TOPEKA, KAN. (AP) — A&nbsp;51-year-old man has been charged with first-degree murder in the death of a man who was run over earlier this week near a Topeka hiking trail.

Chad Thomas Cuevas was charged Thursday and is being held on a $1 million bond, District Attorney Mike Kagay announced.

Emerson D. Downing, 41, of Topeka, was struck and killed Monday near the Soldier Trail in north Topeka.

Police Lt. Manny Munoz heard an argument near the trail and then saw a vehicle run over Downing and flee the scene, WIBW reported. Downing died at a Topeka hospital.

Police arrested Cuevas a short time after the incident.

Cuevas has a criminal history including making a terroristic threat, driving under the influence of alcohol, and criminal possession of a firearm by a convicted felon.

SHAWNEE COUNTY – Law enforcement authorities are investigating a violent incident involving a 12-year-old girl captured on video that has gone viral on social media.

Police arrest 12-year-old Kan. girl after video of attack goes viral

KANSAS CITY – Drug Enforcement Administration Acting Administrator Uttam Dhillon announced Thursday that the DEA will direct enforcement resources to methamphetamine “transportation hubs” — areas where methamphetamine is often trafficked in bulk and then distributed across the country.&nbsp;While continuing to focus on stopping drugs being smuggled across the border, DEA’s Operation Crystal Shield will ramp up enforcement to block their further distribution into America’s neighborhoods.

DEA has identified eight major methamphetamine transportation hubs where these efforts will be concentrated:&nbsp;Atlanta, Dallas, El Paso, Houston, Los Angeles, New Orleans, Phoenix, and the St. Louis Division. Together, these DEA Field Divisions accounted for more than 75 percent of methamphetamine seized in the U.S. in 2019.

“The superhighways of methamphetamine distribution cross Kansas,” said U.S. Attorney Stephen McAllister. “No drug has proven to be a greater threat to the peace, safety and health of our communities. Operation Crystal Shield is a much needed initiative to make Kansans safer.”

Operation Crystal Shield builds on existing DEA initiatives that target major drug trafficking networks, including the Mexican cartels that are responsible for the overwhelming majority of methamphetamine trafficked into and within the United States.&nbsp;From fiscal year 2017 to 2019, DEA domestic seizures of methamphetamine increased 127 percent&nbsp;from 49,507 pounds to 112,146 pounds. The St. Louis Division seizures were up 56 percent from fiscal year 2018 to 2019. During the same timeframe, the number of DEA arrests related to methamphetamine rose nearly 20 percent.

“For decades, methamphetamine has been a leading cause of violence and addiction – a drug threat that has never gone away,” said Acting Administrator Dhillon.&nbsp;“With a 22 percent increase in methamphetamine-related overdose deaths, now is the time to act, and DEA is leading the way with a surge of interdiction efforts and resources, targeting regional transportation hubs throughout the United States. By reducing the supply of meth, we reduce the violence, addiction, and death it spreads.”

The DEA St. Louis Division covers the entire states of Missouri, Kansas and the southern portion of Illinois, which encompasses hundreds of miles of interstate roadways.&nbsp; “These roadways are routinely utilized by drug trafficking organizations to transport methamphetamine and other deadly drugs into Kansas City metropolitan area,” said Special Agent in Charge William J. Callahan. “Operation Crystal Shield will allow our DEA agents and law enforcement partners the opportunity to strengthen our enforcement strategies in an effort to interdict drugs and disrupt drug trafficking organizations causing harm to the citizens of Kansas City.”

Special Agent in Charge Callahan added, “The DEA seeks to hold methamphetamine drug traffickers accountable through multi-jurisdictional investigations which target all facets of the drug trafficking organizations, and bring them to justice by United States Attorneys in our area of operation.”

