SHAWNEE COUNTY—Law enforcement authorities investigating a stabbing at Dillons on June 1, continue to search for the suspect identified as 41-year-old Jason Bulger.

Just after 2:30p.m. Wednesday, police were dispatched to the Dillons store at 2010 SE 29th Street in Topeka in reference to a stabbing that had just occurred, according to Police Lt. Michael Hern.

EMS transported the male victim to a local hospital with non-life threatening injuries.&nbsp;

The possible suspect vehicle was located abandoned in the 2200 block of SW Edgewater Terrace, according to Hern.&nbsp;

The Topeka Police Department is looking to speak Bulger in connection with the attack. Anyone with information on Bulger is asked to contact police. 

He has previous convictions for aggravated assault, aggravated burglary, theft, driving while suspended and  flee or attempt to elude police, according to the Kansas Dept. of Corrections.

Search continues for Kansas man for stabbing at Dillons

FINNEY COUNTY —Law enforcement authorities are investigating a Kansas felon on new charges after home visit with the parolee.

Just after 4p.m. Tuesday, police responded to the 2800 block of Terrace Place to assist Special Agents from the Kansas Department of Corrections, according to a media release.

The KDOC Agents were conducting a home visit on 20-year-old Jalen Paxson of Garden City, who was a parolee within their agency and a convicted felon.

During a search of the residence, Officers found suspected THC, drug paraphernalia, and a firearm. Police arrested Paxson on requested&nbsp; charges of&nbsp;&nbsp;Felon in Possession of a Firearm (F), Drug Paraphernalia (F), and Possession of THC.

Paxson has previous convictions for aggravated assault with a deadly weapon and aggravated endangering a child, according to the Kansas Dept. of Corrections.

Violent Kan. felon arrested after home visit by KDOC

DOUGLAS COUNTY—The search for the driver of a fatal hit and run accident is over.

On Saturday, U.S. Marshals and Indiana State Troopers notified the Douglas County Kansas Sheriff’s Office that 28-year-old Jose Alfredo Galiano Mesa of Overland Park, was in custody in Martinsville, Indiana, according to Douglas County Sheriff Jay Armbrister.

The Sheriff’s Office had a warrant for Mesa’s arrest as the suspected driver that struck a motorcycle about 5:19 p.m., May 14 at East 1900 Road and Kansas Highway 10. Brooklyn Brouhard, 10, of Eudora, later died from injuries suffered in the crash. She was a passenger on the motorcycle driven by her grandfather Barry Larson, 54, of Eudora, who was also injured.

Authorities in Indiana located a vehicle with Mesa inside and took him into custody, and the Sheriff’s Office will now work on getting him extradited to Kansas to face charges.

“We are grateful for this arrest to begin the next chapter in the process in bringing answers to Brooklyn and her family. We thank all law enforcement agencies, especially the U.S. Marshals for their hard work.” Armbrister said.

“I also want to thank the public for their patience and trust in us in this process as we were limited in information we could provide while trying to locate a suspect in this serious crime who was eluding us.”

Mesa’s immigration status played a very large role in the need to keep his name from the public, Armbrister said.

“It was our fear that he would flee the country if we made him famous for all the wrong reasons, and we were poised to do so if it appeared he was moving south,” the sheriff said. “However, through tireless investigation, we knew he was still in the Midwest and could not risk pushing him out of the area, and due to those efforts, we were able to bring him safely into custody.”

After conducting an extensive investigation that included witness interviews, deputies early in the investigation were able to identify Mesa as the driver of the van that struck the motorcycle and left the scene. Mesa had been in Lawrence earlier in the day on May 14 for a painting job and was driving back to the Kansas City area.

Witnesses reported the driver of the white van after the collision proceeded down the ramp leaving its bumper behind and returned to eastbound K-10. Based on vehicle debris at the scene, witness interviews and assistance from area law enforcement agencies, deputies identified the vehicle and seized it on May 16 in the Kansas City area. After identifying Mesa, deputies and fellow law enforcement agencies, including the U.S. Marshals Service had attempted to locate Mesa.

DOUGLAS COUNTY— The Douglas County Sheriff’s Office has identified the driver of a fatal hit-and-run crash on May 14 at East 1900 Road and Kansas Highway 10, and investigators are actively searching for the suspect, according to Sheriff Jay Armbrister.

“The driver of the van was identified immediately after locating the van, and a warrant has been issued for his arrest. Authorities believe publicly disclosing his name will hinder law enforcement's ability to take him into custody. 

