RILEY COUNTY —Law enforcement authorities are investigating a Kansas felon on new allegations.

Just before 10a.m. Tuesday, police arrested 20-year-old Ladaisha Ransom of Manhattan, according to the Riley County Police Department activity report.

 Ransom was arrested on probable cause offenses of criminal possession of a weapon by a felon and aggravated assault. 

Ransom remains jailed on a $30,000 bond.&nbsp; On May 1, Ransom was jailed for an alleged probation violation.&nbsp; 

In 2019, Ransom was among two teens accused of making felony criminal threats on social media. 

At the time, the RCPD&nbsp; reported the teens made threatening messages on Snapchat and appeared to have a gun. A citizen tipped police to the post which reportedly was aimed at two other teens. All four were students at the Manhattan High West Campus.

Junction City Commissioners have voted no on a proposed ordinance that would have established&nbsp;the Mallard Attainable Homes Residential Housing Incentive District in the Sutter Woods, Sutter Highlands Subdivision and Prairie Ridge Addition.

A developer had purchased a number of lots and was seeking incentives help in building homes and to make them affordable. It was a tool to incentivize a developer. This would have been a 25-year District with multiple phases.

There was extensive protest by local contractors and other residents against the project during a public hearing Tuesday night.&nbsp;Opponents argued that the RHID would not add to the number of quality homes being built but would just change who is building. The City was asked why not propose this to all builders in the area and why incentivize an RHID. There was also a point that going into farther debt to reduce existing debt might not be the best path.

Had the proposal passed both the County and USD 475 could have also had veto power on this issue.

City says no to Residential Housing Incentive District

JC Rotary celebrated members Steve Spade and Marilyn Smith on Tuesday. 

  Marilyn Smith, Past President and Rotarian since 1992 received her 4th Paul Harris Fellowship Award from Rotary International.  This is the highest award an individual can receive,  “Service Above Self Award."

Two members are recognized by JC Rotary

The Geary County Sheriff's Department reported that Tuesday evening Deputies responded to US 77-Highway at mile marker 157 for an injury accident. 

Austin N. Davis of Manhattan, KS was traveling northbound on US 77-Highway at mile marker 157 on his 2023 Yamaha Motorcycle. When Davis began to turn into BJ’s convenience store he was struck by Tristan G. Baca of Ft. Riley while operating his 2020 Triumph motorcycle. 

Both Riders sustained injuries and were transported to Stormont Vail’s Emergency Room by the Junction City EMS/Fire Department.

The Junction City High School baseball and softball teams honored their seniors in the final home games of the season on Tuesday night. But the senior recognition was not the only storyline, as both teams played on their new fields for the first time.&nbsp;

The Lady Jay softball team hosted Topeka High. The Lady Jays lost both games in the doubleheader on Tuesday night. The final score from game one was 6-1, and the final score in game two was 14-5. Junction City's record falls to 8-10 on the season.

Between games one and two, Junction City honored their seven seniors on the softball team. The seven seniors honored were Jordan Hunt, Macie Muto, Sara Rexrode, Maya Shaw, Gabbi Sederlin, Bailey Pape, and&nbsp; Anja Vonspreckelson.&nbsp;

The Blue Jay baseball team hosted Goddard-Eisenhower on Tuesday night. Junction City split the doubleheader, falling game one, 1-0, and winning game two, 10-9. The Blue Jays record on the season is 9-15.&nbsp;

The Blue Jays honored their four seniors on Tuesday night. The four seniors honored were Brock Bazan, Cooper Bogenhagen, Gavin Moore, and Lincoln Upham.&nbsp;

Next up for both the baseball and softball teams is regionals, which are next week.&nbsp;

Junction City Baseball and Softball teams play on new fields for the first time

Geary County Commissioner Alex Tyson&nbsp; said Monday that the Convention &amp; Visitors Bureau Board recently voted not to raise the transient guest tax and separately also wants to forego building a sports complex. Tyson sits as an ex-officio member&nbsp; for the county commission on the CVB Board.

The current transient guest tax rate is 6% with 1% of that amount slated for a possible future sports complex. Tyson indicated he is supportive of a proposed 1% increase in the TGT and he also doesn't think the County should stop collecting funds for a sports complex. The additional 1% would go to upgrade current sports facilities.