“Methamphetamine is by far the most prevalent illegal drug being sold on the streets of our community, and therefore warrants a focused plan of attack,” said U.S. Attorney Tim Garrison. “Meth trafficking makes up more than 60 percent of the federal drug cases we prosecute in the Western District of Missouri. Operation Crystal Shield provides a strategy to stanch the flow of methamphetamine being smuggled into our state by the Mexican cartels. If we can reduce the supply of methamphetamine, we can reduce the violence and other criminal activity associated with drug trafficking.”

Virtually all methamphetamine in the United States comes through major ports of entry along the Southwest Border and is transported by tractor trailers and personal vehicles along the nation’s highways to major transfer centers around the country. It is often found in poly-drug loads, alongside cocaine, heroin, and fentanyl.

Crystal Shield: New enforcement operation focuses on meth trafficking hubs

A suspect currently awaiting trial for sex-related crimes in Colorado was arrested at a Hays motel on suspicion of rape.

At 1:08 a.m. Friday, Feb. 14, an officer with the Hays Police Department observed a 14-year-old girl exiting a room during a routine patrol at the Rodeway Inn, 3404 Vine, according to Hays Police Chief Don Scheibler.

After making contact with the minor, officers found she appeared intoxicated and began an investigation.&nbsp;

Christopher Lynn Cox, 20, was found in the room and, after questioning, was arrested.

Cox is being held in the Ellis County jail in lieu of a $150,000 bond on suspicion of rape, aggravated indecent liberties with a child, and unlawfully hosting a minor consuming alcoholic liquor or cereal malt beverage.

A no-contact order with the victim has also been put in place, according to Ellis County Attorney Tom Drees.

Cox is currently awaiting trial stemming from offenses in Prowers County, Colorado.

He pleaded not guilty to assault in the third degree and unlawful sexual contact in the case that was set for trial in April in Lamar, Colo.

"This is just good police work," Scheibler said. "The officers were up there being proactive and on patrol, they got out to speak to an individual and saw something potentially suspicious and made contact."

"That investigation allowed us to recover a 14-year-old girl and make sure she was safe and helped us put a sex offender in jail," he said.

Drees said the victim was contacted by Cox via a phone app called Snapchat and encouraged parents to monitor their children's social media accounts.

County Attorney: Snapchat used to lure  rape victim to Hays motel

SHAWNEE COUNTY— A Kansas man hospitalized after a weekend hit and run accident in Shawnee County has died.

Just after 1a.m. Sunday, sheriff's deputies responded to an injury accident after a 911 caller reported they were transporting a victim later identified as Noah M. Thibodeau, 20, of Eskridge&nbsp; in a personal vehicle to a local hospital, according to Deputy Scott Wanamaker.

Witnesses reported that there was a gathering at 151 West 4th Street in Auburn, Kansas. An altercation occurred which resulted in Thibodeau being dragged by a Jeep Wrangeler causing the life-threatening injuries.

Deputies and American Medical Response met the caller and Thibodeau on Interstate 70, transferred the victim to an ambulance for transport to a Topeka hospital in critical condition.

Thibodeau died on Wednesday, according to Sgt.&nbsp;Todd Stallbaumer with the Shawnee County Sheriff's Department.

During the altercation, the Jeep also struck two others resulting in minor injuries and left the scene, according to the witness.

Authorities have identified all the subjects involved, according to the sheriff's department.   Authorities have not reported an arrest.

Late Monday, the victim remained hospitalized with life-threatening injuries, according to Deputy Abigail Christian.

During the altercation, the vehicle also struck two others resulting in minor injuries, according to the witness.

Authorities have identified all the subjects involved, according to Christian.&nbsp; &nbsp;Authorities have not reported an arrest.

Update: Kansas man dragged by Jeep during altercation has died

Dickinson County Sheriff Gareth Hoffman has reported that the Department's Investigations Unit has arrested a Dickinson County resident, Karl Landon Jr., 43, for allegedly attempting to pass a phony $100 bill.

Hoffman said Landon came to the Sheriff's Office with the intent to put money on the account of an inmate and allegedly presented a phony $100 bill as payment. The employee immediately recognized the bill as a fake and notified investigations.