We ask for the community's continued patience as we work tirelessly to locate and bring this person safely into custody,” Armbrister said. “Once the driver is apprehended and we can provide more information, we believe the community will understand the circumstances.”

After conducting an extensive investigation that included witness interviews, deputies early in the investigation were able to identify the man suspected of driving the van that struck a motorcycle about 5:19 p.m., May 14. US Marshals arrest driver in hit-and-run that killed Kansas girl

FRANKLIN COUNTY—Law enforcement authorities are investigating a shooting on a Kansas highway and have made an arrest.

Just after 6:30a.m. Friday, Sheriff's Deputies arrested 22-year-old Devin W. Fuller of Baldwin City following an investigation that suggested he shot a gun from his vehicle at another vehicle, according to a media release from the Franklin County Sheriff.

The incident occurred as Fuller was chasing the other vehicle&nbsp; southbound on U.S. 59 Highway at a high rate of speed.

Fuller is jailed on a $1,000,000 bond on requested charges of attempted first-degree murder, endangerment, criminal discharge of a firearm and criminal possession of a firearm.

Sheriff: Kan. driver jailed for chasing, shooting gun at vehicle

TOPEKA, Kan. (AP) — A jury has found that a white Topeka police officer did not use excessive force when he arrested a Black man in 2018. Timothy Harris sued Officer Christopher Janes after his arrest during a traffic stop in Topeka. 

He alleged Janes violated his civil rights by taking him to the ground, hitting him and using pepper spray while his hands were handcuffed behind his back. A federal jury on Thursday ruled in Janes' favor. 

During closing arguments, Janes' attorney argued that Harris was resisting arrest during the confrontation and the officer's conduct was reasonable. Harris' attorney argued Harris was cooperating when he was thrown to the ground.

Police ask for help to locate Kan. felon for stabbing at Dillons

SEDGWICK COUNTY —Law enforcement authorities investigating a bank robbery have a suspect in custody.

The Wichita Police Department has arrested 55-year-old Roland Vandenberg of Wichita on a robbery charge stemming from an investigation of a bank robbery that occurred Thursday in the 4800 block of S. Broadway.

Just after 1p.m. Thursday, police were dispatched to a bank robbery in the 4800 block of S. Broadway in Wichita, according to Officer Trevor Macy.

Officers learned that a male suspect had entered the bank, demanded money, then left the bank northbound on Broadway. 

Officers located a man matching the suspect description in the area. He was identified as 55-year-old Roland Vandenberg of Wichita.&nbsp; Police <a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20073955">booked him into </a>the Sedgwick County Jail on a requested charge of robbery.

Police capture suspect who robbed Kansas bank

KANSAS CITY, Kan. (AP) — A police officer in Kansas who fatally shot a former police detective during a scuffle will not be charged with a crime, officials said.

The Wyandotte County Sheriff’s Office and the Wyandotte County District Attorney’s Office investigated&nbsp;<a href="https://apnews.com/article/police-kansas-city-kansas-743e3b4675777b36861effb0060d08bd">the November shooting of Lionel Womack</a>&nbsp;and found no wrongdoing,&nbsp;<a href="https://www.kansascity.com/news/local/article261998270.html" target="_blank">the Kansas City Star reported</a>. Jonathan Carter, a spokesman for the district attorney’s office, said Tuesday that no charges will be filed against the Kansas City officer who shot Womack.

Police have said two officers confronted Womack following 911 calls about a man standing in a road pointing at the sky and trying to jump in front of traffic. Within seconds of confronting Womack, the former detective had disarmed one officer and pointed the weapon at him, leading the second officer to shoot Womack, investigators said.

The confrontation and shooting were captured on police video. Authorities have not released the names of the officers involved.

“It’s obvious they did not want to shoot him,” Police Chief Karl Oakman told the Star. “They tried everything they could.”

Womack had a tumultuous relationship with the police department in Kansas City, Kansas. Womack was hired by the department in 2007, promoted to detective in 2018, and fired in August 2020 after numerous policy violations and conduct issues, the police chief has said.

Shortly after his termination,&nbsp;<a href="https://apnews.com/article/federal-lawsuit-kansas-deputy-run-over-b2ed9f2cde9e1cf22c56968969ca9db1">Womack alleged in an excessive force lawsuit</a>&nbsp;that a Kiowa County sheriff’s deputy intentionally drove over him on Aug. 15, 2020, during an encounter that was captured on dashcam video. The deputy denied the allegations and said he’s entitled to qualified immunity.