Tyson said that when you have not seen the impact of what youth sports can do for your community, if you're able to host and do those type of events you're not going to support what this project could and should be. "When you don't think outside of the box it's hard to see the big picture."

Past estimates have put the cost of a sports complex in the range of&nbsp; $7-$10 million but the current funding total raised for a sports complex falls far short of&nbsp; that range. Tyson noted he doesn't think it would be on Geary County to do a project that big. Being able to work with the City and possibly the school district to achieve something would be a goal but those conversations are premature. He added when you have three different entities going three different ways it's hard to see that.

The commissioner also noted that there have been conversations about the possibility of a business coming in and looking at something like that. But a lot would need to be done to get a sports complex.

No final actions or decisions have been made.

Commissioner Alex Tyson addresses TGT and sports complex issues

Eric Coffman has filed for election to a full four-year term as Geary County Sheriff. He filed Tuesday at the Geary County Clerk's Office.

Coffman, a Republican&nbsp; who previously served as undersheriff, is currently filling an unexpired term following the retirement of former Sheriff Dan Jackson.

Historical Society&nbsp; Director Heather Hagedorn said that the stories will be recorded and preserved to help future historians and Geary Countians to understand what schools were like in the late 20th-early 21st centuries.

This event was originally scheduled for April 27th but was cancelled due to storms in the area.

Just before 4:30p.m. Monday, police arrested 27-year-old Malik Peters,&nbsp; of Manhattan, according to the Riley County Police Department activity report. Peters was arrested on a Riley County District Court warrant for forgery, computer unlawful acts, and theft of property or services. 

Total bond was set at $15,000. He is no longer in custody.

Authorities never reported any tornadoes on the ground but radar noted some rotation. Geary County Emergency Management confirmed funnel cloud rotation was spotted one mile north of Chapman and also moving across Milford Lake. Warning sirens sounded&nbsp; in the Milford Township and the City of Milford.&nbsp;

According to the National Weather Service there was a report of softball size hail near Upland. There was a 69 mile per hour wind gust at the Manhattan Regional Airport. No injuries have been reported.

There were some tree limbs down in Junction City. 

A check for damage will also be done on Tuesday.

Geary County Rural Fire Chief Garry Berges said Monday that as of the end of April there have been 42 fires in the county year to date compared to 60 at this time in 2023.

There were 31 fire calls last month including four building fires. A total of 41 volunteers responded to fires. There were 395 hours spent on fire grounds. There were also three vehicle fires, three more involving semi's and 15 grass fires.

On Saturday April 20th five members from the Pilot Club of Junction City attended the Heartland District Spring Convention In Bartlesville, Oklahoma .

According to a release from the Club the Junction City contingent was represented there with 13 other clubs. They were joined by Pilot international Executive Council Representative (ECR) Susan Harbin  from Georgia.

RILEY COUNTY—Law enforcement authorities are investigating a suspect for another alleged DUI arrest.

Just before 9p.m. Sunday, police arrested 39-year-old&nbsp;Russell Harmon of Manhattan, was arrested in the 1200 block of Yuma Street in Manhattan, according to the Riley County Police Department activity report.

&nbsp;Harmon was arrested on a probable cause offense of DUI- 3rd in 10 years and probation violation. 

He remains jailed on a $10,000 bond.&nbsp; &nbsp;In 2014, the Kansas Department of Corrections reported Harmon was in their custody for&nbsp;Driving under influence of alcohol or drugs - 3rd or subsequent conviction, for a conviction in Wabaunsee County.

Manhattan man accused of DUI for 3rd time in 10-years

The Junction City region was on track to repeat the last two months of above average temperatures and below average rainfall until the last week of April provided almost the entire month’s worth of rainfall. Temperatures were still well above average, but rainfall was about 120% of normal. 

The average daily high for April was 71.3, 5.5 degrees above normal. The average overnight low was 48.2, 5.6 degrees above normal. This resulted in a monthly mean temperature of 59.8, 5.6 degrees above long term average. The 59.8 monthly mean temperature tied 2024 with 1965 for the sixth warmest April on record. The hottest April on record was in 1955 with a toasty 63.2 degree monthly mean temperature. The coldest April on record was in 1983 with a monthly mean temperature of 45.9. 