Hoffman noted that the Sheriff's Department is requesting a charge of Possession of Counterfeited Currency With the Intent to Defraud. This investigation is ongoing.

The Dickinson County Sheriff's Office Drug Enforcement Unit was asked to assist 8th Judicial District Community Corrections at the Herington location. Detectives of the Drug Enforcement Unit, with the help of Dickinson County Sheriff's deputies and Herington police officers executed the search warrant where methamphetamine, marijuana, a firearm and drug paraphernalia were recovered from the residence.

The Sheriff's Office said Sjodahl was arrested on suspicion of possession of methamphetamine with the intent to distribute, possession of marijuana with the intent to distribute, felony possession of drug paraphernalia, no drug tax stamp, misdemeanor possession of drug paraphernalia and criminal possession of a firearm by a convicted felon. The case is ongoing and further arrests are possible.

Dickinson County authorities execute search warrant

BARTON COUNTY— Wanted Kansas felon Miles Jackson is in custody. According to Barton County Sheriff Brian Bellendir, Jackson was arrested Tuesday night in Pawnee County. Jackson was wanted on a Kansas Department of Corrections violations warrant for drug charges and battery. 

He has previous convictions for criminal threat, aggravated battery and drugs, according to the Kansas Department of Corrections.&nbsp;

BARTON COUNTY — Law enforcement authorities are asking the public for help to locate 35-year-old Miles Jackson.

According to Barton County Sheriff Brian Bellinder, Jackson is wanted for a Kansas Department of Corrections violations warrant for drug charges and battery.&nbsp;

Sheriff: Wanted Kansas felon is in custody

PAWNEE COUNTY — A Kansas man accused in the August 2019 shooting a pit bull puppy that had to be euthanized entered a guilty plea to one charge in the case Tuesday, according to Pawnee County Attorney Doug McNett.

Tiffany Willinger, 51, plead no contest to cruelty to animals done without malicious intent; shot the pit bull puppy multiple times.

With the plea, the state agreed to drop the second charge that included&nbsp;Interference with Law Enforcement and providing false information to a Pawnee County Sheriff’s Deputy.

The defense attorney advised the court that Willinger had planned to put the puppy down because it was vicious. Willinger expressed remorse as to the way he attempted to euthanize the puppy and for abandoning the wounded animal once his attempt to kill it failed, according McNett.

Pawnee County Judge Julie Cowell accepted the plea agreement and sentenced Willinger to a 12-month underlying jail sentenced suspended to 30 days in the Pawnee County Jail, according to McNett.

Kansas man sentenced for shooting, abandoning puppy

SEDGWICK COUNTY — Law enforcement authorities are investigating two&nbsp; suspects who&nbsp; led deputies on a chase through northwest and west-central Saline County before being on Monday morning.

Just before 2a.m., a deputy on patrol noticed a black 2002 Lexus LS430 parked on Watkins Road, just west of Hedville Road, according to Saline County Sheriff Roger Soldan. When the deputy went to check on the car, it sped off wesbound on Watkins Road, south on Brookville Road and&nbsp; to Kansas Highway 140 (K-140, east to Hohneck Road and then entered a wheat field at the southwest corner of Hohneck Road and Magnolia Road where it became stuck.

During the investigation, it was determined that the car had been reported stolen in Wichita, according to Soldan. Additionally, marijuana and methamphetamine, as well as drug paraphernalia were found in the car.

Just after 1 p.m. Monday, the Shawnee County Emergency Communications Center began receiving reports of a vehicle versus pedestrian crash in a field near Curtis Cemetery in North Topeka, according to police spokesperson Gretchen Koenen. Witnesses stated the suspect fled the area in a black two-door vehicle.

At the scene, officers located an adult male identified as&nbsp;41-year-old Emerson D. Downing of Topeka, suffering from life-threatening injuries after he was run over by vehicle.&nbsp; DOwning was taken by ambulance to a local hospital where he died.