Court records show Womack’s wife, Z’iontae Womack, has been substituted as the plaintiff in that civil lawsuit, as the administrator of her husband’s estate. She is also a detective with the same police department.

Kan. officer who fatally shot ex-detective will not be charged

HUTCHINSON, Kan. — The defendant in a double homicide has been bound over for trial following more than six hours of testimony during his preliminary hearing in Reno County District Court.

He is also charged with theft and had a fourth count of solicitation of perjury for trying to convince a friend, Sherry Reed, to lie on the witness stand or not show for the hearing at all.&nbsp;

Testimony Thursday morning came from friends of Bates and Anstine. Both Cathy Havell and Dawnita Joe Hartung testified they tried to get a hold of Bates over a period of two days. They testified that they drove out to a place called the "compound" east of Hutchinson where they met a man who ended up being Hardwick. He told the two women that the pair of victims had gone to town to buy cigarettes.

The two men were eventually found, Bates in a ditch covered in tree limbs and Anstine in a pit used for burning trash, his body consumed by a fire in the pit. Forensic evidence showed that Bates had been shot twice in the face while Anstine had been shot at least once in the back. The barrel of a shotgun was also found in the burn pit.

Detectives and deputies of the Reno County Sheriff’s Department also took the stand testifying about the amount of evidence they collected. DNA samples taken from items found in a camper were connected to Hardwick. DNA testing was also done on the two victims to identify them. Evidence collected from the scene included 12-gauge shotgun shells, two where Bates was allegedly shot and one more about 75 feet away near the burn pit where Anstine was found. Also found were a debit card, a receipt, a bus ticket and social security card, all belonging to the defendant.&nbsp;

The additional count of solicitation to commit perjury was added after a phone call between the defendant and Reed was played in court. Reed had just finished testifying but could not remember much about phone calls she got from Hardwick or much of anything else other than she drove him to a bus station in Kansas City. In the recorded FaceTime conversation, Hardwick repeatedly tells Reed not to show up for the hearing and, if she did testify, to tell the court she was mentally unstable and on drugs. At one time he said, “Please don’t come,” and repeatedly said, “you don’t have to show up.”

There was also testimony about a red Ford truck that was taken from the crime scene. That truck, which belonged to Anstine, was found at Pretty Prairie Road and Victory Road in October. Fingerprints tested from the truck belonged to Hardwick, although Detective Matthew Franklin with the Reno County Sheriff's Department could not say that the prints were put there during the murder and could have been placed there at any time. The defense for Hardwick asked few questions during the hearing, but did say during the testimony from Reed that Hardwick had said he was drugged and raped by the two victims. He is also quoted as saying that “Bates was a friend and he dropped like a martyr.”&nbsp;&nbsp;

Hardwick was arrested in Maize Sept. 1 near a Dollar General store where he had allegedly made purchases. The clerk at the store told detectives that Hardwick said to her that his truck had broken down near Hutchinson and that he walked to Maize. Detectives were able to locate Hardwick from a ping on a cell phone. He was found in an abandoned grain elevator.

Hardwick will be arraigned July 5 before Judge Keith Schroeder.

Just after 4:30p.m. Monday, police arrested 51-year-old Shannon Wilson at his home in Wakefield, according to&nbsp;Steve Elstrom, Director of Public Affairs with Fort Riley.

Wilson was booked into the Clay Co. Jail on a requested charge of domestic battery, according to the sheriff's department and is no longer in custody, according to online jail records.

Wilson has been employed as a Department of the Army Civilian employee since 2014. He has been Deputy Chief since 2016. 

During the investigation, Wilson has been assigned duties without law enforcement authority.

A 69-year-old Saline County woman is out $1,900 after she was scammed via Facebook Messenger.

On May 22, the woman was contacted via Facebook Messenger by someone claiming to be with Publishers Clearing House, according to&nbsp;Saline County Undersheriff Brent Melander.

 The person told her that if she wanted to get the $100,000 she had won from Publishers Clearing House, she would need to buy gift cards and send the card information to the person.

According to the Fraud Protection page on the Publishers Clearing House website, "At PCH the winning is always free and you NEVER have to pay to claim a prize. Recognizing the difference between legitimate sweepstakes and other types of offers that may not be legitimate will help you protect yourself and your family. If someone contacts you claiming to be from PCH, and tells you that you’ve won a prize– then asks you to send a payment or money card in order to claim the prize – STOP! You have not heard from the real PCH."

