to slow the spread of the novel coronavirus. Kelly said a key issue in lifting restrictions is being able to test enough to identify and contain outbreaks quickly and take steps to contain them locally.

Kansas has struggled to get enough supplies from the federal government and private companies in competition with other states. It has had among the lowest testing rates of any state, 7.32 per 1,000 residents as of Thursday.

“We are nowhere near where we need to be with testing supplies,” Kelly said during a Statehouse news conference. “It’s the biggest frustration that I have.”

Kansas did receive&nbsp;<a href="https://apnews.com/8c5145956432b1583d53fb98225d38a5">7,000 testing kits</a>&nbsp;from the federal government this past weekend because of outbreaks in meat-packing plants. It also&nbsp;<a href="https://apnews.com/67c6c34c71c00a739657687d8286f78d">liberalized its testing guidelines</a>&nbsp;this week.

But Kelly said the state has been told after multiple unfilled orders for supplies to the Federal Emergency Management Agency that it should direct requests to the federal Centers for Disease Control instead.

Meanwhile, the Department of Health and Environment is planning to train existing state workers and bring on volunteers to have 400 people to help trace infected people’s contacts. But the department said Thursday it is still recruiting and training them.

The protesters Thursday suggested Kelly has gone too far in imposing restrictions and shutting down the economy. They held or posted signs with slogans such as, “Fear is the real virus,” and “Choose Freedom. Reopen America.”

Many participants carried signs or waved flags supporting the reelection of President Donald Trump. Others were anti-vaccine activists, tea party movement members or gun-rights supporters. One vehicle displayed a Confederate flag; a protest sign promoted a far-right conspiracy theory.

A recent Associated Press-NORC Center for Public Affairs Research&nbsp;<a href="https://apnews.com/9ed271ca13012d3b77a2b631c1979ce1">survey&nbsp;</a>showed that Americans remain overwhelmingly in favor of stay-at-home orders and other efforts to slow the spread of the coronavirus. At the Statehouse, a few local nurses stood silently in scrubs to thank health care workers and counter-protest.

The state health department reported 2,482 confirmed cases, up 12.3% from 2,211 reported Wednesday. The state reported 112 people have died, two more than reported Wednesday. Infections are likely more numerous because of the state’s low testing rate and studies suggest people can be infected and not feel sick.

For most people, the new coronavirus causes mild or moderate symptoms that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness and death.

Long-term care homes have been&nbsp;<a href="https://apnews.com/e34b42d996968cf9fa0ef85697418b01">particularly hard hit,</a>&nbsp;with at least 17 clusters of cases in such homes in Kansas and 58 COVID-19-related deaths, more than half the state’s total.

Twenty-seven deaths were among residents of the Riverbend Post Acute Rehabilitation home in Kansas City, Kansas. The family of an 87-year-old man who died filed a lawsuit Thursday accusing the home of negligence. The home declined comment.

TOPEKA&nbsp; — A rally to protest the stay-at-home order began at noon Thursday in Topeka.

According to Operation Gridlock Topeka, "It is time to open Kansas back up for business. It is time to converge on Topeka and show Governor Kelly that WE THE PEOPLE of Kansas can be safe, responsible, and LOUD!"

Event organizers encouraged those in attendance to stay in cars, honk horns, and wave flags. "Make sure she hears you and tell her to OPEN KANSAS UP!"

Between 75 and 100 people attended a similar rally in Kansas City on Monday to demand that the orders be lifted.

The event near the city's Country Club Plaza followed protests that began across the country last week, with some drawing much larger crowds.

Amid protests, Kelly says May 3 reopening of Kansas in doubt

Party chairman Mike Kuckelman wrote to Kansas Senate President Susan Wagle and former Johnson County Commissioner Dave Lindstrom on Thursday in letters obtained by&nbsp;<a href="https://www.kansascity.com/news/politics-government/article242232001.html" target="_blank">The Kansas City Star</a>&nbsp;to tell them that they lack a viable path to the nomination to replace retiring GOP Sen. Pat Roberts, noting in part their weak fundraising,

Wagle has roughly $515,000 cash on hand and Lindstrom, a former Kansas City Chiefs player, about $266,000, with much of the money for both of them coming from personal loans.

Meanwhile, Democratic state Sen. Barbara Bollier raised $2.35 million in the latest fundraising period.