For the second month in a row, there were no high or low temperature records set. The highest temperature for the month was the afternoon high of 89 on the 13th. The lowest temperature was the morning low of 34 on the 5th. While the region has an average last frost date (latest temperature of 32 degrees, or colder, in the spring) of April 14th, the last time the area saw a freezing temperature was the morning of March 27th when the temperature was 20 degrees. The latest that the area has ever seen a spring freezing temperature is May 14th (1953). Since 1950 we have only seen a May last freeze on 9 occasions. The most recent was May 4, 2008. We have more than likely seen the last freeze for the spring.&nbsp;

April usually brings us increasing rainfall as we move into the wettest time of the year. Long term average rainfall for April is 3.15 inches. For the first 25 days of the month we were staring at a paltry 0.86 inches of rain. The last five days of April made up the difference however, coming through with just under 3 inches of rain. Total April rainfall was 3.83 inches. The wettest April was in 1944 when 12.59 inches of rain drenched the area. The driest April on record was in 1989 when 0.36 inches was all that the area received. &nbsp;Average annual rainfall, through the end of April, is 6.98 inches. So far in 2024, in the same period, we have received 7.17 inches so just slightly above normal. The heavy late April rainfall helped to restore needed soil moisture for spring plant growth and put waters back in ponds for cattle that are heading out to summer pasture. 

No measurable snowfall was recorded in April and while May has a long term average snowfall of one tenth of an inch, our 2023/24 snow season is likely over. Average seasonal snowfall is 18 inches. While recent winters have been quite lacking in snow, we nearly made average this season with 17.5 inches recorded from October 1 thru April 30.May truly brings spring into full bloom. It is our wettest month of the year with long term average May rainfall of 5.14 inches. Daily high temperatures start the month at 70 and are up to 80 by the end of the month. Overnight lows on May Day are 49 and by the 31st we’re up to 59 degrees.&nbsp;

April 2024 Junction City Area Weather Summary

Geary County Family &amp; Consumer Sciences Extension Agent Deb Andres&nbsp; has announced that she has accepted an Extension position in the Flint Hills District and will begin there on July 8. That District serves the residents of both Morris and Chase counties.

Andres stated, " I can’t express what an amazing experience it has been to work with the residents of Geary county and the surrounding areas. Truly it has been the highlight of my 35 years in Family and Consumer Sciences. While I have a couple months before I transition, I have many responsibilities and commitments to fulfill for Geary Country before I leave. The process will be bittersweet, to say the least.&nbsp;

&nbsp;Thank you, Geary County - you have been the best team to be on and I wish you all…. The best life has to offer."

&nbsp;During her time in Geary County Andres has served a term as President of the American Association of Family &amp; Consumer Sciences.&nbsp;

Geary County Extension Agent Deb Andres accepts a new job

DICKINSON COUNTY —One person was injured in an accident just after 4:30p.m. Sunday in Dickinson County.

The Kansas Highway Patrol reported a 2003 Mercury Sable driven by Robin P. Maxwell, 70, Abilene, was westbound on Interstate 70 at the Chapman exit. The car traveled off the left side of the road and struck a guardrail.

EMS transported Maxwell to the Memorial Health System in Abilene. He was properly restrained, according to the KHP.

EMS transported Kolde to the Wamego Health Center. Fulmer was not injured. Both drivers were properly restrained, according to the KHP.

This has been an interesting weather week. On Tuesday afternoon, the City of Westmorland was hit by what has been classified as an F-3 tornado. Unfortunately, for the first time since 2012 a Kansas resident was a victim of the storm.

I assume many of you remember the Chapman tornado of 2008 and the damage that occurred. 23 years ago, I served as manager in Hoisington, Kansas on April 21, 2001, when that community was stuck by a tornado. The path of that storm was 3/8th of a mile wide and dissected the community from West to East destroying 12 businesses and 200 homes, including the one we owned.

Yes, I know that Junction City has never been hit by a tornado and I am with everyone on the legend of a tornado will not strike where two rivers meet. I have managed in another two river City, and they as well have never been hit by a tornado. So, let’s stick with that.