Melander said the woman went to multiple stores and bought $1,900 worth of gift cards and then provided the information to the person who contacted her. Once she did that, her money was gone, and the alleged prize notification disappeared shortly there after. 

Melander said that in such situations, there is little, if anything, law enforcement can do to get the money back and arrest the wrongdoers. He urged people to be vigilant when contacted by people claiming prizes have been won.

He also encouraged business to pay closer attention when they see people, especially older people who might seem confused, purchasing gift cards with large amounts and asked that the businesses contact law enforcement.

🎥Kansas woman lost $1,900 in Facebook Messenger scam

LAWRENCE — The Douglas County Sheriff’s Office has identified the driver of a fatal hit-and-run crash on May 14 at East 1900 Road and Kansas Highway 10, and investigators are actively searching for the suspect, according to Sheriff Jay Armbrister.

DOUGLAS COUNTY —Law enforcement authorities continue their investigation of a hit and run accident that killed a 9-year-old Kansas girl. Authorities in Douglas County have not reported an arrest or that they identified the driver.

On May 16, the sheriff's office reported they located a vehicle in the Kansas City area they suspect to be the transit van involved in the crash, according to a media release from the Douglas County Sheriff's office.

Brooklyn Brouhard, 9, of Eudora died from injuries suffered in the crash that occurred just after 5p.m. on May 14. She was passenger on a motorcycle driven by her grandfather 54-year-old Barry Larson who was also injured.

Larson was driving a motorcycle northbound on East 1900 Road with Brooklyn as a passenger. As the motorcycle approached the overpass, the transit van moved forward from the stop sign and the top of the eastbound off ramp from K-10 and into the intersection and struck the motorcycle.

Witnesses reported that after the collision, the driver of the white van proceeded down the ramp leaving its black front bumper cover behind and returned to eastbound K-10.&nbsp;

EMS transported Larson and his granddaughter to an area hospital where she died.&nbsp; The Douglas County sheriff's office released no new details over the past week.

Kansas serial burglary suspect caught inside church

 </figure>SHAWNEE COUNTY—Law enforcement authorities are investigating a stabbing and continue to search for a suspect.Just after 2:30p.m. Wednesday, police were dispatched to the Dillons store at 2010 SE 29th Street in Topeka in reference to a stabbing that had just occurred, according to Police Lt. Michael Hern.The male victim was transported to a local hospital with non-life threatening injuries.&nbsp;The possible suspect vehicle was located abandoned in the 2200 block of SW Edgewater Terrace, according to Hern. An area search was conducted. Police have not reported an arrest.

Police search for suspect after Kan. man stabbed at Dillons

OLATHE, Kan. (AP) — A Missouri man has been convicted of killing a woman he was accused of stalking and faces life in prison when he's sentenced in October. 

The Kansas City Star reports that a Johnson County jury found 44-year-old Clyde James Barnes Jr., of Kansas City, guilty Tuesday of first-degree murder and other counts in the July 2020 killing of 42-year-old Jessica Smith in her Olathe home. 

Barnes was also found guilty of aggravated burglary, unlawful tampering with electronic monitoring, criminal threat and violation of a protection order. Olathe police who were responding to a burglary call at Smith's home found her body inside and arrested Barnes hours later. At the time, Barnes was out on bond for a stalking charge involving Smith, but the charge was later dismissed.

Investigators learned that Krueger was walking in the neighborhood where he lives, approximately 20-30 minutes before his body was found. They believe he was struck by a vehicle, which then fled the scene.

RENO COUNTY — A preliminary hearing is set for Thursday morning in Reno County District Court for a Hutchinson man facing two counts of first-degree murder.

Kyle Hardwick is accused in the deaths of 58-year-old Philip Anstine and 56-year-old Marion Bates in August of 2021.

Police arrested Hardwick in Maize Sept. 1 after he was listed as a person of interest after authorities discovered the bodies of Bates and Anstine on a property in eastern Reno County.

Thursday’s hearing begins at 9:30 a.m. in front of Judge Joe McCarville.

Someone called authorities on a suspicious vehicle in a rural area of Reno county and it matched the description of the suspect vehicle.

Kyle Hardwick, 37, is charged with two counts of first-degree murder in the deaths of 56-year-old Marion Edward Bates and 58-year-old Phillip Duane Anstine.

Police arrested Hardwick in&nbsp; Maize Sept. 1 after he was&nbsp; listed as a person of interest when two bodies were discovered on a property in eastern Reno County. The truck had been missing since the crime was discovered.