Shannon Golden, the state party’s executive director, said the party is attempting to set up a clear choice for voters between Kris Kobach, who served as Kansas secretary of state before losing the 2018 governor’s race, and U.S. Rep. Roger Marshall of western Kansas.

Neither Wagle nor Lindstrom planned to take the advice. Wagle’s campaign spokesman Matt Beynon said that Wagle would win the primary and beat Bollier in November. Lindstrom acknowledged that he faced “a challenge” but insisted that he could win.

TOPEKA — Kansas Governor Laura Kelly and Labor Secretary Delia Garcia held a 30-minute new conference Thursday afternoon.&nbsp;They discussed some positive news for individuals seeking unemployment benefits.

The Federal pandemic compensation which provides an additional $600 weekly payment for those seeking unemployment benefits went live Thursday.&nbsp; See more on the <a href="https://www.dol.ks.gov/home/2020/04/23/cares-act---federal-pandemic-unemployment-compensation-(fpuc)-now-live">program here.</a>

It is part of the Federal CARES-ACT that is focused on expanding benefits in the wake of the coronavirus pandemic. A processing issue that delayed implementation of the benefit has been resolved and the Kansas Department of Labor is expected to process over $3.4M in benefits Thursday.

In addition, the governor responded to questions about those protesting her stay-at-home order.

SEDGWICK COUNTY — Law enforcement authorities are investigating a sexual assault and have made an arrest.

Just after 5 a.m. Wednesday, police responded to a call for police at a home in the 3000 block of North Porter in Wichita, according to officer Charley Davidson.

Upon arrival, officers heard a disturbance inside the home and, through a window observed a suspect later identified as Horace Gwyn, 54,&nbsp; holding his girlfriend hostage with a knife to her throat, threatening to harm her if police entered.

Officers were able to establish communication with Gwyn through a window and communicate with him in an effort to de-escalate the situation. At that point, the girlfriend screamed.&nbsp; The officers thought she was being injured, feared for her life, and forced entry into the home.

Gwyn released his girlfriend and jumped out of a window in an attempt to flee, but was arrested after being tased by an officer on the scene.&nbsp; Gwyn was not injured. The woman was contacted inside of the house and had sustained minor cuts to her neck and chest from the knife.&nbsp;

Gwyn is being held on a <a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20035163">$50,000 bond</a> on requested charges of rape, aggravated burglary, two counts of aggravated sodomy, aggravated kidnapping, two counts of aggravated battery, battery of a law enforcement officer, and resist arrest.

&nbsp;Gwyn has previously been arrested and convicted of charges that include Aggravated battery and battery, according to Davidson.

Police catch Kan. rape suspect after he jumps out window

WASHINGTON(AP)—The Trump administration is barring most international students and all students who entered the U.S. illegally from receiving emergency college grants approved by Congress as part of&nbsp;<a href="https://apnews.com/2099a53bb8adf2def7ee7329ea322f9d">a $2.2 trillion coronavirus rescue package</a>.

Education Secretary Betsy DeVos issued the restriction in new guidelines released Tuesday telling colleges how to distribute more than $6 billion in grants meant to help students cover unexpected costs triggered by the pandemic. Earlier guidance from the Education Department suggested universities would have wide flexibility in distributing the grants, but the new guidelines said that only students who qualify for other federal student aid can receive the aid.

More than 400,000 students are estimated to have entered the U.S. illegally. More than 1 million international students are enrolled at U.S. colleges.

University leaders and immigration groups blasted the change, saying DeVos is imposing new limits that were not included in Congress’ legislation. The rescue package did not specify which students are eligible for grants, and many colleges had planned to distribute emergency grants to needy students regardless of their citizenship status.

Some prestigious universities cited the new policy in decisions to reject the funding. Princeton University announced Wednesday that it would refuse its $2.4 million share of coronavirus relief over the policy. Harvard University also cited the change in its decision to reject $8.7 million in aid.

The Education Department said its guidance is aligned with other federal laws. The agency cited the Higher Education Act, a sweeping law that says only U.S. citizens and a narrow set of “eligible noncitizens” are eligible for federal student aid. Angela Morabito, a department spokeswoman, said the rescue package legislation “makes clear that this taxpayer funded relief fund should be targeted to U.S. citizens, which is consistently echoed throughout the law.”