A trooper with the Kansas Highway Patrol located the suspect’s vehicle near SW Emland Dr. and SW Gage Blvd. The suspect later identified as&nbsp;Chad Thomas Cuevas, 51, was taken into custody, questioned and arrested on requested charges of first-degree murder, according to Lt. Ron Ekis.

Preliminary information indicates this incident stemmed from a disturbance that occurred in the area of NW Tyler St. and NW Waddell Street.&nbsp;

Police have not released the victims’ name.

Update: Police ID man run over, killed near Kan. walking trail

BARTON COUNTY—Law enforcement authorities are investigating a series of arson fires and have made an arrest.

Just before 4:30 Sunday, law enforcement authorities in Barton County began receiving phone calls about hay bales on fire, according to Sheriff Brian Bellendir.

 Three fire calls were made to 911 and two more were discovered by citizens and extinguished. All the fires occurred within 45 minutes of each other.

Citizens had reported seeing a silver Chevrolet four-door at the locations and Barton County Sheriff’s Office deputies immediately began searching for the vehicle.

In at least one instance, the suspect was observed setting the fire. All of the locations were East of US 281 Highway between Ellinwood and Great Bend.

An Ellinwood city police officer observed a vehicle matching the suspect vehicle’s description eastbound on NE. 10th Rd. traveling towards the City of Ellinwood at a high rate of speed. 

Sheriff’s deputies were able to intercept the vehicle and stopped it in Ellinwood. Accelerants and a fireplace lighter were observed in the vehicle.

Deputies arrested Gunner Mayhugh, 18 of Great Bend, at the scene on requested charges that include five counts of arson. Mayhugh is being held on a $100,000 bond on each count, according to Bellendir.

Sheriff’s detectives are investigating Mayhugh’s motive and suspect he may have been attempting to divert law enforcement’s attention to prevent the arrest of another person.

The Kansas State Fire Marshal’s office was contacted, and a dog trained to detect accelerants was brought to the various locations.&nbsp;

Sheriff: Kan. teen held on $500K bond for series of arson fires

Dickinson County Sheriff Gareth Hoffman has reported the arrest of one person, Brian Allen Paull, On Feb. 13 on multiple drug related allegations including Possession of Methamphetamine, Possession of Marijuana and Possession of Drug Paraphernalia.

The arrest followed the execution of a search warrant at 811 Highway 15 in Dickinson County. Paull was arrested at the residence.&nbsp;

Authorities said during the execution of the search warrant methamphetamine, marijuana and drug paraphernalia were recovered from the residence.

Detectives of the Dickinson County Sheriff's Office, Drug Enforcement Unit and Deputies with the Dickinson County Sheriff's Office executed the search warrant.

Woman in Manhattan accused of child abuse, domestic battery

Lancaster County, NE&nbsp; — State Troopers arrested two men after finding 100 pounds of marijuana and one half pound of methamphetamine while attempting a motorist assist on February 14 in Lincoln.

Just after 4:00 p.m. on Valentine's Day, a trooper observed a recreational vehicle having difficulty maintaining its lane while traveling eastbound in Interstate 80 near Lincoln, according to a media release.

 The vehicle exited I-80 at mile marker 399 in Lincoln. The trooper contacted the driver of the RV at a gas station to offer assistance. The trooper then discovered that the driver was driving with a suspended license.

During the stop, an NSP K9 detected the presence of a controlled substance in the vehicle. Troopers searched the vehicle and found 100 pounds of marijuana and one half pound of methamphetamine.

The driver, Jason Wolff, 43, of Sacramento, California, and passenger, Michael Wernecke, 48, of Madison, Wisconsin, were arrested for possession of marijuana – more than one pound, possession of methamphetamine, and possession with intent to deliver. Both were lodged in Lancaster County Jail.