The sheriff’s department says it hopes that the truck will bring about new information that will assist in the investigation.&nbsp;

Preliminary hearing to begin in Kansas double murder

RENO COUNTY— Police arrested a Hutchinson man after he allegedly threatened to harm his co-workers at a business in Hutchinson business.

On Tuesday afternoon, police detained 24-year-old Andrew Patterson during a traffic stop after law enforcement received information that he had made the threatening comments, according to a media release.

During the stop, police found detailed plans in Patterson’s vehicle to carry out an act of mass violence against the employees. A search warrant was executed at his residence where additional evidence related to the plan was collected.

Patterson was taken into custody on requested charges of domestic terrorism. His bond has been set at $3,000,000. Formal charges are pending.

RILEY COUNTY—A Manhattan man arrested in connection with a violent pocket knife attack faces attempted murder charges, according to the Riley County Police Department arrest report. 

Mark Nicholas Rickenbaker, 32, is being held without bond on requested charges of&nbsp;&nbsp;Attempted murder in the 2nd degree; Intentional Aggravated battery; Knowingly use physical contact in angry/rude manner w/weapon, according to the RCPD.

Just before 2:30 p.m. Saturday, officers filed a report for aggravated battery in the 1300 block of Flint Hills Pl. in Manhattan, according to the Riley County Police Department activity report.

A 27-year-old man reported a 32-year-old male suspect identified&nbsp; as Mark Rickenbacker stabbed him in the neck with a pocket knife.

The victim was treated at Via Christi and later released.&nbsp;

On Tuesday, police asked the public for help to locate Rickenbacker in connection with the case. Just after 2p.m. the RCPD reported they had him in custody.&nbsp; Police have not released any requested charges.

Suspect in pocket knife attack faces attempted murder charge

SEWARD COUNTY—Law enforcement authorities are investigating four suspect in connection with a home robbery in southwest Kansas.

Just before 7p.m. Monday, police were dispatched to report of an armed robbery at a home in the 900 Block of Milwood Circle in Liberal, according to a media release.

Investigators learned two men held a man at gunpoint and took several items from the residence.

Police quickly located the vehicle used in the robbery and followed the suspects. The chase continued into Beaver County, Oklahoma. Deputies in Oklahoma chased the suspects into Ochiltree County, Texas, where the getaway car ran out of gas. Two men and two women were arrested.

JACKSON COUNTY—Law enforcement authorities are investigating a Texas woman on drug charges after a traffic stop.

Just before 4a.m. Sunday,&nbsp; a sheriff’s deputy stopped a Honda passenger car near 142nd and U.S. Highway 75 for a traffic infraction, according to Sheriff Tim Morse.

Sheriff: Texas woman jailed in Kansas for transporting cocaine

TOPEKA, Kan. (AP) — First she saw the graphic cellphone video showing Ahmaud Arbery’s shooting death in Georgia, then news that Breonna Taylor had been shot in her Kentucky home during a botched drug raid. But when Teresa Parks watched videos of the white Minneapolis police officer pressing his knee onto a Black man’s neck, and heard George Floyd cry out for his mother as his life drained away, she was spurred not just to tears, but also to action.

After Floyd’s May 2020 death, Parks and a friend formed a Black Lives Matter group in their hometown of Manhattan, Kansas, a largely white city that had elected no Black leaders since 1969. Parks’ activism led to her appointment to a task force that city leaders said was designed to make the community more welcoming to people from diverse backgrounds.

That task force issued a report in December 2021 with more than 60 recommendations, but so far the city commission hasn’t discussed them. And that’s not unusual. All over Kansas, elected leaders convened task forces or held town hall meetings to gather community input on racial justice and diversity issues after demonstrators in more than a dozen communities protested Floyd’s death. But almost two years later, the passion and energy evident in those protests hasn’t translated into widespread change.

One of the most common results has been formalizing changes that had already been made. Topeka and Lawrence police banned “no-knock” search warrants, for example, but police in both cities had already discontinued the practice. In several Kansas cities including Wichita and Kansas City, police have put into writing the practices they said they had already adopted.

Lauren Bonds, the legal director for a New Orleans-based group of lawyers, legal workers and law students called the National Police Accountability Project, said local leaders sometimes form working groups when they want to appear to be on the right side of an issue but lack the political will to make real change.

“You’ll put some people of color on it, and then you’ll be able to point to that when someone says you didn’t respond to this egregious situation, but then you don’t actually have to change anything,” said Bonds, who is based in Kansas City, Kansas.