But some higher education advocates challenged that claim. The American Council on Education, an association of college presidents, said the rescue package placed no limits on student eligibility.

“The statute says almost nothing about who is eligible to receive a grant. The Department of Education owns this decision. Period,” said Terry Hartle, the group’s senior vice president. He added that the group is disappointed by DeVos’ policy. “We strongly believed many of these students needed help.”

The guidelines have created confusion about exactly which students can receive the grants, Hartle said. It’s clear that the department is excluding immigrants who entered the U.S. illegally and international students, he said, but it’s unclear how schools should determine eligibility. Most colleges don’t ask students if they’re U.S. citizens, he said, and officials have no easy way to check.

“A college could give an emergency grant to a Dreamer without realizing the person is a Dreamer,” he said, referring to immigrants who were brought to the U.S. illegally but allowed to stay under the under the Deferred Action for Childhood Arrivals program, or DACA.

At the University of California, Riverside, officials had been planning to award grants to some of the campus’ estimated 600 DACA recipients. Now, officials will turn to fundraising or other revenue sources to help students excluded by the Education Department.

Chancellor Kim Wilcox said he’s grateful for the federal relief but was disheartened by DeVos’ policy.

“I was disappointed for students here at UCR, for students across California, and I was disappointed for the nation,” Wilcox said. “This is a huge economic hit and there are pressing needs everywhere.”

Student advocates see DeVos’ update as a reversal from her previous guidance. When DeVos made the funding available in early April, she said colleges would be given flexibility in deciding how to award grants. She told colleges to focus on helping the neediest students. And in paperwork that colleges sign to receive the funding, the agency says the relief isn’t considered federal financial aid.

That earlier guidance led some schools to believe the grants were exempt from citizenship requirements.

Sara Goldrick-Rab, a professor of higher education policy and sociology at Temple University, said the new requirements are cruel to students who were counting on the grants to cover food, housing and other costs, and to colleges that now have to scramble to revise plans for distributing the funding. Losing access to the grants will likely force some students to drop out, she said, especially those whose families are dealing with unemployment amid the pandemic.

“They’re not going to have the money that they need to stay connected to their college. And people who drop out of college often do not come back,” said Goldrick-Rab, who founded the nonprofit Hope Center for College, Community and Justice.

Critics say the policy is particularly unjust because the same students now barred from receiving grants were counted in the formula used to allocate money for schools. The rescue package provided $14 billion for the nation’s colleges, offering them varying sums based on their student enrollment and the percentage of students they teach from poorer backgrounds.

The United We Dream Network, which advocates for DACA recipients, said it was “callous” of DeVos to block so many students from access to funding. Sanaa Abrar, the group’s advocacy director, urged Congress and colleges to find other ways to help students excluded by DeVos’ directive.

“Every single relief package being discussed in Congress must include both the health care and financial assistance immigrant communities need,” Abrar said, “especially as the Trump administration continues to attack and scapegoat our communities amidst a pandemic.”