However, when a tornado strikes any community, you do have to sit back and think about how the City could get through a disaster such as a tornado. First of all, a City organization needs to be in sound financial condition. Nine years ago, there would have been major financial issues if this City would have had to deal with a major natural disaster. The City was just in the early stages of recovering from a major financial disaster and there were little or no reserve funds. We have worked at building reserve balance in all funds as there may be that day when that reserve is needed.

In Kansas, most cities have mutual aid agreements with other cities and units of government in the event of a disaster. This allows for others to come to a community’s aid and provides a method for FEMA reimbursement if a disaster is declared. I am sure the City of Chapman benefited by the help from other cities in 2008 and I know the City I managed had over 50 cities and counties that brought equipment and manpower to assist.

As with any property owner, the City has buildings and assets insured in case something ever happens. I am not an insurance expert, but the insurance game is changing. We have received notice at the City Office that the deductible amounts have increased.

Many cities in Kansas, including Junction City, have an insurance proceeds fund and program. By State Statute the governing body of any city is authorized to establish, by ordinance which has to be approved by the State Insurance Commissioner, a procedure for the payment of not to exceed 15% of the proceeds of any insurance policy based upon a covered claim payment made for damage or loss to a building or other structure, caused by or arising out of any fire, explosion or windstorm. The ordinance shall apply only to a covered claim payment which is in excess of 75% of the face value of the property.

For example, if a building has a value of $200,000 and is completely destroyed by wind, fire, or explosion, the insurance company will remit $30,000 in this case to the City. These funds are then deposited into an interest-bearing account and are held by the City until the damaged structure is repaired or removed. When the actions are completed by the property owner the $30K along with all interest that was earned is returned. If nothing is done by the property owner, the City then takes the proper action to remove the building and uses these funds to pay for the costs. If funds are remaining, those are returned to the owner. The purpose of this policy is to encourage the property owner to take care of their property and not rely on the City and the taxpayers to pay to do so. I know this can be controversial, but cities who had this program in place when a tornado struck their community, had a quicker cleanup of damaged structures and rebuilt faster. In 2007, the City of Greensburg did not use this ordinance and a year after the tornado they were dealing with those that just left their damaged home and had to use City funds to deal with the issue.

Recently, a check was sent to a property owner who had their home damaged by a fire. In their case they were able to save their home and they were paid the amount of the insurance proceeds that had been held, plus interest. The damage has been addressed, the adjacent property owners do not have an unsightly building in their neighborhood, and the tax payers of the City did not have to fund what an individual property owner should do.

In a couple of weeks, City water and waste water customers will be receiving a campaign letter from HomeServe USA. This company provides plans to protect the property owner for repair of the water or sewer lines that go from their property to the City main. This program was approved by the City Commission a few years ago and is endorsed by the League of Kansas Municipalities and the National League of Cities. We get complaints when these letters are sent by the company, but it is an optional program and there are those in Junction City that do subscribe to this coverage.

Junction City Manager issues the 515 Report

DICKINSON COUNTY —One person was injured in an accident just after 4:30p.m. Saturday in Dickinson County.

The Kansas Highway Patrol reported a 2020 Freightliner semi driven by Darryl William&nbsp;Marchand, 52, Hazel Park, Michigan, was eastbound on Interstate 70 approximately 2 miles west of Fair Road. The vehicle veered off the roadway to the right, entered the south ditch and rolled.

EMS transported Marchand to Salina Regional Health Center. He was properly restrained, according to the KHP.

On Friday at 8:58 a.m. Geary County Sheriff's Deputies responded to 4768 K157 Highway for an accident hit and run. A 2009 Chevy Silverado drove through the reporting parties gate disabling the vehicle and the gate. The Silverado was left abandoned before deputies arrived. TLC wrecker towed the vehicle. The case is still under investigation.

On Friday at 11:17 p.m. Deputies responded to K-57 Highway mile marker 3 for a motorcycle accident. Christopher Ellis of Junction City was driving his 1997 Harley Davidson northbound when he lost control and crashed into the ditch. Ellis was transported to the hospital via Junction City Fire Department for possible injuries.

On Friday at 8:58 a.m. Geary County Sheriff's Deputies responded to 4768 K157 Highway for an accident hit and run.