An altercation occurred which resulted in one man being drug by a vehicle causing the life-threatening injuries. Update: Kan. man hospitalized after dragged by jeep during altercation

SHAWNEE COUNTY–&nbsp;The Kansas Bureau of Investigation (KBI) made an arrest Monday following an eight-month-long investigation into suspected human trafficking.

On Feb. 17, at approximately 6:30 a.m., KBI agents arrested 54-year-old Michael A. Anderson, of Topeka. Anderson was arrested without incident at 620 SW 9th&nbsp;St. in Topeka, according to a media release from the agency.

He was arrested for rape, aggravated kidnapping, and aggravated battery. Anderson was then booked into the Shawnee County Department of Corrections. Formal charges are pending.

After the arrest, KBI agents and the Crime Scene Response Team served a search warrant at the residence. The Kansas Highway Patrol assisted in securing the scene.

KBI: Suspect jailed after 8-month human trafficking investigation

STOCKTON —Law enforcement authorities are investigating two suspects on drug charges after a weekend arrest.

Just before 11p.m. On Saturday, a Rooks County Sheriff's Deputy conducted a traffic stop on a vehicle in the 400 block of North Spruce in Stockton. During the course of the traffic stop, a substantial amount of methamphetamine was located inside the vehicle.

Two arrested after meth found during NW Kan. traffic stop

SEDGWICK COUNTY —Law enforcement authorities are&nbsp;investigating a shooting that led to the death and have released the identity of the victim.

Just before 3 a.m. Sunday, police responded to a shooting call at a home in the 1700 block of South Glenn in Wichita, according to officer Charley Davidson.&nbsp;

Upon arrival, officers contacted a 45-year-old woman who reported arriving at friends home and finding 35-year-old James Winston unresponsive.&nbsp; Winston&nbsp; had sustained multiple gunshot wounds and was transported to an area hospital where he died, according to Davidson.&nbsp; 

Police do not believed this to be a random incident. They have not reported an arrest or additional details.&nbsp; &nbsp;

The Latest: 35-year-old Kansas man dies after shot in his home

WICHITA, KAN.&nbsp;– A registered sex offender who pleaded guilty to committing child sexual exploitation crimes while still on supervised release in a previous case was sentenced Thursday to 50 years in federal prison, according to U.S. Attorney Stephen McAllister.

Daniel Eric Merida, 36, El Dorado, Kan., pleaded guilty to one count of producing child pornography, one count of distributing child pornography, one count of transporting child pornography, two counts of possessing child pornography, and one count of sending obscene material to a minor.

In his plea, Merida admitted using the internet to contact a minor beginning in 2012 when she was 12 years old. He used the internet to sexually exploit the victim, sending her obscene material as well as child pornography. 

During a search in March 2018, he was found in possession of additional child pornography. After his arrest in November 2018, a second search revealed the defendant had used online storage to transport more child pornography, and he was in possession of more child pornography on his phone.

Kansas sex offender sent obscene material to 12-year-old

SEDGWICK COUNTY — Law enforcement authorities are investigating a case of alleged domestic violence and have a suspect in custody.&nbsp;

Just before 2:30 p.m. Wednesday, police responded to the Walmart parking lot in the 6100 Block of West Kellogg in Wichita after report of an alleged kidnapping, according to officer Kevin Wheeler.

A witness reported seeing a scuffle, between a 39-year-old woman and a suspect later identified as 43-year-old Carlton Albertson.

The victim arrived in a separate vehicle described as a black Pontiac and had agreed to meet with Albertson to exchange property, according to Wheeler. The two had been in a relationship.

Witnesses told police that Albertson grabbed the woman by the hair and forced her a Chevy Tahoe and sped away from the parking lot.

Friends who were with the victim drove the Pontiac and followed the Tahoe.&nbsp; A short time later, police responded to another 911 call indicating an SUV was pushing a black Pontiac towards Pawnee Street from Vine, according to Wheeler.