 </figure>WASHINGTON(AP)—The Trump administration is barring most international students and all students who entered the U.S. illegally from receiving emergency college grants approved by Congress as part of&nbsp;<a href="https://apnews.com/2099a53bb8adf2def7ee7329ea322f9d">a $2.2 trillion coronavirus rescue package</a>.Education Secretary Betsy DeVos issued the restriction in new guidelines released Tuesday telling colleges how to distribute more than $6 billion in grants meant to help students cover unexpected costs triggered by the pandemic. Earlier guidance from the Education Department suggested universities would have wide flexibility in distributing the grants, but the new guidelines said that only students who qualify for other federal student aid can receive the aid.More than 400,000 students are estimated to have entered the U.S. illegally. More than 1 million international students are enrolled at U.S. colleges.University leaders and immigration groups blasted the change, saying DeVos is imposing new limits that were not included in Congress’ legislation. The rescue package did not specify which students are eligible for grants, and many colleges had planned to distribute emergency grants to needy students regardless of their citizenship status.Some prestigious universities cited the new policy in decisions to reject the funding. Princeton University announced Wednesday that it would refuse its $2.4 million share of coronavirus relief over the policy. Harvard University also cited the change in its decision to reject $8.7 million in aid.The Education Department said its guidance is aligned with other federal laws. The agency cited the Higher Education Act, a sweeping law that says only U.S. citizens and a narrow set of “eligible noncitizens” are eligible for federal student aid. Angela Morabito, a department spokeswoman, said the rescue package legislation “makes clear that this taxpayer funded relief fund should be targeted to U.S. citizens, which is consistently echoed throughout the law.”But some higher education advocates challenged that claim. The American Council on Education, an association of college presidents, said the rescue package placed no limits on student eligibility.“The statute says almost nothing about who is eligible to receive a grant. The Department of Education owns this decision. Period,” said Terry Hartle, the group’s senior vice president. He added that the group is disappointed by DeVos’ policy. “We strongly believed many of these students needed help.”The guidelines have created confusion about exactly which students can receive the grants, Hartle said. It’s clear that the department is excluding immigrants who entered the U.S. illegally and international students, he said, but it’s unclear how schools should determine eligibility. Most colleges don’t ask students if they’re U.S. citizens, he said, and officials have no easy way to check.“A college could give an emergency grant to a Dreamer without realizing the person is a Dreamer,” he said, referring to immigrants who were brought to the U.S. illegally but allowed to stay under the under the Deferred Action for Childhood Arrivals program, or DACA.At the University of California, Riverside, officials had been planning to award grants to some of the campus’ estimated 600 DACA recipients. Now, officials will turn to fundraising or other revenue sources to help students excluded by the Education Department.Chancellor Kim Wilcox said he’s grateful for the federal relief but was disheartened by DeVos’ policy.“I was disappointed for students here at UCR, for students across California, and I was disappointed for the nation,” Wilcox said. “This is a huge economic hit and there are pressing needs everywhere.”Student advocates see DeVos’ update as a reversal from her previous guidance. When DeVos made the funding available in early April, she said colleges would be given flexibility in deciding how to award grants. She told colleges to focus on helping the neediest students. And in paperwork that colleges sign to receive the funding, the agency says the relief isn’t considered federal financial aid.That earlier guidance led some schools to believe the grants were exempt from citizenship requirements.Sara Goldrick-Rab, a professor of higher education policy and sociology at Temple University, said the new requirements are cruel to students who were counting on the grants to cover food, housing and other costs, and to colleges that now have to scramble to revise plans for distributing the funding. Losing access to the grants will likely force some students to drop out, she said, especially those whose families are dealing with unemployment amid the pandemic.“They’re not going to have the money that they need to stay connected to their college. And people who drop out of college often do not come back,” said Goldrick-Rab, who founded the nonprofit Hope Center for College, Community and Justice.Critics say the policy is particularly unjust because the same students now barred from receiving grants were counted in the formula used to allocate money for schools. The rescue package provided $14 billion for the nation’s colleges, offering them varying sums based on their student enrollment and the percentage of students they teach from poorer backgrounds.The United We Dream Network, which advocates for DACA recipients, said it was “callous” of DeVos to block so many students from access to funding. Sanaa Abrar, the group’s advocacy director, urged Congress and colleges to find other ways to help students excluded by DeVos’ directive.“Every single relief package being discussed in Congress must include both the health care and financial assistance immigrant communities need,” Abrar said, “especially as the Trump administration continues to attack and scapegoat our communities amidst a pandemic.”

HUTCHINSON — Crude oil prices actually went negative Monday, but where could 
gas prices fall to? That's still to be seen, according to AAA Kansas.

"They
 will continue to push cheaper," said Shawn Steward with AAA Kansas. 
"AAA is forecasting the national gas price average to hit $1.75 or less 
in April. We're currently tracking toward that price point."

As of Thursday morning, the national average was $1.79 a gallon.

"Monday's
 drop in crude oil prices was driven in large part by the fact that 
storage facilities are at capacity right now," Steward said. "To offset 
some of those decimated demand levels, we're seeing U.S. refiners 
reducing production."

Some refineries in the U.S. are flat out 
closing, but at least for now, Kansas refineries in El Dorado, 
Coffeyville and McPherson are still running.

"On the consumer 
side, it's great to be paying less for gas if you do need gas right 
now," Steward said. "There's also that economic impact for the oil and 
gas industry that is important to consider, as well."