The Hispanic population in Kansas has more than quadrupled over the last 30 years, largely because of immigrants attracted to jobs in the meatpacking industry in the southwest of the state, and the Black population grew 15% between 1990 and 2020. But Kansas remains largely white and non-Hispanic; 72% of residents self-identified as such in the 2020 census and the Kansas Legislature was 92% white that year according to the National Conference of State Legislatures.

Proposals pushed by advocacy groups on behalf of racial justice in Kansas typically stall. After the Floyd protests, for example, Democratic Gov. Laura Kelly appointed a committee on racial equity and justice, saying “communities of color do not have the luxury of time for leaders to address these issues.” But neither the panel nor the governor pushed the Legislature to adopt the group’s recommendations.

And this year, the momentum in the Republican-controlled Legislature swung away from racial justice toward limiting what public schools teach about racism and tightening voting laws.

Kevin Willmott, a University of Kansas film professor who in 2019 won the best adapted screenplay Oscar for “BlacKkKlansman,” said that when elected officials create task force groups, they often face little opposition, giving people hope that they can bring change.

“But then the task force doesn’t change anything,” Willmott said. “So it appears on the surface like you’re being brought to water, but you’re not allowed to drink.”

“They know that you just allow the focus to drift away and then you get to go back to normal. Until the next George Floyd, which might be in Kansas. You never know,” he said.

Post-Floyd racial justice efforts in other Kansas cities have seen mixed results.

In Wyandotte County, which includes Kansas City, then-Mayor David Alvey created a task force in 2020 to discuss policing practices, but he told task force members not to advocate for specific changes during meetings.

“It was such a politically charged atmosphere,” Alvey said. “I wanted to keep the politics out of it as much as possible.”

About a quarter of Wyandotte County’s population is Black and voters have elected a similar percentage of Black commissioners since 2005. Alvey narrowly lost reelection last year to Tyrone Garner, who became the community’s first Black mayor. Garner, who previously served as deputy police chief, ran for office on a police reform platform. He also announced a new committee to look into policing practices, which he said would — unlike his predecessor’s group — craft proposals for the city to vote on. The committee held introductory meetings last month.

Garner’s views of the community and policing have been shaped by his years as a police officer. Early in his career, a Black police major told him about how minority officers previously weren’t allowed to arrest or interact with white residents. Stories like that prompted Garner to pay attention to how colleagues talked about minority police leaders and officers.

Among other things, Garner hopes his new task force will consider requiring an outside law enforcement agency to conduct police misconduct investigations.

Discussions are in progress in other Kansas communities. In Topeka, a task force set up by a former mayor is reviewing police policies in response to proposals to ban chokeholds, prohibit officers from firing at fleeing suspects and create an independent citizen panel to investigate allegations of police misconduct. The group has met for almost two years and hasn’t made any recommendations to the City Council.

City commissioners in Salina approved a 2020 proposal to create a new citizens review board, but advocates were disappointed that it didn’t give the board authority to investigate complaints.

Latinos make up almost two-thirds of Liberal’s population.About a month after the meeting, Liberal city commissioners passed an ordinance calling for similar public forums as needed, but so far no other meetings have occurred.Racial justice advocate Kathleen Alonso pushed for the ordinance, but told the AP that she had shifted focus to increasing voter turnout. In November, Liberal elected two Hispanic members to the city commission, including its first Latina city commissioner.In Manhattan, Parks, the local Black Lives Matter founder, is hopeful instead of frustrated that the city hasn’t yet taken up the task force’s more than 60 recommendations. Many of them are outside the city government’s control, but some are in its purview, including the hiring of a diversity, equity and inclusion officer to work across city-sponsored organizations.Through her involvement, Parks has gained a line of communication with police that enables her to share information with other residents when they’re worried about something they’re hearing or seeing on social media. That’s leading to a better relationship between police and Black residents, who make up about 6% of the community, and that was one of Parks’ main goals.Shortly before her Black Lives Matter group’s 2020 demonstration, Parks met an officer to contact with concerns. That new line of communication was tested that year when a witness made a video recording of a man who appeared to be having a seizure while he was detained in handcuffs. Parks contacted the officer and learned from police that they had kept him in handcuffs to prevent him from injuring himself.“They answered every single question that we had and we were able to bring that back and kind of give people a little bit of clarity about the situation,” Parks said.It’s all aimed at meeting Parks’ goal of avoiding a high-profile police killing like George Floyd’s in Manhattan.“To hear that grown man call out for his mother — I just couldn’t — I can’t even talk about it,” Parks said, her voice shaking. “That is just something I would never want to see for my kids.”___