When the Pontiac became disabled, the driver and a woman passenger ran from the vehicle. Albertson drove the Tahoe over a curb and chased&nbsp; them.&nbsp; The 39-year-old victim was able to escape and return to the Pontiac.

A citizen who witnessed the incident confronted Albertson who then drove from area. As police arrived, Albertson led them a pursuit.&nbsp; Police discontinued the chase due to Albertson's erratic driving at high speeds, according to Wheeler.

On Thursday, police observed a stolen tan Thunderbird near Taft and and West Streets in Wichita. Police attempted to stop the vehicle. The driver later identified as Albertson led officers on a chase.&nbsp; Albertson avoided spike strips but due to high speeds the officers discontinued the chase. They ultimately located the vehicle and&nbsp; took Albertson into custody on requested charges of aggravated battery, aggravated battery domestic violence, kidnapping, flee and elude and a Kansas Department Of Corrections warrant.

The case is expected to be presented to the Sedgwick County District Attorney's Office.

Kansas felon arrested after alleged kidnapping in store parking lot

CLEVELAND (AP) — A teenager who planned to set off an explosive device at an Ohio high school and called police about a hoax hostage situation at Lee Elementary School in Manhattan, Kansas has been indicted on federal charges, prosecutors said Friday.

Allen Martin Kenna, 18, has been charged with attempted use of an explosive device and interstate communication of threats, according to the U.S. Attorney’s Office in Cleveland. Court records don’t indicate whether he has an attorney.

Kenna drew the attention of police in his hometown of Cuyahoga Falls, Ohio, in early January after he was identified as the person seen walking the hallways of Cuyahoga Falls High School after hours recording a video, an FBI agent wrote in an affidavit. The person fled when approached by school personnel.

He was identified the next day by someone who said Kenna had been talking for months about plans to shoot people at the school during lunch hour, the FBI agent’s affidavit said. The person said Kenna also had made frequent sexist and racist remarks and that he “centers his life around researching and talking about terrorism, white supremacy, and his knife collection,” the FBI agent wrote.

Cuyahoga Falls police arrested Kenna and searched his family’s home on Jan. 8, seizing items that could be used to make an explosive device along with gun magazines, ammunition and knives. Investigators also took computers and other electronic devices that were turned over to the FBI.

The FBI learned from a diary found on his laptop that it was Kenna who called the Riley County Police Department in Manhattan, Kansas, in November saying someone was being held hostage inside a Lee elementary school, according to the affidavit. Members of a SWAT team learned it was a hoax after several hours of talking on the telephone with the purported gunman.

Kenna in his diary described the hoax as “fun.”

“I mean I guess it could possible (sic) get me notoriety in the long run, but I was just bored, that’s all,” Kenna wrote.

Other diary entries, which he began writing in the summer of 2018, detailed conflicts with his father, his parents finding knives and pipe bomb materials, and his thoughts about mass shootings, killing his family, Ohio Gov. Mike DeWine and President Donald Trump, the FBI affidavit said.

FBI agents also reviewed videos that showed Kenna inside the high school and describing his plans to detonate a bomb there.

Teen in hoax hostage situation at Manhattan school indicted

SALINE COUNTY — Law enforcement authorities are investigating a Kansas man on drug allegations after a Thursday arrest.

Just before 3:30p.m.,&nbsp; police were called to the Central Mall, 2259 South Ninth Street in Salina for the report of what a witness believed was a drug transaction in the parking lot, according Salina Police Captain Paul Forrester.

The witness told police that a vehicle pulled up to a black, two-door passenger car that had in it two white males who appeared to be in their 20s, he said. The witness saw something exchanged between the two vehicles, according to Forrester. 

The witness was able to get the license plate number of the black car, which helped a patrol officer quickly locate the 2013 Hyundai Genesis.

The driver made an improper stop at the Republic Avenue and South Santa Fe Avenue intersection, and the officer pulled the vehicle over for a traffic stop.

A 16-year-old boy&nbsp; riding with Boland was questioned and released to his mother.