Gas in Kansas is at $1.52 as of Thursday morning, with the average in Reno County at just under $1.60 a gallon.

In mid March, the state said bars and restaurants could sell&nbsp;bottles of beer and wine in the original container curbside along with meals.

This new order allows sales of alcoholic beverages that are not packaged in an original container. The sale of alcoholic beverages for carryout consumption is subject to the following requirements:

Governor's new order allows for the sale of drive-through booze 

TOPEKA, Kan. – Law enforcement authorities are investigating a weekend officer involved shooting in Topeka and have a suspect in jail, according to Police Chief Bill Cochran.

Just 1:30 p.m. Sunday an officer from the Topeka Police Department was in the area of SW 12th St. and SW Buchanan St. conducting a traffic stop.

The officer was then dragged by the suspect’s vehicle for an unknown distance. While the officer was being dragged, the officer fired their department issued firearm at least one time, striking the suspect who was later identified as&nbsp;19-year-old Dujontez Jaimandre Jerome Owens.

Owens fled and later crashed his vehicle in the area of 1208 SW Throop Street.&nbsp; He was taken into custody and officers began to render aid until paramedics arrived. Owens was then taken to a local hospital with non-life threatening injuries.

The officer sustained injuries in the incident. Paramedics at the scene rendered aid to him. Authorities have not released his name.

On Wednesday, Owens was released from the hospital, arrested and booked into the Shawnee County Department of Corrections on requested charges of Aggravated Assault LEO Aggravated Battery LEO and Fleeing/Eluding.

Suspect shot during Kan. traffic stop moved from hospital to jail

TOPEKA, Kan. (AP) — Kansas’ top health official said Wednesday that the state is considering testing all prison inmates and residents of long-term care homes for the coronavirus, as such homes have accounted for more than half of the state’s COVID-19-related deaths and a prison has had a major outbreak.

Dr. Lee Norman, head of the Kansas Department of Health and Environment, said the state also is looking at testing all of those institutions’ employees. He said such testing represents population studies the state must do to determine the true extent of the virus.

“We haven’t had the testing materials to do that,” Norman said during an Associated Press interview. “We’re just coming up to that now.”

Gov. Laura Kelly, who issued a statewide&nbsp;<a href="https://apnews.com/425a488fcf8f16dfb0d7e06a9293b1ff">stay-at-home order</a>&nbsp;on March 30, has said that expanded testing is key to gradually reopening the state’s economy. Kansas has had among&nbsp;<a href="https://apnews.com/f6828656a14b81e1b0d695662b58ec3e">the lowest testing rates&nbsp;</a>of any state, 6.94 per 1,000 residents as of Wednesday, which was well below the national rate.

State officials said it’s been difficult to get supplies. Norman said Wednesday that there’s been under-reporting of tests by private labs.

Norman said the state has seen 17 clusters of coronavirus cases in long-term care homes, accounting for 58 of the state’s 110 COVID-19-related deaths reported as of Wednesday. Twenty-seven deaths, alone, were from an outbreak at the&nbsp;<a href="https://apnews.com/7c367ab69c32d393755bdf1509e8e429">Riverbend Post Acute Rehabilitation&nbsp;</a>in Kansas City, Kansas.

Kansas officials said state and federal inspectors are looking into infection control measures that are being implemented at the Riverbend facility.

Norman said during a Statehouse news conference: “They should be able to go back to a full and normal existence once the cleansing and once the ‘X’ number of days out are sufficient so that there’s not transmission of new cases.”

Cory Schulte, Riverbend’s executive director, didn’t immediately reply to a phone message Wednesday seeking comment.

For some people, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia. For most, the coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks.

The state reported Wednesday that it has 2,211 confirmed coronavirus cases, up 9.2% or 186 from Tuesday. However, with Kansas testing at a low rate — and not people who don’t show symptoms — the number very likely under-reports cases. The state reported three new COVID-19-related deaths Wednesday.

The state prison in Lansing, outside Kansas City, has had 110 confirmed coronavirus cases, including 50 among inmates. The state faces an American Civil Liberties Union of Kansas lawsuit seeking the release of vulnerable inmates and Kelly said she’s “very close” to announcing a plan, though, it won’t affect “a whole huge number.”

Like some other states, Kansas has seen outbreaks in meatpacking plants. Of the 19 coronavirus-case clusters among businesses, six involve meatpacking plants, accounting for 168 confirmed cases but no deaths, Norman said.

Kelly said there have been no discussions with the companies yet about closing meatpacking plants, just how to protect their workers. In Iowa, Tyson Foods&nbsp;<a href="https://apnews.com/d21fe9a4864971427d40fd2caa61ad34">suspended operations</a>&nbsp;Wednesday at its largest pork processing plant.

Kansas accounts for roughly a quarter of the nation’s beef, and Kelly said, “It’s a very, very important supply chain that we need to keep as productive as we can.”

Meanwhile, the Legislature is not expecting to reconvene Monday from an unusually long, coronavirus-inspired spring break as previously planned. Legislative leaders postponed a decision on when to return to as late as May 6.

Kansas mulls coronavirus tests for all in prison, care homes

WASHINGTON (AP) — President Donald Trump on Wednesday played down the possibility that the coronavirus could be worse this winter despite medical experts’ warnings that COVID-19 could combine with the flu to make a more complicated return to the United States.

Trump, who has been pushing for states to begin reopening their economies, batted down notions that COVID-19 could return in large waves, as has happened in previous pandemics. Health experts and members of the White House coronavirus task force have warned of a possible comeback for the virus next fall.

“It’s not going to be what we’ve gone through, in any way, shape or form,” Trump said flatly.

He continued: “If it comes back, though, it won’t be coming back in the form that it was. It will be coming back in smaller doses that we can contain. ... You could have some embers of corona ... (but) we will not go through what we went through for the last two months.”

Trump then turned to Dr. Deborah Birx, coordinator of the coronavirus task force, and asked, “Doctor, wouldn’t you say there’s a good chance that COVID will not come back?”

Dr. Anthony Fauci, the nation’s top infectious disease expert, said later in the same briefing: “We will have coronavirus in the fall. I am convinced of that.”

He stressed that in the fall, the nation would be better prepared to manage it.

“Whether or not it’s going to be big or small is going to depend on our response,” Fauci said.

Trump’s insistence that the virus won’t pose a grave danger later this year could run the risk of creating a false sense of security when health experts are still urging Americans to take precautions. Moreover, it could stand as a precarious political prediction when he goes before voters in November.

Trump opened his daily briefing by calling up the head of the Centers for Disease Control and Prevention, Dr. Robert Redfield, to address his assertion a day earlier that “there’s a possibility that the assault of the virus on our nation next winter will actually be even more difficult than the one we just went through.”

Redfield said he wanted to clarify those remarks to The Washington Post, although he confirmed the statement was accurately reported.

“I didn’t say that this was going to be worse,” Redfield said. “I said it was going to be more difficult and potentially complicated.”

He added, “We are building that public healthcare capacity now to make sure that we stay in the containment mode for the upcoming fall and winter season so we will not need to resort to the kind of mitigation that we had to in the spring.”

Trump had been unhappy about Redfield’s remarks, which conflicted with the administration’s optimistic messaging that the country will soon move beyond the virus. The president tweeted earlier in the day that Redfield’s comments had been misconstrued.

Trump has frequently taken an optimistic view regarding the severity of the virus, including declarations last month that COVID-19 would “disappear.” In recent days, he has pushed for the nation to begin restarting its economy.

But his own health experts on Wednesday continued to urge caution. Fauci said that states beginning to reopen “should be careful” and that rushing to lift social distancing guidelines would likely accelerate infections.

Trump also said Wednesday that the Pentagon is planning a multicity tour by the U.S. military’s top flight demonstration teams to “champion national unity” amid the coronavirus pandemic. He said the Blue Angels and the Thunderbirds, the demonstration squadrons for the Navy and Air Force, will fly over a number of cities. And he promised a July Fourth celebration for the public on the National Mall.

State Treasurer to give away $50K in scholarships to 50 Kan. nurses

SEDGWICK COUNTY —A Kansas woman arrested for a fatal weekend shooting made her first court appearance Wednesday.

Jessica Sanders, 22 of Wichita, has been charged with 2nd degree murder, according to the Sedgwick County District Attorney's office. She is being held on a bond is $200,000.&nbsp;

have identified the victim as 64-year-old Mark Howard of Wichita.&nbsp;&nbsp;

Just before 12:30 p.m. on Sunday, police responded to a larceny just occurred call at the QuikTrip in the 700 block of South Broadway in Wichita, according to office Charley Davidson.

A suspect identified as Sanders had attempted to steal items from the business.

An officer located Sanders walking in the area of Orme and Market Street.&nbsp; As he approached her in his vehicle, he observed Sanders fire a single shot into the ground from a handgun.&nbsp; The officer identified himself and gave her verbal instructions to stop.&nbsp; Sanders ignored the officer and continued to walk away from him and into a home in the 800 block of South Market.

As officers worked to contact Sanders inside the home, they observed a man later identified as 64-year-old Mark Howard inside the home deceased with a gunshot wound to his upper body.&nbsp;

The WPD Special Weapons and Tactics (SWAT) team was sent to the location to assist with the investigation.&nbsp; After several hours, utilizing time, distance, and communication, officers had Sanders exit the home, and she was arrested without further incident.

The investigation revealed Sanders had previously shot Howard one time inside the home, causing his fatal injuries.&nbsp; Officers also recovered a handgun inside the house.&nbsp; Additionally, during the investigation, Sanders continually exhibited very erratic behavior, possibly induced by the use of illegal narcotics.&nbsp;

Attorneys in the case are scheduled to discuss it on May 7.&nbsp; A next court appearance has not been scheduled, according to the Sedgwick County District Attorney.

Kan. woman charged with murder of man before standoff

IOWA CITY, Iowa (AP) — Tyson Foods suspended operations Wednesday at an Iowa plant that is critical to the nation’s pork supply but was blamed for fueling a massive coronavirus outbreak in the region.

The Arkansas-based company said the closure of the plant in Waterloo would deny a vital market to hog farmers and further disrupt U.S. meat supply. Tyson had kept the facility, its largest pork plant,&nbsp;<a href="https://apnews.com/5f8a702a4e86a1c6681d3749af1e8c58">open in recent days</a>&nbsp;over the objections of alarmed local officials.

The plant can process 19,500 hogs per day, accounting for 3.9% of U.S. pork processing capacity, according to the National Pork Board.

More than 180 infections have been linked to the plant and officials expect that number to dramatically rise. Testing of its 2,800 workers is expected to begin Friday. Cases and hospitalizations in Black Hawk County have skyrocketed in recent days and local officials say the plant is the source of most infections.

In addition to those who have&nbsp;<a href="https://apnews.com/VirusOutbreak">tested positive</a>&nbsp;for the virus, hundreds of workers were staying home out of fear, and the plant had been running at reduced production levels.

Employers have struggled to contain the virus in meatpacking plants, where&nbsp;<a href="https://apnews.com/26bf8fc20f2873d9701fd2ea95f87be4">workers toil side by side</a>&nbsp;on production lines and often share crowded locker rooms, cafeterias and rides to work. While plants have added safety measures, public health experts say social distancing is virtually impossible.

Several facilities have temporarily closed due to virus outbreaks, including a Smithfield Foods plant in Sioux Falls, South Dakota, a JBS USA plant in Worthington, Minnesota, and a Redwood Farms Meat Processors in Estherville, Iowa. Others have&nbsp;<a href="https://apnews.com/9fe445bacb2a4638e7bf88bbeb835cb7">stayed open or resumed production</a>&nbsp;after pauses for testing and cleaning.

An estimated 25% of U.S. pork processing capacity has been closed or idled due to reduced operating speed over the past two days, said Steve Meyer, an economist with Kerns and Associates in Ames, Iowa.

As a result, prices are starting to increase and analysts warn that customers could soon see shortages of certain products at grocery stores. At the same time, hog prices are plummeting due to excess supply, devastating farmers.

In Kansas, a critical beef production state, an official said Wednesday that 168 meatpacking workers had tested positive to date. In Missouri, two rural counties that are home to several meatpacking plants reported huge spikes in infections.

Tyson Fresh Meats President Steve Stouffer said its Waterloo closure was driven by “the combination of worker absenteeism, COVID-19 cases and community concerns.” He warned of “significant ramifications” for farmers, distributors and grocers in the supply chain.

Tyson said workers would be compensated during the shutdown and that the timing of reopening would depend on several factors, including testing.

Local officials, including Waterloo Mayor Quentin Hart and the Black Hawk County Board of Health, had called on Tyson or Republican Gov. Kim Reynolds to temporarily close the plant. They had warned that its continued operation would exacerbate the spread of the virus in the area and that the company was endangering its workers.

A 65-year-old employee in the plant’s laundry department&nbsp;<a href="https://wcfcourier.com/news/local/tyson-worker-fondly-remembered-after-succumbing-to-covid-19/article_e7c1070c-f2ca-5578-baa8-8d1b8b79a6f4.html" target="_blank">died Sunday</a>&nbsp;after contracting the virus, the Waterloo-Cedar Falls Courier reported.

The governor blocked local authorities from closing the plant in an April 16 order that&nbsp;<a href="https://apnews.com/64e06ea0c2a83d2013240587e7d8d06b">banned social gatherings</a>&nbsp;in northeastern Iowa. It granted the exclusive power to the Iowa Department of Public Health to shut down businesses over coronavirus concerns.

The governor and the department had been working with Tyson to keep the plant open.

Reynolds argued that the economic disruption caused by plant closures outweighed the health risks, warning that farmers might have to euthanize their pigs. She said that “people are gonna get” the virus in large workplaces but most will experience mild or no symptoms.

While it’s true that for most people, the virus causes mild or moderate symptoms that clear up in a few weeks, it can lead to more severe illness and even death for some, especially older adults and those with existing health problems.

Lawmakers said an earlier closure would have better protected public health and been less harmful economically. “My concern is the impact this has had because we didn’t act soon enough,” said Democratic Rep. Ras Smith of Waterloo.

The governor didn’t respond directly when asked Wednesday if the state should have intervened. She defended her overall response to the crisis but said, “There’s always more we could have done.”

RENO COUNTY —The Reno County Sheriff’s Office on Wednesday received confirmation to the identity of the driver involved in the single vehicle fatality accident on March 27 as Russell Lynn Carey, 54, of Hutchinson, according to a media release from the sheriff's department.

On March 27, deputies were dispatched to the 10000 BLK of South Avery Road., 2 miles south of Plevna, for a possible burned vehicle with a body inside.&nbsp;

The initial investigation revealed human remains were located inside of the burnt vehicle and an apparent single vehicle accident had occurred&nbsp;with unknown circumstances. 

Through the evening hours, Detectives conducted follow up interviews with at least 3 potential witnesses. The remains were transported to the Sedgwick County Forensic Science Center for an autopsy.&nbsp;

MONTGOMERY COUNTY —A girl is recovering after a fall on Wednesday in Montgomery County.

Just before 2p.m., the Montgomery County Sheriff's Office responded to the Elk City Lake walking trails after report of a girl who fell roughly 20 to 30 feet down one of the ledges on what is known as the blue trail, according to Sheriff Ron Wade.

Independence EMS along with a Montgomery County Deputies were able to locate the girl and her mother north of the shell beach area of the trail. 

EMS, and other rescue personal were able to safely extract the girl back down the trail to the Ambulance. They transported her to Labette ER in Independence.

The sheriff's office released no additional details Wednesday afternoon.

Kansas girl rescued after fall from walking trail

TOPEKA, Kan. – A resident at Topeka Correctional Facility (TCF) tested positive for COVID-19 on Wednesday, according to a media release from the Kansas Department of Corrections.

 This is the third KDOC facility with a confirmed case, with the first cases reported at the Lansing Correction Facility and Wichita Work Release Facility.

The resident at TCF is a female over the age of 20. This female was recently admitted to KDOC from a county jail and was being monitored for symptoms in the Intake Isolation unit at TCF. In order to protect the identity of the person, no other information will be released.

The KDOC has been in consultation with officials from the Kansas Department of Health and Environment (KDHE) on next steps to address these circumstances. As a result of that consultation with KDHE, the following steps were implemented:

“The men, women and children serving time in Kansas correctional facilities may be here because of past mistakes, but their health and wellbeing is important to us,” Zmuda said. “They will not be overlooked, and we are working every day to ensure that they are receiving the medical care and support that they need to one day successfully release back into the community.”

<a>The Topeka Correctional Facility is Kansas’ only all-female prison with a capacity of 948. The facility houses minimum, medium, special management and maximum custody residents.</a>
